United States President Barack Obama on Tuesday hailed Filipino war veterans who fought alongside American forces during World War II. In his speech before some 300 Filipino and American soldiers at Fort Bonifacio in Taguig, President Obama acknowledged his nation’s “injustice” towards Filipino war veterans, who were denied compensation promised to them by the US government during the war. “Sadly, the proud service of many of these Filipino veterans was never fully recognized by the United States. Many were denied the compensation they had been promised. It was an injustice,” he said. Obama said his administration has been working with Congress and other concerned units to correct said wrongdoing. “We passed a law, reviewed the records, processed claims, and nearly 20,000 Filipino veterans from World War II and their families finally received the compensation they had earned. And it was the right thing to do,” he said. The US President then honored some of the Filipino war veterans present at the event, among them those who fought in Bataan and Corregidor. “Some fought in the resistance, including nurse Carolina Garcia Delfin. Measles outbreak reported in Maguindanao
C O TA BAT O C i t y – – A measles outbreak has been declared in Maguindanao and health personnel have taken steps to prevent more cases in the province’s 36 municipalities, officials said. Dr. Kadil Sinolinding, regional health secretary of the Autonomous Region in
Muslim Mindanao (ARMM) where Maguindanao is a component province, said for the month of April alone, there were 12 cases of measles and all were confined at the Cotabato Regional Hospital and Medical Center (CRMC). Sinolinding said he
thought the province was measles-free but was surprised when a fellow physician told him of the 12 cases in the CRMC. “We are addressing it, we declared outbreak to contain the measles and prevent its spread,” Sinolinding told reporters.
Apparently, the Integrated Provincial Health Office in Maguindanao did not submit a status report of the disease to the DOHARMM which surprised the regional health secretary. From January to date, 49 cases have been reported in Maguindanao, 37 of which
were already confirmed by the laboratory tests conducted by the Research Institute for Tropical Medicine (RITM). The patients were from the towns of Parang, Shariff Aguak, Datu Odin Sinsuat, Datu Abdullah See OUTBREAK, page 11

Desperate move, says city hall on people power By CRIS DIAZ Executive Editor
CAGAYAN de Oro City–– City Hall laughed off the “people power” hatched by the local political opposition on Tuesday to physically oust incumbent City Mayor Oscar Moreno as Cagayan De Oro City Mayor. Maricel Casiño, Moreno’s spokesperson, said that the opposition is afraid that the people might find out the real Mayor Moreno as feted against the former City Mayor. “The local political opposition is doing everything to deceive the people,” Casiño said in response to the “people power” scheme floated against Moreno by the opposition on Wednesday. In a text message Wednesday night, Casiño said that “the people has already spoken in the last election overwhelmingly. Why can’t they (opposition)
accept that? They had their time for 15 years.” “If their Lord wants to come back to power, why not wait for the 2016 elections,” Casiño said in the same text message. Casiño was referring to former City Mayor Vicente Emano who lost in the 2013 mayoral elections. Emano’s supporters, however, filed a protest with the Commissions on Elections (COMELEC) on allegation of massive election fraud. Last Tuesday, opposition City Councilor Adrian Barba said that the people of Cagayan De Oro City could resort to “people power” as the last resort to physically remove Moreno in office. Barba, however, cautioned that the “power people” might not be viable at this time for technical reason.”Apart from “people power,” the law grants other legal means to remove Moreno from office,” Barba added.
He said that the ongoing signature campaign to recall Moreno from office is one of the moves guaranteed by the law. To recall, the majority members of the Association of Barangay Captains (ABC) here have initiated a signature campaign against Moreno last February. Marvin Beja, one of the most vocal barangay captains opposed to the Moreno’s administration, said that the recall is guaranteed by the Local Government Code of 1991 as an expression of “loss of confidence” an elected Governor or Mayor. He said that the COMELEC requires only 15 percent or 42,000 signatures of the registered voters of Cagayan De Oro City to initiate the recall. Once the recall prospers, the COMELEC would schedule a new election where the incumbent City Mayor could run for the post as against any candidate who might be interested in the mayoral post. Earlier, Moreno issued a statement welcoming the recall as a way of determining the real sentiments of the people of Cagayan De Oro City. He said that if he loses in the recall proceedings, he would be willing to step down from office and lives a private citizen.

CAGAYAN de Oro City–– The City Council here has passed three unnumbered resolutions asking the city accountant and the Commissions on Audit (COA) copies of all documents of the city’s transactions. City Councilor Prexy Elipe, chair of the City Council’s Committee on Finance, on Thursday, said that pursuant to the Presidential Decree 1445 and COA Circular 2002003, the city accountant should provide the city council of documents of all the city government’s financial statements and transactions. Another resolution also called on the COA to review and verify compliance as to the submission of all contracts, purchase orders, and supporting documents of the city government and furnishing the city council of the documents, Elipe said. He said that the resolutions were not actually necessary at all since it is the

UTUAN City––The Department of Health has reported that Dengue cases in Caraga Region had reached 942 in less than four months this year.
In a media forum Tuesday, Dr. Gerna May-as Manatad, DOH-Caraga Regional Epidemiologist, said 942 Dengue cases were admitted to different disease reporting units in the region from January l to April 19, 2014. She, how-
ever, said that the figure, although significant, was 19 percent lower compared to the number of cases during the same period last year. Manatad also said that for this year, reports of nine deaths were received
reporting units as of April 19, 2014 or a case fatality rate.96 percent. The deaths came from Butuan City with five, particularly from Barangays Ambago, Amparo, Baan Riverside, Silongan and Pangabugan; two from Buenavista, Agusan del Norte; one from Barangay Poblacion, Bislig City; and one from Barangay Poblacion (Bahbah), Prosperidad, Agusan del Sur. The distribution of Dengue cases for January 1-April 19, 2014 period
shows Agusan del Sur had 271, Butuan City, 252, Agusan del Norte, 93, Surigao del Sur, 73, Surigao City, 64, Surigao del Norte, 53, Bayugan City, 51, Cabadbaran City, 39, Bislig City, 36, Tandag City, 7, and Dinagat Islands, 3. Ages of those afflicted with the disease ranged from less than one month to 88 years old. Distribution of cases was greater among males (52%) than females (48%). Forty percent of the cases belonged to 0 to 10 years age group.

BUTUAN City––The 4th Balangay Football Festival has been set on May 24-25, 2014 at the Butuan City Sports Complex in Barangay Libertad here as part of this city’s month-long celebration of the Balangay Festival, according to Agusan del Norte First District Rep. Lawrence Lemuel Fortun. Fortun, who is also the President of the host ButuanAgusan Norte Football Association (BANFA), said this year’s football festival promises to be bigger compared to previous holdings given the prestige and popularity it has gained in the football community. The solon announced, “We are expecting at least 100 teams from all over Mindanao and hopefully from the Visayas that will participate in the two-day festival. He also revealed that with the number of players that will be coming over to the tournament, this will be a boost to the city government’s effort to promote local tourism as the visitors will also get to witness the celebration of the Balangay Festival. The football festival will feature categories in consonance with the grassroots development thrust of the Philippine Football Federation (PFF) for which the festival is sanctioned, namely: under 6 years old (mix), under 8 years old (mix), under 10 years old (mix), under 12 years old (mix), under 14 years old (boys), under 16 years old (boys and girls), men’s and women’s open, and 35 years old and above. Lanao del Sur rowers gear up to race for Lake Lanao
LANAO del Sur - Twenty-five (25) young Meranaos will make a splash in the waters of Davao City this week to send an inspiring message that nothing will hold them back to race for Lake Lanao. With paddles in hand, rowers of Team Naga of Lanao del Sur will hit Davao waters and test their limits along with other paddlers in the First Davao City Dragon Boat Festival 2014 come May 1-4. “This is the first team of rowers from Lanao del Sur that will compete outside of the province and in an international event,” said Noroddin Maguindanao, officer-in-charge of the Lanao Sarimanok Paddlers Association (LSPA) Maguindanao, who also serves as the team’s coach, said Team Naga’s paddlers are from Caloocan in Marawi City. They are out-ofschool youth who spent most of their time driving pedicabs or fishing in the lake. He said they started their regular training in Caloocan three months ago with one to three hours of workout and team building routines daily. They also do jogging every Saturday. Maguindanao disclosed that he did not encountered difficulty in motivating his team members. “They are very eager to learn and represent Lanao del Sur. Some of them have to earn a living but
they still devoted most of their time in the training. I’m supposed to inspire them but they inspire me instead with their high spirit and strong determination to bring honor to the province and to the Meranao populace,” Maguindanao said. Dragon boat racing was introduced in Lanao del Sur in 2012
through the efforts of Ganassi town mayor Al-Rashid Macapodi. The municipal government of Ganassi hosted the first-ever Sarimanok boat clinic and exhibition in the province to bring into focus Lake Lanao and its timeless significance to the Meranao traditions and community. The boats used in the exhibi-
tion have Sarimanok head and decorated with okir instead of the usual dragon head and scales, thus the name Sarimanok boat racing. Sarimanok is a legendary bird that has become a symbol of Maranao art while okir is an ornamental Maranao artwork usually woven in textiles or carved into wooden boxes, sword handles
and brasswares. ‘We are not doing this for the competition but to raise awareness on the true condition of Lake Lanao. Dragon boat racing is a suitable sport for Meranaos because they are, by nature, good in rowing and experts in making dragon/sarimanok boats. We are aiming for lifetime devotion for this kind of sport and hoping that someday an international dragon boat race will also be held in Lake Lanao,” Maguindanao said. Team Naga is a member of the LSPA, an organization of local rowers founded after the success of the Sarimanok boat race clinic and exhibition. Naga is a Meranao term which means dragon. Mohaymin Ungca, a 28-year old paddler, said he joined Team Naga because he wanted to learn the art of discipline and represent his place. “I feel nervous but when we get there, we will do our best and showcase what we have practiced for the glory of Lanao del Sur, most importantly for Caloocan. “Rowing is not only determined through a big body. have to be carried only after a series of procedures shall have been completed by the American government, and the final decision of the US Congress is for the US to help the Philippines. -oooUS HELP DURING ATTACK MAYBE USELESS: But, even on the assumption that the US Congress finally authorizes a rescue or the giving of assistance to the Philippines, it is clear that the rescue attempt or the

Bypassing the Senate Deliberately bypassing the Senate in an agreement where its imprimatur is required by the Constitution no less may not be an impeachable offense but politically fatal. Perhaps in its frenzy to come up with an agreement so that it could be signed, inked and sealed during the two-day state visit to the country of US President Barack Obama, Malacanang did not bother to have the document scrutinized by the Senate. The Executive branch may reason out that the agreement was not a treaty thus needing no Senate concurrence. But a closer look at that agreement would readily show that by all intents and purposes and in all its technical aspects it certainly passes up as a treaty. So if the Aquino administration did not send the agreement for scrutiny by the Senate, it is in reality bypassing that body and this is sad, if not frightening. The reason, we should understand, for the constitutional mandate for the Executive branch to seek the Senate’s concurrence over treatises that it enters into with other countries is to ensure that it’ll redound to the benefit of the country. That mandate recognizes the fact that more minds are indeed better than one or just a few. The constitutional requirement is not aimed at clipping the powers of the President to bind the country to any agreement with other countries or to make things hard for the country’s chief executive but to see to it that more officials who have the direct mandate of the
A deeper view Jesse E.L. Bacon II people are given the task of passing judgment on such important treatises. Is President Aquino or any of his advisers not aware of this? The Enhanced Defense Cooperation Agreement or Edca, in fact, should all the more be sent to the Senate for its scrutiny in light of that body’s action in 1991 abrogating the Philippine-US Military Bases Agreement. That move ended the physical presence here of US troops in accordance with the constitutional prohibition about such presence unless provided for by a treaty duly concurred in by the Senate. Was the Edca signed simply to please Obama and to make such signing one of the major highlight of the latter’s two-day visit to the country? If these are the only considerations why the Aquino administration rushed the preparation and signing of such important document, then it just placed the country in a very compromising situation. A l l t h e t h e ore t i c a l learning one gets in the classroom is only useful if actually applied in the real world. If not applied, it becomes useless. Allowing US military soldiers to stay in select Philippine
military camps and other military facilities to supposedly train their local counterparts about the art of war will only be useful and practical if used in the real battlefield. Is the Aquino administration telling us now that we are preparing for war against China hence all the trainings we want to get from the US military? Of what good or for what purpose we should let our soldiers train under the tutelage of their US counterparts if we are not preparing for war? If we are not preparing for war, will all these trainings be undertaken for the heck of it, for lack of anything better to do? If a large part of these trainings are meant to prepare our local soldiery for disasters caused by calamities, are their American counterparts the best role models for this task? If tragedies are inevitable in America as a result of calamity-driven disasters, can they help us mitigate its ill-effects here? In my view, there is really no need for the Philippines to enter into this newest agreement with the US given the fact that we have an existing mutual defense treaty with that country enhanced by a corollary agreement which is the
Visiting Forces Agreement. Unnecessary it may be but the Aquino administration looks at it as necessary for America to be able to attain its economic-politicalmilitary objectives in the region. Disturbing streamer A day before Obama arrived for a two-day state visit to the country; I saw a streamer leading to terminals 1 and 2 of the Ninoy Aquino International Airport welcoming The Honorable Barack Obama. In school and in my stint in the government, I have always been told that protocol mandates that heads of states are to be addressed as His or Her Excellency as the case may be. I was so disturbed by that streamer because the stupidity it conveys reflects on all of us. The Aquino administration in allowing those streamers to be put up only conveyed the disturbing message that indeed it is run like a student government. Those welcoming streamers reduced Obama into just like your barangay captain who is likewise addressed as The Honorable. Four years into its sixyear term, the Aquino administration continues to be incompetent in small matters. Scores killed, wounded in new clashes in Sulu

AMBOANGA CITY – One marine was killed and 18 others wounde d in fierce clashes with Abu Sayyaf militants , officials said Wednesday.
Officials said the fighting erupted near Buhanginan village in Sulu’s Patikul town after militants led by Abu Sayyaf subleader Jihad Susukan and Jamiri Jawhari ambushed soldiers near a marine base on Tuesday afternoon. The attack sparked a running gunbattle and military operation continued until early Wednesday with security officials insisting that as many as 14 militants were slain in the fighting, although no cadavers had been recovered in the town. Is ab el le Climaco-Salazar said those who wish to join the competition have until Wednesday, April 30, to register at the City Tourism Office. The competition will be held at the scenic Paseo del Mar, which is located at the back of the historic Fort Pilar Shrine. Salazar said the competition is divided into two categories and these are the traditional/flat kite category and the figure kite category. She said the partici-
pants may register more than one kite to the competition and may choose any m at e r i a l s ( p ap e r, cloth, or any similar light materials such as wood, bamboo, etc and metal connectors) for his or her entry. The kites will be judged based in the following criteria: design, 30 percent; east of flight/take-off, 35 percent; and, gracefulness, 35 percent. Salazar said that the prizes for the three major winners in each category are Php 5,000, Php 3,000 and Php 2,000, respectively. T I TAY, Z a m b o a n g a Sibugay – A 5.2-kilometer farm-to-market road connecting barangays Calusian and Supit in this town was turned-over on April 25 by the Department of Agrarian Reform (DAR) to the municipal government. Mr. Herman G. Ongkiko, deputy national project coordinator of the Agrarian Reform Communities Project 2 (ARCP-2) together with the DAR-Sibugay team led by Atty. Judith P. Mantos, provincial agrarian reform program officer, and some municipal and barangay officials attended the said project turnover. Atty. Mantos told the media in an interview that DAR aims to support the development of the Agrarian Reform Communities (ARCs) and improve the access of residents and farmers to market and social services such as
health and education. “This project can reduce the ARCs travel time from their farms to the market, reduce the hauling cost of agricultural produce and other commodities and minimize spoilage losses,” she said. The Culasian-Supit ARC is 17 kilometers away from the Poblacion. Agricultural products such as corn, rubber, copra, rice and banana are produced in the area. The proponents of the project were the Culasian–Supit Agrarian Reform Communities, Culasian–Supit Agrarian Reform Beneficiaries Multi-Purpose Cooperative (CUSARBEMCO), and residents of the two barangays. ZAMBOANGA City - The National Housing Authority (NHA) is expediting the release of the P30T home material assistance (HOMA) to internally displaced persons (IDPs) by hitting a target of 100 beneficiaries per week in a bid to end the distribution in a month’s time. Setting the target is intended to ensure that the 1,661 HOMA beneficiaries would be fully covered by the end of June. NHA Zamboanga head Engr. Al Indanan assured this during a recent meeting of the Local InterAgency Committee (LIAC) held in City Hall to discuss
updates concerning the Zamboanga City Roadmap to Recovery and Reconstruction (Z3R). Meanwhile, Rehabilitation Cluster head Engr. Rodrigo Sicat during the regular Monday press briefing in City Hall, revealed that projects for the Martha Drive House Owners Association Incorporated Subdivision in Sta. Catalina has been packaged. He said per NHA terms, the project will fall under the category simplified bidding and that one of the bidders already signified his intention to contract the project.
For the Paniran resettlement project, a contractor has already been identified to undertake the 172 housing duplex type units. “We are keeping our fingers crossed that the deliverables we made the soonest-- as earliest possible time,” Sicat hoped. For the Islamic village, NHA is already in the process of securing the permit to entry. On the other hand, housing units—the duplex loftable type will be constructed at the Tulungatung Resettlement project. For Taluksangay, the 200 Internally Displaced Persons will be provided
with permanent housing on stilts and the target date for this is May 15, Sicat said. P2M in assistance given to Davao City fire victims DAVAO CITY – The Department of Health has given around P2 million worth of material assistance to evacuees of the April 4 fire that hit portions of barangays 22-C and 23-C, an official said. In an interview at an awarding program for anti-malaria personnel held at the Royal Mandaya Hotel last Friday, DOH regional director Abdullah Dumama said the agency has already distributed mosquito nets, medicines, disinfectants, and other medical items to some 3,500 evacuees housed in eight evacuation centers. Dumama also appealed to the evacuees to immediately report symptoms of illnesses to City Health Office (CHO) personnel so that these could be treated. He also urged the evacuees to obser ve proper hygiene and sanitation to avoid contracting diseases. The official said diarrhea and upper respiratory diseases are common in crowded evacuation centers. “The city health office is there 24 hours a day, so you have to report to them if you feel that you or your family member is sick,” he said. Last week, a CHO
report showed that three children had already died of measles and sepsis due to dire conditions evacuation camps and in the areas hit by fire. A four-year-old housed at the Zonta Elementary School died of sepsis a day after reportedly ingesting seawater when he plunged into the water to escape from the fire. Two others, a twoyear-old and a sevenmonth-old child housed at the Magsaysay Park, reportedly died of measles after their parents refused hospital treatment. Symptoms of measles, a high communicable disease, include rashes, red eyes and loss of appetite that usually lasts about 7-10 days. It is spread via direct contact or through the air by coughing and sneezing. City health officer Josephine Villafuerte said they already conducted immunization and outbreak controls when they found out about the case. “Children susceptible to the disease were inoculated with vitamin A,” she said. The evacuees are currently staying at five different elementar y schools, two g ymnasiums and the park. (MindaNews)

Tuition at Davao colleges up in June

AVAOCITY – C ollege tuition in Davao City is expected to rise again.
As the deadline for submission of intent to increase tuition and other fees closed last February, 19 colleges in Davao City have applied to for tuition and other fee hikes for the school year 2013-2014, said the Commissions on Higher Education (CHED) here. Twenty-six Higher Education Institutions (HEIs) have applied for increases in the entire region, four in Davao Del Norte, two in Davao Del Sur and one in Compostela Valley province. The figure, CHED director Raul Alvarez announced in last Friday’s “Kapehan sa PIA” forum is, however, lower compared with last school year where 45 HEIs in the region, indicated they would increase tuition, 26 of these were schools in
Davao City, eight in Davao Del Sur, nine in Davao Del Norte, one in Compostela Valley and another one in Davao Oriental. Alvarez, however, clarified that their agency merely admits applications for fee increases, but the schools in consultation with the students, alumni, faculty and non-teaching personnel are the ones who approved such hike proposals. Such consultations, Alvarez said, are mandatory. Cherr y Orendain, Southern Mindanao spokesperson of Anakbayan, a nationwide mass organization of Filipino youth, however, pointed out that not once, in their experience, have such consultations prevented the increases in college tuition.. In fact, Orendain said, such consultations are usually “staged” to the effect that students are practically rendered powerless in the face of such exercise. Orendain said they are dismayed as CHED is supposed to be “a regulatory body to control school fees,”
but the agency instead, “has become an instrument in the launching of such staged consultations for tuition hikes in campuses.” “The CHED is practically useless in terms of protecting students from the high costs of education,” Orendain said. A first year student of the University of the Philippines –Mindanao for instance, pays P 600 per unit, so if a student enrolls in 20 units of courses, he pays at least P 16,000 pesos per semester, Orendain said. A Bachelor of Science in Elementary Education student of the University of Mindanao pays P 394 per unit, so he pays P 7,900 for 23 units, on top of the almost P 7,000 costs of miscellaneous fees, she added.
A student of Ateneo De Davao University pays P 900 per unit, so 20 unit enrollment would entail a cost of P 18,000 per semester, exclusive of miscellaneous fees. Orendain said they expect many students to drop out next school year. “The costs of basic goods are already increasing. How can we expect our parents to be able to send us to school with such expected round of increases?” Orendain said their group is set to conduct massive consultations with students from colleges and universities to discuss how they can oppose the increases. “Expect massive protests from students,” Orendain warned. There are 5 young teachers, 1 male and 4 females under the leadership of the author as School In Charge. The Higaonon pupils are happy to them what is more important is what they learn in school – such as reading books at “Lawig Balasahan” – the reading kiosk, and practicing the intricacies of computers at the ICT Room. A priceless jewel for the Higaonon tribe, Iba Elementary School may always stand as a symbol of peace , love, and cultural heritage for tourists to admire.
