CAGAYAN de Oro City––A bridge connecting the towns of Kauswagan and Linamon in Lanao del Norte collapsed Monday night, cutting off movements coming from Iligan, on one end, and from as far Ozamis City and other towns on the other end. Commuters coming from Dipolog City, Zamboanga and other towns via the Ozamis port were also affected. Hundreds of commuters were stranded since Monday night and vehicles have been filling up the national highway on both ends of the Napo bridge, which collapsed at 9:10 in the evening Monday, January 13, 2014. Supt. Madid Paitao, provincial police office director in Lanao del Norte, said half of the Napo bridge collapsed due to the swelling of Napo river.

Floods displaced 40,000 families
Linamon is the eastern gateway to Lanao del Norte since it is the first municipality of southwestern province of Northern Mindanao. It is about 11.5-kilometer southwest of Iligan city, bounded in the east by the Linamon river, the Larapan river and the municipality of Kauswagan in the west. It is a coastal town of Lanao del Norte, where five of its eight barangays are situated along the Iligan Bay area. Kauswagan is also part of the Province of Lanao del Norte. Paitao said the only mode of transportation being used by commuters on Monday were motor-outriggers. Passenger buses plying the affected route reportedly received their passengers through motor-outriggers from the other end of the bridge.

Dept heads snub budget meetings CAGAYAN de Oro City–– The City Council’s Committee on Finance did not favorably endorsed the special projects for incorporation in the 2014 budget, City Councilor Prexy Elipe said on Monday. Elipe, chair of the committee on finance, said on Monday that the concerned department heads who were invited to provide additional explanation of their proposed budget did not appear during the scheduled meeting last Tuesday. “The committee needed to clarify some matters, but due to the non-appearance of invited department heads and non-submission of the needed program of works, the committee could not deliberate on the matter,” Elipe said in a statement. Barangays training center for Oro sought CAGAYAN de Oro City––The city’s 80 rural and urban barangays here need a Barangay Governance Training Center where capacity building for barangay officials shall be the focal point, the city’s department of interior and local government unit said on Monday. Jane Docallos, director of the city’s interior department, said that the training center is important because barangay leaders are the catalyst of barangay governance where capacity building is a must every now and then. Docallos sounded the concern during the first special Liga ng Barangay meeting here since the newly elected barangay officials took their oath of office on December 2013. She said the absence of the Priority Development Assistance Fund (PDAF) would compel officials of local barangay units to be innovative in sourcing funds and in the implementation of projects. Docallos noted that prior to the abolition of PDAF, the majority of the elected barangay officials relied so much on assistance extended by elected Congressmen of their district. “The absence of PDAF would compel barangay officials to adopt innovative approaches in revenue collection and managing of projects that the DILG could provide through regular training in governance,” Docallos added. City Councilor Prexy Elipe who attended the meeting said that the City Council has already approved an ordinance for the construction of the Barangay Governance Training center here costing P 870,000. Roberto Natividad, Provincial Disaster Risk Reduction Management Officer, said couples Romeo and Emerlita Ebad of Cabawan village in Rosario town, who are workers of the town hall, were rescued after many hours of clinging on to a palm oil tree to protect themselves from being swayed by floodwaters while on board a bamboo raft. The two fishermen including a 14-year-old boy who ventured into the sea early Saturday dawn despite government warning and who were reported missing have safely returned to their respective families at around 5 am Monday.

BUTUAN City––Four people died and five others were missing as heavy rains continued to pound Caraga yesterday, the Regional Office of Civil Defense here reported. OCD-Caraga Director Liza R, Mazo issued the casualty report as she quoted PAGASA which said the rain showers in Region 13 were due to low pressure area (LPA) at 45 kilometers East of Dipolog City. According to Mazo, days of unabated rains have overflowed rivers and inundated low-lying villages affecting 15,113 families or 65,540 people and forcing 7,199 families or 38,066 people to leave their homes to seek shelter in 148 evacuation centers in the region’s five provinces and Butuan City. had been inundated by rain water and more than 2,000 families had sought shelter in evacuation centers and needed immediate assistance. SAN Francisco, Agusan del Sur––Six residents in the mining town of Cagdianao, Dinagat Islands were buried to death by a landslide on Monday due to continuous heavy rains , a report from the Office of Civil Defense in Butuan City said. Liza Mazo, OCD Caraga regional director, said the victims were about to leave their homes but the muds coming from a slope near their homes already caught up with them that they were not able to escape. “We have already issued a public warning about the possible landslides in Dinagat because there are many higher areas characterized with muds,” Mazo told the Inquirer in a mobile phone interview. In Agusan del Sur, two persons were drown to death after the motorized banca used to rescue them in remote Nueva Era village in Bunawan town capsized while going against a strong current from an upstream in Agusan Marsh. There are a total of five victims in Agusan del Sur who were drown to death since the onset of flashfloods and landslides on Monday.

When it comes to taxation, Seno said “we are cheaper compared to the city.” Opol is located next to regional center Cagayan de Oro City. For tourism, a boardwalk and food center are in the offing. “Plans are ready and we are just waiting for the funding,” Seno said, adding that the Opol food center would offer more than 100 stalls selling a variety of dishes. “We will ensure cleanliness and make sure that the food is delicious,” he said.

Federalism will insure lasting peace in Mindanao Senator Aquilino “Koko” Pimentel III, president of the Partido Demokratiko Pilipino-Lakas ng Bayan (PDP-Laban) today said that peace in Mindanao can only be permanently attained by adopting a federal system of government. In a speech during the 1st District 3810 Rotaract Peace Summit in Manila, Pimentel said that federalism will prevent the dismemberment of the country while providing the secessionist Bangsa Moro a legal and political structure to preserve its own culture and identity. Pimentel said that he fully supports the ongoing peace process with the Moro Islamic Liberation Front (MILF), but “there is no guarantee that the talks will be successful” because, it may mainly create a temporary kind of truce, while “some obstacles would remain on the path to a peace settlement of the permanent kind.” “Still, we cannot afford the resumption of armed hostilities. Another war in central Mindanao will have its human and economic costs,” said Pimentel, adding that the nation should not fail this time to end more than three decades of bloody domestic strife. He said that the country is beset with problems on mass poverty, joblessness, poor health, access to
SPECIAL FEATURE education, vulnerability to disasters, traffic gridlocks, high crime rate, slow pace of justice, inflation, rising cost of living, high taxes and graft and corruption. But he said that he is now focused in the search for enduring peace in Mindanao because what happens in the island affects the entire country before the eyes of the world that are glued to news reports on bombings, kidnapping and skirmishes with the rebels. He challenged the young Rotaractors and their elders from the Rotary Club of Manila Bay to actively participate in what he described as “Peace through Service” projects to hasten the search for lasting peace in Mindanao. Known as the “peacemakers”, Pimentel said that the Rotaractors and Rotarians can put their proven “culture of service” into action in the promotion of peace in the country, particularly in Mindanao. He asked them to sponsor dialogs on federalism and the root causes of the Mindanao conflict, monitor the peace process to check on human rights abuses and assist in the rehabilitation of internally displaced people caused by armed hostilities. Pimentel also encouraged them to help clear
the air of misinformation on Mindanao issues, and support the “confidencebuilding” efforts to prove that government is sincere in keeping “our brother and sister Muslim Filipinos” as part of the republic. He enjoined them to support the cost of infrastructure projects to ease the lives of Muslim Filipinos in the construction of potable water systems, irrigation, community learning, livelihood, roads, markets, solar dryers and other community support systems. Through these initiatives, Pimentel said that the foundations of a “true, just, and lasting peace in Mindanao” are built so that the country can then move forward towards full economic development where the poor can share in the fruits of progress. He challenged them to help the people from the mire of poverty and in providing solutions to the age-old peace problems that have already claimed the lives of thousands of innocent civilians and displaced millions of Filipinos. “The elusive peace in our land, and the economic progress and development that our people long for would become concrete realities, for our people to see, feel and enjoy,” said Pimentel, adding that “peace is the stable, smooth, and well-paved runway from which the plane of economic progress can take off.”

Moreno’s policy on transparency and accountability WHAT if the proposed P 2. 6 billion budget will not be approved? People believed that the non-approval of the proposed 2014 budget will never affect the operation of the city government. After all, the proposed 2014 budget is only P 200 million higher than the city’s budget of P 2.4 billion in 2013. So, what makes the difference? The re-enactment of the P 2.4 billion 2013 could take care of Cagayan de Oro Cris Diaz City in the ensuing year. City Mayor Oscar Moreno said that he needs the P 2.6 billion in order that he can pursue various projects in Cagayan de Oro City. What project is he talking? Considering that the cost of his planned additional 100,000 PhilHealth beneficiary is P 240 million, the P 200 million excess is not enough to cover the PhilHealth premium. Aside from that, the city council is bothered of the incorporation of P 800 million in the proposed budget

Pessimism and negativism HAVE you noticed that on the pretext of purveying the truth to either their readers or listeners, national media - the broadsheets, tabloids, and radio and television networks – have been spewing pessimism and negativism in their news reports and commentaries? Why are they resorting to this type of news reporting and opinion making? They are doing this for no other reason but to be competitive thus be up in readership and the ratings over the others. In other words, greed is the name of the game. Greed has now become the standard by which media – print and broadcast – shape their task of purveying the truth to the people. This is sad because as a result of this standard, the people have been shaped into what they are now – pessimists and negativists. Reading today’s national newspapers, listening to national radio and watching national television will surely lead anyone to conclude that there is nothing right happening in our country anymore specifically the last one year and a half. With all the negative bombardment Filipinos are treated with everyday of their life by media, there is no way that the perception of the people toward their government will be positive. This is something that should be the concern of the nation. We are being deliberately shaped and molded by one of the social institutions whose primary social responsibility is to shape the people’s mind, the media, into what we have become now – a nation greatly divided on account of our negativism and pessimism, thanks and no thanks to the national media. Compounding the situation is the social media where so many irresponsible practitioners are posing themselves as free and independent purveyors of the truth when in truth and in fact they don’t have any regard about the truth. What they are interested in is simply to convey what they want to convey as truth even if what they believe as the truth is falsehood and outright lie. But observably this phenomenon is not only happening here in our country. Watching the international news television networks such as CNN, the same mindset of conveying negativism and pessimism on the pretext of informing their audience all over the world about the truth also pre-occupies them. They are resorting to this because of the same intention, which is to be above competition in the ratings game. I remember the debate before why local film makers were producing bakya films, meaning, films that cater to the choice and taste of the masa described then as the bakya crowd. The standard answer given by the local filmmakers was that it is the bakya movies that are being wildly patronized by the moviegoers. But who influenced the film makers to produce bakya movies? The bakya crowd or the film makers shaped the crowd into becoming bakya in their choice and taste? Local media institutions are saying that the kind of See NEGATIVISM, page 11
purportedly for the city’s development. It is for this reason that the city council becomes wary of Moreno’s motive. The members of the city council could not also understand on the failure of Moreno to provide details on the way the funds would be spent. Without an appropriate explanation, the legislative department has expressed the suspicion that, if approve, the intended funds would likely be spent for projects that are equally suspicious too. In the past months, weeks, and days, the city council has been demanding that Moreno should provide details of the proposed 2014 budget. Moreno remained steadfast and stubborn arguing that it is not within the bounds of the legislative department to compel the executive department to provide details on how the city’s fund should be spent. Moreno might have some points: Somehow it lacks prudence. If Moreno has the pure intention of spending the city government funds, according to what it is intended for, he should simply acquiesce to the request of the city council. Arguing on the basis of executive mandate
and privilege would only invite doubts on Moreno’s real purpose. While the city residents would initially appreciate Moreno’s ambitious plans to drive the needed progress out of the proposed budget, his insistence of hiding his cards under his sleeves would inevitably cast distrust. As the city’s chief executive, Moreno should set an example of transparency and accountability in his administration. This early, however, Moreno is showing the reverse. How could the people trust him? It is but usual that the city council’s mistrust against Moreno, as far as the way the city’s proposed budget is going to be spent, is shared by the majority of the city residents. Babasa Jr. personally received the ambulance in a turnover ceremony and the blessing during the culmination program of “Kasadya sa Pasko” Festival 2013 held at the municipal government quadrangle last Monday. The ambulance is intended for the Rural Health Unit (RHU) of this town. Fr. In the entrustment of firearms ceremony held last Jan. 11 at the Tabak gymnasium, Camp Major Cesar Sang-an, Barangay Pulacan of this municipality, MGen. Felicito Virgilio M. Trinidad Jr. said “the activity is meant to emphasize to the new privates (soldiers) that the firearms being entrusted to them is a symbol of the duties and responsibilities they are sworn to faithfully and judiciously carry out to protect the people and defend the motherland as enshrined in the Philippine Constitution.” “The firearms that the Philippine Army (PA) has entrusted you are not a baton of authority but
rather of service,” Trinidad told the new privates who just successfully hurdled six months of rigorous training before they were enlisted into regular force of the Armed Forces of the Philippines (AFP). Arrest of ‘overspeeding’ ex-Davao mayor means no one is above the law

AVAO CITY - The arrest of former city mayor Sara Duterte for violating the new speed limit law has one thing to say: no one is above the law.

DPWH 11 says floods, landslides destroy 8 bridges DAVAO CITY - Flashfloods and landslides that hit the Davao region since last week destroyed at least eight major bridges. This was based on a situational report issued by the Department of Public Works and Highways 11 as of Tuesday morning. DPWH 11 director Mariano Alquiza said that several national roads connecting provinces and municipalities in the region were also rendered impassable due to road cuts, landslides and overflowing rivers. Alquiza said among the bridges hit by flashfloods
was the Governor Palma Gil Bridge (Manurigao Bridge) which connects Caraga town in Davao Oriental to the three towns of Baganga, Cateel and Boston. It was the same bridge that was destroyed by the onslaught of typhoon "Pablo" on December 4, 2012. He said the destruction of the bridge isolated the three towns and made difficult for the authorities to deliver relief goods, although, a Philippine Air Force helicopter was able to reach the area on Monday morning. Alquiza said that other
destroyed bridges were Quinonoan, Caraga, Lumao, Taytayan, Carabatuan, Ibobotoc and Dakung Banua. He said national roads which are still underwater are Daang Maharlika, Carmen-Dapecol Road, TagumPanabo Circumferencial Road, and Montevista-Mati Road. This was according to Davao traffic group chief Supt. Rodelio Poliquit who confirmed that Duterte was apprehended by traffic enforcer Michael Villareal at 1:30 a.m. on Sunday along Quimpo Boulevard in Matina here. Poliquit said that the former mayor was driving her own white Subaru Sports Utility Vehicle (SUV) from the Ecoland West Drive towards the direction of the south when Villareal was in the area to apprehend overspeeding drivers. Villareal’s speedgun tapped the speed at 57 kilometers per hour for Duterte’s car, prompting him to stop the vehicle. Maximum speed limit along Quimpo is 40 kph. Poliquit said the traffic aide was surprised upon knowing that it was Duterte who personally drove the car but never hesitated to issue a temporary operator’s permit. “It means we take our job seriously. We will ar-
rest anyone who violates the law," he said. Poliquit said they were able to issue TOPs against 700 speed limit violators since its initial implementation early on December 2013. Mayor Rodrigo Duterte on October 29, 2013 signed Executive Order (EO) No. 39 that sets the speed limits for all vehicles within the city. According to the EO 39, drivers must observe a maximum speed of 60 kilometer per hour (kph) from Sirawan to Ulas Crossing, from Lasang to Panacan, from Calinan to Ulas Crossing, and from C.P Gracia Highway-McArthur Highway to Panacan. ALSO READ: Duterte won’t budge on speed limits. For vehicles that traverse from Ulas to Generoso Bridge/Bolton Bridge, from Panacan Crossing to J.P Laurel Avenue-Alcantara,
and from Ma-a Road Diversion to McArthur Highway, a maximum speed of 40 kph is mandated. A maximum speed of 30 kph, meanwhile, is ordered from J.P Laurel Ave. Alcantara to Bolton/Generoso Bridge, from Buhangin Crossing-Milan to Bolton/ Generoso Bridge, from C.P Garcia Highway-Bacaca Road to Bolton/Generoso Bridge, and from C.P Garcia Highway-Angliongto St. to Bolton/Generoso Bridge. Media as a social institution is imbued with a social responsibility. It can not and should not behave merely as a business enterprise whose sole objective is to rake in huge profits which is the way it is behaving now. As a social institution imbued with social responsibility media should pursue its duty responsibly. The way Philippine media is behaving now could be likened to the behavior of the outlawed mafia whose only concern is to rake in more money regardless of the manner by which they earned that money. If Philippine media is behaving that way, what made the local media institution better than the smugglers, guns for hire and all the other criminal syndicates that thrive on immoral and unethical practices? Philippine media should revisit its raison d’etre or reason for being if it is sincere in pursuing its task as a social institution of shaping the citizenry into becoming better citizens not as rabble rousers, not as renegades, not as rebels without a cause. The attitude of the Filipino people nowadays toward their government and officials is very alarming. The people seem not to see anything good anymore being done by their government and officials. This attitude is the surefire formula toward national perdition. We may not realize this now but one concrete manifestation of this perdition is our inability to gather around our government on matters of national interest. How can we expect China, for example, to take our position toward them seriously when what they are hearing from us especially from our media is a cacophony of sounds signifying nothing but our folly as a people? November 15, 2013 is the period when Executive Order 366 or the Rationalization Program for government agencies was approved, engraving another milestone for Department of Education. This program motives to push result-oriented and efficient government services. It could be reminisce that Rationalization Plan or Rat Plan is an executive order signed on October 2004 by former President Gloria MacapagalArroyo. It directs a thorough and strategic review of the operations and organizations of the executive branch. As well as, providing options and incentives for government employees who may be affected by the rationalization of the functions and agencies of executive branch. The program is identified as a process-oriented idea, requiring each government offices to provide specific functions to its subordinates which would prevent duplication and overlapping of roles. Aside from that, Rat Plan would escalate agency performance through rationalization of service delivery, support systems, organization of structure and as well as staffing. In Department of Education, affected of the Rat Plan were its Central offices, Regional offices and the Division offices-proper. The contractual and casual employees funded by General Appropriations Act Personal Services (GAA-PS) were also affected. Thereafter, DepEd had its reorganization for staff. However, there are DepEd sections that were not included. These are schools, DepEd of Autonomous Region of Muslim Mindanao, attached agencies, GAA-MOOE-funded Contract of Service (COS) employees at foreign-funded COS employees. Options were also offered to affected employees. They could choose to remain to government service by expressing intent to be placed in a comparable position and go through the placement process and convert item toCo-Terminus with the Incumbent (CTI) status. Otherwise, they could also opt for retirement / separation under EO 366. People placed in plantilla positions, no one will lose their rank or position level, none will be forced to retire for it is voluntary. In addition, no one will be forced out or retrenched from the organization. The Rat Plan is not without challenges. It may be struggling through the years but it is created to further improve the delivery of government services. Furthermore, it promotes high quality-strategies in order to organize criss-crossing structures and change on what should be change. At the moment, we are waiting for the initial result of the investigation before CLENRO could officially act on the matter, Dael said.
