THE Philippine National Police (PNP) has formed a special group that would conduct a probe into the killing of two Swiss national in Misamis Oriental. Police investigators said that two unidentified gunmen shot to death Robert Erik Lauber, 68, and Baltazar
Johan Erni, 78, both retirees from Switzerland, while in a beach resort in Opol, Misamis Oriental Sunday afternoon. Initial police reports said that the suspects, all matured looking, casually walked away from the crime scene and boarded a taxi cab that speed toward the downtown city of Cagayan de Oro, some 14 kilometers east from Opol town.
The task force has began gathering witnesses to the crime and will be looking into possible motives including insurance problems and that one of the Swiss men was reported to be a “playboy.” Chief Inspector Napoleon Payla, the head of the provincial police investigation unit in Misamis Oriental, said that the police are

MAGSAYSAY, Misamis Oriental––Residents and fisherfolks here are calling for renewed added support for the conservation and protection of the turtle nesting grounds in the town’s three-kilometer coastal area in Barangay Candiis. “Ever since I was a young boy this long stretch of beach has been known to many of our town folks as nesting area for

In our small way we try to sustain the efforts on the protection of our marine turtles’ nesting sites,” said Venerando Cabresos, barangay chairman of Candiis. “Fisherfolks in our barangay have been volunteers in identifying nesting sites all over the long shoreline,” he added. AVAO City - The task force assigned to maintain the city’s drainage system said no final decision has been reached on what to do with the trees along the drainage structure on Dacudao Avenue. Speaking at Monday’s Kapehan sa SM media forum, Task Force Drainage chair Yusop Jimlani clarified no cutting has been done contrary to some reports and complaints posted in social media. The official was reacting to Facebook posts criticizing the city government for supposedly choosing to cut down trees to solve a drainage problem. He said the task force was getting flak for its inquiry on what to do with the trees that were reportedly damaging the drainage structure. Jimlani said a consultative meeting was scheduled this week and that nothing was final yet. Last week, environment
group Interface Development Interventions said it was against the plan to cut the trees. “The main drain canal can be enhanced without removing these trees,” Chinkie Pelino-Golle of IDIS said in a Facebook post on September 29. Jimlani said he would ask officials of the City Environment and Natural Resource Office and the Department of Environment and Natural Resources which action to take and, if need be, what kind of trees to plant to keep the area green. “I’m surprised that there is already news that we are cutting the trees,” Jimlani said. “We are not. BCBMPC general manager Luxmie Auxillo said the coop’s award this year was the most prestigious by topping the contest in the agri-based category and winning P1-million worth of fixed assets. “ This is another banner year of BCBMPC’s achievements. Last year, the coop validated its conferment of the Hall of Fame award and received P100,000
worth of fixed assets,” she added. Making ATM safe from theft? The House Committee on Banks and Financial Intermediaries has received a proposal dubbed “The ATM Theft Insurance Act of 2014.” Sounds like a a sound measure because alarming incidents such as the so-called card-skimming have stolen hundreds of millions of pesos from bank customers by syndicates who managed to duplicate cards and acquire personal identification numbers (PIN) of unsuspecting ATM cardholders. The measure titled HB 5036 is “An Act mandating all banking institutions to offer Automated Teller Machine Theft (ATM) Insurance to all clients, prohibiting fraudulent claims relative thereto, providing penalties and for other purposes.” This would relieved cus-
tomers of worrying if their money are withdrawn without their knowledge through cardskimming. They are just like victims of hold-ups but with the measure, they will not endanger their personal safety. The increasing number of incidents of card holders being brought to nearby ATM and forced to withdraw money at gunpoint are cases in point. What is more sad is the fact that most victims are employees whose hard earned salaries are deposited by their employers to their individual ATM accounts or students who are away from their families and receive their allowances or tuition fees through ATMs. C ongressman Roman
Romulo, the proponent of the measure noted that the banking industry, among others, has taken advantage of modern technology in order to offer their services in a more convenient and simplified manner. However, technology has also paved the way for the proliferation of illegal mechanisms or devices that allow access to data that puts bank customers’ account at risk. He also pointed out that, without a related law, the Bangko Sentral ng Pilipinas (BSP) could only leave the matter to the discretion of the individual banking institutions whether to refund the victims of ATM fraud. and supported. His proposed Act should be enacted immediately. The best that banking institution can do is to offer an insurance that would cover the aforementioned circumstances. It may be noted that this service (insurance) is already being enjoyed by the millions of clients of the Philippine National Bank (PNB), the first and only bank in the Philippines that presently offer this kind of insurance. Our banking institutions are required to ensure not only the safety of the funds deposited, but also the safety of the persons of their clients. As such, it is highly necessary to mandate all of them to offer said insurance services to all of their clients. A very commendable move Mr. Lawmaker.

Two men, armed with pistols, shot Loaber and Erni on Sunday afternoon and fled using a taxicab as a getaway car. Emano said the information about the killers can be
submitted to the Office of the Governor or to police authority. The governor offered the reward to hasten the solution of the case and appease the concerns of the international community on the overall peace and order condition of Mindanao. Emano s aid: “Whi le t he crime may have disturbed the general peace and order condi-
tion of our province, let it be also known that we are generally law abiding people and want to see the early solution of the case.” The local police claimed it has placed under its custody the prime witness who can possibly identify the suspects, reported the DXIF-Bombo Radyo on its website. It said the local police also
created the Special Investigation Task Force (SITG) headed by Misamis Oriental Provincial Sr. Supt. Leonilo Cabug. The local police also sought the help of the Armed Forces to speed up the arrest of the suspects. The special task group is composed of members of the Criminal Investigation and Detection Group, the intelligence unit of the provincial command in Misamis Oriental and the police of Opol, Misamis Oriental, Payla said. Over the past few years several projects were made in our area but not enough to sustain the livelihood of the people,” said Cabresos, who was busy helping in putting up a fence on an identified hawksbill turtle nesting ground. According to barangay records, almost every month villagers witness several large marine turtles making it to shore to lay eggs. Last September, the volunteers identified another nesting site and fenced the area to protect the eggs from predators and warn off beach goers not to trample on the nesting area. Rolando Pagara, incharge of the Pawikan Conservation areas, stated that the effort in protecting the nesting sites started back in 1999. “Since 1999, so much had been done for the protection and preservation of the nesting sites here in Magsaysay with the help of the Department of Environment and Natural Resources (DENR) and non-government organizations. Unfortunately, funding for the projects has ended and most of our volunteers also need additional support for their livelihood,” Pagara said. He added that monitoring the nesting grounds requires a huge amount of time and effort, taking their time away from earning a living. Pagara explained the need for protecting the marine turtles that lay eggs in the area.
He said that Magsaysay is a very unique case because most hawksbill turtles elsewhere lay eggs on white sand beaches. Magsaysay’s beaches have brown sand and yet the turtles keep coming back year after year to lay eggs, Pagara noted. He said that aside from the hawksbill, they also spotted other marine turtles nesting along the Magsaysay coastline. These include the olive ridley and green turtle. Pagara added that even though most of the fishermen are aware that it is illegal to hunt and catch the turtles, he gets reports of dead turtles washed out in the shoreline without carapace, or the turtle’s shell on its back, a sought-after commodity in the black market. Hawksbill shells, he said, are the primary source of tortoise shell materials used for decorative and medicinal purposes. He pointed out that the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) outlaws the capture and trade of hawksbill sea turtles and products derived from them. Republic Act No. 9147, or the Wildlife Resources Conservation and Protection Act, aims to protect all wildlife, including the marine turtles. Hunting, killing, gathering their eggs, destroying their nests, selling, transporting and mere possession of any part or derivatives is punishable with a fine of P100,000 to P1 million and/or imprisonment of 16 to 12 years.

She said the nine new cases of HIV, which causes the Acquired Immune Deficiency Syndrome (AIDS), were found among the samples that they submitted for confirmatory
tests in the last two weeks. Blood samples taken by accredited HIV testing facilities that turn out reactive during initial screening are sent to the Department of Health’s (DOH) Sexually-Transmitted Diseases (STD)/AIDS Cooperative Central Laboratory (SACCL) in Manila and the Research Institute for Tropical Medicine (RITM) in Alabang, Muntinlupa City for confirmation. SACCL handles the HIV confirmatory tests for individual samples and the RITM for blood units. The results are usually released after 10 days or around two weeks following the submission of the screened samples. Citing results of the confirmatory tests, Lastimoso said the new cases involved professionals, mostly males. She said the youngest found to be HIV positive was a 24-yearold male and all of them have had sexual partners and have risky sexual behavior. “These are young professionals who are within the productive cycle of their lives,” she said in an interview over TV Patrol Socsksargen. In early September, CHO confirmed three new cases of HIV that then brought the disease incidence in the area to 150. As of December last year, the CHO already documented a total of 129 seropositive cases of HIV in the city. Of these, a total of 29 persons – comprising 7 females and 22 males – have already succumbed in the last three years to various complications caused by the disease. Most of the confirmed HIV/ AIDS cases in the city were found among male professionals in the 22 to 25 age bracket who have risky sexual behaviors. They include gays, bisexuals, men who have sex with men (MSMs) and others who engage in unprotected sex and with multiple partners. Lastimoso said most of the persons with HIV in the city are currently undergoing maintenance or antiretroviral drug treatment, which mainly stops the multiplication of the infected person’s viral load and eventually prevents them from further spreading the disease. In some countries, the use of antiretroviral drugs has helped effectively lower the incidence of HIV infection to about one percent and eventually stabilized the detected cases. “We’re happy that they are accessing these services, which will eventually help minimize the disease’s transmission,” she said. Lastimoso said that aside from local residents, they had detected positive HIV cases from nearby provinces of Sarangani and South Cotabato. She added that most of those found positive are undergoing treatment at the Southern Philippines Medical Center in Davao City, which is the DOH’s designated treatment hub for people with HIV/AIDS in southern and central Mindanao. RDC 12 holds consultation on speed limit KORONADAL CITY, South Cotabato - The implementation by two local government units in South Cotabato of speed limit ordinances has led the Infrastructure and Utilities Development Committee (InfraCom) of Regional Development Council XII to hold a special meeting to discuss ensuing concerns. In April, the Sangguniang Bayan of Tupi passed Ordinance No. 688 setting speed limits 80 kilometers per hour along national highway from Barangay Polonuling to barangay Acmonan and 40 kph from Crossing Acmonan to Barangay Cebuano. The SB of adjacent Polomolok municipality followed suit with its own version of legislation by passing Ordinance No. 12, Series of 2014 Both ordinances, according these LGUs, were meant to reduce the number of road accidents due to reckless driving and overspeeding. However, while many were relieved that road accidents decreased along the areas covered by the speed limit ordinances, some complained of travel delays and the high cost of penalties. These mixed reactions lead the RDC 12’s Infracom, led by committee chairperson and RDC 12 and private sector representative Alfredo Bronx Hebrona, Jr. to call for a consultative meeting in Koronadal City on September 25. According to a press release from the RDC 12, it was noted in the said meeting that both LGUs imposed higher penalties as compared to those provided in Republic Act 4136 or the Land Transportation and Traffic Code of the Philippines. Particularly cited was the provision imposing a 30-day imprisonment for repeated
violations. In response, Tupi Mayor Reynaldo promised to review this particular provision in the LGU’s ordinance. Issues on confiscation of a driver’s license and the issuance of TOP or citation were also deliberated. LTO 12 Regional Director Putiwas Malambut clarified the Temporary Operator’s Permit (TOP) is issued only by LTO deputized personnel to those who violate a national law. A citation is issued to those who violate a local ordinance, which requires the issuance of a TOP if the penalties in the citation are not settled within three days, he added. Meanwhile, South Cotabato Vice Gov. Cecile Diel emphasized the need for the Sangguniang Bayan and the Sangguniang Panlalawigan to be well-informed about the provisions of national laws as local ordinances must conform with them. She cited the presentation of RD Malambut on RA 4136 which states that: “… no provincial, city or municipal authority shall enact or enforce any ordinance or resolution specifying maximum allowable speeds other than those provided in this Act.” She further explained that no matter how antiquated a law is, if not amended, shall remain a law. “The spring cannot rise above its source,” she said. She then invited LTO 12 to conduct another consultation to be participated in by members of the Sangguniang Panlalawigan of South Cotabato and the Sangguniang Bayan of the municipalities of the province, for them to be guided in the drafting of ordinances on speed limits. TAWI-TAWI – Malaysian authorities detained two dozen Filipinos who were caught illegally entering the oil-rich state of Sabah, just several miles off the southern Philippine province of Tawi-Tawi. The Filipinos – aged 15 to 60 – were intercepted in three separate operations near the diving resort of Bohey Dulang and Mentabuan off Semporna town. Most of those arrested were Muslims, including teenagers and four women and an infant. The Western Mindanao Command militar y headquarters in Zamboanga City which has control over half of the southern Philippines have not issued any statement about the arrest of the Filipinos. But they were
believed to have originated in Tawi-Tawi, one of five provinces under the impoverished Muslim autonomous region in Mindanao, where unscrupulous private boat operators illegally transport those who wanted to work in Sabah. Boat operators charged as low as P5,000 to as high as P50,000 per passenger and share this to corrupt policemen in Sabah where there is a large community of Filipinos, mostly illegal Muslim immigrants working in different construction sites and palm oil plantations. Many of those who illegally crossed into Sabah have no travel documents mainly because of the lack of government campaign and failure of the Department
of Foreign Affairs to conduct an education drive in Tawi-Tawi and nearby province of Sulu to inform locals who want to go to Sabah on the procedure of getting a passport. Abu Sayyaf militants have repeatedly raided resorts in Sabah many times over the past years and kidnapped Malaysian and foreigners alike and exchanged them for huge ransoms which they used in purchasing weapons and fund kidnappings and terror attacks in the Philippines. Trade and Industry Undersecretary Adrian Cristobal said that the government is keen on helping further boost the manufacturing sector of the country, which accounted for 2.3 million jobs as of last year or up by 1.5% from the previous year. He also reported that the average growth of the manufacturing sector accelerated
from 2.4% in 2005-2009 to 7.9% in 2010-2013. This growth accelerated further in the first half of 2014 to 8.8%. Cristobal said that with the continuation of government finance programs and technical assistance, the manufacturing sector is expected to generate more jobs in the near future.
Water district to open more payment options CAGAYAN de Oro City The Cagayan de Oro Water District (COWD) will soon accept bill payments via any ATM/Debit card or VISA credit card. The system enables concessionaires to transact for payment on non-cash basis. This service will initially be made available at its main office in Corrales Avenue.
Aside from this, COWD will also launch this month the mobile money payment scheme, using cellular phone and SIM card or the mobile money to pay for the water bill anywhere, anytime. ARMM studes celebrate agri-fishery through mosaic making contest

AGAYAN de Oro City – The Department of Trade and Industry (DTI) in coordination with the Department of Education (DepEd) and the Department of Energy (DOE) will host a Provincial Quiz Bee on October 10, 2014 at the SM Activity Center, Cagayan de Oro City as one of the activities set in celebration of the Consumer Welfare Month. Pursuant to Presidential Proclamation No. 1098 dated September 26, 1997,
the month of October has been declared as the CWMConsumer Welfare Month. This year’s celebration will be hosted by the Department of Energy (DOE) with the theme: “Sapat na Impormasyon: Susi sa Wastong Paggamit ng Enerhiya.” From October 13 to 17, DTI is set to award 47 units of the “Timbangan ng Bayan” to 23 municipalities and three cities including Cagayan de Oro city in the province of Misamis Oriental, as part of the agency’s
continuing effort to promote consumer welfare and a healthy business environment. The “15kg x 50g” Stainless Mechanical Scale will come along with 47 customized and high quality Housings; seven sets of “11.5kg” Test Weights (1pc 5kg, 2 pcs 2kg, 1pc 1kg and 1pc 500g); and seven sets of “10kg” Test Weights. Through the Timbangan ng Bayan, consumers are provided an effective means of checking the accuracy of the weights and the quantity of the goods they buy. DTI Misamis Oriental Provincial Office is also set to conduct an IEC or Information and Education Campaign in Cogon market this month.
According to DTI provincial director Ma. Eliza A. Pabillore, one way to continually empower both the consumers and the business sectors is by engaging them to an IEC or Information and Education Campaign. It is hoped that through this IEC, all stakeholders get a fair chance of presenting and addressing market issues that are actually occurring in the area. There will also be awarding of DTI- BAGWIS. Pabillore said that the DTI Bagwis Program aims to give due recognition to establishments that uphold the rights of consumers and practice responsible business where consumers get value for money. COTABATO City – The status of the Autonomous Region in Muslim Mindanao (ARMM) as a leading agri-fishery center in the country was highlighted by students in a mosaic making contest organized as part of the observance of the World Food Day in 10 October, this year. The nine Grade 6 students who took part in the contest created mosaics out of materials like rice, corn, coffee and other crops found in abundance in the ARMM. The event was organized by ARMM’s Department of Agriculture and Fisheries (DAF). The winner will represent the region in the national level of the competition this 10 October. ARMM bagged the top prize in last year’s national finals. Makmod Mending, Jr., DAF-ARMM secretary, said they are hoping the region will again grab the first prize this year. “Last year, Abdul Kadir Alamid, a Grade 6 student bested 18 other contestants in the national finals. This year, I wish another young pupil from ARMM will do the same,” he said. Mending lauded the students as young artists who use talents to harness fresh ideas and bring about innovations. Winners of the contest were judged based on the following criteria: 20 percent for originality, 30 percent for visual impact, 30 percent for creativity using abundantly produced agri-seeds and aquamarine products, and 30 percent for theme relevance. The regional champion will receive a cash prize of P3,000, gift items and a chance to represent the region in the national level, where he or she get the chance to win P15,000 in cash prize and other incentives. “I-DALI Mo” Advocacy Campaign aspires for “Stroke-Smart” Region X O
ne in six people will suffer a stroke in their lifetime. With changing lifestyles, stroke has become more prevalent in developing countries like the Philippines and around the world, with stroke as the second leading cause of death. It is the leading cause of chronic disability in adults and the second leading cause of dementia. Lower national income has been associated with higher relative mortality and burden of disease from stroke. One third of stroke survivors are left permanently disabled for life and three quarters are vocationally impaired. Such is the burden of stroke. Last August 8, 2014, the Northern Mindanao Medical Center (NMMC) launched a three-pronged counter attack on stroke with the inauguration of its 11-bed Neuro Intensive-Acute Stroke Unit and 10-bed Stroke Ward, dedication of the “AGPAS” (Active Group of People Against Stroke) Team , and the launching of the “I-DALI Mo” early stroke recognition advocacy campaign. “I-DALI Mo” aims to ramp up public awareness about stroke and make North-

ern Mindanao a stroke-smart region, with the capability to effectively prevent, treat and rehabilitate stroke patients,” said Dr. Arturo F Surdilla, MD, president of the Stroke Society of the Philippines (SSP) Northern Mindanao Chapter as he launched the Stroke Public Awareness Campaign. “Every stroke patient deserves the best functional outcome,” he noted. “Thus, our “I-DALI Mo” (A Bisayan acronym for “I-dali mo ang pag-atiman ug pagtambal sa pasyente na na-stroke”) campaign will focus on four important messages: Prevention, Early Recognition, Effective Treatment, and Rehabilitation. Figures from the DOHCHD, NM (FHSIS) show while there was a 5-year average of 15,868 cases in Region X (1999-2003) or 528.42 cases per 100,000 population, the leading cause of deaths for the same period was “Diseases of the Circulatory System” with 2,945 cases or an incidence of 98.07 per 1,000 population. Even more ominous, the number of cases had climbed to 3,842 by 2004 with a higher rate of 101.63 cases per 100,000 population.

Risk factors of stroke are often related to lifestyle changes: dietary changes leading to hypertension, obesity, hypercholesterolenenia, and diabetes; physical inactivity, cigarette smoking and alcoholism. San Jose, in her first official function as national president of SSP, acknowledged in her keynote address that despite these significant advances, gaps exist between what we know about and what is done for stroke. “Lack of knowledge of stroke signs and symptoms and the urgency of seeking medical attention by patient account for a major cause of delay in hospital presentation,” she noted. “Our mantra that Stroke is Brain Attack, Stroke is an Emergency, Stroke is Treatable and Stroke is Preventable has yet to be reach far flung areas. We need more stroke champions in the Philippines.” Dr. Surdilla said even in advanced countries like the US, stroke statistics indicate that adults for 50 years old and above, 38 percent do not know where a stroke occurs, 50 percent
do not know when a stroke occurs, 40 percent did not know the warning signs of stroke, 12 percent did not know of any risk factors, only 40 percent will call an emergency number when they experience stroke-like symptoms; and only one percent is aware of stroke as a leading cause of death. But, if you put a frog in a kettle that is filled with cool and pleasant water; then you gradually heat the kettle until it starts boiling; the frog will not be aware of the threat until it is too late. THINGS YOU SHOULD AVOID DOING, WHEN IN A RELATIONSHIP NEVER BE WITH AN OPPOSITE SEX ALONE “Chinkee, what if I need to bring someone home?” If you need to drive someone home, make sure you ask them to sit at the back of the vehicle, not in front. It is not wise for you to sit with someone of the opposite sex; especially if you are married. It does not look good, and at the same time it does not speak well of the situation. People might read it differently. “Chinkee, what is wrong if I eat out with an office mate?” Eating out alone with an opposite sex or even having a chat online is not also healthy. Would it be OK with you if your spouse is investing time with an opposite sex? How would you feel? You may feel it is harmless at the start; remember every drug addict never started as an addict, but started experimenting and trying. It seemed harmless at first; until such time they like the feeling and they become addicted. Unfaithfulness often starts from friendly chats and conversations; showing concerns, and appreciation towards each other. He or she understands what each are going through, unlike their spouse who do not appreciate or care how they feel. It will be too late to realize that they have invested so much time, and emotion; they are already drawn towards each other. I know my personal weakness and limitations; it will not be wise for me to enter the lion’s den, even if I didn’t know the lion is present or not.
NEVER GIVE COUNSEL PRIVATELY TO AN OPPOSITE SEX As a wealth and life coach; this is the first rule that we had learned. It is not wise for you to be alone with an opposite gender especially when one is expressing their personal problems and concerns. When things turn emotional; they may need a hug or a shoulder to cry on, then one thing leads to another. This rule does not only apply to life coaches, but also to anyone who gives counsel with an opposite gender. Your intentions maybe good, but it may backfire if we do not apply wisdom. I would recommend that you seek counsel from a close friend, relative, professional counsellor or a spiritual adviser. It is better to be safe than sorry. NEVER SAY ANYTHING NEGATIVE AGAINST YOUR SPOUSE Do you want people to talk behind you? I’m sure we do not want others to talk about us; without our knowledge. How much more if the one your trust most talks about you? Please don’t talk or complain about your spouse with your friends, and office mates publicly. If you have something against your spouse, it is best that you bring it up to him or her personally. If your spouse refuse to listen; then, that is the only time you are allowed to speak to a close friend, relative, professional counsellor or spiritual adviser. I truly appreciate my wife of 15 years. She has been truly honest with me at all times. She has the gift of correcting me in an encouraging way. Every time she confronts me, she sees to it that I will go out of the room encouraged.

(source: Framingham Study Cohort, 1991). “SSP has taken steps to raise public awareness through advocacy and provision of health care services nationwide through the establishment of various chapters,” Dr. San Jose said.”While there are victories, much remains to be done.” As a start, SSP is pushing the imperative to “Think Globally, Act Locally” in implementing the following principles: acknowledging that Stroke is a “BRAIN ATTACK” needing emergency management, including specific treatment and secondary and tertiary prevention; Stroke is an EMERGENCY where virtually no allowances for worsening is tolerated; Stroke is TREATABLE optimally, through proven, affordable, culturally acceptable and ethical means; and most important perhaps, Stroke is PREVENTABLE in a manner that can be implemented across all levels of society (First Stroke Congress, 1999). “The setting of care is important, hence the guidelines for establishment of stroke and critical care units,” Dr. San Jose noted. “Many hospitals are ill – equipped or unprepared to handle hyper acute stroke. We cannot undermine economics and lack or limited resources as major barriers to access and provision of standard of care in a country such as ours.” Thus, the NMMC sought to address this crying need with its 11-bed Neuro Intensive-Acute Stroke Unit and 10-bed Stroke Ward, ably staffed by the “AGPAS” (Active Group of People Against Stroke) Team. “We aim to provide the best possible outcome for every stroke patient with our Stroke Services in NMMC,” said Dr. Surdilla. “Our mission is to decrease the incidence and morbidity from stroke in the region through clinical excellence, research and education with the establishment of the Stroke Unit & Stroke Ward.” The Stroke Ward was established by simply designating some beds in a ward, where stroke patients go straight from the Emergency Room (ER) to avert any delayed stay in the ER which predisposes them to secondary complications like pneumonia and bedsores. At present, stroke patients face a dismal 10:1 patient to nurse ratio and very often, nurses have no expertise in dealing with stroke, have no knowledge of routines, standardized tools or protocols, and have no facilities or equipment such as monitors. Thus, the dedicated AGPAS Team was organized to fill the gaps in stroke care: meeting the patient and family upon arrival at the ER; assist with the ER assessment; coordinate and communicate with the team; screen inclusion/exclusion criteria for possible intravenous recombinant tissue plasminogen activator (rtPA)* ; update and educate the family; ensure stroke nursing for the patient from the ER to the Acute Stroke Unit/Stroke Ward; respond to in- hospital stroke alerts; and audit and communicate outcomes of the stroke services. “The task to reduce the burden of stroke in the Philippines is formidable. With an aging population and increasing urbanization, we foresee a rise in the number of cases in the coming years,” Dr. San Jose stressed. “The burden of stroke does not only translate to a socio-economic burden on society as actual health care costs and productivity losses but also disability and impact on the quality of life (QOL) of the survivor and caregiver.” She cited the “Life After Stroke” program of St. Luke’s Medical Center in Quezon City where patients and caregivers are re-educated about stroke, taught of the importance of compliances and adherence, and coping mechanisms. “Change and commitment should begin from within as expressed in the theme for the 2009 World Stroke Day “What I can Do,” Dr. San Jose said. “As an individual, as a health care provider, as member of a team or a community, as a voter fighting for legislative change, there is no limit to the many roles as your imagination, time, and resources allow.” “Aside from individual efforts, partnership and concerted efforts of both private and governments agencies and sectors, and institutions is needed if we truly want to achieve a stroke free Philippines. A perfect example of partnership and teamwork is what we are witnessing in NMMC,” she added. Promoting the scouting movement By ANSELMO B. MERCADO
O
n 30 September, 2014, I was invited to the Boy Scouts of the Philippines (BSP) Investiture Ceremony at the Balubal National High School of Barangay Balubal, Cagayan de Oro. The ceremony was held in honor of forty (40) boy scouts of that school who were awarded their Certificates of Membership to the BSP. It was an impressive ceremony, simple, symbolic and official. It began with the march-in of the colors (Philippine flag and Scout flag), followed by a prayer and the singing of the National Anthem. Then, two designated Boy Scouts went up on the stage, the first one led the Pledge of Allegiance to the Flag, and the second scout led the Re-dedication of the Scout Oath and Law. This was followed by a welcome address by the principal of the school, Dr. Clarito H. Oras. Immediately following that, was the speech of the Investing Officer, BSP Cagayan de Oro Council chairman Atty. Roy H. A. Raagas, and then followed by a brief message from the FICCO Community Outreach Foundation (FCOF) chairman, Anselmo B. Mercado. The symbolic ceremony consisted of: 1) the lighting of candles (one big candle by the school head, 3 smaller candles by the school BSP coordinator, and then 12 candles were lighted by designated scouts one after another signifying the 12 laws (or values) of the scouts, namely: Trustworthy, Loyal, Helpful, Friendly, Courteous, Kind, Obedient, Cheerful, Thrifty, Brave, Clean and Reverent; 2) the donning of the scout neckerchief on the individual scouts by the parents, and 3) the granting of the Membership Certificates. As each scout went up to the stage with his parent to get the certificate, he gave the three-finger scout salute and offered the left scout hand-shake with the officials
on stage. An impressive ceremony indeed! The ceremony was attended by a good number of students and 11 teachers of the school led by their principal, the parents of the Boy Scouts, and some guests, including Atty. Raagas, Scouter Marilyn Guligado, Kagawad Rosel of Balubal who represented the Barangay Captain and Barangay Balubal, and FCOF chairman Anselmo B. Mercado and FCOF staff. As I write this today, it is the feast day of the Holy Guardian Angels of the Lord. The Bible reading of the day narrates how our Good Lord loves children and entrusts them to His angels, saying: “Anyone who welcomes one little child like this in my name welcomes me. See that you never despise any of these little ones, for I tell you that their angels in heaven are continually in the presence of my Father in heaven.” The Boy Scouts at the Balubal High School investiture ceremony are God’s little children, and so with thousands of other scouts (boys and girls) all over our nation. These Filipino young ones will grow-up to be men and women, the adult citizens of tomorrow, to replace the “young once” of today. Their proper up-bring to be the persons we can all be proud of – possessing high moral standards, economically productive, socially concerned and actively involved, intellectually able, willing to serve their fellowmen and country, and God-loving – is crucial to our society. The scouting movement (BSP and GSP) is one good way to help along in the person’s development we want for our children. Acknowledging the scouting movement’s development role for the young, the FICCO Foundation, the Boy Scouts Council of Cagayan de Oro, the Girls Scouts Council of Misamis Oriental and partner-schools, have forged a four-way Partnership Agreement to embark in a joint undertaking, “Adopt Boys and Girl Scouts and Scout Units Program”. This joint undertaking will initially support 320 boy scouts in several schools in Cagayan de Oro, and
200 girl scouts in several high schools in Misamis Oriental (Alubijid National High School, Bugo National High School, Medina National High School, Casinglot National High School, PN Roa National High School, the Elementary Schools of St. John, San Simon, Sacred Heart Village and Malasag and National High Schools of Balubal, Tagpangi and Indahag). This is just the first step, and just a “drop in the bucket”, for the fact is, so many boys and girls out there in our schools cannot afford to join the scouting movement because of economic hardship. At the Balubal National High School, the principal was telling us that the majority of the students come from very poor families, many from “broken families” whose parents have separated or have been negligent of their parental obligations. In fact, the principal added, some teachers have “adopted” some of the students just to help them survive and stay in school. Just before the ceremony started, we witnessed a father of a student coming into the campus, obviously drunk. He was not making any trouble, but he acted funny. It was a disheartening scene in a school. In his speech, CDO BSP Council chairman Atty. Roy Raagas revealed the Council’s plan to get more membership and support for the Scouting Movement, targeting an increase of membership of Boy Scouts by 5,000 initially and eventually to reach 25,000 within 2-3 years. He said that this planned expansion could be done with financial support from more partners, sponsors and supporters from civil society and government because funding would be needed for the scouts’ needs (i.e., annual membership dues, scout neckerchief, trainings, camping and jamboree activities). Let us remember what our Good Lord has said: “Anyone who welcomes these children in my name welcomes me. Do not despise any of them, for I tell you that their angels in heaven are continually in the presence of my Father in heaven.”
