THE Philippine Drug Enforcement Agency (PDEA) has now completed the establishment of forensic laboratories covering all regions in the country.

PDEA Director General Undersecretary Arturo G. Cacdac, Jr. said this after the recent inauguration of a drug-testing and examination facility in the Cordillera Administrative Region (CAR) last August 20, 2014.

“In the last 11 years, PDEA had only one fo-

rensic laboratory and it is located at the national headquarters in Quezon City. Now, each PDEA Regional Office has a fully operational laboratory,”he said in a statement With this development, Cacdac said the agency can now independently conduct analysis on seized dangerous drugs and administer drug tests on arrested suspects throughout the archipelago.

He also said the agency has highly trained chemists who conduct qualitative

examination of illegal drugs that would be used later as evidence in court.

The PDEA regional forensic laboratories are now operational in the following Regional Offices: PDEA RO1 in La Union, PDEA RO6 in Iloilo City, PDEA RO7 in Cebu City and PDEA RO11 in Davao City. AVAO City - Malls and other large private establishments should ensure that someone is monitoring the closed circuit television (CCTV) monitors to help prevent crimes.

to have CCTVs and not be able to do anything during the commission of a crime.

“If you’re interested in crime prevention, somebody must be looking at the monitor,” he said He said there should be three to four guards on standby near the premises who could be radioed for assistance when someone monitoring the CCTVs

sees a crime in progress because “if you only have the CCTVs but can’t stop crime, then don’t bother.. you will (just) be wasting electricity.”

Duterte said he does not understand why some malls have no personnel monitoring the CCT V monitors when these could help prevent crimes such as shoplifting and armed

robbery.

“What happens is crime review, not crime prevention,” the mayor said.

The amended CCTV ordinance requires establishments to install high definition CCTVs in areas where the public transacts business.

Businesses with a capitalization of at least P3 million are required to

install the devices and to immediately surrender the footage to law enforcers or face maximum fines of up to P5,000 and revocation of business permits.

The ordinance also stipulates that an establishment has to have personnel who monitors the footage of the CCTV, which is mandated to have footage of 30 to 60 reels.

In the event of a crime, the establishment has to provide the footage to police forces as required.

The ordinance covers establishments including but not limited to banks, pawnshops, restaurants, shopping malls, hotels, hospitals, and private transportation terminals whether by land, air or sea.

The mayor had earlier expressed concern that the ordinance might violate a person’s right to privacy, but the City Council said it required the ordinance only for areas where the public converges and transacts business. (MindaNews)

ILIGAN CITY – Month of September once again signals another hectic month for Diyandi Executive Management Board for the preparation of the Diyandi Festival in Iligan City. One of the highlights is the rival of the Indigay sa Iligan Lechon contest.

News-8-22-2014(9) Lechon or roasted pig is a Filipino fiesta food and is not an ordinary delicacy that you would normally see in an ordinary celebration.

Serving roasted pig is especially reserved for special and festive celebrations.

Indigay sa Iligan Lechon brings the celebration to a whole new level. The proponent dressed up these roasted pig and feature them with side dishes such as fruits, spices and the well known Sukang Pinakurat are displayed in their most decorative festive stalls.

To recall the 1st Diyandi Indigay sa Lechon contest started last September 20, 2010 right after the religious rights of the Pagpakanaug kang Señor San Miguel, which one of the major highlights of the Diyandi Festival .

The Indigay sa Lechon was conceptualized by Iligan City Councilor Marlene Young , SP Committee on Tourism and the Arts last September 2010, since then, Indigay sa Iligan lechon was yearly celebrated but unfortunately it wind down

sometime last 2012.

Last August 20, 2014 Councilor Young called for lechon store owners for a meeting to revive the Indigay sa Lechon contest. About 10 lechon proponents had pledge to join the said contest.

Discussed in the meeting was the venue of the contest which will be held at the city plaza. The night before the festival the proponents will start to decorate their booth.

During the event day after the Pagpakanaug kang Señor San Miguel the judging of the contest will begin with the following criteria for judging: Lechon crispiness 30%, taste of 40%, the physical appearance of the lechon 20%, presentation 20% and over – impact 10% with an over-all total of 100%.

A cash prize of Php14,000.00 thousand goes to the 1st prize winner while and Php12,000 cash prize goes to the 2nd win-

ner, Php 10,000 for the 3rd winner and a consolation cash prize of 1,500.00 each for 6 participating winners (Iligan Web).

Under the measure, it is unlawful to capture, or to trespass on private property in order to capture, any type of visual image, sound recording, or other physical impression of any individual, personal or family activity for commercial purposes and even if no physical trespass has occurred.

The measure also allows the

person whose visual image or auditory impression has been captured to file a civil action or proceeding to obtain any appropriate relief including compensatory damages, punitive damages, and injunctive of declaratory relief.

TESDA, motor company expand automotive technology trainors skills

CAGAYAN de Oro City–– The Technical Education and Skills Development Authority (TESDA) Region 10 and Toyota Cagayan de Oro recently forged a memorandum of agreement (MOA) for an industry immersion on automobile technology.

The partnership dubbed as “Industry Immersion for Trainors Pro-

gram (IITP)” which forms part of Toyota’s corporate social responsibility aims to address TESDA’s need, as well as the technical and vocational education and training (TVET) providers need to upgrade and sustain a level of currency in the TVET delivery system and instruction that is industry relevant.

The IITP provides op-

portunity for automotive trainors to work with industry where they can have concrete understanding and appreciation of the demands and outlook of the industry from technicians to professionals in terms of competency standards.

This also serves as an avenue for trainors to evaluate their competencies

against industry standards.

“Since TESDA is relentless in its pursuit for quality TVET, it also affirms that the quality of training depends largely on the quality of its trainors. Thus, best trainors are also industry practitioners,” said Edgar A. Sales, TESDA 10 OIC regional director.

Sawmill plant in Agusan Sur source of ‘hot’ logs

AYUGAN City, Agusan del Sur - A government anti-illegal logging task force has uncovered the existence of a wood processing plant in neighboring Esperanza town which has long been used as a depository of “hot” logs transported and cut from nearby forested areas of the province This came about after the task force of combined operatives of Presidential Anti Organized Crime Commission and Department of Environment and Natural Resources in Caraga region seized on August 19 truckloads of ill-gotten lauan logs inside the compound of Esperanza Dacutan Wood Resources in Dacutan village.

The task force led by Ronald Gadot of PAOCC apprehended some 475 illegal logs mostly lauan specie being delivered inside the wood processing plant

which were supposed to be milled with imported logs from Papua New Guinea for the production of veneer and plywood.

Gadot said the seized logs cut in eight meters and four meters with an average diameter of 30 centimeters were scaled at 81 cubic meters. He, however refused to give the estimates of the commercial value of the logs saying it would be the DENR officials who are allowed to do it.

He said the raid on the plant was done based on the text messages they received from concerned residents pointing the compound as the source of illegal logs transported through “habalhabal (passenger motorcycle with wooden outrigger) and Elf tucks.

A source who asked for anonymity revealed that the delivery of illegal logs cut from the forested areas of the towns of Esperanza and San Luis has been rampant since January this year. He added the use of “habalhabal” as transport was only seen in the last two months.

Butuan’s “Balangay” sought to be declared national boat

BUTUAN City - Agusan del Norte First District Rep. Lawrence Lemuel Fortun has filed House Bill No. 4879, declaring Butuan’s Balangay as Philippine National Boat.

According to Fortun, “The Philippnes is an archipelagic country and seafaring is in the blood of the Filipino. The Balangay is a source of true national pride that should not be forgotten. It is time to formally include it in our roster of national symbols.”

Earlier, the young solon filed House Bill No. 4823, declaring Butuan as heritage tourism zone.

In his explanatory note to HB No. 4879, Fortun said “The Balangay is a demonstration of the early Filipino boat-building genius and seamanship expertise during the pre-colonial times, it being known as the first ever wooden watercraft to be excavated in Southeast Asia. The technology used in building this boat is unique to the Balangay. The vessel is a plank boat adjoined by carved-out planks edged through pins and dowels. It is a finely built watercraft designed for long-distance navigation built without blueprints and was taught from one generation to

another using an ancient technique preserved and still employed by boat makers of Sibutu Island.”

Found only in the Philippines where a flotilla of such ancient boats exists, the Butuan Boat was used by early ancestors to maintain trade relations with neighboring islands around the country and empires in Southeast Asia. The extensive use of the boat for this purpose confirms the active involvement of our forefathers in robust commercial activities in Asia as early as the 10th and 11th centuries. The boat was first mentioned in the 16th Century in the chronicles of Pigafetta, and is known as the oldest watercraft found in the Philippines.

“As demonstrated by our ancestors, building a Balangay and sailing it in the high seas entail solidarity and harmony among boat builders and seafarers. It is for this reason that it is now used by the Philippine Government as a term to refer to the smallest political unit, popularly known as the Barangay. The Balangay is a symbol of the Filipino community’s character of unity, cooperation, determination and resilience,”

Fortun added.

It will be recalled that then President Corazon Aquino signed Presidential Proclamation No. 86 on March 9, 1987 declaring the Balangays as “national cultural treasures” and the vicinity of their excavation as “archeological sites”. Butuanons pay homage to the mighty Balangay, naming after it their month-long festivities during May. Last 2010, three replicas of the Balangay, Diwatang Lahi (Spirit of the Race), Masawa Hong Butuan (Radiance of Butuan), and Sama TawiTawi (People of TawiTawi) completed the 14,000-kilometer “Voyage of the Balangay”, symbolizing the great feat of the Balangay believed to rule Southeast Asia waters.

Fortun stressed that the Balangay deserves its rightful place, not only in the museums but more importantly, in the consciousness of every Filipino.

“Declaring it the country’s national boat will ensure that future generations of Filipinos will recognize the invaluable contribution of our forefathers in shaping our maritime tradition and passing on the values of solidarity, harmony, deSee butuan, A7

ment and Natural Resources Officer Eleazar Alaira was caught unaware about the raid as he only learned when the task force members already raided the plant and apprehended the illegal logs.

The source said it is good that Alaira was not alerted since he knew according to reliable sources that the

DENR official has been allegedly receiving a payoff of at least P100,000 a week.

In an interview, Alaira said the plant which mills only imported lauan logs from Papua New Guinea and planted softwood products for veneering , lumber and plywood are among the three legitimate sawmills in his area of responsibility covering this city, Esperanza and Sibagat towns.

Alaira however, could not provide any document on the profile of the company which operates the wood processing plant.

But the source revealed the plant is part of San Manuel Wood Products, Inc. based in Toril, Davao City which produces high quality marine plywood.

The source questioned why did imported logs are being transported in Esperanza town when they have a big plant in Davao where it is also the port of entry of these forest products.

PDEA Director General Undersecretary Arturo G. Cacdac, Jr. said this after the recent inauguration of a drug-testing and examination facility in the Cordillera Administrative Region (CAR) last August 20, 2014.

“In the last 11 years, PDEA had only one forensic laboratory and it is located at the national headquarters in Quezon City. Now, each PDEA Regional Office has a fully operational laboratory,"he said in a statement With this development, Cacdac said the agency can now independently conduct analysis on seized dangerous drugs and administer drug tests on arrested suspects throughout the archipelago.

He also said the agency has highly trained chemists who conduct qualitative examination of illegal drugs that would be used later as evidence in court.

The PDEA regional forensic laboratories are now operational in the following Regional Offices: PDEA RO1 in La Union, PDEA RO6 in Iloilo City, PDEA RO7 in Cebu City and PDEA RO11 in Davao City. These laboratories are capable of conducting qualitative and quantitative examination using Gas Chromatograph Mass Spectrometry (GCMS).

Japanese firm to invest in Zamboecozone Z AMBOANGA CITY – A Japanese firm engaged in the processing of coconut by-products is set to invest millions at the Zamboanga City Special Economic Zone Authority and Freeport (Zamboecozone).

Christopher Lawrence Arnuco, Zamboecozone Chairman and Administrator, said Tokyo Tec Corp is putting up two factories in the last quarter of this year in a four-hectare area of Zamboecozone’s 1st Industrial Park.

Arnuco said one of the factories is for food produc-

tion and the other one is for energy. The firm is set to complete next month the needed documents including Securities and Exchange Commission registration.

He said the entry of Tokyo Tec Corp will provide livelihood opportunities to farmers citing the firm would buy at least 100,000

coconuts daily to be processed.

He said the coconuts will be processed into coco water and virgin coconut oil while the waste materials will be converted into energy sources such as activated carbon and bio-diesel.

Arnuco said Tokyo Tec Corp will forge a Memorandum of Agreement with the leaders and members of a farmers’ cooperative in Barangay Dulian-Upper Bungiao for the supply of the needed raw materials.

“The investors (Tokyo Tec Corp) have already

met with the leaders and members of the cooperative in Barangay DulianUpper Bungiao to discuss the contents of their MOA. This involves the supply of 100,000 coconuts per day to Tokyo Tec Corp,” he added.

He said Tokyo Tec Corp will be the second Japanese firm to invest at Zamboecozone. The first was Art Nature, a company that produces wig.

The official said they have a total of 17 registered investors with 27 applications pending approval by the Zamboecozone board.

AGAYAN de Oro City - The Technical Education and Skills Development Authority (TESDA) in Region 10 and Toyota Cagayan de Oro recently forged a Memorandum of Agreement (MOA) for an industry immersion on automobile technology.

The partnership, dubbed as “Industry Immersion for Trainors Program (IITP),” which forms part of Toyota’s Corporate Social Responsibility, aims to address TESDA’s need, as well as the TVET providers’ need to upgrade and sustain a level of currency in the TVET delivery system and instruction that is industry relevant.

OFW members earn P16.4-M from SSS Flexi-Fund savings More than 35,000 Overseas Filipino Workers (OFWs) registered with the Social Security System (SSS) received a total of P16.4 million as income on their savings under the

SSS Flexi-Fund Program.

SSS Senior Vice President and International Operations Division Head Judy Frances A. See said Flexi-Fund accounts in 2013 earned P7.24 million in

annual incentive benefits (AIBs) on top of the P9.16 million credited as guaranteed earnings, thus bringing the Fund’s effective rate of return to 4.2 percent for the year.

The total AIB, which amounted to 79 percent of total guaranteed earnings, was distributed to the accounts of qualified members on July 31, 2014.

He explained that using e-cash is far safer and convenient than bringing actual money.

But he noted that e-payment usage cannot advance yet domestically because of several factors like the number of Filipinos who still do not have access to the formal banking system and the acceptance of the merchants for this system.

“We need to have an appropriate market infrastructure to promote the use of electronic payment,” he said.

For one, when you pay electronically to date some transactions fail because of signal problems in using the point of sale (POS) terminals.

Tetangco noted that it is a good thing that ATM networks namely Bancnet have Expressnet have agreed for interconnection.

Weird but true. There are certain things we like to pretend that we see-but the truth is, it’s ironical.

As we all know the present even the previous administrators are concern in this matter. As a matter of fact, we have complete cleaning gadgets and even pay someone to man and execute cleaning especially the pathway. In terms of maximizing, we, teachers are in-charge of cleaning the space nearby. All classrooms have their own cleaning techniques and

whenever pupils feel like spitting, there is a proper way to do so,…..in a scratch paper, crumple then throw.

Cleanliness both physical and mental has always been a compelling mandate from the principal, but it could not be avoided that oftentimes these impositions have been violated and even abused. Physical cleanliness is not the only area that the school should give focus., but it should also give a lion share of attention to its spiritual enhancement.

Feedbacks like, “Oh! Public schools are school of trash, a school of junk, a school for the poor and a school who would generously welcome problematic students from various prestigious schools.

Well, be as it may and hurl back from those unsavory comments. It is like this, “A good and effective school is a school who can handle both the good and the evil.” I personally, is proud to say that we are the kind of school that has the ability and skill to cater the LOST, the LEAST and the LAST.

DA-BFAR hits 1m mark of registered fisherfolk

Game development industry launches ‘Create More’ branding

T

he Philippines game development industry is ready to take off in promoting the sector in the international market with its branding “GameDev Philippines Create More.”

Game Developers Association of the Philippines (GDAP) board member Andro Baluyut said the branding for the industry was a collaboration of the organization and Center for International Trade Expositions and Missions (CITEM), an attached agency of the Department of Trade and Industry (DTI).

“We’ll be using this branding in our international promotions for the country’s game development sector,” said Baluyut.

He added the “Create More” branding shows the potentials of the game development sector in the

Philippines as the country has lot to offer to investors.

He mentioned that one of the advantages of investing in the country is the competitive cost of doing business here particularly in office space rental and competitive labor cost.

Studies have shown that the Philippines offers the lowest rental rates in the region which made businesses operate efficiently.

Labor cost in the country is also among the lowest in the region.

Baluyut said global industry players can consider the Philippines for their expansion as the country can offer operation cost less than 80 percent than other areas.

He cited the Canadian game development industry

pays an average salary for a game developer of USD 6,000 per month compared to the Philippines which pays an average salary of USD 1,000 per month per employee.

Employees’ salary accounts for at least 80 percent of the total operation cost in the industry, he noted.

The government, likewise, provides incentives for the game development industry as the industry is in the higher value chain of business process outsourcing (BPO) sector.

“The message is: if you come to the Philippines, it’s a lot of opportunity for international companies,” Baluyut added.

Further, GDAP will participate the External Development Summit (XDS) 2014

in Canada on September 10-12 , 2014 in which the industry will be using the “Create More” branding.

Its participation in XDS 2014 was financially supported by the government through DTI; the first time for the local game development industry to get financial support from the public sector for its participation in international roadshows.

Baluyut stressed the growth potentials of the game development which can further support the country’s growing economy such as being a revenueintensive sector; an in-

strument for technology transfer; and developing the skills of local talents.

He said the global game development sector annual worth is USD 72 billion, in which the Philippines shared only USD 15 million to USD 20 million per year.

Currently, the local industry depends on creating games for international industry players.

“Our long-term goal is really to graduate from outsourcing to developing our own games,” Baluyut noted.

Its roadmap eyes the local game development industry to have an annual revenue of USD 500 million generating 10,000 jobs starting in the next five years.

The industry’s medium term goal targets to employ 20,000 personnel creating a revenue of USD 1 billion a year in ten years.

Why not wipe out the MILF rebels?

DAVAO City––I sat over a few bottles of SanMig lites a few nights ago with a friend who just arrived from abroad. He asked several pointed questions about the still ongoing MILF peace talks: why can’t the military just wipe them out? Why compromise or give in to the demands of armed rebels when they should instead be made to answer for rebellion, taking up arms and violating the laws? Why are they allowed to establish camps that defy government? Why are they getting concessions more than those given to others who generally remained peaceful and law abiding?

Does this mean that others will have to first take up arms before they get equitable attention and benefits?

Why engage in peace talks with them, in the first place?

Interesting and thought provoking questions indeed.

ERAP’S WAR POLICY. I answered him by anecdotal recollections. President Erap Estrada during his incumbency declared all out war against the MILF, attacked and overran rebel camps in 2000. In fact, President Erap’s popularity rating reportedly went up due to his iron fist Mindanao policy against the rebels.

Indeed the main MILF camp, the famous Camp Abubakar fell into AFP control. Many rebels were killed; their commanders were on the run. But when the smoke of war cleared, the MILF was still around.

Although badly bruised, it still remained intact. They just moved to other camps

They still retained the support of their Bangsamoro constituencies. Their rebellion continues to this day, although prospects of a negotiated peace and the ceasefire have momentarily quieted the guns of war.

COST OF WAR. I told my friend that the question that always begs an answer is this: what is the cost of war? And is it worth it? I explained to him that the “cost” referred to here is not only in terms of the peso cost of the conflict ( bullets, bombs, armaments, logistics, etc) but the more unquantifiable, real SOCIAL COST on civilians whose lives are destroyed, disrupted, damaged due to conflict and fighting. The answer to this question surprised my friend. Unknown to him, about one million (yes, 1,000,000) Mindanawons were directly affected by the Estrada war policy.

Thousands of families were displaced and their normal lives disrupted, including the actual loss of lives of both soldiers, rebels and civilians caught in the crossfire. This is not to mention

the irreparable damage to the island region, now still being perceived as a warzone and a troubled land to the outside world.

The extent of the damage of the Estrada war policy was so extensive and deep that during my whole nine (9) years in Malacanang in the Arroyo administration that followed, the healing of the wounds of war and the normalization of lives and the return and rehabilitation of those displaced continued to be a high priority task of the Mindanao agency I headed. Again, during the Arroyo administration, the AFP went on an offensive (in 2003) and dislodged MILF guru Hashim Salamat and his forces from his hideaway in Buliok, Pikit in the periphery of Liguasan Marsh. The MILF again suffered heavy casualties and dispersed in various directions. The civilian population suffered the most. When I left government in 2010 or about 10 years after the first offensive, it was an unfinished task; the work to help those who suffered the so-called collateral damage of war was not yet fully done. Up to this day, we still ask the questions: did the war policy quell the rebellion? Despite its obvious superiority, did the government win the war? Was the social cost of war worth the outcome?

Is the military solution the answer?

Yes, we need the AFP to periodically remind the rebels that they cannot continuously operate with impunity. In fact, such

military offensives are also “incentives” for the rebels to stay the course in the peace process. It also served as a stern warning that walking away from the negotiating table could bring peril to them and to their cause.

But, can this bring lasting peace? We know the answer.

ALL-OUT PEACE. Here’s another cogent recollection I shared with my friend. I recall when President Arroyo took over from President Estrada in 2001, she immediately reversed the Erap all-out war policy and enunciated the policy of all- out peace and the primacy of the peace process. Among the first things PGMA did upon assumption right after Erap left Malacanang was to issue a Letter of Instruction, which laid down the framework of the pursuit of peace through negotiated settlement. It was to pick up from where President Ramos left off. I was her first chief negotiator to put back on track FVR’s peace initiatives with the MILF. RE-STARTING TALKS. I cannot forget that day in 2001 when I first entered an MILF controlled territory somewhere in the boundary of Maguindanao and North Cotabato. Immediately after I got the marching orders from PGMA to ” re-start” the peace talks, I brought relief assistance to thousands of evacuees, mostly MILF families. It was also to give me “cover” for my secret, exploratory, informal face-to-face meeting with an emissary of then MILF See wipe, page B5

Replacing unreliable or incompetent officials CAGAYAN de Oro City–– Any barangay, municipality, or city that made a mistake in its choice of officials during the last elections can do something about it even now to weed out the unresponsive, the incompetent, or the unreliable.

It’s a widespread problem that any citizen can do something about, doing our society a great favor. It just needs a recall initiative by a group of citizens. Recall of course is the legal process of having an undesirable official relieved and replaced by the constituents for loss of confidence.

In a democracy loss of confidence is a very serious matter, for it concerns the credibility, reliability, or competence of an official.

Public confidence is essential for good governance.

It is the most important aspect of public office, the basis for wielding power and authority.

Any official who loses the people’s confidence cannot govern properly or effectively; it will be big problem for him to decide or act on official matters.

ing, or if he forces the issue, he will be stymied by legal challenges and outright non-cooperation, making his administration virtually inutile.

It is why in advanced democracies resignation or relief from the position usually follows a vote declaring loss of confidence in the leader or his party.

Without public support, there is no point in holding on to the office. ***** To ignore the issue or let it pass on the chance that it will go away will only worsen conditions in the community. It will encourage officials to think the people don’t really care,

that there’s no penalty for being neglectful or even corrupt. They will take the community for granted.

Before long, people will wake up to find that from simple neglect or inattention, the issue has grown into outright corruption that will be difficult to undo.

That’s why the issue of trust must be confronted decisively and resolutely—and why constituents must be vigilant, attentive to community affairs, with special focus on its governing processes. Otherwise abuse will creep in, incubate corruption, and become virtually unmanageable.

Preventing abuse and eradicating local corruption are best done by citizens of the community. They are the sovereign power, the ultimate authority—the Boss, as P-Noy prefers to call them.

Members of the community have every right to remove bad or unreliable officials. It’s why the law allows them to recall and replace officials without awaiting regular elections.

It’s how they can rectify an error of judgment committed by the voters during the

previous election. ***** The law tells us that elected officials have no business staying in office if they fail to live up to promises or assurances they make during their candidacy—and that removing and replacing them without awaiting regular elections is the way to secure the wellbeing of our community.

Unfortunately, although this power is well enunciated in the law, we citizens seem reluctant or afraid to invoke it—perhaps out of fear of failure or, worse, fear of reprisals from powerful trapos or traditional politicians.

That may be so but it is unbecoming for powerful sovereign citizens to be intimidated by their own public servants. Servants are supposed to serve in a manner satisfactory to their masters—a duty or obligation intoned in their oath of office and job description.

If the officials are just inept or incompetent, all the more reason to remove them. The community shouldn’t be burdened with their salaries and benefits, letting them enjoy the perks

of office, if they’re unreliable and undeserving of trust.

Mere loss of confidence is a ground for recall. ***** To rid a barangay, town, or city of an unwanted or undesirable executive, a simple procedure is provided by the Local Government Code (R.A. 7160), Sections 69-75.

It will enable the people to make up for the mistake of enthroning unsuitable officials, replacing them with better leaders.

But it needs resolute citizens to launch the initiative; it won’t succeed if only a few support it because majority vote is needed.

Otherwise even ordinary folks can take the lead if they have the will or determination to improve conditions in the community. They have but to assert their right to have officials they can rely upon.

“Sovereignty resides in the people and all government authority emanates from them” (Article II, Section 1, Constitution). This provision needs to be internalized by every Filipino, to invoke if the community’s welfare and its members’ right to good governance

are an issue. It’s there to underscore the power of ordinary citizens.

Remember Dagohoy and Gabriela Silang? They were ordinary barrio folks.

Even Andres Bonifacio was an ordinary fellow from a neighborhood of Tondo in Manila. None of them had exalted titles—no rank, no shiny buttons on their shoulder or chest.

They simply made bold to assert their sovereign right and power to demand good governance and justice. In the process, they sparked a great revolution.

The question is, where today are the Filipinos who can spark reform and revolution?

criticism of that person like a counter-attack. But think of all the time and energy we waste reacting with anger to criticism.

A famous, successful person says: “I’ve learned to take criticism seriously, but not personally.”

You see, friend, it just might be true—at least part of it. I don’t know about you, but I’ve got lots of room for improvement.

So let’s take all the help

we can get, even if it hurts a little, because the truth hurts sometimes. And if part of that criticism of us is simply not true or fair, then just take the part that is true and do something about it. Let it change you and make you a better person. Make it work for you to your advantage.

As they say, “Spit out the bones and keep the meat.”

It will make you stronger in your character. So we

need just to chew on that criticism of us and think about it for awhile.

God created us to have the character of Jesus Christ.

One of the main reasons He became a human being was to show us the kind of nature and person He designed us to be. And all it takes is one look at Jesus to know we’ve got a long way to go to become that kind of person! So let’s learn all we can and take all

the help we can get—even from our critics. The truth may hurt, but it also can set us free from our wrong attitudes, motives, and behavior. That’s the only way we can start becoming all we were made to be.

Why not ask Jesus Christ to forgive for your wrong way of living? Then ask Him to help you start making the changes you need to make in your character and life.

To cut him off, an exasperated high official snapped a question: “Tell me honestly, General. Can you and the AFP decisively and militarily defeat the MILF? If your answer is in the affirmative, there’s no more need for this meeting!” The Army General did not answer. No one in the room stirred. After a while of silence, the high official merely said: “I hear none.The answer is clear.

Let us now proceed.”

I pondered for a while on the significance of what took place. Many years passed and up to this day, that episode kept coming back. It was a reality check. It simply taught me that force of arms does not and cannot extinguish the Bangsamoro grievances; that the root causes of rebellion must be addressed; that a negotiated settlement is the way forward.

WHY TALK PEACE? The inevitable question that my friend asked was:

why hold peace talks, in the first place? Well, here are a few of my thoughts that I passed on to him: First, government recognizes that the rebel group has valid grievances that must be addressed and redressed; Second, government being on a high moral ground must be ready to grant concessions to address those grievances; Third, improving the lives of the affected constituencies, especially those deprived, is key; Fourth, government cannot decisively defeat the organized rebel group in armed combat without great social cost to the general population; Fifth, peace engagement with mainstream rebels who are willing to negotiate can isolate the extremists and the radicals; Sixth, the government due to its superiority can win battles but it cannot win the war unless it wins the hearts and minds of those who had suffered injustices and exclusion;

Seventh, social cohesion or understanding amongst diverse groups in Mindanao and their acceptance of their respective diversities and differences help bring about peace; Lastly, peace through a negotiated settlement, although difficult than conveniently and easily pulling the triggers of war, is more desirable, durable and sustainable.

TASK NOT EASY. The work for a negotiated peace settlement is not the proverbial “walk in the park.”

Accommodating the aspirations of those who have already forsaken normal processes of redress and to be done by government that must adhere to those processes (like the Philippine Constitution that the rebels disavow and reject) is not an easy task.

If crafting an agreement is already that difficult, how much more if we talk about IMPLEMENTATION? Indeed, the most crucial is HOW TO IMPLEMENT what has been signed and to meet

the high expectations of all.

I’ve seen it up close with the 1996 peace agreement with Nur Misuari’s MNLF that up to this day is still troubled by implementation issues.

In the case of the present agreement with the MILF, we are still not there. As of today, we are still awaiting the release by Malacanang of the final draft of a bill that if passed by Congress can get us going.

There’s still a long road ahead, I told my friend.

Since then over one million fisherfolk have already been listed under the program, finally addressing a task that had seen a backlog for 16 years. The number is expected to increase and reach the estimated total of fisherfolk in the country in the next few months.

Through close collaboration with local government units (LGUs), the BFAR has finally come up with a comprehensive list of duly registered fisherfolk.

According to BFAR national director Asis G. Perez, the registry is a very useful resource for the implementation of programs

by BFAR’s partner agencies such as the Department of

Social Welfare and Development (DSWD), Philippine Health Insurance Corporation (PhilHealth), and Philippine Crop Insurance Corporation (PCIC).

Currently, the FishR registry is being crossmatched with the list of the National Household Targeting System-Poverty Reduction or NHTS-PR of the DSWD and with the Registry System for Basic Sector in Agriculture or RSBSA of the Department of Budget and Management (DBM). When a FishR registered fisherfolk is also in the said lists, he/she will automatically be given a PhilHealth number and personal and crop insurance coverage which will include indemnification for fishing boats, seaweeds and other aquaculture stocks in case of calamity.

“These are only among the initial benefits we have

for our municipal fisherfolk.

We will make sure that every figure and information we will get from FishR will be translated to concrete programs that will further develop the livelihood of our fisherfolk,” Alcala said in his keynote speech.

Meanwhile, fisherfolk leaders from different regions expressed appreciation in the announcement of the BFAR. Milagros “Ka Mila” Chavez of the municipality of Cuenca in Batangas said she continuously encourages fellow fisherfolk in their province to register under FishR. “I told my fellow fisherfolk of the benefits of being registered in FishR and they were glad to know that the government has programs for our sector especially for those who live in far-flung places,” said Ka Mila in Filipino. he Battle of Champions 2014 took place at the Xavier University gym last August 16. Gracing the city with their athletic prowess, the Ateneo de Manila Women’s Volleyball Team and National University Women’s Volleyball Team slugged it out in front of the Kagayanons.

Exhibition matches that occurred before the main event were played

by Xavier University, Ateneo de Davao University, Saint Mary’s School and Xavier University College women’s volleyball teams.

Spectating from the event, Mayor Oscar Moreno thanked the organizers and everyone that was present in the event. “This is the first time that an event like this has ever happened in the history of the city and in the history of both collegiate teams. This is the first in Mindanao and we are proud that this happened in the City of Cagayan de Oro”.

A lot of talented

athletes from the other games wowed the crowd as they showed their potential to be playing later on in bigger tournaments. One of which was from Ateneo de Davao’s CJ Concon, which mesmerized the people with her hard hitting spikes and her all around plays. Something that we people from the south can be proud of as well is that 2 players from both the Ateneo de Manila WVT and National University WVT are from Mindanao.

While the a senior of the Ateneo de Manila WVT who stands at a staggering 6’1 and plays middle hitter as well is Mary Mae A. Tajima who hails from Davao.

Both teams entered the courts with children as their escorts. This reminds the players that there are children who are watching them play and that in the

spirit of sportsmanship they are there to become role models for future generations.

With the success of the event, kids from the stands and younger players are inspired even more to dream bigger and train harder to reach the capabilities of their idols.

CEB launches Agent Xpress check-in service at busy Kalibo airport

The Philippines’ leading airline, Cebu Pacific Air (PSE:CEB) becomes the first airline in Southeast to deploy special roaming airport agents, who can check in passengers using a tablet while they are still queuing up.

CEB launched the Agent Xpress service at Kalibo Airport on August 25, 2014, just in time for the influx of tourists returning from a long week-

end in Boracay. Kalibo is a gateway to the world-renowned island.

Busy Kalibo Airport was prioritized for CEB’s innovative service, due to the high volume of passengers and limited counter space.

“Agent Xpress can make the checkin process faster and more convenient for our guests, given space limitations in certain airports. We are studying

the launch ofAgent Xpress in other airports as well,” said CEB VP for Marketing and Distribution Candice Iyog.

The Agent Xpress service can check in guests with confirmed flight itineraries, from four hours to 45 minutes before the flight departure. Roaming agents approach guests queuing up for a security screening or at the check-in counter, verify their booking confirmation numbers or name and flight details, and print their boarding passes.

Those with no bags for check-in can immediately proceed to the boarding gate. Those with bags for check-in should proceed to the bag drop counters.

Passengers can check in individually or as a group for one-way or Travel Thru flights, which connect to an onward destination. Since agents are already operating the tablet, they can verify travel documents on the spot, for guests bound for international destinations.

“Aside from the Agent Xpress service, guests can also check in online or

using self-service kiosks. We want to make many options available, so guests are empowered to manage their travel time and experience,” Iyog added.

CEB also recently launched its CEB Transfer product, which offers a seamless transfer service from the Caticlan or Kalibo airports to the guest’s hotel or resort.Passengers can book this in advance through the website, call center, ticket and sales offices or in flight.
