Bus operators urged to adopt ‘counter terrorism’ measures By MARK FRANCISCO of Mindanao Daily News

The Land Transportation Franchising and Regulatory Board (LTFRB) on Monday has issued a memorandum to all bus operators and drivers plying within Northern Mindanao to implement measures to counter terrorism Su lt an Ma n d a n g a n Darimbang, LTFRB regional director, said that the LTFRB formulated the measure as part of the strict security policy to secure the commuting public. Under the Memo Order, the bus operators should put a sticker to baggages with corresponding number while the other half is kept by bus personnel for record purposes. On disembarking, the passenger would then surrender the other half of the bus personnel. Along this line, the

LTFRB 10 has also designated loading areas, even for non-air conditioned buses so passengers could not simply embarked anywhere. This is to prevent a repeat of the December 2014 bombing of a nonair-conditioned bus near the Central Mindanao University (CMU) gate in Musuan, Bukidnon. The agency has designated a total of 38 loading and disembarking areas for the Cagayan de Oro-Davao route, 27 for the Cagayan de Oro-Kadingilan route, 18 for the Cagayan de Oro-Balingoan route, 48 for the Cagayan de OroTacurong route and 35 for the Cagayan de OroBanisilan route. Before this policy has been formulated, air conditioned buses plying these routes already have predetermined disembarking areas.

Groups demand probe on Mamasapano encounter

AVAO CITY- Various groups called for an impartial and independent probe following the fatal operation of the Philippine National Police Special Action Force (SAF) in Mamasapano, Maguindanao last January 25.

According to Gabriela Women’s Partylist representative Luzviminda Ilagan President Benigno Aquino III should be held accountable for the incident, saying that “the truth behind the Mamasapano operation should be unearthed and those responsible for leading the 44 fallen SAF elements to their inevitable carnage and for the deaths of at least 18 others including a 5 year-old girl and six civilians must be held accountable,” Ilagan said. Ilagan said: “(P)utting a suspended police chief at the helm of the Mamasapano operation while claiming ignorance despite his presence in Zamboanga City a day before the incident now

appears to be calculated acts meant to avoid accountability.” Initial reports sent by Kawagib-Moro Human Rights Alliance based in Cotabato City cited several victims of extrajudicial killing, death due to indiscriminate firing, and more than 1,500 victims of forced evacuation. Aside from the 44 SAF members, five-year old Sarah Panangulon and six other civilians who were preparing for morning prayers at a nearby Mosque, and 11 MILF fighters also died. In the morning of January 25, while residents of Brgy. Tukalanipao, Mamasapano, were preparing for their morning prayer,

PNP-SAF entered the community and started firing at the house of Tots Panangulon, on suspicion that members of Jemaah Islamiyah were hiding there. Panangulon, died while her father Tots and mother Samrah were injured. Kawagib also reported of a farmer, Badrudin Langalan, who was found hogtied and dead at a bridge at Barangay Tukanalipao. “His body was riddled with bullets, his eyes gouged,” Kawagib said. Sarah Lawani Langalan, Badrudin’s wife, said her husband passed through the bridge to go to Brgy. Tukanalipao crossing to have his cellphone charged. The wife believed he met members of SAF. The local government of Mamasapano also reported five persons who died inside the Islamic Center in the village of Inubog, Barangay Tukanalipao. They were praying when members of the SAF fired at them.

Witnesses believed that the SAF suspected there were JI terrorists among them. Three other still unnamed civilians were wounded in the incident. “It appears now that the operation meant to arrest Marwan, was clearly designed and instigated by the US government’s war on terror,” Ilagan said. Ilagan said the incident now in Mamasapano “demonstrates the dangerous consequences of allowing the US operating and intelligence troops to maneuver unhampered in Philippine territory” with Filipino communities reduced as “collateral damage.” “We are all practically targets,” Ilagan said. Protest actions also marked the national day of mourning Friday. Youth group Anakbayan held a protest action along Roxas Avenue Friday night to call for President Aquino’s ouster following the incident in Maguindanao. “Aquino admitted that he knew about the opera-

CAGAYAN de Oor City-Judicial works continue today despite the destruction to the Hall of Justice building by the Friday night fire, killing two persons and destroying the edifice and court documents. Regional State Prosecutor Jaime Umpa says some of the court branches have occupied the City Tourism Office while others put up tents within the parking lot inside the compound of the Hall of Justice. Umpa says the fire will not hold them from accepting the filing of cases. Court employees have passed a hat for donations to the court aide and security guard killed in the conflagration. Court aide Jeffrey Uban and Benjamin Buna, secu-

rity guard, were found dead after the fire, which started around 9:30 p.m. was put off around 2:30 a.m. the next day. The Bureau of Fire and Protection (BFP) has yet to assess the damages incurred by each of the branches, but initial estimate was placed at 28 million pesos. The fire reached General Alarm level, totally destroying the two-storey building, located at Cogon, this city. Two trial court branches, Branch 40 and 41, were spared because they are located in a separate building. The destroyed CDO Hall of Justice housed 28 courts, the city prosecutors office and the Misamis Oriental provincial prosecutors office. The rights of the taxpayers

I was caught by some of the issues raised by the “Netizens” about the lopsided encounter between the Moro rebels and the government’s Special Action Force (SAF). But, the more I was stunned when the SAF members bluntly expressed their disgusts over the way the people in power are running the affairs of the government. The Netizens expressed their outpouring condemnation of the government’s apparent lackluster treatment of the incident where 44 SAF members died of a clash in Mamapasano in Maguindanao last Jan. 25 2015. By now, the Central Mindanao town of Maguindanao has gained the notoriety of being the country’s most scandalous lair of criminal elements where two unforgettable carnage occurred. The two incidents are in stark contrast with each other though. While the unarmed civilians were the first victims of the otherwise known as “political carnage,” the second group were fully armed and highly trained special forces of the government. First, the killing of 57 innocent civilians, most

of them members of the press, sometime on November 23, 2009 dubbed by the Committee to Protect Journalist as “the single deadliest events for journalists in history thereby gaining the country’s shameful compliment as the second most dangerous country for journalists, next only to Iraq at that time.” The recent carnage of the SAF elements in Maguindanao would definitely gain the country another disreputable honor as the world’s “abysmal” special forces, next only to none. Thus, no thanks, to the obtuse handling of the government’s “mission” that turns into a bloodbath. Certainly, the military top brasses and the government that include President Aquino, being the Commander-in-Chief, could not escape the repugnance of an angry citizenry. Many commentators (and count me in!) got the opinion, that terminating a foreign policy consensus to get Brussels to relent on a financial deal is indeed a wrong strategy. Just hours after forming a government, Alexis Tsipras started his first major quarrel with the rest of the European Union. He is not willing to sign a joint declaration by the EU’s heads of state and government on possibly toughening economic sanctions against Russia in the Ukraine conflict. The new Greek government is canceling that consensus, and that could plunge the EU into a dire political crisis. Today, I talked with several German businessmen, who shared the same fears with

me. The European Union has always faced political blackmail by members interested in pushing through their own economic interests. Within the bloc, many governments have resorted to the instrument - the difference being that Alexis Tsipras is acting from an acutely precarious economic situation and has no allies in the EU. I strongly agree with different European columnists in saying that his behavior is awkward and unprofessional. Greece needs the EU, so efforts toward reaching a consensus and harmony are called for. At the very latest at the first summit in two weeks’ time, the other heads of government and state must put the recalcitrant revolutionary in his place. Greece needs the EU. 9 NPA rebels surrender to EastMinCom troops

ARAGA - Nine New People's Army (NPA) fighters surrendered to the Eastern Mindanao Command units last January.

Major Ezra Balagtey, Eastern Mindanao Command spokesperson, said on Monday that four of the rebels also yielded their weapons to military authorities. Most of the surrenders

took place upon the lifting of the Dec. 19, 2014-Jan. 19, 2015, Christmas truce. Aside from the surrender of the nine rebels, 13 NPA encampments were also captured in Davao del Norte, Compostella Valley

and CARAGA Region. "This result of the security operations in the region is a manifestation of the good support being received by the troops from the people who manifest that they don’t want the bandits to be in their midst," Eastern Mindanao Command head Lt. Gen. Aurelio Baladad said. He added that they will continue to facilitate peace and development in the

countryside and ensure the safety of the communities. "While we are pursuing our mandate of securing the communities from lawless group like the NPAs, we will continue to facilitate peace and development in the countryside with our Bayanihan Teams and assist government instrumentalities in the delivery of basic services," Baladad said. BFP-SurSur bares 2014 fire incident report as fire prevention month gets near

TANDAG CITY, Surigao del Sur – The Bureau of Fire Protection (BFP) in Surigao del Sur has now released the “Consolidated Summary Report of Fire Incident” for 2014 as “fire prevention month celebration is just a month away.” Through SF01 Rogelio Secarro, chief operations officer of the said office headed by F/Insp. Keep calm, pursue path of justice DUMALINAO, Zamboanga del Sur – Rev. Fr. Nestor Remasog appealed to the public to keep calm, humbly pursue the path of justice and work for peace. In a requiem mass offered for the slain special Action Force (SAF) members PSI Garry Erana and PI Rennie Tayrus on Friday afternoon at the grounds of the municipal hall here, Fr. Remasog in his homily said “crying for justice is crucial for the families of the slain victims but [let us not] forget our Christian faith.” Mayor Ace William Cerilles together with municipal officials and employees, barangay officials, teachers, students, religious leaders and others attended the mass. They wore black T-shirts, brought flowers and lighted candles as a show of sympathy to the victims’ families. Fr. Remasog, a native

of this town: “If we work for justice, we will also work for peace because peace and justice are two inseparable concepts, and are two of the most cherished aspirations of humankind.” “If we do not know how to control our anger and will take revenge on the perpetrators, it will be another reason for war,” Remasog added. Filipino families have a great belief in Education towards producing successful children in the near future. However, reality must be faced: not all children can go to school because of various reasons, such as poverty. This is the logic behind the implementation of Alternative Learning System. It is a learning system in the country that provides practical option to the existing formal instruction. ALS is a ladderized, modular non-formal education held outside the classroom and created in a mode that fit the distinct situations and needs of the students. The ALS classes are conducted mostly in community learning centers, barangay multi-purpose halls, libraries or even at home at an agreed schedule and venue between the learners and facilitators of ALS comprised of mobile teachers, district ALS Coordinators and instructional managers.

This program intends to provide education to marginalized citizens such as drop-outs from elementary and high schools, persons with disabilities, out-ofschool youths, non-readers, working Filipinos and even senior citizens. It follows a uniform lesson modules for all academic subjects covering Science, Mathematics, English, Filipino, Social Studies, current events among others. Delivery of instructions are provided by government-paid instructors or by private nongovernment organization. ALS is a great opportunity among individuals who once missed the chance to pursue education. The promotion of such program should be uplift in order to make people aware that such exist, especially those who are target beneficiaries of this program. A Review of eFRS

Enhanced Financial Reporting System or eFRS is an accounting software developed by Harold Magadia for use of the accounting personnel of the Department of Education. Its main purpose is to provide relative ease in recording of transactional data as compared to the manual process especially when using the 46-digit UACS code. It is also designed to produce reports and export relevant financial data. The Division of Misamis Oriental started using eFRS in May 2014. It

performed a parallel run of eFRS and the program that it was currently using from January to March. After this, the old program was abandoned. Today the division office and eight of its nine independent secondary schools are using eFRS. What is our impression of eFRS? While it is able to instantly generate the basic reports - trial balance, balance sheet, income statement, statement of government equity and report of checks issued, the steps leading to the creation of the reports is long and tedious. Calamities are events causing great and often sudden damage. Its effects could create problems in the society where schools are not exempted. In these times, the coming of calamities is the “new normal.” Due to climate change, its arrival cannot be prevented nor be stopped. Instead, people trained their selves to get used and adapt instead of being afraid and as well do measures that the effects of climate change will be minimized. During the arrival of calamities such as typhoon, flooding or earthquake, school operations are disturbed. The teachers, students and their daily schedules. The school properties, including classrooms, laboratories, grounds, offices and the like, are also destroyed, causing big problems to the school administration, staff and students. Thus, it is important for a school to be prepared before calamities strike their area. The preparations made might

not save everything, at the end, but at least the damage are minimized. Example actions to be done is for authorities to ensure that school buildings and all DepEd facilities can withstand heavy rain and strong winds. This could be done also through doing repairs on the roofings and clearings of the canals and other areas where water is possible to flow. Department of Education has set rules on suspension of classes to keep parents aware and students danger-free in times of calamities, and these

And since the transition is from manual to eFRS, the Bookkeepers appreciate eFRs more. In fact, the Bookkeepers love eFRS. They say it is userfriendly. They can now have instant, professionallooking reports. They can also bring the program

anywhere because it is easy to install. EFRS is a multi-user program that can accommodate up to five users. At the division office, with its numerous transactions, at least three personnel are needed to operate it. There is a module for the preparation of disbursement vouchers and obligation requests which some bookkeepers are using. Lately, the developer came up with a module called Consolidator which is a useful tool during workshops. Technical support is always available from Mr. Magadia himself who is a DepEd employee. And the best thing about eFRS is - it is free.

The Philippines is situated in the Pacific Ring of Fire. In other words, it is prone to calamities like earthquakes, volcanic eruptions, typhoons, floods and landslides. This fact requires all entities to prepare because calamities might come anytime. Department of Education stressed the importance of disaster risk reduction and management in schools. This is because adequate awareness and preparedness can mitigate the effects of disasters on schools, personnel and students. They believe that preparedness can reduce the harmful effects of these disasters to people in schools and as

well damages of infrastructures and facilities that could disrupt classes. It is important for the school administration to ensure the safety of people and property before, during and after an emergency so that there is protection, and could also ensure safety of lives and minimal damages or even no disruption to delivery of education. Education serves private interests in promoting individual development, understanding, and productivity that contribute to adult productivity and well being.” – Levin (2001) The key issue for the national government is to provide the best education in the most cost-effective manner. This will require the combined efforts of the public and private sectors. While elementary and secondary school enrolments continue to rise overall education expenditures are sky-rocketing. Continually rising costs, coupled with constraints on revenues, leave the department with few options other than to

cut back expenditures on classes, teachers, teacher’s salaries, and infrastructure; or to raise money through additional taxes. Neither option is desirable or simple to implement. There is, however, a viable option – partnerships between the public schools and the private sector- that may alleviate some of the pressures on the schools, enabling them to continue to provide vital services and infrastructure. There is a need to address the pressing issue of greater participation by the private education sector. Publicprivate partnerships could be an opportunity to improve quality and relevance of an education system or increase funding possibilities in order to allow the government to offer a better educational system. But increased financing is only one part of the equation: more effective and equitable aid is the other. The main rationale for the partnership is the potential

role of the private sector for expanding equitable access and improving learning outcomes. Ensuring more effective aid isn’t a question of a public or private financing, but of working smarter and more collaboratively to bring the lessons of what works and what doesn’t in both the public and private systems to the poorest of the poor, to places where neither government nor market approaches on their own are solving the education crisis. Enhancing the role of private sector partners in education can lead to significant improvements in education service delivery. Under the right terms, private sector participation in education can increase efficiency, choice, and access to education services. Under appropriate circumstances, forming partnerships between the public and private sectors can open up opportunities for additional resources, improved service coverage, and enhanced quality in services particularly relevant in the field of education.

The study found that most of the teachers in Kitaotao – II District were females with 21 to 30 years of age which meaningfully shows that most of them were young in the teaching profession. Mostly, teachers were Bachelor’s Degree holders, which serve as the highest form of education in the District. They have served 1 to 5 years in service as Teacher– I position hence; they are considered ‘proficient’ in teaching performance. Teachers’ ethnic origin was ‘Cebuano’. Similarly, their notable spoken language was Sinugbuanong Binisaya parallel to their cultural identity thus; they were an avid user of MTB-MLE as their medium of instruction (MOI). Teachers were considered proficient based on the seven domains of rating standard found in the NCBTS namely; social regards for learning, learning environment, diversity of learners, curriculum, planning assessing and reporting, community linkages, and personal growth and development. More so, MTB-MLE policy and classroom level of implementation were successfully implemented in the district. The teaching strategies that sometimes utilized by the teachers in the MTB-MLE classes were the following; interactive strategy, big books, manipulative games and Learning Experience Activity (LEA). When it comes to their attitudes and perceptions towards MTB-MLE as curriculum, they responded positively. Regarding the MTB-MLE implementation; unavailability of resources and references such as localized books, lack of script in grammar resources, writing practice resources, and unawareness of policy regarding the role of mother tongue in the classroom were problems they encountered sometimes. Demographic profile variable like age has a ‘positive correlation’ to teaching performance. Their length of service was strongly related to their performance but civil status variable was correlated negatively. Variables like policy and classroom implementation level, teaching strategies, teachers’ attitudes and teachers’ perceptions towards MTB-MLE were strongly related to teaching performance. Furthermore, MTB-MLE policy, teachers’ perceptions and teaching strategies were best predictors of the teaching performance of the teachers handling MTB-MLE classes in Kitaotao – II district.

PSA X Celebrates 25th Civil Registration Month

The Philippine Statistics Authority X launches observance of the Civil Registration Month on February 2, 2015 at PSA Regional Office X, Pride Rock Business Park, Gusa, Cagayan de Oro City. Interim Regional Director Eddie E Nasol, in a live TV appearance in a local morning show, emphasized the importance of civil registration. He encouraged everyone to register vital events to facilitate the realization of rights and to support government’s development planning. During the launching, PSA X gave out free issuances of civil registry documents to the “early bird” clients who celebrate their birthdays and

wedding anniversaries on the month of February. In addition, information briefs were distributed among the clients emphasizing importance of civil registration. This year’s theme is “Sama ka sa Civil Registration and Vital Statistics (CRVS) Groupie”. The theme highlights our country’s reaffirmed commitment to achieve universal civil registration and improved vital statistics. This is in support to the proclamation of Asia-Pacific CRVS Decade, 2015-2024. In line with the monthlong celebration, several activities are to be conducted by PSA X which include hanging of CRM streamer,

information drive, mobile registration, mobile issuances of civil registry documents, civil registration quiz, poster making contest and TV & radio guesting. World’s largest Human Power Button in Marawi

HE Bangsamoro women of Lanao del Sur and Marawi City have earned a spot today in the Guinness World of Record when 716 of them wearing the hijab participated in the Hijab Walk 2015 and then formed the Human Power Button sign. They beat the current record achieved in Canada which was around 360 participants. The activity was held at the Provincial Gymnasium,

Provincial Capitol Complex, Marawi City with the theme “HIJAB WALK: Women’s Access to Livelihood Ay Karapatan”. The guest of honor during the event was the First Lady of the Province of Lanao del Sur, Madam Raifa S. Rakiin-Adiong. The activity started with a parade assembled outside of the Lanao del Sur Provincial Capitol Complex at 6:00 a.m. An hour after, the participants walked to the provincial gymnasium

Gingoog law-makers declare 2015 as city’s emerald year By Buboy Pabia Media Bureau Chief

GINGOOG City’s legislative body under its presiding officer Vice Mayor Erick Genrales Canosa has declared 2015 as Emerald Jubilee Year for Gingoog being its 55th year of becoming a city charter through Sangguniang Panlungsod Resolution No. 2015-11. “Being chosen as the chair of the tourism committee, I have moved for the approval, adoption and enactment of the aforesaid resolution after I am reminded by the request from the City Tourism Council through its chairman Retired Judge Potenciano de los Reyes, Jr., concerning its

proposal to this august body to declare the year 2015 as city’s emerald jubilee, hence, an appropriation measures should also be enacted to help finance the said occasion”, manifests City Councilor Melleanette “Mai-mai” Mercado. “As to its appropriation, may I inform every legislator that an allocation was already provided under the 2015 City’s Annual Budget for all tourism activities and for other significant celebrations, therefore, there would be no need for another appropriation in this regard”, deliberates City Councilor Miguel Paderanga. The Success Story of the Most Significant Change (MSC) in the School and in the Community through our Partners: GREENMINDS, Inc., and PRIME By Abraham Q. Estojero T-I / OIC, Gupaco Elementary School

Gupaco Elementary School is situated in the far - flung area of barangay Sinuda, Kitaotao, Bukidnon. Gupaco community is one of the farthest sitios in the said barangay that has a total distance of 12 kilometres away from the national road and the only fastest means of transportation is through horseback riding other than hiking towards the sloping and mountainous site which could be unconventional choice to get there. The school has a complete elementary where most of the learners are belonging to Matigsalug tribe. It has five (5) assigned teachers coming from different places in the province of Bukidnon. The people living in Gupaco is known as “preserver of Matigsalug cultural heritage and practices” wherein fact, it has its own form of government based on their cultural milieu that can execute cultural practices in relations to its distinct cultural justice, traditions, and other related Matigsalug identities. Thus, under the Sinuda ancestral domain, with due respect to the higher datu and to the government officials, Gupaco people are also known as law-abiding citizen of the country. Gupaco Elementary School promotes and values the function of life in the society. It needs other hands to build and envision quality education, and through the help of its partners in the community and its external linkages, the school planned, implemented, and sustained the basic needs of its immediate concerned clienteles, ‘the learners.’ In 2011, Gupaco Elementary School was blessed with so many opportunities and outpouring projects, programs, and activities implemented by its innumerable linkages. To mention: GreenMinds, Inc., an NGO and the Peoples Response to Indigenous and Muslim Education (PRIME). It was a right time and God’s blessings when these major partners in the school and in the community brought a wide perspective that totally developed an ideal school for IP children and ideal community for IP people. By looking into the needs of the community and of the school, Greenminds gathered the IP people and the DepEd teachers to collaborate each other’s responsibility to establish projects and programs to ensure its usability among the people in Gupaco. At first, it was just a vision, but along the way, as one of the witnesses, I can recognized those projects that were successfully implemented by these very kind people and even until today, they did not stop extending their assistance and services to the community and to the school. In fact, these projects were already established and functioned according to its purpose. One of these projects is the source of portable water system. Through this, people would no longer go to the river bank just to fetch water for their personal needs. Often, it took them an hour just to get there aside from being so risky. From then on, residents in this sitio can now drink safe portable water by just simply getting it from the four lines of faucets distributed from the different areas of Gupaco community with a bathtub for water reservation purposes. Another project is the community shed built by the Greenminds for everybody with conjoint effort between the DepEd and the community. This is an initiative in order to gather people for meetings, trainings, and aside from serving a home for many visitors who wish to come to sitio Gupaco. It also serves as classroom for ALS learners and at the same time the center of the day-care learners. The shed has an ideal comfort room with comfortable kitchen zone provided with adequate utensils and other domestic stuffs exactly just like you are in your own home. It has a storage room for agricultural purposes and other farm related equipment. Atop of the shed is the second floor where blankets, medications, emergency kits and other things are provided for use by the visitors to make sure

they feel comfortable while staying at the sitio. Due to the absence of electrical mechanism, our partner – the Greenminds provided us with the solar light. Through this, we can use the shed even during night time if paper works in school need immediate attention. Since Gupaco people is particular to farming as their means of livelihood and their means of work, Greenminds provided them with solar dyer letting their grains of corns, abaca hemps and peanuts be dried up before selling and marketing. Several trainings were also conducted and held in the community and some of these trainings were; Sustainable Agricultural Land Technology (SALT), Nursery Management, Vermi Composting, Aquaculture and Establishment, Pond Establishment Training, COMDEV hands Social Preparation, and Homebased Emergency Assistance and Response Training (HEART). With these, the IP people were guided with the different skills for a living and meaningfully if their individual potentials are ready to come out from their own shell of abilities acquired out from the trainings attended, they would be able to gain adequate living for a lifetime. Our partner- the Greenminds was cognizant about the things the school is deficient. As for emphasis, Greenminds was able to build two water catchments that could be useful for drinking and many other purposes. Hence, as a teacher, it would bring me a feeling of comfort and even to the rest of the teachers. More importantly, the Greenminds as our partner is linking other group of people who are willing to help our pupils on their informative learning. Through them, the school was provided with plenteously number of books, teachers’ manuals, story books and even toys for the preschoolers. Not so long ago, I was so ever grateful of Greenminds team in responding positively to my request for the flagpole materials. And now, the school is utilizing a concrete flagpole. The school is also experiencing one of a kind opportunity as being one of the few recipients of the PRIME. Not all of the schools in Bukidnon division received assistance from PRIME. The PRIME funded the school in putting up projects based on the school’s present situation and where our school is striving for. Way back in 2011, the PRIME started to discharge financial funds to the school. The first released was intended for ‘educational resolves’ by purchasing laptop, digital camera, materials for story books reproduction, heavy duty printer and a lot more. Essentially, these gadgets helped to fasten the big books and small books into 1:1 ratio innovation. Using these technologies, it would take convenient time and hustle - free feeling on the part of the teachers for these ultimate reasons that these technologies process the paper so fast and smoothly for just a few hours in reproducing sufficient small and big books and other related documents the school is needed. The PRIME as our benefactor provided the school with two horses and one carabao that could be used for transporting our goods to and from our school location. These animals helped us largely to earn additional income in the school by just letting the animals be borrowed by the commoners in the community for their farms harrowing at a minimal cost as stated in the resolution. Many of our learners were unhealthy based on the nutritional status data tracked from the school. Malnourishment is present and basically identified as one of the causes why many of our children remained less performing on their academics. Since then, the school administrator together with the School Governing Council (SGC) and the teachers worked together to find alternative solution to make the children healthy and strong. One of the alternatives is the wise intervention program to fight against malnutrition known as Feeding Program. Henceforth,

several feeding programs were done and expectedly, positive results were attained. The school is blessed with fertile soil which is favorable for the corn production, peanuts and other edible plants to grow well. The Lord blessed the school in chance to utilize the soil by planting corn, peanuts, camote and the area can even be expanded for other farm related crops. Again, the PRIME was out bursting enough fun to this desire when the school was granted financial assistance to spend and acquire corn seeds, fertilizers, organic materials which are adequate supplies for the corn plantation. The proceeds of this school farm were projected for feeding program sustainability. Hand washing facilities like dental trough with four faucets and with tiled floors yielded a meaningful impact to the lives of our children. The children could no longer go down to Gupaco River just to get water for tooth brushing and hand washing. Since then, it would be easy for us teachers to manage and to teach the pupils to do proper tooth brushing and proper hand washing outside the classroom, for the skill can be demonstrated actually. The PRIME as our partner was able to build two comfort rooms that can accommodate the school children and the teachers that are essential amenities for our personal comforts. Being a classroom teacher, I saw the people in Gupaco who were less educated. Many of them were out of school youth (OSY) and out of school adults (Andragogy). In order for them to earn education once more, I volunteered as ALS implementer specifically in Accreditation and Equivalency level. Even with my full time schedule as regular multi grade teacher, I was then able to give them enough time for informal instruction during the late afternoon session. However, my ALS learners were in need of educational materials. As a teacher, I also need enough references for my teaching and other educational supplies for my learners. But because of the PRIME and the GREENMINDS connections, they provided us the supplies according to our needs. Moreover, the PRIME was allocating funds for Arurug training. Arurug is a lumad term of material found mainly in Gupaco to be used for many handicrafts like baskets, fruit trays, tables, chairs, and many more. This training was done in order to promote the Gupaco community in its finest potential on making their own handicraft products. Finally, the PRIME was allocated enormous funds in building the study kiosk. This study kiosk has solar panel and heavy duty batteries that could be used during night time. The children are allowed to study inside this kiosk during silent and oral reading period. Teachers could gather the pupils for storytelling and other activities relevant to their learning abilities. During recess time and remedial classes, the study kiosk is a conducive and ideal place for children to learn because this kiosk was designed like their own home. This success story is authentically true. The PRIME and the GREENMINDS are now part of our journey, though it took them too long in taking good care of the lumad people living at Gupaco, to the children and to the teachers in school, thus far, the greatest learning we ever gained from them is to become self - reliant and being independent. Dependability is transitory but being independent having all the skills acquired taught by our partners are worthwhile means of maturity even if the GREENMINDS and the PRIME are not there behind us, we can stand still and can continue to grow, sustain and develop the projects, programs, and activities they have started. It is our deep gratitude and salutation to the GREENMINDS, Inc., and to the PRIME for all their commendable contributions by bringing the most significant change in the community, in general and Gupaco Elementary School, in particular.
