DOLE XI declares no firms authorized to recruit housemaids in Davao City D

AVAO C I T Y The Department of Labor and Employment (DOLE XI) on Wednesday revealed that companies recruiting workers including housemaids in Davao City for local employment are operating illegally based on available records of the labor department here.

“Not one local recruitment agency providing local employment to domestic helpers has registered with the office so presumably those who are providing housemaids jobs locally are operating illegally,” said Sherwin Manual, DOLE XI information officer.

the number of agencies operating in the region, he added.

The critical role of agencies recruiting and providing employment to helpers and babysitters raised some concerns after an agency-hired housemaid was arrested by the Davao City Police Friday after she abducted the four-year old child of the family where she was working as a househelp.

The child was kidnapped

by Julita Quijoy from his home in Davao Friday morning and brought to Cotabato City en route to Zamboanga del Sur where the suspect lives. However, the kidnapping was foiled after she was nabbed by the authorities at 5:45 a.m.

Saturday morning at COMPATSI Terminal in Cotabato City while the suspect and the victim were about to leave for Pagadian City.

“Please check if the manning agency where you are getting your housemaids have the DOLE registration,” Manual said, adding agencies that provide the services of housemaids are required to get not only a business permit but also a registration from DOLE under Department Order (DO) No. 141-14. Without these requirements, the agency can be held for illegal recruitment.

Last year, a Manila-based agency Arianne Employment Services was given a Special Authority to recruit but it served as a contractor and had an employeremployee relationship with the recruits.

DO 141-14, which applies to the recruitment and placement for local employment whether through an agency or online, provides that applicants for a license

to operate a private recruitment agency should have a minimum net worth or paid up capital of P1 million.

Aside from a pre-application seminar which includes laws on Anti-Trafficking and Child Labor, the applicant is required to pay a licensing fee of P15,000, a cash bond of P50,000 and surety of P100,000.

The applicant shall also secure an authority to recruit which is co-terminus with the validity of the license.

“The financial requirement is designed to ensure that they can pay in case there is a valid and legal complaint raised against them arising from the use of the license,” he said.

The agencies are required to register with DOLE so that the agency can monitor if they are indeed providing the appropriate social benefits to the housemaids, he added.

The year would be ending blissfully as the faces of the Administrator and Faculty members of East Gusa National National High School (EGNHS) were filled with smiles for having been awarded as the MOST OUTSTANDING OPEN HIGH SCHOOL PROGRAM (OHSP) IMPLEMENTER of the entire Division of Cagayan de Oro City. In lieu of the fact that it outdid 17 public secondary schools which were thriving to receive such remarkable award last December 8, 2014 during the “Education Summit” held at Limketkai Atrium, Lapasan, Cagayan de Oro City.

A Plaque of Recognition and a cash prize were given by the Schools Division Superintendent, Elena M. Borcillo, CESO VI, and Assistant Schools Division Superintendent, Reynaldo E. Manuel, Jr. Ph.D. to Sylvio C. Carciller, ph.D, EGNHS Principal, together with Rene P. Bazan, OHSP School Coordinator.

With that achievement, when did it evolve and how was it made possible? In 1998, the Department of Education (DepEd) began the implantation of the OHSP as an intervention for reducing Students at Risk of Dropping-Out (SARDO).

Hence, OHSP was geared to realize the following aims: (1) provide a chance to complete Secondary Education; (2) offer an intervention to help (SARDO); (3) reduce the number of dropouts; and (4) increase achievement rate. OHSP served then as an Alternative Delivery Mode (ADM) for Secondary Education designed for students

who cannot attend regular high school program by reasons of physical disability, financial difficulties, social and family constraints and other barriers which resulted to the upsetting issue of out-of-school learners.

For the aforementioned purposes, EGNHS started to embrace such program without mental reservations for the school found it beneficial to the students and the community itself. It paved way for OHSP to be implemented in 2011, which was spearheaded

by Romeo B. Aclo, former school principal of EGNHS, along with two teachers, Rene P. Bazan and Ullyses B. Labajo who had their benchmarking in the Province of Camiguin. Subsequently, OHSP was introduced to the internal and external stakeholders of EGNHS by way of conducting information drive.

The implementation of OHSP had gone a long way 3 years already. Innumerable humps were experienced by the school in the process. Clasping its system was a never-easy task because of the tedious preparations as to how the program would be implemented effectively. Notwithstanding, the hapless experiences during the evaluation procedure of the competition for the Most Effective Implementating School on matters about: (1) Dropout Reduction Management and Implementation Strategies; (2) Impact on ACCESS and Relevant Education; and (3) Innovation. As part of the school innovation, OHSP is adopting recently the e-Education as a way of teaching the students through video lessons aside from modular approach. EGNHS had proven itself as it surmounted triumphantly the challenges, in spite all odds.

On the other hand, few graduates coming from OHSP were admitted to different colleges/ universities in the City and even outside the country. Indeed, success stories of the students from OHSP are increasing as years go by.

No doubt, East Gusa National High School (EGNHS) is empowered by the said recognition to do continuously its mission to embark charges to the lives of the deprived students in the society to attain their aspirations beyond what they can imagine. This is made possible through the implementer’s enduring passion and determination to uphold education. Cheers to EGNHS to such sweet success!

Rumors, says city hall exec on exodus of traders in Oro

THERE’S no truth to the talk that local businessmen are pulling up their stakes and moving elsewhere due to the alleged cost of doing business in Cagayan de Oro City.

“That is not what’s happening. In fact, in 2013, we even had an increase of registered businesses in Cagayan de Oro,” said Eileen E. San Juan, local economic investment promotions officer, at a press conference held Tuesday at the City Mayor’s Office. “And until now, we still have a lot of inquiries.”

In fact, Mrs. San Juan said just last week, an American firm visited the city to prepare the ground work to set up a Business Process Outsourcing (BPO) professional coding center in the city.

“This is a big opportunity for Cagayan de Oro to

venture into professional coding and tie up with schools and universities,” she noted. “We also have real estate and other projects coming in.”

Figures collated by the Cagayan de Oro Finance Department headed by Dr. Glenn C. Bañez appear to corroborate this.

Total revenues from business taxes in 2014 increased by 30 percent (+P220.2million) to P950.54-million from the 2013 collections of P730.385-million.

The number of business permit registrations increased 20 percent (+3,587) from the 18,191 registrations in 2013 to 21, 778 in 2014.

Even more telling, the number of new business permits applications jumped by 50 percent from 3,477 in 2013 to 5,219 in 2014.

Dr. Bañez belied allegations floated by some critics of the Moreno administration’s enforcement of the 2003 Tax Code that the

figures have been padded by multiple registrations of establishments operating previously with only one business permit.

“Certainly not true!” said the acting city treasurer when queried about it. “That’s an old practice that’s been there even before I assumed office and that’s specified by the tax ordinance of Cagayan de Oro.” Some local business organizations previously aired concerns to that the administration’s “strict enforcement” of the 2003 Tax Ordinance was driving businessmen and investors to move elsewhere.

However, some personnel of the City Finance Department say taxpayers hardly make any negative comments about the “strict enforcement” of the 2003 Tax Ordinance, but rather how quick and orderly it was now for them to renew their business permits.

“This year, there will be

no more requirements for business permit renewals,” Dr. Bañez said. “No bank statements, no financial statements, no VAT returns.

Just go to the City Treasurer’s Officer Kiosk, input your mayor’s permit number and mobile phone number of the owner.”

“As soon as you pay your business tax, we will inform you through text that the tax you paid for January is either for the 1st quarter, half year or entire year. However, you have to input what period you want to pay at the kiosk (quarter, half year or full year) otherwise, the default setting of the program will automatically bill you for a full year,” he added.

The administration remains open to business owners who want to reduce or adjust their business tax payments provided they bring with them the pertinent documents related to their request for reduction of tax payment.

“My office is open from 8 a.m. to 6 p.m. Monday to Sunday the whole month of January to attend to all requests for discounts and adjustments for those whose businesses may have been adversely affected in the previous year,” Dr. Bañez said.

Business permit renewals for 2015 started Monday (January 5) due to holidays.

Under the Local Government Code, the deadline for business permit renewals has been fixed to January 20.

The acting city treasurer said they are still enforcing the 2003 Revenue Code because of some technicalities in publication and have not implemented the 2015 Revenue Code, which is supposed to take effect in the second quarter of the year.

Atty. Cresencio P. Co Untian, Jr., a CPA/lawyer and professor who has authored three textbooks on taxation which are widely prescribed

by top law schools throughout the country, advised businessmen to pay the full year now so they will not be affected by any future tax increase.

However, he clarified further that under the 2015 Tax Code passed by the city council last year, there is no decrease in the tax rate, just a change in the bracketing of the tax payable.

“If tax rates are reduced, tax collections do not increase because the people who have not been paying taxes will still not pay. Employees are automatically deducted, so they have no choice. But businessmen will find all manner of ways to reduce their taxes: they pad their expenses and under report their revenues. If you lower the tax, I don’t think it will result in more payments.”

Who takes Moreno’s poisoned pill?

Obviously, the City Council has fallen into the trap that Cagayan De Oro City Mayor Oscar Moreno has laid on them. For some, the City Council has taken the bait and swallowed a poison that the City Executive has concocted, purposely for the members of the City Council.

Perhaps, Moreno is, today, considered as one of the smartest politicians in town. And, he did just that.

I asked someone to describe Moreno in two words and the reply was “cunning and daring.”

Well, we don’t have to dig into the etymology of the word cunning which could be unpleasant to some.

However, the word “daring” speaks of a thousand things, particularly the way Moreno runs the affair of the city government. Whether good or bad, I am not in the position to write what could be appropriate and inappropriate interpretation of the word “daring.” Suffice it to say that what most people think of the word “cunning and daring,” in describing the incumbent City Executive, is as good as mine.

Pope Francis arrives in the country tomorrow for a four-day pontifical and state visit.

Like Christmas, the hope is that the Roman Catholic devotees in particular and the Filipinos in general will not miss the reason for the Pope’ visit which is to be in solidarity with the victims of natural disasters and the marginalized poor in this country as has been repeatedly announced by the Vatican.

To recall, God becoming incarnate in Jesus so he can directly transform this world from decadence and rottenness as a result of greed due to humanity’s willful disobedience to his will had been reduced, albeit sadly, into a social event highlighted by gift-giving and merry-making where food and drinks abound.

This is how Christendom celebrates Christmas today in total disregard of its true significance, which is God’s incarnation so he can save this world from the ill-effects of greed, which is the concrete manifestation of sin, by preaching and teaching about the Kingdom of God and by letting the sick and the outcast experience restoration into that

Anyway, Mayor Moreno has done a masterstroke in luring the majority members of the City Council into a “quick sand.” As a result, Moreno is now laughing to his ears, standing at the edge, while watching the majority members of the City Council as they struggle to waggle out of the “quick sand.”

And, the readers keep asking on what the hell the poison and trap all about?

Well, it is all about the approved P 2.08 billion 2015 budget! Moreno deliberately submitted a “bloated” P 3.8 billion budget in 2015. He knows that the majority members of the City Council

would squirm on the sight of the more than P 1.5 billion (part of the submitted proposed P 3.8 billion budget). The City Mayor simply proposed that the P 1.5 billion is for unspecified “special projects.”

Of course, the majority members of the City Council would vigorously react to a proposed “special project” - without a corresponding program of work. In the process, the members of the City Council find it an insult and became spurious that they decided to deduct the P 1.5 billion from the proposed 2015 budget.

After deducting the P 1.5 billion from the proposed P 3.8 billion, the remaining P 2.3 billion became the basis for the final approval of the city’s 2015 budget. By the way, the P 2.3 billion is amount of the approved budget in 2014. From the amount, the City Council proceeded to trim down “useless appropriations” before the approval of the P 2.08 billion budget in 2015.

Then, the fireball exploded between the City Executive and the City Council. Both

departments are hogging the radio, television and newspapers about the controversy that hounds the “2015” budget. Moreno expected it.

He veered the issues tilted in his favor.

In some sense, Moreno has succeeded. He now becomes an underdog hero. On the hand, the City Council, now appears to be an ostracized villain. Many opined that the City Council became emotionally overwhelmed with Moreno’s proposed P 3.8 billion budget. Had the majority members of the City Council simply retained and approved the same P 2.3 billion in 2014 without changing the appropriation of some regularly appropriated items, the issue would have been different.

Now, in the absence of an astute communication strategy, the City Council would be contented to be mangled and torn into pieces

by Moreno’s “war dogs.”

the 1.2 billion-strong Roman Catholic church will be a church who just don’t teach preferential option for the poor but be actually with the poor in their struggles for survival as human beings in a world where they are deprived of their right to live decent lives, to have jobs that recognize them as true partners in the generation of wealth, to be assured of education, health care and be secure from being massacred even in their places of work like what happened to the editors and staff of that French magazine Charlie Hebdo.

Pope Francis is not coming to sing paeans to those who amassed wealth and in the process reduced many, specifically their workers, into penury. He is not coming to praise to high heavens those corrupt officials in government, be they elective or appointive, who made fortunes that are out of proportion to their incomes.

Pope Francis is coming to continue liberating the poor, the oppressed, the downtrodden and the exploited from their state of misery and suffering like what God did through Moses to the Israelites when he had them brought out of

Egypt and brought to the Promised Land.

But at the rate everyone is behaving in regard Pope Francis’ coming, there is some degree of certainty that we will again be missing the whole point of his visit like how we missed the true meaning of Christmas the way we celebrated the event last month. Our Christmas celebration last month sadly lacked the significance it was being celebrated for.

While Jesus came to supplant the ways of this world characterized by humanity’s extreme love for material things brought about by the absence of God in their hearts with the ways of the Kingdom, last month’s Christmas celebration was nothing but reinforcement of the ways of this world, ways that are the equal opposite to God’s ways.

While Pope Francis since becoming Pope had been championing the call for change in humanity’s ways, preparations in anticipation of his coming have nothing but the desire to cash in on his popularity and for his being loved by his flock. Anything about Pope Francis is now being peddled in exchange for

Zambo bares councilors’ 2014 travel expenses

AMBOANGA CITY – The city government has spent Php 2,537,893.03 in travel expenses for the members of the city council, including the vicemayor, in 2014.

Vi c e - M a y o r C e s a r Iturralde said Wednesday the expenses of the councilors, including him, was taken from the Php 3 million annual budget for travel expenses.

Iturralde said they travel purposely to conduct researches and to attend seminars that are related to their functions as local legislators.

Iturralde said that all of the travels were authorized by Mayor Ma. Isabelle Climaco-Salazar.

Iturralde said that coun-

cilor Roel Natividad incurred the highest expenses among the 18 councilors although the latter ranks third in terms of number of travels.

Councilor Myra Paz Abubakar incurred the second highest expenses although she was the most traveled councilor.

Councilor Rommel Agan ranks as the third highest spender although he was the second most traveled among the 18 local legislators.

The other City Councilors and their number of

travels and expenses are as follows: Charlie Mariano, 15 travels, Php 247,484; Vincent Paul Elago, 13 travels, Php 240,716.64; Percival Ramos, 10 travels, Php 191,015.64; Luis Biel III, 12 travels, Php 189,383.52; Benjamin Guingona IV, 11 travels, Php 170,600.40; Jerry Perez, 12 travels, Php 160,911.00;

Abubakar was also the CDC-national chapter vicechairman and a PCL-national chapter board member.

BOSS trends up renewal record Zamboanga City -- Running for eight days now, the Business One Stop Shop (BOSS) concept exceeds last year’s record of applicants and issued business permits.

Since its advent January 5, Benjie Barredo, chief officer of the Permits and Licenses Division under the office of the City Mayor said that the office has recorded a total number of 512 fully issued permits and licenses out of 1.620 applications which is

merely thrice the number of issued permits and licenses last year.

Barredo added that BOSS is a project of the city government complying the Department of Interior and Local Government Business Permits and Licenses System (DILG BPLS) and the DILG memorandum 10-07 of 2010 which mandates the establishment of business one stop shop in every Local Government Unit (LGU).

BOSS caters to more or less 200 applicants in a day and services are even given during weekends and holidays for the entire month of January only.

Arlene Sorca, administrative officer IV of the City Agriculture’s Office, whose office also included to BOSS, said that even if their office is not open during weekends and holidays, but if duty calls, they are willing to render service.

She also said that this year’s BOSS is much favorable to the people since the offices are much accessible since it is held at the City Hall.

The great expanse of technological advancement has caused a different lifestyle of the 21st century learners- the school children.

For them, the universe is a digital oasis where they can find abundant and varied information accessed by just a tick of a finger. To most of them, printed materials such as books are no longer the main source of information.

The world-wide-web offers a lot more of highly digitized materials of great variety and with interactive functions.

Indeed, a challenge for teachers and community which when properly addressed can greatly provide positive impact to the children’s learning. www.wekipedia.com defined Digital Natives, coined

by researcher Marc Prensky in 2001, as the people born after 1980. Most of these people are adept to the digital technologies such as social media interaction. Operating different hi-tech gadgets at a young age even when they don’t really have their own seems to be just a hobby.

Worrying about damaging the gadgets is not a barrier for them to feed their curiosity and interest in manipulating and discovering what these gadgets can offer. They are so observant and quick to learn the digital language which many of us find hard to understand and remember.

On the other hand, those who were born before 1980s and those who were not exposed to the digital world at their early age are called Digital Immigrants as ex-

plained by www.techopedia. com. These people are not accustomed to using the high technology gadgets as well as their application in social media interaction. While some of them are learning fast, there are a lot of those who are even afraid to hold or use computers. They are worried they could damage the gadget should they manipulate it. Preferring to print out a document to edit it by hand rather than doing onscreen editing is among the major characteristics of digital immigrants.

It is therefore a matter of fact that in the schools, the digital immigrants (teachers) are teaching the digital natives (learners). There seems to be a big gap that might affect the pace and quality of learning among our 21st Century Learners.

In response to this, the Department of Education, with its partners - the stakeholders, is taking all possible means of bridging this gap through its various programs and initiatives. Some schools are now provided with computer and internet packages for instructional use. Teachers, are made to undergo numerous training on how to use technology as a tool to enrich the teaching- learning processes in the classroom.

The schools are set for a common goal of developing the 21st century skills among our 21st century learners.

Technology when used efficiently and creatively for the advantage of learning, is a powerful tool of enriching instruction regardless of whatever we are - a digital native or a digital immigrant.

Gender biases: Classroom problem that requires solution

Education is a right of an individual. Through learning, he can be successful and can be someone he want to be. Through education, this individual could know more about his self and will learn to accept his strength and weaknesses. Learning in school is the first step of these. However, in the process there are problems that a teacher or student might encounter, making successful learning impossible.

Example of this problem is the gender biases in the classroom.

Gender inequity are very hard to observe. An example for that is the teacher’s treatment to girls and boys in her classroom.

For one, if a teacher is asked about gender inequity in classroom, he will argue and said that he treat his students fairly or in the same way.

In a article published online entitled Gender Bias in Teaching by Kathryn Scantlebury, students are diverse and have different learning issues, thus treating all students in the same way means that some students will have a better learning experience than their peers. Second, teachers may be ignoring their unconscious gender biases towards their students, their schools and themselves. Scantlebury also added that if ignored,

these gender biases, which may have developed from cultural norms, may lead to bias in the classroom.

Gender bias also occurs upon making assumptions regarding behaviors, abilities and preferences. For example, it is often believed that males are better in subject areas Mathematics and Science than females.

In result, once a girl succeed in these subjects, she is given with opinion that it is because of her hardwork and not of intelligence.

This is in contrast for a boy who is credited for his natural talent.

However, there are signs that this gender bias in schools are decreasing. In the same article, the author said that the percentage of girls participating in science has increased and achieved parity with boys in biology, chemistry and algebra. In addition, little increase in the percentage of women in engineering programs has been recorded.

These gender bias is a problem inside schools which impacts are cumulative and often ignored.

Thus, solutions to the problem of inequity should be addressed. Teachers can reduce and challenge gender bias through examining their pedagogical practices and posing simple questions about their practices.

In other terms, a teacher can start on planning before he interact with his students, observe the class and look back to her teaching experience after a day.

That petitioners are husband and wife respectively in a marriage performed under Civil rites on Ocober 24, 1987 at Suarez, Iligan City, they converted to Islam faith, of which conversions to Islam were duly registered with this court, both of them can be served with summons and other legal processes relative to this case at their residents at Zone Aries 1, Suarez, Iligan City and Macabalan, Cagayan de Oro City respectively;

That said marriage did not last long due to lack of love and affection until the relationship manifested incompatibility and sustained misunderstanding between petitioners and reached the point irreconcilability and they separated for ten (10) years already, they decided to separate live physically in bed and board, thereby, executed Memorandum of Agreement in order to formalized their separation. Since their separation, they had never been communicating or supporting either financially or emotionally to each other, neither minding each other,neither minding each other affair’s; Petitioner’s seek judicial decree of divorce, thereby, severing their marriage bond on October 24, 1987, so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on February 6,2015 at 9:00 a.m at which time, date and place. Learning is consorted to one’s interest. A teacher who could not identify the way to tickle his students oftentimes fined them difficult beasts to manage. This has become the contemporary pedagogical conundrum for teacher. When this happens, any attempt to get their attention can fail miserably.

I have been teaching Mathematics for many years. I’ve had a fair share of hardships in getting my students to like Mathematics. Inasmuch as I want my students to embrace the subject, they tend to shrug their shoulders, crease their

What follows are a few simple ideas you might wish to consider that have worked well for me during years of trails and error in teaching.

1. Give Solving Task After discussing a Mathematical concept, attack the students with problems ranging from easy to difficult ones.

Mathematical exercises are crucial to elucidate the commonly overlooked in solving problems.

2. Encourage the Students to Contribute Answers

After a while choose five students to show their answerwith-no-solution on the board.

This will encourage other students continue answering the problem and compare their own answers to what is written on the board. After the given period of time let the five students show their solutions. This will encourage the students to participate in class. This will also boost their confidence in answering Math problems.

3. Identify Errors from the Models When you’ve chosen five students, analyze their answer individually with the whole class. In each wrong answer,

have the students identify which part of the solution led to the wrong answer. By doing so, students can critically correct their own solutions. This will level up class engagement.

4. Make the Discussion Lively Make sure that during the “checking” phase, the connection between you and the students contagiously lively.

For some Mathematics is a boring subject. Make this session different from any other class discussion. Students should be encouraged to become problem solvers by identifying their own errors, and evaluating ones solution. Making them realize their errors is

Yet, let us go back to what the basics ask for. Teachers are leaders themselves who have given tasks beyond what their profession bids. It is a vocation of transforming every learner equipped with core values of MAKADIYOS, MAKATAO, and MAKABAYAN AT MAKAKALIKASAN. Teachers are transformers of the youth with culture of excellence, integrity, and accountability.

Public school teachers are the key players of the Department of Education; the sector which is one of the pillars of Pres.

Ninoy Aquino on his commitment to transformational leadership in the country. Education for PNoy is an imperative to invest on people to alleviate poverty and build national and global competitiveness.

With the new mandate of DepEd teachers’ roles have stepped up not only to teaching and learning but also leading.

Come to think of it, the legacy a teacher can provide cannot be repaid in fame and wealth. It is their ultimate relic to the youth for them to live a peaceful and productive life and for our nation to prosper too. Studies in UK, India, and US have shown those additional years of schooling, the meat of K to 12 Program contributed positive effect on the society as it increased these countries’ GDP by as much as 2%.

This is a yoke upon teacher’s shoulders. Yes, indeed it is.

Teachers are persons of experiences. But, as the saying goes, experience teaches nothing but evaluated experience teaches everything. This was what Euripides had said that knowing thy self is the first education. Self-

reflection is essential to achieve the highest level of leadership which is personhood.

Teachers’ personhood will be artful means to which they will be motivated to perform well and to improve students’ performance. Transforming one to be the best teachers will them to become a passionate servant.

Of course with the compassionate assistance and instructional leadership of the school heads quality education is not a farfetched dream.

To transform is to make linkages; hence teachers should be connectors too. As the internal stakeholders position does not mean position per see but relation. It is important to seek partnerships and relationships with students, parents, barangay officials, local officials, NGO’S and other benefactors that create a whole-school community and professional learning community.

With the continued vigorous collection of business and other taxes by the City Finance Department, the

mayor said Cagayan de Oro can easily attain revenues of P3-billion for this year, given the robust growth in the Internal Revenue Allotment (IRA) for LGUs specified under the Local Government Code.

“IRA in 2015 will increase by not less than 12 percent because IRA is tied up with national taxes. With the phenomenal growth of the IRA, the LGUs share has now increased. Even without any increase in local revenues, because of the increase in IRA, we can safely budget P3-billion.

That’s why we proposed a P3.8-billion budget because we knew if we just worked hard, we can attain that. Dr Bañez will tell you a budget of P5-billion in Metro Manila for a city comparable to Cagayan de Oro is insubstantial.”

Earlier this month, Macauyag granted the respondents to extend the period in filing their counter-affidavit, but the elder Jamaca feared the respondents are buying time to use it in allegedly finishing his nephew Jim Jamaca off.

Jim Jamaca, the sole survivor in the killing, is now in protective custody at the Criminal Investigation and Detection Group (CIDG) pending approval of his entry into the elite Witness Protection Program (WPP).

In a separate interview in his office, Macauyag said he would not grant the inhibition but he would just wait for the regional state prosecutor to intervene.

The clarificatory hearing in the Jamaca case has been set by Macauyag at 2 p.m. today. The prosecutors handling the case are Joan Waga, Ansharey Lalia, and Omar Sharief Naga.

But Umpa is expected to overrule that, saying that he has found reasonable cause for Jamaca to demand the inhibition.

Jamaca is the father of brothers, Roland and Harold Jamaca, who died last December 10 from bullet wounds. A third victim, Ma. Erica Yabut, also died while Jim Jamaca survived.

Ucat, Bombo Radyo’s news director, reported to colleagues that he received two threathening text messages on the morning of January 12, 2015 following his radio program Bombo Reports Second Edition.

Ucat said he and some other anchors of the radio station had been reporting and doing commentaries on the supposed involvement of four policemen of the Cagayan de Oro Police Office (COCPO) and five other men in summary executions in the city.

Although the sender/s of the two text messages remain unidentified, it is not farfetch to suspect that the threats may have come as a result of the station’s reports and commentaries.

We in the local press are well aware of the risks inherent in the work we do as journalists. Three of our colleagues in the industry, Joe Pantoja, Nilo Labares and James Licuanan, have had near fatal attempts on

their lives.

And considering the long list of murdered colleagues and the absence of justice in the 172 journalist-killings since 1986, we view these threats with alarm, concern and rage.

But we shall not stand idle. We shall not be cowed.

And we shall remain resolute in guarding against those who wish to extinguish our will to report on matters of public concern.

Never shall media be disquieted by any form of threats and harassments.

We therefore call on our police to redouble their efforts in protecting this country’s citizens and rooting out criminality in whatever shape and form as we in the media will continue to fearlessly expose and oppose all crimes in society.

We call on our brothers in the police force to sincerely go after those among their ranks who supposedly took the law into their own hands and dispensed judgment through the barrels of their guns.

We call on our police to ensure that the rights guaranteed by the Constitution---the right of the Press to report freely and without fear as well as every citizen’s right to information, including about those whom are mandated to serve and protect them---are upheld and not extinguished.

Let this be a reminder to those who wish to silence a critical press--an assault on any one of us is an assault on all of us.

And we shall never rest until those who wish to intimidate and muzzle a free press are made accountable for their sins.

Be not afraid. Advance the cause of free expression in whatever situation.

The city council passed a resolution no. 11901-2015 during its regular session Monday urging City Treasurer Officer-in-Charge Glenn Bañez to implement Ordinance No. 12860-2014, or the 2015 Cagayan De Oro Revenue Code.

City Councilor Adrian Barba said that the City Council passed the resolution after the local business community complained that the City Treasurer refused to implement the 2015 Cagayan De Oro Revenue Code, City Councilor Adrian Barba said.

“The City Council heard that the City Treasurer is still waiting for comments on the newly approved revenue code by the City Legal Office and the Department of Finance,” Barba said.

Barba said that there is no reason that the 2015 Cagayan De Oro Revenue Code could not be implemented because the Ordinance and its provisions have already been published as required by law. He said that because of the confusion on the implementation of the revenue code and the requests of the business sector, legislators the City Council enacted an ordinance extending the deadline for the filing of Business License Renewal applications from January 20 to March 31, 2015.

Acting City Treasurer Glenn Bañez refused to acknowledge the March 31, 2015 extension, saying “it is only the City Treasurer who could recommend for the extension of the filing of Business License – Renewal applications.

Bañez said that the City Treasurer has already extended the filing and renewal of Business License after its deadline on January 20 to January 31, 2015.

City Councilor Nadya EmanoElipe said that the Local Government Code allows the City Council to extend the deadline for the filing of Business License Renewal applications for a period of six months for a justifiable reason or cause.

She said that the Local Governmetn Code did not state that a recommendation from the City Mayor or City Treasurer is necessary.
