More areas in Oro prone to calamity

AGAYAN de Oro City––A dozen more areas here will be included under the calamity area list of this city after these areas manifested vulnerabilities to inclement weather conditions.

The City Council Committee on Social Services, chaired by Councilor Eric Salcdeo, has reviewed Resolution No. 018-2014 of Barangay Camaman-an declaring portion of Mahayag, Tierra del Puerto, Pag-asa, Bolonsiri, Dongallo Hillside, Adela subdivision and Bontong as calamity area due to the landslide brought about by Tropi-

cal Depression Agaton on January 18, 2014.

In his disaster report submitted to the City Social Welfare Department, Barangay chairman Pedro Arda reported that 13 houses were partially damaged and six houses were totally damaged as a result of calamity brought about by TD Agaton.

The City Disaster Risk Reduction Management Council (CDRRMC) slso reported that landslides also occurred in Sitio Macupa, Barangay Dansolihon, which affected the road access to Sitios Iba, Tanggili, Butay, Bato, Pulang Lupa and Balongkot.

The occurrence of the same calamity were also reported in Barangays Pigsagan and Tumpagon.

As this developed, Councilor Yan Lam Lim, president of the Liga ng mga Barangay and chairman of the Committee on Barangay Affairs

has enjoined the barangay councils of Barangay Nos. 4, 6, 9, 16, 19, 23, Dansolihon, Bayanga, Gusa and Tuburan to implement declogging of canals and rehabilitation of drainage systems in their respective territorial jurisdiction the soonest possible time.

Clogged drainage were one of the factors that cause flooding in the city.

Earlier, the City Council during its regular session adopted separate resolutions returning to the barangay councils their respective ordinances covering the annual budgets of their barangays for re-evaluation.

Among others, Councilor Lim noted that Barangay No.4 has appropriated 146,602 from its annual budget of P1,385,472 for the declogging of canals at Toribio Chavez- Hayes Pabayo Streets.

The declogging of canals and maintenance of drainage

systems at barangay levels will help deter flooding incidents in the city, Councilor Lim said.

Meanwhile, the Barangays of Tuburan, Bayanga and Dansolihon earmarked funds for the rehabilitation of water systems and local roads while Barangay Tuburan has appropriated an amount for reforestation and rural greening projects.

142 flood-affected families in Lanao Norte receive aid

TUBOD, Lanao del Norte––At least, 142 families here received relief packs from the 1st Congressional District Office of Rep. Imelda Quibranza-Dimaporo recently.

The families were flood victims of Baragang Libertad, Kauswagan, this province.

The destructive flood was the result of continuous rain brought about by the low pressure area, which turned into tropical depression “Agaton” that remained virtually stationary over Mindanao island for almos three weeks.

“This is our humble assistance to these unfortunate families to help them rebuild their lives again after the recent flooding,” said Congresswoman Dimaporo.

Each relief pack contains kettle, basin, plates and a frying pan.

“We are thankful to Governor Khalid Dimaporo and Congresswoman Angging Dimaporo for their help to our barangay. These assistance are a big help in rebuilding our community,” said Barangay Libertad See AID, page 11

The competition covered 12 trade areas, namely: Electronics, Graphic Design, Information Network Systems Administration, ITSoftware Business Solutions, Mechanical Engineering Design-CAD, Mechatronics, Refrigeration and Airconditioning, Web Design, Electrical Installation and

Maintenance, Welding, Automobile Technology and Cooking.

New 13RCIDU chief vows to intensify campaign vs ‘most wanted persons’ in the region

U T UA N City––Newly-assumed regional director of the 13 Regional Criminal Investigation and Detection Unit (13 RCIDU) PSupt. Randy Glenn G. Silvion Thursday said that neutralizing the most wanted persons in the regional, provincial and municipal is among the current thrusts of their unit under his stewardship.

Silvio assumed his post second week of January, after PSupt. Joey Bowenn Masauding was transferred to 8th RCIDU to head the rehabilitation of the office which was badly damaged by typhoon “Yolanda.”

On Wednesday, the Agusan del Sur Criminal Investigation and Detection team and Regional Investigation Division (RID) of Police Regional Office 13 arrested the No. 7 “Most Wanted Person” of Agusan del Norte and the No. 3 in the municipal level of Tubay, Agusan del Norte at Sitio Mepel, Brgy. Sta. Inez, San Luis town in Agusan del Sur. Silvio identified the arrested suspect as Elmer Sacay y Precioso, 41; farmer and resident of the said place. Sacay was arrested by virtue of an alias arrest warrant for murder docketed under Criminal Case No. 2002-18 issued by Presid-

ing Jugde Orlando Doyon of the 10th Judicial Region, Branch 34, Cabadbaran City. No bail was recommended for his temporary liberty. Recovered from the suspect’s possession was a unit of Magnum Caliber 357 with ammunitions.

During his arrest, Sacay opened fire against the arresting team resulting in a brief firefight. The suspect was hit at the back portion of his shoulder during the incident.

The suspect was brought to Bayugan City Hospital but was later referred to the Agusan del Norte Provincial Hospital. He is now detained after declared out of danger by the physician.

Another detained suspect, Silvio said is a certain Roderick P. Ellevera alias

“Kokong”, 32, who was also arrested Wednesday morning at Bubontugan, Jasaan, Misamis Oriental by a joint team of his personnel, Jasaan Municipal Police Station and Butuan city Police Office.

Ellevera was arrested by the virtue of an arrest warrant for Robbery with Violence Against or Intimidation of Person, under Criminal Case No. 17081 issued by Judge Augustus L. Calo of RTC, Branch 5, Butuan City.

Ellevera is a member of “Lopez Group”, a criminal gang from Ozamiz Oriental engaged in robbery hold-up operating in Regions 10 and Caraga. The suspect was involved in a robbery incident at the parking area of Banco de Oro, Butuan Branch on March 23, 2013.

Teaching Is An Opportunity

Kairus is one of the famous characters in the Greek mythology .

He is sometimes called as Opportune.

He is distinct with a certain character traits that once he passes by, he can be easily caught but when he is ignored he will pass by swiftly and will never come back ,thus he is called as Opportune or Opportunity.. This story reminds me of the statement of the character in the video we had watched last Saturday. The movie was about a teacher in Social Studies whom I can relate myself being in the same profession.

I was struck by the statement of the teacher when he said, Teaching is an opportunity and once you don’t hold that opportunity it may not come back anymore.”. . This statement woke me up while I was half sleep watching the movie and led me to realize that I should teach more my students because they are opportunities and they would not be with me all the time and when time comes , I may not have the opportunity to mold them into a better individuals.

Hence, while they are in my hands I will make the best of them and make a difference of their lives.

Though teaching is inspiring but perspiring. It is perspiring because all our muscles in our body systems are moved. We sometimes sway our body to demonstrate something to our students so that they can visualize what we want them to understand or even crawl with the pupils if you are teaching preschool. But at the end of the day even how tiring it is, everything is paid off and there is a sense of fulfillment. However, teaching is sometimes disappointing specially if our intention is good and we are misunderstood specially by the parents. I felt what the teacher felt in the movie when one parent confronted him and said “You are a teacher and it is your responsibility to teach and help my son “ This is the common statement of the parents in school which is relatively true, but little did

they know that this is supposed to be a tandem between parents and teachers. The parents should not give the sole responsibility to the school. which is a common misconception of many. They are supposed to be the partners not only in the academic growth of the child through their follow up and support but also to the moral formation of the child...This situation had happened to me when a carpenter parent came to my room because of the misbehavior of his child. and instead that he would appreciate the concern I had shown to his son, he got angry and taught me what to do that flared me up because it seems that he was the one teaching me . . I took the chance of my human imperfection even how I tried to control my composure. Sometimes, parents in school should be taught a lesson for them to realize that they should also do their parts . When I watched the face of the teacher who was so down of the remarks of the parents, I was able to put myself in his shoe Several times like the teacher in the movie I felt disappointed in my profession but never even once I had taught of quitting teaching because even there are discouragement and discontentment along the way it is always joy that prevails within..

I have spent half of my life in this profession. and I would say that I made a good choice of the career I had chosen. Robert Frost, in the first line of his poem says“Two Roads Not Taken” which I paraphrase, “Two roads diverged in a yellow wood. and I chose the less traveled by. just like the persona, I chose the road less traveled Teaching is really an opportunity.

It is an opportunity to learn from others like our students .In some avenues, we ca learn something from their innocence, naughtiness ,clumsiness, tantrums, their funny stories and childish ways that will widen our human understanding.

Isn’t it an opportunity?

THERE is something sinister happening in our country far worse than the threat posed by China against our sovereignty and the civil strife the Left leaning and secessionist groups are undertaking against the government.

I am, of course, referring to the growing social unrest poised by the local and foreign giant corporations against each other in the name of greed euphemistically called as profit that if the government fails to arrest may implode anytime soon.

Have you noticed the negative effects of this effort of these giant corporations to cut each other’s throat to advance their monopolistic desires?

The Cebu Mactan International Airport’s multibillion pesos expansion would have been awarded already but because another local giant corporation desperately wants to cut the throat of the other bidder that reportedly won the bid, the awarding till now has been postponed.

A vital government project aimed at reinforcing the effort at bringing

This is another vital government project aimed at easing the horrendous traffic situation in Metro Manila but is being offered in the altar of greed as a sacrifice.

The government’s additional super highway project linking the existing South and North Luzon Expressways is likewise being threatened with delay, if not total scrapping, because the giant corporations involved in the project could not agree on many things. This is also true with the other expressway projects linking the existing expressways to other points in northern and southern Luzon.

Why all these delays, all these threats of having these projects scrapped? Because the greed for more wealth has become the single most important desire of these giant corporations even if this means putting public service on the line.

This is far more dangerous than the threat posed by ideological groups because these groups have in mind the welfare of the people as their main consideration in taking up arms against the established order even if we don’t agree with them in their methodology of carrying out their objective.

PPA to build P13M passenger terminal at Zambo port ZAMBOANGA CITY – The Philippine Ports Authority (PPA) has allocated P13 million to construct a new passenger terminal at the local wharf.

Port Manager Liberto dela Rosa said the construction of the new terminal is set to start this month or in March and it is targeted to be completed before the end of the year.

Dela Rosa said the new terminal, once completed, will serve passengers bound to and from San-

dakan, Sabah, and Manila.

Dela Rosa said the 2Go shipping firm is set to resume its ZamboangaManila and vice-versa route next month.

The firm had stopped operations of its Zamboanga-Manila route last year after its vessel plying the route sank, according to Dela Rosa.

A locally-based shipping firm plies the Zamboanga-Sandakan route and vice-versa twice a week.

Pagadian City violence kills 2

AGADIAN CITY – Two people were killed and two others wounded in separate gun attacks in the southern Philippine city of Pagadian, police said.

Police said two unidentified gunmen shot and killed a former village chieftain Lowell Lalican, 48, and his companion Carlito Catadman, 42, inside a house in the village of Marang in Lison Valley.

The attack also wounded a 15-year old student, who was shot in the arm, leg and body and had to be rushed to hospital. The gunmen es cap e d af ter the shooting, police said, adding it is investigating the twin murder.

Police said a 33-year old man, Arwin Ugbamin, was also seriously wounded after being shot several times in a broad daylight attack in downtown Pagadian.

Ugbamin was shot in the head and body at Agora Market in downtown Santa Lucia area where witnesses claimed that two men on a motorcycle arrived in front of the market and called the vic-

tim, who was then sitting outside, and shot him as he approached the duo.

The two men fled after the shooting and emergency medical workers rushed the victim to the hospital. Police said Ugbamin probably knew his attacker. An investigation has been launched to determine the identities of the assailants and the motive of the attack.

Tzu Chi begins classroom project in Zamboanga City ZAMBOANGA CITY – The Taiwan Buddhist Tzu Chi Foundation is building dozens of semi-permanent classrooms in Zamboanga City in southern Philippines in an effort to help address the shortage of rooms in public schools, now being used as temporary shelters by villagers displaced by war between rebels and security forces late last year.

The fighting in September – triggered by attacks of Moro National Liberation Front separatist rebels - left more than 400

people dead and wounded and forced over 120,000 people to flee their homes.

The street battles last more three weeks and left many villages in ruins.

Police identify group in DBM clarifies no slash in Davao’s Del Monte exec revenue share from government ambush in Comval

AVAOCITY – Police investigators in Compostela Valley Province have already identified the group behind the killing of an employee of multinational firm Dole Philippines early this month.

Compostela Valley police provincial director Camilo Cascolan revealed that they had already the name of the suspects who murdered Natalio Mamon III alias Bong, a resident of Davao City.

However, Cascolan refused to divulge the identity of the suspects as the police are still hunting them.

Based on the police initial investigation, seven armed persons waylaid Mamon on board his gray Innova vehicle which traversed the CamanlanganMaragusan road around 11:00 in the morning last February 3.

The victim was still able to disembark from his vehicle and ran away but the suspects chased him until he fell into a ravine.

The suspects also struck the victim with a stone in the head.

Police have also recovered a hand grenade in the area and several empty shells.

Cascolan believed that personal grudge was the motive behind Mamon’s murder.

Last December, police said the victim had received death threats. (PNA)

DAVAO CITY — A Davao City councilor said the city’s internal revenue allocation (IRA) from the national budget has been reduced this year but the budget department claims that there has been no such reduction.

Councilor Danilo Dayanghirang said the city government was informed by the Department of Budget and Management (DBM) last month of the reduction of IRA, brought about by the addition of a new city and transfer of a barangay, which takes up a portion of the IRA divided among cities and towns.

In the Local Government Code of 1991 (Republic Act No. 7160), local government units have

a 40% share on national internal revenue taxes.

This is further subdivided to provinces (23%), cities (23%), municipalities (34%) and barangays (20%).

Dayanghirang, who chairs the council’s committee on finance, said an estimated P13.8 million would be slashed from Davao City’s allocation, which he said would affect the city’s social service allocation.

“The demand for social services in the city is high,” said Dayanghirang, though he didn’t give a specific amount.

Many indigents and poor have been relying on the city government for support ranging from medical to social needs.

Davao to farm out garbage collection to private sector

DAVAO CIT Y – To save on maintenance expenses b ecaus e of t he budget cut brought about by its reduced internal revenue allotment (IRA), this city is farming out garbage collection to the private sector, Mayor Rodrigo Duterte revealed.

In an interview Tuesday at the Wireless Cemetery here, where he paid respects to his departed mother Soledad who died two years ago, Duterte said maintenance of garbage trucks was becoming tedious, especially with the mechanized trucks.

“The problem is that it takes months to replace damaged parts if

t hes e need replacing,” he lamented.

Duterte said contractors who would take over the garbage collection in the city would have no problem replacing the parts. He said the city will be asking bidders to take over the garbage collection. “ We c a n d o t h i s i f the citizens of the city approves,” Duterte said.

He added that doing this would curb a “lazy” and “syndicated” practice of garbage collection truck maintenance, where truck parts take months before being replaced.

Duterte said this was already the practice in

other local government units such as those in Quezon City and Manila.

City hall is also considering the privatization of city enterprises such as public terminals.

Last Tuesday, the committee on finance of the Sangguniang Panlungsod told media the city’s IRA has been slashed by P13.8 million as an effect of the cityhood of San Pedro in

Laguna and the transfer of Barangay San Isidro f rom the municipality of Bangui to Dumalneg in Ilocos Norte.

The councilor said the city’s budget for 2014 is pegged at P 5.1 billion, in which half of this amount is sourced from the IRA. Dayang hirang said with this reduction, the city has to adjust by finding sources of revenues aside from local taxes, such as focusing on colle c t ing re a l prop er t y taxes.

Another measure he is proposing is to “reflect” a new amount in the supplemental budget.

But the councilor also said they might propose adjustments in the “some administrative aspect.”

But the DBM Region 11 OIC-Director Maria Fe Jagna told Davao Today that there was no actual reduction, saying that Dayanghirang was only referring to a reduction in the projected allocation for 2014.

Jagna explained that the calculation tends to be adjusted with the addition of a new city or town.

A news report cited a report from the City Council’s committee on finance report that the city received an IRA share of P 2.626 billion in 2013.

But the DBM website reported Davao City’s IRA share on the same year at P2.576 billion or around P214.7 million a month.

The DBM a ls o reported that Davao City received 21 % of Davao Region’s IRA share of P 12 billion.

Asked for comment, Davao City Mayor Rodrigo Duterte proposed legislative remedies such as “expanding the cake” or the amount allocated for local government units.

Strategies to Reduce Students’ Pathological Fear in Mathematics

SOME students have developed fear with Mathematics that affects their overall performance not only in the said subject, but also with other related subjects where Mathematics is essential in learning.

Clinical researchers identify this fear as “pathological fear” and

pedagogies have to develop strategies to counter it.

A study involving an eight-prong approach, consisting of strategies has been recommended to counter the negative impact of pathological fear among students on Mathematics.

The purpose of the said study is to identify causes of pathological fear in Mathematics among secondary schools in the Division of Cagayan

Dynamic Learning Program (DLP): A Need to Modify?

It has been three years since Dynamic Learning Program (DLP) has been implemented in Cagayan de Oro City division as an approach to learning among public secondary schools. Three years since problem on students’ misbehaviour during class hours has been addressed.

Three years since students have learned how to discover and process his/her own learning independently.

DLP is a student-centered and self-regulated activity in which students try to discover and process his own learning process. It is likewise a system of teaching that focuses on student activity rather than on traditional classroom lectures. The set-up is 70% student activity–30% lecture/discussion. Each activity is provided with a clear, learning target.

The student tries to understand the lesson on his/her own by reading the concept notes and by doing the exercises before the lesson is discussed and explained. Hence, students learn independently; they have no time to do extraneous activities since everyone is focused to do the learning task. Moreover, student’s writing skill is totally enhanced.

However, despite these positive views, DLP received various criticisms among teachers and students.

Some cited out that time allocation to discuss the concept is not enough to let students comprehend the lesson.

Hence, there were minimal class interactions and clarifications due to time constraint. Furthermore, students expressed out that they missed the time that they were given ample chance to interact with others and express their ideas orally. Accordingly, the program works best only to fast learners since they can easily understand and process the concept even without teacher’s discussion.

Other learners, on the other hand, commented that they can easily learn if they are provided enough time for drills and further elaboration of the lesson. Some suggested having DLP

modified by phasing out “parallel schedule” to maximize the time of teacher-expert.

Both perspectives have varied views regarding learning process. The first is anchored on Jhon Dewey’s principle that for a student to learn he should do or perform the task.

Furthermore, DLP is likewise in consonance to Jean Rousseau’s philosophy that for a child to learn he should learn how to explore things independently.

However, in teaching-learning process we should consider the diversity of learners, their learning preferences and multiple intelligences (H. Gardner). For in each classroom there are students who are visual, auditory, linguist, spatial, kinaesthetic and others. Recognizing this view, there is no single specific strategy that could address their needs.

Acknowledging Lev Vygotsky’s principle on child’s learning anchored on Scaffolding and Jhon Flavel’s Theory on Metacognition, there is a need to explicitly teach the concept.

For a child to learn teacher should provide a scaffold or support in the process of acquiring the skill and as the child reaches his Zone of Proximal Development (ZPD) that’s the time that teachers need to release the support. Thus, if students don’t learn the way educators teach, educators should teach the way students learn (Tomlinson 2004).

Recognizing, the aforementioned varied views, we have to consider that whatever learning approaches introduced or adopted in the curriculum, it is created solely for the benefit of the students. The adoption of DLP is implemented not to complicate matters in our present educational system but to help learners improve their academic performance. However, in the delivery of instruction, we have to consider the diversity and multiple intelligences of our learners.

Try to think of it… Is there a need to modify DLP?

One way to allay the fear of students in Mathematics is to relate the uses and application of Mathematics in day-to-day life of students. For instance, the use of patterns in tailoring and dressmak-

ing is an example of symmetry. The work involved in basket weaving, beadwork, and hairstyles are all forms of geometry; 2. Mathematics teachers need to use instructional materials to teach some concepts in Mathematics. This will stimulate and sustain students’ interest and reduce their fear in Mathematics. The effective use of teaching aids concretize the abstract nature of Mathematics, it also stimulates students imagination and helps them retain the concept learnt; 3. Most Mathematics teachers are seen as ‘monster’ in the classroom by the students, teachers should have a sense of humour.

The classroom needs to be a happy lace and in fact teachers should be persons with whom children could have normal friendly human relationship. Mathematics teachers should possess a well- rounded chiseled personality;

Lim said the Tzu Chi Foundation, founded in 1996 by Dharma Master Cheng Yen, is also eyeing in building at least 1,000 housing units for war victims in Zamboanga - many of them are still in temporary shelters and evacuations sites.

“We are scouting for areas where we can build initially about 200 houses, but we are looking at 1,000 units along the way, to help provide shelters to families displaced by the fighting last year,” he said.

Just recently, Tzu Chi Foundation also erected dozens of similar classrooms in Leyte province in central Philippines which was ravaged by typhoon Haiyan last year. The project in Leyte is part of the rehabilitation efforts by the Buddhist group which also launched there its cash-for-work and cleanup program, including medical and humanitarian missions.

All that they have is the insatiable greed for more and more profits. This is far worse than anything else.

This behavior is likewise noticed even in the country’s premiere basketball league, the Philippine Basketball Association. The desire for fame and profit seems to be rubbing off in this sporting event where a coach had just been ordered suspended for one game and fined a whooping P100,000 for unsportsmanlike behavior. But the trigger of the unsportsmanlike behavior was never tackled by the sanctioning official, the PBA commissioner, which is the poor and one-sided officiating of the referees.

I for one could say the officiating is indeed sloppy.

But nothing had been done by the commissioner to address this concern. What he did instead was to sanction the coach, Yeng Guiao, for his undeniable passion and love for the sport. The referees’ calls glaringly showed favor for the opposing team, the Petron Blaze owned
