SURIGAO City––Like the other maritime disasters in the country, the sinking of M/V Maharlika 2 almost two weeks ago may land in the halls of Congress too. Rep. Guillermo A. Romarate, Jr., of the 2nd District of Surigao del Norte said he was contemplating to make a legislative inquiry on the sea mishap.

national group of coconut farmers Kilus Maniniyog (Act Coconut Farmers), comprised of nine coconut farmers’ organizations nationwide. The group mobilized 71 of its members last Sunday to embark on a 71-day march from Davao to Malacanang, where they will appeal to President Benigno Aquino III to enact a law that will channel the sequestered P71 billion coco-levy for a trust fund for coconut farmers. The group’s campaign coordinator Soc Banzuela said they want to dramatize their call for government to support 3.5 million coconut farmers, who are the poorest group among the farmers in the country.

The 71-day march took off on Sunday, which was also the anniversary of Martial Law, in Davao City’s San Pedro Cathedral. The contingent arrived in Tagum City where a mass was held in support of the farmers. The campaign was supported by the Catholic Bishops Conference of the Philippines and its NASSA along with non-government organizations. Banzuela said coconut farmers have earned an average of P12,000 to 18,000 a year, and are tied to debts and risks of no income such as the plight of coconut farmers hit by Typhoon Pablo in Southern MIndanao two years ago. Typhoon Pablo damaged coconut crops that amount-

ed to a loss of P33 billion. He appealed to Aquino to fulfill one of his campaign promises to address the coco-levy issue in favor of the farmers. “It’s been four years and we must go back to his promise. We hope he would listen to his boss,” Banzuela said. The coco-levy fund was collected in 1973 to 1982 from coconut farmers during the dictatorship of President Ferdinand Marcos. The fund was supposed to support coconut farmers, but instead some P150billion were invested in San Miguel Corporation (SMC), which was owned by Marcos crony Eduardo Cojuangco. Two years ago, the Supreme Court ruled that P71

billion of SMC shares be opened as public fund and deposited in the National Treasury and the United Coconut Planters Bank. Kilus Maniniyog claimed that the government has not acted on how to use the sequestered funds. The group feared that government officials and agencies may dip their hands into the P71-billion fund for other uses. The group demanded the goverment declared this fund as a Coconut Farmers Trust Fund that would support the development of skills and systems for the coconut farmers. ROSPERIDAD, Agusan del Sur – Residents of this timber-rich province will plant some 116,000 fruit and high value trees to be part the government’s attempt to break the Guinness world record during the Mindanao-wide simultaneous tree planting activity today. Dubbed as “ Treevolution: Greening MindaNOW”, participants in the six regions in the island will simultaneously attempt

to break the 1,945,535 of trees planted in one hour in 408 locations in India by the 340,200 participants in 2011. Of the 13 towns and the lone city of Bayugan, three municipalities namely Sibagat, San Luis and Sta. Josefa were not in the list of the municipal local government units (LGU) that will participate in the Mindanao-wide tree planting and growing activity. The activity which will

start from 8:30 to 9:30 in the morning is a joint effort of the Department of Enviroment and Natural Resources and Mindanao Development Council (MinDa). Some 6,000 volunteers mostly coming from private sector, people’s organization, private institutions, cooperatives and government employees and officials in the province will plant the seedlings to some 200 hectares of land. Throughout Caraga region the target is to plant 537,065 fruit and high value trees seedlings in some

1,200 hectares of land with 29,378 planters. Mayors of the 10 participating towns and Bayugan City have identified the areas to be planted as response to the advisory from the Department of the Interior and Local government and the call of Agusan del Sur Gov. Adolph Edward Plaza to give their utmost share in the quest of protecting the environment and mitigating the effect of the climate

change. MinDa representative Cecil Trino said the event is in line with DENR program called the National Greening Program and in order to ignite cooperation from all sectors. DENR and MinDa programmed it into a Mindanao-wide activity with the aim to break India’s record in the Guinness World Record having planted some 2 million trees in an hour

in 2011. “But even though we will not hit our ambition to be in the Guinness World Record because maybe of some technicalities, we can still proudly shout to the world that we have done a very noble deed, the planting of trees and become in the protection of environment and in mitigating the ill effects of the global warming,” DENR Regional Technical Director Maritess Ocampo said.

Organizers and the DENR top officials in Region 13 are pulling up every strings to meet the requirements set for the World Guinness Record Breaking event on September 26, 2014 in Mindanao for the most number of tree seedlings planted in one hour. As the final instructions are being laid out for the field officers of the DENR in the five provinces of Agusan del Norte, Agusan del Sur, Surigao del Sur, Surigao del Norte and Dinagat Province during a meeting at the DENR Learning Center in Butuan City, tree seedlings have been arriving from other places to augment the stocks of the different PENRO and CENRO Nurseries that would be used during the one-hour massive tree planting event in various tree planting sites all over Mindanao. Each planter will plant at least 20 pieces of these seedlings in their assigned area on that day. According to Forester Maritess M. Ocampo, the OIC, regional technical director of the DENR Forest Management Services that based on the time simulation exercise that was conducted in one of the selected tree planting sites with 50 people for a onehectare area, the job could be done in about 45 minutes assuming a participant plants about 20 tree seedlings of his task. “But the officials however, are giving more emphasis on the documentation proceedings which is considered vital and urgent in the preparation stage,” Forester Nilda Ebron, head of the Regional Technical Working Committee of the Guin-

According to Ocampo, some of the CENR offices have grabbed several supplies of tablets with video camera applications to serve as “ back ups” in the documentation process as several local video studios available have began to jack up their contract price to as high as P20,000 to P25,000 for a limited hour service. “We do not have the funds to afford such services offered by the video studios,“ Ocampo said. Abolish Irrigation Service fees collected from farmers Party-list lawmakers have found a practical and reasonable way to unburden the nation’s lowly-farmers from paying irrigation service fees, and help- avert food crisis. Hon. Anthony M. Bravo and Hon. Cresente C. Paez, both of Party-list Coop-Natcco, are confident that Congress would soon give merit to HB 4983 which proposes to amend Republic Act No. 1169 otherwise known as the Charter of the Philippine Charity Sweepstakes Office (PCSO). The lawmakers seek to amend Section VI A of R.A. 1169 by decreasing at least five (5%) percent from the present fifty (55%) percent Prize Fund and add instead the same to the thirty (30%) percent Charity Fund allocated fund program of the PCSO. The authors explained that the five percent sourced from the Prize Fund will go to the operating and maintenance fee of the irrigation system being managed by the National Irrigation Administration (NFA).

They noted that the current 15% of net PCSO receipts shall be retained as contributions to the operating expenses and capital expenditures of the PCSO, while all balances shall revert to and form part of the charity fund provided for under the PCSO charter. “The disbursements of the allocations herein authorized shall be subject to the usual auditing rules and regulations,” the author pointed out. BUTUAN City––An intake desk has been set up at the Commission on Human Rights (CHR) Caraga Regional Office here to serve the victims of Martial Law human rights violations residing in Region 13. Regional Human Rights Director Atty. Marylin Pintor issued the announcement to enable Caraga applicants for reparation and recognition to save on travelling and other expenses to register at the Human Rights Victims Claims Board (HRVCB) intake desk in Davao City. According to Director Pintor, the establishment of an intake desk attached to her office was based on a decision by the Human Rights Victims Claims Board. The HRVCB was created pursuant to Republic Act 10368 known as the “Human Rights Victims Reparation and Recognition Act of 2013.” The law mandates compensation and rehabilitation of human rights victims and their families when former President Ferdinand Marcos declared Martial Law on September 21, 1972 until the EDSA People Power Revolution on February 25, 1986.

As provided for in Section 7 of RA 10368, the source of funds for the law’s implementation shall be the P10 billion plus accrued interest transferred to the Philippine government by virtue of the December 10, 1997 Order of the Swiss Federal Supreme Court, adjudged by the Supreme Court of the Philippines as final and executory in Republic of the Philippines versus Sandiganbayan on July 15, 2003 (G.R. Customs seizes P50-M worth illegally imported Thai rice The Bureau of Customs seized an estimated 1,250 Metric Tons (1.25-million kilograms) of white rice that had been arrived in the country without the required import permits from the National Food Authority (NFA). The rice, stocked in 25,000, 50-kg bags, was contained in 50, 20-foot container vans, have an estimated market value of about P50 million. The rice arrived at the Manila International Container Port from Bangkok, Thailand last June 2, 2014.

We will no longer tolerate nor allow situations where importers can clear shipments without valid permits as this puts our people in compromising situations and breeds corruption. It’s strictly ‘no permit, no entry,’” stressed Customs Commissioner John P. Sevilla. Presidential Decree 4 and Republic Act 7178 or the Agricultural Tariffication Act mandates that only the NFA can import rice and private entities who wish to do the same must secure a permit from the agency. In addition, the World Trade Organization (WTO) Committee on Trade and Goods has allowed the Philippines to extend Quantitative Restrictions (QR) on rice imports until 2017. The ruling, which would be endorsed to the WTO General Council, allows the Philippines to import 350,000 MT of rice under the Minimum Access Volume (MAV) with a 40% tariff. Imports made outside of the MAV would be levied a 50% tariff. The extended QR will give more time for local farmers to improve efficiency and the local rice industry to build production capability and reduce costs to cope with increased competition in Southeast Asia. he Philippines’ leading airline, Cebu Pacific (PSE:CEB), expressed its support of the Mactan-Cebu International Airport’s expansion. The airline currently operates 27 routes from Cebu to other domestic and international destinations. The P17.5B Mactan-Cebu International Airport expansion project aims to modernize the Philippines’ second largest aviation hub. The passenger terminal building’s current capacity accommodates 4.5M passengers per year. With the expansion, the Mactan International airport will increase its annual capacity to 8M passengers per year. Last year, CEB estimates about 3.33M passengers flew within its Cebu hub.

In Q2 2014, CEB posted a 14.75% year-on-year growth in passengers from the hub. “We welcome the expansion of the Mactan International airport. Cebu is a very important hub for us. CEB has been operating flights at the Mactan airport since 1996. We are reviewing our network plans out of Cebu and we look forward to offering CEB’s low fares to even more travellers,” said Atty. The Department of Budget and Management (DBM) has approved the release of P565 million to the Local Water Utilities Administration (LWUA) for the continued development of potable water supply systems covering the poorest provinces in the country. The fund release—sourced from LWUA’s Regular Appropriations under the 2014 National Budget—will support efforts on water source development and the construction of pumping stations

and pipe lines. The P565 million will also cover the development of Level III water supply systems, or the actual service connection of the individual households to the water supply. “Ensuring better access to quality health services—such as safe drinking water—is one of the keystones of our development agenda. This applies most especially to our poorest provinces, where there isn’t enough potable water to go around,” Budget

Maybank Philippines President and CEO Herminio Famatigan Jr. declined to name the banks that they are in talks with but said that these institutions have businesses that complement those of Maybank’s. He, however, said that sealing a deal this year is not feasible given that only a few months are left before the year ends. Improved income, welfare key to sustaining peace in Mindanao MAKATI City - Improving people’s income and welfare within the first few years of the implementation of the Bangsamoro will play a crucial role in sustaining peace in Mindanao, an expert said. Dr. Fermin Adriano, senior policy advisor to the World Bank Peace Building Fund Project, said measures should be undertaken to increase the productivity of farmers and fisherfolk, the majority of the population in the proposed Bangsamoro, the political entity that will replace the Autonomous Region in Muslim Mindanao. Speaking at the Forum on Development Opportunities and the Comprehensive Agreement on the Bangsamoro at the Intercontinental Hotel, Adriano stressed government should also provide better basic services. He cited in particular the need to extend health services

to mothers and infants as well as potable water system. He said it should at least be a Level 2 water system. “Forget Level 1.” Level 2 water supply is when there are public water faucets serving a community, while in Level 1, the only sources of water are wells or springs. Level 3, on the other hand, is when water is supplied through faucets in the households. Adriano said the region should focus on products with comparative advantage as shown by their respective outputs. Adriano cited that based on a study in 2011, the region has shown potentials in the production of tropical fruits, raw materials like minerals and cereals except for rice. He said this finding should make government build an irrigation system that is cropneutral or one that is not

designed for rice alone. He added that short-term training in vocational skills needed attention. However, he cautioned that such intervention should take note of a labor market study by the International Labor Organization that there was a discrepancy in skills training vis-à-vis available jobs in the region. Adriano also clarified that investors will not come in droves right after the passage of the BBL. He said it will take time before investor confidence is fully established. He said that at the onset of the Bangsamoro the other regions would be the first to benefit from it. You will look at people who are hurting as just over reacting, and see them as weak individuals who doesn’t know how to overcome challenges. Yes, we need to be strong when we are going through difficult times, but we must be reminded that we are human beings and God has given us feelings to feel. Knowing why you hurt so badly is the first step in overcoming abandonment. Step 2: TALK TO SOMEONE Talking to someone and expressing what you feel is very therapeutic. Releasing your negative feelings and emotions to express

the feeling of resentment and disgust are healthy because you are releasing it instead of keeping it. If you keep it to yourself, you are storing up the pain, the hurt, the negative energy inside your mind and your heart. If you don’t know how to express your feeling properly; it is just like an active volcano which is dormant and extinct for so many years. Without us knowing, it is just building up energy from the inside. The only time we will know that it is active is when it starts to explode and release molten rocks and lava. Do you know of people who are also hurting but just stay quiet and keep it to themselves? They explode in frustration and anger. In this process, they hurt others and sometimes even hurt themselves. Sometimes simply talking to someone about thoughts and feelings that are really bothering you can provide you a good outlet. It also allows you to think more clearly and have a second opinion about your feelings, if it is valid or not. Talking to someone is a useful tool that can assist you in letting go of your hurt so that you can move on. If you find that the feeling of pain is beyond your control, then it will be a good option for you to seek professional help. Step 3: LEARN HOW TO FORGIVE What’s not helpful is to assume that other people will make the same choices made by your parents or other people whom you trust who’ve abandoned you. Not everyone cheats, lie or abandon you. It may happen in the past, but it doesn’t mean it will happen over and over again. One of the best ways for you to move on from pain and the feeling of abandonment is to practice forgiveness. “Chinkee, it is easier said than done. You didn’t go through what I went through.
