Energy dept releases findings on Feb. 27 Mindanao blackout

MISAMIS Oriental––Some 3,000 workers in Misamis Oriental started to undergo random drug test Monday morning at the provincial capitol grounds in Cagayan de Oro City.

Gov. Yevgeny Vincente Emano led the initial random test of 20 capitol workers along with two department heads just after the “flag ceremony” at the provincial capitol grounds in Cagayan de Oro City.

“The random drug test will identify individuals who use drugs and those who have drug problems in order that the provincial government could initiate timely intervention,” Emano said.

Bernales said that the suspects are now in the custody of the NBI and that they would be subjected to inquest proceedings on Tuesday.

Experts present innovative health care practices in support of inclusive growth Health sector stakeholders gathered at Xavier University in Cagayan de Oro City to discuss some best healthcare innovation practices in a forum organized to encourage adoption of these practices and address persistent disparities in health amid a growing economy.

Four innovative health programs were presented in a roundtable discussion led by the Philippine Institute for Development Studies (PIDS), the

government policy think tank tapped by the Washington-based Center for Health Market Innovations for the implementation of the project “Health Market Innovations”.

More than100 participants from local government units, academic institutions, health offices, regional offices of the Philippine Health Insurance Corp., Center for Development offices of the Department of Health, and nongovernment organizations

participated in the roundtable discussion last March 6.

PIDS President Gilberto Llanto said health innovations show the creativity of Filipinos in addressing the very large disparities in health. “It is indispensable for the country to deal with the very large underinvestment in health where government health staff stagnated at around 36,000 since year 2000 despite the country’s 1.7 million annual population growth,” he said.

“We need to innovate to achieve the Millennium Development Goals (MDGs) for health,” said Oscar Picazo, PIDS senior research consultant and board chairman of the Philippine NGO Support Program, Inc. “The Health Market Innovations project builds linkages among health innovators, funders, and policymakers. It also provides information for those who do not know that there are funders for better health care delivery,” he added.

introduced was the EVAcoh Project (Eastern Visayas Area Cooperation in Health). “The project aims to setup and operate social health enterprises using cooperatives’ community development funds,” said Roberto Nebrida, executive director of the Philippine NGO Support Program, Inc. The EVAcoh Project considers social health enterprises such as cooperative-based pharmacies as an innovative method of investment in the provision of health services and commodities. “EVAcoh social health enterprises have served a total of 10,348 women of reproductive age,” said Nebrida. “Its total sales have reached a whopping PHP6.1 million.”

Another innovation, RTI International’s Wireless Access for Health Project(WAH), recognizes the benefits of wireless connectivity in enhancing health care planning and delivery in rural health units (RHU).“The WAH project uses 3G wireless technology to improve health care by reducing time required for data reporting as well as improving access to accurate patient information at the RHU level,” said Felipe Canlas, RTI International local project coordinator.“It helps rural clinicians spend more time for patient care rather than spending half of their time on patient information recording and reporting,” he explained.

WAH has been adopted in 66 RHUs in 38 cities and municipalities and 14 provinces in the country, serving 2,500 patients a day.

Sr. Eloisa David, OSB, chief operating officer of KaKaK Foundation, talked about the Mother Bles Birthing Clinics. The project, which has established 50 clinics since 2010, addresses the lack of access to affordable and high-quality maternity care facilities, helping achieve the country’s MDG commitment of reducing maternal mortality.

LPP prepares for ‘Normalization’ through dialogues, info drives

2 quakes hit Surigao MALAYBALAY City––Two earthquakes hit Surigao del Norte and Surigao City on Monday afternoon, the Philippine Institute of Volcanology and Seismology (Phivolcs) said.

The first tremor hit 15 kilometers southwest of Malimono, Surigao del Norte at 1:30 p.m. and registered a magnitude of 5.4.

Phivolcs said the quake had a depth of 19 kilometers, and was felt at Intensity IV in Surigao City, Intensity V in Placer, Surigao del Norte, and Intensity III in Butuan City.

Archbishop Capalla’s brother gunned down in Iloilo DAVAO City––The activist brother of Davao’s Archbishop Emeritus Fernando Capalla was gunned down at the public market in Oton, Iloilo at around 6:30 p.m. on Saturday.

In a press statement, the human rights group Karapatan said Romeo Capalla, 65, chair of the Board of Directors and manager of the Panay Fair Trade Center (PFTC), received two bullets to the head and was declared dead upon arrival at the Western Visayas Medical Center.

Capalla was the “11th victim of extrajudicial killing in the last two and a half months, starting in January 2014” and the 180th victim of extrajudicial killings since President Aquino assumed the post on June 30, 2010.

In its press statement, Karapatan secretary general Cristina Palabay called on civil libertarians and human rights defenders

in the country and in the international community to demand from the Aquino administration to “take concrete steps to stop the spate of killings.”

A tree nurturing guide was provided to every participant which included the following activities: 1) The planted tree seedling will be visited once in ever y week to make it better cared-for and valued; 2) During the visits, the condition of the planted tree will be checked. Obser ved unhealthy or critical condition will be reported to the City Barangay Affairs Office; 3) Before leaving the seedling spot, a yellow ribbon will

be tied at the corresponding tree guard to indicate that such seedling had been visited and cared-for for the week; 4) Ever y 16th day of each succe e ding mont h, a joint simultaneous celebration of the wellness of the tree will be held on site. The monthly celebrations will run for six months.

Another get-together is scheduled on April 16 and the future months to follow.

The subject persons were arrested during the implementation of the search warrants and now in the custody of Las Nieves Police.

Cases of violation of Section 11 (Possession of Dangerous Drugs) Art. 2 of R.A. 9165 is being prepared in inquest proceedings against all arrested persons.

Few core problems: catalyst for drop-outs among students

Drop-out rates among students is one of problems facing education department and institutions in the current time.

Behind this action, there can be economic, societal, and equity reasons causing some students to decide in leaving school.

First is the student characteristics. In an article published online of American authors John

H. Tyler and Magnus Lofstrom, student characteristics associated with a higher probability of dropping out, often called student “risk factors,” are both numerous and oft-cited as dropout “predictors.” Poor school performance is a strong predictor of dropping out of school such as low test scores, course failure, and grade retention. In addition to that, poor student engagement could also encourage drop-outs. This is often measured through absenteeism

Importance of Matching Learning Style and Teaching Styles to Students’ Academic Success

Over the years, teachers are confronted by low scores and grades, unresponsive classes, poor attendance, more drop-outs.

As a matter of fact, students tend to stop school because of academic failure. To those unfortunate few who fail, the blame is put on the academic standard or the teaching methods.

But what about the way students learn? Can the teachers allow the students to learn their own way while they teach their own way?

Ideally, the way teachers teach should match the way students learn. The concern of the teachers should be the students’ style of learning. They can adapt their teaching styles to suit the learning styles of students in order to promote learning.

Understanding student’s learning style preference can then assist teachers develop a favorable view of their students’ abilities and attitudes, significantly influence their perception towards students’ learning differences which result to greater comprehension and acceptance of the

diverse learning needs of each student. In this case, students would have better engagement in the classroom, increase learning and achieve academic success.

However, without such understanding, it is common to many teachers to use and uphold the traditional style, “chalk and talk “method and so inappropriately perceive students as weak and less capable of learning the lesson.

Alternatively, when the learning styles of students are similar to that of the teacher, greater achievement and personal satisfaction is exhibited. Matching students’ learning style with the appropriate teaching styles led to successful interaction between teachers and the students resulting to improved learning outcomes.

Matching is a challenge, but a worth striving for. The more closely schools match teaching to the way students’ brains actually learn, the more likely it is to reach students and bring the natural motivation to learn.

education and also a standard for recognition of students and professionals abroad.

K to 12 is a system tool that will not only enhance capabilities of Filipino students but as well, contribute much to Philippine Economy in the near future.

In an official publication of Philippine Government, K to 12 is described to be an educational system that would provide sufficient time for mastery of concepts and skills, develop lifelong learners, and prepare graduates for tertiary education, middle-level skills development, employment, and entrepreneurship.

Furtherly, there are specific reasons seen behind giving a “go” on this program.

In K to 12, students will be able to get sufficient instructional time to do subject-related tasks

the system his school is having and thus, discouraging him.

These characterisitcs include school practices and processes, resources, size, pupil-teacher ratio, student composition and location. The solution on this, however, depends on the hands of school administration. These problems should be addressed in order to lessen student problems such as drop-out rates.

Dropping out is a result of

short-term problems experienced by the students. Its effect, on the other hand, are long term.

It will affect student’s future, as well. Thus, concern people and persons assigned in looking into this should identify deeper reasons behind single drop-out in order for this to be addressed and solved. It may take time and effort but solving such is a milestone that would lessen overall student drop-outs.

For this reason, there would be enough time to go beyond specifics on every subjects taken and thus, giving students a more clearer understanding on a particular subject matter.

This program could also provide graduates that are more prepared to enter the labor force.

K to 12 consist of technological and vocational education that are teaching subjects, equipping students with skills that are needed in most workplace. Thus, once a K to 12 student graduates, he can be employed even without college degree.

In addition to that, most high school graduates in older system have not reach yet the legal age of 18, blocking them to be employed after graduation.

In K to 12, however, most of the students will graduate at the age of 18. In other words, it is possible

that after graduation, there is a good chance to work right away.

In that way, lesser employment problems could be attained for these people could contribute, adding up to nation’s manpower.

The K to 12 program is also following the international education standard. This standard of education is a matter that all nations are practicing. Having this is already an edge for Philippines’ future human resources in working abroad. Moreover, Filipino graduates will not be behind anymore and further be at sync along other countries’ graduates.

That is K to 12 Basic Education program. There are perhaps problems arising upon its implementation such as lack of government budget, classrooms, school supplies and number of teachers. However, those gaps will be filled in a long run. It is good to just focus on its long term effects. This is basically on how big it will be beneficial to Filipinos and to Philippines as a whole.

Hobby is something that someone loves to do because he already used to do such.

In young age, parents can opt to teach their child activities that could possibly their future hobby just like writing.

Writing comes in different way. In writing profession, such could be articles and literary pieces. For students, it could be in the form of sentences, paragraph or a composition.

At first, writing is difficult knowing the fact that not all students love to write. For some, it is hard to come up with anything to write about.

Others have a lot to say, but it is hard to get the ideas written down in a meaningful

way. For a small percentage of children, every step of the writing process is difficult — from processing the ideas to forming the letters to write to convey the right message.

School-age children may exhibit other signs of difficulty.

These include illegible handwriting, avoiding writing, and having difficulty completing a writing assignment that makes sense. Often, these children have to focus so much on the act of writing that they omit simple words or really simplify what they want to say as a way to use easier words and shorter sentences.

Billions of pesos lost to smuggling BUREAU OF INTERNAL REVENUE (BIR) figures released recently, showed that the projected total revenue loss from smuggling could amount to P200 billion today.

This is alarming. Two hundred billion pesos is no joke.

The government is losing out on a very large source of taxes and revenue that could otherwise go to infrastructure, social services, and income for farmers and fisherfolk.

Smuggling and corruption are worse culprits that bring havoc to our economy. Instead of funding the needs of the Filipino population, the perpetrators of smuggling and corruption are getting richer and richer.

There is a need to overhaul the processes in importation to prevent opportunities of corruption.

The overhauling of importation procedures would curb the smuggling into our country of agricultural and food products, as well as oil, vehicles, and electronics, among others.

Reports are laudable that the Senate will begin an in-

EDITORIAL vestigation on the rampant and incessant smuggling of foods—especially rice. The Committee on Agriculture and Food acting as the lead investigating committee should be supported by all sectors.

The Bureau of Customs (BoC) should be at the forefront of the drive against rampant smuggling of agricultural products by making transparent importation information contained in the Inward Foreign Manifest (IFM) according to a lawmaker. The IFM is a list containing details about the products being imported into the Philippines, such as the importer’s name, the source country, the shipping vessel, and the date of arrival.

Currently, only the Bureau of Customs has access to this information, making it easy for unscrupulous parties within the agency to get involved in smuggling.

It is now apparent that there could be some serious flaws

in the system. These offer unscrupulous elements several opportunities for corruption.

If the procedures are efficient, we should see less opportunities, and therefore less cases, of smuggling and corruption, if none at all.

The Alyansa ng Agrikultura, a coalition of 42 federations and organizations representing all major agricultural sectors, has been advocating the automatic transmittal of the IFM from the Bureau of Customs to the Department of Agriculture.

The practice was done for a few years, but ended in 2009.

The government must look into all possible angles to crack down on these smuggling rings and probe into systems and processes, and gather information on possible food smuggling rings or syndicates operating within the bureaucracy.

We don’t want to see the day when a food crisis will erupt in our country because of the death of our agricultural industry, so if massive changes will have to be made, now is the time to do it.

Brownouts exploited

GENERAL Santos City–– Brownouts or power outages are bad. However, what’s worse is the exploitation of brownouts to raise the price of electricity in the spot market. When disasters strike, profiteers abound – like vultures waiting for the hapless, weary desert traveler to fall and die. So do, as we see, players in the Wholesale Electric Spot Market WESM). And “disasters” don’t strike; they create them.

Under Electric Power Industry Reform Act (R.A. 9136), WESM operated by PEMC (Philippine Electric Market Corporation), is good -- supposedly to control electricity prices for the benefit of the end-users.

But in times it was expected to prevent electricity price from spiking or shooting up WESM failed.

Rappler, on July 13, 2012 (How does WESM work and affect electric bills?), wrote deploring the spiking of power cost on the previous June 20 – 23, as high as P45 to over P46 per kilowatt/ hour: “This was not the first time WESM prices spiked and threats of brownouts loomed. A similar dire spot market situation occurred in January to February 2010 -- the months leading to a national election.” Last December, Meralco bought power from WESM at P62 per kwhr. (Bold text supplied) ‘Bantay Salakay’ That at some critical times, WESM has turned “bantay salakay” (guardraider) is not a surprise.

Its constitution is inducive to such monstrosity. It is constituted by the same potential sources of high prices it is instituted to prevent from occurring.

Wit h PEMC as t he market operator, WESM is composed of “equitable representatives from the electric power industry.

Subject to the compliance with the membership criteria, all generating companies, distribution utilities, suppliers, bulk consumers/ end-users, and other utilities authorized by ERC (Energy Regulating Commission) shall be eligible to become members of the wholesale electricity spot market”.

(R.A. 9136, Provision on “Supplier”) All these members are the only ones who can raise exorbitant prices of electricity – the very ones to be guarded against raping the retail end-users. WESM is mandated to maintain the prices of electricity at “reasonable, rational and competitive” levels. But the members’ interest for profit conflicts with that of the end-users. This is like having a pack of wolves guard the sheep.

How WESM Operates Following, Rappler’s (712-12: How does WESM …) enumeration of the process is quoted in full. Necessarily, prices at the spot market are dictated by the law of supply and demand.

(1) Stakeholders determine the total demand for electricity for a certain hour.

(2) “Trading” happens.

Seeing the demand, the suppliers submit bids, essentially telling PEMC they are willing to supply, for example, 100 megawatts at P10 per megawatt.

(3) PEMC ranks the bids from the lowest to the most expensive, until it has enough supply bids to meet the total demand for power.

(4) The highest priced offer that is accepted becomes the spot market’s price for the hour.

(5) Electricity is thrown to the grid and facilitated by the National Grid Corporation of the Philippines (NGCP).

(6) Then it is distributed to households and businesses through distribution companies like Meralco.

Trading goes on an hourly basis, depending on demands from households, manufacturers, office buildings, and other consumers.

The numbers vary, change, increase or decrease.

Is WESM not open to manipulation and collusion? It is.

Of Supply Philippine Daily Inquirer (March 13, 2014), in its editorial, “Market failure?”, quoted ERC Executive Director Saturnino Juan’s explanation of ERC’s report of how low supply of power happened last December: “Supply was low because market participants did not offer their available capacity, so there was market failure” – in clearer language, “shortage of power supply”.

It cited the ERC report stating that WESM has a “Must Offer Rule (MOR)” wherein suppliers “must offer all their available supply. In what the ERC says is a longstanding tradition, the suppliers deliberately did not offer all of their available supply, violating the so-called MOR … and in the process artificially creating a shortage. A good case for collusion can be made from this finding”.

It quoted the ERC order: “The non-observance [of the MOR provision] is so rampant that the entire WESM governance structure has perhaps already grown accustomed to encountering it on a regular basis.”

Of Prices The ERC found out that the prices on the WESM during the shutdown of the Malampaya gas pipeline for maintenance from November 11 to December 10 last year could not qualify as “reasonable, rational and

competitive.” (Philippine Daily Inquirer, March 12, 2014: ERC voids power rate hike; Spot market prices ‘not reasonable, rational’) During that same period, the same report above said, a number of power generation plants also shut down, creating a 45-percent shortfall in the average 6,000 megawatts that Meralco supplies to customers forcing Meralco to buy more expensive supply from the WESM and to pass on the cost to customers. To aggravate generation cost, the shutdown of the pipeline also prompted plants that use the cheaper natural gas from Malampaya and supply power to Meralco to use more expensive fuel.

This, however, is not the full truth. An earlier PDI report (February 18, 2014: Steep price spike on WESM questioned) told a sinister story. It said “that Therma Marine was contracted by Meralco for 238 megawatts of reserve power presumably to assure adequate supply and reduce cost at the contract price of P8.65 per kwhr.

Of the 238 megawatts, 200 megawatts came from Sual Coal Plant that Therma had bought for P6 per kwhr.

The report noted: “It is a legitimate market move of Therma to have bought the 200-MW excess capacity of Sual at a reported P6 per kWh and to turnaround and contract it to Meralco for P8.65. While the maneuver may be allowed by the rules, market participants and Meralco should have the restraint not to take advantage of the consumers.”

And, it was “fair market” for Sual, Therma and Meralco. The report said that fuel for coal plants was only P2.50 per kwhr; for diesel, P8.50 per kwhr.

Sual, a coal-fueled plant, had a profit of P3.50 per kwhr; Therma, P2.65 per kwhr.

How did Meralco end up buying from WESM at P62 per kwhr?

The report again noted: “Of serious concern was the report that Meralco had allowed Therma Marine to deliver only 90 MW to Meralco instead of 238 MW and supply the rest to the WESM at P62 per kWh, which then Meralco is trying to bill its customers.”

By whatever explanation, the bottom line was profit.

The 148 megawatts Meralco had allowed Therma to deliver to WESM which it later bought at P62 per kwhr instead of P8.65 as contracted from Therma meant P7.8958 billion profit for WESM which Meralco and Therma as WESM members would share. That was how much the Meralco customers would have been exploited or robbed had it not been for the Supreme Court intervention that must have compelled ERC to investigate.

Police power In the March 12 PDI report, “ERC voids power rate hike”, the ERC was flexing its power “to protect consumers from unreasonably high market prices” justifying in its order: “Government intervention in this case is a valid exercise of the state’s police power and can be done by the regulatory body to which the said power has been delegated and to intervene when the common good so demands.”

And, the Palace noted the report as an exercise of state police power. Presidential Spokesman, Press Secretary Herminio Coloma said: “We note finally that the ERC exercised government’s police power to stop the imposition of ‘excessive, exorbitant, unreasonable, or very high prices’ of electricity in compliance with its mandate under the EPIRA. We affirm government’s commitment to protect the citizens’ welfare by ensuring stable and reasonable electricity prices.”

However, the acclamation of “police power” for stopping the imposition of “very high prices” that had already been stopped -- coming three months after it should have been exercised -- sounded hollow. That was throwing life buoy into the water after the drowning person had been saved and given first aid.

Critical Questions When Meralco applied for a P4.15 per kwhr increase in its rate charges for December 2013 to be reflected in the January and February 2014 bills, ERC Chair Zenaida Ducut and the Commission approved it without investigating the reasons behind the stiffest rate increase ever.

The Palace only folded its arms, the President saying that suspending the power rate increase was solely the function of the ERC which is not under the Office of the President.

But that did not remove from the President his police power. Did he have to abdicate this to the ERC which had defaulted on its own police mandate by approving Meralco’s application, “no questions asked”?

Public outcry compelled the ERC to investigate. The President advised the Meralco customers to be patient until ERC had completed its investigation. Finally, last March 6, the ERC came out with its 33-page report that ordered PEMC, the WESM operator, to “recalculate” the spot market prices that “in effect voided the ERC approval last December of the P4.15 per kilowatt-hour rate increase in generation charge that Manila Electric Co. (Meralco) had sought.”

AGADIAN CITY, Zamboanga del Sur – The police have arrested one of the suspects in the grenade throwing incident in Barangay Dumagoc, this city, an official announced Monday.

Molave MDRRMC Rescue Boat capacity: 20-30 persons. 'NGCP not qualified to manage Mindanao grid': Davao business leader

AVAO CITY - The National Grid Corporation of the Philippines) is not qualified to manage the Mindanao grid.

This was according to Mindanao Business Conference (MinBizCon) chair Vicente Lao. Lao said the NGCP is not doing its job for it only thinks of profit over and above the interest of the general public.

Lao’s ranting stemmed from the February 27 Mindanao-wide blackout that started around dawn. The power outage lasted over six hours with no word from NGCP on what have caused the massive power interruption.

He said NGCP is not qualified to manage the Mindanao grid because it has no generation plant that it could use in case one of its facilities conks out and should not get power from the same grid.

“Under the Electric Power Industry Reform Act (EPIRA) operator of a grid, like NGCP for Mindanao grid is mandated to contract out to have a standby power capacity so

it has something to use in case of emergencies. Now, they are getting power from the grid,” he said, adding that the same law says that over a hundred megawatt should be set aside as buffer stock by a grid operator which will be used in case of unprecedented problems.

“They (NGCP) are getting buffer from existing generation,” which is not supposed to be.

Before, Davao Light and Power Company (DLPC) could still sustain brownouts in Davao City but now it could not because out of the 275-megawatt provided before by NGCP previously, now they are only getting 50 percent of that, that’s why Davao City is now experiencing brownouts, he said.

He further questioned the recent move of NGCP to cut its distribution to some power cooperatives, ”which is not correct.”

Lao said in the next

meeting of the Mindanao Power Committee , he would strongly suggest that NGCP should put up their own generation plant.

“NGCP is making a lot of money from managing the grid,” he added.

He said “it’s about time we call the attention of the government on NGCP, if not, this (referring to Feb. 27 black out) will happen again and again.”

Councilor Leonardo Avila, vice chair of the committee on energy, when asked to react on Lao's statement, said “ I tend to agree with him because NGCP should have address quickly the February 27 massive block out if it has the mandated buffer.”

He said he had asked Lao to furnish him data on the issue so he could raise it before the City Council.

These data should be carefully studied to come up with recommendations.

Avila also said there is a probability that the council would join Lao in raising the matter to the national government once it finds the recommendations and data justifiable.

“The beginning of rugby in CDO is very inspiring,” said Jane Montebon Duterte, Community Relations Specialist of Primavera Residences. “From just one man, Noel Villa, the group now has more than 30 active members. It continues to grow with its Get Into Rugby program for children, high school and college students – even including women. This is now the fastest-growing sport in Cagayan de Oro.” Rugby, an outdoors sport, is a way of promoting the advocacy for nature and sustainability of Italpinas Euroasian Design and Eco-Development Corporation (ITPI Corp.), developer of Primavera Residences. “This is a very eco-friendly activity and will promote going out of the house instead of spending time indoors using up electricity,” said Ms. Duterte.

Finally, through Facebook and friends, he was able to put up a team.

“Now I can proudly say that after five months of training under the sun or rain, CDO RFC is ready to take on another milestone: compete in a real game against more experienced teams,” Mr. Villa wrote.

On February 22 this year, Primavera Residences sponsored the CDORFC in the kickoff games of the VisMin Rugby league. CDORFC played against the Davao and Cebu rugby teams.

However, replacement of the recently stolen cable lines continues while the proposal is to be approved.

Dy said the fiber optic system is not a quick-fix solution but will remain for a longer period of time.

Enhancing Mathematical Skills

Mathematics is a subject that involves abstract study of topics such as quantity, structure, space, and change. Cheerless to say, not everyone love Mathematics.

It is because to truly understand such subject, one should apply critical thinking and analysis.

In first stage, mathematics is all about understanding mathematical concepts and facts. A learner will be tasked to know simpler concepts and facts. He would also make logical connections between different facts and concepts, recognize the connection when he encounter something new in mathermatics and identify the principles in the given piece of mathematics that make everything work.

In all of these lessons that require so much thinking, how one can enhance his mathematical skills?

In an article published online, Peter Alfeld of University of Utah introduced ideas on how to improve these skills.

Understanding mathematics does not mean to memorize recipes, formulas, definitions, or theorems. Clearly, there must be some starting point for explaining concepts in terms of simpler concepts.

Basically, elementary school math is the usual starting point. It is sufficiently rich and intuitive. From these, questions will arise, encouraging students to think deeper and search its roots.

The next topic that cause cracks to students’ nerves is solving mathematical problems. The most important thing to realize when solving difficult mathematical problems is that one never solves such a problem on the first attempt.

It may be intimidating to be faced with a 1,000 page book and having to spend a day understanding a single page. But that does not mean that you’ll have to spend a thousand days understanding the whole book. In understanding that one page you’ll gain experience that makes the next page easier, and that process feeds on itself.

Reading books is also another way to enhance your learning abilities in mathematics. Perhaps, you already learned so much, but always leave space for new explorations. Math, like many subjects, also evolves. There are possible new theories and mathematical laws that would be introduced and it is important for you to know about it too.

This math may not look so friendly to some but anyone could befriend it through fully understand its subparts.

This subject, as mentioned, is a subject requiring critical thinking and analysis.

All one has to do is to think deeper and harder. In this kind of lesson, frequent studying is also required. Thus, a good studying habit must be practiced. It just take right amount of understanding and discipline in order to be successful in this challenging subject.

In post-disaster situations, Xavier University’s Sustainable Sanitation (SuSan) Center provides effective and sustainable sanitation solutions to evacuation centers through the distribution of urine diverting dehydration toilets (UDDTs).

Moreover, the collected bio-waste from UDDTs can be recycled and used as soil amendments.

“Every time there is a disaster, people donate clothes, food, soaps, and water, while donating sanitary toilets is always an afterthought,” said Gina Itchon, SuSan Center Director. “There was once a big evacuation center where 50,000 people were sharing a single toilet.”

At evacuation centers in disaster-hit Northern Cebu and in Tacloban City, the SuSan Center had installed Arborloo toilets, or

shallow pits that are abandoned once filled, which can then be planted with fruit or wood-bearing tree saplings.

Fr. Roberto Yap, Xavier University president, said investments in human capital, education, and health are important to make economic growth inclusive. “Health disparities in the country tell us that the traditional way of health care is not enough, and health innovations must be explored,” he said.

Celia Reyes, PIDS senior research fellow and health project director, said PIDS’ role is to help in knowledge brokering for a more inclusive health care system.

“PIDS is not only interested to showcase best practices on health innovations,” Reyes said.

The LPP claims that since the 1970s, at least 120,000 people were killed and more than two million people displaced due to war.

As a result, there is low level of human development in conflict-affected communities. A 2005 World Bank study: an estimated $2B to $3B was lost in terms of direct output in central and

southwestern Mindanao from 1970 to 2001 due to the conflict. If indirect impact is considered, overall economic cost of the conflict could be over $10 billion during 1975–2002.

It says government spent P73 billion for war materiel from 1970 to 1996; and P20 million per day during the all-out war in 2000, or a total of P1.34 billion. In the 2000 war, damage to infra reaches P202 million while P125 million to agriculture.

The 2003 war damaged P130 million worth of infra and P47 million to crops, livestock and fisheries.

Steel Asia Manufacturing Corp. and Seaoil Philippines, Inc. have started importing raw materials into their areas of operations, said Ebert N. Montero, BoC operations division chief.

“The entry of these major players is projected not only to contribute significantly to the revenue collection of (the southern Mindanao revenue collection district)

but is also expected to pump up and improve the general economy and business activity of Davao City,” the bureau said in a statement.

Ernesto R. Aradanas, BoC collector, said the revenues from the two companies and other companies that are expected to operate in the city were included when the agency formulated the port’s P7.7-billion collection target this year.

Collection from the two companies, Mr. Montero added, resulted in the local district office exceeding its collection target for the first two months of the year.

B a s e d on a re p or t provided to local media, the BoC district office collected P1.336 billion, surpassing its P1.13-billion target for the first two months.

This was despite the fact that one of its subports, the port of Mati, was declared “already a dead port” because the agency failed to collect anything from that port, even when projection for the period was P844,174, Mr. Montero added.

Other sub-ports under the port of Davao are the Dadiangas port in General Santos City and the Polloc port in Parang, Maguindanao.

However, Mr. Montero, being in charge of the port of Mati -- which used to handle farm crops like copra and corn -- said he will resign if he fails to collect the sub-port’s P4.7-million for the year.

The official said that the expected P200 million monthly in taxes and other dues is based on the initial importation and discussions with officials.

He added that because of the bulk of the cargo that Steel Asia is expected to bring to its plant in Bunawan, which is at the northern part of this city, the company has started negotiating with the Hijo International

Port in Madaum City, to use the private port used mainly by banana-exporting companies.

Seaoil, on the other hand, has its gas processing plant

in Coronon, Sta. Cruz, this city’s southern neighbor, where San Miguel Corp. built its only brewery plant in Mindanao over a decade ago.

Integrated rice-duck farming tagged as ‘super organic farming system’

BUTUAN City - “I have known some people in Asian countries who are fascinated by ducks and organic rice farming and had their lives changed.

The Integrated Rice-Duck Farming System (IRDFS) innovation is certainly a ‘super system’ in the field of organic farming,” underscored Dr. Takao Furono, founder of the IRDFS during the 18th International Rice-Duck Conference held in Butuan City recently.

Furono said that unlike modernized techniques, effects of rice on ducks, such as weed control, pest control, supply of nutrients and stimulation need no thorough management.

As described, ducks worked effectively in the rice paddies mainly for the rice where they swim freely around the rice plants. Weeds and harmful insects which used to be the enemies in rice single cropping are now feeding ducks, while the feces of ducks became nutrients for rice. This means that unused spaces and resources have turned into useful resources through IRDFS techniques.

“The creative unification of rice farming and stock raising is at the same time an innovation that saves and increases food diversity,” added Furono.

He is optimistic that through exchange of each c ou nt r y ’s e x p e r i e n c e s in applying IRDFS and with the espousal of Philippine Agrarian Reform Foundation for National Development, Inc. (PARFUND) to create the International Rice-Duck Research Institute in the Philippines, new approach across the IRDFS value chain or in other related studies will be adopted. ”We have to innovate the sustainable model of local communities using those technical innovations.

I believe that these two innovations, which we can call ‘The One Duck Revolution,’ will spread out to the world from here in Mindanao,” remarked Furono.

The conference has gathered IRDFS experts and practitioners, as well as development investors from all over Asia and highlighted IRDFS as a climate-smart agriculture system and a social enterprise.

IPIL, Zamboanga Sibugay - As one of the initiatives to improve the rubber industry in Zamboanga Peninsula, the Department of Trade and Industry Region IX (DTI)9 conducted today an Investment Opportunity S e m i n a r o n Mo d e r n Rubber Production at the Casa Mea Hotel, this municipality.

Par ticipants were rubber farmers, processors, traders, and other rubber industry stakeholders who would like to adopt new technologies in their farms to enhance and improve the quality of rubber

production, including marketing and pricing of natural rubber.

“Rubber is one of the champion products in the region. In 2005, the Regional Development Council issued a resolution prioritizing the 6 industries in the region which includes rubber,” said DTI Regional Director Sitti Amina M. Jain.

Zamboanga Sibugay province is touted as the rubber capital of the region considering the huge volume of rubber production in the area.

“This is the very reason why several equipments for the rubber industry

will be given through the Shared Service Facilities (SSF), as well as seminars and trainings to give micro, small and medium enter pr is es (MSMEs) access to better technology and more sophisticated e qu ipme nt ,” R D Jai n explained.

In a press release issued earlier by DTI-9, SSF equipments will be given to 5 rubber cooperatives in Zamboanga Sibugay from the P46 million-allocation for SSF projects in Region 9 for the year 2014, with an increase of roughly 70% over the P27.12 million budget in 2013.

THE state-owned Development Bank of the Philippines (DBP) signed recently a P900-million loan agreement with Asiga Green Energy Corporation (AGEC) to finance the construction of the 8-megawatt Asiga Hyd rop owe r Pl ant i n Santiago, Agusan del Norte.

The project is part of DBP’s continuing thrust to promote new and renewable sources of energy in the country that protect the e nv i ron m e nt t h rou g h reduced greenhouse gas emissions. Aside from helping stabilize the power supply in the Caraga region, the hydropower plant will also reduce an estimated 35,575.41 metric tons of carbon dioxide emitted to

the atmosphere annually.

The project is expected to provide contractual employment for 100 to 300 workers during the two-year construction period. It will also provide permanent employment for 25 people who will man and operate the power plant.

The Caraga region is composed of the provinces of Agusan del Norte, Agusan del Sur, Surigao del Norte, Surigao del Sur and Dinagat Islands.
