IMEM will lead to high power rates, warn electric coops

CAGAYAN de Oro City– –A scenario of electricity rates as high as P32 per kilowatt hour looms with the government planning to implement the Interim Mindanao Electric Market (IMEM) system in the island, a group of electric

cooperatives warned on Monday.

Adrian Ebcas of the Northern Mindanao Electric Cooperatives Association (NORMECO) said this will be among the bases for their objections [to the IMEM] that they will raise to Energy Secretary Carlos Jericho Petilla who will meet them in Manila on Wednesday.

Ebcas said the scenario of electricity rates costing P32 per kilowatt hour will wipe out poor families and small businesses in Mindanao.

He said a small house with one or two bulbs using 30 kilowatts (kW) in a month will find itself billed at least P900 a month.

“We are not opposing IMEM but we are objecting the provisions that will lead to high electricity rates. We are duty-bound to protect our consumers,” Ebcas , who is also the general manager of Camiguin Electric Cooperative, said.

He said majority of the consumers of electric cooperatives are small houses using 30 kW a month and small business using less than 100 kW. “This will wipe them out. The P32 per kilowatt hour of the IMEM do not include the transmission costs and taxes. The rate could run high to P35 per kilowatt hour,” he said.

Petilla will meet with managers of Mindanao’s electric cooperatives in Manila with the House committee on energy to ask them to withdraw their opposition to the IMEM. The House committee on energy chaired by Rep. Reynaldo Umali (2nd district, Oriental Mindoro) passed a resolution junking

the IMEM after electric cooperatives and consumer groups objected to the marketing system during a public hearing in Cagayan de Oro last March.

Rep. Rufus Rodriguez (2nd district, Cagayan de Oro) said Petilla asked to be given a second chance to talk to the electric cooperatives and promised to present a modified version of the IMEM. “The committee and the cooperatives decided to give Petilla another chance. We will hear what he has to say,” Rodriguez said.

Ebcas said they opposed the IMEM Pricing and Cost Recovery Methodology that was approved by the Energy Regulatory Commission to determine the price of electricity.

He said power distribu-

tors will have no choice but buy the expensive electricity.

“Even if there are three power producers, all of them will sell at the same price because everyone wants to profit. That is no market,” he explained.

He said most power distributors are scrambling to buy modular generating sets with funds from the government rather than face the scenario of buying electricity in the spot market.

“We estimated that even running on diesel fuel, the electricity produce by modular sets will cost only P15 per kilowatt hour. It will be much cheaper,” he said.

The government has offered electric cooperatives money from the Malampaya funds to purchase the modular generating sets.

Costing P20 million per megawatt it can produce, the government are charging six percent per annum but electric cooperatives can return the power generators after two years.

The South Cotabato II Electric Cooperative has already leased a 15-megawatt modular generating set to ease its power shortage problems.

Electric cooperatives in Camiguin and Misamis Oriental are also buying two-megawatt modular generating sets to augment their distribution.

Dayong Dayon! is a health campaign of IP MNCHN Project-Mindanao which aims to forge publicprivate-partnership in the delivery of health services for the country’s Indigenous Peoples.

“The provincial government of Bukidnon has always been supportive of initiatives that push for the welfare of the Indigenous Peoples. Largely of Bukidnon’s history evolves with the existence of the Indigenous Peoples from generation to generation.

The struggles they have won and the rights they have gained for self-determination are my inspirations in

maintaining my administration’s pro-people programs,” Bukidnon Governor Jose Ma. R. Zubiri, Jr. stressed.

“Health is among the top priority programs of my administration and to have IP MNCHN ProjectMindanao in this advocacy that specifically attends to the health needs of IP women and children and the welfare of Indigenous Cultural Communities is a valuable support to our government’s thrusts for progress and equality,” Governor Zubiri added.

The governor further said that “the province is also honoured to have as visitor the country representative of UNFPA Mr. Klaus Beck as this will strengthen partnerships and advocacies for the Indigenous Peoples and the people’s concerns on family planning and reproductive health”.

8 Mindanao provinces, 2 cities listed as prone to El Niño

MALAYBALAY CITY -- The Department of Agriculture (DA) has placed eight provinces and two cities in Mindanao in the list of areas vulnerable to the El Niño or dry spell.

The DA classified the provinces of Misamis Oriental, Sarangani and South Cotabato and Zamboanga City as “highly vulnerable” to El Niño.

“Moderately vulnerable” to the dry spell are the provinces of Zamboanga del Norte, Zamboanga del Sur, Zamboanga Sibugay, Bukidnon and Davao Oriental and Davao City, the list showed.

The list, covering a total of 44 provinces and two cities across the country, was cited by the DA’s Field Operations Service as highly and moderately vulnerable to the impacts of a prolonged dry spell following the announcement of the Department of Science and Technology (DOST) that an El Niño phenomenon may start affecting the Philippines in June and peak by the end of 2014.

The DA released the list “for purposes of monitoring and crafting of possible interventions.”

The department cited that the last prolonged drought recorded in the

country was in 2009 to 2010.

The other provinces in this year’s “highly vulnerable” El Niño list are Ilocos Sur, Ilocos Norte, La Union, Pangasinan, C agayan, Aurora, Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac, Zambales, Cavite, Rizal, Occidental Mindoro, Palawan, Capiz, Iloilo and Negros Occidental.

The rest of the areas listed under “moderately vulnerable” are Abra, Apayao, Benguet, Ifugao, ountain Province, Isabela, Nueva Vizcaya and Quirino, Batangas, Laguna, Quezon, Romblon, Sorsogon, Aklan, Antique, Bohol and Samar.

Secretary Proceso Alcala said “the government is prepared to deal with the adverse impact of the El Niño phenomenon.”

The website cited that as early as last month, the DA has been implementing cloud seeding operations to induce rains in major watersheds and farming communities in Cagayan Valley that did not receive a rainfall for at least a week.

With a protracted dry spell now an increasing possibility, Alcala said that DA would intensify cloud seeding operations to save harvestable crops and other produce from damage, in tandem with the DOST. The DA-Bureau of Soils

and Water Management (BSWM) has already completed 28 cloud-seeding trips in drought-affected municipalities in Isabela, Nueva Vizcaya and other areas in Cagayan Valley, the DA said.

The DA cited also that through the National Irrigation Administration, they had been in touch with the irrigators’ associations nationwide to ensure efficient water allocation and use of the irrigation systems.

The DA was reported to have created a new task force on El Niño to firm up strategies meant to cushion the impact of the impending extended dry spell on farming and fishery sectors.

The task force is expected to come up with an action plan and its corresponding budgetary requirements.

Engr. Alson Quimba, Bukidnon provincial agriculturist, admitted that they have not yet received an El Niño advisory from the DA-10 regional office and the Philippine Atmospheric, Geophysical and Astronomical Services Administration as of 3 p.m.

MB places Cavite Rural Banking Corp. under PDIC receivership T

he Monetary Board (MB) placed the Cavite Rural Banking Corporation under the receivership of the Philippine Deposit Insurance Corporation (PDIC) by virtue of MB Resolution No. 706.A dated May 9, 2014. As Receiver, PDIC took over the bank on the same day.

Cavite Rural Banking Corporation is a four-unit rural bank with Head Office located at M.H. del Pilar St. corner Kiamzon St., Silang, Cavite. It has two branches located in Amadeo and one branch in Silang, all in Cavite.

Latest available records show that as of December 31, 2013, Cavite Rural Banking C or poration had 1,452 accounts with total deposit liabilities

All valid insured deposit claims will be paid of P71.52 million. A total of 1,445 deposit accounts or 99.52% of the accounts have balances of P500,000 or less and are fully covered by deposit insurance. Total insured deposits amounted to P69.06 million or 96.56% of the total deposits.

PDIC said that upon takeover, all bank records shall be gathered, verified and validated. The state deposit insurer assured depositors that all valid deposits shall be paid up to the maximum deposit insurance coverage of P500,000.00.

Depositors may update their addresses with the PDIC representatives at the bank premises or during the Forums using the Mailing Address Update Forms to be furnished by PDIC representatives. Duly accomplished Mailing Address Update Forms should be submitted to

PDIC representatives accompanied by a photo-bearing ID with signature of the depositor.

Depositors may update their addresses until May 16, 2014.

Depositors with valid deposit accounts with balances of P50,000.00 and below need not file deposit insurance claims.

But depositors who have outstanding obligations with Cavite Rural Banking C orporation i n c lu d i n g c o - m a ke r s of the obligations, and have incomplete and/or have not updated their addresses with the bank, regardless of amount, should file deposit insurance claims.

For depositors that do not need to file deposit insurance claims,

PDIC will start sending payments by mail to their addresses based on bank records by the third week of May. For depositors that are required to file deposit insurance claims, the PDIC will start claims settlement operations for these accounts on or before the fourth week of May. The schedule of the claims settlement operations will be announced through notices to be posted in the bank premises and other public places as well as through the PDIC website, www.pdic.gov. ph.

To live together, observe marital love, respect and fidelity and render mutual help and support (Article 68; Family Code) B. Respondent violated his essential marital obligations by failure not only to render help and support but in showing overt acts that clearly indicates his emotional abuse upon her.

11. The incapacity of the Respondent to comply with the essential marital obligations as discussed above, became manifest and apparent only after the solemnization of the marriage between him and the Petitioner although it was already present even before the marriage was solemnized; 12. Respondent’s inability to comply with the aforesaid essential marital obligation is rooted in grave psychological illness on his part that existed even before his marriage to the herein Petitioner and is permanent and incurable. The Psychologist will testify on the specific

psychological illness of the Respondent.

The expansion project that would tap three more water sources within the 1,650 Mt. Magdiwata watershed area is expected to produce at least 12,000 cubic meters a day on top of the existing 4,000 cubic meters presently supplied

by SFWD to thousands of its consumers.

Elmer Luzon, SFWD general manager, said the expansion project is in vital need, especially that the present volume of water supply is already short of the demand of 7,000 cubic meters of consumers daily.

“That is why there are areas in the town where we can longer deliver a sufficient supply of water at 24 hours,” Luzon said.

The expansion project will cover 45 kilometers of

pipeline, construction of new reservoirs and state-ofthe-art filtration system to maintain the high standard sanitation system of sufficient water supply to thousands of households and business establishments.

The expansion is projected until 2020 but both SFWD and DBP have agreed that fresh loans will be granted if there would be inevitable growing demand brought about by rapid population growth of San Francisco.

Freddie Mero, DBP San Francisco branch manager, the loan was approved because DBP has been espousing for sufficient supply of water, especially that San Francisco is a community that continually grows and develop.

“We would like to make provision of water 20 years in advance that is why we are willing to help SFWD for more loans,” Mero said.

If there was available boat, we would load our products at least four times and pay P50 per trip to the other side of the waterway. Now, our prayers are finally answered.”

The old hanging bridge, which was constructed in 1998, offered little relief.

Top Filipina triathlete trains in Lanao del Norte

Top Filipina triathlete Elsie Langit emerges from her 1.2-mile swim during the 2012 Ironman 70.3 event held at Cebu City.

TUBOD, Lanao del Norte – Multi-awarded Filipina triathlete Elsie Langit is here in the province to train in her multi-discipline sport and maintain her competitive edge over her rivals.

She now trains daily at the Mindanao Civic Center (MCC) sports complex, in the capital town Tubod.

“This is a really nice place. It’s away from any distractions and pretty inexpensive compared to Manila. The training facilities are also excellent here at MCC-Lanao del Norte”, expressed Langit.

Triathlon is a multi-

sport event that starts with swimming, then biking, and finally running.

L ang it was a lre ady into competitive swimming when she was only 9 years old in Naga City, Camarines Sur. After doing triathlon since high school, Langit has won numerous awards and recognition. She became a two-time Asian Aquathlon Champion in 2009 and 2011; The women’s overall champion in the Speedo Swim Masters Series (8-kilometer Open Water); and 4th overall in the Elite Women Asian Beach Games in Oman, Qatar last 2010

just to name a few.

She hopes to improve the Philippines’ performance in Asian triathlon against powerhouse Korea and Japan.

“Many of the elite athletes want to come here because it’s really great to train here in Lanao del Norte. It has the facilities, the people are very friendly and I feel very safe here”, Langit concluded.

Aside from its world class MCC sports complex, Lanao del Norte also boasts of a three-star resort hotel that is located just beside the popular sporting venue.

Campaign on gender equality continue to move forward in Lanao del Sur

MARAWI CITY, Lanao del Sur - Amidst various issues confronting gender equality, the campaign on the promotion of women participation in the public realm continue to move forward here in the province.

Lilia Perez, national program coordinator of Paz Y Desarrollo (PyD), said during the seminar on media and gender equality held recently here that seven barangays in Balindong town and another seven in Marawi City are currently benefiting from the implementation of PyD’s regional program to promote gender equality in political participation.

Anchored on a communication campaign dubbed “Female Forward” with taglines “Stand up, Step up, Speak up,” the program which started in 2010 was designed to accelerate women’s equal leadership and participation in the political and public life of the community where they belong.

Perez said the first year of the program focused

more on the establishment of a baseline and conduct of various researches regarding the situation in identified areas.

“Right now, we have many networks of gender pools established in the communities. We have also identified gender advocates in the universities and even in student organizations,” she said.

According to her, the program was able to raise awareness on gender issues in the identified 14 barangays in the province through series of trainings on leadership and negotiation skills to capacitate women to be active citizen of the communities.

These barangays were Banggolo, Dulay West, Dulay Proper, Papandayan Caniogan, Sugod, South Madaya, and Moncado Kadingilan in Marawi City. In Balindong, we have Bubong Cadapaan, Poblacion Cadapaan, Cadayonan, Lilod, Paigo-ay, Lombayao, and Poblacion Balindong, she added.

Meanwhile, the seminar on media and gender equality held at the

Mamitua Saber Research and Training Center in Mindanao State University main campus on May 8 was attended by several media practitioners in the province.

PyD conducted the seminar because they believe that media can help in raising public awareness on gender issues, Perez said.

She said that three groups played an important role in development projects, the rights holders, duty bearers and moral bearers which include the academe, nongovernment organizations (NGOs), and media among others.

We need to collaborate with these sectors to have a better impact and wider dissemination of information, she added.

PyD is an NGO founded in Spain in 1991. It has been working with civil society, governments, and educational institutions from various nations in carrying out programs and projects that seek to promote equality and social justice as a means to achieve social change.

Controlled legalization of marijuana for medical use?

Health experts and authorities are amenable to a controlled legalization of marijuana, which means only a particular component of marijuana, not the entire plant, will be legalized for clinical research on its therapeutic value.

The proponents of the measure say they are only concerned on the plight of patients and allowing them to use medical marijuana would greatly help to alleviate their pain.

Some lawmakers agree on the medical use of marijuana but only for that particular ingredient. Heroin, opium poppy are illegal but morphine out of opium poppy is allowed. However opponents to the measure say it is disastrous to society. Instead they are suggesting to legalize cannabidiol, which is the non-psychotic part of marijuana.

Medical marijuana is a misnomer. Instead it should be called medical cannabidiol. If cannabidiol is scientifically proven to be therapeutic, then it should be presented before the Commission on Narcotic Drugs to attest to its therapeutic value.

A clinical testing specialist, said it is the controlled legalization that they are after, and not the legalization of marijuana as a plant. There are active components present within that plant, and with advancements in technology, we can actually extract all these things, and at the same time utilize and produce drugs with that specific component so that we could be able to prescribe this among our patients, he added.

Today, the most commonly known are THC (Tetrahydrocannabinol) and CBD (Cannabidiol). There are not much known effects or side-effects of that particular compound since the ethical considerations are quite enough when conducting clinical trials.

But for a particular ingredient to be considered as ineffective or effective it should have bsis. It should be evidence-based.

Patients who are suffering from incurable diseases and those in Hospice care, or dying patients are in pain. Legalization of the chemical component of marijuana which eases the pain like morphin, would actually be beneficial to them. Proponents argue that the use of marijuana would enhance the quality of life of these patients.

Give a chance to these proponents arguments. If they want controlled legalization to give them a chance in the clinical research industry to conduct all necessary trials, the it is reasonable.

With the advancement in technology now, and the proper support of the government, drug development would be much easier to do.

Assistant Secretary Benjamin Reyes, deputy director for operations of the Dangerous Drugs Board (DDB), said while

basically they agree with the position that certain components of the marijuana plant can be used, they also agree there is a danger when talking about medical cannabis (marijuana) as a whole.

There are over 30,000 compounds in a marijuana leaf. And for it to be a medication, there is a need to control every component, not only the active components which are THC and CBD. The other components are unaccounted for according to medical experts.

That’s the reason why, even up to now, there is a US-FDA statement that they still have not accepted the marijuana leaf as a whole, that it has medicinal value because of the simple fact that it has many components, which is over 30,000, and you need to catalogue each and every one, you need to catalogue each and every effect of those components according to the experts.

As a whole, the efforts of proponents in initiating and organizing the Policy Forum on Medical Cannabis are commendable The Comprehensive Dangerous Drugs Act of 2002 was enacted primarily to safeguard the well-being of the citizenry against the ill effects of dangerous drugs. However, under the Declaration of Policy, the government shall aim to achieve a balance in the national drug control program so that people with legitimate medical needs are not prevented from being treated with adequate amounts of appropriate medications, which includes the use of dangerous drugs.

As for the marijuana legalization, Congress, can only do so much and will need the help of experts to decide on the matter.

It has to be considered also that marijuana is still listed under Schedule 1 of the prohibited drugs under the 1961 United Nations Single Convention on Narcotic Drugs as amended by the 1972 Protocol.

Legitimization of medicinal marijuana, first requires proper procedure of registration, through the Department of Health and the Food and Drug Administration, just like the case of any other legal drugs.

Department of Health (DOH) Undersecretary for Administration Technical Cluster Nemesio Gako said all recommendations of the DOH are actually to have more studies to prove that the benefits of medical marijuana will outweigh the risk.

If legalized marijuana’s medical benefits outweigh the addictive side then it would be the last alternative. So, if this is the only available means of alleviating the disease, then why not? But if there is another alternative, then utilize that first, and then identify the specific variety and the quantity to produce such effect. If this would be legalized, then deregulation will come in to identify the right dose and the right variety.

More than he could chew

Is the Aquino administration biting off more than what it could chew in the pork barrel and other public fund scam that it is now immobilized from pursuing its goal of sending to jail the corrupt involved in these scams?

This seems to be what it’ll be that is now looming in the horizon after Justice Secretary Leila de Lima and her team took the deposition of suspected pork barrel fund scam mastermind Janet Lim Napoles at her hospital bed in the Ospital ng Makati shortly before she went under the knife last month.

In that deposition the pork barrel fund scam suspect as reported by De Lima herself named more political personalities, senators and congressmen belonging to the party in power and the opposition, as having had dealings with her.

A similar list was likewise given to former senator and now Aquino administration typhoon Yolanda rehabilitation czar Panfilo Lacson by the husband of Napoles. Lacson had been telling the media the list involved hundreds of politicians from varying party affiliations.

But up to this point, both De Lima and Lacson refused to divulge in public the names of the additional politicians suspected of having availed of public funds that ended up in their pockets or a huge chunk of it either as kickbacks, rebates or what have you.

A deeper view Jesse E.L. Bacon II De Lima has been saying she will release the list to the public in due time after her office as well as the National Bureau of Investigation shall have sifted through it and have assured themselves of its veracity.

Veracity, De Lima stressed, means it could stand the scrutiny of the courts in a judicial proceeding.

Lacson for his part expressed hesitation in releasing to the public the list handed to him by the camp of Napoles saying it involved national security and doing so will surely bring down the entire Senate as an institution.

That statement of Lacson could be taken to indicate that a good majority of the entire Senate must be involved in this scam with Naples through her numerous non-government organizations. At one time Lacson even said in jest that the number of senators who may have dealt with Napoles could pass a treaty, which means 18.

The former senator and now rehabilitation czar was, however, quoted in the papers the other day categorically saying he’d

rather not have the Napoles list released than run roughshod with national security.

Personally, I don’t give a damn, and for sure the Filipino people share with me in this sentiment as well, if the entire Senate or even the House of Representatives will be brought down to ignominy if the list is made public. This is a little price to pay to cleanse the government of corruption.

What is horrible to me is to maintain the status quo, keep lady justice’s hands off the corrupt just so the Senate is spared from tumbling down. If the Senate deserves to be brought down to its knees, so what if it is the price we have to pay for the ends of justice to be served?

This reluctance on the part of De Lima and Lacson to release the names of those who are involved in this multi-billion pesos fund scam is the surefire formula for corruption to thrive in this country. And I am afraid the reluctance of the two officials reflects the sentiment of this administration in regard this issue at this point.

I am really frightened

that Aquino himself is losing steam in his daang matuwid crusade and is not that keen anymore in prosecuting those suspected of being corrupt. Even the Ombudsman is showing telltale signs that it is also running out of energy in fighting for the conviction of the corrupt with its recent dropping of former president and now Pampanga Rep. Gloria Macapagal Arroyo from the charges lodged against her for the multi-million peso fund released by her for son Datu’s congressional district in Camarines and the fertilizer fund scam.

The people must be proactive again in putting pressure on the Aquino administration not to slow down or slacken from prosecuting all, regardless of political affiliation, whose insatiable greed for wealth, power and fame made them privy in ransacking the public coffers. Aquino should be reminded by the people that he is doing this for them, his bosses.

Aquino should be made to understand that to prosecute the corrupt is the mandate he sought from the people when he ran for president under the platform of good governance in all levels and at all times till his term ends in 2016.

He should be pressured to make true his promise.

When someone close dies

WHEN someone close to you dies, what’ s the meaning of “dying”. Or what is the meaning of “living” for that matter?

I pondered deep about this when Atty. Charlemagne Aldevera, 64, a close buddy and family member (husband of my sister Bingay) suddenly passed away around Sunday midnight from what we laymen usually refer to as “heart attack”.

Doctors have some technical jargon for this. But it’s something that comes stealthily like a thief in the night and without warning.

Charlie (“Paging” to intimates) was in his usual bantering self before nightfall and before heading home for an early rest at their Dona Luisa Subdivision house.

Late that same afternoon, he was a “miron” (bystander) in the “tong-its” card games at the Matina golf clubhouse cracking his usual jokes and was laughing with the “boys” so heartily that when he left unnoticed, the boisterous laughter just died down -- also unnoticed.

Unknown to his usual golf buddies, he quietly headed back to the Davao tennis clubhouse (his early passion being tennis) and

Close to midnight, Bingay woke up seeing all house lights switched on and saw Charlie sprawled on the floor.

He was not revived at all and I got a call early dawn (I was in Manila then) getting the sad news from my sisters Bingay and Doc Marj Culas.

I was not surprised Mayor Rody Duterte was also on the telephone line asking me where I was. Charlie was his bosom friend of many years and closest confidante.

He e ve n l ate r tol d mourners that he was prepared to let go of a long-kept secret: that Charlie was the only person he shared his deepest thoughts and sought confidential advice “on all matters” and for a long time. “He had no other interest paramount

but mine alone and I trusted his instincts”, Mayor Rody confessed. “Now this,” with his spread hands in submissive helplessness and acceptance.

A husband and wife, in simple attire and in slippers approached me at the wake and said they came all the way from Midsayap, North Cotabato when they heard that Charlie died.

“Dakog tabang si attorney sa amo” (“Attorney helped us a lot”). And they did not even bother explain what it was all about. They approached Bingay and whispered. Then they just shook my hand and quietly said a prayer and left. There were many similar stories and expressions during the wake. I am sure these are the same scenarios in every funeral wake that we attend with other departed friends and family members.

But what I am pondering about, as I said at the

outset as I write this, is not totally about Charlie.

His passing just woke up a few thoughts. Yes, he was a good man for those who knew him well. He always had that sunny disposition.

I remember one of his last comments about so many carping and complaining about “ init kaayo” ( so hot) due to the brownouts. He simply said: “Okay lang. Mas init sa impyerno siguro.” ( it’s okay. But it’s probably hotter in hell.”)

But then I asked myself: Does one have to die first for many to know how good one was? Why does a simple act of kindness or generosity remembered during wakes?

In fact, why do such simple human acts, expected of everyone, turning out as exemplary deeds? Have our human standards of goodness all gone so low that ordinary , day to day ways and simple acts, have been regarded as outstanding and worth remembering?

the wheel following to mechanical malfunction.

“All the passengers, to include the driver, were unharmed, but one passenger identified as Stacey Louise Baker, 25 years old, female, single, UK citizen, Pentecostal Missionary and a resident of United Kingdom was rushed to Liloy Integrated Hospital for medical assistance due to trauma,” police said.

Dela Cruz is currently a member of the Catholic Bishops Conference of the Philippines’ Episcopal Commission on Social Communications and Mass Media and vice chair of the Episcopal Office on Women.

Govt snubs calls for peace talks as war vs reds continue

AVAO CITY — Mounting offensives from both Armed Forces of the Philippines and the New People’s Army have escalated in the past weeks as the government peace panel snubbed proposals to re-open talks with the National Democratic Front.

The AFP’s 66th Infantry Battalion claimed some 80 NPA fighters held as “hostage” some 39 small-scale miners and some minors in Barangay Panamin, Mabini town of Compostela Valley last May 3 to 5.

The Army’s 1001st Brigade Commander Colonel Elmer Quiros said charges will be filed at the provincial prosecutor’s office of Compostela Valley for violation of the International Humanitarian Law against the NPA fighters belonging to Guerilla Front 2 and the Pulang Bagani Command 6.

But the NPA Comval Davao Gulf Sub Regional Command brushed off the allegation saying they were not even in the area. The NPA unit spokesperson Ka Daniel Ibarra said it was the 66th IB that threatened small scale miners and families to leave the area.

Ibarra said that soldiers resorted to this action after failing to neutralize the NPAs following the latter’s burning of mining equipment of Apex Mining in Maco.

“Failing to deter NPA’s tactical offensives, the AFP resorted to terror tactics and mounted the scripted tale of NPA hostaging last May 3-5. In truth, the 66th IB Commanding Officer called up tunnel owners to order small-scale miners and their families to vacate Tabun, Barangay Mahayahay, Maragusan town, Abaka and sitio Dasuran, Brgy. Golden Valley, Mabini–all mining

communities in Compostela Valley. The same Army officer also warned them of shelling bombardment operations,” Ibarra said.

“The AFP’s forced evacuation and threat of bombing greatly terrified the masses, giving them no choice but to leave their homes and sources of livelihood. The AFP offensives also failed to defeat the Red Fighters, who were clearly not encamped in the mining community, but were somewhere else, far away from the civilian populace and gearing up for the next tactical offensive,” he added.

The NPA sub-regional command claimed they countered the AFP with an ambush of 11 soldiers from the 71st IB on May 5 in Brgy. Napnapan, Pantukan.

The NPA spokesperson added that the 1001st Brigade imposed a deadline to move out small-scale miners to clear areas for open pit mining operations in barangays Masara and Mainit, both places where deadly landslides were reported.

“The AFP-Apex tandem also deployed goons via Mongoose Security Agency to harass Apex workers.

They also circulated a list of supposed active leaders targeted for arrest and incarceration,” Ibarra said.

Ibarra said it is in this mining-conflict area that the conflict has been intensified.

“In this current ongoing battle in the mining areas in the sub-region, we ask (AFP spokesperson) Maj.

“It (statement) was given to the media. There is a difference. So, to us, it is mere propaganda,” Padilla added.

The PEPP urged both government and NDF panels to return to the peace table, but the government negotiator said they would want to return if tangible issues would be raised.

“Let’s talk about lessening the level of violence…

Or any other thing that the NDF wanted to talk about but certainly, we don’t want to talk about what are the roots of social conflict, the basic ills of society and we can discuss it for the next 50 years and we will not arrive at the same conclusion,” Padilla said. “We want something identifiable, time-bound.”

At the same forum, Rey Casambre of the Philippine Peace Center and NDFP consultant said the government has for the first time registered reservations on the framework of the talks, calling the Hague Joint Declaration a document of “perpetual division.” (davaotoday.com)

Davao investment center eyes solar panel business as priority investment

DAVAO CIT Y - The Davao City Investment Promotion Center (DCIPC) is considering a solar panel manufacturing as a priority investment in wake of the worsening power problem in the city.

I n a n i n t e r v i e w, DCIPC chief Ivan Chin Cortez said DCIPC is planning to sell the idea of solar panel manufacturing to a Chinese businessman soon. He however, opted not to identify the Chinese businessman in order not to preempt the negotiation.

Cortez said the solar panels are installed on roofs to produce power.

He said DCIPC is currently discussing the matter with some partner agencies.

panel business after seeing a potential Korean property developer that is currently scouting for a big property in Buhangin and Mintal in Davao City to develop a housing subdivision.

The developer plans to adapt retrofitted roofs in which the solar panels could be very useful, Cortez said.

With climate change taking toll on supply capacity, he said DCPIC sees power generation as priority investment in the city. He was optimistic that Davao City would survive the power crisis in the future as investors on power generation have started to come in.

Once these investors venture in Davao City, it will be the fastest city in Mindanao to recover from the impact of power crisis, Cortez said. (PNA)

Also, the traditional fixed voice revenues rebounded this period, posting a year-onyear and quarter-on-quarter increase of 3%.

The company recorded consolidated EBITDA of P8.8 billion in the first three months of the year, increasing by P20 million from a year earlier. Subsidy and operating expenses grew 15% year-on-year to P14.4 billion from P12.6 billion as Globe reinvested the gains it made in its revenues in acquiring and retaining high-quality subscribers and in the expansion of its data network.

Moral Reasoning and Good Sportsmanship

In the early years of my teaching profession, I have been assigned as coach in table tennis girls and a shorter time in volleyball boys. Through all those coaching years, methods and techniques have been used in order to develop the skills of the student-athletes from a zero point to a higher degree necessary for higher athletic competitions. Nevertheless, the development of moral reasoning and

good sportsmanship which is one of the objectives of physical education was also considered.

Moral reasoning was done in discussions that’s have led to a better understanding and acceptance of rules on the part of the student-athletes as well as awareness of students’ levels of reasoning on the part of the teacher-coach. On the other hand, good sportsmanship has been developed through some lectures and threats of expulsion from

competitions for failure to abide sportsmanship code.

The results smoothly ran even at the daily practice up to intramural games and higher athletic meets where they ended with traditional handshakes. In this manner, sportsmanlike behaviors were exhibited and identified.

Moreover, the use of moral reasoning and good sportsmanship can result in positive and cooperative interactions among high school students and student-athletes in general.

His political followers thought it was an act of reconciliation and the end of a bloody political fight in their town. But nope. He was there not to condole but to see for himself that his bitter rival is indeed “gone” for good! Wakes bring all sorts of people together -- especially long lost friends. And yes, Mayor Rody, something he had never done before, took the microphone almost the whole time after midnight and soulfully sang all the favorites of his friend.

I guess funeral wakes gather everyone in one place and unknown testimonials are whispered around in quietitude to heal the pain of loss. We all know that one is not really missed until he has left. And when we gather, we pray for the departed. But I had a moment of awakening when Bingay, in one of her bursts of anguish and seemingly still in a state of denial just simply blurted out: “Please don’t pray for Charlie! He is now in God’s embrace.

But pray for me. Pray for all of us”.

Yes, indeed the departed is forever freed from the foibles of earthly life. It is us, who are still around, who need God’s graces to one day also peacefully and depart in dignity -- the way Charlie and many countless others did!

DLPC also maximized other available power supply, such as those from Hedcor Sibulan and Talomo Hydropower plants and TMI and Bajada Power plants.

DLPC attributed the changing power interruption schedules to deteriorating power supply and its “very volatile behavior.”

The statement said they update their information once it becomes available.

The power utility also responded to the negative reactions posted by netizens regarding President Benigno S. Aquino III’s statement that Mindanao power consumers needed to “pay a little more”.

Ines and Masalang with 700 hectares. Rice area currently cultivated is 20 hectares and potential 3,000 hectares to be opened.

Other benefits from the new bridge include: reduced travel time from 25 to 10 minutes from the farm to the market; reduced freight and handling costs of farm products; minimal damages, if any, of goods during hauling; and immediate delivery of newly-harvested farm produce.
