CAGAYAN de Oro City–– The police on Friday warned that it will recommend the “no CCTV camera, no business permit” policy during the renewal and issuance of new business permit this year.

Senior Supt. Graciano Mijares, chief of the city’s police, said that his office has dispatched a team of police officers tasked to

inspect all business establishments in the city in compliance of the closed circuit television (CCTV) Camera Ordinance..

He said that team will also find out if the installed CCTV cameras function since some establishments simply install CCTVs only for compliance.

Mijares said that the police team will also examine if

the installed CCTV cameras would operate according to the standard set especially in image resolution so that the cameras could provide a clear picture of things and objects.

According to Mijares, financial and lending institutions were required to strictly install CCTVs in their premises.

Mijares said that the

installation of CCTV cameras was covered by a city ordinance as part of security measures to deter and resolve crimes at the earliest through footages and images of possible suspects.

He said that the police investigation team will recommend whether a business permit would be issued or denied in favor of the establishment.

Mutya said the suspect considered as leader of the group was identified as Edmund Dalleg Paleyan but it was a certain Fervis Magew Culiaen (also known as George/Jeorge Manganey Domingo, Pablo Bilgong Paplanat and Rocky Damapa) who registered at the inn on December 28 as Dennis Faisan.

He added that the two other suspects were identified as Rico Wangdali Pat-ongay (also known as Dizon Wantu Aldiano) and

Arnel Bastag Bagudang (also known as Roger Banga-an Calawitan).

The suspects stayed at Dian Inn along Yacapin Street here since December 28, 2013 where they dig holes on the inn’s wall and firewalls in order to gain entry to a warehouse where they again dig holes toward the Alson Pawn Shop and Jewelry Shop on the other side of the block along J. 16-year-old girl gang-raped in Oro

CAGAYAN de Oro City– –A 16-year-old girl from Gitagum, Misamis Oriental, reported to the police in Cagayan de Oro City that she was gang-raped on the night of January 1 by five men who had abducted her.

The complainant said she had come from a hos-

pital where she brought food to a relative confined there and went to Cogon around 9 p.m. to wait for a tricycle ride home when four men armed with a knife cornered her and later forced her into a van that came to the scene.

She said she was blindfolded and made to smell something that caused her to lose consciousness.

Delima cites value of sustaining CSBs Clarkfield, Pampanga – TO further promote the agency’s target of ensuring food sufficiency and farmers’ access to seeds, the Department of Agriculture (DA) recently conducted its first ever nationwide Community-Based Seed Bank (CSB) Conference at the Fontana Hotel and Leisure Parks, in this province.

“Ang CSB ay matagal ng practice ng mga magsasaka pero hindi na-institutionalize. Sa pamamagitan ng Agri-Pinoy Rice Program,

ginawa natin itong isang programa para seryosohin at mabigyan nang tamang pansin at pondo para ito ay lalago,” DA Undersecretary for Operations and National Rice Program Coordinator Dante S. Delima said in his welcome remarks.

He added that it is an alternative source for marginalized farmers in having a better and cheaper access to quality seeds, particularly those not served by formal seed systems in various ecosystems.

T h e C S B o p e r at e s through the provision of registered seeds by the national government to qualified irrigator’s associations (IAs), farmer’s associations, people’s organizations (POs) and non-government organizations (NGOs) through a 1:1.5 or 1:2 repayment scheme. This means that for every kilo of registered seeds received, the recipients pay 1.5 kilos of certified seeds if outright payment is made. However, if payment is made right after harvest,

the recipients pay 2 kilos.

During the conduct of an open forum, participants consisting of nearly 500 regional seed coordinators, agricultural technicians and farmers have expressed recurring issues and concerns towards a better implementation of CSBs. These include the provision of additional registered seeds and the fine-tuning in the repayment scheme, among others.

In response, USec. Delima explained that the

CSBs are established with the foremost intent to train and empower farmers to produce quality seeds at a cheaper price for their use and sale to fellow farmers while also urging seed exchange among farmers.

He added that the Program also looks forward in eliminating the ‘dole-out’ system, which has been previously practiced by the government in assisting its populace. Accordingly, USec. Delima stressed that it is the responsibility of every

farmer to settle transactions in their assigned CSBs as this would be a participatory approach in sustaining the operations of the Program.

He futher said that the 20 kgs. of seeds from the RFOs is just enough for farmers to determine whether seed varieties are adaptable or not in their respective farmlands.

Environmentalist lawyer swims across Surigao Channel; sets record

SURIGAO City––Four men dared swim across the Surigao Channel, from Basul Island to Lipata in Surigao City on New Year’s eve but only one succeeded, to the amazement of Surigaonons who could not believe such a feat was possible.

Lawyer Ingemar P. Macarine, 37, president of the Surigao Runners Club, and a triathlon enthusiast, swam for two hours. He left Basul Island at 8:10 in the morning and reached the shoreline of Almont Beach Resort in Barangay Lipata at 10:10 a.m.

Macarine’s watch with Global Positioning System marked the distance at 4.28 kilometers although Google Earth places the distance between Basul Island and Lipata at 3.79 kilometers.

The lawyer was one of four swimmers who tried to make history by being the first to cross the turbulent Surigao Channel.

“I’ve lived here for decades, I’ve never heard anyone dare swim from

Lisbo said the constant turbulent current makes it impossible to cross it. In addition, he said, there are still sightings of Hammerhead sharks around it.

Basul Island is part of Surigao City, a city known for its island adventures.

The three companions of Macarine drifted away and were picked up by pumpboats that served as life support in case they needed help.

“I was like in limbo midway, the current dragged me away. I tried to swim but I felt that I was swimming against the current,” Ybernas said.

Macarine maintained his freestyle stroke until he moved closer to Maharlika II, a roll-on-roll off boat that had anchored.

“Grabe ang current, morag wala ko magdulog,” (The current was really strong, I thought I was not moving), he said as he tried to move closer to the boat.

The crew watched and cheered him.

Macarine followed the advice of swimming coach

Ecleo to change course.

“He was going to Punta Bilar but because of the strong current we advised him to change direction,” Ecleo said.

In less than a minute, Macarine swam past the anchored ship. A few minutes later he reached the shoreline of Barangay Lipata, at the cozy hotel-resort.

Macarine embarked on this swimming activity to promote environment awareness especially on marine environment which he said has been abused by the people.

He raised both arms upon reaching the shoreline. Seconds later, amid cheers from his fellow triathletes and support group, tears rolled down his face.

“We need to protect our environment, the pristine water now may not be the same in the near future if we don’t take care of it,” he said.

He added the siltation from Surigao River and other areas and the illegal fishing methods have endangered the environment.

Macarine was greeted

with applause, chants and cheers upon his arrival at the Surigao Dive Center where his family and friends waited.

His four-year-old son, Lance, kept chanting, “Go, Go, Daddy” along with Macarine’s parents, Ignacio, also a lawyer, and his mother Marlyn, a retired teacher.

His wife Racquel and daughter, Hilary Colyn yelled in victory.

“It’s amazing! E xtraordinary, indeed,” said George Langit, a fisherman from Punta Bilar.

Other local triathletes are planning another island to island swim this year to raise environmental awareness.

Jake Miranda, owner of Punta Bilar Dive Center who had been promoting marine protection and teaching fisherfolk the right fishing methods, congratulated the lawyer.

“He is the first man to swim from Basul Island to Mindanao Island despite the turbulent current,” he said on his Facebook post on Tuesday.

In her report she said she was taken to an unknown place where the rape took place and was dropped off around 5 a.m. at the same place where she had been abducted.

She was later found dazed by neighbors walking home to a relative at barangay Camaman-an.

The barangay tanod accompanied the girl to the police precinct at Cogon where she was trembling, apparently still traumatized by the incident.

Police, however, said the complainant did not consent to a medical checkup at a government hospital after the investigation because she wanted to leave the city and return to Gitagum.

The van was described as black in color but the girl was not able to note down the plate number.

She said she was threatened not to report the perpetrators, one of whom is believed by authorities to be known by her.

CIDG-10 confiscates smuggled crude oil and corn oil in Misor

CAGAYAN de Oro City–– Eight barrels of crude oil and 7 barrels of corn oil smuggled into Misamis Oriental were confiscated on Friday by the Criminal Investigation and Detection Group in Region 10 during a patrol at barangay Casinglot, Tagoloan.

CIDG deputy regional director Jun Caduyac said the CIDG agents were tipped off by an informant about the contraband being unloaded from a small boat.

Caduyac said the buyers

who came for the cargo escaped from the scene and left their vehicles – a boom truck, passenger jeepney and pickup truck.

He said the confiscated contraband and abandoned vehicles have been turned over to the provincial CIDG office for further investigation and filing of charges when suspects are identified.

The barrels of crude oil and corn oil reportedly came from a larger ship on the high seas near Camiguin Island and were transferred to a smaller boat that brought the cargo to the shore of Cqasinglot behind

an elementary school.

Caduyac said the CIDG had been informed that this smuggling operation has been going on for about a year.

The smaller boat and its crew that brought the cargo to shore were able to escape towards Macabalan Port in Cagayan de Oro when they spotted the CIDG agents on shore checking the barrels that had been unloaded there.

He said the smugglers probably chose Casinglot because of its adjacent location to a port which makes it a less suspicious place for

authorities to check.

He added that the first time CIDG-10 received information about the smuggling operation was before Christmas last year but it was only on Friday that delivery of contraband was confirmed.

The smuggled crude oil is reportedly sold in the underground economy in places where there are no gasoline stations.

Caduyac said the CIDG10 will be meeting this week with naval intelligence officers for a wider surveillance in their areas of responsibility.

LGU, DOTC sign deal to modernize Ozamiz airport OZAMIZ City, Misamis Occidental––A P125,000,000memorandum of agreement (MOA) for the modernization and improvement of the Ozamiz Airport will be entered into by the City Government with the Department of Transportation and Communication (DOTC).

The Ozamiz City Sangguniang Panglungsod (SP) passed Resolution No. 27013, allowing Mayor Reynaldo O. Parojinog, Sr., to sign the MOA with DOTC, represented by Assistant Secretary for Project Implementation, Ildefonso T. Patdu, Jr. for modernization and improve-

ment of the existing Ozamiz Airport, included among the priority projects of the National Government, with DOTC providing the funds for the project.

Among others, the MOA tasks the City Government to draw and provide for the operating standards and guidelines for the acquisition of lots affected by the project according to existing governing laws, rules and regulations.

Another task of the LGU is to clear the airport site from dwellers and closely coordinate with the National Housing Authority (NHA)

in the establishment and development of the provision of adequate facilities and services and facilitate the liquidation of funds transferred to it in accordance with existing rules and regulations of the Commission on Audit (COA).

Meanwhile, the DOTC, subject to existing laws, rules and regulations, shall facilitate the transfer to the City Government, the amount of P125,000,000 for the operational expenses of the City relative to clearing and acquiring the lots of the airport project site, conversion of lot from agricultural to

commercial, securing environmental clearance, and relocation and resettlement undertaking.

The transfer of funds shall be made in two tranches: first trance, P62,500,000 upon signing of MOA and second trance, P62,500,000, upon full liquidation of the previous release.

He said that the group has been on bail for allegedly robbing a pawnshop in Agusan del Norte lately.

Pontillas said that a manhunt covering all ports and airports in Mindanao

has been ordered to arrest the suspects.

On one hand, Mutya said the owner of the Alson Pawnshop & Jewelry has estimated a loss of from P8-P10-million worth of valuables taken by the suspects.

He said the police has turned over to the owner the results of their investigation for appropriate filing of charges against the suspects in court.

DAVAO CITY - To close the 7th Visayas-Mindanao Psychology Convention last 14 December 2013, the 600-strong crowd applauded when I said, “When dark times are upon the land, we do a Katniss Everdeen: We volunteer.”

A day after Christmas, Team Yolanda 6 flies out to Tacloban City to work with 50 members of the Philippine National Police assigned in various towns in Leyte. Before heading home on Sunday, they will be passing through Ormoc to service the request of the Department of Public Works and Highways (DPWH) for psychosocial support to its workforce that had been engaged in clearing roads and restoring vital lifelines in the last eight weeks.

This deployment is part of the Center of Psychological Extension and Research Services (COPERS) emergency disaster response in the aftermath of the strongest typhoon ever recorded.

Our aim is to enhance coping and resilience of duty bearers and other community-based resources and lend them the skills to deliver psychosocial interventions to disaster-affected populations.

In the last few weeks, COPERS had sent volunteer teams to work with soldiers, development NGOs, government offices, and faith-based organizations. First responders and duty bearers all.

We intend our interventions to de-escalate distress enough for people to restore psychological balance, think clearly, and plan for what needs to be done in the long haul ahead towards community recovery.

Post-disaster mental health and psychosocial support services (MHPSS) is a much-neglected aspect of disaster response. Our recent experience with Sendong, Pablo, and Zamboanga have brought home the fact that while there is some semblance of integrated response to material relief distribution, MHPSS delivery is seemingly a free-for-all, with no centralized command and supervision of appropriate services. By that I mean that like all other disaster

responses, MHPSS should be a theoretically grounded application, with particular attention to community context, disaster timeline, and professional qualifications of the ones who deliver. To fail in any is to risk more psychological injury.

As it is, the MHPSS cluster is an ad hoc structure under the Department of Health, often manned by whoever is available from the regular staff. It is often headed by someone who does not necessarily have the qualifications or skills for psychosocial needs assessment and organizing a network of responders, much less in harmonizing their efforts to prevent retraumatization of affected populations. That makes him very dependent on directives from the Manila head office and subject to special budget releases that take forever.

Worse, his regular job often has him buried in paper already.

There is very little help there for independent organizations like COPERS. While we may have the warm bodies, capability, and a little leeway for mobility, we often have to work out on our own how best to be economical, efficient, and effective in our efforts to help communities in crisis.

As a second-stage emergency response, the Incident Command System MHPSS has been farmed out to various sectors. Evacuation centers are the turf of the Department of Social Welfare and Development. School-aged children are to be handled by the Department of Education. Women are a special population to be serviced by the UNFPA. Duty bearers are the responsibility of the DOH. Community needs are to be met by international and local humanitarian NGOs such as the International Committee of the Red Cross (ICRC), the Catholic Relief Services (CRS), UNICEF, Save The Children

(STC) and Plan International – Philippines. MHPSS not being among the core competencies of these organizations, they are encouraged to tap local capacities in order to deliver.

Where does that exactly leave local MHPSS resources? In conscience, we at COPERS cannot sit around and wait for these organizations to fumble through their needs assessment and determine what is needed where. Not when there are people in need and the situation remains fluid. Indeed, as the disaster overwhelms the system, the breakdown is likely to compound frustration and distress on the ground. It is when people especially need help to calm down and think out alternative options to help themselves.

When Yolanda 6 comes back, COPERS shall be sending out Yolanda 7 to UP Tacloban. Team Yolanda 7 will be the last deployment under our program for emergency psychosocial response for Yolanda-affected populations. We hope that targeting the populations we have served in these seven deployments would have created the multiplier effect to capacitate crucial sectors – security, public services, community workers, and academe – working in Leyte and Samar to address the MHPSS needs of typhoon-affected communities.

I am aware that having responded earlier than when the MHPSS cluster in the Tacloban Incident Command Center could pick up on what we are doing and why, our efforts are not likely to show up in the official figures for service delivery. But, a deed unseen or unacknowledged is nonetheless greater for having been performed because it was necessary.

To all selfless COPERS volunteers who have heeded the call, God bless you all. May 2014 be a kinder year to the world.

One as a nation and as a people THE year 2013 was one of the worst in the country’s history. With the Napoles scandal hogging the limelight and exposing the billions of pesos squandered through dubious transactions, as millions of the Filipinos struggled in abject poverty, the scandal reverberated throughout the country’s nook and cranny.

To add insult to injury, the man made tragedy instigated by rebels of Cris Diaz the Moro National Liberation Front (MNLF) who laid siege of Zamboanga City in the Southwestern Philippine island of Mindanao added burden to a government reeling in scandal and political intrigue.

However, things would not stop there as two major natural disasters struck the provinces and cities of the Central Visayas region. Apart from destroying the country’s historic landmarks and national heritage, hundreds of people were killed as the magnitude 7.2 earthquake struck the island of Bohol and the province of Cebu.

The central capital city of Cebu swiftly regained its stature as an economic trading hub in the Visayas but the magnitude 7.2 earthquake has reshaped the picturesque of the island province of Bohol. Yet, there is optimism that the island whose economy mainly relied on domestic and foreign tourism would get back to its feet at the onset of 2014.

As the year 2013 comes closer to an end, the worst has yet to come. Super Typhoon Haiyan also known

locally as Yolanda, the world’s strongest cyclone, made a landfall in Southeastern Samar and Southern Leyte toward the western islands of the Visayas and the island province of Palawan.

While the national turbulence of the Napoles scandal and the Zamboanga siege bend the country to its knees, Yolanda brought the country down – body and soul.

About 7,000 people perished while another thousand remained missing as billions of government and private properties were destroyed along Yolanda’s trail of death and destruction in the central Philippine island. The Philippines mourn and the day Yolanda struck on Nov. 8, 2013 became the country’s blackened history.

The series of tragic disasters that capped the year 2013 has also exposed the country’s inadequacy to respond to disasters of catastrophic magnitude. In addition, the incidents exposed the incompetence of elected national officials in handling out of proportion disasters when the local government became incapacitated. What comes to light was the ugly head of politics that has put the country to shame in the bar of international opinion.

Were it not for the magnanimity of the community of nations that lend a hand, the country, battered by a killer typhoon, could hardly have its head stay above water. The year 2013, certainly, challenged the country and its people’s resiliency amid trials and ordeals.

While the year 2013 thought everyone a thousand lessons to be wary of the future, especially in protecting the environment, the experiences also brought the country back to the years of survival and triumph as a nation and as a people in times of distress and anguish.

AMBOANGA SIBUGAY – Two persons were killed in separate gun attacks in Zamboanga Sibugay province in southern Philippines, police said.

It said one man was shot at Kilometer 2 in Santa Clara village in Naga town.The identity of the victim and the killer remain unknown, police

said.

Tha man was walking in the village when he was attacked. It was unknown if any of the villagers witnessed the shooting.

AVAO CITY - The Department of Public Works and Highways Region XI office registered an 86.13% accomplishment rating as of December 2013.

According to Regional Director Mariano Alquiza the DPWH XI out of 970 infrastructure projects has completed 718 projects, 223 on going and 29 not yet started (As of December 15 2013). The regional projects are funded from an infrastructure budget allocation of P7.59 billion.

“We are hopeful to complete the 2012 and 2013 projects early this year so as not to overburden our project engineers since we have already bid-out projects under the 2014 Regular Infra Program.” Alquiza said.

In 2012 DPWH-XI implemented 530 projects under the DPWH regular infra at a cost of Php. 5.560 billion; 402 projects completed, 117 on going and 11 not yet started.

which was the rehabilitation of infrastructure damaged by Typhoon Pablo which struck the region last December 4, 2012 causing P2-billion worth of damage to different infrastructure in the region particularly in the provinces of Compostela Valley and Davao Oriental.

According to Alquiza the priority that time was to make sure that those damaged by Pablo be repaired and retrofitted while waiting for a more permanent solution after our engineers have incorporated

new designs and scientific data from other agencies like the Mines and Geosciences Bureau.

“Our target is to meet and perhaps even go beyond the expectations of our stakeholders.” The DPWH Regional Director said in his year-end message.

Aside from infrastructure projects Alquiza said that they will continue to implement projects under the 5Rs

mantra of DPWH Sec. Rogelio Singson, namely; Right Projects with the Right Cost and Right Quality, delivered Right on Time made by the Right People.

Davao City recognized as hub of innovations DAVAO CITY - Davao City has been recognized by the Department of Science and Technology (DOST) as several of the innovations in the field of information and communication technology (ICT) have been developed, according to the Davao City ICT Council.

Davao City Information Communication Technology (ICT) Council executive vice president Bert Barriga said there is a plan to construct an Innovation and Technology Center in Davao City within a one hectare area here.

While this is in the pipeline, Barriga said by the first quarter of 2014, the Matina Town Square IT Park will be launched.

He said this is a five-level building with about 1,800 sq. m. each floor or a total of 7,800 sq. m. floor area.

He said there are already two locators in the complex for an expansion of BPOs where one is operating in Cebu and the other in Manila.

Meanwhile, Barriga said the "Hack2Help iCalamity" that won at AngelHack at the Davao hackathon will compete in the Silicon Valley in the US this 2014.

He said the Davao-based developers had created an

application that reconnects families and informs their loved ones about their current location and situation using their phones.

Barriga is optimistic of the Business Process Outsourcing (BPO) business this year with more inquiries that picked up towards the end of 2013.

He said another BPO company from Cebu needs some 5,000 sq. m. area within the first quarter of this year.

"I think the BPO industry is now looking at Davao as the next best destination for outsourcing business," he added. (PNA)

Around 24 of these weapons are the heavy 155mm howitzers with the remaining guns consisting of various models of the 105mm howitzer, an artillery piece capable of being towed or tracked into combat.

These weapons are constantly being maintained and modernized to provide Army units with a relatively heavy punch.

Bacus said that six of these guns are grouped to make one battery.

He added that these guns serves as fire support and bombardment weapons of the PA. The Army spokesperson also stressed that batteries of these guns are assigned to all of the PA’s infantry divisions.

However, he declined to comment on how many batteries each division possessed for reasons of security.

Earlier, the Department of National Defense announced that it is acquiring 12 units of towed 155mm howitzers for P438,620,000.

This includes 240 rounds of 155mm HE (high explosive) and integrated logistic support.

Arquiza said while the public “is caught with the parochial issue of NEA and its rival, the Cooperative Development Authority (CDA), especially with the killing of NEA radio host Rogelio Butalid, the Department of Energy exercised its step-in power on Daneco two days after Butalid’s death”.

The NEA was given control of Daneco in August last year through the intervention of Energy Secretary Carlos Jericho Petilla who implemented a court ruling that favored NEA over the CDA. But Daneco-CDA Board Chairperson, Dioscoro Granada, disputed this NEA takeover, saying the government must uphold the May 2012 referendum of Daneco consumers that voted for CDA. “The Aquino government should not be blind or deaf to our problems, they should listen to the people who own the cooperative,” Granada said.

Bayan Muna Partylist Carlos Zarate said the Daneco row showed “how small-time players will be dismantled by the government’s Public-Private Partnership (PPP) favoring big electric players”.

“With Aquino’s PPP, the power industry will all fall into the hands of private capitalists. Even those held by legitimate cooperatives will be dismantled,” Zarate warned.

“What’s happening to Daneco will not only lead to higher electricity rates but also to conflict among consumers and managers,” he added.

Zarate pinned the energy problem on the failure of the EPIRA, or the Electric Power Industry Reform Act of 2001, saying that the law intended to break up the monopoly in the power sector, empower electric cooperatives and lower power rates, did not materialize.

“Capitalists now see that if they hold franchises of cooperatives, they will profit more. This is what I see is the motive of the motive in Daneco,” Zarate said.

Zarate noted electric cooperatives lose out as they incur debts with high power rates.

“The power industry is still monopolized by only a few players, spike of rates are unprecedented and the move to privatize electric cooperatives who are distributors are likely to continue,” he added.

He said five companies control 80% of the country’s power industry: Cojuangco/ San Miguel Corp. (22%), Aboitiz (20%), Lopez (18%), Ty (12%) and Consunji (8%).

The NPA destroyed the equipment at the main camp of Del Monte Philippines in Camp Philips, Manolo Fortich, Bukidnon, killed a security guard and wounding two civilians in the process. It was the first punitive attack against Del Monte’s main camp in the last 50 years of its operation.

The communist rebels also seized the firearms from the armed security guards in Dole-Stanfilco’s La Fortuna Plantation in La Fortuna, Impasug-ong, Bukidnon.

In a statement, the NPA said that the coordinated military operation was a punitive action against the giant agribusiness companies for exploiting and oppressing the workers, peasants, and the Lumads, and for ravaging the environment.

The NPA rebels also maimed 500 hogs at Mega Farm, a multi-million piggery farm in Sil-ipon, Libona, Bukidnon, in the morning on November 2, killing 50 pigs. George Madlos, a.k.a “Oris,” said that the attack of Mega Farm was carried out in protest of the workers’ low wages and benefits.

The midterm elections in May was also one among the most covered stories in 2013 in Northern Mindanao. On the night of August 29, Fernando “Nanding” Solijon, 48, a block time commentator of a local radio station in Iligan City, was cut down by unidentified gunmen on his way home just after attending a friend’s birthday party.

Iligan City, the capital city of the province of Lanao del Norte, is 88 kilometers west of Cagayan de Oro City.

Police Sr. Supt. Cristito Rey Gonzalodo, of the Iligan City Police Office, said that the gunmen riding in tandem on a motorcycle shot Solijon at close range with a .45 caliber pistol.

Solijon sustained 11 gunshot wounds resulting to his instantaneous death.

The National Bureau of Investigation (NBI) suspected “politics and drugs” as the possible motive in the fatal shooting of Solijon who reportedly served as the spokesperson of a politician in the May 14, 2013 elections.

The shooting to death of hard hitting radio commentator Joas Dignos on the night of Nov. 29 along Sayre Highway in Valencia City, Bukidnon, also shook the provincial media industry in Northern Mindanao.

Dignos was shot 22 times by four assailants who were separately riding tandem in two motorcycles.

One of the assailants was later identified as Dionisio Daulong, an escapee from the Valencia City jail.

Valencia City Chief of Police Roy Magsalay said that Daulong had been an object of a police manhunt since September 2013 after leading 21 other inmates who bolted the city jail.

The suspects in Solijon and Dignos killings were charged in court although, until now, they remained at large.

The motive for t he shooting of Dignos was not immediately known although there were insinuations that the killing was politically motivated. Dignos was the 19th member of the print and the broadcast media killed since Benigno Simeon Aquino III became President in 2010.

Jocel Gabatan, President of UDAC0, said the group is re-filing the petition for fare increase with the Land Transportation Franchising and Regulatory Board (LTFRB) since the petition was not acted upon since it was filed last year.

He said the cost of fuel continually increase from P 44.00 per liter in July last year to its present price of P 48.00 per liter, up P 4.00 per liter, as against the present fare of P 7.50 where commuters actually pay only P 7.00.

“If the group’s petition for a P 0.50 fare hike would be considered, commuters would readily pay the flat fare rate of P 8.00,” Gabatan said.

Gabatan warned that UDACO, an umbrella of 11 drivers and operators, would lead a province-wide, if not a region wide, transport strike in February should the LTFRB denies the petition for a fare hike.

“The local market buys billions of pesos (worth) of furniture overseas... Majority of companies that do researchers, are open to the market, invest in design and in their people, they have always survived,” she said.

Bituin said there are some local companies that focus on the country, citing as an example a small group of manufacturers in Aklan which just cater to hotels and resorts in the area.

“You save on your freight cost and you are here... serving your country. For those who are mechanized, for those who know about design, they can serve the local market,” she said.

Bituin also stressed that the project of the Center for International Trade Expositions and Missions (CITEM) about branding also plays an important role in boosting the sector.

“Companies have to work hard to brand their firms and their products,” she noted. Bituin said the export market, meanwhile, is still growing despite the slowdown in demand from the United States.

She noted the Middle East is one of the growing markets for the local wood sector; while Philippine exports to Japan is still huge due mainly to the high demand for pre-fabricated housing components.

“Europe is (also) a good market...

Europe is very traditional, they can sell your product for 10 to 15 years.

So you become good in what you are doing because it is the same product that you have been doing for the past 10 years,” she added.

Clippers' Paul out 3-5 weeks with shoulder injury Los Angeles Clippers guard Chris Paul will miss three to five weeks after separating his right shoulder in a game against Dallas.

Clippers coach Doc Rivers said the injury to the shoulder on the star's shooting arm Friday night was a separation.

Earlier, the team had said it was a sprain.

Paul was tripped by Mavericks guard Monta Ellis while dribbling around a screen. He rolled

over and stayed on the floor holding his shoulder while trainers attended to him.

After staying down for about a minute, Paul went to the locker room with 6:43 remaining in third quarter.

Paul scored 19 points in the first half and made his first five shots, all from 3-point range.

orld number one Rafa Nadal will face Frenchman Gael Monfils in the final of the Qatar Open after surviving a tough test against German qualifier Peter Gojowczyk in Doha on Friday (Saturday, PHL time).

The Spaniard, warming up for this month's Australian Open which he missed last year because of illness, dropped the opening set against the world No. 162 before raising his game sufficiently to battle through 4-6 6-2 6-3.

Monfils beat another German, Florian Mayer, 6-3 6-2.

Top seed Nadal was far from his best but said he was pleased with the way he responded to falling behind against a player enjoying the best week of his career.

"The positive thing is I am in the finals the first week of the season without arriving here with big

preparation," Nadal was quoted as saying on the ATP Tour website (www. atpworldtour.com) "Without playing my best, I was able to find a solution. It's true that I finished the match playing better than what I started. That's always a positive thing."

Gojowczyk, 24, won the first nine points of the match and held his nerve to claim the opening set.

IRS lifts tax lien on Pacquiao's US properties Sarangani representative and boxing champ Manny Pacquiao can now sell his mansion in Los Angeles after the Internal Revenue Service (IRS) lifted a tax lien on his US properties.

by Pa c qu i a o ' s l e g a l counsel Tranquil Salvador during a victory party Saturday night to celebrate his recent win over American boxer Brandon Rios, GMA News' "Unang Balita" reported Monday.

According to t he IRS, “a federal tax lien constitutes a legal claim against your property when you neglect or fail to pay a tax debt...” in order to protect government’s interest and covers real estate, personal property and financial assets.

On December 10, celebrity news website TMZ reported Pacquiao owes the IRS $18 million after he “stiffed the (US) government out of federal income taxes from 2006 to 2010,” which his lawyer Salvador denied.

In August, Pacquiao’s wife and Sarangani vice governor Jinkee said they were selling their $2.7-million Los Angeles mansion to buy a more private residence.
