SURIGAO City––Some survivors and relatives of passengers of the ferry that sank off Southern Leyte vowed to file charges against the boat captain and the operator of the sea vessel. Jaime and Norma Bahi, parents of an overseas Filipino worker from Barobo in Surigao del Sur, said they are determined to file charges in court. As part of the halal certification, farmers could tap funds from the DA to have their products certified halal by agencies such as the Negros Islands Certification Services, Organic Certification Center of the Philippines, and Control Union, which identifies the feeds for the animals for halal slaughter. Part of the authenticity of halal products, she added, is proof that even the feeds are from organic sources. “Halal does not just involve prayer,” Abella said. “We are also concerned with the technical aspects of the preparation of the meat.” She said the local government would need to partner with national government agencies. The LGU, for its part, would help the farmers seek and avail loans, as well as facilitate the requirements for exporting their products. Abella added that she would discuss this possibility with Mayor Rodrigo R. Duterte. She suggested ap p r o a c h i n g n at i o n a l agencies such as the National Dairy Authority for assistance. “But as our counterpart, we need to assure that the farmers undergo trainings, values formation and financial management,” Abella noted. “We can’t just have farmers serving the meat to guests during birthdays and fiestas without profiting from the livestock,” Abella said. Naiveté or stupidity? CAN those who swallowed hook, line and sinker President Aquino’s pronouncement that he may seek another term after his term’s expiration in 2016 be considered politically naïve or simply politically stupid? Aquino’s term is now in its twilight as such the fear of becoming a lame duck president is very real. The Philippine Constitution mandates a one term of six years for the president. At this point, politicians are already scouting who to support for president in 2016 especially in our country where party affiliation could be changed as often as politicians brush their teeth. The power of the incumbent president is thus diminished. With a diminished pow-

How can a sitting president prevent this erosion of his power to lead the country in the last two years of his presidency? What better way to do this than float the idea that there is an overwhelming clamor for the sitting presi-

dent to seek a second term? And since the clamor could hardly be ignored for it is the clamor of the president’s “bosses,” the people, then the sitting president further floats the idea he has not closed the possibility of having the one term provision in the Constitution for the president amended. Then the president’s political allies up the ante by saying they too are of the view there is no other person who could best succeed the incumbent president but the president himself. This is exactly what is happening now. Sadly, however, perhaps out of naiveté or even sheer stupidity, a good number of citizens literally believed what was floated. Thanks largely to Aquino’s political foes who

would like to see him hated to the bones by the people in the hope that when he anoints his successor, his anointment will not have any bearing anymore. Why is it hard to believe Aquino really dreams of succeeding himself by having the presidential term limit provision in the Constitution amended? Becoming president was beyond Aquino’s wild imagination. He did not desire for it like the way Interior and Local Governments Secretary Manuel “Mar” Roxas II and Vice President Jejomar Binay salivate to covet that post. He was reluctant to seek the office and he was a reluctant president when he assumed office.

And let’s keep in mind: the lifting of the air ban for major Philippine air carriers is indeed one of the major achievements in European - Philippines relations. Good to know, that the Philippines has recently been named as one of the top 20

destinations for 2014 by a European newspaper. Anyway, European companies should invest more in the Philippine tourism industry by creating jobs and sharing their experience. As an expatriate living in this wonderful country since 1999, I can only underline Ledoux’s statement saying Filipinos are known worldwide for their amazing hospitality because when they have visitors hey do make feel them at home. The same thing told me Deputy Head of Mission (German Embassy), Mr. Michael Hasper during one of my last Manila visits.

MARINA reinspects marine vessels in Caraga for seaworthiness SURIGAO City - Shortly after the sea mishap involving MV Maharlika 2 which sank off Pintuyan, Southern Leyte, the Maritime Industry Authority ( M A R I NA ) c a l l e d for reinspection of all passenger and cargo vessels, including motorized bancas operating in and home ported in the Caraga Region. MARINA said this is to ensure the carriers are still seaworthy. The directive was issued last Monday by Engr. Emmanuel B. Carpio, the regional director of MARINA. “The vessels stay in port while reinspection and additional audit are to be conducted by our maritime safety specialists,” he said. Last Monday, Marina has cancelled the certificate of public conveyance of the MV Maharlika 4, the sister ferry of the ill-fated MV Maharlika 2, after it was found to have major deficiencies as far as its seaworthiness is concerned. The official said he found out at least four deficiencies of the ferry: the expired license of the chief marine engineer, heavy corrosion of the ship’s watertight bulkheads, incomplete checklist of machineries maintenance system, and non-functioning fire alarm system and deflection system. “All concerned shipping companies, owner, operators home ported and operating in Caraga Region, are hereby directed to submit their passenger-cargo vessels and motor bancas for reinspection audit not later than September 18, to ascertain the vessel’s fitness and seaworthiness condition,” he said. On September 13, Saturday the MV Maharlika 2, as it was navigating for Liloan, Southern, Leyte from Lipata Port in this city, experienced a steering problem just over an hour of its voyage. It eventually sank. During that time the sea was rough and the wind was strong. Rescue and search teams have so far recovered eight dead bodies from among the passengers of Maharlika 2. An undetermined number of passengers remained missing. At least 110 crew members and passengers had been rescued. (Roel N. UTUAN City - The Commission on Popu l at i on ( Pop C om ) Caraga disclosed the data interpretation and findings of the 2013 You ng Adu lt Fe r t i l it y and Sexuality Sur vey (YAFSS 4) conducted by the University of the Philippines Population Institute (UPPI) and the Demographic Research and Development Foundation among Filipino youth aged 15 to 24 years old. YA F S S 4 c ove re d a wide range of topics such as education trajectories, labor force participation, relationships and roles in s o ciety, va lues and attitudes. It is also one of the primar y sources of information on sexual and non-sexual risk behaviors of young people at the regional and national levels in which findings have been widely used in education and health and have provided the

basis fo health programs by government and nongovernment organizations nationwide. According to PopCom Caraga regional director Alexander Makinano, the percentage of youth in Caraga region who ever used drugs declined in the past decade but it is still the third highest in the country following after Region XI (9.2%) and Region X (8.0%). “Between years 2002 to 2013, the proportion of youth who ever thought of committing suicide did not change in Caraga. The region registers the highest percentage (9.2%) of youth who ever thought of committing suicide,” said Makinano. For the same period, the percentage who attempted to commit suicide increased substantially, contradicting the declining national trajectory. On relationships, M a k i n a n o b a r e d t h at “far more youth are in

Withdrawal is the most common method used among those who applied some methods of

contraception,” relayed Makinano. The survey also showed that one in three youth has read pornographic materials, 38.1 percent among males and 27.1 percent among females. CAGAYAN de Oro City— Various groups have expressed their full support to a new Greenpeace initiative that aims at promoting and strengthening the ecological agriculture in the country. Representatives from the local government, farming groups, the Catholic church and other civil society organizations also called on Department of Agriculture Secretary Proceso Alcala to do away with plans to approve the genetically modified “Golden” rice, and instead focuses on programs that encourage organic and ecological agriculture. “Representing a province that is mostly agricultural, I am fully supportive of establishing sustainable agricultural practices, especially since it would promote local farming methods and our indigenous produce, raising the livelihood of our farmers in the countryside,” said Rep. AGAYAN de Oro City - Total fish production in northern Mindanao grew by more than five percent to 45,110.50 metric tons in the second quarter in 2014 compared to the total production in the same quarter in 2013. Reports gathered by the National Economic and Development Authority (NEDA) from the Bureau of Agricultural Statistics (BAS) in the region show that all the three sectors of fish production registered positive growths during the quarter. tons while commercial and municipal fishing also increased to 13,994.37 and 11,979.68 metric tons, respectively. The shallowing of fishing grounds along the National Power Corporation dam which resulted to more catch for inland fisherfolk in Bukidnon was also one of the factors that contributed to the good performance of the fishery sector in the region. Further, more vessels have unloaded their catch in Linamon and Kolambugan in Lanao del Norte and Iligan City. Brackishwater fishpond, meanwhile, grew by almost 38 percent reaching 6,396.58 metric tons due to the additional area harvested of bangus in the municipality Bonifacio. Other contributors to the

production growth during the quarter were the increased stocking rate, intensive use of commercial feeds and imporved yield of mudcab. Brackishwater fishpond was the second largest contributor to the region’s aquaculture production. The biggest contributor during the quarter was seaweeds production. However, seaweeds production went down by two percent due to poor maintenance in production areas damaged by heavy rains. Director Barroso has assured the public that with the result of LiDAR survey in their hands, identification of safe areas for infrastructure, especially construction of roads and bridges, will subsequently be treated with resiliency and mitigation. Director Barroso requested for the aerial mapping to also pinpoint areas prone to disaster in an effort

to upgrade those structures that are often hit by flashfloods and landslides and for future development works. The aerial mapping done in the Northern Mindanao is the first nationwide among DPWH regional offices and has satisfied DPWH10 with the result, even as it, primarily, eliminates survey time being done on the ground. The LiDAR survey result enables DPWH-10, through the Department of Environment and Natural Resources (DENR), to put up markers (locally known as ‘mohon’) in “No-Build” zones. Dir. CAGAYAN de Oro City Northern Mindanao has maintained its tax collection momentum as it continues to post double-digit revenue growth, says National Economic and Development Authority (NEDA) in the region. Data gathered by NEDA shows that the Bureau of Internal Revenue (BIR) in the region has collected P2.6 billion tax revenues in the second quarter of 2014, higher by 15 percent or P336.39 million more from the tax collections in the same period in 2013. This quarter’s marked the 14th consecutive quarter of double-digit tax growth collection, NEDA-10 Chief Economic Development Specialist Engr. Cecilio Clarete said in a media forum today. Income taxes, which accounted for two-thirds of total tax takes, registered an annual growth of 13 percent from P1.53 billion in the second quarter of last year

to P1.72 billion this year. Other types of taxes also posted improvements in collections with the highest increase of 92 percent posted by percentage taxes reaching P173.49 million. Collections from valueadded tax amounted to P515.65 million while excise taxes and other taxes totalled P186.43 million. Clarete said the positive collection performance in the region is attributable to BIR’s implementation of reforms and intensified revenue collection efforts. It is a good indication on how BIR is performing under the Aquino administration, he said. Meanwhile, Revenue District (RD) 98 in Cagayan de Oro City remained as the top district collector in the region sharing 60 percent of the total tax receipts. The Department of Agriculture (DA) Regional Field Office XIII through the Agri-Pinoy Rice Program aims to transform modern day farm laborers into an effective agent for the improvement of the farming system. This is a practical response to the demand and scarcity of farm workers parallel to the agro-economic condition in the rural areas. In the region, Antongalon Agusan MultiPurpose Cooperative (AAMPC) was accredited to become an FSP. “The primary objective of

the cooperative as FSP is to facilitate efficient land preparation, improve crop stand by introducing new technologies, increase yield, lower cost of production, reduce post harvest losses and most importantly satisfy the farmers availing the services,” said AAMPC chairman, Gerardo M. Mag-isa. Kailangan natin mabukasan ang ating kamalayan na labanan ang mga negatibong pag-iisip at palitan ito ng pag-iisip tungkol sa mahusay ng mga magagandang bagay sa buhay. ALAMIN MO ANG IYONG TUNAY NA DAHILAN Kapag ikaw ay dumadaan sa matinding pagsubok, dapat mong tandaan: kung bakit mo ba ginagawa ang ginagawa mo? Ito ba ay para sa iyo o para sa mga mahal mo sa buhay? Mag-isip ka ng mabuti bago ka sumuko. Kung ikaw kaya mong magtiis, pero yung mga mahal mo sa buhay, kaya ba? Kaya nga di ba, tayong mga Pinoy may kasabihan, "Kung gusto gagawa ng paraan, kung away maraming dahilan." Kailangan mo humugot ng lakas. Ang tanong, “Saan ka pa huhugot? Eh tuyong-tuyo ka na! Lahat na mabibigat na pasanin sa buhay ay gagaan. Lahat ng di kaya ay kakayanin. Lahat ng nawawalan ng pag-asa ay mabibigyan muli ng pag-asa. Yan ang kagandahan sa Diyos, lahat ng imposible nagiging posible.

Cebu Pacific to fly to Riyadh starting October 1 The Philippines' leading airline, Cebu Pacific (PSE:CEB) will launch thrice weekly non-stop flights to Riyadh in the Kingdom of Saudi Arabia, starting October 1, 2014. It will be the only low-cost carrier flying between the Philippines and the Kingdom of Saudi Arabia. The Riyadh service is scheduled to depart Manila at 5:05pm every Wednesday, Friday and Sunday, arriving in Riyadh at 10:35pm. The return flight will depart Riyadh at 12:45am every Monday, Thursday and Saturday, arriving in Manila at 3:40pm. To introduce the new route, CEB holds a PHP 1 seat sale for flights from Manila to Riyadh, from September 8 to 10, 2014. Travel period is from October 1 to December 31, 2014. Camiguin Island most favored tourist destination By Joe Palabao, Editor-at-large

THE tourism industry in the region is soaring up high as Camiguin Island now becoming the mostfavored tourist destination for the second quarter of 2014, accounting for 45 percent share of 201,881 tourist arrivals for the period. The second preferred cluster is Cagayan de OroGingoog-Misamis at 23 percent with 103,989 tourist arrivals. At the regional level, tourist arrivals for the second quarter increased by 96 percent to 443,977, year-on-year, mainly due to the 100 percent increase in the number of domestic

tourists. Domestic tourists accounted for 98 percent (434,141) of the total tourist arrivals while the remainder was shared by foreign tourists. Most of the foreign tourists for the quarter were from East Asia, North America and Europe. Among the regional blocks, notable growth in tourist arrivals was recorded from the ASEAN (269 percent). Meanwhile, Balikbayan arrivals sharply declined by 99 percent compared to the same period last year. In a nutshell, Camiguin is said to be the Philip-

pines’ most beautiful island enriched with the natural wonders and historical riches. A peaceful dream land of lush rainforest, volcanic splendor, eternal hot and cold springs, majestic waterfalls, coral reefs, exotic marine life and pristine coastline.
