Rodriguez, of Cagayan De Oro City, said that Aquino and Budget Secretary Florencio Abad, have the legal basis to implement DAP. “I agree with President Aquino in his speech that he has the legal basis for DAP. I support his filing of a Motion for Reconsideration with the Supreme Court,” Rodriguez told the PNA. Dengue cases swell to 2,081 in Caraga,top record in 2013 By PAT SAMONTE - Caraga Regional Editor

UTUAN City - The Department of Health has reported that dengue cases had surged to 2,081 in Caraga from January 1 to July 12, 2014 or eight percent higher than the 1,912 cases recorded for the same period last year. DOH-Caraga Media Relations Officer Dines Garcia said clustering were noted at Barangay Mangagoy, Bislig City; Barangay San Teodoro, Bunawan, Barangay Poblacion (Bahbah), Prosperidad, Barangay Poblacion, Rosario, Agusan del Sur; and Barangay Washington, Surigao City. Garcia noted that ages of the cases ranged from less than one month old to 90 years old. The distribution of cases was greater among males (52%) than females (48%) while 41 percent belonged to the 0 to 10 years age group. Of the 2,081 suspect cases submitted by the different disease reporting units in the region, 585 cases were from Agusan del Sur, 474 cases from Butuan City, 179 from Surigao del Norte, 172 from Agusan del Norte, 165 from Surigao del Sur, 146 from Surigao City, 127 from Bayugan City, 122 from Bislig City, 70 from Cabadbaran City, 16 from Tandag City and 5 from Dinagat Islands. As earlier reported, ten deaths were recorded from Barangays Ambago (2), Amparo, Baan Riverside, Silongan and Pangabugan, Butuan City (6), Barangay Poblacion 3, Buenavista, Agusan del Norte (2), Barangay Poblacion, Bislig City(1), and Barangay Poblacion (Bahbah), Prosperidad, Agusan del Sur (1).

NIA continues to maintain, develop irrigation system in Surigao del Sur TANDAG City - The Provincial Irrigation Management Office (PIMO) under the National Irrigation Administration (NIA) in Surigao del Sur led by acting division manager Engr. Salome Layasan has continued to maintain and develop the irrigation system in the province. In a report dubbed as Project Status of calendar year (CY)2012, CY-2013, Quick Response Fund, and CY-2014 Projects, Layasan bared the sum total of P1,241,509,765.52 as direct cost/ awarded amount of irrigation projects to Surigao del Sur for the said periods apart from the P23,038,000 project tagged as “needing clearance” and the quick response fund (QRF) amounting to P53,621,000 due to Typhoon Pablo. It was learned that for calendar years 2012, 2013, and 2014, the allotted amounts were

P704,443,362.52; P337,312,400; and P199,754,000, respectively. Moreover, the particular amounts were also supplied with corresponding physical and financial accomplishments of projects. For CY 2012, the project posted 76.10 percent physical and 61.06 percent financial accomplishments; for CY-2013— 81.17 percent physical and 48.37 percent financial accomplishments; but for CY-2014—the report did not yet indicate the project status except for the notation “For Awards” under the remarks column for particular items. Overall, the NIA here has already posted 88.574 percent physical accomplishment as of June 2014 including that of the CY-2012 project needing clearance—100 percent; and the status of QRF due to Typhoon Pablo—85.60 percent, as well as the QRF funded

by calamity fund for Repair and Rehabilitation of Existing Irrigation System (RREIS)—100 percent. However, records will show that PIMO has only put up 63.906 percent financial accomplishment. Irrigation projects in Surigao del Sur are classified into two categories—National Irrigation System (NIS) and Communal Irrigation System (CIS). Meanwhile, it was learned from Engr. Dexter Sablaon, Senior Engineer A of PIMO that the potential irrigable area in the whole province is estimated at 26,778 hectares; 13,346 hectares of which have already been irrigated or equivalent to 49.84 percent. Mathematics is a school subject that to truly understand, requires application of critical thinking and analysis. This subject is defined as an abstract study evolving on topics such as quantity, structure, space and change. In addition, it involves mathematical symbols that sometimes cause confusion to students. Because of that, cheerless to say, not everyone loves the subject. Fact be told, Math is one subject that is necessary to be passed in schools, in order to climb to another grade level. Thus, students should enhance their mathematical skills. Enhancing such skills starts from beginning, like

determining the basics and familiarize them. It is important to understand mathematical concepts and facts, and as well, make logical connections between these two. In an article published online, Mr. Peter Alfeld, an instructor at University of Utah in United States, introduced ideas on how to improve mathematical skills. First he said is that one should understand mathematics in a simple way. It means that one does not have to memorize recipes, formulas, definitions or theorems. Clearly, there must be some starting points for explaining concepts in terms of simpler concepts. Problem solving is the next thing that students

found hard and confusing. However, the most important thing to realize when solving difficult mathematical problems is that one never solves such a problem on the first attempt. Rather, one needs to build a sequence of problems that lead up to the problem of interest, and solve each of them. The best tip in enhancing mathematical learning is to acquire mathematical understanding. Alfeld said that it is better to always strive for understanding as opposed to memorization. If it means reviewing all way back square one, then do it. It should be remembered also to never be bothered clarifying what confuses you, because once unclarified, many other topics will come confusing after it. Reading books is also another way to enhance one’s learning abilities in mathematics. Perhaps, one has already learned so much, but it is best to always leave space for new explorations. Math might be a challenging subject, and order for one to conquer it is through understanding its subparts in full. In addition, a good studying habit is a great help. It just takes right amount of understanding and discipline in order to be successful in this challenging subject.

In defense of check and balance

Netizens were spewing with venomous anger as they took turns in lambasting President Aquino for his defense of the Disbursement Acceleration Program (DAP) that was aired on national television early Monday evening with some even accusing him of being disrespectful to the Supreme Court (SC) who declared the program unconstitutional. The question now is whether it is perfectly alright for Aquino to air his side over the controversy generated by the DAP? I think no one would take that right from him to air his side since this program is his administration’s brainchild. But is his defense admissible in the bar of public opinion? That’s where the problem lies. Those who could not swallow the DAP as something good for the country will never be convinced by Aquino’s defense. No amount of explanation will ever convince them that what he and Budget Secretary Florencio “Butch” Abad did was right. The DAP will never be right as far as this group is concerned. And rightly so because no less than the SC sided with them when it decided to declare the DAP as unconstitutional. However, to those who believe in the propriety of the DAP, Aquino’s explanation was acceptable and sufficient. Together with those allies who were in Malacanang when Aquino pleaded his case before the Filipino people, this group likewise applauded Aquino

But what about that point raised by some netizens that Aquino displayed disrespect when he raised issue against the SC decision. Did Aquino err in doing this? I don’t think so. Remember that the decision he questioned had already been promulgated thus subject already to scrutiny by those who agree or disagree with it. Subjecting the ruling of the SC to public scrutiny is actually part and parcel of checks and balance. The SC magistrates are not infallible. They may also err. But at all times they are expected to resolve cases pending before them for their adjudication based on the law and the constitution and at times even considering practices, culture and tradition in making their decisions. Part of the check and balance process in a democracy is to see to it that SC decisions indeed truly adhere to all accepted legal and constitutional precepts in any civilized society. This is achieved by subjecting SC decisions to scrutiny in the bar of public opinion. This process ensures that

the magistrates are always on their toes because they know full well their decisions can be assailed in the bar of public opinion. A lower court may err. But a litigant aggrieved by a lower court’s decision still has the right to appeal not only before the court that originally issued the assailed decision through a motion for reconsideration, the litigant can also appeal the decision before the appellate court which could be the Regional Trial Court (RTC) in cases decided by the Municipal Trial Court or the Court of Appeals for those decisions issued by the RTC. Even decisions issued by the Court of Appeals, the Sandiganbayan or the Court of Tax Appeals are still appealable to the Supreme Court. But what about the decisionS issued by the SC? Where can the aggrieved party run to aside from filing a motion for reconsideration if not the bar of public opinion? This is how democracy works. Aquino simply availed of this remedy available to his administration when before filing his administration’s motion for reconsideration

he appealed the SC ruling declaring the DAP as unconstitutional before the bar of public opinion. But in doing this, Aquino may just have exposed his administration to more risks than gain. Winning the people to his side through the bar of public opinion is something that he can’t assure himself of. How the netizens reacted against his defense proves this point. In fact, the adverse reactions may have only made him realize he can’t always have his cake and eat it too. Despite the risks, however, he took his chances. Did he succeed or not is something he will know at a future time yet. But I look at his move as a calculated one. He first appealed his case before the bar of public opinion hoping to make an impact in that forum before actually going to the SC for his announced motion for reconsideration. Aquino knows that once his administration files that motion, he can no longer air his side on the mater before the bar of public opinion. I will not call his move brilliant but certainly it was smart. He first appealed his case before the bar of public opinion perhaps premised on the belief the SC declared the DAP as unconstitutional due to public pressure. What better way to dare the SC not to succumb to the so-called public pressure by showing them that the people is actually not happy with their decision proved by any favorable reaction his See BALANCE, page 11

Coffee industry needs to move farmers to higher value chain

ANILA - To further promote inclusive g rowt h, t he count r y’s coffee industry should help farmers to bring them up to higher value chain. Philippine Coffee Board Inc. (PCBI) co-chair Pacita U. Juan said in an interview with the Philippines News Agenc y that big coffee companies can help farmers to add value in their products so that farmers can earn higher also. “Of course as a big company, its objective is to get the coffee at the lowest price possible. So they don’t let farmers to do the next steps in the value chain,” Juan said. “Every step adds value.” She said farmers can adjust to higher value chain even without financial investments involve, like

sorting of coffee. Juan cited that currently, coffee farmers earn an average of Php 40,000 annually for every 500 kilograms of coffee harvested per hectare. But moving them up to higher value chain, coffee farmers can double their earnings up to Php 80,000 annually. “Inclusive growth is include the farmer in the value chain, move him up in the value chain,” she stressed. The coffee industr y is also a good sector to trickle down the effect of robust economic growth as it creates employment in the rural areas and even provides a living for indigenous people -- in line with Aquino administration’s goal of inclusive growth.

In a recent interview, PCBI chairman Nicholas A. Matti mentioned that for Mindanao alone, the coffee industry is helping 40,000 farmers who are mostly indigenous people. PCBI has alleviated coffee farmers in Sulu from poverty in which the organization helped a farmer to earn Php 120,000 per year. Coffee farmers in Sulu now supply to Zamboanga and C otabao markets, according to Juan. Moreover, the industry should also make farmers realize that there is a big market for coffee for them not to stop planting coffee. According to Matti, the coffee industry is a growing sector as there is 3.0 to 5.0 percent annual growth in demand of robusta coffee

while roasted and ground coffee demand has an annual growth of 10 to 15 percent. Also, the country has an opportunity to fill the gap on Arabica supply in the global market as Central American countries are losing five million bags of Arabica coffee since last year. Central American countries supply around 10 percent of the global coffee demand. Meanwhile, to further enhance the local coffee i n du s t r y t h e P C B I i s bringing its annual National Coffee Summit in Abreeza Mall in Davao City from October 13 to 17. Indian national killed in Zamboanga City ZAMBOANGA CITY – An Indian national was found dead late Sunday in Barangay Lunzuran, this city, a police official disclosed. Senior Supt. ZAMBOANGA DEL SUR – Police are investigating the killing of a 32-year old man who was shot in an attack in Pagadian City in Zamboanga del Sur province. Police said Eddie Alosbaños died instantly after he was ambushed along Rizal Avenue in San Pedro village on July 12. He was on a motorcycle when the assailant, armed with an M16 automatic rifle, attacked him. No individual has claimed responsibility for the killing and the motive of the attack is also unknown. In Mahayag town also in Zamboanga del Sur, a 12-year old boy, who was only catching spiders, was shot and wounded by an unidentified assailant in the village called Sicpao. Davao City eyes development of Japanese heritage sites

AVAO City––The City Government of Davao is eyeing the development of Japanese heritage sites in efforts to entice more Japanese visitors in the City.

Lisette Marques, City Tourism Officer said they are planning to reconstruct heritage sites like monuments particularly in Barangay Mintal, with the city trying to source the funds from the Tourism Infrastructure and Enterprise Zone Authority

barangay Mintal that is the site of pre-war Japanese settlement. Among identified relics included a Japanese-made artesian well, remnants of a Japanese hospital, Japanese cemetery and a monument. According to Barangay Mintal captain Ramon Bargamento, the proposal to TIEZA will include the rehabilitation of monument sites, the construction of a Japanese museum and rehabilitation of the

Japanese cemetery. The proposal known as the Barangay Mintal Little Tokyo Japanese Heritage Site project will need about P50-million to P100-million grant. Marques said the city is supportive of the efforts considering that 13,000 Japanese visit the city annually. “If we want to create traffic of people to Davao we need to enhance sites such as these.” Marques said.

The City Tourism Officer is also eyeing private initiatives to complement the project such as having flights from Japan to Davao. She added that to ensure repeat visitors from Japanese tourists one must remove the hassles of going to the city. For example visitors will have to stay overnight in Manila to catch their trip to Davao. Marques also said one must also communicate to

the Japanese visitors that there is something more to see in Davao which will enticed them to visit again. As a result, net rice production available for consumption against the clean rice requirement also increased the region’s rice sufficiency level for the 1st quarter to 76.89% compared to only 64.93% over the same period last year, using the same per capita consumption figure of 115.7 kgs. versus the region’s 2014 estimated population of 4,508,166. The region’s total rice stocks of 2,256,383 bags as of 01 March 2014 as monitored by NFA-X was 91.3 percent higher than the total monitored over the same period last year, and was estimated to last 84 days based on the region’s daily rice consumption of around 26,820 bags. Prices were apparently also stabilized by the increase in the inflow of rice from outside the region compared to outflows for the 1st quarter of the year. Rice inflows/outflows monitored by the AMAD showed rice inflows increasing to 5,107.5MT compared to only 3,487.95MT over the same period last year, for a 1,619.55MT increase or 46.4%. Some 96% of rice imports to the region came from Manila and Cebu in 2013, while 92.3% were accounted for by Iloilo in 2014.
