Comelec disqualifies Ejercito

VOTING 7-0, the Commission on Elections (Comelec) has affirmed the disqualification of Laguna Governor Emilio Ramon “E.R.” Ejercito for overspending during the May 2013 elections.

In a 21-page resolution released on Wednesday, the Commission en banc upheld the decision of the poll body’s First Division last September 26, that found Ejercito spending beyond his Php 4.5 million campaign spending limit or Php 3 for each of the 1,525,522 registered voters in the province.

The ruling also unseats the incumbent Laguna official.

LANAO del Sur Electric Cooperative (Lasureco) General Manager Sultan Ashary P. Maongco slapped a town mayor and his aides with criminal complaints before the Office of the Provincial Prosecutor at the Hall of Justice in Marawi City on May 19.

Ashary identified Ditsaan Ramain Ali Untao Adiong of Lanao del Sur, his driver, a man with scars in his arm, and at least 10 John Does as responsible behind the burning of JERA truck with mounted crane in the morning of May 13, 2014, an allegation which Adiong belied.

The Lasureco and the Department of Energy (DOE) jointly funded the 69/13.2 KV Lines projects––and contracted the services of JERA General Construction to install concrete electric poles and distribution lines.

MISAMIS Oriental––The provincial government of Misamis Oriental has released an additional P 2.4 million for cash assistance to various public schools in the province, Gov. Yevgeny Vincente Emano said on Monday.

Emano said that the amount will be extended to school principals from P 5,000 to P 50,000 cash aid, depending on the need of the school.

He said that cash assistance now covers both the public provincial and national high schools in Misamis Oriental.

Last week, the provincial government has distributed about P 550,000 cash assistance to principals of 11 public elementary schools in Misamis Oriental to help in the repair of dilapidated schools.

LTO closes office in Bugo

CAGAYAN de Oro City––The Land Transportation Office (LTO) in Northern Mindanao announced on Wednesday the closure of its district office in Cagayan De Oro City as part of the new registration process, a senior LTO officer said.

District Head Jesus Chan, of the LTO District Office, that the LTO district office in Bugo, the last coastal village, 8 kilometers east of Cagayan De Oro City, would be closed effective Friday.

Chan said that the LTO Central Office in Manila has issued the closure order of LTO district offices all over the country, including the LTO district office in Cagayan De Oro City.

He said that the LTO District Office in Bugo is the LTO’s top earner compared to all LTO district offices in Northern Mindanao.

According to the Chan, the LTO district based in Bugo, Cagayan De Oro City contributes a monthly P 10 million to P 12 million revenues to the LTO regional office here.

“With the closure of the LTO district here, the LTO regional office here stands to lose about P 100 million annual revenues,” Chan added.

Chan, however, said that the closure of the LTO district offices could be temporary since the LTO Central Office might reconsider the opening of profitable LTO districts in the country.

Davao Light reduces hours of rotating blackouts

AVAO CITY – Customers of D av a o L i g h t and Power Company (DLPC) heaved a feeling of relief after the power utility announced it is now back to a maximum of one hour blackout during peak hours and none throughout the off-peak hours within its franchise area.

The power utility attributed the reduction to a much improved power supply situation from the National Power Corporation (NPC) through the National Grid Corporation of the Philippines (NGCP).

In a press statement, DLPC said that since last week the duration of the rotating brownouts has significantly reduced from

a maximum of 2.5 hours and 1 hour during peak and off peak, respectively.

DLPC however, said the power supply remains to be in a very critical situation until STEAG's second unit will be back in operation on June 1.

Thus, the company's Bajada Power Plant continues to run given the situation. The first unit of STEAG went on line during the first week of May. It will be recalled that STEAG bogged down since February causing a Mindanaowide blackout.

DLPC is also taking calls from the Interruptible Load Program of the participating companies to help mitigate the impact of the power supply situation during peak hours or whenever needed. ”Davao Light will do its best efforts to implement the rotating power interruptions at the barest minimum,” DLPC said.

LGU Tagum supports Brigada Eskwela TAGUM CITY—The city government here once again elevated its advocacy of “bayanihan” as it fully supported the week-long Brigada Eskwela, an initiative of the Department of Education that brings together school officials, parents, students, and private organizations in an effort to clean and repair schools, in time for the opening of classes on June 2.

The City Government of Tagum allocated 300,000 pesos as an assistance to all

Press Freedom, Right to Reply, and Media ownership In developed countries, freedom of the press implies that all people should have the right to express themselves in writing or in any other way of expression of personal opinion or creativity.

The Universal Declaration of Human Rights also state that “Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive, and impart information and ideas through any media regardless of frontiers.”

In the interests of fair, honest, accurate, and complete news gathering and reporting, and to assure access for the broadest spectrum of opinion and expression, the right to reply must always be upheld by the media outlets.

The protection of the public forum in major print and broadcast media, from editorial manipulation of news and information, hiring discrimination, and dis-information and omission is of paramount importance to democratic practices and values.

For these reasons, the legislation of the Freedom of Information (FoI) must be re-examined and amended to include provision on how to prevent media establishments or any ideological or commercial organization, or any political, economic, or religious institution from monopolizing the discussion, comment and editorial on any issue without the participation or reply of the opposite side.

Deliberate editorial omission, bias, and discrimination and the establishment of a narrow, doctrinal, one-factor, media environment must not be allowed. Regardless of whether such condition arises via market monopolization, oligopoly, advertiser coercion, one factor’s (Capital or Labor) position of influence, or retribution against dissident sides will not protect the integrity of the Freedom of Information.

Today’s concentration of media ownership and editorial power brings into sharp focus not only the immense responsibility, but also the freedom and estate of editors - in particular those with audiences in the millions, or even billions. Yet it is major-media owners, and their hand-picked editors, who decide what the vast majority see, hear, and read. Media owners and their editors have become the unelected, and unregulated, keepers of the public trust and molders of the public mind.

In this setting, the vast majority have no say in major media

handling of issues for public consumption.

As commercialization and cleansing of the internet continues the people have little or no control over the content of their informational life-blood, within major media organizations.

Instead, a handful of owners, editors, and news agencies control the facts and opinions flowing to ever-greater numbers. Thus, the impact of the editorial powers of a handful of private concerns grow to global proportions. This is an intolerable condition in a democracy.

A once freer, more representative and local, press has been replaced by a one-factor-owned “fourth estate” — and one with but one ideology and infallible agenda. But whose information is it? Particularly in an era when for-profit mega-media is acquiring global influence, the problem is that the public has no way to assure the other sides are heard or read. Media owner’s ideologies, influence, political candidate preferences, and retribution against dissident editors or journalists have become an intolerable problem. Major media owners remain free to treat editors as at-will employees, and thus to manage opinion and content as their private preserve.

Given the importance of editorial positions, and today’s degree of media concentration and control by one factor, editors within major media concerns need to be protected, and established, as quasi-public employees. Where editors have no real independence or protection from their employers, the public’s media rights and information interests are then jeopardized, if not ruined.

The public interest is clearly not represented or balanced today against a major media owners’ ability to threaten the jobs and careers of employee editors. Given this state of affairs, media is per se corrupt as the public has neither ownership interest, control, equal amount of media, nor any recourse over those who edit a privatized information stream sold to, and foisted upon, the public for a for-profit purpose.

The one-sided, capital-oriented, nature of media ownership and content today is the best argument against press freedom. “ For- profit networks” today create prodigious amounts of scandalgossip “journalism” while they ignore and black-out what is going on in our boardrooms, economies, environments, and legislatures in order to render invisible the real powers in our lives.

Statement

Unemployment v. growth

WHILE we can’t take it away from the Aquino administration to bask on its accomplishments in the economic front such as the posted growth rate and credit ratings upgrade, this administration should work even harder to lick the problem of unemployment that is gripping the nation.

Licking this perennial problem does not mean sending more Filipinos to work abroad but translating the posted economic growth rate into job opportunities here for those who are jobless.

It is true that translating the posted economic growth rate into job opportunities here could not happen overnight, but making this growth rate inclusive is determined by the number of jobs it’ll create in the domestic front. Absent any positive impact in this regard, the

Even the recent upgrades of the country’s credit standing by reputable international credit ratings agencies will be rendered useless unless these upgrades will redound to the benefit of the unemployed in the form of job opportunities as the result of investor confidence in our economy translated into more investments creating more jobs.

A high unemployment rate, in our case one in every four adult Filipino, statistics say, is always a bane to any nation. High unemployment rate means more social problems as the result of injustice and iniquity brought about by joblessness on the part of able-bodied adults who should have been productively engaged in any work.

The unemployed will remain as potential economic assets only to the economy.

Unless they become gain-

fully employed, they will remain a liability not contributing to the economy but in fact taking so much from it in the form of public services. It is for this reason that ensuring that every able-bodied adult is gainfully employed is primarily a governmental task.

It is the government that should see to it that everyone has a job because if there are those without jobs, government service must still be rendered to them even if they are not contributing in making the economy robust. They can be likened to adult family members who are not earning because they are not gainfully employed but still had to be fed, clothed, and have to use the household utilities increasing the cost of these, etc.

97 communist rebels surrender to military

PROSPERIDAD, Agusan del Sur—Some 97 New Peoples Army rebels surrender en masse along with their firearms before Armed Forces Chief Gen. Emmanuel Bautista and local officials in significant rites at the Naliyagan Cultural Center of the provincial capitol yesterday morning.

The mass surrender of former communist guerrillas in the hinterlands of Agusan del Sur and neigh-

boring Surigao del Sur was considered the biggest batch in recent years in Caraga region who also laid down a cache of at least 79 highpowered and short-barreled firearms.

Reacting to earlier reports that the surrender was fake, an official of the Office of the Presidential Adviser on Peace Process (OPAPP) has clarified the former NPA members had undergone through a two-day orientation and personal information database system.

THE MAGNA CARTA FOR PUBLIC SCHOOL TEACHERS provides that Recruitment policy with respect to the selection and appointment of teachers shall be clearly defined by the Department of Education: Provided, however, That effective upon the approval of this Act, the minimum educational qualifications for teacher-applicants are as follows: (a) For teachers in the kindergarten and elementary grades, Bachelor’s degree in Elementary Education (B.S.E.ED.); (b) For teachers of the secondary schools, Bachelor’s degree in Education or its equivalent with a major and a minor; or a Bachelor’s degree in Arts or Science with at least eighteen professional units in Education, etc.

In the absence of applicants who possess the minimum educational qualifications as stated here, the school superintendent may appoint, under a temporary status, applicants who do not meet the minimum qualifications.

Should teacher-applicants, whether they possess the minimum educational qualifications or not, be required to take competitive examinations, preference in making appointments shall be in the order of their respective ranks in said competitive examinations: And provided, finally, That the results of the examinations shall be made public and every applicant shall be furnished with his score and rank in said examinations.

When recruitment takes place after adequate training and professional preparation in any school recognized by

the Government, no probationary period preceding regular appointment shall be imposed if the teacher possesses the appropriate civil service eligibility.

Where, due to the exigencies of the service, it is necessary to employ as teacher a person who possesses the minimum educational qualifications herein above set forth but lacks the appropriate civil service eligibility, such person shall be appointed on a provisional status and shall undergo a period of probation for not less than one year from and after the date of his provisional appointment.

Subject to the provisions , teachers appointed on a provisional status for lack of necessary civil service eligibility shall be extended permanent appointment for the position he is holding after having rendered at least ten years of continuous, efficient and faithful service in such position.

If our Kindergarten teachers so deserve the appointment, the above provisions in the magna carta could be invoked. The government should consider the plight of those who have rendered voluntary service which must be applied as a probationary status.

Sayyaf bomb plot in Zambo intercepted–police

AMBOANGA CITY – Authorities intercepted a plan to bomb vital installations in this city with the recent arrest of an alleged Abu Sayyaf bomb expert here, said Senior Supt. Angelito Casimiro, acting city police chief.

He said the Abu Sayyaf plans to bomb gasoline stations and other highly vulnerable public areas in the city.

However, Casimiro said such plan was disrupted with the arrest of Nujir Ahidji, alias Abu Jomar,

and the recovery of bombmaking components.

Ahidji was arrested when the combined Task Force Zamboanga and local police operatives, armed with a search warrant, raided his house in 5th Street, Southcom village, Barangay Upper

Calarian here at around 7 a.m. last Saturday.

The raiding team recovered from the possession of Ahidji a mobile phone, electrical wirings, adhesive tapes and blasting caps.

Casimiro said that appropriate charges have been filed against Ahidji.

The police official said the terror group is also targeting to attack the local bomb squad and security personnel since they are the first to respond to any bombing activity.

There are estimated 500 professionals in this city and half of them or 250 are not paying the right taxes, Revenue District Officer Cresencio Agad said.

Agad said his office has already requested these professionals to increase the payment of taxes after going over their records.

administration, undeniably, has done great things in the economic front. While locally his accomplishments in the economic front are not that recognized, internationally this has been recognized. Even if these accomplishments are somehow questioned domestically, this does not mean these are not true. They are. But it is not encompassing yet.

This is the challenge Aquino is faced with. How to make his economic successes felt by almost all the citizens is his to do. Doing this can’t be accomplished through accolades heaped by foreign governments or agencies on his administra-

tion. These successes must be felt, must be experienced tangibly by the people themselves. Short of these, they are nothing.

While it is true that there are thousands of jobs waiting to be filled up, the sad reality is that the jobseekers lack the needed qualifications, training, skills and expertise to fill them up.

This is the disparity that had been there ever since.

This disparity is attributable to the fact that our schools, colleges and universities are churning out graduates like manufacturing firms churning out goods who do not fit to what the job market is looking for.

Of course, we are not denying here that even if the existing job vacancies will be filled up, every jobless Filipino will now have a job.

No, because the number of jobs available against the number of job seekers still don’t match. There are still more jobless than the job openings available.

That is why the Aquino administration had been challenged to address the problem of joblessness by addressing the concerns of agriculture and manufacturing. Anywhere you go, agriculture is still the number one industry that could take much of the unemployed. Sadly, Philippine agriculture had been in the doldrums for decades now.

We have been saying here that without a vibrant agriculture producing the needed raw materials, there can never be real manufacturing efforts. Manufacturing will exist only if there are raw materials produced by agriculture. How can, for example, Del Monte in Bukidnon and Dole Philippines in Dadiangas, Cotabato keep on churning manufactured goods such as canned pineapple juice, canned pineapple and tidbits, vinegar and many more if agriculture stops growing pineapples for these giant pineapple manufacturing companies?

Without the Aquino administration seriously doing this, licking the unemployment problem remains a wish.

CAGAYAN de Oro City–– More than 2,000 local police forces were mobilized on Monday as the nationwide “Brigada Balik Eskwela” program kicked off here, a senior police officer said.

Sr. Supt. Graciano Mijares, the city’s police chief, said that he has issued instructions to all police commanders of the city’s 10 police stations to extend assistance to all public schools in the city.

He said that the police officers would be assisting in the repairs and refurbishing of dilapidated schools.

“Aside from extending security in the school premises, the local police command would also be extending assistance in kind, such as materials in the repair of some schools,” Mijares said.

Mijares said that the Cagayan De Oro City Police Command Office (COCPO) is now ready for the opening of the classes in June.

“We will have police operatives assigned to secure the premises in both private and public schools in the city,” said Mijares.

The “Brigada Balik Eskwela” program is implemented nationwide where public and private stakeholders and parents join together in a massive cleanup in schools in preparation for the opening of the classes every year.

level and the National Secondary Achievement Test (NSAT) for the high school level. The NCEE was abolished in 1994 through Executive Order no. 632 by then education secretary Raul Roco and was replaced by the NEAT and NSAT. When DECS was officially converted into the Department of Education (Deped), NEAT and NSAT were also abolished and replaced by the National Achievement Test. Both the public and private elementary schools take this exam.

Recently, there was a move to abolish NAT. Some private schools argue that NAT should be ablosh because “students need to think, and not memorize.”

They alleged that school teachers resort to “teach to

test” to get incentives. He said public schools that do not show “adequate yearly progress” in the NAT face sanctions such as a decrease in their Maintenance and Other Operating Expenses.

Teaching to test is simply item-teaching, which removes the validity of tests they say. Teach to test means teaching only what students are most likely to encounter during exams such as in Science, Math, English, Filipino and Sibika, but arts as well as how to solve problems and communicate effectively are getting less attention.

Also, students abandon assignments that require critical thinking in favor of drill, memorization, and repetitive practice.

Schools should have to

come up with a system far greater than what computers can do. Students have to be prepared to have answers for questions yet to be formulated, to be able to do things not of this world and exhaust the infinity of their minds and not the half-baked truths they are given in schools, proponents to the abolition say.

Whether there is valid reason to abolish NAT, the decision should rest upon the Department of Education. We believe, Dep-Ed has more think-thanks than other sectors do on the issue at hand. If it is detrimental or not to the pupils in schools, it is debatable.

Let our education leaders determine the right path we have to travel.

The access of Filipino Muslim and indigenous children to a responsive and culturally-appropriate education under the ALIVE program has become a successful reality.

Arabic language and Islamic Values Education (ALIVE) classes have been organized in 936 public schools across the country, benefiting some 54,000 Muslim students. 185 schools in Mindanao are now implementing a curriculum that is benefiting over 34,000 Indigenous children.

Through the support of the Australian government, the program has also supported

the introduction of school based management that has helped improve the quality of education by allowing the school community to make its own decisions.

The ALIVE program has been made possible through the Philippines’ Response to Indigenous Peoples’ and Muslim Education (PRIME) by the DepED. PRIME seeks to scale up and expand structures, processes and mechanisms to improve indigenous and Muslim education across an initial nine target Regions in the country.

ALIVE focuses on the specific needs of Muslim and Indigenous communities, through the development of learning materials, training of teachers and adaptations

to the curriculum to make teaching and learning culturally sensitive and relevant to children from diverse backgrounds.

The program’s advantage is the involvement of stakeholders in bringing a quality education to all children-whatever their ethnic, cultural or religious background. It more than just focuses on the problems challenging many Indigenous and Muslim children. Importantly it celebrates and harnesses the vibrant culture, knowledge and achievements that are there within communities.

There is only advantage in this program – the forging of unity and harmony among Muslim and Christian communities.

DOLE- Davao grants P9.7 million worth of livelihood to informal sector, LGUs and marginalized sector particularly self-employed workers with insufficient income, marginalized and land-less farmers, unpaid family workers, parents of child laborers, low-wage and seasonal workers, and workers displaced or to be displaced by natural and man-made disasters.

Among the big projects proposed under DILEEP were the P274,632 worth Banana Powder Production of Highland Multi-Purpose Cooperative, Toril Davao City; Davao Oriental Market Multi-Purpose Cooperative’s Wheel on a Roll Project amounting to P450,000; Nego-Kart projects amounting to P350,000 for the ambulant vendors in Pantukan town in ComVal; Abaca Hand Wo-

ven products amounting to P205,000 for the Indigenous People Women Association in Bansalan, Davao del Sur assisted by the Philippine Fiber Industry Development Authority (PhilFIDA); and the Water Refilling Station amounting to P497,200 for Mesaoy Water system in New Corella Davao del Norte.

Other projects included meat processing, basic sewing kits, peanut butter production, food processing, vermicast production and Bangus processing.

Grassroots Participatory Budgeting A total of P6.671 million were granted to seven LGUs under the Grassroots Participatory Budgeting Projects (GPB).

GBP, formerly known as Bottom-up Budgeting, is an approach to preparing the budget proposal of agencies, taking into consideration the development needs of cities and municipalities as identified in their respective local poverty reduction action plans. The formulation of proposals are strongly participated in by sector organizations and other civil society organizations.

Tagum City was granted P960,000 for Arts and Crafts Cum livelihood and Motorcycle repair shop and Spare parts Supply to 219 members of the informal sector group.

Ester Angoy, Tagum City councilor and chairman on committee on labor,

said she is glad that the government is extending help particularly to the Indigenous people and the informal sector group.

“I enjoin the beneficiaries to sustain your respective livelihood that it could grow and further benefit more people,” she said.

Maco Vice Mayor Voltaire Rimando, together with some beneficiary representatives accepted the Certificate of Entitlement for the town’s Livelihood starter Kits amounting to P1.7 million expected to benefit 300 members of the informal sector.

“DOLE has been a strong supporter of our livelihood projects and we continue to strongly partner to provide solutions to the employ-

ment problem in our area,” Rimando said.

Hagonoy town in Davao del Sur were granted P1.871 million for the procurement of Fishing gears and facilities and for Skills Enhancement on Food Processing projects benefiting 408 people including Senior Citizens.

While a total of P2.14 million for the Davao del Sur towns of Sarangani, Sulop and Malalag for their common service facilities, Big Ruminants Production and Garment Manufacturing and Printing projects, respectively.

KAPATAGAN, Lanao del Norte — The Department of Trade and Industry (DTI) here turned-over a solar dryer to Lapinig Multi-Purpose Cooperative (LMPC) in Kapatagan, Lanao del Norte, in April, this year.

The solar dryer, amounting to P133,850.00, is acquired through Shared Service Facility (SSF) project implemented by DTI and would benefit micro, small and medium entrepreneurs (MSMEs) in making lampakanay ropes and baskets.

Kapatagan is the biggest source of lampakanay grass and skilled weavers, hence the location of the solar dryer.

Dr. Ruel B. Paclipan, provincial director, DTI– LDN, said the solar dryer will solve the problem on the supply of dried lampakanay leaves which will significantly shorten the number of days of drying to just one

day compared to four days without using a solar dryer.

Uvero said the LPS requirement will mean advance and faster clearance for import shipments; exemption from physical examination or x-ray (except in certain instances); and cost savings on storage, demurrage, and import processing.

As for costs, Uvero noted the existing rule among accredited cargo surveyors (ACS) for bulk and breakbulk shipments states that “they cannot charge beyond ½ of 1% of the FOB (free on board) value.”

CAGAYAN DE ORO CITY, May 10 – The City Council committee on tourism chaired by Councilor Lourdes Candy Darimbang on Tuesday, May 6, started discussions on preparations for the city fiesta celebration of Cagayan de Oro this coming August.

One of the highlights of the celebration will be the Mardigras or street dancing competition, which will be participated by contingents not only from the city but also from different places of the country like Cebu, Ilo-ilo, Davao, and Bukidnon.

The fiesta celebration will be supported by the Police Regional Office (PRO-10), 4th Infantry Division, Philippine Army and Roads and Traffic Administration (RTA) – Task Force Hapsay Dalan to maintain peace and order and the security of the people not just for the competition but for the entire fiesta celebration.

meeting, representatives of the Philippine National Police (PNP) said the regional office will be assigning 100 police officers to the city and will field more if necessary to secure the city during the three- month preparation for the city fiesta celebration.

For its part, RTA officials assured support for programs of activities to be lined-up by the city.

The RTA assured that any possible scheme and rerouting plan during the events will be implemented to avoid traffic congestion.

As suggested, traffic advisories will be released to the tri-media a week or days in advance.

Street signs will also be installed for public information.

Councilor Darimbang said the main objective is to make the fiesta celebration more vibrant, lively and attractive to tourists.

Restoration of 4 major river basins in full swing - DENR

The Department of Environment and Natural Resources (DENR) is embarking on a project to restore over a million hectares of watershed areas in four of the country’s major upper river basins.

The four river basins are Chico in the Cordillera Region, Wahig-Inabanga in Central Visayas, Bukidnon in Northern Mindanao, and Lake Danao Watershed in

the Autonomous Region in Muslim Mindanao.

DENR Secretary Ramon J.P. Paje said that the sevenyear Integrated Natural Resources and Environmental Management Program (INREMP) aims to redress the severe land and water degradation that has occurred in important watershed areas and by promoting the use of native species.

“INREMP is akin to the

National Greening Program because it also targets to rehabilitate some one million hectares using 58 million indigenous tree seedlings that will be raised and grown under the project,” Paje explained.

Aside from helping remediate past biodiversity losses, Paje said the project – which runs from 2013 to 2020 – seeks to provide livelihood to some 350,000

households living in 2,201 barangays within the four river basins.

Paje said the program adopts an integrated crosssector approach to river basin management in a bid to improve the symbiotic relationship between existing economic activities and conservation practices being observed in river basins.

“We are looking at the INREMP as a model on how to harmonize development and conservation issues, especially on biodiversity and climate change, in critical watershed areas that are located within these upper river basins,” Paje said.

The environment chief also cited the importance of INREMP to global efforts to reduce greenhouse gases as the program seeks to bring down carbon dioxide emissions from forest activities.

Paje said the INREMP has the goal of reducing the rate of soil erosion from the four upper river basins to a total 4.6 metric tons by 2020.

In 1999, an aggregate volume of 25.7 metric tons were found to have been eroded from the four river basins per year.

According to Paje, all four have high biodiversity value besides being major providers of water requirements for major agricultural and industrial activities such as irrigation, power generation and local tourism.

River basins are composed of ecologically and economically important watersheds that drain water through rivers and other tributaries there. Water resources in river basins are indispensable for domestic, agricultural, industrial and other purposes.

The Chico River is a major river in the Cordillera Administrative Region and is a main source of water for irrigation at its origin in Mt. Province for vegetable production and downstream in Kalinga for rice production, making the province

as the region’s rice granary.

It also has the potential to generate 1,000 megawatts of power.

The Upper Bukidnon River Basin and the Lake Lanao Watershed feed the six major rivers of Mindanao, including Cagayan River and the Rio Grande. They also supply water to rivers that irrigate the rice lands of Mindanao.

The Bukidnon river basin provides 250,000 cubic meters of water per hour to Cagayan, Tagoloan and Pulangi rivers for irrigation. It also supports the operation of the Pulangi Hydroelectric Power Plant that supplies 25 percent of Mindanao’s power needs.

Lake Lanao, on the other hand, supports seven hydroelectric power plants supplying 55 to 65 percent of the power requirement of Mindanao.

The Wahig-Inabanga River Basin in Bohol supplies the water requirements of three dams – Malinao, Bayongan and Capayas – which are considered national irrigation systems covering 10,040 hectares. http://www.denr.gov.ph
