Customs bureau clarifies reports of alleged smuggling

CAGAYAN de Oro City––The Bureau of Customs in Region 10 clarified on Friday, in response to radio reports, that there was no smuggling of cars from the Middle East.

BUTUAN City--The Department of Health in Caraga has reported an increase in measles cases in Surigao City.

The Regional Epidemiology and Surveillance Unit (RESU) said that based on reports from different monitoring units, measles cases climbed to 172 as of May 16, 2014 from 78 on May 6, 2014.

DOH-Caraga had sent a team of vaccinators and surveillance staff to augment logistics and manpower to control the spread of the virus in the city.

Regional Director Minerva Molon said the vaccinators were deployed in priority areas to cover 6-59 months old children. The measure was to increase and make catch up with unvaccinated target population for measles virus protection. At the same time, a team was assigned to monitor See measles, page 11

Govt energy firms snub city’s energy committee

CAGAYAN de Oro City–– Representatives of the government’s energy firms snubbed the special meeting called by the city’s energy committee last Friday to shed light on the rotating brownouts here.

City Councilor Tedolfo Lao, Chair of the City Council’s Committee on Energy, on Monday said that the committee has invited the National Power Corporation (NAPOCOR), the National Grid Corporation of the Philippines (NGCP), and the Department of Energy (DOE) for the meeting.

“The energy committee has sent an invitation to the government power firms, five days prior to the scheduled meeting last Friday.

None of their representatives showed up. They did not send communication to skip the meeting,” Lao said.

He said that the city council’s committee on

energy has called for the special meeting in order to brief the local stakeholders and the business community on the actual power situation here.

“We want an explanation from them why there is a continuing shortage of power supply in the city that has become detrimental to residents and the business stakeholders here,” Lao added.

During the meeting, the representative of the Cagayan De Oro Power and Electric Light Company (CEPALCO) told the participants that the power situation in this trading center is gradually stabilizing.

Marilyn Chavez, the spokesperson of CEPALCO said, that the NGCP has increased the daily allocation of CEPALCO to 75 megawatts daily from a low of 28 megawatts at the height of the power shortage since February this year.

Cagayan De Oro City, the premier capital of Northern

Mindanao, needs a daily 140 megawatts in order to have a normal power and electricity requirements, Chavez said.

“The power situation in Cagayan De Oro City is improving. We hope that the operation of the second power turbine of the STEAG coal plant in Misamis Oriental in June will completely pave the way to normal power distribution in the city,” Chavez said.

The two-power turbine STEAG coal plant, a German technology coal-fired power plant, contributes 210 megawatts to the NGCP power grid which is distributed throughout Mindanao.

The coal plant’s has a sudden and unexplained shutdown in February during the Mindanao wide blackout.

Jerome Soldevilla, the STEAG spokesman said, that the sudden blackout leads to the unscheduled maintenance of the coal plant’s two power turbines.

“The first turbine that generates 100 megawatts started operations in mid-May,” Soldevilla said.

Chavez, however, said that that until the power situation in Cagayan De Oro City is back to normal, the four-hour scheduled rotating brownouts in the city will continue to be in effect.

THINGS are looking up for Cagayan de Oro City as it enjoys a respite from the spate of rotating brownouts which have plagued it for the past few weeks.

“We are happy to announce we had no rotating brownouts these past three days because our allocation

from NGCP has improved,” said Marilyn A. Chavez, senior manager for customer and community relations of the Cagayan Electric Power & Light Co. (CEPALCO) during a May 23 meeting called by the Cagayan de Oro City Council Committee on Energy chaired by Kag. Teodulfo Lao, Jr. to discuss the power situation.

Chavez said CEPALCO’s hourly allocation as of last Friday at 1PM had risen to 75 megawatts (MW) compared to only 54MW for the same time a week ago, or an increase of +21MW or 39 percent.

“That’s a big improvement and that’s why we did not implement the brownouts. Even if we exceeded our allocation by 15MW, the National Grid Corporation of the Philippines (NGCP) did not ask us to shut off.

Although we have no official word from NGCP but there’s reportedly been an improvement in the production of the Agus plants, probably because of the rains,” she added.

Chavez added that they expect the power supply situation to improve further this week once the first unit of STEAG State Power Inc.’s (SPI) 105MW plant gets back online.

“Unit 1 will be operational by June 1 and recommissioning will be done this Sunday for Boiler No. 1,” said Ma. Teresa R. Alegrio, community relations manager of SPI at the May 23 meeting called by the Cagayan de Oro City Council Committee on Energy chaired by Kag. Teodulfo Lao, Jr. to discuss the power situation.

Prov’l officials protest closure of the gov’t external study centers

MISAMIS Oriental––Local officials and stakeholders in Misamis Oriental on Monday have protested the order of the Commissions on Higher Education (CHED) to close the external study centers of the state-run Bukidnon State University (BSU) in the province.

Provincial Vice Governor Joey Pelaez led 10 municipal town mayors, parents, and students in lodging the protest during a public hearing held in a downtown hotel here on Friday.

Pelaez said that the closure of the BSU external study centers in Misamis Oriental would displace about 6,000 students who

have enrolled in the BSU college courses who might graduate during the school year 2014-2015.

Meet the parents. It is important that you develop rapport with your students’ parents. By greeting them with a smile as a welcoming gesture. Introduce yourself and talk about all of the interesting and new things their child will learn this year.

Some parents might be reluctant to leave their children.

Assure them that this school year will be great experience for their child. Don’t show that you’re nervous. Remain confident and hopefully some of that confidence will rub off onto students and parents.

Students and pupils will greatly appreciate if you greet each one at the door and direct them to their seat. This will ensure that the students enter in an orderly fashion while also allowing you to make direct contact with each of them.

Introduce yourself to the class. Write your name on the board and pronounce it for your students. If you have a difficult name, repeat it several times along with the class. Talk a little bit about who you are as a teacher and a person. Students can relate to a teacher more readily if they see him or her as a person and not just an authority figure or subject expert. Share personal stories about your own summer and encourage students to do the same.

Establish your credibility as a teacher by talking about how long you’ve taught or how many students you’ve worked with before this school year. And remember to dress professionally. This can sometimes make students more confident about your abilities as a teacher. Let your students know that you are

capable and prepared for the new school year.

Have students introduce themselves to the class. You could have each student stand and briefly state their name and any interests they enjoy.

They could also talk about their summer vacations. Try to keep these student introductions to around three minutes per student.

Learn student names as soon as possible. Knowing your students’ names gives you the chance to make a personal connection with your class. It also helps you to build positive relationships early on and makes correcting misbehavior easier and faster. There are a few memory tricks you can try.

Try a web search to get more information on how to remember names quickly. If you have trouble remembering names, think about using name tags on the first day of class or name plates for students’ desks. You could also take a picture of each student and put the pictures on a bulletin board labeled with the correct names. Make sure you can call a student by their name as much as possible on the first day.

Let students know about class procedures. Throughout the first day your students will need to know various class procedures.

Lay everything out there for the students on day one.

Let students know how attendance will be taken, how lunch money will be col-

lected, where to store their books and school supplies, how to enter and exit the classroom, along with any other classroom procedures you’ve decided to use this school year. Practice classroom procedures so that students are better prepared for when it comes time to put them to use.

Use activities and assignments that are fun and achievable on the first day.

Choose tasks that you know your class will be able to successfully complete. Students need to achieve success on the first day of school to set the right tone for the rest of the school year. Get the class involved in activities that involve movement and group work. Some fun activities include creative writing/ storytelling, playing music, math games, and reading aloud while students act out the story’s plot. It is sometimes nice to have something tangible to take home at the end of day, so keep that in mind when you’re planning lessons and activities for the first day of school.

Make your presence as the teacher known. Give your students maximum contact time. Use whole class instruction as a way stay in touch with all of your students during class activities. Move around the classroom, and stay in the room unless you absolutely can’t avoid leaving. Make sure you’re seen, available, and in charge on the first day of school.

The first day of school is an important one.

Simple reminders must be remembered. First, be early on that first day of school. You want to get to class a little early at the start of school. This time will allow you to write on the board and organize your classroom materials and supplies. You can arrange the room the way you want and make sure all of the necessary equipment is in place and working. Never get to class late or even cut it close on the first day. At least you will not appear unprepared to parents or your new students. Make an effort to get there a little early, even if you can only make it an extra few minutes.

Violent shows on television and cable networks need restrictions?

Argument: Exposure of children to violent programming on television and cable systems is presently the most damning thing and most harmful to society morals.

How do we address this problem? It is true that the Movie and Television Review and Classification Board (MTRCB) prohibits all television and cable stations from airing violent programs, movies or footages from 6 am to 10pm (but many children and teens are still up and awake up to midnight and beyond).

Television may be considered a very potent and powerful teacher of young children. The problem, according to analysts is that sometimes a modern-day hero who uses violence to get what he wants, confuses the young viewers on what is real violence and the make-believe violence showing on TV, thinking that criminals in the tube are powerful role models.

Created in 1985 under P.D.1986, MTCRB initially review and censor films or television programs to improve, upgrade and make viable the industry as a source of economic tool. However, the law does not authorize the MTRCB to prescribe ratings for violence in television programming and rules for signals containing specifications for blocking violent programming in apparatuses with such technical capability.

Republic Act 7925 or the Public Telecommunica-

tion Policy Act of the Philippines was enacted into law but also failed to give authority to the National Telecommunication Commission (NTC) for broadcast operations of public communications entities.

The Journal of the American Medical Association in many occasions since 1975 alerted the medical community on the adverse effects of televised violence on child development such as the increase in the level of aggressive behavior among children.

A report of Harry Frank Guggenheim Foundation of the United States dated May 1993 revealed that there was an irrefutable connection between the amount of violence in television programs viewed by children and increased aggression among them.

With all these premises considered, there must be a solution to the problem.

Why not a new law, with a stronger teeth, enacted for the MTRCB and the NTC to jointly prescribe, in consultation with television broadcasters, cable operators, concerned non-government organizations for children, and interested individuals from the private sector, rules for rating the level of violence in television programming including rules for the transmission by television broadcast systems and cable systems of signals containing specifications for blocking violent programming.

Our control systems just didn’t work. So, how do we fix this?

DEADLY -- Some interesting data. There are now 34 million Filipinos in FACEBOOK. Out of 10 Pinoys, 3.5 are connected with the Internet. This is a potent force to do national transformation and reform.

Mindanao suffers P2.3b losses due to brownouts

CAGAYAN DE ORO CITY -- The power shortage in Mindanao has caused billions of pesos in losses to the Gross Regional Domestic Product of the island in the last 74 days.

The Mindanao Development Authority (MinDA) reported that a rapid assessment conducted by the agency disclosed an estimated economic losses of P2.3-billion due to rotating brownouts from Feb. 28May 12, this year.

Ma. Teresa R. Alegrio, former president of the Cagayan de Oro Chamber of Commerce and Industry Foundation, Inc. (Oro Chamber) during the May 23 meeting called by the Cagayan de Oro City Council Committee on Energy to discuss the power situation said the amount was a very conservative estimate that does not even factor in opportunity losses.

Alegrio said the figure includes cancelled consumption and equipment breakdown in some of the industries.

complex are derated or producing their installed capacity mainly because of old age since many were built during the 1960s and 70s.

The Ma. Cristina Plant (Agus 6) with an installed capacity of 200 megawatts (MW) is producing less than 100MW with many other hydro units not operational because of the lack of spare parts.

Government is not keen on spending for plants slated for privatization. Although the privatization of the Agus-Pulangi complex has been deferred, PSALM remains cautious.

Alegrio said the NGCP has forecast a peak demand of 1,400MW for this year but the island’s power plants can only produce a peak supply of 1,200 MW. PSALM recently awarded to ITP Construction a P438million contract to replace a unit of the Agus 6 plant, which consists of two units with combined capacity of 50 MW and three units with total capacity of 150 MW. Last December, PSALM also awarded a P1.59-billion contract to rehabilitate two units of the Agus 6 to a consortium of ITP and China-based Guangxi Hydroelectric Construction Bureau.

Rehabilitation works have been set to start this

October and completed by the second quarter of 2016.

The project aims to increase the output of the first and second units of the Agus 6 from 25 MW to 34.5 MW each.

According to Alegrio none of the government’s ballyhooed modular gensets acquired by electric cooperatives are yet operational due to pending approval of the units power rates at the Energy Regulatory Commission (ERC).

A May 5, 2014 report compiled by the Association of Mindanao Rural Electric Cooperatives (AMRECO) shows that seven cooperatives are acquiring modular gensets totaling 48MW, another six coops are considering acquiring them (total capacity: 20MW) while another three have acquired them privately (total capacity: 42MW) but have been unable to start operations to date.

Meantime, the planned P24-billion Visayas-Mindanao interconnection project has been moved further to 2020 since initial findings show the Surigao del Norte interconnection point to be not feasible due to the 10 kilometer depth of the seabed. The NGCP is initiating another study to investigate alternative sites.

She earlier said they are proposing for perpetual corporation life in line with the trend worldwide.

Further, Herbosa said that while changes to the Corporation Code are pending in Congress, the SEC is also amending the SRC. “The SRC will be finished maybe middle of this year

and we will have some public conference, consultation and we are also coming out with the new charter for SEC,” she said.

Herbosa said the revised implementing guidelines of the SRC will have a civil enforcement provision that will empower the SEC to file civil cases against people in

violation of the regulation code and impose a penalty.

“Sometimes, the more effective way of deterring people when you hit them where it hurts most which is their pocket to pay up, instead of try to convict them which of course they will resist very much,” she added. (PNA)

Troops capture suspected Abu member in Siocon

ZAMBOANGA CITY – Joint police and military operatives captured on Thursday a suspected member of the Abu Sayyaf Group following a brief chase and shootout in Siocon, Zamboanga del Norte.

Captured was Najer Ajilol, who is facing three counts of kidnapping with ransom before a Court in this city. A warrant for his arrest had earlier been issued.

Ortega said checkpoints were immediately set up but Ajilol, who was driving a motorcycle, managed to escape by jumping into a ravine and shooting the troops while fleeing Sitio Canatuan, Barangay Tabayo, Siocon.

Ortega said the troops pursued Ajijol and cornered the latter after he was wounded in a brief shootout in Sitio Mambong, Barangay Candiz in the same town.

He said Ajijol was taken to the hospital for treatment.

A caliber .45 pistol with ammunition and a hand grenade was recovered from his possession, Ortega said.

Welfare department to implement anti-poverty project in Rizal town

This developed after the Sangguniang Panlalawigan of Zamboanga del Norte has given authority to Governor Roberto Uy to sign an agreement with the DSWD and the municipality of Rizal for the implementation of such project.

In a resolution sponsored by board member and majority floor leader Crisologo Dicierdo, the provincial board has given

and P15 thousand technical assistance fund to all barangays that will be covered by the project based on the sub-projects to be implemented in a particular barangay.

Meanwhile, the provincial government will develop the KALAHI-CIDSS projects and passed the necessary resolutions to protect and ensure that the projects to be implemented are beneficial to the people in the community, and to provide the needed counterpart or technical assistance such as project design.

On the other hand, the municipal government of Rizal is also expected to pass appropriate legislative measures in support of the KALAHI-CIDSS projects and to provide its

Smoking policy still violated, PHO chief says

In an interview, Dr. Hornido said he will soon brought this violation to the attention of Provincial Gov. Rodolfo P. del Rosario.

It takes much courage to be a good leader. It is not a very easy task, a challenging one instead. An important thing that takes to be a good leader is that he should possess characteristics that are usable for him to be an effective and efficient leader to his followers.

A leader must have the talent to influence. It is through serving an example to his subordinates.

He is a man which footsteps are followed by the people behind him. In this, he must lead his way to somewhere proper for where he would go, his followers would be

There are no other third level positions in the career service outside the Career Executive Service as provided for in Section 7(3), Chapter 2, Title I(A), Book V of Executive Order 292.”

“Thus, appellee insists that she may be legally appointed as Schools Division Superintendent of the DepEd – ARMM, Division of Lanao del Sur I, as she possesses the basic

qualifications for the said position. This Court is not persuaded. In Osea y. Malaya, the High Court saidClearly, the afore-quoted portion of Section 99 of the Local Governments made by the Department of Education, Culture and Sports.

This is because at the time of the enactment of the Local Government Code, schools division superintendents were appointed by the department of Education, Culture and Sports to specific division or location, In 1994, the Career Executive Service Board issued Memorandum Circular No. 21, Series of 1994, placing the positions of schools division superintendent and assistant schools division superintendent within the career executive service.

Consequently, the power to appoint persons to career

executive service positions was transferred from the Department of Education, Culture and Sports to the President.

“Undoubtedly, the position of the appellee is well within the career executive service which requires CES eligibility. Hence, this Court maintains that appellee is required to possess each eligibility before she can be conferred a permanent appointment to the said position. Having established that appellee does not have the requisite CES eligibility, the Court finds that the Civil Service Commission was correct in denying such appointment. In fine, there is no cogent reason for this Court to disturb the September 28, 2012 Decision.

ACCORDINGLY, appellee’s Motion for Reconsideration is DENIED for lack of merit.

He said that the alleged COMELEC order could be just a hoax designed to dampen the spirit of the people of Cagayan De Oro City to pursue the recall of Mayor Moreno.

Marvin Beja, a barangay captain in Macabalan here, said that the recall against Cagayan De Oro City Mayor Oscar Moreno was an initiative exercised by the local barangay units to lose of confidence against the incumbent administration.

“The move to recall Moreno is not politically motivated. It is motivated by the loss of confidence against the city mayor in the way he runs the affair of the city government,” Beja added.

Earlier, Moreno issued a statement welcoming the move to oust him from office through a recall election. “I welcome the recall to determine the real sentiment of the people of Cagayan De Oro,” Moreno said while expressing his willingness to return to private life if defeated in the recall elections.

The Local Government Code of 1991 allowed the recall of elected public officials after one year from the date of assumption of office and one year before the holding of a scheduled election.

The COMELEC has required the authentic signatures of, at least, 15 percent

of the total registered voters at the time when the last elections were held before a recall could be heard.

Usually done in the last two weeks of May, “Brigada Eskwela” continues to attract volunteers not just from the community where the school is located but also from the private sector.

Various business entities and even the media find the program to be a laudable way of living out the value of volunteerism. As the saying goes, “Indeed, it takes a village to educate a child.”

“With today’s technology, the Bayanihan spirit is no longer as popular or as vibrant. But through “Brigada Eskwela,” I can see that our younger generations have the chance to experience true community service,” De Sagun said.

Employees of FDC Misamis used their expertise in inspecting the facilities of SMES and found that there is a dire need to address the hazardous state of the school’s electrical connections. This also tied in with FDC Misamis’ core business so it was with much eagerness that employees volunteered their expertise in ensuring that SMES would be a safer place for schoolchildren.

AN ANSWERED PRAYER The electrical connections in all the school’s 7 buildings are sub-standard and the safety of over a thousand pupils is a perpetual concern.

“Since I was assigned principal here for SMES three years ago, it has been my fer vent prayer that someday God will give us a donor who could fix our electrical connections,” said SMES Principal Ma. Theresa Delegencia.

“It was an answered prayer indeed – thank you God for not failing us!”

Delegencia also said it was a “great privilege” for pupils, teachers and parents that SMES was this year’s “Brigada Eskwela” recipient school.

HEART FOR EDUCATION Villanueva Mayor Julio Uy also expressed his thanks to FDC Misamis for participating in this year’s “Brigada Eskwela”.
