Misor, ill-advice on coal issue

THE question of what the people of Mindanao will choose for their supply of electricity will be answered from 2017 onward, when adequate capacity from either coal or hydro will be available in Mindanao.

Since the price of bulk power

from hydro resources will be less than four pesos per kilowatt-hour, and more than five pesos per kWh from coal, there is no question as to the economic choice of the Mindanao power consumers.

But even if the market prices for hydro were higher than for coal, people in Mindanao should choose hydro because coal would be much more expensive than hydro when the environmental and social costs of the alternatives are added to the market prices.

1 dead, 3 hurt as reds, cops fight in Bukidnon

CAGAYAN de Oro City–– About 100 armed communist rebels of the New People’s Army (NPA) over-

ran a police station command in Kibawe, Bukidnon Thursday morning killing a police officer and wounding three others, a military report said.

Col. Glenn de la Torre, acting provincial police director of Bukidnon, identified the lone fatality

as SPO3 Rodelfin Alonzo who was killed in action when the communist rebels swooped down and overrun the police station in Kibawe, Bukidnon.

De la Torre said that three wounded police personnel were P03 Jona Roban, PO2 Elizer Lacoste and

PO2 January Mañigo..The wounded were undergoing treatment in a hospital in Kibawe.

The three wounded policemen are recuperating at a hospital in Kibawe, he said.

Murder raps filed against 4 suspects in radioman’s slay

SAN Francisco, Agusan del Sur––Police has filed murder charges against four suspects including the estranged wife allegedly involved in the killing of broadcaster Michael D. Milo in Tandag City in December 6.

The Tandag City police tagged Milo’s wife April, her siblings Arnel Fernandez and Bernie Ann Fernandez, her alleged lover Police Officer 1 Hildo Patrimonio and four other John Does as respondents of the murder case filed before the Provincial Prosecutor’s Office.

Meanwhile, a hardhitting commentator of Sure FM in Tandag City has taken extra precautionary measures after he received death threats from phone calls.

Judith Suarez, station manager of Sure FM, said they received numerous calls from listeners who want to confirm talks around town that Rex “Rapido” Torres, host of “Mata sa Katilingban” public affairs program was reportedly shot by unknown gunmen.

But Suarez said the report turned out to be a false alarm since she had contacted Torres after several attempts and told her that the report was not true, although he admitted that he had recently received death threats through phone calls prompting him to be extra careful in his movements.

The inclusive growth mantra has to be further asserted in the ASEAN Economic Community (AEC), said Dr. Cielito Habito, former Director-General of the National Economic and Development Authority (NEDA) and Chief of Party of the USAID Trade Related Assistance for Development, during the 4th Final Workshop of the ASEAN Beyond 2015, a project of the Economic Research Institute for ASEAN and East Asia (ERIA).

State think tank Philippine Institute for Development Studies (PIDS) co-organized the event held at the Carlos P. Romulo Hall, NEDA sa Makati Building.

According to Habito, ASEAN trade relations must be competitive rather than complementary. “The Philippines has a predominantly intra-industry trade with the rest of the ASEAN countries, especially with its major trading partners in the region, meaning we trade in products within the same industries. The Philippines’ top exports to its major ASEAN trading partners are petroleum products, electronics, and chemicals, the same products that we import in the region,” Habito noted.

Meanwhile, UP Professor Emeritus and first NEDA Director-General Dr. Gerardo Sicat accentuated the negative impacts of the country’s governance and political issues on our investment performance. The changes of government have caused reversals of economic policies and the effects of these reversals were very costly, Sicat said.

Sicat explained that the Philippines is the only country in the ASEAN that has complex constitutional provisions on economic issues. “We have restrictions on capital, landownership, public utilities, and operation of land mineral resources, which not all foreign investors could deal with,” he said.

PIDS Senior Research Fellow and Acting VicePresident Rafaelita Aldaba stressed that the Philippines should not rely on the

services sector alone if we want economic growth to be inclusive. Aldaba noted the urgent need for the revival of the manufacturing sector to increase the country’s competitiveness in the region. A more vibrant manufacturing sector also means more jobs available for Filipinos.

“There has been very little movement of resources in the Philippine manufacturing sector. Its share of value added to GDP declined to 23.7 percent in the 2000s from 26.3 percent in the 1980s.”

ERIA Senior Researcher Ponciano Intal noted that ASEAN competitiveness has to be strengthened to sustain high and equitable growth beyond 2015. The Philippines needs an enabling policy and regulatory environment to meet the desired targets of eliminating dire poverty, reducing poverty rates by at least two-thirds, and reducing youth illiteracy rate and malnutrition.

“There should be greater focus on food security as it remains to be a significant concern in the ASEAN,” Intal said.

PIDS President Gilberto Llanto stressed the need for ASEAN countries to focus on border and beyondthe-border issues. “We also need to cascade the implications of AEC 2015 to our policymakers, especially to those who still are not aware of what AEC 2015 is.”

Capitol workers gnash teeth on Christmas DESPITE talks of a blue Christmas, some 3,000 city hall workers in Cagayan de Oro City will still have a White Christmas. The city council has approved a resolution for the payment of the Christmas bonus equivalent to one month salary of all city hall workers. Cris Diaz It was also noteworthy an ordinance for the inclusion of the year end bonus for “job order” and “contract workers” was also approved.

The City Hall contract workers would each received P 8,000 Christmas bonus.

For most contract workers, the amount was small compared to the consultants who raked in excessive fees. “Monthly fees that most of them (City Hall consultants) do not deserve,” City Councilor Candy Darimbang said in a press statement.

Usually, contract workers and job order workers are not included in the payment of Christmas bonuses because of the absence of an “ employer-employee” relationship.

Such inequality and unfair treatment of contract and job order workers have been an object of criticism and sneers. The practice is scornful because contract and job order workers also render services – sometimes, more important that the responsibilities of regular workers.

If at all, the contract workers should have more than the regular workers (in terms of Christmas bonuses) because they do not enjoy benefits than the regular workers.

However, that is the law. There is really truth to the legal maxim: “The law may be harsh but it is the law.” That statement aptly described the status of appointment of contract workers nationwide.

While the workers at City Hall rejoice,

the situation at the provincial Capitol was in stark contrast. Provincial Governor Bambi Emano of Misamis Oriental announced that the provincial government would only extend a measly P 3,000 bonus to Capitol workers. Capitol officials, however, are crossing their fingers hoping that some “miracles” might take place so additional bonuses would come. The rumor that Capitol would be shelling out P 20,000 bonus on Christmas was a dud, a capitol official said. Capitol workers were quick to compare Bambi’s administration to his predecessors when it comes to Christmas bonuses.

During Dongkoy Emano’s term as governor, Capitol worker received big Christmas bonuses. While the adversarial Commissions on Audit (COA) disallowed the large bonuses, capitol employees were just glad to refund the excess amount. “The COA disallowed the bonuses and ordered a refund by deducting the excesses in our monthly salaries,” a capitol worker said.

However, she said, the disallowance and refund were not a problem at all. After all, we enjoyed the bonuses during the Holiday season, she added. “Dongkoy” Emano was the father of “Bambi.”

This Christmas, capitol employees should better start scratching their heads.

It would have been better for the capitol workers to volunteer to Tacloban last week.

There were talks that the volunteers get P 800 to P 1,000 daily allowance during the 10-day duration there. By the way, Governor Emano released P 3.5 million for that trip to Tacloban. That was where the capitol workers’ bonuses went. Did the provincial administrator enjoy it? “May pa maglana mo ug putot diha.” Chuckle…

Connection found

NOW I see the connection why Sarangani Rep. Emmanuel “Manny the Pacman” Pacquiao fought Brandon Rios in Macau, China apparently because of his woes with the US Internal Revenue Service (IRS) that is reportedly assessing him $18 million unpaid income taxes for his previous fights in that country.

I now see also the connection why after having been given years by the local Bureau of Internal Revenue (BIR) to produce original documents of his taxes paid to the IRS, Pacquiao still has to comply with this demand. Perhaps there is no official document that he can produce that will prove payment to the IRS. I am not insinuating, however, that Pacquiao purposely evaded paying taxes for income earned out of his professional fights in the US to the IRS. Things like these are normally left to the boxer’s promoter. And this is not to insinuate either that it was Bob Arum who purposely evaded to do the patriotic act of paying the taxes due from Pacquiao, his ward, to the US government.

But I can’t buy Pacquiao’s blanket denial that he does not owe the US government any tax. If indeed he does

Remember that he is not making the excuse that he lost his receipts because this could easily be remedied by asking certification from the IRS no less that indeed tax payments had already been made by him or by his agent on his behalf.

What Pacquiao has so far announced is his having dutifully paid his taxes in the US and the documents to prove such payment are coming. Let’s take his word as gospel truth re this. But why in heaven up to this point those documents still have not arrived? He made this claim almost three years ago when the BIR first served notice about his local income tax liabilities for incomes earned abroad.

I am personally not buying knee-jerk reactions by

citizens of this country who are bashing the BIR for its courage to collect what is due the government from Pacquiao. There is no dispute that Pacquiao is sort of a hero here. That he has done a lot for this country is not denied. His failure to settle his tax problems with the BIR has nothing to do with his being a hero.

This issue might even make him a villain should he fail to do what is being asked of him by the BIR. In this regard, he should be careful if he truly wants to be viewed by the people as a hero for his conquest in the ring of great boxers in the world.

His allies and supporters should also be cautioned from pushing that stupendous move of asking the government to grant amnesty to Pacquiao.

This is the advice that a respectable environmental expert would give to his or her clients concerning the Mindanao power situation.

Instead, the provincial government officials have been given lies and halftruths by the “expert” on environmental matters, whom the provincial officials are relying upon to give them proper advice on the issue of coal power plants in Misamis Oriental.

Consequently, Gov. Bambi Emano, Vice Governor Joey Pelaez and the provincial board were misled into endorsing the two coal power plants that have been proposed for construction in Misamis Oriental: the 405 megawatts coal plant of the FDC Utilities, Inc. (FDCU) of the Filinvest Group, to be located in Villanueva, and the 110-MW coal plant of the Mindanao Energy Systems, Inc. (MINERGY), proposed for Balingasag.

Refutation of what the ‘environmental expert’ says Here are some of the lies and half-truths declared in the news article by the environmental expert of the provincial government. First is his attempt to foist false choices upon the people of Misamis Oriental. He says that their only alternatives for continuing to have light in their homes are coal, nuclear, or candles.

Considering only economic feasibility, however, nuclear power plants are at the bottom of the list of alternatives available as sources of electric power for the people of Mindanao. It is even more expensive than electricity from grid-connected solar photovoltaic power plants.

Electricity from nuclear plants in Mindanao would exceed twenty pesos per kilowatt-hour, while utilityscale solar PV power plants will soon be constructed (to be available by 2017) in various places throughout Mindanao at the ERC-approved Feed-in-Tariff of 9.68 pesos per kWh. In Mindanao, hydro plants are the least-cost power plants, with an average cost of around four pesos per kWh for at least 3,000 MW of potential capacity. Coal power plants come next, at around five pesos per kWh. Coal power plants, of course, are at the top of the list of the United Nations Framework Convention on Climate Change (UNFCCC) as contributors to greenhouse gas emissions and the consequent global warming.

Most of the efforts of international organizations at controlling global warming are directed to eliminating, reducing or mitigating the GHG emissions of coal plants. If the coal plants now being constructed in Mindanao will incorporate measures that would neutralize (or reduce to zero) their GHG emissions, electric power from coal would cost more than ten pesos per kWh. Coal would be more expensive than grid-connected solar PV plants, which are the

most expensive among the renewable energy resources (including biomass, hydro, and wind) that would be paid at the FIT of the Renewable Energy Law of 2008. The coal plants in Mindanao are being offered in the market at “only” five pesos per kWh because they will not be taxed for spewing their environmental poisons into the land and waters of Mindanao and for their GHG emissions.

The environmental expert of Gov. Bambi says falsely that coal plants in countries such as Germany, Japan and the US are being replaced by nuclear plants. I think this expert stopped reading the literature on power plants after getting his academic degrees.

His opinions on coal and nuclear power plants are at out of date, and contrary to current understanding of reputable experts on the directions of global development of supplies of electric power. Today, Germany and Japan have totally rejected the nuclear option, and are resorting to renewable energy resources for their additional requirements for electricity.

The environmental expert of Gov. Bambi claims that “with the destruction of watersheds and river basins, the hydro plants’ capacity to produce power has been adversely affected,” implying that hydro is not a viable option in Mindanao. But the list of the Department of Energy of potential hydro power plants in Mindanao, which the DOE is offering as investments for the private sector, have more than 2,000 MW of capacity. And the actual hydro power potential in Mindanao that would be economically feasible is much greater than that.

What the ‘environmental expert’ failed to mention The environmental expert of Gov. Bambi is not only out-of-date on his personal database on the Mindanao power situation; he also does not know what should be known about the electric power resources of Misamis Oriental and Bukidnon.

The first thing he does not know is that while the people of Misamis Oriental can tolerate the existence of the 200-MW coal plant in Villanueva, the intensification of emanation of environmental poisons from additional power plants in the community would pose hazards to the life and health of people, which should not be allowed by the people and their government.

If this expert likes coal power plants, for whatever reasons, the least he should do is to advise his clients in the provincial government to have additional coal plants for Mindanao located in provinces other than Misamis Oriental, which is already hosting its “equitable” share of coal plants. Any additional economic benefits to Misamis Oriental that may come from the coal plants would be much less than the costs to the health of the people and the poisoning of land and waters due to the toxic pollutants from the additional coal plants.

The other thing this ex-

pert does not know is that in Misamis Oriental and Bukidnon, hydro resources are available for development that would be cheaper than the proposed coal plants, and would avoid the GHG emissions that these coal would spew into the global environment. If these hydro resources were developed as economic enterprises by the local governments, it would provide revenues that the LGUs can use in providing services to their constituents.

In the case of the municipalities of Libona and Baungon, for example, the hydro potential in the Cagayan River could provide them revenues for their operations that would be greater than the IRA that they are now receiving from the national government. The construction of renewable energy power plants in Misamis Oriental also would reduce significantly the rates for the generation component in the power bills of consumers in Misamis Oriental.

The environmental expert reminds us all that smoking is the world’s leading cause of lung cancer. If he were worth his pay, he would remind us instead that global warming is the greatest threat that the world should contend with, and the people of Misamis Oriental should also work to mitigate.

He does not say that, probably because he has a bias for coal plants. So, like all coal advocates, he tries to keep from the public the knowledge that if hydro plants were constructed in Mindanao, coal plants would not be necessary, and Mindanao could do its share in the global work of preventing global warming, thereby helping prevent future typhoons like Sendong, Pablo, and Yolanda.

Environmental expert?

Quite clearly, no. An environmental hazard, rather.

Not coal power plants, but run-of-river hydroelectric power plants will enable people in Misamis Oriental and throughout Mindanao to have adequate, reliable and affordable electricity.

In Mindanao more than 3,000 megawatts of hydroelectric power plants have been identified that will be developed at an average, fixed cost of less than four pesos by kilowatt-hours.

The cost of electricity from the coal plants now being constructed in Mindanao cost at least five pesos per kWh at current prices, increasing yearly with the price of coal fuel.

In 2017, when enough coal plants and enough hydro plants will be built to supply the increase in the power requirements of Mindanao, electricity from hydro will be available at four pesos per kWh, and electricity from coal at six pesos and fifty centavos or more. The power consumers of Mindanao will then answer with their money the question of Bambi Emano and his environmental consultant: Not coal, but hydro.

AMBOANGA CITY – Police stopped the peaceful march of a huge group of war refugees and human rights advocates in Zamboanga City in southern Philippines.

Police said the group had no permit when they marched to commemorate the 63rd anniversary of the International Declaration of the International Human Rights Day. The regional chapter of the human rights group Karapatan criticized local authorities for stopping the march. “It is ironic that the Philippine government which is a signatory to the declaration has failed to

uphold the right of the people to peaceably assemble by repressing such very important people’s right,” Bishop Antonio Ablon, chairman of Karapatan in Western Mindanao.

The refugees, who comprised Bangon Zamboanga, a newly-organized people’s organization of the victims of the Moro National Liberation Front siege of Zamboanga City in September, marched for about two kilometers from their evacuation site at the Joaquin Enriquez Memorial Stadium when blocked by the police after organizers failed to show a permit from City Hall.

But Karapatan said it had earlier sent a courtesy letter to the city government for the “Lakad Para sa Karapatang Pangtao” but local officials rejected this prompting the refugees to

march and invoke their right to a peace assembly.

The Bangon Zamboanga also tried to give a copy of a Memorandum of Agreement to Mayor Maria Isabelle Salazar, but was also ignored. The MOA contained the following - the continuation of food support and rice supply for those who are still in evacuation centers; medical support to the evacuees; and the return of the evacuees to their respective places and financial support for the construction of their houses.

More than 100,000 residents in 15 villages here were displaced by three weeks of street battles between separatist rebels and security forces that killed and wounded over 400 people. (Mindanao Examiner)

Reward up for arrest of Tagum City broadcaster’s killers

AGUM CITY - Tagum City Mayor Allan Rellon has put up a P100,000 bounty for those who can give information leading to the arrest of two motorcycleriding suspects who killed broadcaster Rogelio "Tata" Butalid Wednesday morning right after he finished his blocktime radio program.

Speaking during the Philippine Information Agency-sponsored media forum "BizTalk" at the Big 8 Corporate Hotel in Tagum City, the mayor denounced the killing of Butalid and vowed to give justice to the slain mediaman.

He bared that he has issued a directive for the creation of Task Group Tata Butalid to pursue and arrest the perpetrators.

Rellon said that upon learning of the crime, he immediately ordered city police director Supt.

Solomon De Castella to hunt down the killers and produce results within immediate hours.

Butalid, 46, was Rellon's classmate and political leader who ran for city councilor under the mayor's slate in the last May 2013 election.

Butalid lost in the city councilorship but he succeeded getting his second term as barangay kagawad in Barangay Mankilam in the last October barangay polls.

Butalid was known to be a lone opposition voice to the administration's barangay leadership.

Media colleagues described Butalid as hardhitting in his blocktime program "Ang Kasayuran" at Radyo Natin-Tagum, every 8 to 9 a.m., from Monday to Friday.

They said that Butalid had been receiving death threats in connection with his radio program.

Butalid's program is funded by the Davao del Norte Electric Cooperative (Daneco)-NEA, which has been at running rift with an opposing electric cooperative, Daneco-CDA, for more than two years now.

Daneco-CDA has also its counterpart blocktime radio programs in other FM stations in the city.

Blocktime anchors of the various radio programs had been defending and attacking each other on various issues, the recent of which was about Daneco-CDA's "fake official receipt".

The province's oldest media group, the Davao del Norte Press & Radio-TV Club strongly condemned Butalid's killing and called authorities to exhaust all their powers and means to arrest the perpetrators and bring them to the bar of justice.

Butalid was the third broadcaster slain in two we eks' t ime fol low ing Michael Milo in Tandag City, Surigao del Sur on December 9 and Joash Dignos in Valencia City, Bukidnon on December 1.

The Center of Media Freedom and Responsibility (CMFR) said that if Butalid's killing would be proven media workrelated, he will be the 22nd journalist killed in the line of duty. (PNA)

DAVAO CITY – The Mindanao Commission on Women will be hosting a social media conference entitled “Planning for Peace: Strategic Actions Toward the Creation of the Bangsamoro” on December 12-13, 2013.

The two-day conference will discuss strategic actions that are critical to the success of the Initial period in the creation of the Bangsamoro.

It will be broadcast live in three parallel venues: at the Seda Hotel in Davao City; Notre Dame University (NDU) in Cotabato City; and the Mindanao State University – Iligan Institute of Technology (MSU-IIT) in Iligan City.

The conference will be guided by three overarching thematic and strategic areas

for action, namely, electoral reforms; legislative advocacy; and post-war economic recovery (peace dividend).

In all these themes, the gender perspective will be integrated.

Jake Cuenca is miffed by rumors linking him to Anne Curtis’s bar incident

Speaking at length for the first time for purportedly being involved in the scandalous bar meltdown of Anne Curtis, actor Jake Cuenca bluntly admitted that he was peeved by the “imbentong kwento” about him that’s been making rounds online lately.

A few days ago, Jake, via a series of posts on his social media accounts, belied reports that he and John Lloyd Cruz supposedly pulled a prank on Anne, which allegedly annoyed the actress hence her misbehavior.

“Um haters im [sic] a little bit too old to be pulling pranks on anyone and if you know me thats [sic] not my style. Get your facts straight guys,” he posted on twitter.

Jake also said his piece via Instagram, “If you are just gonna [sic] gossip do it right know your facts and dont [sic] involve people who had nothing to do with the issue...”

Pajo said that the unsanitary collection of garbage exposes the garbage collectors to all kinds of infections that might jeopardize their health.

The report that the volume of garbage collection in the city has increased from 600 tons to 700 tons will also be examined since the task of determining the volume of garbage was reportedly computed by the garbage collector themselves, Pajo added.

The city government pays the garbage collection services through the volume of garbage collection daily.

“The volume of garbage collected should be the work of the city’s public services office and not the contractor,” Pajo added.

The Dep Ed Division of Cagayan de Oro City conducted an Orientation on Dynamic Learning Program (DLP) and Science and Technology, English and Mathematics (STEM) Teaching on November 28-29, 2013 at the Division Conference Hall, 3rd Floor, Trinidad Building, Yacapin-Corrales Sts., Cagayan de Oro City participated in by the Secondary School Heads, and Faculty Presidents or DLP Coordinators.

With its purpose of orienting the participants of the innovation to be rolled out to their respective clusters and sharing the STEM experience, both the participants and facilitators contributed to its success by sharing their experiences without inhibition and working actively with their team during the activities.
