(1-CARE) Party-List expressed his disappointment over the blame game directed to Electric Cooperatives (ECs) for the worsening power shortage in Mindanao. In an ambush interview in Bohol, President Benigno Aquino III blamed the ECs in Mindanao for being too slow in availing of the modular gensets, which

was launched in July of last year, making them a scapegoat for the lack of power source since the power crisis started to worsen in 2010 in the region. “I understand the frustration of the President but it is very unfortunate that the power crisis in Mindanao has now been reduced to a circus of blame game, which is neither helpful nor reflective of the real situation. I could only assume that he has not been made aware of the true situation by the

people responsible in solving the lack of power supply in Mindanao, including the implementation of the modular gensets program,” said Masongsong. The Mindanao Modular Generator Sets (Gensets) Program was launched in July 12, 2013 by virtue of Executive Order No. 137 with a funding of Php 4.5 billion from the Malampaya Fund as a stop-gap measure to provide the much-need additional power supply in Mindanao.

Police hunt ‘Acetylene Gang’ in P700K mall robbery in Davao City

AVAO CITY - Police authorities here have launched a manhunt against members of the Acetylene Gang who recently robbed a mall in Toril, this city and carted away some P700,000 in cash and several electronic gadgets such as cellphones, tablets and laptops.

Through the description given by some people near the Sunscor Grocerama, police investigators have identified one of the suspects as a certain Zaldy Llagayo from Baguio City. Llagayo was positively identified by witnesses, through the PNP criminal gallery, as the person seen selling ice drop in front of Grocerama mall at around 10:00 a.m. last May 7, 2014, three days prior to the

robbery. Police investigation revealed that undetermined number of suspects entered the mall at around 10:30 in the evening of May 11, 2014, passing through a tunnel which the suspects have dug from a closed drainage on Saavedra Street located just beside the Sunscor Grocerama. The suspects gained entry into the mall by making a 20-diameter hole through

TAGUM CITY—In what could be considered as the biggest proof of the Tagumeños’ deep affinity for volunteerism and unity, local folks here participated in the official launch of the “Bayanihan sa Kapurokan” initiated by the city government, an activity that aims to boost citizen participation in community affairs. PANABO CITY— Prolonged power outages have angered first-time registrants during the city’s continuing voter’s registration at the Commission on Election. “I don’t understand why we need to suffer like this. Comelec should have prepared a contingency plan to lessen the impact of power interruptions,” Sandra Guzman, 18, a college student told DavaoToday in an interview. Guzman scored Comelec-Panabo for its lack of preparation saying that “power outages have led to longer queues and humid temperature.” First time registrant Jaime Lucsin, 20, also complained that the power interruptions have kept him waiting for longer hours. Lucsin said he found it difficult to travel back home

The robbery was discovered at around 7:55am on May 12, when security guard on duty opened the roll up door of the establishment and noticed some footprints in the mall and the things in disarray. The guard sought assistance from his companions and reported the incident to the police.

When the police inspected the tunnel which was dug and used by the suspects as entry point, they discovered one black hydraulic jack, four crew bars, one drill bit, one screw driver, one flashlight, one metal cutting saw, two long pants, white cap, and assorted drinking water and tea. The establishment had maintained 17 security guards but only one was detailed during night time. Security guard on duty identified as Vince Kim Demaala, a resident of Sultan Kudarat told police investigators that on the night of May 11, he posted outside the establishment but did not notice any movements inside the store. When the names of Enrile, Estrada and Revilla were made public as having participated in this scam, De Lima did not insist on vetting, on validating first the list provided the government by the whistleblowers led by Benhur Luy.

That list, I could vividly recall, became public the moment Luy and company went public also with their charges against their former employer. Why the change of heart? Could it be because the three were political foes of the Palace occupant and the others now named by Napoles herself are party allies of Aquino in the LP the list should now be vetted and validated? Is being impartial not the primary characteristic of Lady Justice that is why her eyes are covered? DepEd set for Brigada Eskwela in SurSur TANDAG City––The Department of Education (DepEd) Division Office in Surigao del Sur is now ready for the Brigada Eskwela 2014, according to Schools Division Superintendent Teofila Cabatuan. Also known as the National Schools Maintenance Week, she said that all public schools under her jurisdiction have already been informed and guided accordingly of the said activity which will take place on May 19 to 24. Cabatuan added that the responsibility already rests upon the school heads on how to tap, utilize the services, and harness the skills and resources of the stakeholders in the concerned community to participate in and support the endeavor with a two-tiered goal of not only “making schools disasterready” but also “developing disaster-resilient school communities.” Based on the implementing guidelines, regional and schools division offices are directed to hold a caravan to launch the first day of Brigada Eskwela that will culminate with a kick off ceremony to be held in a public school. Assessor’s Office bares plan for new sked of market value on real property in SurSur TANDAG City––The Provincial Assessor’s Office in Surigao del Sur has sped up preparations for the new schedule of market value on real properties. In a recent report by Provincial Assessor Salvacion Espenido, she said that they are set to submit this to the Sanggunian Panlalawigan for enactment of an ordinance in October, this year. Espenido pointed out that such schedule of market value will have to cover urban, agricultural, and mineral lands that will also include a new schedule for the unit construction cost of buildings and similar structures. Beng Climaco was elected mayor of Zamboanga City by popular votes of 172,439 or 77.26% of the total registered voters of the city in what was considered to be the biggest mandate ever given to a city mayor. Brave cop fights off 6 rebels in Zamboanga peninsula

AGADIAN CITY – A policeman was wounded in a gun battle Wednesday after he fought off 6 suspected communist rebels who attacked him outside his house in the southern Philippines, officials told the regional newspaper Mindanao Examiner.

PAGADIAN CITY, Zamboanga del Sur - The National Food Authority (NFA) here has assured they have sufficient buffer stocks of rice to supply the needs of the people in cases of emergency or calamity in this province. Pagadian City NFA Manager Nieves Toca said Wednesday the buffer stocks they have could last for nine days based on this province’ daily consumption of 5,080 bags of 50 kilos each.

Toca said they also have 50,802 bags of palay, 5,085 bags of locallyproduced rice and 9,260 bags of imported rice aside from the buffer stocks. Toca said the inventory of the NFA is being complemented by the local rice farmers, who have already started harvesting their produce. She noted that this province comprising of one city and 26 towns usually have surplus stocks

since it serves as the rice granary of the region. Bureau of Agricultural Statistics data showed that this province has 72,365 hectares of land planted to rice. It was only at their recent meeting last April 10, 2014 that the DOE Secretary assured the ECs of the issuance of an ERC resolution for a uniform rate to be recovered out of the investments on modular gensets. But still, the cost to operate and maintain the equipment need to be expressly addressed otherwise the program would still fail. Thus, blaming the ECs on the failure of the aforesaid program is misdirected and indeed make them (the ECs) a scapegoat for the failure in governance of the concerned government agencies. Without waiting for or depending from the modular gensets to come as early as expected, the ECs negotiated with investors that were willing to put up embedded bunker diesel-fired power plants in their respective franchise areas. At present, as a result of the ECs initiatives, around 71.4MW of electric power are now on commercial operations that indeed alleviates the shortage of power in the region. He said: “We have to note that this crisis is a recurring problem brought about by the lack of new base-load generating capacity in the region.” For a more practical and viable answer to the power crisis, the Distribution Utilities (DUs), including the ECs in Mindanao, entered into long-term Power Supply Agreements (PSA) with investors/power producers as a result of their well thought power supply planning and forecasting, even in the absence of a Mindanao Energy Plan, which has been the battle cry of ECs since 2010. These additional power sources will become available starting 2015 and until 2018 as there are already committed capacities. “The real problem of the power crisis in Mindanao boils down to the insufficient power supply aggravated by government’s failure to rehabilitate the existing state-owned power plants in the guise of prohibitions provided in the EPIRA law. Government therefore should therefore rethink the policy of privatization and take more responsibility of maximizing the capacity of ‘unprivatized’ generating assets,” he added. In several fora with the President and his energy officials, the need to rehabilitate the Agus and Pulangui hydro power plants immediately, which supply

about half of the power requirements of Mindanao, has been one of the demands of the Electric Cooperatives and the consumers during the power crisis which worsened during summer of 2010 and every summer time thereafter, the recent of which is this year, 2014. At present, many areas in Mindanao, including the Cities of Cagayan de Oro and Davao, which are not the coverage areas of the ECs, and therefore cannot and should not be blamed to the ECs, but of the Privately-owned Distribution Utilities (PDUs), such as the CEPALCO and DAVAO LIGHT, respectively, are suffering from rotating brownouts of up to six to ten hours daily due to the shortage of power supply, which is mainly attributed to the reduced generating capacities of the two main hydropower facilities – the Agus and Pulangui Hydro Power Plants. These two power plants alone have an installed capacity of 982MW but due to lack of proper maintenance and appropriate rehabilitation, their capacities were reported to have been reduced to around 433MW of dependable capacity. The recent emergency shutdown of the STEAG’s 210MW coal-fired power plants in the municipality of Villanueva, Misamis Oriental, that caused an island-wide blackout on February 27, 2014, should not be blamed on the ECs but rather serve as a cause for an investigation as to the role of the System Operator, specifically the National Grid Corporation of the Philippines (NGCP), on the issue of their failure in the installation of protective devices that would insure the integrity of the grid, which up to now no report whatsoever has been made public or explained well to the public. “I can now surmise the panicking attempts of the government and especially of the energy officials on how to cover up again the real power crisis in Mindanao and masked their inefficiency and true motives to solve the problem sincerely under the Aquino administration,” said Masongsong adding, “so far, the government’s response is to continue to sell its valuable energy power assets because they can’t do otherwise as the law, specifically the EPIRA says it. It continues to usher the entry of the oligarchs in the power industry to perfect the execution of EPIRA law at the expense of the electric consumers in general, the rural energy consumers in particular.” “The blame game is necessary to finger point a scapegoat in order to divert what is really at play, the game of the oligarchs,” he said.

Globe cracks down on companies involved in text spams G lobe T elecom launched a campaign to crack down on companies involved in sending unsolicited text advertisements, commonly known as text spam as the telecommunications provider intensifies campaign against such annoying text messages. The telecommunications provider asked the National Telecommunications Commission to order Caritas Shield Inc. the payment of the appropriate fines and penalties for sending text spam to Globe subscribers. Globe also asked the NTC to permanently bar Caritas, its agents and employees from sending these spam texts to Globe customers. Globe General Counsel Froilan Castelo said other companies whose agents employ marketing strategies that involve sending text spams will be dealt with similarly. In the complaint filed against Caritas with the NTC, Globe said Caritas should be immediately stopped from sending text spams and asked that a cease and desist order be issued by the regulatory body against Caritas. As a prepaid subscriber of Globe, Caritas has violated the terms and conditions specified in the User’s

Guide set by the telecommunications company for its prepaid SIMs. Specifically, the User’s Guide stipulates that subscribers should “not use the prepaid service, handset, SIM cards, call & text card for any fraudulent or abusive purpose.” Caritas has been sending spam text messages to Globe and TM subscribers, soliciting and enticing them to avail of its health care and insurance products. Text spams coming from Caritas have adversely affected the reputation of the company against its customers and caused “massive irritation” to Globe subscribers, resulting in numerous complaints with its customer service department. One text spam from Caritas reads as follows: “Caritas Health Shied Inc. offers a pre-approved comprehensive health card with money-back guarantee. If you’re interested, please reply with your name, age and address. Our health consultant will assist you shortly.” Many subscribers complain of getting an average of 5 to 10 text spams a day. Spam messages are usually sent by prepaid numbers as they are untraceable and are easily disposable. Spammers also don’t need specific numbers to send spam mes-

sages to as they make use of USB GSM modems and they spam number ranges. Legitimate text blasts approved by the regulating agency are properly identified and do not carry 11-digit numbers. “The clamor of customers to combat spam messages has become a matter of public interest so the NTC should use all its disciplinary powers against spammers like Caritas,” Globe stressed in the complaint. The crackdown versus companies involved in text spams follows an information drive launched by Globe in January this year aimed at educating subscribers on how to deal with irritating text spams. The information drive resulted in a surge of mobile numbers deactivated from Globe service in the first four months of the year. As of April this year, Globe said it barred from its network a total of 384 mobile numbers. This number is 11% higher than the total number of mobile numbers blocked from the network for the whole of 2013. “We expect this number to increase further as Globe continues to step up its drive versus annoying and bothersome text spams.
