Pilgrims from many places around Mindanao and elsewhere flock to the Divine Mercy Shrine at El Salvador, Misamis Oriental. The pilgrims have to climb 80 steps to reach the upper part of the 50-foot statue. They are not allowed to carry cellphones and cameras on the way up.

Below they could buy souvenir t-shirts images of saints.

The shrine is being readied for an influx of pilgrims during this year’s Holy Week on the third week of April.

“Until now, we hear of the same comments attributed to Philippine Electricity Market Corporation (PEMC) that it is the Mindanaoans that do not know what the rules are supposed to be and have no knowledge on market operations,” noted Clint Django Pacana, executive director of the Association of Mindanao Rural Electric Cooperatives (AMRECO), the umbrella organization of Mindanao’s 33 rural electric cooperatives. “A categorical statement came out that the IMEM was suspended because ECs are not ready.”

“We should disseminate the truth of our experience with the IMEM for the better understanding even by the common tao but also the policy-makers and executives as well in the power industry, since some of these guys, expressed ambivalence on how to react on strong manifestations against the PEMC,” Pacana said. “I dared in forums that each should not take what speakers say as gospel truth, but verify and research more for enhancement. Dog bite cases in AgNor set record 2,173 in 2013

BUTUAN CITY -- Dog bite incidents in Agusan del Norte had climbed dramatically in 2013 and set a record 2,173 cases or a 200 percent increase compared to 1,078 cases in 2012.

Provincial Health Office Human Rabies Coordinator Brenda Tampos made the revelation during the First Provincial Rabies Summit at a local convention center here recently.

“We have a situation and it rests on our shoulders to address this problem,” Tampos told the delegates to the first ever rabies summit organized by the provincial government under Gov. Ma. Angelica Rosedell M. Amante-Matba.

which would coordinate the purchase of the generation of embedded generators or any other generators that can make their production available to the Grid as proposed by Dr. Ricardo Rotoras, D’Engg., president of the Mindanao University of Science and Technol-

For the solution to the long-term power shortage that would result in adequate, affordable and sustainable power supply for Mindanao from 2018 onward, the MCPC will be carrying out information, education, and communication campaigns among consumer groups, non-government organizations, and community organizations to get their local governments to implement renewable

energy power plants as economic enterprise projects in partnership with the private sector, Tauli added.

The end result of this campaign will be renewable energy power plants (hydroelectric power plants are the least-cost sources of electric energy in Mindanao; in 2018 onward, electricity from hydro plants will be selling at P4.00 or less per kilowatt-hour and electricity from coal plants will be selling at P6.00 or more per kWh), owned by the people through their local governments, contributing revenues to the LGUs for use in providing services to their citizens, and providing enough power supply for all of Mindanao.

Back to English in schools

English as medium of instruction in schools has been vanished for some years now. But a new bill seeks to resurrect English as medium of instruction from the present Filipino language. This to raise the English language proficiency level of Filipino students and graduates in order to increase their chances and opportunities of easy employment here and abroad, and to make Filipino workers globally com petitive.

Proponents of the measure has a laudable reason because, indeed, Filipino students should be equipped with English proficiency for them be able to communicate in simple, clear and descriptive manner in their work everywhere.

The key to better job opportunities here and abroad is English, not because it is the language of foreigners but because it is the language of research, science and technology, areas which global business and employment is very much into.

The measure seeks to provide for the use of English as the medium of instruction in pre-schools, elementary and high schools and to prescribe the teaching in

Editorial specialized English in tertiary levels.

The pre-school and elementary levels are crucial because the language proficiency must start at the childhood stage which are the formative years. It would be more difficult to do so in older years.

The bill requires English, Filipino or a native language to be used as the Medium of Instruction (MOI) in all subjects from preschool until Grade III. English and Filipino shall be taught as separate subjects in all levels in the elementary and secondary levels.

Likewise, English shall be the MOI in all academic subjects in the elementary grades from Grade IV to Grade VI and in all levels in the secondary.

English shall also be encouraged as a language of interaction in the school.

The organization of English clubs like book, oratorical, debating, writing and related associations are encouraged too, while in school publications, the

use of English shall be priority, according to the measure.

English should also be used as the language of assessment in government examinations and entrance examinations to public school and state colleges and universities at all leves.

Under the bill, questions in Filipino may be included for which the credit shall not exceed ten percent of the total points in the examination.

The bill mandates the Department of Education (DepEd) to formulate, develop and provide all the requirements, devices and support facilities needed to strengthen, enhance and develop English as the MOI. The bill also provides training and orientation seminars for teachers, manuals, learning modules and workbooks, textbooks, audiovisual aids and other auxiliary teaching and learning materials.

We congratulate the proponent for this undertaking, because undeniably, our students and workers’ proficiency in English would redound to a better understanding of all aspects of human living in this age.

Digong Duterte There are well-meaning Filipinos who would like Davao City Mayor Rodrigo “Digong” Duterte to run for president in the 2016 presidential elections.

Some of these wellmeaning Filipinos claim close ties with the legendary mayor. But in egging him to run, they just exposed their lack of knowledge about Duterte’s mastery of the art of politics.

There is no question about what Duterte had done and continues to do as mayor of Davao City.

His accomplishments as mayor of that city, however, are known only in that city and its immediate environs but not outside of it. And he knows this.

Besides, what he has done in Davao City especially in regard his ability to rid that city of criminal elements, while legendary, may not sit well with a good number of Filipinos.

Cebu City Mayor Tomas Osmena during his time tried to duplicate in his

He ended up criticized by the city residents. The local media lambasted him for the deaths of suspected criminals carried out by suspected vigilantes.

In fact, one of the issues that did him in when he sought the mandate of the Cebuanos in the last local elections was the unabated killings during his watch of suspected criminals. The city residents did not welcome the arbitrariness by which Osmena tried to rid the city of criminals.

The contrasting reactions

of the same intention of doing away with criminality and criminals in Davao and in Cebu proves that what is good for the goose may not always be good for the gander. What is considered good for Davao does not necessarily mean good for Cebu and perhaps in many other parts of the country as well.

Duterte’s stance against suspected criminals in his city earned for him accolades from his constituents.

Osmena’s attempt to be like him in Cebu made him the object of the people’s ire and even ridicule. He ended up hated and despised because the tactics of Duterte was

I can feel so many Filipinos are glad about this development. People who made millionaires out of public funds can now be accommodated in prison unlike before. This early, these politicians should be arrested before some of them might decide to go abroad and never return home. The National Bureau of Investigation (NBI) should be alert just in case some of these people take the back door for the

outside world. These people involved should now realize the saying “crime does not pay”. It is so unfortunate some of our lawmakers are also lawbreakers.

I would suggest that aside from the jail terms slapped on these senators, they should also return the public funds they allegedly smuggled unto themselves.

Their properties, personal and real, should be attached now before they can be moved or transferred to somebody’s domain. An inventory of their wealth should be done now and things should be accounted

These are facts that Duterte knows will not catapult him to the presidency aside from his logistical handicap. He was right when he said that he would need P10 to P15 billion to win the presidency. And he was honest enough to admit he does not have that kind of money.

His only way of having such amount is to seek the help of many political patrons who he will have to repay once he becomes president, a scenario he dreads because he is not the type who will just suffer in silence if bullied by political benefactors for payback.

This particular position of the fiery mayor should be given serious thought by the Comelec. If the poll body is truly concerned with its duty, it should institute measures that’ll bring down the cost of winning in any electoral contest beginning with the presidency. Saudi Arabia medical team joins medical mission for Zambo IDPs

A M B OA N GA CITY - A Saudi Arabia medical team has partnered with locally-based physicians to extend free medical assistance to the internally displaced persons (IDPs) housed at the Joaquin Enriquez Memorial Sports Complex in this city.

City Health Officer Dr. Rodelin Agbulos said the medical mission is ongoing Tuesday at the sports complex where thousands of IDPs are presently housed.

A medical team from Saudi Arabia’s Physicians Across Countries (PAC) are currently at the Grandstand Evacuation center and are conducting a free medical mission for the internally-displaced persons there. There are 2 doctors, 5 nurses and one pharmacist, bringing with them medical supplies. This activity is done in coordination with the City Health Office.

Agbulos, who heads the humanitarian cluster of recovery program for IDPs, said the medical mission is focused on the health condition of the IDPs following the reported deaths of evacuees suffering from different diseases.

He disclosed that the death toll as the sports complex as of last Sunday has reached 104 with diarrhea as the leading cause of death among children and pneumonia

among adults.

City Hall information officer Sheila Covarrubias said that “over a thousand IDPs are now availing of free medical services in an ongoing free mission done by the Saudi-based Physicians Across Continents” in coordination with the City Health Office at the sports complex.

Covarrubias said that a feeding program for IDP children is also ongoing.

MGen. Visaya said: “The current situation of the CPP-NPA-NDF is likened to a car without a driver and without gasoline. These gains are proof that they are becoming weak and whenever they perceived that they are at the losing end, they will again manifest their intention to negotiate and return to the negotiating table.”

“We will continue accepting those who would like to return to the folds of the law and be with their families. While for those who insist on staying in the mountains, we will let them rot there, like the dickens. It is now their choice whether they want to live happily with their families or die miserably and regrettably in the jungles. I have ordered our field units to continue their operations without let-up,” he added.

MGen. Visaya further said the army will keep on informing the people, particularly their supporters, that they are “terrorists”, an organization that will destroy their dreams and aspirations.

MGen. Visaya said big companies and professionals who are giving in to the demands of the NPAs should also stop providing aid to the CPP-NPA-NDF given the “terrorist” tag.

He said under the spirit of Bayanihan the army will continue converging its efforts with all peace stakeholders, after all, he said, they are fighting a common enemy who hinders from bringing peace and development to this part of Mindanao.

He claims that the arrest of the Tiamzons, CPP-NPA chairman and secretary general, has crippled the communist organization.

Visaya claims that nobody is directing the armed group’s operation while their centralized-type logistical management is also paralyzed since the chairman’s wife, Wilma, used to allegedly manage it.

Christian Uy said 72 NPA members have surrendered last March 28, and hinted that some more of their comrades here in Northern Mindanao are currently establishing lines of communication for their safe passage and eventual surrender.

The Army’s “Diamond” Division’s intensified “Bayanihan” operations have resulted in a series of successful encounters all over its area of responsibility, Capt. Uy said.

On March 3, 2014, at 1:10 in the afternoon troops from 8IB encountered with members of the communist rebels’ armed wing, NPA, at Barangay Basak, Lantapan, Bukidnon.

This clash resulted in the death of one rebel and the recovery of one AK-47 assault rifle.

Soldiers from the army’s 26IB also fought 10 communist rebels at Sitio Nakadayas, Barangay Mahagsay, San Luis, Agusan del Sur, on March 19, 2014, at around 11:55 am, and which resulted in killing of three rebels.

On March 25, 2014, at around 5:40 am, soldiers from the Army’s 401st “Unity” Brigade encountered 10 insurgents at the vicinity of Placa Complex, Sitio Togopon, Barangay Hinapuyan, Carmen, Surigao del Sur. The rebels scampered towards different directions, leaving behind their two of their fatalities and two AK-47 rifles.

Two more encounters took place at Purok 5, Barangay Mabuhay, Prosperidad, Agusan del Sur, on March 27 and 28, where troops clashed with NPA members of Guerilla Front 19A of North Eastern Mindanao Regional Committee.

Both incidents resulted to the troops recovering of the following items: one AK-47, one M-16 rifle.

The communist rebels also left two of their dead comrades behind, Capt. Uy said.

On March 28, 2014, at around 7:15 am, a squad of the Civilian Armed Forces Geographical Unit (CAFGU) Active Auxiliary encountered against a group of NPA members, at Barangay Pong-on, San Agustin, Surigao del Sur, which resulted in the recovery of one cellphone and some food stuffs.

Capt. Uy credit the government troops successful operation against the rebels with the correct information disclosed by the local populace in these locations.

Uy said the civilians claimed that they were being abused by the rebels through extortion and forced collection of foodstuff, and soldiers are conducting simultaneous combat operations in response to the complaints of the victims.

Dismissal of complaint against killers of 8 year old boy “deliberate”

AVAO CITY – Days before marking the 1st year death anniversary of her son, the mother of an 8-year old boy killed in a strafing incident involving state forces said that the dismissal of their case by government prosecutors was “deliberate.”

Evelyn Antivo, mother of Roque Antivo who was killed last year during a military operation, accompanied human rights groups in protesting the Provincial Prosecutor’s office in Nabunturan, Compostela Valley Monday. The group slammed what they called as “deliberate dismissal” of complaints so that the military can evade the bars of justice.

The 71st Infantry Battalion Army troops encountered Roque, his brother Earl Jhun, 12 and uncle Jefrey Hernan, 13 in Crossing Kidaraan, Barangay Anitapan, Mabini, Compostela Valley on April 3, last year. Roque died from several gunshot wounds while the two boys were wounded.

Evelyn Antivo said that their sets of evidence “are

strong enough for the filing of case in court” and that the fiscal’s dismissal “clearly shows that the justice system in the Philippines does not favor the poor victims especially if the perpetrators are the military or representatives of the state.”

The complaint was dismissed by Provincial Prosecutor Graciano Arafol, Jr. in a resolution dated September 17, 2013, which said “the fact of killing the victim by the respondents herein is not sufficiently established.”

The family and their lawyers filed a motion for reconsideration last October before the Provincial Prosecutor’s office accompanied by three more witnesses who executed their joint-affidavits.

The Army had since

denied the allegations and claimed that Roque was killed in an “encounter” between them and a unit of the New People’s Army.

For Rius Valle, advocacy officer of the Children’s Rehabilitation Center–Southern Mindanao Regional Office (CRC-SMRO), the case of Antivo is “clearly, an obstruction of justice.”

Valle likened Antivo’s case with that of Grecil Buya.

Buya, said Valle, was a nine-year old Grade two pupil who “was brutally killed” in 2007 by the 28th Infantry Battalion of the Philippine Army in Barangay Kahayag, New Bataan, Compostela Valley Province.

To “avoid accountability for her death” the army “branded” Buya as an “NPA (New People’s Army) child soldier” brandishing an M16 soldier when she was

killed by the Army during its military operation, according to Valle.

Valle said that Provincial Prosecutor Graciano Arafol “was the same prosecutor who dropped Grecil’s case.”

“If this is only what our justice system is capable of doing, then, our children are living in the most dangerous place we could ever imagine,” said Valle.

Valle said that upon their follow-up of Roque’s case Monday, the Provincial Prosecution Office said they already transmitted their response to the family’s lawyer. No communication has been received by the lawyer, according to the Antivos.

Antivo said that they are pursuing the case not only to obtain justice for Roque but for other children victims of militarization, as well. (davaotoday).

In recognition of his outstanding contributions to Philippine culture and arts, especially in the field of music, theater and film, but most of all for revitalizing communities through the arts, Xavier University-Ateneo de Cagayan conferred the Fr Francisco Demetrio SJ Award on Lutgardo L Labad during the Convocation for the University’s 75th Commencement Exercises 2014 held 27 March 2014 at the XU gymnasium.

“From the very start, I really felt music would be my calling and would be a big part of my life,” says Lutgardo Labad, who credits his parents for paving the way to a highly creative life in music, theater and film.

A native of Baclayon, Bohol, and belonging to a musically inclined family, he is currently Head of the National Committee on Dramatic Arts of the National Commission for Culture and Arts (NCCA).

He is also a member of various local and international cultural organizations such as the UNESCO International Theatre Institute and the Bohol Arts and Cultural Heritage Council.

“Gardy” has composed the theatre score for productions commissioned by the NCCA and produced by the Philippine Educational Theatre Association (PETA). He has composed and music-directed about 85 movies from 1974 till 2010 for various movie companies and film directors, among them award-winning Lino Brocka.

He has had numerous experiences as Theatre, Artistic, and Staging Director of various cultural productions spearheaded by local and international organizations and governments, among them the TUBOD European Concert of the Loboc Children’s Choir and the “Panata sa Kalayaan” PETA/ USA/ Canadian/European Theatre Tour.

Xavier University, in fact, was fortunate to have him as Director of “Pulong sa Kahayag” and Workshop Director of Exploratory Workshops through the Integrated Arts Approach in 1973, under the

auspices of the Xavier University Folkloric Studies led

by Fr Francisco R. Demetrio SJ. “Gardy” has given workshops and lectures to schools nationally and abroad under the PETA Training program.

He led the PETA faculty in developing the PETA curricula for people’s theatre.

A dedicated advocate for the preservation of Philippine culture and the arts, he has been to various national and international conferences to present papers on such topics as the “Filipino Traditional Theatre” and “Asian and Bohol Creative Industries.” Founder of the Bohol Cultural Collectives Network and co-founder of the LIHOK BISAYA Cultural Network in seven provinces, he is festival director, cultural organizer, exhibit curator, and author, among others.

Labad’s art has touched real people beyond the stage.

From 1969-1994, he was engaged in various community works as PETA artist-teacher in different depressed areas in the country, developing cultural programs among OFWs in other countries as well. From 2004-2007, he was part of the UNESCO-UNDPNCCA program on arts for poverty alleviation across the country. From 2008 until today, he helped establish art programs that raised the quality of life in Bohol, touching on issues such as environmental protection, cultural revitalization, and economic equity.

For all these, he has deservedly garnered numerous awards such as the FAMAS, Metro Manila Filmfest, Golden Screen, Manunuri Urian and Film Academy of the Philippines Awards for Best Film Score for several films.

Included in this long list are honors awarded by UNESCO, CCP, Aliw Awards, and Galing Pook.

Beyond his contributions to the field of music, theater and film, “Gardy” is a stalwart supporter of community organization through the arts, a true Filipino artist whose work has preserved, enriched and cultivated our Philippine cultural identity.

When candidates are made to spend millions or even up to billions of pesos to become a public servant, the nation will surely end up electing not servants but masters to public offices. This is what is actually happening now that the elections body seems not to be worried about.

An expensive electoral process will limit the election between moneyed people only to the exclusion of deserving politicians who unfortunately don’t have a large political war chest.

Such a process will only leave the winning politicians with no other recourse but recoup their expenses and ensure they have the money to use for their reelection or the election of their anointed successors.

Let us not fool ourselves into thinking that the money spent in elections and the money to be spent for reelection can be had without being corrupt. This dynamics of our electoral process is the root cause of corruption. But Comelec is not bothered by this whatsoever thus making that body an accomplice, complicit in corrupting our political system.

Until now I don’t even think that Comelec recognizes or even understands its role as the country’s poll body. I don’t seem to see the Comelec realizing that making the elections clean, honest, peaceful and orderly can only be achieved if that process becomes inexpensive thus enabling more candidates to participate.

In fact, it is only by having more candidates coming from varying economic statuses that the multi-party system can become a reality.

Personally, I don’t think the Comelec knows this.

Until Comelec gets to understand its role, the P10 to P15 billion that Duterte says one had to spend to become president will never be reduced but instead will continue to increase in future elections.

In fact, JR Borja Hospital is having its newly refurbished 3rd floor’s blessing and inauguration today, courtesy of the City Government, which provided the budget for the hospital, the supervisory management by the Northern Mindanao Medical Center, plus donations from friends and through charities.

“We have, finally, utilized the 3rd floor of the fourstorey building to decongest the 2nd floor by transferring the Pediatrics and the Internal Medicine Wards to the 3rd floor, leaving behind the Obstretics’ (ward) and the medical department on the 2nd floor,” Dr. Evelyn Perez, chief of hospital, said.

Aside from the Pediatrics and Internal Medicine Wards, the 3rd floor also provides space for patients belonging to senior citizens and those employed with the city government, who are in need medical attention, Dr. Ramon Nery, executive officer of JR Borja Hospital, said.

With an additional 58 beds in the 3rd floor, JR Borja is currently a 120-bed hospital under the Secondary, Level 1 category.

“Today, JR Borja Hospital is far better in terms of medical staff. We have 30 medical personnel, including three surgeons and three obstetricians,” Dr. Perez said.

Dr. Nery said the hospital improvement must be credited to Mayor Oscar Moreno and the city government for taking into consideration the needs of its patients, who are mostly indigent.

With an occupants’ rate of more than 100 percent, Dr. Nery said the hospital aims to level up by the end of next year, with additional infrastructure and equipment to it.

Another building adjacent to JR Borja Hospital will be completed in July, courtesy of the Department of Health’s undertaking, dubbed as Health Facility Enhancement Program (HFEP).

When completed, HFEP’s edifice will provide the Emergency Room on the first floor, along with X-ray room, and space provision for laboratory, ultra-sound and CT Scan. The 2nd floor will be utilized for additional

Davao’s health centers receive P80m from DOH DAVAO City––Fourteen of the city’s sixteen district health centers will get P80-million worth of upgrades to improve their primary health care packages courtesy of the Department of Health.

Councilor Mary Joselle Villafuerte, chair of the city council’s committee on health, said that the upgrades will be completed this year.

The grant from DOH, she said, would cover for the expansion of buildings as well as the purchase of equipment, such as the districts’ birthing facilities.

Once finished, the upgrades would allow the district centers to be accredited by the Philippine Health Insurance Corporation (PhilHealth) in providing primary health packages, especially for maternal health care and other outpatient services.

But Villafuerte said the committee would be preparing the documents to get PhilHealth accreditation even before the improvements are finished. “This means that patients from the barangays don’t have to avail of the city’s Lingap program at the Southern Philippines Medical Center to get health care,” she said.

Villafuerte said the PhilHealth accreditation would also help the city’s district centers generate income, with more patients accessing their services instead of going to the SPMC. Those who would benefit are PhilHealth accredited patients as well as those identified by the DOH’s Pangkalahatang Kalusugan (Universal Healthcare) program.

The upgrades in the district health centers would be a small but significant step to help those who are in need of primary health care, Villafuerte said.

Oil palm poised as next mainstay crop in DavOr

AVAO Oriental - After intensive studies on what possible industries to engage in and crops to grow in the typhoon devastated east coast towns, the Provincial Government of Davao Oriental together with industry experts conducted a consultation and orientation on the oil palm industry development poised to be the next mainstay industry in the province .

Dr. Pablito P. Pamplona, an expert on oil palm production and the newly-appointed head secretary of the Provincial Oil Palm Development Council told farmers how lucrative the oil palm industry is in comparison to other agri-based industries.

He explained that farmers could already start to get yield within two and a half years with harvests as frequent as every 15 days, unlike coconut crop, which takes six years to grow and even has an erratic price in the world market, thus, making it an unstable crop.

In addition, said Dr. Pamplona, oil palm has a yield potential of over 60 tons of fresh fruit bunch per hectare. “And with the application of ‘high-yielding’

technologies, farmers could earn a much higher income than with most other crops,” he said while further suggesting intercropping strategies for the first few years to boost their income.

Governor Malanyaon said that she envisions the Oil Palm Industry Development Program as a catalyst for development that would benefit people even beyond her term as governor.

She further urged the farmers to seize the opportunity and to do their fair share of efforts in order to help themselves bounce back from the devastation typhoon Pablo has caused.
