Traders in Divisoria want Hapsay Dalan pilot amended

Store owners in Plaza Divisoria want the guidelines of the Operation Hapsay Dalan pilot project in the area amended to allow customers additional parking spaces, longer waiting time without parking and lesser yellow boxes for public utility vehicles.

These were just some of the demands made by the business community from the historic area in a meeting Friday at a local restaurant with Atty.

Edgardo Uy, Task Force Hapsay Dalan chair, claiming their sales plummeted from 30-50 percent since the strict implementation of traffic rules and regula-

tions started 20 days ago.

The meeting was arranged by former Oro Chamber president and now Philippine Chamber of Commerce and Industry (PCCI) Region X Governor Antonio Uy and current Oro Chamber President Efren Uy after they received numerous complaints from business locators in the area about the adverse effects of the pilot project.

“We need to do something immediately to address these issues affecting our businesses otherwise we shall be forced to close down and move somewhere else, “ said Reny Go, owner of Kathryn’s Bakeshop who claimed his two establishments within the pilot area were suffering an unprec-

edented 30-50% drop in sales. “I have been doing business for 25 years in this area and this is the worst ever adversity to have affected us.”

The Hapsay Dalan Chair assured the businessmen present who numbered close to a hundred, they are aware of the problem and have in fact immediately addressed concerns which were legitimate and within the bounds of the law.

“We have noted the low utilization of the motorcycle parking slots and will reduce these to allow more parking spaces for four-wheel vehicles,” Atty. Uy said.

“We will also consider allowing four-wheel vehicles to park even on the marked motorcycle parking spaces perhaps after nine o’clock in the evening when the traffic in the area decreases.”

He also clarified that loading and unloading of

merchandise and finished products for restaurants is allowed on the right side of R.N. Abejuala and Tirso Neri streets as long as the driver doesn’t leave the vehicle unattended.

However, he said the group’s petition to restore two-side parking along the area’s two main thoroughfares would require an amendment of the traffic code of 1994 which was created precisely to address the traffic problems already prevalent in the area at the time.

“We have not made a new law but are just implementing the existing ordinance,” he explained.

The traffic czar also said they cannot allow the use of hazard flashers for customers purchasing an item or transacting business in the banks since these are only allowed for emergencies involving matters of life-and

death, urgent police work, fire incidents, and the like.

“The use of hazard flashers were actually encouraged by some enforcers of the Roads and Traffic Administration (RTA) during the previous administration for some favored motorists and as a result led to widespread abuse of their use for waiting,” Atty. Uy said. “However, under the traffic code, parking is the same as waiting.”

In spite of the numerous complaints about the pilot area, some firms had already responded to the changed environment in the area by adjusting their operating procedures to accommodate motorist-clients.

TFHD has forged an agreement with the Oro Bankers Association to allow member banks 10-15 minutes parking on the right side of the road provided they are given ID cards to identify them as such by the subject bank.

Scholarship grants, loans for students now available CAGAYAN de Oro City–– The Commission on Higher Education (CHED) in Northern Mindanao on Thursday announced the availability of various scholarship grants and loan programs for academic school year 2014 to 2015 for college education.

Karen Joie Cuenca, CHED’s Education Supervisor for Region 10, said that

applicants with a general weighted average of 90 percent would be eligible for a full scholarship grant of P 15,000.00 cash per semester.

She said partial scholarship with a grant of P 7,500.00 per semester would also be extended to students with a general weighted average of 85 percent.

The CHED also offers the Private Education Student Financial Assistance (PESFA) scholarship to students with a general weighted average of 85 percent and an allocation of P 7, 500.00 per semester, Cuenca added.

Cuenca said that there is also the “Grant-in-Aid” program dubbed as “Tulong-Dunong” scholarship intended for: - high school graduates whose GWA is at least a passing grade in the third year and in the first three grading periods in the fourth year. by Gov. Johnny Pimentel on March 5.

The mining permit to extract gold covers four

hectares of unattended farm land in Tambis, just about 200 meters from the national highway, which was bought by the company two years ago at P1.4 million.

Wen explained they were just given a threemonth period to open cut a shallow excavation in their land that would not dig deeper than 15 feet.

Wen and another Taiwanese national Nick Hsu were named in an earlier report after concerned residents and a local official voiced their opposition to

the recurrence of smallscale mining in the neighboring villages of Bahi and Tambis in Barobo town.

But Wen and Hsu clarified they have consistently renewed their visas in due time contrary to reports that they have questionable status in their stay in the country.

Jennifer holds a tourist visa while Nick acquired working visa when he came here in 2009.

Sky Reward Mining is a Filipino-American company established by Wen to engage in mining operations in Tambis and has a pending application for a “minahan ng bayan”permit in the hinterland village of Das-agan in San Francisco, Agusan del Sur. Wen said she hired Hsu to be her consultant in the Tambis operation because he had also operated in the area, taking the risk of having minimal gains until Pimentel stopped

the activities and issued a cease and desist order to stop the destructive open pit small scale mining illegally operated by a Chinese investor in the neighboring Kauswagan sub-village.

She said she would gladly stop their operation if the governor would tell them to do so whenever the government saw that the company violated the agreement stipulated in the mining permit.

Hsu admitted there have been bad public perceptions about him and Wen in the past few years, but they were just dragged by big-time Chinese financiers who were really behind the illegal mining operations in Kauswagan last year that dug holes that looks like craters the size of a coliseum.

He revealed that a certain Mr. Shien and Jason Lu, both Chinese nationals from Zhangzou, China, were the ones illegally operating in Kauswagan and Tambis villages last year.

Lu was also involved in illegal mining operation in Mati village in San Francisco, Agusan del Sur which is near Mt. Magdiwata watershed where six undocumented Chinese nationals were arrested during a surprise police raid.

Lu, however managed to evade the dragnet as he was able to leave the country a day before the operation.

Wen admitted they had once scuffled with the law related to mining operations in efforts to recover heavy financial losses in the past years.

For his part, Hsu said he had been engaged in small-scale mining in the hinterlands near Butuan City when he came into the country in 2009 but stopped in 2010 when newly-elected Mayor Ferdinand Amante order the non renewal of mining permits when he assumed office.

Wen said she had lost millions of pesos in the past in her tunnel operations in the mining areas of Rosario town in Agusan del Sur that at one time because of desperation tried to sneak out illegal logs to be used in timbering the tunnels damaged by an earthquake last year.

“I really believed my company will get more than that (losses in the past),” Wen said referring to her new operations in Tambis.

DepEd reiterates ‘no contribution policy’ during 2014 graduation exercises

TANGUB City, Misamis Occidental – The Department of Education, Division of Tangub City (DepEd-Tangub), reiterated that “No DepEd personnel is allowed to collect any graduation fees or any kind of contribution,” relative to the conduct of 2014 graduation exercises.

In her memorandum to the Cluster Heads, Elementary and Secondary School Principals, Head Teachers and Teachersin-Charge (TIC), early this month, Dr. Victotia V. Gazo, Schools Division Superintendent said the no contribution policy during graduation exercises is in line with the government’s austerity program.

She said graduation rites should be simple but meaningful affairs, which encourages civic rites, sense of community and personal responsibilities.

But while these rites mark a milestone in life of the graduate, these should be conducted without excessive spending, expensive attire, or extraordinary venue.

Meanwhile, she said non-academic projects, such as, attendance to field trips, film showing, JuniorSenior Promenade, and other school events, should not be imposed as requirements for graduation and that expenses relative to the activity should be charged to the maintenance and

other operating expenses (MOOE) under the 2014 Budget.

However, Parents and Te achers Ass o ciations (PTA) may give donations in cash or in kind, and contribution for the annual yearbook, if any, should be on a voluntary basis.

On the other hand, Gazo said the 2014 graduation rites should focus on the theme: “Hindi Natitinag ang Pusong Pilipino,” to highlight the resilience of Filipinos amidst the recent calamities faced during the SY and celebrates the ability of the Filipinos to triumph over these challenges. 30 displaced workers in Bukidnon continues work under DOLE’s emergency employment program CAGAYAN DE ORO CITY - Thirty displaced workers in Bukidnon have undergone an orientation on Tulong Panghanapbuhay sa Ating Disadvantaged Workers (TUPAD) Program, an emergency employment project under the Bottom-Up Budgeting (BUB) Fund Release of the Department of Labor and Employment (DOLE).

Office on March 11 in Valencia City Hall.

These workers were recently retrenched from employment with the Mt. Kitanglad Agriventures Development Corporation (MADC) due to some marketing issues of their products. MADC is currently under the new management of Dole Skyland.

The TUPAD is a DOLE support program which provides short-term and immediate employment for victims of closed es-

tablishments and natural calamities.

In coordination with the local government unit of Valencia City, the workers will be assigned to Barangay Dabong-Dabong and to other barangays where they reside.

Present economy not creating jobs The Philippines will continue to see robust growth in 2013 and 2014 based on strong domestic consumption and an increase in investments, but this expansion has yet to generate new jobs or reduce poverty levels, according to an updated Asian Development Bank (ADB) forecast.

Economic growth has been accelerating but millions are still jobless.

ADB’s revised Asian Development Outlook forecasts the 2014, growth at 6.1 percent, from the previous projection of 5.9 percent.

The ADB said the same growth drivers will continue to fuel economic activity in the short term, supported by the benign inflation and interest rate environment, ample liquidity, and a rise in government spending.

But experts noted that this growth is not creating more jobs or improving living conditions for many Filipinos, with over a quarter of all workers still unemployed or underemSpecial Gospel of the day: Luke9:11-17.

A great mission through WRF 2014 WELCOME to World Research Festival (WRF), in Cebu city, on May 1-3, 2014.

The theme chosen is “Research for a sustainable world!” This is a great event for intellectuals around the globe for some reasons.

When we consider the objectives, we will realize that this academic activity is essential.

This WRF has some objectives. First, it is for world student forum, such as (1) to provide a forum for professional and student researchers across the world as means for dissemination and utilization of high impact researches.

By achieving the objectives above, we believe that there are some beneficial outcomes.

First, for university students, they can measure their potentials. They can meet their colleagues with the same professions in the same levels.

Second, it is for enhancing world collaboration for

By achieving the objectives above, we believe that there are some beneficial outcomes. WRF 2014 is the

continuation of the previous world research festivals.

This indicates a sustainable intellectual activity. The most important aspect in ISO (International Standard Organization) indicator is having a good quality culture. One of these is the sustainable activity.

The greatest action exhibited by intellectuals can produce great ideas. This can be done by an initiative for doing anything related to research. Research and creativity are the two complementary components.

Developing discourses

QUEZON City––The ummah or the Muslim world faces unique challenge too early in this century. They need to navigate ways to face effectively such challenge.

It includes their recourse to varied forms of discourses so that they become more effective in addressing their plight. In this regard, they have to also explore ways and means where they are not necessarily placed in “danger zone” every time they raise the bar of their struggle to new heights. This way, too, they are able to create more sustainable impact and become more effective as catalysts in transforming society.

Contrasting landscapes Recently, the declaration by some Arab states against the Ikhwan or Muslim Brotherhood in Egypt as “terrorist” organization changed the political landscape in the Middle East. It has constricted the space of freedom among ulama (religious scholars) identified with the Ikhwan given its long-standing influence in the Middle East including other countries in the Muslim world. Certainly, even their ability to express themselves is affected. A case in point is the known cleric Yusuf Al-Qadarawi.

He is an ardent supporter of Muslim Brotherhood ever since. He has been based in Qatar – the only Arab country that has taken a stand different from other Gulf countries as far as the Ikhwan is concerned. Before this time, Qadarawi was the darling of many Arab leaders and media including those in the Gulf Cooperation Council (GCC) states.

I had witnessed an occa-

sion where we were invited together with other ulama and Muslim scholars from many parts of the world in the Janadriyyah Festival in Riyadh sponsored by then HRH Prince Abdullah bin Abdulaziz Al-Saud in the early 2000s. Shaykh Al-Qadarawi was highly regarded then by both Saudi royalties and Wahabbi ulama. Unless Al-Qadarawi shifts gear, the mantle of authority he carries must now be restrained with today’s new irritants among Arab countries.

Given Al-Qadarawi’s track record, he is expected not to easily kowtow to power.

This changing landscape is not new in the history of the Muslim world. For a long time, the role of ulama has ebbed and flowed in rough seas of politics: high tide today, low tide tomorrow or vice-versa. The changing character of power in Muslim society has long defined ulama’s position including their discourses and articulation.

In different but interesting development, the recourse to what may be referred to as “cyber satire” by social activists and artists like Hisham Fageeh, a Saudi national who came up with “No Woman, No Drive” video and became viral in the Internet provides certain opening in the trend of discourses in the Arab world. It creates a genre of social criticism away from traditional modes of discourses. It is, like other artistic productions, more creative and effective without necessarily getting harsh or violent reaction from authority. In a sense, such opening reveals some degree of maturity not only

amongst people but possibly even in certain circles of those in power while minimizing threats of violence.

Bayan tradition We raise these contrasting pictures of how the tradition of bayan (speech) and related discourses in the Muslim world to show that it has been in many ways crucial in the transformation of society.

Bayan including such genres as khutbah (sermon/discourse) and hijah or satire and others is a long time tradition in the Muslim world. It is a tradition that sustained the rich culture of oration and rhetoric in Muslim society. Apart from poetry, the Arab world particularly, has been home to various oral traditions characterized with many discourses including those used by both traditional and contemporary ulama.

There are three verses in the Qur’an that speak of the term bayan or speech.

Two verses speak of the Qur’an as the main source of bayan. Suratu l-rahman, for instance, talks about the nature of bayan. It reads: “God Most Gracious! It is He Who has taught the Qur’an, He has created man: He has taught him speech (and intelligence (1).”

In another sura, the Qur’an speaks of the relationship between bayan and truth (haq) where the former is treated as a reflection of the latter. It says: “Many where the Ways of Life that have passed away before you: travel through the earth and see what was the end of those who rejected Truth.

who fear God! (Al-Imran: 137-138).”

It is clear that bayan has to be the reflection of truth. It is the anchor of Islamic discourses including khutbah .

Discourse and development The development of modern society including technology provides new platform in the way discourses are made. In the old days, the tradition was obviously limited to oral ones.

The power of discourses, then, was immense. Yet, discourses of ulama could easily transform the hearts and minds of their adherents; they could easily reach out and convince people.

With the advent of print media, a new mode of communication was adopted and subsequently enriched the process of communication between the ulama and the people. The birth of new technology on writings and mass printing, recording through cassette tapes, and now the Internet, provides far more sophisticated platforms. For instance, the rise of the Nursi Group in Turkey was mainly attributable to the role of scribes in writing the thoughts of Badiuzzaman Said Nursi.

The same development happened in many countries when Islamic movements of various sorts printed the discourses of their leaders where they created impact in varying ways. A turning point happened during the time of Imam Khomeini when the instrument for reaching out was through his voice recorded in cassette tapes sent from France to Iran on the eve of the fall of the Pahlavi regime. Rally set to denounce blackout besetting Zambo del Sur

AGADIAN CITY, Zamboanga del Sur– Residents here will hold a rally on Saturday to denounce the 10-hour rotational blackout besetting this city and other parts of the province.

This city and 24 of the 26 municipalities of the province are being served

by Z amboanga del Sur Electric Cooperative-1 (Zamsureco-1) comprising a total of 69,857 memberconsumers.

In 2010, it made P6.68M profit out of the P18.51M income with expenses worth P11.82M; in 2011 it made P2.9 million profit out of the P17M income minus P14M plus expenses and in 2012 it made P1.7 million profit out of the P16M income minus the P14M plus expenses.

For 2013, despite the September siege, the public market had a profit of P586,032.000 out of its total P15.5M income minus the P14.9M expenses. “Our income went down but still it is not losing,” the city administrator said.

Orendain also cited the increase in expenses as the cause for the decrease in profits and these expenses included the hike in salaries of employees and the terminal pay and other personal benefits for retiring workers.

“I cannot understand why some people are saying that the market and all

other economic enterprises are losing,” Orendain said.

He admitted though that the income and profit of the City Abattoir in San Roque fluctuate every year. For 2009, the abattoir made a P1.9M profit with income pegged at P5.5M and expenses pegged at P3.5M; in 2010, it registered a deficit of P383T with an income of only P5.8M and expenses pegged at P6.2M; in 2011, it recorded a deficit of P455T; in 2012 it made a profit of P8,154.00 while in 2013 it made a profit of P1.7M. Orendain said the income of the abattoir is affected by the numerous franchises granted to private slaughterhouses per ordinances approved by

the City Council.

“But as a whole, our main public market and the Sta. Cruz market are not losing but are making modest profits. Even during the siege, we still made profits. But for the slaughterhouse we admit, its income and profit are fluctuating”, Orendain stated.

He also clarified that the operation of the City Coliseum is not under the jurisdiction of the City Administrator’s Office and that it is not an economic enterprise but a revenue institution.

Manobo tribe says Army looks for rebs in tribal village, scares schoolchildren D

AVAO CITY – A Manobo tribal leader in Davao Del Norte claimed that new troops sent near their village threatened both men and women and scared schoolchildren as they accused the village of harboring New People’s Army guerrillas.

Datu (chieftain) Doloman Dawsay of the Manobo community of Salugpongan Ta ‘Tanu Igkanugon (unite to defend the ancestral land) in Talaingod, Davao del Norte said the series of harrassments began on March 19 when tribal pupils were held by Army troops stationed in Sitio Nalubas, Brgy. Palma Gil, were “against their will for an hour”.

A teacher named Roilan Licayan with 13 of his students and three parents, and purok leader Tungig Mansimuy-at were heading towards Sitio Palungan to “gather chicken and root crops for the graduation day (of the children) when they met the soldiers in the road.”

“One of the soldiers inspected my bag and checked my IDs one by one. He also inspected my cellphone and read my messages,” Licayan said.

He said his group wanted to get the chicken “as this is their contribution to the graduation festivities of the school.”

Licayan is a teacher in

the Salugpongan Ta ‘Tanu Ig kanug n C ommunit y Learning Center, a lumad school built with the help of the religious missionaries Rural Missionaries of the Philippines.

Licayan said the soldiers “were asking if there are NPAs (New People’s Army guerillas) in Nalubas and if I saw them.”

“I told them I do not

know personally but some of the residents say they pass by but do not stay (at the community),” he said.

Licayan said that a soldier also asked “what flag are you using in your school?”

“I told him (soldier) that it’s the Philippine flag and if he does not believe me we can go to the school and I will show him,” he said.

Licayan said they were escorted by seven soldiers to Sitio Palunga.

“On our way back we were again asked to wait in the same location, this time by about 30 soldiers. They said they are still waiting for their other companions and that we wait with them. We waited again for one hour,” he said.

Licayan said the inci-

dent terrorized his school children. “They were very scared. Who wouldn’t be?

They are armed and they acted as if we have information on their enemies that we are withholding,” he said.

Dawsay also said that other residents in Sitio Pangaan reported that soldiers also stomped on rice crops and cooked their chicken.

Tribal leaders of Sitio Bagang also reported that an old woman named Ubonay Botod Manlaon was allegedly taken by soldiers while she was going to Sitio Basagan, carrying rice grains.

“Usa ka semana kining gidala-dala sa mga military ug maoy gihimo nga guide sa dalan. Usa ka gabii nakadagan kini ug nakabuhi gikan sa kamot sa mga military, (She was used as a guide of the military for one week but she escaped),” said Dawsay.

Water district observes world water day, orients students on water supply CAGAYAN DE ORO CITY, March 21 (PIA) - Where does our water come from? Is it safe to drink water direct from our taps?

These and other questions were the reason behind the visit of about a hundred Grade 5 students from Corpus Christi School who came in 3 batches to t he C agayan de Oro Water District (COWD) Booster Station in Macasandig.

The students wanted to learn how water is produced and distributed.

The orientation, which was facilitated

by COWD’s Production Department and Public Relations/Information, gave them an illustration on where water is sourced and how it is brought to our taps.

Students were also shown how COWD ensures the safety and potability of its drinking water through chlorination and regular quality monitoring.

The young boys and girls were made to understand that they can help conserve our water resources by following simple and practical ways at home and in school.

Vice mayor calls for energy saving measures in Oro

CAGAYAN DE ORO CITY, March 22 – Vice Mayor Caesar Ian E. Acenas is calling on Kagayanons to take energy conservation measures, especially during peak hours, from 6:00 p.m. until 9:00 p.m.

This, in the wake of the generation deficiency advice from the National Grid Corporation of the Philippines (NGCP).

In a letter to the vice mayor, Misamis Oriental Rural Electric Service Cooperative (Moresco-1) General Manager Julie B. Real, said that Mindanao is currently experiencing substantial generation deficiency since February 27, which at present reached as high as 220 MW. This has reportedly caused rotational blackouts in its franchise area and the whole of Mindanao.

Today’s advent of social media like Facebook and others has taken immense effect in the early days of the Arab Spring. All these suggest that the Islamic world has been swept immensely by varying modes or medium of communication providing them new platforms into which they are able to articulate their discourses while reaching mass and global audiences.

As Arab Spring advanced

and floundered though, at least initially, some results spurred positive change; others result into more violence and conflict. Those in power could simply not accept that a new dawn has come owing largely to new platforms of discourses.

Cyber satire When we highlight the case of Hisham Fageeh, a Saudi artist and social activist, who quite effectively used satire to drive home a point, it means the consciousness and creativity to effect social change remains alive in many hearts. When authority hardly noticed this rather viral artwork, it could either mean that authority simply did not mind; or the sting is not venomous enough, that it is not able to call attention.

The recourse to satire is not necessarily a new development in the Arab world. It goes prominently back to, at least, the time of Al-Jahiz, a Muslim scholar in the 9th century known for his voluminous works particularly in the fields of sciences including his famous “Kitab al-Hayawan” (The Book of Animals). AlJahiz was of the view that works on natural and social sciences are a little boring unless they are injected or inserted with few amusing anecdotes or thrown with some witty or paradoxical observation.

There were other ulama that used satire. We could only assume that it became quite popular then because it was a way into which certain truth was presented in rather humorous manner in order to effect social criticism that would not necessarily create harsh reaction whose weapon is simply wit, candor, and cleverness. This way, the powers that be would not be very much alarmed. This is important in the context of medieval Islam because many ulama and mystics in those times where executed due to their dissent against authority. Hence, their discourses also ranged from most traditional to most political.

Khutbah Khutbah is a deeply entrenched tradition that goes back obviously to Prophet Muhammad (SAW) and the four sahabah (Prophetic companions). This went on until the Umayyad period where caliphs also serve as imam (leader) in mosques.

According to a source, by the time of Harun Al-Rashid of the Abbasid Caliphate a certain group particularly among the ulama was given the role to act as khatib (preacher). This went on invariably with succeeding empires and dynasties until the birth of Muslim nation-states.

In recent time, ulama became the source of discursive authority. But they came under the sway of the State in most instances.

They could not express their thoughts freely. There were many instances, too,

when the tradition of discourses began to take its own autonomy separate from the State. A classic case would be institutions like the Al-Azhar University.

Discourses in this refutable institution became a source of power for the ulama; hence, eliciting reaction from the State to interfere in Al-Azhar’s affairs. The history of Al-Azhar has long been punctuated with State intervention where, most often, the axe falls on ulama and their free speech.

This is relatively true in many parts of the Muslim world. Hence, varied ways and creative methodologies in doing discourse have to be employed so ulama could navigate effectively with their freedom to express unhindered. An anthropologist wrote how the tradition of discourses was underpinned by power struggle in the case of Egypt particularly in a place called Minya during the time of President Anwar Sadat. He wrote: “It becomes evident that an official strategy of appropriating traditional religious symbols in the course of what amounts to a power struggle between social groups and rival interests can very quickly blur any boundaries that might normally obtain between zeal for piety’s sake and straight forward political activism.

Almost unavoidably in such a setting, the government’s calculated adoption of the religious mantle has the effect of starting bidding competition. The volatility of such a process results in large measure from the fact it is conducted in more than one mode simultaneously.

Not only are bids advanced, as it were, between supporters and dissenters of specific policies or of as primarily to protect what is essentially religious from profanation by mundane abuses. Meanwhile, all invoke the same symbols. But frequently such circumstances lead to the appearance of new forms of expression, which claims for themselves the contested authenticity. A process of rapid ideological inflation caused by a flooding of the opinion market through the formidable mechanism of officially controlled mass media may almost spontaneously produce a new, more convincing currency (116).”

Patrick D. Gaffney the author of “The Prophet’s Pulpit: Islamic Preaching in Contemporary Egypt” highlights a certain irony where contestation happens supposedly amongst varied groups that are using similar symbols. Prominent of them are symbols related to Islam.

The State would use a certain perspective aimed to legitimize authority; whereas dissenters would use other forms of symbolism aimed to deflect or delegitimize authority. In matters where state power becomes dominant, ulama are usually left with little choices. Those who took the cudgel and pursued radical stance and

who, by judgment of history, failed with their struggle, were either put to jail or executed and martyred. And those who could not resist oppression would have to migrate to other areas. In situations where the state could overreach its power, ulama are faced with even more constraints. This is happening not only in the Middle East, but also in many parts of the Muslim world today.

What’s new is the platform available now like social media and so on.

How much this is being utilized is a question. And how much effort would those in powers do to resist the rush of new media and new technology is also a question. What is clear is, today’s society is now swept asunder by new technology with new media platforms heightening thus people’s quest to see new light, to break new dawn.

There is a need to rethink old ways in doing discourses, and see how effective they are in lifting up people’s spirituality while effecting positive change in society. Except in few circles, there is still no consensus in the way new model of discourses is conducted in the Muslim world. Well, we appreciate such variety. But with new trend and challenge in the 21st century, there is a need to evolve more effective and creative ways.

Rodriguez said that the Languindingan Airport which opened prematurely on June 15, 2013 became an object of derision among travelers and visitors in Northern Mindanao.

Last Saturday, only two flights landed in Laguindingan Airport after airport officials cancelled all the other flights due to visibility problem because of rains brought by the typhoon depression “Caloy.”

The Laguindingan Airport has become a liability. in terms of safety and security, due to the lack of navigational instruments that cause unconscionable delays of flights and losses to the business operations in the region, Rodriguez said.

House Resolution No. 915 also directed the House Committee on Transportation to find out “why the supplemental budget for the procurement of the navigational instruments intended for the Laguindingan Airport has yet to be released by the Department of Transportation and Communications (DOT).”

T h e re s olut i on e x pressed concerned that for the more than six months since the Laguindingan Airport started operations, the airport have yet to install navigational aids for Instrument Flight Rules (IFR) and Visual Flight Rules (VFR).

It said that “when there is bad weather, it is the control tower in the old Lumbia Airport in Cagayan de Oro City that is being used for air traffic procedure at the Laguindingan Airport since pilots cannot use the VFR rules via the Laguindingan tower.

“The problems hound the air p or t, including safety and security concerns” since Cagayan de Oro City is about 50 kilometers southeast of the Laguindingan airport, the resolution said.

The flight statistics at the Laguindingan Airport compiled, as compiled by the Civil Aviation Authority of the Philippines (CAAP) also showed that for the 10-day period covering January 10-22, 2014, some 304 commercial flights or 56% of 546 scheduled flights were cancelled due to limited visibility.

The resolution said that the flight cancellations and the delays in the installation

of the necessary equipment are causing losses to businesses in Cagayan de Oro to the tune of around P 20 million daily.

The resolution urged the House Committee on Transportation to immediately look into the problem in order to find ways to rectify the situation as Northern Mindanao cannot absorb the losses brought by the flight cancellations. CD

LT Group’s profit down 32% in 2013

ucio T a n - l e d conglomerate LT Group Inc. (LTG) on Friday said its prof it de cline d 32 percent last year, dragged down by lower sales of its tobacco, banking and liquor businesses.

Its att r ibut able net income reached P8.67 billion compared to P12.76 billion in 2012.

Unaudited attributable net income grew 15 percent from P7.51 billion with the inclusion of the conglomerate’s stake in Philippine National Bank

(PNB).

LT G i n c r e a s e d i t s beneficial ownership of PNB from 45.5 percent to 56.47 percent by the end of 2013.

Earnings of the tobacco business, which contributed 45 percent to total profit, plunged 43 percent to P3.94 billion from P6.91 billion.

“2013 was a challenging year for the tobacco business as the excise tax in the upper tier doubled to P25 per pack from P12, while the excise tax in the lower tier quadrupled to P12 per pack

from the P2.71,” LTG told the local bourse.

LT G s a i d t h i s w a s exacerbated by the alleged illicit trade from a competitor who kept the price of low-end cigarettes at an economically unsustainable level of P1 per stick or a truck price of P14.70 per pack.

“The P12 excise tax plus the P1.58 VAT (value-added tax) leaves only P1.12/pack to cover the cost of production and distribution, which is unrealistic, when paying

full taxes,” it added. “As a result, many consumers down-traded to the more affordable P1/stick superlow priced cigarettes.”

PNB’s net income also declined by four percent to P6.2 billion, largely due to the P875 million loss booked in the last quarter brought about by the impact of typhoon ‘Yolanda’ to the general insurance business.

Isuzu Philippines two-month sales grow 11% to 1,949 units

Sales in the local market of Isuzu vehicles has increased by 11.4 percent as January to February 2014 sales posted at 1,949 units from same period of 2013’s unit sales of 1,750.

Isuzu Philippines Corporation (IPC) accounted the growth in the first two months of 2014 to the strong sales performance of D-Max pickup and commercial trucks.

D-Max sales in JanuaryFebruary 2014 registered a total of 575 units from same period in 2013 of 326 units,

an increase of 76.4 percent.

Its N-Series light-duty trucks had an increment of 31.4 percent with 310 units being sold while the medium-duty trucks sales also went up by 18.9 percent to 88 units.

H o w e v e r, s a l e s o f automotive models such as Crosswind AUV declined by 11.1 percent and Alterra SUV also decreased by 24.3 percent.

IPC recorded strong sales in dealership networks in Metro Manila such as Isuzu Pasig, Isuzu Makati, and Isuzu Quezon Avenue.

On its dealership networks in provinces, Isuzu vehicles registered strong sales in Isuzu Mandaue, Isuzu Cagayan de Oro, and Isuzu Iloilo.
