SURIGAO City––The City Health Office here is running out of anti-rabies vaccines as officials say the city government has no budget to cope with the rising number of cases of animal bites. Garrote Menor, head of the CHO’s Animal Bites Treatment Center, told MindaNews Wednesday that the city government cannot give all the necessary vaccines to victims of animal bites. She said her office has recorded at least 1,241 cases of animal bites from January to September this year, 973 of which are dog

bites. There were 196 cases of cat bites, while the rest were by rats, monkeys, rabbits, and others. Last year, the CHO documented 1,510 cases of animal bites, 1,210 of which from dogs. “We don’t have ample supply of these vaccines to give each patient all the necessary vaccines, especially those categorized as level 3,” Menor said. Flower vendors hoping to make brisk sales during ‘Kalag-kalag’ CAGAYAN de Oro City–– Vendors along Lt. Guillermo St. near the Cogon public market here are expecting brisk sales in the coming days as families buy flowers to decorate the graves of departed relatives during the weekend, when Catholics observe All Saints’ Day and All Souls’ Day, a two-day celebration collectively called locally as “Kalag-kalag.” “Come back tomorrow. The flowers will arrive from all over Mindanao and all of them are very beautiful to see,” flower vendor Marilyn Buay said Tuesday.

Buay said they are expecting a huge shipment of Malaysian Mums from General Santos City Wednesday. She said other flower shipments from Cotabato, Bukidnon, Misamis Oriental and Lanao del Norte will also start arriving today. “The flowers will be delivered by container vans, trucks and jeeps. Expect this street will be filled with vendors selling flowers tomorrow afternoon,” Buay added. Another flower vendor, Herminia Sarita, said vendors like her are expecting

a three-day fiesta selling flowers for the dead starting on Thursday until Saturday, a day before All Souls’ Day. “This is our most awaited part of the year. Daughter of disappeared parents screams for justice

AVAO City - After her parents disappeared eight years ago, a young woman is still pining for the day when she sees her missing loved ones. Malaya Intise, daughter of desaparecidos Federico and Nelly Intise, said during a press conference on October 28, that both her parents and another person

named Gloria Cañeveral were abducted in Barangay Calumpang, General Santos City last October 26, 2006. She still recalled the day her parents went missing. She remembered that she even had to file an enforced disappearance case at the United Nations. “We filed a case at the Calumpang police station. For a

month we searched for them and after that we filed a case before the national (office). We also filed an enforced disappearance case before the United Nations,” Intise said. However, after eight years, her parents are still missing. Now, she is demanding answers about their disappearance. It’s a task that requires knowledge and discernment and the party’s best analysis of causes and effects. It’s imperative therefore that the party consists of the best and brightest it can attract to its fold. And we have been very lax in allowing the party system to be bastardized by any grandstanding Juan, Pedro, or Jojo out to build an economic empire and a dynasty. ***** For example, the Binay camp has announced that it has formed a new party for the purpose of contesting the 2016 elections. Actually, it’s just a warmed-over version of the so-called “United Nationalist Alliance,” which capitalized on its alphabetical/chronological advantage to snare voter support and nothing else. In the logic of its ringleaders—Jejomar Binay, Joseph Estrada, and Juan Pon c e E n r i l e — “U NA”

means first; thus irresistible to naïve, superstitious, gambling-addicted, and similarly-disposed voters that want to be first. True enough, it catapulted Makati’s quintessential trapo to within a breath away from the presidency. But does anyone have any idea of what his “new” party stands for? ***** What’s obvious is how this so-called party is driven by the politics of personality and patronage. “Vote for Binay and his team and get free movies year-round, plus a cake for seniors on their birthday!” Counting heavily on the ignorance and naivete of the masses, it’s a party founded on cynicism. Why else would it choose Manny Pacquiao as its first choice to be senator, a position requiring uncommon education, knowledge, and wisdom in a leader? It’s the height of cynicism to substitute mental acuity with fisticuffs and brute strength. Does it make sense to have a boxer for a statesman or senator of the realm, just because he has billions in campaign funds? Yet no one so much as makes a “Boo!” at this naked bid to ride on the perverted values of our voters. The sad part of this cruel hoax is, it may serve the ends of vanity and shameless ambition! ***** Knowing how campaigns have been waged by this Makati-tested gang of conspirators, can vote-buying, patronage, voter-manipulation, and assorted dirty

This is a team that thrives on the reality of endemic poverty: how it twists the values of poor but otherwise honorable folks, and how it makes mendicants of the poor and desperate. Underemployment today afflicts one-half or so of the nation’s labor force, of whom 15% are totally unemployed. And no one bothers to ask the important questions, like what’s UNA’s platform or reform program? There are myriad issues in our republic that a party must address. The education department initiated various program to attain such purpose. One is the Learners’ Information System (LIS). This is an online facility that provides easier registration process among students enrolling in public schools. LIS also help generate total number of learners in a particular school in quick way. LIS is also a tool to manage information in education area, promoting transparency, informed decision-making and empowerment at different levels in Department of Education. Moreover, LIS involves inclusive and communitydriven process through the engagement and contribution of all role players in the department such as teachers, principals, planning officers and others. In an article published in a DepEd site, DepEd Secretary Armin A. Luistro said that LIS is important for any educational system or institution because considering the size of the department

and the number of schools under it, it is very critical for the agency to be equipped with the right information at the right time, to be able to make better decisions. For school year 20142015, public schools nationwide demonstrated an excellent performance when it comes to participation in LIS. In the future, LIS will serve as a tool in providing an avenue to allow Department of Education track its learners in formal and non-formal instruction. The outcome of this would result to formulation of appropriate interventions for delivering quality education to Filipino students. Example for doing such, LIS could monitor students who transfer from one school to another and through LIS as well, transferring students could be better assisted. The improvement in terms the kind of process of delivering a service is a big help in solving small to big problems. LIS is such a lift that technology brought to Department of Education and choosing to use this is a good initiation done by the department.

And experts agree that what works best for people with diabetes and everyone - is regular exercise, little saturated and trans fatty acids, and high-fiber diet. Carbohydrates break

quickly during digestion and can raise the bloodsugar to dangerous levels. Glycemic index (GI) ranks foods on how they affect our blood sugar levels. This index measures how much your blood sugar increases after your eat. When diabetic patients make use of the glycemic index to prepare healthy meals, it keeps their blood sugar levels and weight under control. Many carbohydrate-rich foods have high glycemic indexes, and certainly they are not good in any substantial quantity for people with diabetes. Other carbohydrates like complex carbohydrates and dietary fiber break down more slowly, releasing glucose gradually into our blood streams and are said to have lower glycemic indexes which are good for diabetic patients.

Studies on glycemic indexes by experts showed that many of the starchy foods produce the highest glycemic response and these are white bread, some breakfast cereals - cornflakes, and baked cheesy potatoes. And low glycemic foods include beans, barley, pasta, oats, apples, oranges, peaches, peanuts, strawberries, sweet corn and carrots. Likewise, vinegar, and lemon juice help reduce glycemic load, the amount of carbohydrate in a serving of a particular food. Many foods have few available carbohydrates in a standard serving. We call these the “free foods” because they are essentially free of any impact on your blood sugar. These foods contain less than 5 grams of available carbohydrate in a 100-gram portion.

The rest of the portion is protein, fat, fiber, ash and water. Examples of these foods are vegetables - asparagus, beans, cabbage, broccoli, cucumber, eggplant, lettuce, okra, mushrooms, tomatoes, radishes, spinach, turnips and peppers; fruits - avocados, raspberries, strawberries; eggs and dairy - cheese, milk, eggs, yogurt plain; and beverages - coffee, diet soda, tea and water. The glycemic index should, however, not be the only criterion when selecting what to eat. The total amount of carbohydrate, the amount and type of fat, and the fiber and salt content are also important. mote the use of native materials for their quality products which are exported mostly to Europe. “I am inspired by what you are doing. Alam nyo ba, when I was in New York, I showcased a walis-tingting that is made of inverted Christmas balls. And the Americans were awestruck. It means that our creativity as Filipinos is much appreciated anywhere in the world. Their value will be quadrupled,” Tenorio said.
