In his acceptance speech during the installation, BM Navarro emphasized on his responsibility not only as a legislator of the province, but also on being leader of the Masons of Tangub City and as member of the Free

Reynaldo Umali (2nd District, Oriental Mindoro) recommended the suspension of the Interim Mindanao Electricity Market (IMEM) after consumers and utility distributors voiced their objections to the power spot trading scheme during a public hearing in Cagayan de Oro last Thursday.

“It was very clear at the public hearing that the IMEM will not serve the best interests of the Mindanao power consumers,” Rodriguez said.

Rodriguez added that presentations by the academic sector and industry executives “clearly showed” that the electricity market is susceptible to price manipulation.

NGO lauds guv for support vs GMOs

PROSPERIDAD, Agusan del Sur––A nongovernment organization advocating for organic farming here has lauded Gov. Adolph Edward Plaza for his unequivocal stand against the use of genetically-modified organisms (GMOs) farming system.

Dr. Rex Linao, executive director of Foundation for the Development of Agu-

sanons, Inc. (FDAI), said the serious stand of the governor deserves support in the agricultural sector in the province which should now realize the growing global trends in organic farming.

Making a stand with a personal touch, Plaza told participants at the forum of organic practitioners in Mindanao recently held at the Provincial Training Center here how his blood sugar normalized

after two years of eating organic foods.

Linao confirmed that Plaza has made the production of organic black rice as his pet program with 500 hectares developed for the cropping season this month.

Agusan del Sur was named most outstanding province in Mindanao during the 10th National Organic Agriculture Congress held on October 17 last year at the Philippine International Convention

Center in Pasay City.

Agriculture Secretary Proceso Alcala handed to Plaza an incentive of P3 million worth of projects to help develop an organic farming program in the province.

“Organic agriculture is a holistic way of ensuring food safety, health, wellness and environmental sustain-

ability,” Plaza said, adding that he would fully support provincial ordinances as well as provide counterpart funds to projects that will enhance the production and marketing of organic products.

He emphasized in his speech on the big potential of producing black rice and organic products in

the local and international markets.

For his part, Dagohoy Magaway of Go Organic Mindanao, a non-government organization closely working for the betterment of Mindanao through organic farming, reiterated the environmental and health hazards on the aerial spraying of banana plantations.

Women Resource Center of Ozamiz marks 8th anniversary

The celebration, which coincided with the 3rd Family Day for the children of the WRC Day Care Center, was preceded by 10:00 a.m., Holy Mass at the Immaculate Conception Cathedral and a motorcade around the main thoroughfares of the city at 11:00 a.m.

Located inside the Public Mall, a modern version of the public market, the WRC

caters to 89 children aged 3-4 yrs., in pre-school and another 43, aged 4-5 yrs., in Kindergarten due for enrolment in Grade 1, in the incoming school year.

The WRC was established by the Ozamiz City Poor Women Vendors’ Association Inc. (OCPWVAI), which is composed of more than 100 women vendors in the city, who organized themselves to find means to sustain their livelihood, eight years ago.

Legalizing the poor man’s transport in hinterlands “Passengers who are injured or even killed while riding the habal-habal cannot claim benefits because this industry is not covered by insurance. On the other hand, the drivers or operators of the habal-habal face harassment and mulcting from traffic enforcers,” was a terse statement from one Mindanao lawmaker recently.

We cannot deny that there is a need to legalize this poor man’s transport serving the hinterland routes all over the country.

It is not enough that Local Government Units are empowered to regulate the operation of motorcycles-for-hire, locally known as habalhabal, in rural areas. A law is needed to legalize the operation of habal-habal not only as a business opportunity but also to provide transport service for the poor and marginalized, according to some quarters. However, a law enacted must strike a balance between vehicle safety and the problem of transportation.

While it may be true that this mode of transportation is illegal and unsafe, there is also the need to recognize and respect the people’s initiative to solve their transportation problem and compensate the government’s failure to provide them with decent roads where they could safely transport their farm products to market places.

EDITORIAL It is of common knowledge that in rural areas , particularly in remote places where the roads are not passable by four-wheeled vehicles, the habalhabal has become the accepted mode of transportation. It has become a very viable and an important alternative not only for carrying passengers from remote and hardly accessible places, but also in bringing farm products to the markets.

Misamis Occidental Representative Henry Oaminal filed House Bill 2322 which proposes that the operation of “habal-habal,” a common means of transportation in remote areas, be legalized and its operators be required to register their units with the local government.

Earlier, an amendment to the Local Government Code of 1991 sought by a lawmaker, state the following provisions: “Subject to the guidelines prescribed by the Department of Transportation and Communications, the Sangguniang Bayan shall regulate the operation of motorcycles-for-hire and tricycles and grant franchises for the operation thereof within the territorial jurisdiction of the municipality.”

The amendment further provides

that the grantee of the franchise to operate habalhabal shall be authorized to operate on any road within the territorial jurisdiction of the LGU that issued its operator’s permit and must carry not more than four passengers or loads not exceeding 300 kgs. on each trip. For the protection and safety of the passengers, the habalhabal owner or operator shall, upon registration, procure the necessary insurance for the third party liability as provided in the bill.

Under the Oaminal bill, all owners and operators of habal-habal are required to register it with their local government units (LGUs) prior to the guidelines of the Department of Transportation and Communications (DoTC). Habal-habal owners, according to the bill, must also obtain insurance coverage for third party liability prior to application of a franchise for their units. All habal-habals will be prohibited from operating along national highways and that they can only travel at a maximum speed of 40 kilometers per hour.

The proposal is loud and clear. It is meant to address the transportation problem in our remote communities.

But what is paramount is an effective management of the lowly public utility and to protect both the operator and the riding public.

antiquated “tools” to S&Tbased information and tools in designing disaster preparedness plans; and 2) Climate (“panahon”) change (“iba”) compels us to be more prepared for hazards to make our communities safer, Asec. Raymund Liboro said.

In every regional campaign, the S4SC will gather local government leaders from governors to city and municipality mayors, including disaster risk reduction managers or officers.

Asec. Liboro said campaign participants will learn more about S&T-based disaster/weather information and tools and how to use these to make their communities safer and more prepared for disasters.

The DOST and Project NOAH will share to the participants information, tools, and technologies that are crucial in preparing disaster risk reduction plans for their respective communities. Tools and technologies include hazard maps, websites, and apps, among others.

DOST regional offices will organize and coordinate the respective regional activities.

DENR will share its maps, DND-OCD will help local governments prepare their disaster plans using

DOST’s tools and technologies, and the DILG will mobilize local government executives to participate in the campaign and come up with disaster risk reduction plans.

Local chief executives and disaster managers can think and act two steps forward by anticipating and with the use of scientific data and able to know the potential of a hazard to wreak havoc in communities.

The event featured plenary session that discussed the hydrometeorological and geological hazards in Northern Mindanao and an overview of DOST’s National Operational Assessment of Hazards (NOAH) and Disaster Risk Exposure Assessment for Mitigation (DREAM) projects and Office of Civil Defense’s Disaster Information for Nationwide Awareness (DINA) drive.

“Each municipality, city, province and region has distinct landscapes and vulnerabilities. Through this, we hope to learn from each other on how to spur better teamwork among the national government, LGUs and communities because disaster risk reduction strategy calls for us to work together,” said Asec. NPA rebels raid Davao police headquarters

AVAO CITY – Dozens of communist rebels attacked a police headquarters and killed two and wounded three other policemen in a daring raid at dawn Monday in the southern Philippines, security officials said.

The attack occurred even as police and military earlier warned all its commanders to stay on high alert because of intelligence report of an impending raid by New People’s Army rebels.

Officials said two rebels were allegedly slain in a gunbattle with pursuing government soldiers in Davao del Sur’s Matanao

town where rebel forces arrived in trucks and attacked the headquarters that killed PO1 Manolo Booc and PO3 Danny Moalang.

The wounded policemen have been identified as Insp. Renato Uy, PO1 Sherwin Cadungog and PO1 Gilbert Legaspi.

There was no immediate statement from the rebel group about the latest attack, but it had pre viously warned of fresh offensives against police and military targets.

In December, rebel forces stormed a police headquarters in Don Victoriano Chiongbian town in the southern Misamis Occidental province and seized a cache of weapons, including a machine gun before escaping towards Zamboanga del Sur province.

The NPA also raided the police headquarters in Kibawe town in Bukidnon province near Misamis and killed and wounded 5 officers and carted at least 13 assorted weapons. The rebels have been fighting for decades for the establishment of a Maoist state in the country.

Still in the dark 10 days after Mindanao-wide blackout

DAVAO CITY – Ten days after the February 27 Mindanao-wide blackout, Mindanawons are still in the dark as to the cause of the power outage, with the National Grid Corporation of the Philippines (NGCP) and National Power Corporation (NPC) still completing their respective investigations.

“The NGCP and the National Power Corporation are conducting their own respective investigations and are submitting their findings to the Department of Energy (DOE). We shall release a statement once the investigation is concluded,” Atty. Cynthia Perez-Alabanza, NGCP spokesperson told MindaNews in a text message Sunday morning, March 9.

Mindanao suffered an island-wide power outage at 3:52 a.m. on February 27, lasting for several hours, causing inconvenience to residents and huge economic losses for the business sector. The Mindanao grid was reported by NGCP to have been fully re-energized by 12:18 noon on the same day.

A press statement from the Department of Energy (DOE) on Februar y 28 said investigation on the

root cause of the Feb. 27 system-wide shutdown was underway.

The NGCP, according to the DOE, reported that the Mindanao system demand stood at 785 MW and the supply was 853 MW or a 93 MW reserve when the blackout occurred.

“Initial reports indicate that the tripping emanated from the breaker of the Agus 1 switchyard. The breaker or the switchyard of the power plants is the facility that links the power plant to the transmission network,” the DOE said.

Agus 1 hydroelectric power plant is located in Marawi City, Lanao del Sur. The DOE press release listed in chronological order, the plants that tripped, leading to the system collapse: Agus 1 Unit 2, Unit 1; Agus 2 Unit2, Unit3, Unit1; Agus 7 Unit 2; Mt. Apo Geothermal; Pulangi Units 1 & 2; Agus 7 Unit 1; Agus 4 Units 1, 2 and 3; SPPC; Agus 5 Unit 1, Unit 2; Agus 6 Unit 6; STEAG. These plants have a total

capacity of 677.2 MW. The NGCP and NPC were tasked by the DOE to “reconcile their data and provide their respective loggers, which contain the recorded sequence of events,” to conduct technical evaluations of condition of the switchyard and the power plants, while Transco was tasked to interpret the results.

Energy Secretary Carlos Jericho Petilla said “while we are concerned to determine the root cause, what we immediately did is to bring back power first,” adding that “thorough technical investigation is being undertaken to determine the root cause of the blackout and be able to take immediate actions to prevent similar incident in the future.”

-oooTUBURAN, CEBU: EPIC TRAGEDY IN GRAFT, CLEAN WATER: It is really a tragedy of epic proportions that, despite the billions and billions of money in the hands of the Aquino government intended for providing clean and safe drinking water for the poor and the needy in far-flung areas of the country, people in places like Tuburan in Cebu Province could still be downed by typhoid infection due to fecal contamination of their source of water.

President Aquino must investigate why illnesses arising from polluted drinking water can still erupt and threaten entire villages, when, in 2013, he allocated some P1.8 billion for clean water projects, and when, for 2014, some P2.6 billion was authorized by him to be spent to build water wells and systems from Aparri to Jolo.

Clearly, those huge amounts were either unused, or could have been diverted once again. If unused, the executives of government who failed to implement the vision of Aquino to provide clean and potable drinking water to Filipinos living in remote areas must be fired for failing to do their jobs.

If diverted, those responsible for the graft must be prosecuted.

Meanwhile, Zamboanga del Sur DTI Provincial Director Ma. Socorro M. Atay clarified that these facilities are being tagged with “Property of DTI” which means it is still the property of the government, but after two years of successful operations these equipment and facilities will be donated to the beneficiaries at no cost through a deed of donation.

MinDA said MPMC has recommended “quick measures to bridge power supply deficit resulting from the unscheduled shutdown of 210MW STEAG coal-fired power plant” in Misamis Oriental which “remained offline after its plant units 1 and 2 sustained damage to its turbine generating sets.”

“We find it viable to quickly resolve the supply deficit by tapping what is already available in the system, as measures are being exerted to restore affected power plants back online,” the press release quoted Secretary Luwalhati Antonino, MinDA chair, as saying. ing large capacities should be immediately resolved, given the onset of summer when the Agus-Pulangi hydroelectric power complex is expected to have reduced output.

“I understand that the cause of the problem that triggered series of plant trip-offs is still being determined, but such assessment should be done quickly so that corrective actions are put in place to prevent recurrence,” Antonino said.

MinDA said initial technical evaluation indicates Steag may need a “substantial amount of time” to restore two plant units back online. It noted that according to the DOE, the Steag downtime “has brought restoration of Mindanao power supply to only about 80 to 85 percent.”

In Zambaonga City, power outage took eight to nine hours daily from the last week of February to March 5. These days, residents are still suffering from four to five hours brownout daily.

In Kidapawan City, which hosts 100-MW Mt. Apo geothermal power plant, power outage is now four to five hours daily, from two hours daily. Power generated from the geothermal plant goes directly to the Mindanao Grid; there is no direct line from the Energy Development Corporation’s geothermal plant to the Cotabato Electrict Company (Cotelco).

Cotelco is dependent on how much power NPC allocates. Right now, NPC is supplying Cotleco only 11 mw of the 35 mw demand.

In Bukidnon, sometimes the power outage is six hours daily, sometimes four, two and a half. But there was no brownout Saturday.

In Davao City, one-hour rotating brownouts have been imposed by the Davao Light and Power Co. Davao Light has posted on its website a weekly schedule of the rotating brownouts up to March 30.

It said that the duration of the power outage “will still be for one hour only anytime between the given duration” but “this may extend up to two hours depending on the availability of power supply from the Mindanao grid.”

Although the weekly schedule indicates a period, for example, from 1 to 4 p.m., Davao Light said “exact time when the outage will begin cannot be determined because it will depend on the level of curtailment imposed by the National Grid Corp. of the Phils. at any given time of the day and the variability of the load of Davao Light relative to time of the day.”

Residents in the cities of Cagayan and Iligan, however, are not experiencing brownouts. The Cagayan de Oro Power and Light Company (Cepalco) has a coal and solar power plant. Iligan and neighboring towns of Lanao del Norte and Lanao

del Sur host the Agus hydroelectric power plants.

According to Santiago, the 2016 presidential elections will be a test of leadership during these dark days when government is investigating the P10 billion pork barrel scandal involving Janet Lim-Napoles, her dubious non-government organizations, and certain politicians.

“The Supreme Court has declared the pork barrel as unconstitutional. But during the time when pork barrel was still a legitimate exercise of the power to reduce poverty, it became a source of widespread corruption from our elected senators and representatives. This sordid case of plunder in our political history is evidence that corruption is caused by a top-down process,” Santiago said.

Santiago also called on the audience to reject politicians who are “consistently silent on the pork barrel scandal.”

According to the senator, while the pork barrel investigation is going on, particularly on television when the Blue Ribbon Committee conducts hearings and examines alleged witnesses, certain politicians are conspicuous by their silence.

Santiago said silence means that the particular politician is willing to make friends with anybody, right or wrong, corrupt or honest, as long as the politician can gather votes.

“That candidate is an opportunist. He does not act out of conviction, but acts out of what is convenient for himself,” she said.

The plants also attained two million safe man-hours without disabling accidents during its construction phase as validated by the Department of Labor and Employment Region IX. The indigenous people in the area, the BagoboTagabawa tribe, are given the highest reverence as the power plant is part of their ancestral domain.

Power fertilizer ups sugar yield RESULTS of the latest experiment conducted in Hacienda Luisita reveal that Power Grower Combo, a special fer tilizer formulation, can almost double the yield of sugarcane.

For instance, the untreated plants yielded only 88 tons of millable cane per hectare while the plants sprayed with Power Grower C omb o yielded 162 tons per hectare. The tonnage was much higher because in ever y one-meter row of t he spraye d pl ants, there were 19.63 millable stalks compared to only 13.13 of the unsprayed plants.

The untreated plants pro du c e d 1 5 1 b ag s of sugar of 50 kilos each (LKg) whereas the t re ate d pl ants y ielde d 268 LKg per hectare.

There was an increase of 117 LKg. At the current price of P1,520 per LKg, the increase in yield is worth P177,840.

Of course, the sugarmill gets a share of the total yield. In the

c a s e o f t h e u nt re at e d plants, the planter would get a share of 102 LKg out of the 151 LKg per he c t are. On t he ot her hand, the planter of the treated plants would have a share of 182 LKg out of the total production of 268 LKg. The increase of 80 LKg in the share of the planter of the treated plants is currently worth R121,680. And the cost of the sprayed material is not even worth R3,000.

The experiment was conducted by Mauro J. Merculio, an agriculturist from Tarlac w ho is b ot h a pl anter and a res e archer. T he research was conducted f rom D e c e mb e r, 2 0 1 2 up to Nove mb e r 2 0 1 3 in Hacienda Luisita.

In the trial, eight replicates were conducted. A first group of sugarcane rows were sprayed with Power Grower C omb o on Februar y, 11 and on June 13, 2013. A second group was sprayed only once on June 13, 2013.

Meanwhile, a

sugarcane planter f r o m Ne g r o s w i t h 5 5 hectares reveals that Power Grower C omb o re a l ly works wonders.

He is John G eolingo o f Hi n i g a r a n , Ne g r o s Occidental. In a telephone inter view, he said that he used to get a yield of 4,000 (LKg) from his 55 hectares when he was not yet applying Power Grower Combo. At this time, he has already gotten 7,300 LKg and he still has 8 hectares left for milling.

Geolingo has been doing his own experiment. In the last season, he sprayed Heavy Weight Tandem together with Power Grower Combo when his plants we re fou r mont hs ol d at the rate of 1.5 kilos of PGC and 1.5 kilos of HWT. Heavy Weight Tandem is another formulation

the canes, hence higher s u g ar y i e l d . G e o l i ngo said that when was using only PGC, he only got 1.7 LKg per ton cane. With Heavy Weight Tandem, the sugar yield increased to 2.01 LKg per ton cane.

Puyat says that Power Grower C omb o accelerates the growth of young plants. Spraying could be done as early as when the plants have four to six leaves. This will induce them to produce longer roots and t a ke up nut r ients f r o m t h e s o i l f a s t e r.

T hu s h e r e c o m m e n d s that the usual fertilizer should be applied to t he s oi l. A nd t he s oi l should be kept moist before spraying Power Grower Combo and Heavy Weight Tandem so that the nutrients can be absorbed by the roots.

Puyat adds that Heavy Weight Tandem contains higher potassium plus 11 chelated micronutrients.

This induces the plant to produce higher sugar content in the stalks.
