CAGAYAN de Oro City––Drug syndicates are now employing shipping couriers in the transport of illegal drugs in the country, a senior official of the Philippine Drug Enforcement Agency (PDEA) in Northern Mindanao said on Wednesday.

Rep. Juliette Uy to break grounds of various projects in Misor today

MISAMIS Oriental second district Rep. Juliette Uy will lead the ground breaking ceremonies of various infrastructure projects today (June 6, 2014).

At 8:30 a.m., Rep. Uy will lead the groundbreaking of a project in El Salvador City; the widening of Butuan (Caraga) to Cagayan de Oro to Iligan City road network, including the Opol to Laguindingan section in Misamis Oriental.

At 10 in the morning, the neophyte lawmaker will lead the groundbreaking of a project intended for Laguindingan town in Misamis Oriental; the widening of of Butuan-Cagayan de Oro-Iligan road, Opol to Laguindingan section (with exemption), Misamis Oriental (including the construction of Rotunda leading to Laguindingan airport.

Rep. Uy is also expected to go to Alubijid town, also in Misamis Oriental

where she will lead the groundbreaking of infrastructure projects at 1 p.m. that include the upgrading of road (gravel to concrete) leading to Laguindingan airport.

At 2:30 p.m., Rep. Uy will lead the groundbreaking of a project in Opol town that includes the widening of Butuan-Cagayan de Oro-Iligan road (Opol to Laguindingan section), including the construction of Igpit and Opol bridge.

Emerson Margate, head of the PDEA in the region, made the statement after agents nabbed a couple while claiming a package that contains about 2 kilos of Shabu (Methampethamine) worth about P 20 million from an inter-island courier in Iligan City last Tuesday.

Iligan City, is a neighboring city about 88 kilometers west of here and part of PDEA’s regional coverage.

Margate said that the illegal drug was consigned to a certain Taha Abdullah and wife Anisah, of Orchids Home, Santiago Street, Iligan City.

Abdullah is reportedly a barangay councilor in Batuan, Balabagan, Lanao Del Sur He said that the government agents have been stalking in the shopping center after an informant tipped of the shipment almost a week ago.

“Our operatives have been guarding and waiting for the claimants 24/7 until the suspects appeared last Tuesday,” Margate said.

The complexity of the drug syndicate operations these days is appalling, he said.

A few months ago, the PDEA also arrested a consignee in Cagayan De Oro City in the act of claiming an appliance, a television, stuff with Shabu worth more than P20 million, Margate added.

Like the illegal Shabu, recovered in Iligan, authorities are still establishing the origin of the illegal drugs since the suspects have yet to divulge information about the shipment, he added.

An agent of the PDEA also disclosed that the drug syndicate has lawyers who would immediately come to the rescue of the suspects.

Margate said that the campaign against illegal drugs, especially with a highly organized syndicate, is a very difficult job. However, with the assistance and help of the community and concerned citizens, the PDEA could move on, he said.

House okays on 3rd reading PAGASA modernization bill

QUEZON City––Agusan del Norte first district Rep. Lawrence Lemuel Fortun revealed that House Bill No. 4397 entitled “An Act Providing for the Modernization of the Philippine Atmospheric, Geophysical and Astronomical Services Administration”, known as the PAGASA Modernization Act of 2014 was unanimously approved on third reading by members of the House of Representatives.

Fortun, a principal coauthor of the bill, said that seeing the importance and benefit of the legislative measure, the members of the Lower House acted on it without delay. The legislation affirms PAGASA’s critical role

as the government’s primary agency tasked to monitor and report weather conditions to the public. PAGASA also takes a critical role in conveying precise weather information that forms part and parcel of disaster preparedness and risk management for the government.

“Damage can be prevented and lives can be saved if we are scientifically informed and appropriately prepared,” the bill’s explanatory note aptly states. Because of this critical role, it is pertinent “to elevate its technological and operational capacity to effectively perform its mandate.”

It is normal that there are problems a teacher or student might encounter in the classroom. These, perhaps, are common or just rare.

The ones that are rare are considered, often than not, as hard to notice. An example for that is the gender biases in the classroom.

Gender inequity are very hard to observe. An example for that is the teacher’s treatment to girls and boys in her classroom. For one, if a teacher is asked about gender inequity in classroom, he will argue and said that he treat his students fairly or in the same way.

Since their separation, they had never been communicating or supporting either financially or emotionally to each other, neither minding each other affair’s; Petitioner’s seek judicial decree of divorce, thereby, severing their marriage bond on April 16, 1997, so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on June 18, 2014 at 9:00 a.m. at which time, date and place. With strong tourism industry, one of the beneficiaries is Mindanao, said Paje as he cited the importance of HB 1464 authored by Rep. Uy during the gathering in Legaspi City.

She said the bill is in consonance with the policy of the State to promote a tourism industry that is economically viable, ecologically sustainable, participative, culturally sensitive, and equitable for local communities.

“It is our shared responsibility to promote and develop tourism as a major socioeconomic activity to generate income, to create employment and livelihood opportunities, and spread the benefits of tourism nationally and locally,” said the lady lawmaker from the town of Villanueva in Misamis Oriental.

Uy said the province of Misamis Oriental offers various tourism potentials for seasoned travelers aside from fine white sand beaches ideal for swimming, snorkelling and scuba diving.

“With its many nature parks, coastal areas and a multicultural population, it is the most convenient starting point towards the many attractions that the Northern Mindanao Region has to offer,” Uy stressed.

According to the neophyte solon, Misamis Oriental is also home to several springs and falls that offer serenity and pristine beauty of Mother Nature where one can still hear the sound of chirping birds amongst the wildflowers and forested trees that surround them.

which capture the interest of spelunkers because of their rare beauty, anthropologists and tourists due to each amazing formations and the value that they represent.

Uy added that Misamis Oriental is replete with historical/cultural attractions such as the century old church in Jasaan; the Vega ancestral home in Balingasag; Lagbas ancestral home in Sugbobgcogon; Al Sulawan Point in Laguindingan and oldest municipal building in Initao which should all be classified as official tourist sites.

“With all of these that the province has to offer, there is a need for a specific coherent policy that shall guide the formulation of sound tourism plans and codes at the local level,” Uy said.

Under the bill, the DOT, in coordination with the Tourism Infrastructure and Enterprise Zone Au-

thority (TIEZA) and other concerned agencies of the government, shall prepare the necessary tourism spot development plan, providing for their development and maintenance, including improvement and restoration of sites, in conformity with set standards, construction of hotels, resorts, restaurants, recreational facilities and other appropriate facilities and infrastructure that will ensure the preservation of the ecological balance and natural beauty of the area.

The DOT is mandated to implement the development plan and incorporate it in the Department’s overall tourism development program and promulgate the necessary rules and regulations for the proper implementation of this act.

Also, the private sector is encouraged to invest in tourism-related endeavors such as resorts, restaurants, transportation, tours and

travel offices that will gear aggressive tourism advancement that shall spur local and national economic development in Misamis Oriental. “The advancement in the province will also bring about an improved peace and order situation brought about by a constituency that is gainfully employed in thriving tourism businesses,” Uy said.

CAGAYAN de Oro City - In an effort to elevate the level of fundamentals of local governance, the Department of the Interior and Local Government (DILG) – 10 is conducting onsite validation of all provinces, cities and municipalities on the results of the Seal of Good Local Governance (SGLG) survey.

Pursuant to DILG MC No. 2014-39, all local government units shall be assessed by the Regional Assessment Teams (RATs) from May to July 2014 using the prescribed criteria which vary by LGU level and income class.

The assessment shall focus on six component areas namely: Good Financial Housekeeping (known as Seal of Good Housekeeping), Disaster Preparedness, Social Protection, Business-Friendliness and Competitiveness, Peace and Order; and Environmental Management.

The RAT is composed of two (2) representatives from DILG, together with one (1) Civil Society Organization (CSO) representative are the key persons during the conduct of re-

gional validation process.

The SGLG is a recognition of good performance of provincial, city and municipality governments, not only on financial housekeeping, but also on other areas that directly benefit the people.

In order to become a recipient of SGLG, a local government shall pass all three (3) core assessment areas namely: Good Financial Housekeeping, Disaster Preparedness and Social Protection; and at least one essential assessment area namely: Business Friendly and Competitiveness, Peace and Order, or Environmental Management.

The Local Governance Performance Management System (LGPMS) shall serve as the operational platform and performance oversight tool of the SGLG. Recipients of the SGLG are eligible to access the Performance Challenge Fund (PCF) which is a support fund to finance local development initiatives in furtherance of national government goals and strategic thrusts. Jesse E.L. Bacon II People’s vigilance against abuses by those in government either as elective or appointive officials should at all times be encouraged but it is another when such vigilance is pushed with the primary intention of making the government inutile.

At the height of the congressional pork barrel fund abuse expose’ last year, the people was galvanized to make a collective stand against such abuse and its abusers, of course. The resounding message against the pork barrel fund reached the halls of power forcing the Aquino administration to scrap such fund from the General Appropriations Act beginning this year.

The scrapping was not that easy to make. Remember that the congressional pork barrel fund is the only thing that made almost all of the solons, senators and

congressmen alike, relevant to the people.

This fund enabled the solons to dispense largesse to their constituencies in terms of projects and favors.

In yesterday’s column I touched on the corruption of this congressional fund just so the solons can have the needed funds to dole out to their constituents needing financial or material assistance that government accounting procedures and the law itself do not allow to be funded through their pork fund.

Of course, the corruption of this fund does not in any way justify the intention of the solons to accommodate the personal requests for assistance by their constituents that can’t be coursed through their pork fund legally. It is still corruption that should be condemned strongly.

What gives?

But even with the scrapping of the congressional pork barrel fund, several sectors of Philippine society are still demanding for its abolition. I don’t know what is there to abolish when it has already been abolished.

The foes of the congressional pork barrel fund insist that the pork fund is still very much alive. Their proof is the allocation of funds to national line agencies for various public services items such as scholarships, poverty alleviation, health and hospitalization, to mention just three of these items.

They want these items scrapped since these are pork funds. Because of these funds a nationwide protest is called come Independence Day on June 12 to denounce them and to demand for its scrapping.

What gives? What do we really want? Do we want to castrate the government from delivering basic public or social services to the populace? What’s wrong with those items?

By all means let’s be vigilant on how government funds are being used to

prevent these funds from being abused. But it is another to render the government inutile in delivering public services by not allotting funds for these services.

That is actually killing the government. Is this what we want to do?

If some of these antipork crusaders truly believe President Aquino is not doing enough to safeguard public funds from being abused, by all means attack him, denounce him, and castigate him in rallies or in social media. But please do not prevent funds from being allocated for public or social services because that is what government is there for.

Preventing the government from doing what it ought to be doing is entirely different and ought to be denounced as well. The issue in this regard is no longer President Aquino and his purported failure to lick corruption in government by safeguarding public funds from the corrupt but destroying, overthrowing the government itself.

Poverty and crime

OVER and over again, it is seen that burglary, robbery and serious assaults occur most frequently in the area where shanties are and the family income is so low that it cannot suffice the needs of the family. The houses are extremely overcrowded with few facilities. Unemployment is very common.

People in this area have little or no formal education at all, and so most are unskilled.

Families are broken up.

The mother has to go out to work and leaves the children behind. With this kind of life, what will happen to the future of this growing child, who are mostly out of school? It is not surprising that they are often the victims of circumstances.

They begin to commit relatively minor offenses such as

Look around at your surroundings…

Crime is a complex problem. It can be classified in various ways. There are crimes against people like rape, kidnapping, murder and assault; also crimes against property include theft, arson, forgery, embezzlement and vandalism;

and the crimes against public order or morality include drunkenness, gambling and prostitution.

Crime has been a rather serious problem the fact that violent crimes have become much more common these years than in the past. Despite repeated crackdown by law-enforcement authorities, the situation many times has not shown any improvement at all. What is even worse is that studies have found out that the crime rate tends

to rise faster when quick changes occur in the society.

Also, crime is related to social values. People were more obsessed with the status, wealth and pleasure.

This change in value must have been an important factor in the mounting wave of crime. It is necessary to emphasize, especially in education the moral values and the traditional virtues of being a good citizen. Bukidnon, MisOr among provinces using outdated property tax scheme -- BIR

he Bureau of Internal Revenue (BIR) on Wednesday has published Tax Watch advertisement, indicating provinces that are using outdated real property tax (RPT), which result to lower income for local government units (LGUs).

According to BIR, 62 out of 80 provinces in the country have outdated Schedule of Market Values (SMV) as of this year in which five out of eight provinces have RPT, contributing less than 5.0 percent to their annual regular income.

“Revenues from RPT sustain LGUs’ delivery of basic services for the people.

Under the Local Government Code, RPT should be based on an SMV that is fair, current, and updated,” BIR stated.

Among these 62 provinces are: Maguindanao which uses 1985 SMV; Basilan, using 1992 SMV; Marinduque

(1993 SMV); Pampanga (1994 SMV); Camarines Sur (1997 SMV); Negros Oriental (1998 SMV); Guimaras, Tarlac, and Zambales (1999 SMV); Benguet (2001 SMV); Bataan (2001 SMV); Albay, Bukidnon, Dinagat Islands, Iloilo, Lanao del Sur, and Quezon (2002 SMV); Aurora, Cagayan, and Zamboanga del Sur (2003 SMV); Aklan, Bulacan, Palawan, Sulu, and Western Samar (2005 SMV); Misamis Oriental, Occidental Mindoro, Surigao del Sur (2006 SMV); Agusan del Norte, Antique, Bohol, Ilocos Sur, Masbate, Sarangani (2007 SMV); Biliran, Camiguin, Davao del Norte, Ilocos Norte, Isabela, La Union, Leyte, Misamis Oriental, Quirino, Rizal, Romblon, Sultan Kudarat, Tawi-Tawi, Zamboanga del Norte, Zamboanga Sibugay (2008 SMV); Apayao, Batanes, Batangas, Cavite, Davao Oriental, Eastern Samar,

Ifugao, Mountain Province, Nueva Vizcaya, Southern Leyte (2009 SMV); Abra, North Cotabato, and Pangasinan (2010 SMV).

LGUs are required to update the SMV and make revisions of property assessments and classification every three years.

Only provinces of Agusan del Sur, Camarines Norte, Capiz, Catanduanes, Cebu, Compostela Valley, Davao del Sur, Kalinga, Laguna, Lanao del Norte, Negros Occidental, Northern Samar, Nueva Ecija, Oriental Mindoro, Siquijor, Sorsogon, South Cotabato, and Surigao del Norte have complied in updating SMV. “When LGUs fail to update their SMVs, they result to limited revenues to the government and cause unjust burden to taxpayers,” BIR noted.

Dipolog receives DAR’s Performance Based Incentive Award

IPOLOG CITY – The Department of Agrarian Reform (DAR) through Undersecretary Rosalina L. Bistoyong recently handed a plaque and a check worth P10.5 million to Mayor Evelyn T. Uy, as Performance-Based Incentive Award to the city government here.

Undersecretary Bistoyong said Dipolog was the first local government unit (LGU) in Zamboanga del Norte to receive such an award.

“We acknowledge the commendable performance of the city governemtn of Dipolog led

by Mayor Uy and the members of Sangguniang Panlungsod in terms of advocating reforms in local governance and support to the development of agrarian

reform communities (ARCs),” Bistoyong said.

Dipolog is a recipient of the Agrarian Reform Communities Project II- Performance Based Grant System (ARCP II-PBGS) Capital Grant by the MDFO-PGB. “On behalf of DAR, we extend our warm congratulations and sincere appreciation to Mayor Uy and Governor Roberto Y. Uy in providing us an

excellent LGU in the inclusive growth agenda of the national government,” added Bistoyong.

The DAR undersecretary also said the city government of Dipolog and the provincial government of Zamboanga del Norte have extended assistance to concerned local government executives in the implementation of essential rural infrastructures, complemented by agri-enterprise driven development and strengthening of local community organizations through the DAR-ADB ARCP II. To date, the MDFO-PGB has approved 46 LGUs as ARCP II-PBGS beneficiaries with an aggregate capital grant entitlement of P356.8 million.

Hundreds of houses burned in Zamboanga City

ZAMBOANGA CITY – More than 300 houses were burned late Wednesday after a huge fire swept through a Muslim neighborhood in Zamboanga City, officials said.

Officials said the conflagration broke out during a power outage in Campo Islam in the seaside Lower Calarian, but the cause of the fire is still unknown.

The fire, which broke out before 7 p.m., lasted for hours and fire fighters had difficulty in controlling the blaze because of the narrow passages in the area.

Villagers, who lost their homes, took shelter in safer areas while the others sought refuge in nearby John Spirig Elementary School.

There was no immediate report of casualties, but many people were hurt in the stampede that erupted in the village after the fire razed wooden houses

Residents tried to protect their houses from the fire by dousing water, but they were no match to the blaze that quickly spread in the neighborhood near a huge oil mill owned by the International Copra Corporation.

Mayor Maria Isabelle Salazar rushed to the area to see the plight of the victims and ordered social workers to attend to the residents with her leading the relief operations.

City Hall also put out pictures on its official Facebook page showing the conflagration.

Police, military urges Sky Eye to file charges vs captors

DAVAO CIT Y - Police and military authorities urged the owner of the Sky Eye, the firm contracted by the Department of Environment and Natural Resources 11 to conduct aerial survey on the National Greening Program plantations to file charges formally against the rebels who abducted five of its personnel.

Lt. Colonel Jacob Thaddeus Obligado, outgoing commanding officer of the 10th Civil-Military Operations Battalion said the idea of not filing charges against the rebels following the commission of the crime is a wrong move.

He said formal charges must be filed against the rebels.

“All our efforts will

be back to zero if we will not file charge with the affected agency and firm not minding the incident,” Obligado said.

He said the rebels will be more emboldened to defy the law, violate the Comprehensive Agreement on the Respect for Human Rights and International Humanitarian Law and commit crimes if appropriate charges will not be filed against them.

Obligado said following the whole-nation approach, all agencies of government and even non-government and civil society organizations should be one with the common end to bring services that will promote peace and development.

Senior Superintendent Joel Pernito, director of the Criminal Investigation and Detection Group in Davao Region said that

a legal offensive must be pursued against the rebels.

He said the rebels can be sued for abduction.

“It is part of our legal offensive in pursuing charges against the rebels for committing abduction,” Pernito said.

Matthew Cua, operator of the Sky Eye said they are still assessing their options following the release of the victims Monday afternoon.

He said their primary concern now is the safety of the victims who have taken a break following a threeday ordeal in the hands of their captors. (PIA-Joey Sem G. Dalumpines)

“This will be conducted simultaneously in all entry points to Mt. Apo,” said Kidapawan City Tourism Officer Joey Recimilla in an interview here.

He said the event will be participated by local and national government agencies and the media. All teams will converge at their specific trails with complementary manpower support and local volunteers.

The different entry points are from Cola, Sta. Cruz; Tamayong, Talomo, Davao City; Balutakay, Bansalan; Kapatagan, Digos City; New Israel, Makilala; Bongolanon Trail, Magpet; and the Mandarangan Trail, Kidapawan City.

A solidarity night is set on June 12 at the Venado.

“Bring provision of food and garbage collection bags or sacks,” said Recimilla.

Garbage collection points will be trail specific and shall be transported back immediately to the nearest collection point/entry

point. All garbage collected at these areas shall be properly weight and recorded.

“We’re targeting a total of 1,000 kilos of garbage to be collected,” Recimilla said.

Garbage at the peak will be brought down to Venado and all garbage collected at the peak and the trails leading to Venado will be transported down to Mandarangan trail for collection/ extraction.

All garbage sacks will be marked and weighed properly at Venado before transported down to Mandarangan collection point and will be weight again upon arrival and recorded.

The Kidapawan City Environment and Natural Resources Office (CENRO) will be in-charge of the collection point and recording of all garbage collected.

The event is supported by the Department of Environment and Natural Resources (DENR) in Regions XI and XII, Department of Tourism (DOT) Regions XI and XII, USAID/B+wiser and the

local government units of Davao City, Sta Cruz, Digos City, Bansalan, Makilala, Kidapawan City, Magpet, Davao Del Sur and Cotabato provinces.

It is also backed up by the City Tourism Office, City Environment and Natural Resources Office, DENRPENRO, PNP, Tourism Police, Energy Development Corporation, Metro Kidapawan Water District, Mt. Apo Foundation Inc., Barangay Ilomavis, Kidapawan, Kidapawan City Tourism Council and Kidapawan City Tourism Association, MADADMA–Tribal Council CADT, Kidapawan Mt. Guide, Kidapawan Porters Association, Kidapawan Mt. Apo Vendors Association, Rover Scouts-Boy Scouts of the Philippines.

Simeon Aquino said the government has already completed 66,813 “backlog” classrooms and 62 million book shortage.

Escalante said that policies such as the 3-day school week and dividing classes into two shifts per day “showed that classrooms and teachers are not sufficient.”

For taxi driver Luis Sexcion, the class shifting is “just a way to accommodate all students.”

Luis’s two children, aged seven and nine, both go to school in shifts in Magallanes Elementary School.

“They both attend in the afternoon. When I was in grade school, even though we had classes whole day, I did not get good grades.

How much more in shorter class days?” he said.

He also belied claims that each pupil owns textbooks saying, that “my children are using recycled books from their older cousins who attended private schools.”

He also complained about paying a total of P2000 for contributions, saying “it is not really true that public (education) is free.”

“Gibayaran nalang para walay samok, wala ko kabalo unsa toy gibayran (I had paid to avoid hassles, although it was not clear to me what I paid for),” he said.

In Kapitan Tomas Monteverde Elementary School, the total size of students grew from 4,300 to 4,800.

A grade 3 class in one shift was 43 last year; right now it’s 50.

The kindergarten class in the school has not yet started as there is only one teacher for 800 pupils.

Kris Mae Bernales, a kindergarten teacher, said the school is still on the process of solving the problem.

“The school is also yet to decide whether to accept late enrollees for kindergarten,” she said.

Escalante said kindergarten teachers are mostly volunteers and are paid lower than regular teachers.

“How can we hire teachers if they are earning wages that are not even enough for them to enroll their own kids to school?” Escalante said.

Department of Education Secretary Armin Luistro said in news reports that they “welcome” the call of teachers for an increase in their salaries but “any changes will be for 2015” as this year’s budget has already been “set.”

However, Escalante is not convinced of the secretary’s statement.

“How come they say there is no budget but there are talks of a textbook scam involving billions of pesos,” said Escalante.

Escalante and teachers from different public schools and youth group Anakbayan lit a candle last Monday to join the nationwide call to increase their salary grades.

The teachers also called for President Benigno Simeon Aquino to certify as urgent House Bill 245 by ACT Partylist.

The house bill demands to increase the minimum salaries of public school teachers in the elementary schools from P18, 549 to P25, 000 and for non-teaching personnel from P9, 000 to P15, 000. (With reports from Ace R. Moradante)

Viñas said the police confiscated five 38-caliber revolvers, one 45-caliber revolver, one 45-caliber pistol, three improvised shotguns, two fragmentation grenades, two samurai swords and various ammunitions from the suspects.

He identified two of the suspects as Marvin Valdehueza and Martin Hanopol.

“Most of the suspects come from faraway places,” Viñas said, adding that the alleged ringleader of the group is from Caraga region.

He said the police conducted the raid with the element of surprise that is why the suspects were not able to fight back.

Viñas added that the Agora cops have increased their operations following a spate of crime incidents in their area of responsibility.

He said the recent crimes committed in the area include robberies and muggings.

He added that they are checking with their counterparts in Caraga region for police records of the suspects who were brought to the Agora police precinct for further investigation.

Governor Yevgeny Vincente B. Emano concurred with the resolution of the Sangguniang Panlalawigan and strongly supported the position to object to CHED’s recommendation to close BSU-ESCs and for DepEd not to lend its facilities to ESCs. The Resolution was passed after a letter dated 19 March 2014 of CHED Chairperson Dr. Patricia B. Licuanan recommended to Department of Education (DepEd) Secretary Br. Armin A. Luistro not to lend DepEd’s facilities to tertiary programs effective June 2014.

Anticipating future actions of the DepEd, the Sangguniang Panlalawigan, through Vice Governor Joey Pelaez, expressed its strong support for the continued

operation of the ESCs in the Province for the welfare of the students.

“The operation of the BSU-ESCs in Misamis Oriental is a laudable and tangible poverty reduction program as it provides tertiary education to poor people and families living under the poverty level in the Province. In fact, most of those enrolled in the BSU-ESCs are working students and those who cannot afford the high costs of education in private colleges and universities or government schools outside their locality,” Pelaez said.

“Such recommendation, if implemented by DepEd, is anti-poor, discriminatory and elitist! If we will allow this to happen, we are making quality higher education INACCESSIBLE to our poor constituents. It will displace around 6,000 students and the operations of the various BSU-ESCs will be paralyzed should DepEd decide immediately not to lend its facilities,” Pelaez added.

During the public hearing, the BSU-ESC Administrators vehemently denied the allegations in the letter of Dr. Licuanan. They said, among others, that: • Each instructor handles only 6 units as teaching load and those instructors who are connected to DepEd have a duly approved PERMIT TO TEACH signed by the Schools Division Superintendent. Thus, there is no truth to the alleged overloading, cutting class time, having decreased efficiency, or teaching without permission from the Superintendent; • Performance levels of the schools where ESCs are located are not also affected based on National Achievement Test (NAT) results; and • All ESCs have contributed to the decrease of drop-out rates in the locality.

The Resolution also notes that 30 years after the ESCs were established, the conditions remain the same, that is, higher education institutions (HEIs) that are accessible and affordable have yet to be created.

Pelaez is optimistic that the Resolution will help in the protection of the welfare and interest of the students of Misamis Oriental. It will be recalled that before Vice Governor Pelaez ran for public office, he was the Executive Director of the Center for Students and Co-Curricular Affairs in DepEd Central Office. Let us remember that Aquino is not the government. The government is us, the people. Do we want to destroy ourselves by depriving ourselves of the public and social services that we rightly deserve through our pooled resources levied from each one of us in the form of direct or indirect taxes?

What is wrong with the congressional pork barrel fund was that the solons exercised so much freedom in deciding how it should be spent. This is very clear as shown in the act of one House member from Pangasinan allocating part of her pork fund to a congressional district in Manila. This is very clear in the act of one Cebu City congressman allocating P400 million to a nearby city to spite the mayor of his city whose guts he hates to the bones.

But it is entirely different for national line agencies to be allocated public funds to enable them to carry out public or social services to the populace. That is the mandate of the government itself. Preventing these national line agencies from being allocated with much needed funds is just like expecting a vehicle to run without gas being pumped into it.

If this is not irrational, pray tell what is?

Emano said that he will always take time to visit

the farthest and the nearest village in Misamis Oriental as part of his commitment to hear and act on the needs of the people.

He said that his visit to Limonda, the almost forgotten tribal village in Misamis Oriental, is part of his administration’s “element by surprise” approach where the provincial government make an unscheduled visit to municipal towns and villages in Misamis Oriental.

During the visit, the provincial government would deliver basic services and provide immediate relief to the needs that the villagers have long before dreamed of, Emano added.

‘Earthquake Intensity Meter’ in Bukidnon mulled

CAGAYAN de Oro City–– The Department of Science and TechnologyPhilippine Institute of Volcanology and Seismology (DOST-PHIVOLCS) would install earthquake intensity meters in select municipalities and cities in Northern Mindanao next year, a Philvocs official said on Wednesday.

Marcial P. Labininay, Regional Director of PHIVOLCS in Northern Mindanao, said that he made the announcement during the Bukidnon Provincial Disaster Risk Reduction Management Council Summit held in Cagayan De Oro on Monday.

He said that the Philvocs will install the “earthquake intensity meters” in the cities of Malaybalay and Valencia and the municipal towns of Quezon, Talakag, and San Fernando, all of Bukidnon.

Another earthquake intensity meter unit would also be installed in the component city of Gingoog City in the Province of Misamis Oriental.
