DAVAO City––Lumad Manobo evacuees squatted around a projection screen, some kids clung to a mango tree to get a better vantage point while women held their tots tight as they intently watched the boxing fight.

And when Manny Pacquiao won the welterweight rematch against Timothy Bradley Sunday in Las Vegas, the Manobos cheered as well.

Apparently, Pacquiao is even popular in the hinterlands like in Talaingod where the evacuees came from.

They came to know of his fights several months after it happens as they have neither television sets or electricity to monitor.

Pacquiao to receive military merit medal FOR his convincing win against American boxer Timothy Bradley at the MGM Grand Garden Arena in Las Vegas last Saturday (American time), the Army Reserve Command is recommending that Filipino boxing champion Manny “Pacman” Pacquiao be awarded the Military Merit

Medal.

Brig. Gen. Alexis Tamondong on Monday said they have the authority to give Pacquiao this decoration.

Tamondong said the Military Merit Award is in addition to the other honors and awards the Armed Forces headquarters may plan to give the Filipino

boxing champion.

The Army Reserve Command chief said this award can be given to Pacquiao during a flag-ceremony event.

However, Tamondong stated the conferment of the medal is dependent on the availability of the boxing icon.

Inmates on hunger strike

SOME 1,000 prisoners at the Cagayan de Oro City Jail are undergoing hunger strike in protest against the new jail warden and to what they describe as “unfair and unjust treatment.”

Two prisoners secretly called up a local radio station this morning and announced their protest action through hunger strike until the jail warden is replaced and the system inside the jail is improved.

The prisoners, who were not identified for safety reason, complained about lack of water, the kind of foor rationed and the way the new warden, Erwin Ronquillo, render them their supposed family day.

Aside from not taking food starting Monday April 14, 2014, the prisoners said they will not also allow other inmates get out of their prison cells to attend court hearings.

The prisoners claimed since the new warden took over about two months ago, water has been scarce. From four faucets and hoses, they are only allowed to use one hose for a period of four to five hours a day.

The rationed food, if cooked, are said to be not good for human consumption, given very late and the menu repeated for an entire week.

The prisoners claimed breakfast is taken 12 noon.

AN Francisco, Agusan del Sur––The local water utility here has secured a P135 million bank loan for its expansion project that will address the demand of potable water to an ever increasing population of this progressive town.

The expansion project will cover 45 kilometers of pipeline, construction of new reservoirs and state-ofthe-art filtration system to maintain the high standard

sanitation system of sufficient water supply to thousands of households and business establishments.

The expansion is projected until 2020 but both SFWD and DBP have agreed that fresh loans will be granted if there would be inevitable growing demand brought about by rapid population growth of San Francisco.

Freddie Mero, DBP San Francisco branch manager, the loan was approved because DBP has been espousing for sufficient supply of water, especially that San Francisco is a community that continually grows and develop.

“We would like to make provision of water 20 years in advance that is why we are willing to help SFWD for more loans,” Mero said.

Sisino Narism, DBP head of regional marketing center for Northeaster Mindanao, said the project is personally special him since he is part of the community in San Francisco.

amp Burgos, Oroquieta City – In a statement issued by both the 55th Infantry (VIGILANT) Battalion , 101st Brigade, 1st Infantry Division PA based in the City of Good Life u nd e r t he l e a d e rsh ip of Lt Col Gerry Besana (GSC) PA and the OIC Provincial Director Archival Diokno Macala of the Misamis Occidental PNP Provincial Command (MOCPPO) emphasized that the use of landmines which is considered a terroristic act and a clear violation of the Comprehensive Agreement on the Respect for Human RightsInternational Humanitarian Law (CARHRIHL) and the Philippine Human Rights Act of which the CPP-NPA-NDF is a signatory.

The use of landmine is strictly prohibited due to its potential danger to civ i li ans w ho us es the road.

The statement was issued by both the Armed Forc e s of t he Ph i l ip pines particularly the 55th Infantry Battalion

and the Philippine National Police in Misamis Occidental after Army Personnel’s of Charlie (Catalyzer) Company, 55th IB led by 1Lt Joseph Montera, Executive Officer and six (6) other enlisted men pre-empted and foiled an ambush and land mining of their Army Vehicle, a KM 540.

In a report received by Mindanao Daily News, the foiled ambush and land mining transpired while the Vigilant Troopers encountered undetermined number of insurgents believed to be members of SECOM Sendong of the Sub Revolutionary Party Committee II-Monterosa, WMRPC and supposed to ambush the government troopers while on their way to the Battalion Headquarters on Saturday morning at 5:45AM at the boundary of Barangays Balintonga and Sinampungan in the town of Aloran, Misamis Occidental.

Accordingly, the insurgents hastily triggered the landmine a few meters away from their KM 540 and halted to secure

the ambush site while other troopers managed to fire back and deliver a heavy casualty against the insurgent.

A joint operation by the Misamis Occidental PNP Provincial Office Public Safety Company and 55th Infantry Vigilant Battalion Troopers is now in hot pursuit after the fleeing insurgents.

It may be recalled that s omet ime l ast mont h t he s ai d j oi nt t ro op s c on du c t e d a m a s s i v e operations against the insurgents in the hinterlands of Don Victoriano, Bonifacio and Tangub City.

The military and police are now filing appro-

priate charges against the insurgents who violated the use of landmines.

Meanwhile, Lt Col Besana said that his troops are currently conducting “Bayanihan sa Barangay” of the 1st Infantry (TABAK) Division, PA particularly in the municipality of Aloran design to uplift the living condition of the local populace in consonance with the concept of Human Security as part of the Internal Peace and Security Plan “Bayanihan” of the Armed Forces of the Philippines when the NPA Atrocities happened.

Sex trafficking in disaster-stricken areas

A report from the Center for Women’s Resources revealed that human trafficking cases almost always follow after natural or man-made calamities to provide for the needs of the victims’ own devastated families.

The first documented cases of “palit-bigas’ and “palit-sardinas” prostitution occurred in Zambales evacuation centers after the eruption of Mt. Pinatubo.

The country’s reputation in the international community was already tainted because of the government’s lack of action to resolve human trafficking cases as the 2013 US State Department described the Philippines as a source country, and

Since Easter usually occurs in springtime (March, April, which should be already summer season in the Philippines), this eggsymbol was still in the use among the pagans of earlier

times when Christians were celebrating Easter.

The Church allowed to convert pagans to retain the custom of egg during spring to symbolize germination of life, but not anymore to Ishtar, the goddess of Spring.

-oooBIBLICAL BASIS FOR PAYING TAXES: Is there a Biblical basis for paying our taxes to the government?

Yes, there is, and this is found in several passages of the Bible, the most famous of which are the stories found in Matthew 17:24-27, Matthew 22:15-21, and in Mark 12:13-17. In all these, Jesus Christ, our God and Savior, emphasized that everyone must pay taxes.

Here is the account of paying taxes in Matthew 17:24-27: “After Jesus and his disciples arrived in Capernaum, the collectors of the two-drachma temple tax came to Peter and asked, `Doesn’t your teacher pay the temple tax?’ `Yes, he does,’ he replied.

When Peter came into the house, Jesus was the first to speak. “‘What do you think,

2 Sayyafs dead in police raid in Zamboanga Z AMBOANGA CITY – Police commandos raided an Abu Sayyaf hideout and killed 2 militants in a firefight early Monday in Zamboanga City in southern Philippines, officials said.

Officials said the fighting also wounded one commando in the village of Santa Maria where six militants

were also captured by the police. The wounded policeman was rushed to hospital. It was not immediately

known if his wounds are life threatening or not, but he was shot by militants during the raid.

The commandos were part of a composite police force sent to serve the arrest warrants against the gang tagged as behind the spate of kidnappings for ransom in Zamboanga and other areas in western Mindanao.

ZAMBOANGA CITY – The Philippine military said kidnappers have freed the 27-year old son of a gas station owner in Zamboanga City after 11 days in captivity.

“Bangsamoro: Documents and Materials” book off the press

AVAO CITY – The two-volume “Bangsamoro: Documents and Materials” published by the Ateneo de Davao University in partnership with MindaNews, is now off the press, the first book on the Bangsamoro peace process published after the signing of the Comprehensive Agreement on the Bangsamoro (CAB) on March 27.

“Bangsamoro: Documents and Materials” is a compilation of speeches, news, commentaries, documents and statements on the recently-signed CAB, the Framework Agreement on the Bangsamoro (FAB) signed on October 15, 2012 and its four annexes -- Wealth-Sharing, PowerSharing, Normalization and Transitional Arrangements and Modalities, and Addendum on Bangsamoro waters.

The book was launched at the Ateneo de Davao University on Wednesday, at the end of the first day of the “Conversations on Peacebuilding in Mindanao” organized by the Catholic Bishops Conference of the Philippines’ Episcopal Commission on Inter-religious Dialogue (CBCP-ECID) and

the Catholic Educational Association of the Philippines (CEAP).

The commentaries in “Bangsamoro: Documents and Materials,” written mostly by Mindanawons, were earlier published in www.mindanews.com, the online publication of MindaNews, and the weekly OUR Mindanao newsmagazine.

The commentaries represent diverse views on the issue.

Featured in the book are commentaries by veteran journalist Patricio P. Diaz, who has continuously followed, chronicled and analyzed the Bangsamoro struggle and the government’s responses from the beginnings of the armed conflict to the peace processes between government and the Moro National Liberation Front (MNLF) and

later with the Moro Islamic Liberation Front (MILF), as editor of the Cotabato City-based Mindanao Cross from the 1960s to 1980s and later Mindanao Kris, and as columnist of MindaNews since it was set up in 2001.

Diaz, 87, has written at least four books on the Bangsamoro struggle: “To Tripoli and Back” published in Cotabato City in 1995; “What ails Muslim autonomy?,” published in General Santos City in 1998 and the MindaNewspublished “Understanding Mindanao Conflict” in 2003 and “Troubled Odyssey” in 2011.

Also featured are commentaries by historian Rudy Rodil former government peace panel chair Jesus Dureza, Judge Soliman Santos, Mayor Zamzamin Ampatuan of Rajah Buayan in Maguindanao; UP Professor Julkipli Wadi and Dean Antonio La Vina of the Ateneo School of Government, who both write columns for MindaNews; Michael Henry Yusingco; Miriam Coronel-Ferrer before she became GPH peace panel chair; Bangsamoro Transition Commission

members Johaira Wahab and Froilyn Tenorio Mendoza; and other MindaNews columnists Aveen Acuna-Gulo, H. Marcos C. Mordeno, Ramon Jorge Sarabosing, Bro. To commence these changes, Department of Social Welfare and Development (DSWD XI) Regional Director Priscilla N. Razon, said GRS Level Up Skills Enhancement Workshop: Working towards an Efficient and Client-friendly GRS was conducted from April 9–11 at the Waterfront Insular Hotel here.

The GRS undertook the strategy of client centrism in 2013. Along with ensuring timely, efficient and responsive resolution of grievances, the system now places importance on how the client is attended to. The approach of “client satisfaction and quality

“It is not only important that a staff is acting in accordance to system procedures and processes, the staff ’s good disposition in handling complaints is also equally vital,” Razon said.

The GRS Level Up training has four primary objectives. These are identify priority areas for development and reinforcement of GRS policies and procedures; acquire the skills and knowledge necessary for establishing and strengthening client service delivery; employ skills and expertise in handling/managing cases in accordance with the progression of policies and enhancements of processes governing the GRS reforms; and review the effectiveness of the processes directed towards the improvement of GRS. The birds have returned to Barira

BIRDS have returned to Barangay Nabalawag in Barira, Maguindanao years after the community and other stakeholders embarked on a tree planting program, village chair Abdulgani Dimasangkay said.

Dimasangkay said bird species that had vanished for a long time could again be heard chirping, and as a bonus are helping them as agents of natural regeneration.

In 2004, Dimasangay, who loves to plant trees, started planting antipolo and other tree seedlings in a few hectares of his own land and convinced other villagers to join him.

He said he was surprised to notice lately that in the middle of his coconut farm where he intercropped his antipolo trees some seeds of endemic trees have grown, a development he attributed to the birds that visit the area.

“We are lucky because sometimes we see lawaan seeds growing, it’s like an instant nursery,” he added.

Lawaan, usually spelled lauan, belongs to the dipterocarp species and thrives in lowland and mid-montane forests.

BALIK-KALIKASAN Col. Manolito Orense, commander of the 603rd Brigade based in Camp Iranun, the former Camp Abubakar of the Moro Islamic Liberation Front, said the planting of antipolo trees is part of Balik-Kalikasan that was founded in 2004.

Orense said Balik-Kalikasan, a partnership among the 603rd Army brigade, Minrico (a lumber firm) and the Department of Environment and Natural Resources in the Autonomous Region in Muslim Mindanao, was relaunched on April 5 in this camp.

He said the initiative aims to mitigate the effects of global warming like calamities.

He said they have planted over two million antipolo and lanipao seedlings since 2004, in addition to rubber and coffee that were also planted in the region.

TIMBER FARMING Minrico general manager Albert Chua said the antipolo and lanipao seedlings were given free to farmers and other groups.

He said they are promoting agro-

forestry methods like intercropping antipolo and coconut trees to ensure high survival rate of the plants.

He admitted their plan is to buy the timber as long as they come from planted trees and are properly documented by the DENR. He said that if Agusan has its falcatta timber industry and North Cotabato has rubber industry, a similar undertaking can be done in the ARMM. DENR-ARMM Secretary Kahal Kedtag, a pioneer member of BalikKalikasan, said the region has only 20-percent forest cover left and they aim to increase it to 30 percent this year.

He said they have obtained support from international donors like the US Agency for International Development and European Union.

Aside from giving free seedlings, Balik-Kalikasan had built two schools, one in South Upi and one in Barira, and distributed some 30,000 books in different schools.

The group is targeting to plant around 400,000 seedlings this year.

Solon wants probe on errant mining companies A lawmaker has filed a measure seeking a congressional inquiry into the recurring environmental problems involving foreign and local mining companies in the country.

Rep. Mel Sarmiento (1st District, Western Samar) authored House Resolution 950, which urges the House Committee on Ecology to include in its probe the unabated black sand mining in Luzon.

Sarmiento also called on the concerned government agencies to strictly implement the environmental laws and

monitor the activities of foreign and local mining companies.

“Despite extravagant showcases of responsible mining operations, mining companies have violated the country’s environmental laws,” Sarmiento said.

Sarmiento said mining disasters occurred in the country in 1996, 1999, 2005 and 2012.

He noted that a total of 1.5 million cubic meters of toxic mine tailing from Marcopper Mining Corp. were disgorged into the Maculapnit and Boac Rivers in Marinduque on

March 24, 1996.

In August 1999, the Atlas Mining Development Corp. discharged 5.7 million cubic meters of acidic wastewater into the Sapangkau River in Toledo City, Cebu.

The Lafayette Inc. spilled mine tailings with cyanide, which caused fish kills, paralyzing the livelihood of poor fishermen in Rapu-rapu, Albay and some fishing villages in Sorsogon.

Some 20 million metric tons of sediment from the tailing pond of Philex Mining

Corp. in Tuba, Benguet flowed into water channels in August 2012.

“After months of recurring leakages, the Philex mine spills had become the biggest mining disaster in the Philippines in terms of volume,” Sarmiento said.

Sarmiento stressed the urgent need for the government to address the prevalent problems resulting from noncompliance of mining companies with environmental laws in all stages of their operations.

The Search for Gawad KaLaSag Awards was conceived to encourage participation of various stakeholders in crafting and implementing DRRM programs aimed at protecting or shielding high risk communities against

hazards and recognize their outstanding performance during natural or human-induced disasters.

TO address the effects of Climate Change, the Department of Environment and Natural Resources (DENR), Region 10 through the initiative of Congressman Rufus Rodriguez of the 2nd district of Cagayan de Oro City, will implement the 800 hectares Rehabilitation Project in Cagayan de Oro City.

According to DENR 10 Regional Executive Director (RED) Ruth M. Tawantawan, the rehabilitation will include the stream banks and riverbanks of the four main watersheds of Cagayan de Oro City namely: Agusan Watershed, Umalag Watershed,

Cagayan de Oro River Basin and Iponan Watershed.

This will reduce siltation and flooding at the lower portions of the city.

Part of the project also is to intensify the implementation of the CommunityBased Forest Management (CBFM) Program through a national strategy on social forestry approach utilizing the people residing inside the forest areas as partners for conservation, development, maintenance and protection of the remaining forest resources, she added.

Agro-forestry approach will be used in the project in partnership of People’s Organization (POs) that

will be trained for the establishment and maintenance of the nurseries that will include seedlings for forest trees, fruit trees, bamboo, abaca, banana and other agricultural crops.

DEP-ED’s Rationalization Plan

MAGALLANES, Ed.D OIC, Bonifacio East District Division of Misamis Occidental The Rationalization Program for the Department of Education (RAT Plan) which was mandated for government agencies in October 2004 through Executive Order (EO) 366, aims to improve the quality and efficiency of government services. Thus there is a need to reorganize offices.

The Department of Education (DepEd) clarifies that the Rationalization Plan directs a strategic review of the operations and organizations of the Executive Branch. Through the RAT Plan, the government will be focusing its efforts and resources on core services by eliminating and minimizing overlaps and duplication. It also aims to improve agency performance through the rationalization of service delivery and support systems and organization structure and staffing pattern, as contained in DepEd Order No. 53-2013.

RAT is also seen to improve the ability of the Department to respond to the needs of students, teachers, and schools.

The RAT Plan is a process-oriented program which gives changes in the DepEd’s strategic directions and technology (ICT, DRRM, etc.) Under the plan specific functions will be performed such as EED, SED, SESU and ALS to form the Curriculum and Learning Materials Development Division.

Included in the RAT Plan are the Central Office of DepEd, Regional Offices, Division office – Proper, Casual and Contractual Employees funded under GAA-PS with appointment attested by CSC. Positions are affected such as those who are

The fourth option (retirement/separation), means they may choose not to work for the government anymore, but they will get more benefits than regular retirement or separation. Aside from what they would have benefitted from GSIS, they will also get additional incentives from government (through DBM) under EO 366. (Employees choosing this option cannot be appointed to a regular position in government agencies for the next 5 years (except in hospitals or public schools).

For regular employees holding plantilla items under the new system, they need not worry. No one will lose their rank or position level. No one will be forced to retire. It is voluntary. No one will be forced out or retrenched from the organization.

That is the RAT Plan.

All affected employees have options on their own choices . They could be co-terminus to their requirements, meaning, they will report and work as employee until they retire, so nobody will be laid-off.

DOLE 11, partners prep up biggest Job Fair of the year The biggest and grandest job fair of the year will highlight the 112th Labor Day celebration.

This was bared yesterday by Director Joffrey M. Suyao of the Department of Labor and Employment (DOLE) in Davao region as the agency is now in the thick of its preparation for the biggest Job Fair in the region.

DOLE Davao inked yesterday the Memorandum of Agreement (MOA) with its major sponsor and partner of hosting the Labor Job Fair: SM City of Davao, Gaisano Mall of Davao and Gaisano Mall of Tagum, and media outfits ABS-CBN and GMA Davao.

“This is the biggest and grandest celebration Job fair of the year, as we embark to gather at least 10,000 job opening both for local and overseas employment in Davao Region,” Suyao said.

The theme of this year’s Labor Day “Sa Sipag, Tiyaga at Talino, Buong Mundo Saludo sa Manggagawang Pilipino” according to Suyao, is a fitting description of the Filipino’s brand of workmanship and at-

titude.

“As of Friday (April 11) we already have a total of 5,345 job vacancies from the total of 118 agencies and employers,” Suyao said.

Of the number of employers, 88 were local companies and 30 were agencies for overseas employment.

Meanwhile, the jobs for local employment totals 1,526 while for overseas employment counts 3,819.

Top 12 Jobs With the combined job vacancies for both local and overseas employment, top 12 job with the most number applicants include Call Center Agent which of press time counts at 2,235; Customer Service Assistant, 162; Service Crew, 104; Administrative Clerk, 100; Office Cashier, Kitchen Crew, Warehouse Helper, Non-Formal Education Teacher; Carpenter (general); Insurance Salesman, Market salesperson; and Accounting Assistant.

“We projected to cater only about 100 companies and agencies but as of the moment we already have 118 companies and are still counting. We are optimistic

to reach our goal of 10,000 jobs by May 1,” Suyao added.

Mall Venues Gaisano Mall of Davao will hold the Job Fair on May 1-2, 2014. While SM City Davao will hold the event on May 1.

Aside from the Davao City venues, Gaisano Mall of Tagum will also be hosting Job Fair on May 1 to cater applicants from the provinces of Davao del Norte, Compostela Valley and even those from Davao Oriental.

“With the high number of job vacancies, we foresee that this job fair will provide opportunity for many jobseekers particularly the fresh graduates,” Suyao said.

“The DOLE works to make it easy and fast for jobseekers to find jobs that fit their qualifications, interests, and career inclinations," he said, adding that: “During the Job Fair event , some applicants may also find opportunity to avail themselves of training programs from TESDA (Technical Education and Skills Development Authority).”

NorMin generates P8.3 billion worth of investments in 4Q of 2013

CAGAYAN de Oro City––A total of P8.33 billion worth of investments was poured in Northern Mindanao in the fourth quarter of 2013.

Reports from the Department of Trade and Industry (DTI) in the region show that the investments

generated during the quarter were higher by 358 percent compared to the P1.82 billion worth of investments monitored in the same quarter in 2012.

The biggest contribution to the total regional investments was posted by Misamis Oriental sharing 78 percent or P6.52 billion.

Bulk of the investments in the province, according to DTI, were

classified under the infra and services sector with 65 percent contribution, followed by the energy sectors with 25 percent share.

These investments included those from the Coca-Cola Bottlers Philippines, Hotel Tom, Anrae Real Estate Lessor, and Rosario’s Place.

The Philippine Deposit Insurance Corporation (PDIC), the Receiver of the closed Rural Bank of Pres. M.A. Roxas (Zamboanga del Norte), Inc., reminded borrowers of the bank to continue to pay their loans and transact only with authorized PDIC representatives.

In a statement, PDIC advised borrowers of the Rural Bank of Pres. M.A. Roxas to pay their loans and other obligations directly at any Philippine National B ank (PNB) Branch under account name, PDIC FAO BURL RURAL BANK OF PRES. M.A. ROXAS. The Receiver cautioned borrowers that it has discontinued the engagement of the bank’s collectors. PDIC has not engaged any person to collect the loans of the bank.

To ensure proper recording of payments made by borrowers, it further advised borrowers to keep copies of the PNB Deposit/Payment Slips. The Receiver emphasized that only payments with validated PNB Deposit/Payment Slips shall be considered valid payments.

Official receipts will be issued

by PDIC upon validation of payments. For proper accounting of their payments, borrowers who do not receive
