28 people in Caraga infected with HIV

SURIGAO City--Twentyeight persons tested positive of Human Immunodeficiency Virus in Caraga Region during the first eight months of this year, according to the regional office of the Department of Health (DOH). Based on a report obtained Friday from DOHCaraga’s Regional Epidemiology and Surveillance Unit, all of the 28 individuals are males. Eleven of them are from Agusan del Norte, six from Agusan del Sur, six from Surigao del Sur, four from Surigao del Norte, and one is from Dinagat province, the report said. THE Suara Bangsamoro (Voice of the People) yesterday cautioned Autonomous Region in Muslim Mindanao (ARMM) governor Mujiv Hataman in his all-out war announcement against the Abu Sayyaf in Basilan. Amirah Ali Lidasan, national president of Suara Bangsamoro, issued the statement for fear that civilians will be targeted in the military assault. Earlier, Hataman, who hails from Basilan, has recommended an all-out military offensive against the Abu Sayyaf Group that ambushed and killed six government soldiers, including a young lieutenant, in a remote village in Sumisip, Basilan which the governor was visiting Sunday. “I am recommending an all-out offensive against these terrorist groups,” he said. In the recently concluded 14th National PESO Congress held in General Santos City, the Department of Labor and Employment (DOLE) awarded the PESO Offices of Davao City, Tagum City and University of Mindanao –Tagum Campus. Labor and Employment Secretary Rosalinda Dimapilis-Baldoz expressed her appreciation to PESO managers and local chief executives for the continued strong partnership with the Department. “You are our partners and allies and as such, we recognize your achievements and performance as frontline conduits of the government’s employment facilitation programs and services,” she said. “We are happy and proud that the efforts of our PESOs in the region are acknowledged as we know how dedicated they are in their work,” DOLE Davao region director Joffrey M. Suyao said. “In partnership with the local government units, our PESO and its managers are our champions of employment facilitation,” Suyao added. She said, that although there is pressure, she is confident to repeat the winning performance because of the trust and support Mayor Allan Rellon. “We are very thankful for the full support of Mayor Rellon who believed in the program and in us. He has increased our budget knowing that we are indeed helping our constituents through the various programs of the PESO. And of course for the support of the DOLE regional office,” Llanos added. In 2012 UM Tagum campus already won for the

same category. “There are many challenges in the implementation of PESO programs being-school based, but it has given us advantage particularly in the employment preparation of our students as well as in guiding incoming college students,” said UM - Tagum PESO manager Alicia Sulayon. Aside from trophy, all winners received P50,000 cash. Being Hall of Fame awardee, Davao City received P100,000 cash. The Search for the Best PESO is an annual activity that recognizes the significant contributions and outstanding accomplishments of PESOs in the implementation of DOLE employment facilitation programs. Winners of other categories included: Region 1, Provincial PESO of Pangasinan for First Class Province category; Region 3, Provincial PESO of Zambales for Second Class Province category; Region 8, Provincial PESO of Southern Leyte for Third Class Province. While, the 1st-2nd Class Municipality category was awarded to Region 3, PESO Masinloc, Zambales.; Region 2, PESO Cordon, Isabela won for the 3rd-4th Class Municipality category; CARAGA, PESO Taganaan, Surigao del Norte won the 5th-6th Class Municipality category. The country has a strong network of 1,887 established PESOs; 326 of them already institutionalized, and has assisted 1.26 million and placed 700,000 job-seekers in the first semester of the 2014. Lumad evacuees return to their war-torn villages By CHRIS PANGANIBAN Caraga Regional Editor

IANGA, Surigao del Sur - The displaced lumad residents have returned home to their conflict affected hinterland communities yesterday after more than a week of seeking temporary shelter at the barangay (village) gym in Diatagon. The 2,000 evacuees from 14 neighbouring communities who fled their homes for fear of their lives after the killing of their tribal leader on October 24 agreed to return home but no Army soldiers and policemen were allowed to escort them. Bishop Modesto Villasanta of the Tandag Diocese of the United Church of Church in the Philippines said the agreement to help the evacuees return home and led back normal lives was reached in a meeting on Monday among representatives of Gov. Johnny

Pimentel, tribal leaders of the affected communities, local officials, Army and police officials. Villasanta, who also chairs Tribal Pilipino Program of Surigao del Sur (Trippss) which established tribal schools in the area, noted that in the same agreement all parties concurred to recognize the previous agreement in the past assuring that the military are not allowed to set up detachments and engage in armed hostilities near the civilian populace. ANTI-SEMITISM IN THE PAST AND TODAY In my personal library I found innumerable documents from the last 70 years about opinion polls and researches regarding Jewish characteristics: Jews are religious, very successful in business, and remain faithful to each other; Jews are traditionally deliberated, ambitious, intelligent, crafty, industrious, touchy, unforgiving, irreconcilable, grasping, politically radical, brave, power-hungry, ruthless, arrogant, conspirators, but also destructive, gutless, unpleasant and weak! Let’s take a breath - and recall all these above-mentioned characteristics. Yes, we can find a lot of historical prejudices against Jews in the Bible.

John declared the Jews as Christians’ enemies and Romans 3:29 asked, “Is God the God of Jews only?” The never-ending escalating Arabian-Israeli conflict, and most of all, an anti-Zionism enemy picture let us in more and more painful religious prejudices. Also Christianity nowadays, and even in the past, contains problematic streaming. Shouldn’t we look for a better sense of community instead of divisive elements? My trip to Israel has been a real challenge because I wanted to travel far away from the so-called tourist paths and without

Just two weeks ago, a group of broadcasters and writers in Cotabato got organized and underwent gun handling briefings and practice shooting sessions at a firing range in Midsayap City, North Cotabato due to real dangers in the work place. They told me the prevalence of guns and shooting incidents in the area compelled them to be so prepared to enable them to freely perform their jobs before the microphones or at news desks. If they feel unsafe, they admit they will have to “soften up” on their reporting. Indeed, journalism is not a walk in the park. Anyway, I had this to add to what I said during that AL JAZEERA TV show:

WHY KILL JOURNALISTS

I woke up 2:30 a.m. early dawn a few days ago while in a hotel in Iligan City and went to the small lobby area where internet wi-fi connection was strongest. Although still sleepy, I had to be on “skype” with AL JAZEERA TV broadcasting live from the Middle East, sitting there from halfway across the globe hoping I could contribute to the discourse. The TV show, “The Stream”, was featuring the theme IMPUNITY and the killing of journalists. The Philippines now ranks No. 2 in the world with about 67 “journos” killed or murdered. I guess it was the “wholesale” Maguindanao massacre more than 4 years ago killing more than 30 media persons in one flash that got us in the

Mayor stops works of two housing projects Z AMB OANGA City–– Mayor Ma. Isabelle Climaco-Salazar has ordered the suspension of construction works in two housing projects for the internally displaced persons or “bakwits” in the city. Salazar’s order came after she found out that substandard materials were being used in the construction when she personally inspected Monday the two project sites. Salazar led the inspection after it reached her attention that three housing units collapsed while being constructed. She was accompanied by other local

government officials. Among the areas they inspected were the Lustre Homeowners Association Subdivision in Barangay Sta. Catalina and the houses on stilts in Barangay Mariki. The three houses that collapsed are among the 158 concrete housing units for the members of the Lustre Homeowners Association. “The mayor personally observed that the hollow blocks being used in Lustre crumbled while that in Mariki, the woods are not according to the project specifications,” City Information Officer Sheila

Covarrubias said Tuesday. Salazar sent Tuesday Assistant City Administrator Dr. Elmeir Apolinario to the Lustre project site after she learned that construction works continued despite her suspension order. Apolinario said he immediately coordinated with NHA District Manager AlKwarizimi Indanan citing the NHA is the agency that should order the suspension since it is their project. Apolinario noted that works continued Monday morning at the project site since the contactor was yet to receive the suspension order.

“I am sure by this time, the works have already stopped,” he added. Salazar requested the NHA-central office to conduct a thorough investigation to ensure the safety of the prospective house owners. Indanan said Monday the walls of the three units at the Lustre housing project collapsed after a backhoe of the construction firm accidentally hit the houses. ‘MisOr Cares’ program reaches out to the poor

ISAMIS Oriental–– The Misamis Oriental care services or (MisOr CareS), a non-profit health care program, has already reached to the houses of the province’s poorest of the poor, Governor Yevgeny Vincente Emano said Tuesday.

Barely three months since the MisOr CareS health care program kick off on July 2014, more than 120,000 actual provincial constituents have already benefited the program, Emano said. The figure includes 61,620 beneficiaries given free medicines, 45,541 outside patients, 5,200 admitted patients, 16,000 extended free laboratory services and 341 provided free blood.

“We could not imagine where have all the 120,000 patients gone without the MisOr CareS program of the provincial government,” Emano told provincial employees during a weekly flag-raising ceremony here. The need to provide accessible and affordable health care services to the province’s poorest of the poor led to the birth of MisOr CareS health care program at the time when PhilHealth blacklisted the province for failure to pay the more than P 244 million PhilHealth debt, he said. Emano blamed the previous administration of Gov. Oscar Moreno, (now Cagayan De Oro City Mayor), for draining the provincial coffers before leaving with a P 1.2 billion debts that includes the P 244 million debts to PhilHealth. “I have to talk to PhilHealth to give the province enough time to settle the

debt while at the same time adopt an innovative program that could efficiently address the health needs of provincial residents,” Emano said. He said that the concept of MisOr CareS is service oriented rather than profit because the program is designed to provide basic health and social services to the deprived and destitute. The social services package of MisOr CareS already provided a total of 586 death assistance which comprises free embalming, free transportation and free coffin as of end October 2014, Emano said. Not for profit “MisorCares will remain its service oriented focus and will never deviate just for profit. My conscience cannot sacrifice the needs of the poor in exchange for profit no matter how huge it might be,” said Emano. The governor made it

clear that from the very start, MisorCares was designed to provide basic health and social services which have been deprived from them for a long time. He said: “MisorCares is for the poor and our provincial hospitals are for the poor. Profiting from the poor whom MisorCares serves was never in my mind; not even in my wildest imagination!” MisorCares was launched last July this year. Its two main components are health and social services. “We were right all along with our original concept of MisorCares as shown by the number of beneficiaries served since we launched the system some three months ago,” Emano added. He said: “It sends a shiver on my spine just to think where could these people have gone to seek help had we not thought of MisorCares!” Governor Emano

Most of the beneficiaries were those who got free consultation and medicines at 44,307 patients; while those who needed hospital

admissions were 4,150. Social services Recipients of social services component of the MisOrCareS program were 349. This comprises free services on embalming, coffin and transportation services. MisOr CareS main features are the two services it renders: medical and social services. The priority target population of the program are those living below the poverty line. It features a “zero billing” for MisOrCareS patients whose total family income is P15 thousand and below monthly. An expanded MisOrCareS program may be in the offing as contained in the executive budget which was already submitted by the governor to the Sangguniang Panlalawigan earlier. DAR, DENR conduct orientation on joint admin order

The subject Joint Administrative Order No. 3 (JAO) series of 2014 contains the guidelines in the disposition of untitled privately-claimed agricultural lands (UPALs) The objectives of JAO No. 3, S. 2014 are to define the limits of jurisdiction of

DAR and DENR in the coverage of UPALs under the Comprehensive Agrarian Reform Program (CARP) and its distribution in excess of the applicable titling limit on the ownership of public lands. It also aims to clarify the procedure in the validation and documentation of vested rights of the landowner-claimant, among others. D E N R- 1 0 R e g i on a l Technical Director for Land Management Service Engr. Paquito D. Melicor Jr. informed that upon receiving the above-mentioned JAO from the central office,

they were instructed to conduct an orientation among DAR and DENR field personnel to level-off on the issuance of Community Environment and Natural Resources Office (CENRO) Certification. In addit ion, he instructed the participants to make use of the draft memorandum circular, titled as the procedures in the validation, survey and disposition of UPALs as a guide while waiting for the official written issuance policy from the central office. aggrieved to take the law into their own hands.” Well, we in Mindanao have our own share of murders and violent incidents not only of media persons -- mostly unsolved and the murderers not even identified nor arrested and still not made accountable for their crimes. In repressive times like Martial days or challenging areas like in repressive regimes or conflict areas, the rules of the game are quite different. A journalist in big cities and more urban areas, at the most, face the risk of libel or damage suits. But in more challenging areas, especially when law and order are not that good, physical risks and risks to life and limb are commonplace and real. I used to read reports about so-called “paid hacks” or propagandists, or political blackmailers, or plain mulcters or extortionists, parading themselves as journalists, end up usual victims of murders and summary killings. I once talked to one politician who entertained no hesitation in justifying “ sudden death” to a radio announcer -blocktimer (one who buys radio time) whom he described as having “murdered” his reputation (which he said he painstakingly earned over the years) every minute in his daily radio program whom he discovered was in the payroll of a rival candidate. “If he took the law into his own hands in murdering what to me is as valuable as life, then will I not take the law into my own hands too for redress and protect myself? So he himself put his life on the line “, he forcefully argued. The broadcaster did so with impunity. But the politician too contributed to that climate of impunity! So the question still begs to be answered: how do we prevent or solve a climate of IMPUNITY? The common sense answer is of course: government and law enforcers must enforce the laws by effectively solving crimes. Simple? Not really! It takes expertise and skills and focus to solve crimes. The police and the law enforcer need not only collar the suspect. The evidence

The revenue collected was meant for universal health care and the construction of clinics and hospitals in cities and provinces in the country without adequate health programs and facilities, he said. Under the law, 20 percent of the revenue collected shall be allocated nationwide, based on political and district subdivisions, for medical assistance and health enhancement facilities program, the annual requirements of which shall be determined by the DOH. “We have no idea where the revenue has gone since for almost two years after its enactment, many Filipinos are still not covered by the universal health care program and many cities and provinces are still without public clinics and hospitals,” Rodriguez.

CEPALCO’s safety officer bags GKK Bronze Award CAGAYAN de Oro City - Region 10 finalist, Engr. Teodoro V. Cahoy, Safety and Security officer of the Cagayan Electric Power and Light Co. (CEPALCO), won the GKK Bronze Award. The Occupational Safety and Health Center (OSHC), an attached agency of the Department of Labor and Employment (DOLE), facilitated the search of the Gawad Kaligtasan at Kalusugan (GKK) on October 27, 2014, at the OSHC Auditorium, Quezon City. GKK is a national award given by the DOLE in recognition of the outstanding achievements of establishments and individuals in terms of responding to the safety and health needs of workers, workplaces, and the community. It is a component of the Zero Accident Program, one of DOLE’s flagship programs and at the same time encourage companies to voluntarily implement their own safety,

health, and environment programs. This is also one of the awards a company must acquire to obtain the Tripartite Seal of Excellence given by President Benigno S. Aquino III. Having served CEPALCO for 13 years, Engr. Cahoy being a DOLEaccredited OSH Consultant, has a deep involvement on the OSH advocacy. Cahoy led various accident and illness prevention programs, disaster preparedness and response, compliance to OSH regulatory requirements of DOLE, and enrolled CEPALCO and its 11 contractors in DOLE’s Kapatiran-WISE TAV Program. These contributions enabled CEPALCO to receive the Award of Merit, Industrial Category from the Safety Organizations of the Philippines, Inc. (2008) and the DOLE Certificate of Compliance on General Labor Standards and OSH. His deep involvement, evidenced

Abejuela, Special Agriculture Representative of the Philippine Embassy in Thailand, said that this has been a worthwhile effort, and commended and congratulated the Plant Quarantine Services of the Bureau of Plant Industry (BPI) for working diligently to realize this milestone. Abejuela said that fresh and processed fruit exporters would benefit most from this new opportunity. Among the promising exports are fresh Cavendish bananas and pineapple; processed fruits like dried mangoes, banana chips and canned pineapple products; and other products of plant origin that meet Vietnam’s food safety control system standards. The accreditation process had been challenging for the Department of Agriculture (DA) and BPI according to DA Assistant Secretary for Regulations Paz Benavidez II because the Philippine Food Safety Act was just approved and the implementing rules and regulations are yet to be finalized. “Only big companies have food safety control systems in place. Small farmers are not even aware of the Good Agricultural Practices (GAP), which is one of the requirements for exporters,” Benavidez said. In securing accreditation, the following were required from the Philippines: information on food safety control system; list of pesticides, plant growth regulators, preservatives used in production, storage and trade of foodstuffs; and annual updated Food Safety Monitoring Program for foodstuffs during production, domestic circulation and export. Department of Agriculture (DA) Secretar y Proceso J. Alcala meanwhile said that the depart-

ment eagerly welcomes this breakthrough with hopes that this could spur further interest in other agricultural products of the country. “ This accre dit at ion reflects how we have improved, particularly on our products of plant origin and we are positive that this further builds our integrity in the ASEAN and the international market,” Alcala said. Alcala added that this could pave the way for easier accreditation of other Philippine products other than those of plant origin such as livestock in Vietnam and even in other countries. “Access to the Vietnamese market could further boost our competitive advantage in the ASEAN Economic C ommunity (AEC) market in 2015, and serve as springboard for other opportunities for the Philippine agricultural sector in the international arena,” Alcala said. Benavidez added that this accreditation will enable small farmers to sell their products for export at a higher price, and eventually, the Philippines can tap other markets in the AEC and the world. “More exports would mean more revenue, more labor opportunities for Filipinos and increased contribution of the agricultural sector to the Philippine economy,” Benavidez said. To improve compliance on international food safety standards, DA has already started to conduct more food safety trainings; make improvements on pesticide residue analysis and heavy metals testing laboratories; and build or renovate packing facilities to comply with GAP, occupational health and safety and environmental requirements for exports. 3 Visayas groups to hold concert at CU today MY opinion will take a backseat today to give honor to three very distinguished groups from Visayas – the Kabataang Silay Rondalla Ensemble, the UV Chorale and the Dagway Baile of Iloilo National High School. They are currently in Cagayan de Oro City today to hold two performances at Capitol University Gymnatorium – first at 3:00 p.m. and gala at 6:0 p.m. They are being brought here by the Cultural Center of the Philippines and they’re being here only shows that CCP has recognized our city as a cultural hub in this part of the country. Proceeds of the twin performances will go to the scholarship proj-

ect of the Capitol University Alumni Association. But not only that, the Kabataang Silay Rondalla Ensemble, a community-based group in Negros Occidental, and the UV Chorale will hold a music clinic in the morning at Xavier Universiry Little Theater for aspiring musicians in the city especially in the fields of voice and rondalla. Admission to the morning event is free. The UV Chorale has received numerous national and international recognitions such as the Gold Award for the CCP National Chorale Competition. SM SEASIDE CITY CEBU LAUNCHES LANDMARK CENTERPIECE

M Seaside City Cebu recently opened The Cube, the landmark centerpiece of the world- class mall, which set to open on October 2015 at the South Road Properties in Cebu City. The Cube is the second landmark to open in the muchanticipated mall after the Chapel of San Pedro Calungsod, which was launched just in time for Thanksgiving Mass following the canonization of the Visayan saint. The first of its kind urban development at the SRP, SM Seaside City Cebu is envisioned to dramatically change the landscape of the city with its nautilus inspired design of expanding, concentric arcs from a central multi-purpose space.
