Policeman who tests positive in shabu faces dismissal GENERAL Santos City–– The Police Regional Office 12 has dismissed from service one of the four policemen here who were earlier charged with murder in connection with the killing of a criminology student who was mistaken as a motorcycle theft suspect during a police operation in July.

Chief Supt. Charles Calima Jr., Region 12 police director, said Monday he endorsed the dismissal and separation from active service of Police Officer (PO) 2 Arnold Sua for violation of the Philippine National Police’s (PNP) drug policy.

He said Sua had tested positive of metamphetamine hydrochloride or shabu in a drug test conducted by the city police’s scene of crime operations (Soco) unit following the controversial operation.

“His (Sua) separation order has come out already,” Calima told reporters.

The PNP’s policy guidelines regarding use of prohibited drugs has set the outright dismissal from service of any police personnel who will be tested positive of drug use.

“If a policeman turns out positive of using illegal drugs, he or she already failed to meet the continuing requirement of being a member of the PNP, that is to remain as drug-free,” the official explained.

ZAMBOANGA City––Authorities said a total of 34 hostages had either escaped or freed by rebels in the besieged city of Zamboanga in Mindanao where sporadic fighting continues.

Misor vice guv sends sangguniang workers to four-day seminar MISAMIS Oriental––True to his promise of professionalizing effectively the entire SP employees, VG Joey Pelaez personally managed and designed the program flow of the Sangguniang Panlalawigan (SP) first Team building and Strategic Planning at Duka Bay Resort, Medina, Misamis Oriental on September 12-15, 2013.

Very particular with the content and substance of the four-day activities, VG Joey went to the extent of inviting Resource Persons from various fields of expertise from personality development, Strategic planning and Workshop, and Branding for the 4-working days of the said activity.

On the first day, SP employees underwent a Teambuilding and Personality development session facilitated by Mr. John Paul Lanot, a TV and Event Host, TV and Voice talent, and a Motivational Speaker. During this session that SP employees get to be informed and reminded, through their openness and personal admissions, of the present working environment and occupational and professional relationships.

On the second day, it was another serious session of Strategic Planning and Workshop facilitated by Mr. Rudenio C. Eduave, a Human Resource Management and Organizational Development Consultant.

Mr. Eduave discussed and reinforced the appropriate strategic methodologies on crafting the SP employees’

vision, mission and the formulation of short, medium and long-term plans. One staff during the said session admitted that the she was very fortunate in having participated in the session.

She added that SP has four interconnected and interdependent functions among Legislative, Administrative, Communications and IT divisions.

On the third day was the seminar on Misamis Oriental branding presided by Mr. Benralph S. Yu, a Corporate Management Trainee of Nestle Philippines and Ms. Kathryn Gayle S. Quiwa, a fourth year student from Ateneo de Manila University.

The speakers were successful in engaging SP’s employees of classifying and defining Misamis Oriental SP brand “A Happy Mis.Or.” in the daily exercises of the various functions of the SP office.

At the night of the third day and the fourth day was the culmination of the seminar of SP employees where VG Joey Pelaez gave a speech. In his speech, VG Pelaez reminded SP employees really work in delivering the best services they can render to the people of Misamis Oriental. He also reassured to SP employees that his office will be very supportive and more delighted to be of help and instrument in the development and professionalizing the SP employees which the Vice Governor hopes to aid for a better and a truly working Sangguniang Panlalawigan.

No more exemptions of authority to print receipts CAGAYAN de Oro City–– No more exemptions would be extended to all business enterprises in the city and the rest of the region by using the old Authority to Print (ATP), the Bureau of Internal Revenue (BIR) said on Monday.

The use of the old ATP has already lapsed after the deadline on August 30, 2013, Samson Q. Carcueva, Assistant Revenue District officer of BIR-10, said.

Carcueva said that all principal and supplementary receipts /invoices printed prior to January 18, 2013 are no longer valid, business sectors caught using the dated receipt after the deadline will be slapped with a penalty of P1000 to P50, 000 if not the agency

will resort to drastic measures such as the shutdown of the establishments.

He said that the new revenue regulation aims to curb abuses in the use and issuance of official receipts, sales invoices and other commercial invoices.

Based on the BIR RR No. 18-2012, all business taxpayers were required to apply from the BIR an Authority to Print (ATP) for the printing of new sets of their principal and supplementary receipts/ invoices on or before April 30, 2013.

In giving leeway to the business sectors an extension was set to another deadline which is August 30, 2013.

According to the new

order the ATP is issued per establishment (HQ or branch) valid only upon the full use of inclusive serial numbers of all invoices or five years from issuance, whichever comes first.

Carcueva said this also serves as the regulation was a necessary reform to address serious problems, including the proliferation of fake receipts that are being sold to tax evaders and smugglers, and unscrupulous acts by some BIR personnel whose relatives used to own receipt printers previously accredited by the BIR. Carcueva said the BIR in Northern Mindanao would strictly campaign against tax evaders in the region in order to meet

the quota in the revenue collection which was 28 percent higher than last year’s collection of P390 million.

He said that the BIR would also conduct the tax compliance verification drive of tax mapping to more than 30,000 registered big time and small business establishments here.

The tax mapping would identify taxpayers who failed to apply to the ATP receipts, Carcueva added.

Carcueva urged the business sectors to surrender all unused/unissued receipts/invoices to the RDO where the taxpayer is registered on or before the 10th day after the expiration of the validity period for destruction. LRJ

No need for loyalty check among MNLF integrees in Army’s 4ID, says spokesman

CAGAYAN de Oro City–– There is no need for a loyalty check among former Moro National Liberation Front (MNLF) members who have been integrated as soldiers in the 4th Infantry Division of the Philippine Army.

Capt. Christian Uy, spokesman of the 4ID based in Cagayan de Oro City, said the integrees don’t have to undergo a loyalty check because they have sworn in as protectors of the country.

The question was raised Monday by reporters as fighting in Zamboanga City between the military and MNLF continues.

Uy said that there is a “considerable number” of MNLF integrees as mandated by law.

He added that there has been no case of disloyalty among those under the 4ID command.

Uy could not say if there are integrees who have been sent to Zamboanga among the Philippine Army soldiers.

Mining firm protects 1,000 has of forest

ROSARIO, Agusan del Sur—A mining company has adopted 1,000 hectares of forest lands within the claimed ancestral domain claims of Manobo lumads under its care and protection from illegal loggers and timber poachers.

Philsaga Mining Corp., the province biggest company and Mindanao’s top gold producer, has signed a memorandum of agreement with the Department of Environment and Natural Resources and local government units to spearhead a no-nonsense forest protection program covering 1,000 hectares of forest land inside the Certificate of Ancestral Domain Title no. 78 of lumad group called CAMMPACAMM in Rosario town.

Over 200 guests and stakeholders attended the significant ceremony to mark the MOA signing of “AdoptA-1000-Hectare Mountain Forest Program.”

Philsaga has been in the forefront in environment protection initiatives as part of the company’s serious commitment to be socially responsible for the well-being of communities amid the recent global challenge on the effects of climate change.

Gov. Adolph Edward Plaza lauded Philsaga’s efforts that will benefit the environment and host communities as he stressed in the important need for everyone to be vigilant and take part in saving and protecting the environment.

Aside from forest protection, Philsaga has also spearheaded an “Adopt-A-Creek” program to rehabilitate natural waterways in the neighbouring communities which has been destroyed by destructive irresponsible small-scale mining activities which are aplenty in this gold-rich town.

ribbon cutting and turnover ceremonies.

Local residents witnessed the blessing of the pump house and deep well, and the fire hydrant.

To show confidence of its potability, DILG personnel present took turns in drinking the water through the hydrant.

The turn-over was followed by the signing of the Certificate of Project Completion and Certificate of Acceptance.

TESDA-Caraga announces free assessment, certification

BUTUAN CITY – To expand clients’ access to assessment and certification program, the Technical Education and Skills Development Authority (TESDA-Caraga has announced its free assessment and certification.

During the program launching at the MultiMedia Center (MMC) of Saint Joseph Institute of Technology (SJIT), this city, TESDA-Caraga Regional Operations Division (ROD) Chief Braulio dela Peña said the activity is being pushed by TESDA

BUTUAN CITY - -- The Sustainable Livelihood Program (SLP) of the Department of Social Welfare and Development (DSWD) Caraga Regional Office released on Monday some P3 Million to 300 Pantawid Pamilya beneficiaries in Las Nieves, Agusan del Norte.

The financial support was expected to help the beneficiaries, who will be graduating from the program next year, to have another livelihood so that education, good health and nutritional condition of children are ensured.

DSWD Caraga Assistant Regional Rirector for Operations Mita G. Lim and Las Nieves Mayor Avelina S. Rosales distributed the checks to the beneficiaries.

LGU's to share funds for the October BSK elections

OROQUIETA CITY, Misamis Occidental -- All local government units (LGU) have been required to set aside amounts for the conduct of the 2013 Barangay and Sangguniang Kabataan Elections (BSKE).

Such amount, however, shall in no case be less than P10,000, but not more than 10 percent of the general funds of the barangays which have been set aside for the SK, the Commission on Elections (Comelec) said.

This provision is pursuant to Comelec Resolution No. 9739, entitled "In the Matter of Collecting the Shares of Barangays to Augment the Funds to be Used for the Conduct of of the 2013 BSKE." Any and all amounts forwarded to the Comelec pursuant to this resolution shall be used primarily to defray the expenses of the board of election tellers, particularly, their transportation allowance in the amount of P500, each, and for their additional honoraria, trainings and meetings.

As provided in Comelec Resolution NO. 9739, the amount shall be re-

leased by the LGU's to the Election Officers, who are directed to extend cooperation and assistance in the disbursements of these amounts, Atty. Cirilo E. Nala, Jr., Provincial Election Supervisor (PES) of Misamis Occidental, said.

In i nst anc e s w he re there is no appropriated fund for a barangay, the LGU concerned shall ask for the supplemental budget from the Department of Budget and Management (DBM).

Meanwhile, Comelec Resolution 9739 seeks the assistance of the Department of Interior and Local Government (DILG), COA and DBM for the collection of funds from the LGU’s.

Group discovers large-scale mining operation in Bukidnon town

IMPASUG-ONG, Bukidnon – Large-scale chromite mining activities allegedly operating illegally have invaded a proposed “minahang bayan” (people’s mining area) straddling two villages here, the newlyformed caused-oriented group Barog Bukidnon said.

Last month, proponents for the declaration of the 2,000-hectare minahang bayan told residents during a consultation that they need the measure to protect the town from large-scale mining operations.

In a report to the Department of Environment and Natural Resources (DENR) on September 13, Barog Bukidnon showed photos from an ocular inspection in Sitio Abaga, Barangay Impalutao, Impasug-ong town last week that a large-scale mining operation exists in the area.

“Barog Bukidnon and concerned individuals/ groups find it to be improper and hazardous considering the destruction it may cause not only in the locality but even in the neighboring places in the eastern part of Misamis Oriental,” Emma Molina, the group’s chair, said.

Barog Bukidnon furnished copies of its report to President Benigno Aquino III, Interior and Local Governments Sec. Mar Roxas, local government officials and church leaders.

The report, prepared by San Isidro College professor Fred Martinez, said that mud from the chromite separator equipment used in the operations flows to the Dila Falls and into Tagoloan River.

Barog Bukidnon said the situation they found in Sitio Abaga, a guarded area, shows “that what was permitted to be small-scale mining is actually operating on a large-scale basis.”

According to the group, the mining operator, which it did not identify, uses a jackhammer, a spiral flusher to separate chromite and water pumps. “(The high-grade chromite) mining operation is rather a large-scale mining operation,” Martinez added in his report, which he presented to the meeting of the leaders of the Diocesan Commission on Tuesday.

The day before, the group presented the report to Malaybalay Bishop Jose A. Cabantan, who backed

plans by the group to widen the campaign opposing mining in Impasugong to the towns of Tagoloan and Vilanueva in Misamis Oriental, which are downstream of the Tagoloan River. They said they will seek the help of Cagayan de Oro Archbishop Antonio Ledesma.

Martinez said the mudflow contributes to the siltation of the Tagoloan River.

“No mining (activity) considered as responsible would look like the evidence we found,” said Martinez, who heads the Barog Bukidnon affiliate group Task Force Against Corruption.

The group cited that the Abaga mining site is small compared to the one in Kapayawan Mountain, where the group failed to enter due to heavy security.

Barog Bukidnon said mining interest in the town is fueled by the prospect of gold and other minerals in Impantaw Mountain, the main target for mineral extraction in the area.

The group vowed to oppose mining in Bukidnon to protect the environment from the ridge in Bukidnon to the reef in Macajalar Bay in Misamis Oriental.

The municipality of Impasug-ong was declared the “Tribal Capital of Bukidnon.” About three-fourths

of its 42,972 population belong to the Higaonon tribe spread in 13 barangays of the town’s 107,167 hectares land area.

Municipal officials, during the consultations late in July and early August in barangays Kap. Bayog and Impalutao, said they need to declare the area as minahang bayan so that large-scale mining will not penetrate the town.

Noel Lumoyod, Impasug-ong municipal environment and natural resources officer, told villagers that mining is a national policy and to ensure it is “operated sustainably,” a local mechanism must be put in place to ensure protection.

He said the municipal government will put up its own protective policies as the national mechanism had to be customized to fit the local situation.

Former mayor Joy Okinlay said they are not converting the whole town into a mining area, noting “they will keep the zones to ensure there will be areas dedicated to mining, agriculture and tourism.“ She also denied that mining operations destroyed the Dila and the Tagoloan rivers, blaming instead agricultural companies for the damage. mining | page 9

-ooo“IS ZAMBOANGA CITY REALLY UNDER SIEGE”? A live report by ABS CBN reporter Jorge Carino on the Zamboanga City siege last week gives rise to a vital query: is there really a siege of the city by the Moro National Liberation Front (MNLF)?

This question is also giving rise to a second important question: are there really MNLF rebels in the area?

In his report, Jorge Carino showed his interview of a retired lady professor, Dr. Marietta Banzon Galvez, who drove a car out of the corner of Evangelista Street and Lustre Street in Sta. Catalina, Zamboanga City, right after the place was heavily bombarded with gunfire and tank artillery by the military.

-ooo“GUNFIRE COMING ONLY FROM MILITARY”: Dr. Galvez, who was with another woman and a child according to Carino’s report, disclosed that not only were they running out of food supplies as a result of the supposed fighting in their area. She also clarified, quite clearly, that there were no MNLF men in their place, and that there was no one from the place where she resides that was firing any gun. In Filipino, Dr. Galvez also said something that would belie claims that, at least in Sta. Catalina, there is a fighting going on between MNLF rebels and the soldiers who have been there for more than a week now. She said the gunfire were apparently coming only from the military.

I hope this is satisfactorily clarified by the government.

AMBOANGA CITY – More than 90 children of evacuees are gathered at the temporary shelter provided by the Department of Social Welfare and Development (DSWD) as a makeshift day care center at the heart of the Joaquin Enriquez Memorial Sports Complex here.

“They are just some of the children of the evacuees here in the complex to whom we are providing learning activities to.

It’s like a temporary class for a day care center, where we give them activities like drawing, writing, coloring, and some reading or story-telling,” said Anne Aguilar, a volunteer teacher.

Aguilar works at Bethany Child Development Center, one of the private schools in the city providing primary education.

The activities, Aguilar explained to MindaNews, are creative diversions for children and at the same time one way to keep them safe and intact while parents are queuing for food, medicines, blankets, mats, and other supplies.

The DSWD Day Care Center at the evacuation site is headed by Grace Ojales, who heads the San Jose Gusu Day Care Center. The Center was established to keep the children’s hopes high, so that trauma will not be deeper, shared a DSWD worker who refused to be named as she preferred that

her office’s purpose in putting up the center be emphasized.

“Other teacher-volunteers are nursing students from the Western Mindanao State University (WMSU),” Aguilar added.

Another student-volunteer from the Zamboanga State College of Marine Sciences and Technology (ZSCMST), Ibno Nurham, told MindaNews that children are also grouped together not only for them to do creative activities amid the tension at the complex, but to complement the standing rule in the provision of supplies for evacuees who are not allowed to queue with children in tow as to control the supply distribution and ensuring that every family gets a pack.

Meters away from the makeshift center is a smaller tent with the fewest number of persons lining up, the Women-Friendly Space.

One of the volunteers stationed there, Lulu Mangaoang, said that the there are only a few women lining up in the area because it is “a space dedicated

for lactating mothers.”

“We are providing in this area malunggay arroz caldo, which is proven to be nutritious for lactating mothers. Malunggay kasi ang nagpapagatas sa mga buntis (Malunggay enables a pregnant woman to lactate),” she said.

Across the fields are more than 24,000 persons from 6,000 families, all internally displaced due to the armed conflict in six communities in Zamboanga City between government troops and combatants from three commands of the Moro National Liberation Front (MNLF). Food and water

supply have continuously been given by the city government through its various offices, the United States Agency for International Development (USAID), Tzu Chi Foundation through its Zamboanga City Office which is the first socio-civic group responder, and many other volunteer organizations.

The conflict is now on its seventh day, and while no ceasefire was ever officially declared and neither has the city been declared in a state of emergency, the exchange of gunfire has minimized this day.

Civilians in line of fire in Basilan assault ZAMBOANGA CITY – The Mindanao Human Rights Action Center has expressed concern over the plight of civilians in the southern Philippine province of Basilan where military assaults continue the past days.

Troops were firing 105mm cannon on Moro National Liberation Front rebels and Abu Sayyaf militants blamed for a series of attacks in Basilan, one of five provinces under the Muslim autonomous region.

Military bombardments were also reported in several towns where rebels had been sighted, but it also put in danger civilians near those targets.

The assaults triggered an exodus of civilians and many of them are staying in temporary shelters, but food supply is depleted due to the suspension of boat travels from Basilan to Zamboanga City where security forces are also battling a faction of the MNLF since September 9.

Gensan city hospital faces full audit for ‘poor services’ G E N E R A L S a nt o s C i t y – – T h e C om m i s s i on on Au d it ( C OA ) in Region 12 has launched a full financial and systems audit of the city hospital here amid mounting questions from the public over its supposed inadequate and poor services.

City Mayor Ronnel Rivera said the local government has requested the conduct of the full audit on the hospital to clarify some issues regarding its mandated services and operations, specifically in the utilization of its allocated funds.

He said the audit, which the city government formally sought in a letter addressed to COA Region 12 officer-in-charge Arlene Re yes, als o aims to determine what should be done to improve the hospital’s systems and to make its operations more transparent.

The mayor said he has assigned a team to work with the C OA auditors regarding the ongoing audit of the facility.

“We need to fix or restructure the hospital’s systems to make its ser vices to our residents more effective,” he said.

In this way, we can be sure that the quality of works and services that these workers offered, have passed the national and international standards,” Sunico further said.

NATCAC is a synchronized conduct of competency assessment and certification in identified key qualifications that are critical, hard to find and with high industry demand.

Citing complaints and observations from the public, Rivera said the city hospital appears to be experiencing serious shortage on medicines and related supplies.

“We have the funds but we also know that our medicine supplies are always short,” he said.

The city government and the provincial government of Sarangani have a standing agreement for hospitalization partnership that allows the admission to the hospital of referred patients from Sarangani Province.

GENERAL Santos City–– Police authorities tagged on Monday an alleged member of the Moro National Liberation Front (MNLF) as behind the foiled abduction of a 73-year-old businesswoman in Midsayap town in North Cotabato on Sunday.

Chief Supt. Charles Calima Jr., Region 12 police director, said in a statement that three suspects who were arrested following the kidnapping attempt have pointed to an MNLF member identified as alias Anwar Gayak of Poblacion 1, Midsayap as the brains behind the incident.

The DOH has also allocated additional funds for the construction of its second level, which will house the obstetrics ward and private wing, gynecology ward, operating room/deliver y room and pediatric intensive care unit room.

Of the three chromite mining permits in Impasugong, only that of Rowena Omante in Kibuwa, in Barangay Impalutao has not expired. Approved in June 7, 2012, it is due to expire in 2014.

Those granted to Christopher Maandig in Impalutao and Alfredo Lagunday in Kap. Bayong had expired in September 2010 and June 2013, respectively.

Aside from the proposed minahang bayan in Impasugong, there are also proposed similar declarations in Libona and San Fernando towns, which have not issued smallscale mining permits so far.

DAVAO CITY - Food and culture from this part of Mindanao was featured in the Davao Cultural Festival held in Beijing, Peoples Republic of China.

Hosted by Marco Polo Parkside (Beijing) the festival featured the Kalumon Performance Ensemble who will be performing indigenous inspired songs and dances at the hotel until September 27.

During the opening last September 9 guests and visitors tasted Davao-based cuisine prepared by team of the celebrity Chefs Gene and Gino Gonzalez.

Among these dishes include Kinilaw (tuna with vinegar) and Pomelo Salad followed by the Davao Malagos cheese as sidings to the dried shrimp. Lechon manok (roasted chicken) and grilled tuna panga (tuna jaw) were some of the main offerings at the Filipino buffet spread.

The Festival is a joint project of the Department of Tourism (DOT) with partners Marco Polo Parkside and Cebu Pacific. It is part of the DOT program on increasing the awareness on Davao in the lucrative Chinese market particularly in Beijing, the event hopes to entice Chinese tourists to visit Samal and Davao

cities.

"We are working closely with the airlines to connect Davao directly to our markets especially China."

According to DOT Regional Director Art Boncato who stressed on the importance of connectivity between Davao and China.

Among the guests during the opening were Minister and Consul Donna Rodriguez who represented the Philippine Ambassador to China. She was accompanied by officials from the Philippine Embassy and the Philippine Department of Tourism -Beijing office represented by Mr. Warren Palacio.

Camp Crame to PROs: Confine MNLFs to their areas

CAGAYAN de Oro––The police in the region are not remise in their monitoring of movements and containment of Moro National Liberation Front members to their areas of assignments as well as that of other armed groups that may lead to escalation of the armed conflict to Northern Mindanao.

Police Supt. Ronnie Francis Cariaga, spokesman of the Police Regional Office 10, said the standing order from Camp Crame is confinement MNLF members to their areas of assignment, including integrees.

Cariaga said aside from the 120 policemen deployed to Zamboanga City as reinforcement force earlier, PRO 10 has placed on standby units ready for deployment, saying they are just waiting instruction from Camp Crame.

Petron runs the table, finishes 8-1 with win over GlobalPort It wasn’t pretty, but the Petron Blaze Boosters sides anew, 63-54. A pull-up made sure their undefeated run was not going jumper by Sol Mercado and an and-one play by former to end in the elimination round.

Petron dispatched the Globa lPor t Batang Pier, 101-90, on Sunday at the Cuneta Astrodome, in the 2013 PBA Governors Cup. The victory gave Petron a league-best 8-1 record, thanks to an eight-game win streak after losing their first assignment. They’ll be the top-seeded team once the quarterfinals begin in a week and a half, armed with a twice-to-beat advantage.

GlobalPort on the other hand sank to 3-5. Though the game was a non-bearing affair for Petron, a win for the Batang Pier could have put them in a better position playoffs-wise.

The two teams played each other tight in the first quarter, with a tied ballgame at the 4:50 mark, 17-all.

The PBA has released its schedule for the rest of the 2013 PBA Governors’ Cup. After the elimination round, the top four teams will gain a twice-to-beat advantage against the next four teams. The two teams with the lowest records will be eliminated.

September 23, Monday, is tabbed for playoff games in case there are ties between the fourth and fifth teams and between the eighth and ninth teams. If there are no ties, this game day penciled for the Cuneta Astrodome will remain vacant.

The quarterfinals will start on Tuesday, September 24, with four teams seeing action. The other four teams take the court on the following day. The PBA will hold the games at the Smart-Araneta Coliseum on both days.

If the bottom four teams score victories, the quarterfinals will be extended to September 26 and 27, Thursday and Friday, at the MOA Arena.

The best-of-five semifinals will start on September 29, Monday. Only one game will be played per day so the semis can stretch on until October 9 if necessary.

The 2013 PBA Governors Cup Finals will tip off at the MOA Arena on October 11, Friday. The best-of-seven finals series will follow the PBA’s regular WednesdayFriday-Sunday schedule. Games 1 and 4 will be at the MOA Arena and the rest of the games will be played at the Smart-Araneta Coliseum.
