SIARGAO, Surigao del Norte––The Siargao International Surfing Cup this year, now on its 20th year, is expected to be the biggest in terms of bringing in surfers and tourists from all over the world, organizers claimed. “This year the Siargao International Surfing Cup got even bigger after the surfing world’s governing body, the Association of

Surfing Professionals (ASP), made the competition one of its sanctioned events,” said Gerry Degan, contest director. Thus, those competing in the world circuit will get points should they participate in the Siargao cup, he added. Degan said that for now, the Siargao event has gotten a one-star ranking. He admitted it is a low rank, “but at least we are part of

the world circuit.” “The ASP sanction would mean that more world class surfers who are participating in the world circuit would come here and participate,” he added. Being present in the school is very important in the learning of students. Each child’s knowledge is more enhanced during school time because it is where he achieve more explanation and further understanding in regards to subject matter. Class attendance is important for a student. In classes, there is a teacher who will teach him and there are classmates to whom he can interact with, in order for learning to be more productive. In addition, there is an appropriate environment in schools that responds to a student’s learning needs like libraries, science laboratories, computer laboratories and so many others. Moreover, a student can find peace and quiet place to study since learning is a priority in schools. Thus, learning in this place is effective and efficient. Student behaviors are also formed more in schools. It is due to the fact that school is one of the places a student find venues where he could be corrected and reprimanded.

It is also a home wherein he is punished and also rewarded. Furtherly, a student’s attendance in class truly matters because when a child does, it is not just his mind that is being set but as well shape his attitude, build paradigms and principles and create passion and dreams. It is in school where he further learn more on good things and bad things. The student attendance is important because students are more likely to succeed

in academics when they attend school consistently. It is difficult for the teacher to build their skills and progress when a student is absent more often than not. At this point when lines had been clearly drawn between those who are for President Aquino and those who are opposed to his administration, perhaps it is good to revisit his last four years in office and see where he failed resulting in this division. The division caused by his administration’s resolve to run after those linked to the misuse and abuse of their congressional pork like Senators Juan Ponce Enrile, Jinggoy Estrada and Ramon “Bong” Revilla Jr. and their alleged cohorts may have added to the nation’s division but it’ll not tear the nation apart. Even the drawing of the partisan political lines because of 2016 is likewise not expected to send the nation to a tailspin. Both can divide the country but never to the extent where Syria, Libya and Iraq are in now, civil war. Besides, both can never be denominated by any stretch of the imagination as failure but even victory for the Aquino administration. His administration’s successful haling to court of the three senators and all their cohorts, a feat never imagined before that an administration of the government would be able to do, is in reality a welcome development, and a very much welcome one. The fact that anti-administration forces in the political pot are dong their best to either discredit or befriend Aquino is likewise flattering. This just goes to show Aquino’s anointment in 2016 is very much impor-

It is important because the people, at least a sizable number of them, are still behind him the Disbursement Acceleration Program or DAP notwithstanding. What is dividing the nation that if not addressed by Aquino during the remaining years of his term is the existing divide between the rich and the poor? In the Philippines now the rich are becoming fewer but richer and the poor are becoming a sea and much much poorer. Is the Aquino administration that helpless in reversing this tide of more people becoming poor and fewer people becoming rich? Certainly not! But how should it be reversed? Before answering the question how this tide can be reversed, perhaps it would be to everyone’s enlightenment if we try to look at the factors that brought about this divisive tide including its lopsidedness. Why did this happen? The World Bank in a study concluded that in the Philippines 78 percent of the nation’s economic growth is enjoyed, savored by 41 families only. The study even suggested that the picture

could be reflective of the true economic situation in the country, meaning, about 80 percent of the nation’s wealth being enjoyed, savored by 40 families only, more or less. This is the result of the economic policy pursued by the administration. And because of this, the Aquino administration should be made answerable for this being a deliberate act and not merely an accident. Why would Aquino pursue this kind of economic policy? Aquino will understandably pursue this type of economic policy because he is surrounded by economic advisers who are taught and thus embrace the economic thought propagated by a particular economic system which is the capitalist system. Even Pope Francis expressed his criticism about capitalism as responsible for all the woes in the world caused by the widening gap between the few rich and the poor masses. This situation is the logical result of greed which is the vital force, the fuel that drives capitalism to produce more beyond what humans can consume to enable the capitalists to accumulate more profit. Let us not forget also that

the roots of Aquino are local capitalist entrepreneurs who got their own selves elected to public office to promote and protect their business interests. Given this mindset, it is no wonder why Aquino would pursue economic policies that in substance will only benefit those who are like his family. If the Aquino administration is indeed sincere in addressing the economic condition of the vast majority of the Filipinos because 40 families is just but a tiny dot in the country’s 100 million population it should not have pursued the economic policy it is ardently pursuing. What his administration should have done but failed to do thus contributing greatly to the division of the nation that if left unattended might trigger a situation like that in the three Middle Eastern countries I mentioned above is to be aggressive in making the farmers in the countryside engaged in a sustainable manner what they do best which is to till the land. The produce in the countryside should ensure food security and serve as the raw materials to be churned out into finished products by small or medium-sized manufacturers. Aggressive pursuit of this two should have been the economic objective of the Aquino administration for the poor’s economic salvation but failed to do. DA-MRDP turns over P6M for farmers’ livelihood subprojects By PAT SAMONTE and MENKENT JAY GUMAPAC

U T UA N C I T Y -- The Department of Agriculture – Mindanao Rural Development Program (MRDP)-APL2 recently turned over P6-million worth of sub-projects under the Community for Agricultural Development (CFAD) to seven people’s organizations (POs) in Las Nieves, Agusan del Norte. “ It i s f a s t , i t h a s changed,” said Ms. Alma Agad, chairperson of San Isidro Farmers Association as she thanked the town of f icia ls of L as Nieves and the DA MRDP. “The face of our farming landscape has been transformed, unlike before, it was disorganized and scattered. Now, the change was so fast,” remarked Ms. Agad. The sub-projects consisted of Rubber-based Plantation for the Marcos

Support Rice Production for the Poblacion Farmers Association, Establishment of Mini-Feed Mill for E. G. Montilla Farmers Assocation, and Cluster Corn Mechanization and Support Enhancement for the San Isidro Farmers Association. The Las Nieves town government added P1 million to the overall budget apart from its 20 percent counterpart to further

expand the project and reach more beneficiaries. The sub-projects are now being used in the seven barangays especially in Barangay Pinana-an with their solar dryer and warehouse and in Barangay San Isidro with their tractor and other farm equipment. “Since what we needed have arrived now, we should all take care of them for they are ours,”

said Las Nieves ViceMayor Manuel Biong, who led the turnover rite together with Sangguniang Bayan members. The province of Agusan del Norte represented by OIC Provincial Agriculturist Alvin Aclao witnessed the ceremony as part of the workforce who facilitated the implementation of the project in support to the municipalities under the MRDP2.

DTI suggests referral system to capture investments THE Department of Trade and Industry (DTI) is eyeing referral system among investment promotion agencies (IPAs) to ensure that the Philippines will capture all investment interests it is getting. “We have one message. Our strategy is ‘Invest Philippines’,” DTI Trade and Investment Promotions Group Undersecretary Ponciano Manalo Jr. told reporters. “I encouraged them to work together. If an investor comes to their economic zone but the investment is more appropriate to another IPAs,

refer it to other IPAs,” Manalo said. For instance, if the Philippine Economic Zone Authority (PEZA) received interest from investors in the garments sector, PEZA may refer the investments to the Authority of the Freeport Area of Bataan (AFAB) as AFAB has an established supply chains in its ecozone. Manalo also noted that each IPA has unique package of incentives it can provide to investors. He said every IPA can encourage investors to go to ecozone in which they can get incentives more

appropriate for them. “Instead of driving away their investors because they may not have some of the things they offer within their zones, better for them (investors) to be referred in other ecozone so that the Philippines can capture the investment,” he stressed. The DTI undersecretary said he will suggest to have common target among all IPAs. “Aside from individual target, let’s have an aggregate one. Also in FDIs (foreign direct invest-

ments), approved investments,” he mentioned. Currently, the Board of Investments (BOI) and PEZA which are both under DTI contributed bulk of approved investments. “In the future, I want to set own target. Of course the bulk of the investment is with BOI and PEZA. We need to be able to capture what other IPAs can configure... They need promotional support. And they should have be able to be strong, strengthen themselves for them to be a viable

economic zones,” Manalo said. “We shall be running in all cylinders. The question is how the BOI and PEZA can help everybody; what are the best practices. It’s really enabling smaller ecozones, IPAs to perform at their best levels,” he added. Mindanao opens ports to boost trade in ASEAN region

ANILA -- Mindanao is opening its seaports and airports for direct route to ASEAN neighbors, particularly Indonesia, which is expected to boost trade in the region. In a press briefing Tuesday, Philippine Chamber of Commerce and Industry (PCCI) Regional Governor in South Western Mindanao Rey Billena said shipments of goods from Davao to Bitung Port in Manado, Indonesia will now be easier as there will be a roll-on roll-off (RoRo) project that will start within the third quarter of the year. Likewise, the head office of PCCI mentioned in a statement the same day that the commercial shipping service will be through Surabaya-based PT. Kanaka Lines which has a capacity of 200 twenty foot equivalent (TEU) container that will have cargo shipping operations twice-monthly via Surbaya-Bitung-Davao route. The Davao-Bitung RoRo project is an offshoot of the signing of Memorandum of Cooperation between Davao City and Manado Chambers of Commerce and Industry in 2012. The project was endorsed by Trade Secretary Gregory L. Domingo. Early July, the Ministry of Trade of Indonesia allowed shipments of food and beverages, electronics, and garments from the Philippines. ‘Book’ to attract investors launched GENERAL Santos City–– The Department of Trade and Industry (DTI) in Region 12 is targeting to attract more major investments in the region through a newly-launched book that features the area’s top business opportunities. Ibrahim Guiamadel, DTI Region 12 director, said Monday the book mainly highlights potential business and investment projects or ventures in thriving industries within the region’s four provinces and five cities. “It’s a compilation of business opportunities that have ready markets in Region 12,” the official said. Guiamadel said they launched the book, which is entitled “Soccsksargen Compendium of Project Briefs,” in a recent trade gathering here. He said the publication is a project of the DTI-12’s National Economic Research and Business Assistance Center (NERBAC).
