Thousands join march for peace in Zambo City

A M B OA N GA CITY – Thousands of people have joined an international peace march on Monday in Zamboanga City in an effort to promote peace and compassion to the world.

DAVAO City––The peace panels of the Government of the Philippines (GPH) and Moro Islamic Liberation Front (MILF) set August 18 as their deadline for submitting the proposed Bangsamoro Basic Law (BBL) to the President.

“The Panels reiterated their commitment to finish an agreed draft Bangsamoro Basic Law by August 18, 2014, in sha Allah, in order to allow the Office of the President to submit the same to Congress as soon as possible,” they announced at the conclusion of their 10-day marathon meeting in this southern capital on Sunday.

Nearly 30% of DPWH budget for 2015 allocated to M’nao

NEARLY 30 percent or Php63.12 Billion of the Php287.826 Billion of the 2015 proposed budget of the Department of Public Works and Highways (DPWH) is allocated to Mindanao.

During the department’s budget hearing in Congress on Tuesday, Secretary Rogelio Singson reported that the total Php63.12 Billion (29.5 percent) budget for southern Philippines is divided to five regions, which aims to construct undertakings including the Min-

danao Logistics Network and the Autonomous Region in Muslim Mindanao Infrastructure Program.

The allocation for the said regions are as follow: Region IX (Php11.81 Billion), Region X (Php18.33 Billion), Region XI (Php13.73 Billion), Region XII

(Php8.89 Billion) and Region XII (Php10.36 Billion).

Singson noted that the allocation is part of their regular budget, excluding the rehabilitation of Zamboanga City which has been included in last year’s allocation.

Dengue cases reach 3,810 in Caraga, top 2013 record

BUTUAN City––Dengue cases in Caraga have continued to rise as latest report showed 3,810 patients were admitted to hospitals and clinics across the region for the period January 1 to August 9, 2014.

DOH-13 Assistant Regional Media Relations Officer Dines Garcia said the figure topped by 77 percent the 2,143 suspect dengue cases recorded for the same period in 2013.

According to Garcia, hot spot of cases in Barangays Telaje and Mabua and clustering were observed in Barangays Bag-ong Lungsod, Bongtud, Dagocdoc, San Agustin and Rosario, all in Tandag City.

Due to the “ever-increasing dengue cases” to the point of reaching an outbreak of the deadly disease based on a report by the DOH-Caraga Regional Epidemiology and Surveillance Unit, the City of Tandag had declared a state of calamity. City Administrator Alexander Pimentel said “calamity fund can already be used for the purpose of addressing its (the city’s) financial needs.”

APEC Meet 2015 snubs Davao as host city

AVAOCITY – Davao City was dropped from the list of cities in the Philippines to host the Asia-Pacific Economic Cooperation Meeting in 2015.

City Mayor Rodrigo Duterte said on Sunday television program that he was not disappointed with the announcement.

“I’m not disappointed.

I don’t feel anything. If they consider to look for another city I’m fine with it,” he said.

The city was earlier considered by the national government to host the event of some 18 Asian leaders where problems in global trading and partnership amidst the global economic

crisis will be discussed.

Think-tank IBON Foundation said the meeting would likely be more of “each country looking out for itself even at the expense of others.”

IBON said, “The US, for instance, which is among the most shaken by the crisis, is among the most aggressive in looking for commercial opportunities overseas.”

DAVAO CITY - The chair of the Moro Islamic Liberation Front (MILF) peace panel was always on the phone during the 10-day “workshop” with the government (GPH) peace panel on crafting a “mutually acceptable” draft Bangsamoro Basic Law, but he was not talking with MILF chair Al Haj Murad Ebrahim or other members of the Central Committee.

Iqbal admitted it was very difficult not to be beside his young son in his moment of need but as chair of the MILF peace panel and the BTC it was his “duty to the Bangsamoro people” to stay on in Davao City to finish

the city last February.

Duterte said he does not know the reason for the city being dropped from the list, but considered security issues in Mindanao as a possibility.

“I did not ask. I do not question (their assessment), but maybe one of the factors was this is Mindanao, where bombings happened,” he said.

Duterte said hosting a big event would entail huge costs and security concerns.

“It’s an added cost. I have to call in reinforcements from the Army and the police, and they have to stay awake all the time, and I have to feed them,” he stressed.

But the mayor said he doesn’t doubt the city can host big events.

The city has hosted the ninth Asean Tourism Forum in January 2006 and the international conference on meetings, incentives, conventions and events/ exhibitions (MICE) last 2013. Duterte added that he finds consolation that the public seems to find Davao a safe and orderly place.

“I’m still happy that when I go to Manila, people will tell me Davao is safe, and the taxicab drivers are disciplined,” he said. (davaotoday.com)

Iqbal monitors son’s health while dealing with GPH peace panel the remaining days of the 10-day “workshop.”

He said he talked to Bukhari by phone and assured him he would be alright.

A member of the MILF peace panel said Iqbal was also calling friends in Cotabato City on Saturday afternoon for blood donations for his son.

After the press conference Sunday evening, Iqbal rushed to be with his son who was moved to the intensive care unit. Bukhari’s platelet had started to go up but he had to be monitored for possible lung complications, Iqbal told MindaNews.

The usually patient and softspoken Iqbal was reported to have lost his cool twice in the last ten days.

Iqbal’s first wife died decades ago. He married his second wife a few years ago and they have three children: Bukhari, a daughter and another son.

All systems go for CBLA implementation

The Cash for Building Livelihood Assets (CBLA) spearheaded by the Department of Social Welfare and Development (DSWD) 11, Department of Agriculture (DA) 11 and National Irrigation Administration (NIA) 11 is now on full swing for its implementation in September.

Series of coordination meetings as well as orientation to the different local government units and Irrigators Association (IA) of the Davao Region were done in order to provide a centralized system before the implementation of CBLA. With DSWD’s budget of P126 million, Compostela Valley Province had the biggest allocation of P56 million followed by Davao del Norte with P32.9 million while Davao Oriental has a total of P32.05 million allocation and P4.6 million for Davao del Sur. The mentioned provinces except Davao del Norte have already finalized the project proposal and submitted it to the concerned agencies.

Formerly known as Cash-for-work Program by the DSWD, CBLA is an intervention program

for duly affected rice farms that needs desilting of paddy dikes wherein its beneficiaries are coming from the 4P’s (Pantawid Pamilyang Pilipino Program) and IAs. The project emphasized that the work force from the 4P’s are 80 percent while 20 percent came from the IA’s.

The said beneficiaries will be hired for 10 days and compensated with regional wage rate under the guidelines of DSWD program.

The agriculture sector represented by Regional Rice Program Coordinator Edel Dondonilla donated a total of 1,000 pieces of shovel for the entire CBLA program.

Dondonilla also bared that DA will provide hybrid rice seeds, fertilizer inputs, and laminated sacks to all 4Ps rice farmers.

“We will also provide the beneficiaries capability building on rice production,” he stressed.

He added that through the project it will be able to promote livelihood programs such as hybridization and intercropping for sustainable rice production. (Aggie Media Service)

Inclusive education: In recognizing diversity in classrooms

Education is seen as a good solution to economic problems among Filipinos, reason that the government made it as a prime concern, and has given it bigger importance to.

Inclusive education is one of created programs under education. It is an approach to educating students with special educational needs. Under the inclusion model, students with special needs spend most or all of their time with non-disabled students.

It aims to demonstrate the positive impact on the approaches to education at a normal classroom setting, leaving the fears of having an environment of stigma, exclusion, and various forms of negligence.

Inclusive education intends to let students feel strong sense of belonging, learn to interact respectfully with others and learn to understand and appreciate diversity.

In the recent implementation periods, this program has been garnering efforts from communities through encouraging parents and guardians to take an active role in the life of the school.

In a statement released

by Department of Education, it is revealed that in the year 2013, Special Education Program of the Philippines has already started catering some of the targeted 2.2 million children with disabilities, especially those living under vulnerable conditions.

There are a lot of people giving thumbs up to this. They said that placing a special student in a “typical” classroom, he would learn to socialize even to children who are not like him. This way, there is a so-called “excelling” and not just learning.

In contrary to this, there are also a lot of individuals opposing Inclusive Education in the Philippines, for a reason that it is impossible for children be productive in the society if they will be merged with regular students because instead of confidence, low selfesteem will arise. In addition, a student would feel miserable on how different he is from normal, creating self-pity inside him that would keep him from excelling.

Inclusive education is made to further improve education. Let us just hope that after all the negotiations, the program implementation would result to something that it is created for.

BUTUAN CITY – Technical Education and Skills Development Authority (TESDA)Caraga Regional Director Dr. Florencio F. Sunico, Jr. said the agency warmly welcomes the newly-inaugurated Provincial Community Training Center (PCTC) in Bad-as, Placer, Surigao del Norte, as new player in the field of technical education and skills development (TESD) in the region.

Dir. Sunico said following in the trail blazed by the province of Surigao del Norte with the pioneering establishment of a locally-initiated manpower training center back in 1993, the provincial government under the dynamic leadership of Gov. Sol Matugas has created another flagship infrastructure devoted to skills development – the PCTC. The TESDA chief of the region also emphasized that with the mining sector as the major partner of the provincial

government in this privatepublic partnership (PPP) initiative, a new ground has been broken in the history of local government skills training provision in the region, making the PCTC one of a kind.

“The opening of a new training facility in a strategic location in the mainland area of the province is eagerly anticipated by the various TESD

stakeholders particularly the broad sector of the unemployed youths and adults, as it seeks to expand access to training opportunities in the underserved localities,” Sunico said.

The official further stressed the advent of the PCTC is expected to consolidate the efforts of the provincial government in pursuit of its manpower development thrust,

as it confronts age-old issues of mismatch and skills gaps in the growth sectors of the economy and builds its capacity to compete in the labor market, both in the domestic and global fronts.

With the establishment of the training center in the province, Dir. Sunico said that TESDA is committed to fully provide technical support to the training center’s operations, even as it strengthens its oversight and authority role over the other local training institutions in the region.

Sunico bolstered that as TESDA broadens access to skills training programs and intensify efforts at making TESDA programs and services relevant, “we continue to play an engaged role in local initiatives to ensure that the efforts of all TESD providers are coordinated, integrated and aligned to our strategic thrust of providing opportunites in human capital investment for inclusive growth.” (TESDACaraga)

OZAMIZ City––A group of businessm en h ave f i l e d syndicated estafa against Dr. Rico Medina, the president of Me dina Group Trading, and his alleged cohorts before the National Bureau of Investigation (NBI) in Iligan City.

The businessmen filed the complaint after they were allegedly deceived of investing millions of money to the Medina Group Trading under Medina–– and ran by his alleged cohorts who they identity as Pearlie C. Medina, Raymund Dwight Alcordo, Mr. Diosdado Manolo Y Dybungco, George Thorek C. Medina, John Carl S. Medina, Lucky P. Ediza, and Gervacio Duque.

The complainants: • Mr. Eboy Diamla with postal address at Marinaut, Marawi City said he invested P36,365,000.

• Mr. Abujialan Ibn M. Mala of legal age, married, Filipino-Muslim, with postal address at 970

Quezon Avenue, Marawi City invested P10,450,000.

• Mr. Achmad Bashier “Macky” Taha of legal age, married, Filipino-Muslim and with postal address at Su lt an Naga Dimaporo, L anao del Norte invested in the amount of P20,028,000 million.

• Abdul Jalil D. Mamintal of legal age, married, F i l ipi n o - Mu s l i m w it h p o s t a l a d d re s s at 9 7 0 Quezon Avenue, Marawi City also invested in the alleged scam.

• Mr. Eric Luis Cruz, legal age, married, Filipino with postal address at 2-10 Pingol Street, Ozamiz City claimed he did invested in Medina Group Trading.

• Mr. Bashary U. Ibrahim, legal age, married, with p ostal address at Saguiran, Lanao del Sur, invested P30,230,000.

• Mr. Amor B. Masmod of legal age, married, with p ostal address at 10 East Tubod Rosario Heights, Iligan City invested P97,685,000.

• Mr. Achmad Benaning Macarambon of legal age, married, with postal address at Ilian, Marantao, Lanao del Sur invested P24,583,000.

But the businessmen claimed that despite the complaints, the Department of Justice (DOJ) has

not been fair in dealing with their dilemma––and that the principal suspect in the alleged scam has not been arrested yet.

Unlike with the other group, Diamla, Mala, and Taha have filed separate complaints against Medina and his alleged cohorts––Mrs. Pearlie C. Medina, Mr. Diosdado Man ol o Y. D y bu ngc o, George Thoric C. Medina, Raymund Dwight Alcordo, and Mr. Gervacio Duque who are residents of Ozamiz City.

Many have surfaced and are f i ling charges against the Medina. The are Abdul Jalil D. Mamintal of legal age, married, F i l i pi n o - Mu s l i m w i t h postal address at 970 Quezon Avenue, Marawi City; Mr. Eric Luis Cruz, legal age, married, Filipino with postal address at 2-10 Pingol Street, Ozamiz City; and Bashary U. Ibrahim, legal age, married, with postal address at Saguiran, Lanao del Sur claimed he invested P30,230,000 to the Medina Group Trading. Unlike Ibrahim, the other complainants did not declare how much money they have invested to Medina group.

The other victims, Mr. Amor B. Masmod, of legal age, married, with postal address at 10 East Tubod Rosario Heights, Iligan C it y s a i d h e i nv e s t e d P97,685,000; and Achmad Benaning Macarambon of legal age, married, with postal address at Ilian, M a r a n t a o, L a n a o d e l Sur said he also invested P24,583,000. With this, Masmod and Macarambon pressed charges against Dr. Rico Medina Jr., Mr.

Diosdado Manolo y Dybungco, George Thorek C. Medina, John Karl S. Me d i na , and Lu cky P. E diza, a ll residents of Ozamiz City.

The would-be investors, in several dates and o ccasions in 2012, re portedly deposited their investments to the account of Dr. Rico Medina Jr in the Untied Coconut Planters Bank (UPCB) in Ozamiz City with UCPB Account Numbers 104050009486.

Dubbed as “Too Good to be True” money ventures, were made possible due to the alleged unwitting collaborations of some respected personalities, public officials, law enforcers, who themselves were allegedly lured into the activity.

In a recent interview (August 6, 2014 via cell phone) with Mr. Amor Masb o d w ho sp oke in behalf of the investors said that they filed their complaints with the NBI Iligan Of f ice last May 29, 2013 after Dr. Rico Medina Jr. did not fullfil his promised to staggardly pay them to at least 5% of their capital investments monthly from December 2012 in which, Dr. Medina has paid them 10% of their capital investment.

Mr. Masbod recalled that when they started asking the payback sometime in November 2012 together with the promised interest of their investment, Dr Rico Medina Jr. and the Medina Group Trading lawyers met them and promised to firstly pay them a maximum of 10%, however it was realized in December of the same

year with a promised that they will also received more or less 5% ever y mont h but s i nc e t he n they did not received an additional payment to their capital investment until May 29 2013 when they were forced to file the complaint against the Medina Group Trading headed by Dr. Rico Medina Jr and his cohorts.

Former Board Member Macky Taha Achmad Bashier who also called to be interviewed confirmed that they were able to receive more or less 7-10% payback of their capital investment and was assured of the 5% e ver y month but until of this writing no Medina Group Trading has paid them and fulfill their promises. “ They are not to be found, they are all hiding from us and their promises broken,” he said.

However, the two investor who asked for an interview with this news daily, said that they are still open for negotiations w it h Dr. R ico Me dina and company to settle and fullfil their promises for human consideration, the two added that they hop e Dr. Rico Medina and family who is now investing more businesses and building hotels in the city of Cagayan de Oro and other places in the Visayas and Mindanao will have a conscience to pay their long overdue payback.

Meanwhile, it was gathered from reliable information victims are now asking the Department of Justice swift justice to them against Dr. Medina Jr and his Group.

Police body backs water system project at city jail WATER needs at the Bureau of Jail Management and Penology (BJMP) Male and Female Dormitories in Barangay Lumbia in Cagayan de Oro City is being addressed.

The City Council committee on police, fire and public safety chaired by Councilor Ramon G. Tabor favorably endorsed to the Local Finance Committee (LFC) for funding, the recommendations of the City Engineer’s Office to improve the water system at the facility.

It may be recalled that the committee requested technical men from the local engineering office and the Cagayan de Oro Water District (COWD) to conduct joint inspections to find solutions to the water problems at the city jail.

Based on the report of the inspection team which was submitted to the committee, there is a need to rectify some of the water pipes, which were directly tapped to the deep well being utilized to serve the water needs of the inmates.

It was recommended that the existing one (1) horse power capacity submersible pump be placed with the original capacity of 1 ½ horse power submersible pump.

The inspection team said the revamp of the electrical wiring system at the control room is also necessary.

The team recommended the installation of an additional 1,000- liter capacity of elevated tank inside the two-storey female dormitory compound.

In line with the intention to address water woes and other concerns at the facility, the police committee, with Councilor Alden Bacal leading the group, conducted an inspection at the city jail few months ago. The Power

Photo of abducted German yachters in Philippines surfaces on Facebook Z A M B OA NG A C I T Y – A photograph of two German yachters who disappeared at sea off Palawan Island in the Philippines has surfaced on the Internet and in the picture were masked gunmen believed to be members of the al-Qaedalinked Abu Sayyaf group guarding them.

The picture - shared on Facebook - shows the yachters Stefan Viktor Okonek, 71, and Herike Diesen, 55, behind a German flag and surrounded by at least 10 gunmen in what appeared to be a forest and a black flag with an Arabic inscription can be seen in the background. It was not immediately known who posted the picture on Facebook, but Philippine television TV5 also ran a story about the photograph.

The duo was believed snatched at sea in April 25 while heading to Sabah after from a holiday in Palawan and they were reported missing after Filipino fishermen spotted their empty yacht.

There was no immediate statement from Filipino security officials or the German embassy about the authenticity of the picture. He also emphasized that what is mandated under the law for the sanggunians to submit are only ordinances and resolutions approving local development plans and public investment programs formulated by local development councils.

The vice governor also tackled the issue on energy, addressing it to the Vice Mayors as the presiding officers of their respective sanggunians.

“Let me make it clear that I am not against the power utilities,” he said adding, “all I want is for them to make reasonable measure which is pro-poor for the welfare of our constituents.”

Out of the 13,839 lms (length) of temporar y bridges on national roads from July 2010 to May 2014, the department has made permanent 10,858 lms of temporary bridges.

“Certain provisions that cover the Wealth Sharing and Power Sharing Annexes, precisely because they address different elements, we still have to agree on,” she said.

The Annexes on Revenue Generation and Wealth Sharing, Power Sharing, Transitional Modalities and Arrangements, Normalization, and the Addendum on Bangsamoro Waters and Zones of Joint Cooperation, along with the Framework Agreement on the Bangsamoro, are among the major components that form the Comprehensive Agreement on the Bangsamoro (CAB).

The CAB, which was signed on March 27, is the product of the more than 17 years of negotiations between the government and the MILF. The BBL is the legal instrument that will entrench the Bangsamoro region upon its passage into law and ratification in the envisioned core territory.

MILF satisfied Mohagher Iqbal, MILF chief negotiator and chair of the Bangsamoro Transition Commission, said he is satisfied with the outcome of the 10-day meeting.

“Practically, we have covered the proposed Basic Law from A to Z. We have covered a lot of ground, and we have settled a substantial part of it,” he said.

According to him, the sheer determination of the two sides to harmonize their ideas on the draft bill was essential.

“The parties were determined to overcome obstacles that came our way,” he said.

Both parties are confident that they can complete the draft bill a week from now.

“The only way to go is forward. So when we set a time frame, it means that we will try our best to be able to finish,” Coronel-Ferrer said. (PNA)

Philippine technologies to raise papaya output by 95% Volume III, No. 070

T

he Philippines, 11th among the top papaya producing countries in the world, will adopt crop management program and technologies that can significantly increase production and reduce postharvest losses over the next six years.

Allan Siano, a science research specialist, presented the industry strategic science and technology (S&T) plan (ISP) for papaya, which targets to raise output by 95 percent.

This was revealed in a recent consultative meeting organized by the Philippine Council for Agriculture, Aquatic and Natural Resources Research and De-

velopment (PCAARRD) of the Department of Science and Technology.

The ISP for various sectors crafted by the PCAARRD aims to harness existing and emerging technologies to provide science solutions to industry needs that will further enhance the sector’s competitiveness.

He said the S&T plan for papaya targets to raise

output by 95 percent in 2020 from 22.51 to 43.87 metric tons per hectare; and reduce losses to improve quality of papaya fruits by 50 percent from 40 percent to 20 percent.

Karotawo Festival, the annual fiesta celebration of El Salvador City in Misamis Oriental was finally opened August 9, 2014. This celebration is held in honor of city’s Patron Saint San Roque.

The kick off event started with a holy mass. A parade also took place exposing Grand Marshall PNP of El Salvador, Karotawo street dancing participants, local government unit in tribal costumes, Department of Education and market vendors and Miss El Salvador 2014 candidates riding in karomatas.

Karotawo street dancing competition came as highlight of the opening where among all participating barangays, the joined-Barangay Bolisong and Kalabaylabay contingent

emerged as champion.

There are also Festival Queen search, booth contests, band showdown, Queen of El Salvador search and many others. Moreover, event organizers elevated the fiesta look of El Salvador City grounds through colorful booths, fun rides, fairs and night cafe.

Camiguin’s Lanzones Festival founder and Department of Tourism - 10 Regional Director Catalino “Butch” E. Chan III graced the opening program as a guest speaker.

In his speech, he congratulated the organizers and City Mayor Alfredo Q. Tan for a successful opening.

Chan also encouraged them to conduct more studies on the culture and history of the city.

“We will not improve if we do not know of the past,” he quoted.

He told the city residents that it is important to know more about the place in order to express more and retell its

story. Further, Chan said that DOT will be giving out prizes for street dancing performance having the best storyline on the next year’s festival.

He also opened the topic on El Salvador City, sans on its improvement, it had been called as a controversial city.

However, seeing the place, he is confident that El Salvador City would level up as a truer city soon.

Chan also mentioned that El Salvador is not just rich on its kind-hearted and hospitable townfolks but it is also abundant in resources, such as the famous “Sambong,” a kind of herbal tea that makes El Salvador City truly popular in various places such as in the Metropolitan Manila. “Philippines is not only Baguio or Bohol, but there is a place called El Salvador City where people are so warm and hospitable,” he said.

He also stressed that in tourism, there is no competition but rather each place complement each other. In fact, framework plan is already created for the city being one of the sites prioritized for tourism development. Further, DOT has allotted three projects for

El Salvador, specifically on road concreting, street lights and many others.

The tourism department also provided P20,000.00 financial assistance for its fiesta activities.

Exempting poor families from real estate taxation

There is a need to protect poor families from losing their homes for the reason of non-payment of real estate taxes impose by either the national, city, provincial and municipal governments.

Poor families are already burdened by financial difficulties to sustain their daily needs, losing their homes simply because they cannot pay their real estate taxes is downright inhuman.

It is thus refreshing to note that measures to exempt the family from the payment of real property tax are now being proposed by lawmakers.

Our constitution expressly recognizes the fam-

ily as an inviolable institution that needs protection.

The family home is the dwelling house where a person and his family reside, and the land on which it is situated.

A measure known as HB 120 provides: “…. A duly constituted family home is hereby declared exempt from the payment of the real property tax if the owner of the real property is actually residing therein and the current and fair market value thereof does not exceed five hundred thousand pesos.”

Furthermore, the bill states that “If the current and fair market value of the family home exceeds the five hundred thousand

pesos, only the first five hundred thousand pesos shall be exempt from the payment of the real property tax, and the excess shall be subject to tax.”

However, the bill also states that “If the current and fair market value of the family home exceeds one million pesos, the entire real property shall be subject to tax.”

By setting the aforementioned qualifying provisions, the proponents of the measure said the Filipino family, especially the poor ones, may be spared from the sorry spectacle of losing their homes simply because they cannot pay their real estate taxes.

Taxing the poor is regressive, because they

spend a higher proportion of their income on consumption. Property taxes are regressive as well, because a home, rather than other investments, is the substance of the wealth of the poor.

The government should exact real efforts to promote affordable housing, backed by the resources of the wealthy, not by those of the poor.

The rising tide of inequality creates great economic distance between the rich and poor. Governments should increase the poor’s economic opportunities, their health care, their housing and their education to bridge this distance and prevent social volcanoes to erupt.

Burned out? Try the 3 Rs

SITTING here working on my Mac, I heard sirens, looked out my 6th floor window and saw a burning van on the side of Texas highway 161.

Like most destructive forces, the ‘burning van’ was causing all kinds of d i s r u p t i o n , i n c lu d i n g stopp e d t r af f i c , bl a ck smoke, and multiple police and fire trucks.

Sometimes, life in the fast lane of entrepreneurship experiences unexpected interruptions like that van fire.

Right now, my gauges feel like they are being pushed into the red zone.

both conscious that things that we learned in confidence during official functions in the past were, to some extent appropriate, ours to keep and cherish.

MAR ROXAS. Then, talk riveted, inevitably (what else?) on Sec. Mar Roxas. Opening the salvo, Julie naughtily asked what in heaven’s name moved Sec. Mar to propose another 6-year term for P-Noy. Julie had that charming, inquisitive way of wiggling information that one couldn’t usually resist.

Gabby, who was presidential political adviser in previous capacities, initially hesitated and was more interested to know more about Villa Medica’s FCT due to his congenital and still recurring back pains after several surgeries, the latest done no less by his surgeon identical twin brother, Dr. Rafael, chief orthopedic of Medical City. But Julie wouldn’t give up. Gabby eventually relented and said that Mar’s latest mouthful on giving President Aquino an additional 6-year term may be hazardous to his political health as it could be construed as an indication — or his own admission — that amending the Constitution and getting P-Noy win another term is easier to achieve than a Mar Roxas victory in 2016. And Gabby was not saying it with tongue in cheek. Knowing his good instincts in these matters, I conceded to his analysis.

NEGATIVES. I’m sad to s ee S ec. Mar b eing viewed in this negative light in many ways nowadays. I worked with him in the Arroyo cabinet, although we met only during Cabinet meetings and some common events.

As we all know, he had been lately the object of bashing in almost all fronts, from the newspapers, TV, social media and even my chat with

collapse into fatigue and discouragement.

If you haven’t figured it out yet, I’m admonishing myself as well as anyone else that is burning the candle at both ends, as well as in the middle! Yes, life is short and we’re all busy; but one of the best ways to extend our lives is to live it in balance. That way we win 3 ways: a longer life, a more enjoyable experience while we’re here, and family and loved ones who will appreciate our lower stress level. Have you scheduled every last available hour on your calendar for next week yet?

His controversial handling of “Yolanda” and the Zamboanga City siege still reverberate and we need not rub more salt on them.

I just viewed a video posted on Facebook showing Sec Mar, in dishevelled appearance, apparently enjoying himself while directing and unwinding traffic in some Manila street during a traffic tie up, but the comments of netizens were disparaging.

It was posted obviously to jeer and put him in bad light. This is not to mention negative comments on other cases like how he wrongly handled the hammer when a photo showed he was helping repair a chair or how “EPAL” he was carrying a sack of rice on his shoulders. Oh so many of those.

Then recently, I thought I saw a good break for him for a change. For a while I thought the recent release of PNP elements by the NPAs in Surigao was something positive to his credit that could break the jinx of bad press for him.

I thought it could even be a signal of the thawing of the long frozen peace talks with the CPP/NPA/ NDF. But, alas, only for me to later read the public complaint of Surigao Gov. Sol Matugas openly and strongly criticizing Sec. Mar for allegedly “short circuiting” the local provincial crisis committee.

My heart sunk for him.

Although the Matugases are LP’s , the governor was saying things about not supporting him if he goes for the presidency.

THE MAR I KNEW. I have a few personal unforgettables with Sec. Mar when we worked up close while we were in the Arroyo cabinet. I could tell, with his experience as a banker/trader in the US before he joined government, that he had a natural, keen, no-nonsense economic eye for things.

Well bred and well-

endowed in leadership genes and resources, his competence was immediately evident. He was a warm, back-patting type but at times showed signs of not being able to personally connect. And yes, some sincerity issues to boot.

I saw how he worked hard to re-start the moribund Iligan steel mill in Iligan City that gave a sudden spurt to the local economy (although the mill is again back in the doldrums now). He was at home being DTI secretary where his competence and interests were best suited. From all accounts, he is a decent man. When he started showing signs that he was lusting for the presidency, things radically changed.

MY REMOVAL. The last time I talked with him in person was in 2010. Let me recall that “unforgettable” with him. He came to General Santos City to open the annual Tuna Festival in September of that year where I was also scheduled to attend and address in my capacity as chairman of the Mindanao Development Authority.

It was three months into the Aquino administration and although I had a fixed tenure to serve for five more years and was still willing to continue serving until 2015, I had expressed earlier my intentions to Malacanang to voluntarily relinguish to give the new president the option to choose who would be his own point person for Mindanao.

I recall I was already in the venue of the event when I got a call from Sec. Mar that he wanted to talk to me in private before he would deliver his keynote speech. In that meeting, he told me he had to quickly see me because it was already when he was in the plane en route to Gen. Santos City and while reviewing his prepared speech that he saw for the first time that

in one of the paragraphs, he would be announcing that I would be replaced as chairman.

I remember him telling me that he took the special efforts to see me because “Kumpare kasi kita” (he stood as wedding sponsor to my son Jay). He seemed to send the message that he had no hand in my being terminated from service.

However, I doubted very much his story because I had previously learned that he took charge of Mindanao for the new president during the early transition phase.

Moreover, since I had the good sense of voluntarily offering to relinquish earlier in a formal letter addressed to the President, I thought I deserved a simple civil letter of officially informing me of the palace decision. And not being peremptorily removed by a public announcement with me as part of the audience.

I thought wrong! (After that Gensan City event, a Malacanang letter was sent to me so kindly thanking me for my long service to Mindanao and telling me I was being replaced); But, yes I was greatly relieved that Mar took the effort of sparing me the public embarrassment of being publicly removed.

So I skipped going back to the venue and promptly motored back to Davao City quietly disturbed by the impropriety of it all.

And so my ” kumpadre” Mar Roxas merrily went on with his speech that day.

And as I always merrily say, the rest is history!

The late Harry Emerson Fosdick, a famous Protestant teacher, wrote: “No man ever saved anybody, or served any great or left any enduring empress, who was not willing to forget indignities, near to grudges.

The world’s saviors have all, in one way and another, loved their enemies and done them good!” Would you agree with this?

Magnanimity, applied to relations between nations and people, transforms hostility into helpfulness.

Maybe, once upon a time.

Maybe even nowadays. Consider the massive assistance of the United States provided to its former enemies following World War II, enabling them to rebuild their blasted cities and shattered economies.

“Once upon a time”, no West Berlin inhabitant will forget the U.S. airlift during the East GermanRussian blockade, when the so-called “Raisin Bomber Planes” kept West-Berlin and its people alive.

esigners coming from different parts of Mindanao island gathered and converged in Cagayan de Oro City for Mindanao Fashion Summit 2014. The event opening took place at Limketkai Mall, August 8, 2014.

The summit is the first official event anchored on CDO fiesta celebration. It is now on its 3rd leg, first organized on year 2011 through the initiation of a group of designers in CDO, the Oro Fashion Designers Guild (OFDG) and in participation of Department of Tourism and Limketkai Mall.

This year’s participants are the socalled notable and talented fashion designers and fashion brands in Mindanao, said Joshua Guibone, vice president of OFDG. The fashion event recognized the ingenuity of Mindanaoan designers, offering public with exhibits and displays of the latest Mindanaoan Collection, following the theme “Local Designers – Global Impact.”

The summit aimed to broaden fashion and brand awareness of fashion-related companies and organizations amongst the chic urban professional consumer community.

In addition, it encourages tastemakers to take active roles in setting the mold for style and trend in Mindanao.

CAGAYAN DE ORO DESIGNERS ON MINDANAO-INSPIRED DESIGNS The Mindanao Fashion Summit 2014 opened through an all–Mindanaoan Collection and Men’s Wear Collection.

First shown in the opening are the designs made by Kagay-anons. First seen was designer Ann Semblante’s creations.

Hers are ensemble made in the context of contemporary fashion and a touch of Mindanaoan’s wool ethnic fabric combined with shantung silk, a thin kind of cloth, usually used for bridal gowns. Designer Alma Mae Roa, on the other hand, give out her classic barong with wooven hinabol.

“Modern Lumad” describes the style of designer Angela Soriano. Her design promotes Mindanao culture through continuing the living traditions of fabric weaving, in hopes of passing it to the next generation with much value and appreciation. She called it “a traditional fabric with modern take.”

Basic contemporary suit is one made by designer Benjie S. Manuel. The difference of this suit, however, is that it is combined with royal silk as accent, inspired by the suit of Muslim men in Mindanao.

Boogie Musni Rivera’s design is a diversity of Filipino barong turned into an elegant hand-painted Higaonon serpentina. In details, “sampaguita” is stressed of his idea that the flower connoted the women’s symbol of love and loyalty to each family.

Gil Macaibay III design featured the looks of a Muslim woman, exposing the creation title “Hegemony over Fortune: The Muslim Queen.”

John Mark Magallanes’ design is a white ensemble with blue or green hinabol accent. This partakes the merging of two kind of cultures, combining of vintage and contemporary aesthetics, inspired on geometric shapes present on most Mindanaoan culture.

The weaving of livelihood of Maguindanaoan tribe is the inspiration of designer Jonnie Navarro on his creation.

It is a couture on colors red, yellow and purple. The colors are meshed together as a representation of Maguindanao’s fibrant feast.

Joshua Guibone’s designs are contemporary creations, having ethnic accents.

It is inspired on Mindanao vintas that are common in Zamboanga province and are graphically structured and colorful.

Bukidnon’s indigenous fellowmen are the inspiration of designer Juniel Doring.

He stated that IPs are also great weavers of fabric he used in his designs, the hinabol version 2.0., a fusion of thread and abaca fiber. There is new pattern and technique used, implying a pure Mindanaoan.

Mark Christopher Yaranon, on the other hand, used Mindanaoan sunset as inspiration of his piece. The same to a sunset seen in Mindanao, it is very structural in nature, a tri-colored gown with a double peplum accent, having hinabol details on the bodice and sleeves containing crystals and beads.

Mavy Cooper de Leon’s piece reflects Tausug artistry and craftsmanship, more on his used fabric. It shows transformation of Mindanaoan cultural heritage to a modern yet elegant creation.

Department of Tourism Regional Director Catalino “Butch” Chan III also graced the summit and applauded CDO

and City Mayor Oscar Moreno for being the second competitive city in the country, next to Makati City. He said that as the same, CDO designers should not only be second, but most competitive in the Philippines; for the country is not just all about Boracay, Bohol or Baguio, for there is Cagayan de Oro to be proud of.

Guest designers from other cities and places in Mindanao showed strong participation to the summit. There are designers from Butuan, in the name of Anthony Blas Emboy, Felison Cañete, Jinky Petalcorin and Joey Sendico. Davao

also participated through designers Don Maki, Emi Englis, Erwin Tan, Frida Cabilis, Guji Jimenez and Kenny Ladaga.

There are also coming from cities of Iligan and Ozamis and they are Jermaine Nabong and Victor Tusing, respectively.

Prior to the opening major events, a fashion installation and exhibits, cutting of ribbons and are also done in the morning of the kickoff day.

The summit will further continue until August 10, to where fashion make-up workshop and individual creation exhibits of each designer will be seen.

CEB adds flights to Cauayan, Isabela

The Philippines' leading airline, Cebu Pacific Air (PSE:CEB) increased its flight frequencies between Manila and Cauayan recently, operating a total of four weekly flights.

The additional flight schedule is every Saturday, with the flight departing Manila at 9:35am and the return flight departing Cauayan at 11:30am.

Previously, CEB flew between Cauayan and Manila every Monday, Wednesday and Friday. On these days, the flight departs Manila at 9:20am and the return flight departs Cauayan at 10:55am.

"With this additional frequency, we hope to further stimulate travel and trade in Cauayan and the areas surrounding it. Lowest year-round fares to Cauayan start at P588, which are comparable to buses. Travel time
