Davao cops to undergo close quarter battle training DAVAO City––The Davao City Police Office Special Weapons and Tactics or SWAT team will undergo a training on close quarter battle, Senior Supt. Vicente Danao, city police director, said yesterday. In an interview, he said that the 45-day training is set within the next two months and will involve topics such as aircraft and ship boarding. DOJ finishes draft of new criminal code

THE Department of Justice (DOJ) on Tuesday announced that the Criminal Code Committee (CCC) has completed Book 2 of the new Criminal Code on Crimes and Penalties after three years of drafting work. The CCC was established on April 20, 2011 to study, assess and consolidate a simple, updated and modern criminal law to provide clarity in law enforcement and to improve the administration of justice. This was geared towards increased access to justice especially for the marginalized sectors. “We responded to the call of the President (Benigno S. Aquino III) to undertake a codification project and for the first time in our history, we have a draft criminal code developed by justice stakeholders that is reflective of our societal norms,” Justice Secretary Leila M. De Lima said on Tuesday. “We shall now endorse the final product of both houses of Congress for their consideration to realize its passage as the new Criminal Code of the Philippines on or before 2016,” See CODE, page A11

The conference will feature resource speakers, who are experts in their respective fields, are expected to present state of the Philippine MSMEs as well as innovative strategies to address the gaps confronting them. This way, it will help MSMEs prepare to go about with the challenges when they compete with neighboring economies in the ASEAN region. DAVAO del Norte - The Land Transportation Office (LTO) chief based on this province announced during the recent Kapihan sa Kapitolyo that new license plates will be released in the second half of August. Marietta Piccio, supervising transportation and regulation officer of LTO – Davao del Norte, said that

they already received around 4,000 new license plates from the region and will be issuing it on the remaining days of August. “We have just received the plates and we are still counting it for inventory before we will be releasing it,” Piccio said. Piccio said that in claiming the plates, the owner of the car or authorized agents should bring the original copies of

theft and falsification. She said among the security features of the new license plates were the bar code and one-way screw. She said that the bar code can determine the car’s identity and make-up as it was programmed for its carrying vehicle. CAGAYAN de Oro City–– About 200 residents of a barangay in Medina, Misamis Oriental, were hospitalized on Monday due to food poisoning. In interview with The Philippine Star, Vice Mayor Kimboy Ochegue said the incident occurred at lunch time during the Araw ng San Vicente festivities. Ochegue said the residents had just participated

in a motorcade were gathered at the barangay center where they were given free packed lunches consisting of pancit bihon, beef and pork. He said the food was cooked and packed in cellophane bags early in the morning while still hot, which he said could have been the cause of the food deterioriting until noon. OROQUIETA City––The 8–M zipline project of the Almonte Administration will be opened to the public today (August 20) with local government officials led by Mayor Jason P. Almonte and members of the Sangguniang Panlungsod headed by Vice Mayor Harry Guantero as guests.

The Oroquieta Extreme Zipline (OROZIP Extreme) is the longest zipline in Misamis Occidental with a length of 1.2 kilometers stretch connecting to barangays Villaflor and Buntawan crisscrossing the Layawan River on its foot and Mt. Malindang scenery. The zipline is one of the

Acenas calls for an intensified campaign against illegal drugs in the city as he urges barangays and city residents to work with the government to protect its people from the social menace. “Our children are at risk of falling prey to drug syndicates, either by being users or being carriers of illegal drugs. Let us protect them by making it hard for drug pushers to operate here,” stressed the vice mayor. Being a student-leader is an exceptional experience that is beneficial even after graduation. Many student leaders are chosen or voted into their positions by their peers. your abilities recognized by others is empowering, and the work leadership skills by starting a club on-campus, writing for the school newspaper, organizing sports rallies or serving as a tour guide for incoming students. It will also develop one’s communication skills. Public speaking plays a major role in many careers today. As a student leader, one have to speak with confidence and poise to diverse groups about the

organization’s mission and goals. Diplomacy skills and persuasion tactics are applicable to almost any career. A student can develop your communication skills by speaking at school events, mentoring incoming freshmen or being part of a school’s radio broadcast team. A student can gain responsibility through being a student leader. Student leaders aren’t only responsible for themselves - they also have extended responsibilities that affect a wide range of people. Leaders of a group must not only make sure that tasks get done, but that all members of the organization are performing to the best of their abilities. If someone doesn’t follow through on a task, leaders make sure that, ultimately, the task is completed. This responsibility can be a lesson on how to hold others accountable. There are so many ways to prepare oneself for his future endeavours. For students, one best way is to get involved through student leadership.

Dads want answers to alleged double billing of garbage services COUNCILOR Adrian Barba expressed concern that despite the creation of a tripartite committee to investigate, in aid of legislation, issues pertaining to allegations of double billing of Basura Bai Atbp, nothing has been accomplished. In his special report during the recent regular session of the 17th City Council presided over by Vice Mayor Caesar Ian E. Acenas, the councilor said the allegation was made “in a verified report duly notarized which has become a public document.” This and other matters pertaining to garbage and solid waste management were referred to the tripartite committee composed of the committees on environment and natural resources chaired by Councilor Zaldy Ocon, on health chaired by Councilor Dante Pajo and on finance and ways and means chaired by Councilor President Elipe for investigation in aid of legislation. Councilor Barba said meetings were scheduled on July 9 and July 23 but concerned department heads did not show up. It was again rescheduled on August 6 but the meeting did not materialize for the same reasons, he said. “How can we know if indeed this double billing, as alleged in the verified report duly notarized, is true? If this is true, then I will initiate the filing of cases against Basura Bai for defrauding the government. How can we know now the truth if these people who prepared the report, signed in front of a lawyer, making it a private document into a public document, do not appear by intention or by otherwise,” Barba cited. For his part, Councilor Elipe clarified that an investigation in aid of legislation was called to rectify certain problems. Economic Dynamism drives CDO as VisMin’s Most Competitive City C

AGAYAN de Oro City – The City of Golden Friendship celebrates this Fiesta Month its citation as the Philippines Most Competitive City outside Metro Manila and Numero Uno in the regions outside the Metropolis. Cagayan de Oro has been ranked by the National Competitiveness Council (NCC) as the second most competitive city in the Philippines in 2014 after Makati City, the country’s premier financial district. It also ranked second in infrastructure, fifth in government efficiency, and ninth in economic dynamism. Although it only ranks 9th in the country’s Top 10 cities in economic dynamism, it is the lynchpin which drives Region X as the fastest growing region in Mindanao with an average annual growth rate of 5.8 percent over the last 1o years, figures from the National Economic Development Authority (NEDA) Region X office shows. The NCC’s “Economic Dynamism” scores were based on data on the size and growth of the local economy as measured by business registrations, capital, revenues, and occupancy permits; capacity to generate employment; cost of living; cost of doing business; financial deepening; productivity; and presence of business and professional organizations. With its sustained economic growth and the leveling up of its competitiveness recently, the possibility of Cagayan de Oro becoming Mindanao’s new business and financial center is no longer remote, according to Cayetano Paderanga Jr., former NEDA director-general and a noted economist,

referring to the city’s possible status as Mindanao’s new economic leader in the near future. He said things are looking good for the city, as it is experiencing positive growth. Paderanga added that with a local economy that keeps on growing, “the prospects for the next three years looks promising, it could extend to five or even seven years. And if we improve the governance, then the growth rate can even go higher.” “Cagayan de Oro is a very thriving regional economy,” he said, adding that the city has most of the fundamentals covered: peace and order, stable power, very good human resource and enough investors to keep the local economy afloat. NEDA confident to hit 6.5% to 7.5% full-year growth

D

espite the economic slowdown in the first quarter due to deadly typhoon Yolanda (Haiyan), the Philippines economic managers remain optimistic to achieve the full-year growth target of 6.5 to 7.5 percent. In his report to the Senate committee on finance during the briefing by Development Budget Coordinating Council (DBCC) on 2015 National Expenditure Program, NEDA Director General Arsenio Balisacan said Yolanda’s devastation has pulled down the economy from a high of 7.7 percent in the first quarter of 2013 to 5.7 percent in the same period of this year. ”The moderate first quarter growth was expected as the country was still recovering from the heels of devastation brought about by typhoon Yolanda in the last quarter of 2013. Moreover, reconstruction and rehabilitation efforts are yet to gain

traction,” Balisacan told the panel chaired by Sen. Francis ‘Chiz’ Escudero. Despite the effect of calamities to the country’s economic performance, Balisacan said the Philippines continued to be one of the fastest growing economies in Asia. The NEDA chief said the country’s growth has been supported by strong macroeconomic fundamentals which fuelled positive expectations of businesses and households. ”This is characterized by low and stable inflation, favorable interest rates, sustainable fiscal and external positions, and a stable financial sector,” Balisacan said. Balisacan said from 3.7 percent gross domestic product (GDP) in 2011, the economy grew by 7.2 percent in 2013, a growth achieved despite the uncertain global environment and a series of natural disasters that afflicted the country.

He also reported to the Senate committee that the country’s economy is not only higher but “there are indications that we are heading towards a higher and more sustainable growth path.” Balisacan said investment is increasingly becoming a major driver for growth although household spending continued to have the largest contribution to GDP. He said the eventual recovery of the advanced economies in the world would also fuel future economic growth of the country. According to Balisacan, the country’s positive outlook for 2014 also supported by recent indicators such as the latest result of the Monthly Integrated Survey of Selected Industries (MISSI) which pointed out that manufacturing is likely to remain as major growth driver. ”Double-digit growth rate in manufacturing output was sustained in June 2014 although slightly lower than

in the previous month,” he said. He said the merchandise exports has accelerated at a faster pace in June 2014 as it grew by 21.3 percent to US 5.4 billion dollars from US 4.5 billion dollars in the same period in 2013. The NEDA chief also reported that poverty incidence has declined to 24.9 percent in the first semester of 2013 from 27.9 percent for the same period in 2012, translating it to about 2.5 million people lifted out of poverty. ”Notwithstanding with this accomplishment, we know that we need to further accelerate poverty reduction, thereby fulfilling the President’s Social Contract of inclusive growth,” Balisacan said. To keep the momentum of achieving growth and poverty reduction, Balisacan said there is a need to focus on disaster-risk reduction through preparedness,

prevention and mitigation, income diversification, social protection and insurance. He said poverty shall be specifically addressed also by integrated spatial and sectoral focus in development strategies; enhance efforts toward improving competitiveness and human capital; observance of fiscal prudence and sound macroeconomic fundamentals; and intensified governance reforms. Balisacan said achieving more decent, productive and high-quality employment that provides adequate income for the Filipino workers continues to be a major challenge. At present, Balisacan said out of 40 million labor force, three million are unemployed while seven million are underemployed. Balisacan said the proposed Php 2.606-trillion for 2015 will help the country to move towards inclusive growth.

He said the government is preparing against possible economic risks such external factors like slowdown in large emerging economies particularly China and India and uncertainty of growth recover in Euro Area pose risks to economic growth. The NEDA chief said domestic risks such natural disasters, possible spike in commodity prices, port congestion, coconut insect infestation and delays in infrastructure and reconstruction projects might also affect good economic performance achieved under Aquino administration. For this reason, Balisacan called for time passage of the proposed 2015 national budget that will the government to achieve economic targets and to reduce further unemployment and poverty incidence. ”We are confident that these will be met with the timely passage of the budget,” Balisacan said. MANDAUE CITY -- The Mandaue City Government, in partnership with the Mandaue Chamber of Commerce and Industry (MCCI), will host the 23rd Visayas Area Business Conference (VABC) set on Aug. 21 to 22. NGCP to install new towers to withstand typhoons DAVAO City - The National Grid Corporation of the Philippines (NGCP) bought new models of emergency restoration system (ERS) structure in preparation for the typhoon season. In a statement, NGCP said they already learned lessons from previous experiences in which there was difficulty in restoring transmission facilities damaged by typhoon.

ERS structures are temporary transmission towers used during urgent restoration activities, usually after a typhoon. The towers are light-weight and take shorter time to assemble compared to a conventional transmission tower, NGCP said. NGCP also said the new ERS model is easier and faster to transport because it is smaller and lighter.

Despite its light weight, the ERS structures can withstand wind speed during typhoons. NGCP trained some of their personnel assigned to man the new ERS structures. They are composed of engineers, line foremen, and linemen. Company President and CEO Henry Sy, Jr. is happy about the new towers. “This will definitely

change the way we restore transmission facilities. Improvement, in terms of efficiency and speed, of our restoration process will benefit not just NGCP and its direct customers, but more importantly, the power consumers,” he said. United Internet AG’s 435-M euro investment in Rocket welcomed

MANILA -- The Philippine Long Distance Telephone (PLDT) Company welcomed on Monday the United Internet AG’s (United Internet) 435-million euro investment in Rocket Internet. Under the terms of the partnership agreement, United Internet is investing a 10.7 percent stake in Rocket, which was announced last Friday. The investment consists of 333 million euros in cash and 102 million euros represented by United Internet’s equity participation in the portfolio of Global Founders Capital funds. Global Founders Capital is a portfolio of over 50 venture capital investments held jointly by United Internet and Global Founders Fund GmbH (Global Founders Fund, formerly European

Founders Fund GmbH). As part of this transaction, the equity participation of Global Founders Fund in Global Founders Capital, valued at 153 million euros, will also be contributed into Rocket in exchange for new shares. It will bring Global Founders Fund’s stake in Rocket to 53.7 percent. The total value of the new funds invested and the Global Founders Capital portfolio is 588 million euros. The investment and contributions imply a 4.3-billion euro posttransaction valuation for Rocket. With this new investment, PLDT’s resultant ownership in Rocket, which was signed announced last Aug. 7, will be 8.6 percent, with the balance held by United Internet (10.7 percent), Investment AB Kinnevik

Rice smuggling as an act of economic sabotage A bill declaring rice smuggling as an act of economic sabotage and are thus punishable by heavy penalties has been filed in Congress. It is high time that such illegal business practice must be outlawed. They are bane to the country’s economy and worse, it nails our farmers into the cross of economic deprivation. House Bill 4676, to be known as the Anti-Rice Smuggling Act of 2014, shall penalize any person found guilty of

Ombud seeks probe of ‘Klarex’ PDAF REP. Rolando “Klarex” Uy, Cagayan De Oro City’s First District, is now in hot water. The Ombudsman Mindanao has reportedly discovered some questionable transactions involving Uy’s expenditures of the Priority Development Assistance Fund (PDAF). Like the Disbursement Accelerat ion Prog ram (DAP) that President Aquino spent at whims, the High Court has also declared that PDAF was illegal. Anyway, some wellmeaning Congressmen might have spent the PDAF with all honesty. President Aquino also argued - to the point of challenging the Supreme Court - that his office has spent the public funds under the DAP with all the good intentions. Perhaps, that is also the argument of Klarex Uy. That he has spent the P 35 million PDAF with integrity during his first term in 2007. However, with the initial findings of the Ombudsman, an Uy’s argument could now be held in doubt. “I

According to the documents, Uy distributed a set of Livelihood Technology Kits from the National Agribusiness Corporation consisting of Mango, Rambutan, Calamansi, and Jackfruit seedlings. A certain Flrerida A. Alberto, President of KKAMFI, a nongovernment organization, signed and prepared the 832 “livelihood” kits. The name of City Councilor Alex Dacer along with other barangay captains in the city’s second district also appeared in one of

the documents submitted to the Ombudsman. Dacer has denied any knowledge about the distribution of the kits in his barangay. “I am not from the second district, but my name appeared in the list of beneficiaries with addresses in the hinterland village of Mambuaya, one of the barangays of the first congressional district,” Dacer said. Dacer said a graft investigator named Liwayway Redonia could not hide her amazement when she found out that I am a resident of the second district - not a resident of Mambuaya. The graft investigator took Dacer’s counter-affidavit under oath. Tony Abujuela of Barangay 1 whose name appeared in the list of beneficiaries of Barangay Baikingon could not also hide his anger. “I will file a case against Uy, on a personal note, to clear my name in this anomaly,” Abejuela said. Dacer and Abujuela are among the barangay leaders

who initially came out to denounce the scandalous corruption involving PDAF. More local government units are also rearing to come out in the coming days. All of them bear the threat of filing cases against Uy. In other words, 80 cases from the barangay leaders alone are likely to be filed against Uy. The figure does not include the members of the barangay councils who might come out to seek judicial redress. The figure does not include the disinterested individuals whose personal integrity might have been sullied of the PDAF scandal. For instance, Jigger Jerusalem, an editor of a local daily, is included in the list of those who benefited from Uy’s PDAF. Perhaps, Jigger would not simply stand without taking action. Twisted view THE Binay family wants the people to not give credence to the corruption charges hurled against their patriarch on the ground that all these had to do with the announced presidential bid of the Vice President in 2016. Of course, all these charges have to do with the announced bid of Binay to seek the post to be vacated by President Aquino in 2016. There is no doubt about this. But the problem lies in the fact that the Binay camp does not want to squarely answer the charges and would rather hide behind the defense that these are all politically motivated. I for one could not believe that an 11-storey parking building will cost the government of Makati City something like P1.2 billion. I understand the costing per square meter of a popular fast food chain of their fully finished outlet is pegged at between P20,000 to P25,000. A parking building will certainly not need a finishing similar to any of the popular fast food chains in the country. So a parking building’s costing per square meter should even be lower by half the costing of a fully finished outlet of any of the fast food chains because the finish of a parking building, its ceiling, wall and flooring, is not even half as beautiful as the former. But why are these issues against Vice President Binay being filed only now? It is being filed only now as part of the process of vetting Binay if he is morally competent to succeed Aquino. He has already announced his intention to succeed Aquino so he is now being subjected to that stringent process of ascertaining his competence to be the country’s president after Aquino. Just like Interior and Local Government Secretary Mar Roxas who is also touted as another presidential candidate in 2016 who is being vetted already. This vetting of expected presidential candidates in the 2016 elections is now being undertaken because Binay had already expressed personally to the nation of his desire to run for president in 2016. Roxas, on the other hand, is already being vetted for his competence to lead the nation after Aquino because he is being touted as the administration’s anointed candidate in 2016. They are the only two so far who are being vetted for they are the only two at this point considered as likely presidential candidates. Rest assured that when the others will make known their interest to seek the presidency in 2016, they too will likewise be vetted for their competence to become president of this country. The charges hurled against Binay must be hurting the vice president since his defense has been to parry these by diverting the attention of the people by challenging

From the propaganda point of view, this defense is pregnant with admissions about Binay’s vulnerability to charges that had to do with his moral ascendancy thus making him incompetent to even dream of seeking the presidency. If indeed he is clean, why not answer the charges with evidence aside from simply saying that the cost is justified? In his public defense of this particular charge, Binay admitted that a parking building was indeed built by the city during his incumbency as its mayor but the project was finished during the term of his son, the incumbent, who succeeded him. There is no denial also that the construction of the building cost the City of Makati more or less P1.2 billion. Justifying the cost is where the Binay camp is groping for proof to erase any doubt that this parking building is overpriced. As it stands now, the building’s cost is indeed excessive unless the Binays can debunk this with evidentiary proof. This particular charge is truly hurting Binay. It is making a dent on his earlier standing as the runaway winner in 2016. At this point, his ability to win is now being questioned. And rightly so because the most important credential that the people will surely look for in a presidential candidate is his or her moral credibility. But I am not saying here yet that Binay’s presidential ambition had been doused with cold water already. What I am trying to say is that his once formidable bid is now overshadowed with doubts. But this does not mean this will benefit Roxas outright. Sadly, even up to this point Roxas has not captured the imagination of a sizable segment of the population. And this is where his problem lies. How to make the people believe that he is Aquino’s worthy successor because he can equal or even surpass Aquino’s anti-corruption mantra? The results highlight the importance of being competitive in several factors, especially those which are closely examined by potential investors. It should be noted that the top three cities and municipalities for overall competitiveness also received at least one award in a category. Luz advised stakeholders at the Regional Competitiveness Summit to work together in building cities and municipalities which are affordable, accessible, socially-acceptable, environmentallyfriendly, economically-viable, and climate-resilient. City and municipality data used in the CMCI were voluntarily submitted by the RCCs. For the third straight year, Northern Mindanao has the highest Gross Regional Domestic Product (GRDP) per capita among Mindanao’s regions and maintains its rank as the 6th highest among the country’s 17 regions in per capita GRDP. The per capita GRDP of Northern Mindanao increased by 3.6 percent in 2013, that is, from PhP 53,122 in 2012 to PhP 55,060 in 2013. With Cagayan de Oro city as its economic driver, Northern Mindanao was identified by the Philippine Statistics Authority (formerly National Statistics Office or NSO) as the most labor productive and profitable region in Mindanao in the 2010 Annual Survey of Philippine Business and Industry (ASPBI). Northern Mindanao recorded the highest in revenue per worker, value added per

worker, average revenue per establishment, and average profit per establishment among the Mindanao regions Workers from Northern Mindanao are more productive far ahead from other regions, recording P2.18 million revenue per worker in 2010. Region 11only posted P1.52 million per worker at second, followed by Region 12 with P1.48 million per worker. Northern Mindanao also posted an average revenue of P265 million per establishment for the period, surpassing Region 12 which ranked first among Mindanao regions in 2009. The ASPBI is a nationwide undertaking of the NSO which aims to provide key measures on the performance level, structures and trends of economic activities in the entire country. The annual survey is confined to the formal sector of the economy, such as the corporations and partnerships, cooperatives and foundations, single proprietorships with employment of 10 or more and single proprietorship with branches. According to the NSO, a total of 23,630 establishments were selected for the 2010 ASPBI with an overall response rate of 95 percent. In the latest recognition of the city’s economic dynamism, it was selected as a pilot area for the implementation of Republic Act (RA) No. 10644 (Go Negosyo Act) which was signed into law by the president last July 15, 2014.
