Still a long way to go for intl flights in Laguindingan

EVEN if a new navigation system proves successful in enabling airliners to land and take off in adverse weather, it’s still a long way to go before international flights service what local residents have long been calling the Laguindingan

“international airport.”

During the general assembly of the Cagayan de Oro City Tourism Council (CTC) held Tuesday (March 11 at the Executive House in the City Hall Complex, the region’s top tourism and airport officials said it’s not merely a question of being able to service international aircraft that needs to be

addressed.

RDC-10 endorsesP65.9B NorthMin priority programs, projects for 2015 CAGAYAN de Oro City––A total of P 65.926 billion is being proposed by 22 regional line agencies (RLAs) and seven state universities and colleges (SUCs) in the region with budget allocation highest for the Social Sector (52%) followed by the Infrastructure Sector (41%); Economic Sector (7.0%); and the Macro Sector (0.72%).

This was endorsed by Regional Development Council of Northern Mindanao (RDC-10) as priority programs and projects for implementation in 2025.

The RDC, during a special meeting held on March 12, 2014, here in Cagayan de Oro City said, “the endorsement of the budget is geared towards the attainment of inclusive growth and the realization of Region 10’s vision of becoming the gateway and industrial core and trade center in the south.”

With 80 percent of the

members in attendance, the activity was steered by acting RDC-10chairand NEDA-10 Director Leon M. Dacanay Jr.with the Budget and Management Secretary Florencio B. Abad as the guest speaker.

Secretar y Abad discussed about PerformanceInformed Budgeting which is not just about reforms, putting a human face of the budget, and concretizing what was done in the delivery of programs and services. “Rather, it is defining before our people, our values and what we want to aspire for, what we want to achieve, and our goals for our society,” he said.

Secretary Abad emphasized the need to tailor-fit programs and projects with what is really needed in the communities targeting the poorest and most vulnerable to alleviate poverty.

‘Rufus’ turns over infra projects worth P 164m

CAGAYAN de Oro City–– Rep. Rufus Rodriguez, 2nd District, Cagayan de Oro City, on Thursday led

the ground breaking and turnover of 17 various infrastructure projects here worth P 164 million.

Rodriguez said that the a l lo cat ion was p ar t of the “line item” funds of

the Department of Public Works and Highways (DPWH), the Department of Agriculture, and the Department of Tourism (DOT) for the infrastructure projects in the second congressional district of Cagayan de Oro City.

Rodriguez made the clarification in response to questions that the fund could still be part of the unexpended “pork barrel” fund under the abolished P r i or it y D e v e l opm e nt Assistance Fund (PDAF) enjoyed by members of the House of Congress.

During the turnover and groundbreaking on T h u r s d a y, R o d r i g u e z said that 12 barangays in Cagayan de Oro City’s second congressional districts became recipients of v ar i ou s i n f r a st r u c ture projects particularly farm-to-market roads, construction of health centers, w idening and opening of roads in order to enhance the local tourism industry.

He said the funds for the f a r m - t o - m a r ke t ro a d s were taken from the Department of Agriculture while the Department of He a lt h (D OH) f unde d the various health center projects.

Rodriguez said that the funds for the rest of the infrastructure projects came from the “line item” of t he DPWH and t he DOT.

Mining operated by Taiwanese financiers destroys farmlands

BAROBO, Surigao del Sur— Small-scale open pit mining that have destroyed large tracts of farmlands which were reportedly financed by big time Taiwanese miners have recurred anew in the gold-rich mining village of

Tambis here.

The unabated mining activities in the area, which is just about 200 meters from the national highway, have already excavated deep down to the bedrock of the earth’s surface causing

wide destruction to several hectares of farms.

The destructive smallscale open cut residual mining had recurred over the last few weeks when the Taiwanese miners resumed operation using backhoes and high pressure water pumps.

This had also drawn many small-scale miners to engage in a free-for-all gold panning activity after the news has spread in the neighboring villages that one miner alone can get as much as 100 grams a day.

Australian DFAT minister turns over completed PRMF project in Misamis

MISAMIS Occidental - Minister Counsellor Layton Pike of the Department of Foreign Affairs and Trade (DFAT)-Australian Aid Program visited the Province of Misamis Occidental on March 4, 2014 to turn over one of its PRMF projects in the province.

The Provincial Roads Management Facility (PRMF) is a f ive-year (2009-2014) program initiative of the Australian Agency for International Development (AusAID) in the Philippines with a full grant financing of Aus$100 Million. It seeks to promote economic growth and improve access to infrastructure services in ten provinces in Visayas and Mindanao.

The Program targets provincial government reform using road rehabilitation and maintenance as the catalyst for systematic improvement in government services in five key

reform areas: sustainable road network management; transparent and accountable budget and expenditure management system; functioning internal control system; transparent procurement process; and comprehensive human resource development plan.

The Depar tment of the Interior and Local Government (DILG) is t he par tner-agenc y of the PRMF to oversee the implementation of the Program to achieve the five key reform areas.

The project turned over to the Province of Misamis Occidental is the rehabilitation of the 6.26 kilometer Maular-Monterico Road in Aloran, Misamis Occidental with a total project cost of Php32 Million. In all, a total of 49.51 kilometers of the provincial roads of Misamis Occidental have been funded under PRMF. Also present during the event were DILG 10

O R O Q U I E TA C I T Y, Misamis Occidental – The Provincial Government of Misamis Occidental (PGMO) is set to implement the “Go Four Health,” directions in 2014.

This is actually a composite of programs, projects and activities along the “Go Smoke-Free, Go ‘Sustansiya (vitamin-rich food), Go ‘Sigla’ (physical fitness) and Go Slow in ‘ Tagay’ (alcoholic drinks),” Dr. Rachel T. Micarandayo, Provincial Health Officer, said.

Particularly, under the Go Smoke-Free component are the conduct of anti-smoking activities, among which is the campaign for the completely ban the Tobacco Advertisement Promotion and Sponsorship (TAPS).

This also includes the intensification of the campaign for Smoke-Free local government units and the search for smoke-free

barangays, as additional category for conferment of the Provincial Red Orchid Award.

Another would be the awareness campaign for smoke-free homes and the implementation of a Smoking C essation Program to include detoxification through ear acupuncture, Micarandayo said.

Meanwhile, PGMO will accelerate the AntiRabies, as well, as Anti-Malaria activities to maintain the province’s Malaria-Free status, as declared by the Department of Health (DOH), July of last year.

In addition, it will conduct activities on Schistosomiasis Prevention and Control Program and will continuously work on the upgrading of health facilities and hospitals, through civil works and equipment, Micarandayo added. (RCA/PIA10-Misamis Occidental)

The three barangay chairman-beneficiaries – Maular Barangay Chairman Manuel Cabahug, Monterico Barangay Chairman Jerecleo Lagata and Caputol Barangay Chairman Romeo Jasmin, signed a memorandum of understanding and commitment to the project.

This underscores that the barangay constituents play a vital role in ensuring that the roads, in partnership with the provincial government, are in good condition.

Operation of petroleum bulk storage gets endorsement CAGAYAN DE ORO CITY – The City C ouncil’s C ommittee on Laws has endorsed a resolution allowing the operation of a petroleum bulk storage facility in a coastal village here, Vice Mayor Ian Acenas said on Thursday.

Acenas said the City Council has not objected with the approval of the resolution no.

11610-2014, which allows the

operation of the North Mindanao Import Facility (Shell Petroleum Products Bulk Storage Facilities Project) in barangay Puntod, a coastal village north of the city.

Acenas, however, said that while the company has already obt ai n e d t h e E nv i ron m e nt a l Compliance Certificate (ECC) from the Department of Environment and Natural Resources

(DENR), the operation of the company is still subject to rules and conditions set forth by the different government agencies in the city.

He said that the committee on laws and rules headed by Councilor Ramon Tabor endorsed the resolution after a substantive review of the submitted documents. (PNA)

Is penalizing online libel constitutional?

The Philippine Press Institute, National Union of Journalists of the Philippines, together with the Center for Media Freedom and Responsibility, and other journalist groups have filed a motion asking the Supreme Court (SC) to nullify questionable provisions in the Cybercrime Prevention Act, including the one on online libel.

The petition seeks to declare online libel in Sec. 4(C)4 of the said act unconstitutional because it constitutes prior restraint and curtails the citizens basic rights to free speech and expression. It is sad to note that in decriminalizing libel, the Philippines is left behind because around the world, libel has been decriminalized already.

It could be noted that the International Covenant on Civil and Political Rights, to which the Philippines is a party, upholds the right to free speech and expression, and maintains that no defamation law shall be passed which will suppress these freedoms.

Media organizations must resist punitive provisions in Cybercrime law such as unduly delegating judicial and legislative powers to law enforcement agencies like the Philippine National Police and the National Bureau of Investigation and the Department of Justice.

Penalizing online libel, is unconstitutional not only for the original author but also for those who merely receive the post or reacted to it. Earlier, the Supreme Court upheld the constitutionality of online libel, by declaring that section 4(c)(4), which penalizes online libel, is constitutional in regard to the original author of a post and those who merely received it or reacted to it.

Are we forgetting that the Constitution of the Philippines guarantees freedom of speech, of expression, or of the press, or the right of the people peaceably to assemble and petition the government for redress of grievances?. Ditto with article 19 of the International Covenant on Civil and Political Rights, which similarly guarantees free speech.

The petitioning media organizations argued that International treaties that the Philippines ratifies, or to which the Philippines accedes, such as international human rights treaties, like the ICCPR,

Article 19 of the ICCPR states in part: “ Everyone shall have the right to freedom of expression; this right shall include freedom to seek, receive and impart information and ideas of all kinds, regardless of frontiers, either orally, in writing or in print, in the form of art, or through any other media of his choice.”

The United Nations Human Rights Committee, the body charged with the duty to supervise the implementation of the ICCPR, has stated: “ Defamation laws must be crafted with care to ensure that they comply with paragraph 3, and that they do not serve, in practice, to stifle freedom of expression. All such laws, in particular penal defamation laws, should include such defences as the defence of truth and they should not be applied with regard to those forms of expression that are not, of their nature, subject to verification.

At least with regard to comments about public figures, consideration should be given to avoiding penalizing or otherwise rendering unlawful untrue statements that have been published in error but without malice. In any event, a public interest in the subject matter of the criticism should be recognized as a defence.

Care should be taken by States parties to avoid excessively punitive measures and penalties. Where relevant, States parties should place reasonable limits on the requirement for a defendant to reimburse the expenses of the successful party. States parties should consider the decriminalization of defamation and, in any case, the application of the criminal law should only be countenanced in the most serious of cases and imprisonment is never an appropriate penalty. It is impermissible for a State party to indict a person for criminal defamation but then not to proceed to trial expeditiously – such a practice has a chilling effect that may unduly restrict the exercise of freedom of expression of

the person concerned and others.

The issue at bar is that legitimate online expression is being criminalized in contravention of the States’ international human rights obligations, whether it is through the application of existing criminal laws to online expression, or through the creation of new laws specifically designed to criminalize expression on the Internet. Such laws are often justified as being necessary to protect individuals’ reputation, national security or to counter terrorism. However, in practice, they are frequently used to censor content that the Government and other powerful entities do not like or agree with.

The UN’s Special Rapporteur reiterates the call to all governments to decriminalize defamation. Protection of national security or countering terrorism cannot be used to justify restricting the right to expression unless it can be demonstrated that: (a) the expression is intended to incite imminent violence; (b) it is likely to incite such violence; and (c) there is a direct and immediate connection between the expression and the likelihood or occurrence of such violence.

In Online services, or intermediary platforms that facilitate participatory information sharing and collaboration in the creation of content, individuals are no longer passive recipients, but also active publishers of information. They enable individuals to share critical views and to find objective information.

Furthermore, producers of traditional media can also use the Internet to greatly expand their audiences at nominal cost.

We call on the decision-makers. The cyber space platform enables individuals to exchange information and ideas instantaneously and inexpensively across national borders.

Please consider the fact that the Internet allows access to information and knowledge that was previously unattainable. This, in turn, contributes to the discovery of the truth and progress of society as a whole.

Suppressing freedoms on this area would tantamount to killing the purpose of modern technology, and the inherent rights of human beings such as freedom of expression.

THERE is only one possible reason that the people could think of why President Aquino continues to be adamant about the Freedom of Information bill proved by his refusal to certify it as urgent and that is because he wants to view freedom of information from the viewpoint of those in power.

Freedom of information is meant to benefit the citizenry and not those who are in power. Aquino’s refusal is thus contradictory to his administration’s matuwid na daan mantra which is fundamentally anchored on transparency.

Aquino changed his heart of being transparent only when he was already in power. While he was still seeking the presidency he made a vow to the electorate he will pursue the transparent path the most evident proof of which is freedom of information.

If Aquino is just following the advice of an adviser, then he is ill-advised. If it is his personal position that the country does not need freedom of information, then he is 180 degrees opposite to his own position while he was still a candidate.

He is therefore reneging on his campaign commitment.

The change of heart, I believe, only proves that Aquino is not immune to that malady most leaders fall into which is to become protective of the status quo instead of becoming a trailblazer. This just goes to show Aquino is not keen about what legacy he would leave the people when he steps down from power.

The FOI bill A deeper view Jesse E.L. Bacon II A leader not conscious about the kind of legacy he will be leaving behind is no leader. Leaders are there to make a mark. A leader who is not thinking of what lasting mark he should make for himself is a leader who’ll go down in the dustbin of history ignominiously.

Aquino is doing right with his battle against corruption notwithstanding the accusations that he is waging it selectively. Regardless of the view of the minority, Aquino is hailed for his apparent resolve to address the problem of corruption in government.

All his efforts in regard his administration’s battle against corruption, however, might just go the drain now that he has made clear his adamant position toward freedom of information.

The battle against corruption will never progress unless transparency is institutionalized. Institutionalizing transparency means enacting laws that’ll empower the ordinary folks’ access to government records. This is what a freedom of information law could give the citizenry that Aquino hates to be passed by Congress.

Is Aquino’s battle against corruption is for real or

indeed just selective? With his refusal to certify the freedom of information bill as urgent for being important, for being necessary in the equation of stamping out corruption, Aquino seems to be confirming fears his anticorruption battle is indeed selective only.

Fact v. claim The doctors aggrieved by the Bureau of Internal Revenue newspaper advertisement depicting them as tax cheats, that’s their claim, by the way, which is not what others think of about the ad, should not just cry foul over the controversial advertisement. They should arm themselves with the facts to support their claim of not being tax cheats.

Let us admit that there are doctors who are faithfully paying their taxes. They are those under the employ of an employer such as the government, hospitals or private companies. But this type of medical practitioners is paying their taxes not as doctors but as employees because their income taxes are withheld from source or by their employers.

We do not have any problem with this type of medical practitioners. But those doctors who are into

private practice are the ones that the BIR is saying not to be paying their taxes, at least properly. And if ever they pay, they shortchange the government by not declaring the right income they earned.

When the BIR says that the latter type of medical practitioners is the one not paying taxes, it is saying it as a matter of fact. They have the records of all taxpayers and they also have the records of the actual number of medical practitioners in the country given them by the Professional Regulations Commission.

I understand that out of the more or less 1.5 million professional practitioners, only about 400,000 are paying their taxes.

When the doctors say they are not tax cheats because they are paying their taxes faithfully, that is just a claim. Claims hold water only if backed up by facts.

Sadly, the doctors have not presented the facts so far to prove their claim. So in this regard, the BIR’s fact remains not assailed by the self-serving claim of the doctors.

My unsolicited advice to the doctors, those who are in private practice most especially, is for them to assail the facts of the BIR with more superior facts.

You cannot assail a fact with a mere claim of not being tax cheats.

Group slams fisheries law: We are 16 years a slave

In its updated paper entitled 16 years of Fisheries Code, Filipino Fisherfolk Still Fish in Troubled Waters, Pamalakaya asserted that Republic Act No. 8550 or the Philippine Fisheries Law of 1998 failed to raise the standard of living of small fisherfolk and was very dismal in protecting marine and inland environment from destruction by corporate interests.’

Every marginalized fisherman in this country has been suffering 16 years of intense slavery courtesy of the 16-year old Fisheries Code of 1998.

This was how the fisherfolk alliance Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) assessed Republic Act No.

8550 also known as the Philippine Fisheries Law of 1998. It is asserting that amendments to the 16-year old Fisheries Law will not eradicate across-the-nation poverty, hunger and dispossession among the ranks of 1.3 million poor fishermen all over the country.

“Every fisherman in this country is 16 years a slave under the Fisheries Code of 1998. The move to check the excesses and infirmities of the law by

selective amendments will not work.

The best thing for Congress is to repeal this 16 year-old fisheries law,” said Pamalakaya vice chairperson Salvador France in a statement. The fisherfolk leader issued the call after it learned last week that the Senate will soon conduct public hearings on the proposed amendments to the Fisheries Code of 1998.

US lawmakers demand action on climate change

At the US Capitol, Democratic senators are speaking all night long Monday on the perils of climate change, and urging swift action to combat it. More than 30 lawmakers hope to advance legislation to cut carbon emissions, which are blamed by most scientists for rising global temperatures.

Pro-environmental initiatives have been stalled for years in America’s politically divided Congress––a situation that is not expected to change anytime soon. But that isn’t stopping Democrats from speaking out on the Senate floor.

Senator Patrick Leahy said the evidence of climate change is plain to see.

“We see it in California’s scorched farmlands, in Alaska’s retreating glaciers, in Wyoming’s burnt forests and [America’s] superstormravaged coastlines,” he said.

“I say it is time to wake up and take action.”

Leahy urged passage of laws to boost America’s clean energy sector and tax carbon emissions.

No Republicans are joining their Democratic colleagues in the special Senate session.

Earlier, however, several Republicans urged legislative restraint.

Senator Jeff Sessions said scientists are not unanimous in assessing the reality, much less the causes, of climate change.

“There has been a lot of exaggeration, a lot of hype,” he said.

He added: “The American people are feeling the crunch already in their electric bills, in their gasoline bills as a result of our efforts to stop a rising temperature that does not seem to be rising right now.”

With major environmental legislation stymied in Congress, President Barack Obama has acted on his own where possible.

The president faces a major test in whether to approve construction of a controversial pipeline to transport Canadian oil– –a project backed almost unanimously by Republicans but vehemently opposed by Obama’s pro-environment political allies.

Four people released in Sulu

AMBOANGA CITY - Suspected Abu Sayyaf bandits have released the four people, including two children, abducted last week in Sulu, a military official said.

But provincial administrator Efren Rivas denied they had issued such mining permit to Bahalla on March 5. “Normally important documents like that one always go to my office for me to counter sign before the governor sign its approval.”

Duterte asks Dabawenyos Everyone’s VIP at the Araw Ng Dabaw to pay right taxes

AVAO CITY - Mayor Rodrigo Duterte has reiterated his call to Dabawenyos to pay the right taxes in order to help the government provide the basic services needed by the people.

“The government needs to collect taxes to construct roads and public infrastructure, pay teachers and provide other social services to the people,” he said. Even the city government could not continue to operate without taxes, he added.

He said the city sends the taxes it collects to Manila but we are given our share through the Internal Revenue Allotment (IRA).

The city has an IRA of P2,898,489,579 billion. This is a P13,830,536 million reduction from the original 2014 IRA of P2,912,320,115 billion as a result of the creation of new cities.

“I know some of you are

hesitant to pay the right taxes for fear that it will not be returned to you in terms of social services because of the allegations of corruption in Congress,” he said. But whether or not you trust Congress, he added, you have to pay the right taxes because your country needs it.

Bureau of Internal Revenue (BIR) Commissioner Kim Henares was recently in the city for the 2014 Tax Campaign Kick Off, an event greatly supported

by Duterte.

Henares said the government has been making headway in its tax collection efforts, citing a 15% increase in tax collection

last year. She attributed this to the aggressive stance of the government in going after tax evaders.

She said the local government has a high stake in the amount of taxes collected by the government because “for every peso collected as taxes, 40 centavos go to the local government through their IRA share.’

It is also because of this increase in tax collection that the Philippines got a credit upgrade. Part of this aggressive campaign versus tax evaders is the new advertisements which have been criticized by certain sectors especially the medical professionals.

Japan envoy turns over 2 units of excavator-dredgers to DPWH

A G AYA N d e O r o City - The Japanese government is turning over to the Department of Public works and Highways at 9:00 am today, two units of amphibious excavator-dredgers in fitting ceremonies at Isla de Oro, this city.

Japanese Ambassador to the Philippines Toshinao Urabe will be on hand to turn over the heavy equipment to

Public Works and Highways Secretary Rogelio L. Singson, who is expected to lead DPWH officials from the national, regional and local levels during the ceremonies.

Sec. Singson will be accompanied by Undersecretar y Romeo Momo and Regional Director Evelyn T. Barroso from the DPWH Regional Office 10.

“These units are seen to help in desilting the major rivers and seas of Cagayan de Oro City to prevent them from overflowing, and to further avert damage to lives and properties, as a consequence,” Ms. Flores said.

However, Pamaran said that aquaculture production has declined by 81,663 MT or 1.86 percent from 4,400,475 MT in 2012 to 4,318,812 MT in 2013. Aquaculture accounts for 22 percent of the total fisheries production in the region last year.

Zamboanga City and Zamboanga del Sur have registered an increase in commercial fisheries production while those in Zamboanga del Norte and Zamboanga Sibugay declined, Pamaran said.

Commercial fisheries account for 43 percent of the total fisheries production in the region last year.

Pa m a r a n s a i d t h at municipal fisheries production also increased by 253,529 MT to 6,815,702 MT in 2013 from 6,562,173 MT the previous year.

She said that Zamboanga

del Sur and Zamboanga Sibugay provinces have registered an increase in municipal fisheries production, at 9.07 percent and 16.32 percent, respectively.

The municipal fisheries production of Zamboanga del Sur in 2013 was 1,707,215 MT from 1,565,216 MT in 2012, while that of Zamboanga Sibugay was 1,485,054 MT in 2012 to 1,727,465 in 2013.

Municipal f isheries account for ab out 35 percent of the total fisheries production in the region in 2013.

An updated impact assessment conducted by the non-government environmental group Center for Environmental Concern (CEC Philippines), in partnership with the regional and local chapters of Pamalakaya, validated a previous assessment that the country’s Fisheries law passed in 1998 failed to uplift the lives of the more than nine million people directly and indirectly dependent on fishing for their livelihood.

In its updated paper entitled 16 years of Fisheries Code, Filipino Fisherfolk Still Fish in Troubled Waters, Pamalakaya asserted that Republic Act No. 8550 or the Philippine Fisheries Law of 1998 failed to raise the standard of living of small fisherfolk and was very dismal in protecting marine and inland environment from destruction by corporate interests.

According to Pamalakaya, the 2006, 2009 and 2010 surveys conducted by the National Statistical Coordination Board (NCSB) revealed that the fisherfolk sector has the highest poverty incidence in the country. The NSCB revealed that the fisherfolk, farmers and children comprised the poorest sectors across-the-country with poverty incidence of 49.9 percent, 44 percent and 40.8 percent respectively.

In the same study, the fisherfolk sector posted the highest increase in poverty incidence, which is 22.7 percent, compared with farmers 11.7 percent, senior citizens with 11.3 percent,

and urban poor with 8.5 percent, a glaring proof that the 16-year old fisheries law has never been a social justice act of legislation.

The NSCB report also revealed that the poorest fishermen in the country are found in the Caraga region, in the Autonomous Region of Muslim Mindanao and in Region V, or the Bicol region, which comprises the provinces of Camarines Norte, Camarines Sur, Albay,Sorsogon, Catanduanes and Masbate.

The same study bared that the least poor fishermen are found in Regions III, II and the National Capital Region.

Suzuki’s new bikes take the country by storm

he “big three” bikes of Suzuki Philippines are creating the expected buzz in the market as the three new bikes are launched in over 24 different territories within the country.

The Shooter J 115 Fi, the Raider J115 Fi, and the Raider R 150, collectively known as Suzuki’s “big three”, were launched in different parts of the country with 8 territories coming from Luzon, 9 from Visayas and 7 from Mindanao.

Each territorial launch gave Suzuki dealer participants in these areas a chance to know

the complete information on the new models and witness their unveiling. They also had a chance to check out the performance of the new bikes first-hand as Suzuki hosted a test ride activity and used these models in group activities.

The new Suzuki Shooter J 115 Fi and the new the Raider J115 Fi makes the ever yday riding experience both a breeze and easy on the pocket as their new fuel-injected engine clocks in *a minimum average consumption of 63km/ liter based on the ECE 40 test

conducted in Japan. Both bikes are equipped with an Engine Control Module (ECM) to ensure fuel economy and automatic response and at the same time, emitting less polluting fumes. On the other hand, the Raider R 150 gets a visual upgrade while maintaining its speed, power and performance that made it the “king of the underbone”.
