In the aim to gather participants, mostly human resource entities, and to network business ideas from various speakers, People Management Association of the Philippines (PMAP) Mindanao Summit on its 16th leg was held in N Hotel, Cagayan de Oro City, June 19-20, 2014. The summit having the theme “Gearing up for ASEAN Integration,” also motives to be a platform in benchmarking and discussing the best practices in human capital management, having strong focus on the realities of the ASEAN Integration. The two-day event give out six speakers coming from different organizations of business industry. One of the speakers is Mr. Francis J. Kong, Director of Inspire Leadership Consultancy and President of Success Options Publishing Company of Funworks, Inc., the

country’s sole provider of Mad Science considered as number one science edutainment program in the world. Kong tackled on the topic “Leading in a Culturally Diversed Workforce.” In a discussion, he said that the most important factor in order to get ready for different challenges is to change the mindset. In order also to be comfortable all the time is to embrace the unrecognizable trend that means getting out of the comfort zones to explore new things. It is challenging that some people can do it and some cannot. Yet in order to do it, one should have a willingness to try new things and the ability to stay there and quit. Antonino eyes Sursur as ‘future’ tourism hub TANDAG City––Mindanao Development Authority (MinDA) chairperson Luwalhati Antonino has seen Surigao del Sur as the “future” tourism hub of Mindanao, especially in Caraga region. Speaking before a jam packed crowd during the opening program of the 54th Araw Ng Surigao del Sur celebration held at Tandag City Gymnasium Tuesday morning, she said that there are still “a lot more to be discovered” in the province, apparently referring to tourist spots. Antonino, who was the guest of honor and speaker for the occasion, taking the place of DILG Sec. Mar Roxas, whose trip was suddenly cancelled due to reasons Governor Johnny Pimentel did not bare, made mention of the more familiar places in the province being frequented by visitors—Tinuy-an Falls in Bislig City, Enchanted River in Hinatuan, and Britannia Islands in San Agustin. The MinDa chair, who admitted to have gone to the province for the third time, vowed to pour in more funding support for Surigao del Sur. Specifically, she asked “asap” for the comprehensive plan of the Enchanted River, adding that restaurants and other facilities can be put up like parking area. Aside from putting premium on tourism matters, she also shared her insights on agriculture, energy generation, and infrastructure. In the agriculture sector, Antonino urged farmers to use “intercropping” in coconut plantations by growing coffee and cacao to increase their income. On energy development, she assured that by 2016, Mindanao will be “better off” than any region in the country as this year the power supply problem is being addressed to; and that, accordingly, in 2015, excess power can already be attained. Citing the importance of highways, secondary roads, and lateral ones, Antonio stressed that “soon Mindanao will have a complete road network,” since she is working hand in hand with DPWH Secretary Rogelio Singson. C AG AYA N DE ORO CITY – The Coca-Cola Foundation Inc. in partnership with the Philippine Business for Social Progress (PBSP) recently turned over their 109th Little Red School House, a four classroom – two storey school building to Lumbia Central School, this city to address the severe classrooms shortage in public schools in the country. Maria Cecilia Alcantara, Coca-Cola Foundation President said that they have chosen Lumbia Central School due to its increasing number of students from resettlement sites since typhoon Sendong. She said that the P4.1 million school building is special because it does not come solely from the foundation but from the employees of Coca-Cola themselves. She stressed the importance of education and formation of children. She said that children should have a conducive learning environment because this will determine the future of the country. She hoped that classrooms will be taken cared of so that many more children in coming years will benefit from the building.

Meanwhile Department of Education (DepEd) Cagayan de Oro City Division Superintendent Elena M. Borcillo expressed the Department’s gratitude to the foundation for its participation in helping ease classroom deficiency in the city. She said that enrollment in Lumbia Central School has indeed doubled in a short span of time and that these new classrooms will provide students a very good learning environment and they no longer have to use tents. Further, Mayor Oscar Moreno said that there have been backlogs in addressing public schools in the city. Ultimately, he said that the quality of education has suffered because of lack of classrooms. Also, acquisition of lands has become more difficult and more expensive. However, he is thankful that aside from the city’s efforts to build more classrooms, the private sector is also helping ease the burden of national and local government. He expressed his gratitude to Coca-cola for this great endeavor and in supporting education in the country. He said that 200 more classrooms are needed for the city. (JMOR/PIA10)

Majority of the nation’s populace is undeniably of the opinion that Sen. Ramon “Bong” Revilla Jr. must be guilty of plunder and malversation of public funds hence their apathy when he used the Senate floor to defend himself from those charges. A survey conducted after he delivered his last privilege speech that was described by media as full of theatrics before the Senate adjourned showed that many citizens were appalled by his absolution of his own self from the charges hurled against him. After the Senate’s adjournment, Revilla was reported by media as having brought his defense directly to the people by making the rounds in several communities in his home province where his son is the vice governor and in some densely populated areas in Metro Manila. But Revilla and his public relations handlers should be reminded that this strategy

ANILA -- Malacanang said on Monday that rice prices are expected to stabilize in the next two months. Presidential Communications Operations Office Secretary Herminio Coloma, Jr. said that the National Food Authority (NFA) is monitoring the situation. “Tinututukan ng NFA ang galaw ng presyo ng bigas, at ayon sa kanila, ito ay dulot ng market forces, dahil ito ay lowseason ng supply at inaasahan nilang magi-stabilize ito kapag dumating

Rice prices have reportedly increased by P2, bringing the average retail price of well-milled rice to P42.19 per kilo, and milled rice to P38.93 per kilo. As for the prices of garlic and ginger, Coloma said the Department of Agriculture and the Department of Trade and Industry are closely watching the movement in their prices.

Personal remittances reach US$8.2B in January-April M A N I L A - - Pe r s on a l remittances from overseas Filipinos (OFs) increased by 5.2 percent year-on-year to US$2.1 billion in April 2014. According to a statement, on a cumulative basis, personal remittances rose by 6.2 percent reach US$8.2 billion in January – April 2014 relative to the same period last year, the Bangko Sentral ng Pilipinas announced Monday. The sustained growth in personal remittances during the first four months of 2014 was due mainly to the steady increase in remittance flows from both land-based

workers with long-term contracts (5 percent) and sea-based and land-based workers with short-term contracts (8.3 percent). Meanwhile, cash remittances f rom OFs coursed through banks grew by 5.2 percent yearon-year to US$1.9 billion in April 2014. This brought cash remittances for the first four months of the year to US$7.4 billion, higher by 5.8 percent than the level recorded in the comparable period in 2013. Cash remittances from both land-based (US$5.6 billion) and sea-based (US$1.8 billion) workers

rose by 5 percent and 8.3 p e rc e nt ye ar- on - ye ar, respectively, during the January-April 2014 period. The major sources of cash remittances were the United States, Saudi Arabia, the United Arab Emirates, t h e Un it e d Ki ngd om , Singapore, Japan, and Hong Kong. BIR Commissioner Kim Jacinto-Henares explained to reporters at the sidelines of the 1st European UnionPhilippines Business Dialogue in Makati City Wednesday. Henares said they are considering the issuance of the e-mail address when a taxpayer applies for a tax identification number (TIN) or when an investor registers a business. She said smart phone is now a common thing and internet connection is now everywhere so it will be easy for the taxpayers to check their e-mails. She added that taxpayers will also be able to save time in doing their BIR transactions because they do no longer have to go to the Bureau’s offices. (PNA)

7 troopers killed, 13 others hurt in clash with ASG in Sulu

ULU - Seven soldiers, including an officer, were killed while 13 others were wounded in separate encounters with suspected Abu Sayyaf Group (ASG) brigands in Sulu, Thursday.

Lt. Col. Ramon Zagala, Armed Forces of the Philippines (AFP) public affairs office chief, said the officer was killed around 6:20 a.m. after he and his men encountered an undetermined number of ASG men in Barangay Kagay, Patikul, Sulu. Ten minutes later, six

soldiers were killed while 13 were wounded after they were hit by an 81mm mortar launched by the lawless group in Barangay Kabuntakas. "As of this report, the remaining troops are still in the area of operations while the casualties were evacuated to the nearest

hospital for medical attention," Zagala stressed. The three criticallywounded personnel from Barangays Kabbon-Takas were evacuated to Camp Navarro General Hospital in Zamboanga City via a military chopper for proper medical treatment, he added. "We are yet to inform the families of our members who were killed and wounded during the encounters in Sulu. Rest assured that they are being well taken care of," the AFP public

affairs office chief stated. Zagala said the incident in Patikul would not hamper military operations against the ASG. "The AFP continues to conduct its focusedmilitary operations against these rebels to ensure the safety and security of the civilians in the area," he added. Donors impressed with Zambo efforts; commit long term aid ZAMBONGA City - Impressed with the way recovery and rehabilitation efforts are undertaken in Zamboanga City, foreign donors have committed to continue support and assistance to help ensure that the city realizes its goal to build back better. Headed by Social Welfare Secretary Dinky Soliman and United Nations Resident and Humanitarian Coordinator Luiza Carvalho, the donors mission on Tuesday, June 17, visited the ground zero in Mariki, the Cawa-cawa boulevard, the Joaquin Enriquez Memorial Sports Complex (grandstand) and the Masepla, Mampang transitory site to assess the situation of the internally displaced persons (IDPs) or families affected by the September 2013 siege. The mission included Canadian Ambassador Niel Reeder and representatives from New Zealand, Australia, Spain, USA and Japan and officials from various UN agencies.In a meeting with the different rehabilitation clusters headed by Mayor Beng Climaco after the site visits, the donors individually expressed confidence that the city can very well achieve its goal of constructing better communities and better living conditions for the affected families with sufficient help from partners and donors. Each country representatives pledged their continued support through interventions by various agencies. The support would guarantee constant programs and projects related to health and sanitation, water, livelihood and temporary shelters. Nine months after the siege, over 4,000 families or over 25,000 individuals remain in evacuation centers and transitory sites. Sec. Soliman said while the national government is resolute in the implementation of the permanent solutions in coordination with the local government, the challenge remains in providing temporary shelters for the IDPs in evacuation centers with the grandstand housing the biggest number

of families. Soliman committed to download P5 million for the lease of a 25-hectare property in Kasayangan which will be converted into a transitory site to house the families currently staying at the grandstand. Efforts to improve sanitation and to intensify health programs will also be stepped up with the technical assistance from partner agencies. For her part, Carvalho commended the people on the ground who are making things possible for the IDPs of Zamboanga. She said the assistance, despite the limited funds and resources will continue. “Reality is taking place in Zamboanga”. Mayor Climaco in her report cited the various challenges besetting the city, as it intensifies recovery and rehabilitation efforts. She stressed that the city requires constant support and assistance from the national government and the UN agencies and partners to help ensure better future for the displaced. The mayor likewise thanked the UN agencies and the donors for their generosity to Zamboanga IDPs. Assistance from donors is infused through the different UN agencies and implemented in the form of interventions such as health, sanitation, education, water, livelihood, temporary shelter, gender based violence programs and numerous others. The different UN agencies include United Nations International Children Emergency Fund (UNICEF), International Organization on Migration (IOM), Office for the Coordination of Humanitarian Affairs (OCHA), United Nations Population Fund (UNFPA), United Nations Development Porgram (UNDP), World Health Organization (WHO), World Food Programme (WFP), Save the Children, ACF International, OXFOM and Community and Family Services International (CFSI) and numerous others. DAVAO CITY - The chief of the Task Force Davao assured the readiness of the soldiers in guarding the city from terror threats following reports of threats in other areas in Mindanao. He said the checkpoints put in place in strategic areas are indicators of readiness. Alberto said threats are prevalent in Cagayan de Oro, Central Mindanao and the report includes other areas in Mindanao. “So even if the report does not include Davao

City, we anticipate the situation to prevent the occurrence of any terror attack here,” he said. Macairog said the TF Davao is striking a balance between the security and the convenience of the public. He urged the public to cooperate and apologized for the inconvenience brought about by the tight security. Macairog said he is reviewing currently the systems and procedure to improve the operation of the unit. Samal officials want Davao Light if Daneco disconnection occurs

AGUM CITY, Davao del Norte – Officials of the Island Garden City of Samal (IGACOS) want Davao Light and Power Corporation (DLPC) to service the island city if the Davao del Norte Electric Cooperation (DANECO) is disconnected from supplier Power Sector Assets and Liabilities Management (PSALM) Inc. due to unpaid obligations. City Councilor Alberto Ortiz said Samal City will be better off if serviced by DLPC in view of its continuing electricity supply and accessibility to the island by tapping the submarine cable whose substation in Davao City side is located in Brgy. are no others that can supply the island)," he said. In the IGACOS City Council session on Tuesday, several councilors took turns in echoing their preference to have the Davao Light's power supply. They have expressed their concern and wary over the looming blackout reported since two weeks ago by DANECO-National

Electrification Administration (NEA) officials. Daneco-NEA officials said DANECO’s debt to its main power supplier PSALM had reached to Php576 million, only about half of which was restructured for one year and paid with monthly amortization of only Php8.14 million. The blackout threat was immediately tagged by opposing Daneco-Cooperative Development Authority (CDA) officials as just "a bluff based on bloated power obligations" purportedly aimed to sway Daneco's 150,000 member-consumers to pay to Daneco-NEA even as it was reported that Daneco-CDA has been gaining paying members by reconnect-

ing meters disconnected by Daneco-NEA due to payment delinquency. Vice Governor Victorio Suaybaguio Jr said both the Daneco-NEA and DanecoCDA officials are "answerable for the disaster" if the blackout occurs. The Sangguniang Panlalawigan is poised to ask the intervention of President Benigno Aquino III to end DANECO's problem. (PNA)

Some people are questioning why it is only Revilla and Senators Juan Ponce Enrile and Jinggoy Estrada and some other appointive officials who are haled to court? In doing this, some are asking, is the Aquino administration not being selective? Why not charge the others especially those who are political allies of Aquino? Remember that the three had been allied with Aquino until they were charged with plunder. Did they not agree with Aquino when he moved heaven and earth to have Corona convicted? Did they not vote with Aquino in having the controversial and divisive Reproductive Health bill passed into law? The three did hence for all intents and purposes they could be considered allies of the President until he had them haled to court for the above charges. Who are t he ot her Aquino allies that they say were not charged thus making him selective and only running after the opposition? They say Budget Secretary Florencio Abad should likewise be charged with plunder. The problem, however, with this is that the call is solely based on the claim of Napoles that it was Abad who mentored her to become what she is now. Did Napoles support her claim with incontrovertible evidence? So far not! So are we to take her word as gospel truth? Certainly not! But there are those who are proposing that the statement of Napoles against Abad should be treated as coming from a saint like the gospel writers. Fighting a crime such as corruption has many levels. The proposed Bangsamoro Government is unique in that it will enjoy intergovernmental relations with the national government, which is based on the principles of asymmetric relationship, parity of esteem, principle of devolution and subsidiarity, good governance. During the Learning Session for the Balay Mindanaw Group (BMG) of NGOs at the Balay Mindanaw Peace Center, lawyer Maria Julia “Aying” T. Asis discussed the unique features of the proposed BBL, which is composed of 97 pages comprising 244 sections and 19 articles. As proposed, the Bangsamoro Government will be ministerial in form which will have a parliament composed of 80 members (made of 50% party representatives; 40% district representatives; and 10% reserve seats and sectoral representatives) who will each serve a 5-year term for a maximum of 2 terms. It will be headed by a chief minister called a wali, Arabic term for guardian. The chief minister, a member of the Bangsamoro Cabinet, will exercise executive power and authority. The other members of the Cabinet are the deputy chief minister, and other ministers appointed by the chief minister from among the members of the Parliament. Aside from the Cabinet, there will also be established a Council of Leaders who shall advice the chief minister on matters of governance in the Bangsamoro. It will be composed of the chief minister as chairperson, provincial governors, mayors of chartered cities and a representative each of the non-Moro indigenous communities, women, settler communities, and other marginalized sectors. The Bangsamoro Government will also exercise exclusive powers on matters over which authority and jurisdiction pertain to the Bangsamoro Government. At the same time, it will also exercise concurrent powers with the national government, based on the

The President, however, will still exercise general supervision over the Bangsamoro to ensure that laws are faithfully executed, based on Article X, Section 16 of the Constitution. Article X, Section 4 of the Constitution also states that “the President of the Philippines shall exercise general supervision over local governments. Provinces with respect to component cities and municipalities, and cities and municipalities with respect to component barangays shall ensure that the acts of their component units are within the scope of their prescribed powers and functions.” Fiscal autonomy The Bangsamoro Government will also enjoy a sort of fiscal autonomy. It will receive a Block Grant, which is based on national taxes revenue, every year. It will also get Special Development Fund, based on the annual national budget for 10 years for the rehabilitation and development of the Bangsamoro territory. It will also enjoy a share of the national taxes and other taxes. It will get 75% of all national taxes collected in the Bangsamoro territory while the national government gets only 25%. For taxes transferred to the Bangsamoro, it will get 100%. And also 100% of all taxes already devolved to the present ARMM. On revenues from the exploitation, development and utilization of natural resources, the Bangsamoro Government will get 100% of revenues from non-metallic resources, 75% from metallic resources, and 50% from fossil fuels. The Bangsamoro’s other sources of funds will be revenues from and participation in GOCCs; grants from economic agreements

entered into by the Bangsamoro Government and from conventions to which the Central/National Government is a party; loans and ODA; and sharing in the revenues from the exploitation, development and utilization of natural resources. On Labor and Women Labor is one of which the proposed Bangsamoro Government has the exclusive power, aside from the Women sector. The Bangsamoro guarantees that “all fundamentals rights of workers to self-organization, collective bargaining and negotiations, and peaceful concerted activities, including the right to strike; right to participate in all decision-making processes that would affect their welfare; right to security of tenure, humane conditions of work, and a living wage.” It also prohibits involuntary servitude, trafficking in persons and engagement of minors in any hazardous or deleterious forms of employment. Women in the Bangsamoro territory regardless of religious affiliation will have the basic rights of meaning political participation and protection from all forms of violence; right to equal opportunity and non-discrimination in social and economic activity and the public service, regardless of class, creed, disability, gender and ethnicity. On social justice, women will enjoy the protection against exploitation, abuse and discrimination; and can engage in lawful employment. The Parliament is also mandated to enact laws for the protection and promotion of the rights of women. The Bangsamoro Government also upholds gender and development and will see to it that it will have a GAD Plan whose budget

will be at least 5% of the total budget appropriation of each ministry, office, and constituent LGU. The GAD Plan will also get at least 5% up to 30% of the ODA. And before these GAD funds will be used, there will be established a mechanism for the consultation of women and local communities for the allocation and proper utilization of the funds. For women who were once combatants, there will be established a Decommissioned Women Auxiliary Forces which will be a special community-based socio-economic program for them. There will also be a Normalization Trust Fund, a financing scheme for economic facilitation for return to normal life affecting combatant and non-combatant elements of the MILF, indigenous peoples, women, children, and internally displaced persons. Representatives of the women sector will also get a seat in each of the Bangsamoro Transition Authority (BTA), Council of Leaders, Bangsamoro Cabinet and in the Bangsamoro Parliament. Non-Bangsamoro / NonIP For the non-Bangsamoro and/or non-indigenous peoples living in the Bangsamoro territory, they will enjoy the basic rights (in addition to rights already enjoyed) to freedom and expression of religion and beliefs; to establish cultural and religious associations; freedom from religious, ethnic and sectarian harassment. In t he B ang s amoro Transition Authority (BTA) and in the Council of Leaders, the non-Bangsamoro / non-IP will also have a representation. And in the Bangsamoro Parliament, they will get two reserved seats. (To be continued)
