NPA rebels strength declines in Zampen, says military official ZAMBOANGA City– –A top military official said the strength and weapons of the New People’s Army (NPA) rebels have b e en steadi ly decreasing here in the Zamboanga Peninsula area. Davao City’s booming BPO jobs have few takers, high stress

City in the next two years.

But while industry leaders here admit to difficulty in meeting this demand, some sectors want more protection of workers’ rights.

Information and Communication Technology (ICT)-Davao Industr y Development President Samuel Matunog said that more BPO companies are expanding and coming to this city, prompting a demand for more workers at 9,000 by 2015 and 37,000 more in 2016.

Matunog said there is always a shortage of graduates in Davao and in the vicinity areas to fill the demand for skills of IT engineers, software developers, graphics designers and call center agents.

“Inve s tors are n ow looking into Davao, but we need to produce employees,” he said.

Matunog identified some problems in the education sector, which only churn out 1,000 IT graduates a year out of 20,000 college graduates The ICT official blamed the moratorium in schools to expand IT courses and the lack of takers of government

scholarships worth P5.4 million for short-term IT and call center courses.

Matunog said the ICT would consult with school heads on this matter as the industry needs to produce skilled, English proficient BPO workers within two years.

“We need to overhaul the training programs (of the schools). Because when the BPOs come, there is no luxury of time,” he said.

The Philippines has been named Asia’s top destination for BPOs in recent years, over taking India. The industry could provide a salary of P12,000 to P14,000 a month for call center agents, and around P30,000 for software developers.

Work-related stress But as t he demand for these jobs remained unfilled, two former BPO workers interviewed by Davao Today corroborate the repeated complaints about the job.

They said that beyond skills-training, the industry has to address workers’

welfare in a “holistic” way.

Bejay Absin, who has worked 10 years in two major BPO companies, said companies should look at ways to address workrelated and emotional stress he said is common among BPO workers.

“You work eight to nine hours a day, in graveyard shifts most of the time.

You get stressed when you encounter clients who are rude and insult you online,” he said.

Absin said that in his work as a technical support specialist, he would get at least one negative call a day from a client who would heap invectives and insults on him for 10 to 20 minutes over problems in their products. At times, he said, clients would insult him if they found out he is Filipino.

“One of them called me a monkey,” he said. “I snapped back and said, ‘yes, I’m a monkey and a smart one.

Eat your bananas to get smart too, bitch.”

But he recalled his

colleague cried for an hour after getting insulted. But as a rule, call center agents cannot talk back.

“As Filipinos we are taught values of pag-kapwa tao (being courteous), but when you get into that booth, all those things just fly out of the booth,” he said.

Absinsaid he raised these concerns during a meeting with his human resource head, and suggested holding a team building sessions to boost morale. But his suggestion was rebuffed.

“It seems that for some companies, team building is equivalent to having outings with bottles of beer over the place,” he pointed out.

Work-related stress has also brought Absin to the hospital three times during his ten-year stint; the worse was having his gall bladder removed that forced him to rest for one month.

Absin said that while he hanged on to his job for years, he saw the shelf-life of a BPO employee was only a couple of years.

“Some even leave for a month or a year. They take the brunt of everything, the bullying. They can’t take the stress, the emotions, plus the time not spent for family or friends.,” he said.

He said that over the years, when he and other ‘v e t e r ans’ w ou l d s e e ‘newbies’ or first-timers, they would ask themselves, do these kids know what they are entering.

“Those are things an agent is not prep are d for,” Absin said. “I think that’s a thing that schools and companies should also address. Companies working in the BPO service should stress that word service in helping its workers.”

Benjie Badal, another BPO employee, recalled working in a call center to support his college education. But he got stressed out as his company paid workers on “commission basis.”

“The pay is high, but when you don’t get sales for a day, you get nothing.

You have to look for ways to entice clients to buy the services,” he said.

Growth and workers’ rights Both Absin and Badal said that while the country promotes the BPO to entice young graduates there has been consequences.

Miss Earth-Philippines 2014 beauty to help promote South Cotabato’s tourist attractions

GENERAL SANTOS CITY - South Cotabato province has found a new ally in its efforts to promote the area’s ecotourism destinations.

Miss Earth-Philippines 2014 Jaimie Herrel vowed to help promote the province’s top tourist attractions or destinations in her local sorties and even abroad.

Herrel was among the five Miss Earth 2014 beauties who toured the province and other parts of Region 12 or the Soccsksargen Region earlier this week as part of the Department of Tourism’s (DOT) 12th Paradise campaign.

The 12th Paradise is the new tourism slogan adopted last year by DOT-12 for the region’s enhanced tourism promotion and marketing initiatives.

The campaign included top destinations in South Cotabato province, specifically the famed L ake Sebu and other natural attractions.

“You can feel the nature up close and personal when you visit South Cotabato.

It took my breath away,” Herrel said during a dinner hosted by the provincial government on Thursday.

She said her tour of the province was a “rare experience” when compared to the other places that she had visited.

She credited the efforts of the provincial government and local tourism stakeholders

in ma k ing sure t hat the area’s cultural and ecotourism attractions are well-preserved and maintained.

“I think you’re rich because of your unity to dream big time,” Herrel said.

She expressed confidence that more tourists will be visiting the province in the coming months as she vowed to embark on helping the area’s promotion efforts.

“You have proven that Mindanao is not what others describe,” said Herrel, referring to the area’s peace and order situation.

South Cotabato Governor Daisy AvanceFuentes lauded the DOT12 for intensifying its campaign, not only for the province, but the entire region.

Region 12 comprises the provinces of South Cotabato, Sultan Kudarat, Sarangani, North Cotabato and the cities of General Santos, Koronadal, Tacurong, Kidapawan and Cotabato.

To complement the DOT-12’s efforts, the governor vowed to initiate more innovations to their tourism programs and our in more capital or investments so the area can eventually compete with other provinces and cities.

The said activity was led by the Livestock Division and Meat Inspection Division headed by Dr. Sonny G. Flor and City Pound Division headed by Dr. Loi E. Quidlat.

The purpose of the activity is to provide a healthy and productive livestocks.

Animals like cattle, carabaos, swine, goat and other agricultural animals were accommodated in the program.

They gave vitamins and treatments for livestocks consisting of Artificial Insemination, Treatments, Vitamins Administration, Deworming and Dispersal Program.

Solon turns over of P95m irrigation projects in Oro

CAGAYAN de Oro City–– Rep. Rufus B. Rodriguez of Cagayan De Oro City has turned over and grounbroke seven irrigation projects worth P 95 million in the outskirt villages here on Friday.

Rodriguez said that the projects involved the irrigation project in Pa-

lalan, Tablong worth P 10 million, the Balubal communal irrigation project worth P 55.7 million, the rehabilitation and restoration of irrigation project in Taguanao P 5.4 million, and the turnover of the communal irrigation project and irrigation hall of Indahag amounting to P 18.5 million.

Rodriguez, accompanied by Party List Rep.

Maximo Rodriguez, Jr. of Abante Mindanao, said on Saturday that the National Irrigation Administration (NIA) released the funds for the irrigation projects for the various farming villages here.

“In the absence of the Priority Development Assistance Fund (PDAF), my congressional office has to beg for funds in various government agencies in

order that the important projects in my district could gain allocation from the agency’s line budget,” Rodriguez said.

Rodriguez has expressed the optimism that the newly turned over and the newly started communal irrigation projects here could help improve the agricultural production of the farmers in the city’s rural villages.

The Congressman also disclosed that the Department of Public Works and Highways (DPWH) has also promised to allocate about P 2 billion for the ambitious 10-kilometer “Skyway” that would ease traffic in the city’s existing road networks.

He said that the “Skyway” would traverse East to West and vice-versa from Cogon Market in the city’s

east district to the city’s west district in Carmen.

Rodriguez said that the congressional office of the city’s second district has also won various funding commitments amounting to billions of pesos to fund various infrastructure projects, mostly in the construction of new alternative highways and the widening of existing roads.

Army Lt. Norman Tagros, the spokesperson of the army’s 8th IB here, said that the military has started negotiating for the release of the soldiers through the members of the tribal communities,

the leaders of the religious groups, and the local government units here.

Tagros said that Pfc and Pfc , both members of the army’s 8th IB, were on marketing in Bontongon, Impasug-ong, Bukidnon last August 22, 2014 when abducted by unidentified and masked armed men.

MANOLO Fortich, Bukidnon–– About 10 unidentified armed men believed members of the communist New People’s Army (NPA) disarmed five private security guards here shortly before noon last Saturday, the police said.

Witnesses told the responding government troopers that the armed men raided a subdivision in the village of San Miguel in Manolo Fortich about 11:30 a.m.

Saturday and disarmed the security guards manning the outpost.

DA-PAMANA implements P168.5 million FMR projects in Caraga to fast track submission of necessary requirements to put the projects in place.

It was learned that the DA will continue to implement P323,175,000 worth of seven farm-to-market road projects approved under the PAMANA program.

UTUAN City - The Department of Agriculture (DA) Regional Field Office 13 said it had released a total of P168.5 million to finance farm-tomarket road projects in Caraga in 2013 under the Payapa at Masaganang Pamayanan (PAMANA) program.

M.J Gumapac and Vanessa Sanchez of DA-13’s Public Information Office said the PAMANA program is a national government

intervention that extends to isolated, hard-to-reach and conflict-affected communities to ensure that they are not left behind in terms of development.

With a total project length of 21.5 kilometers, covered are the municipalities of Remedios T. Romualdez in Agusan del Norte, Esperanza, Bunawan and La Paz in Agusan del Sur, Madrid, Lanuza and Barobo in Surigao del Sur.

DA-13 PAMANA focal person Lynn Pareñas stressed that since the Department of Agriculture plays a big role in food sufficiency, its release of P168.5 million for the construction of farm-tomarket roads in identified areas will speed up production and delivery of farm produce to the market.

“FMR is very important to help farmers transfer their goods and products to the nearest outlet,” Pareñas pointed out.

The workshop i s ge n e r a l ly ai m e d at enhancing the present GPB process by addressing issues and concerns, learning lessons learnt from previous experiences and clarifying myths and misconceptions surrounding GPB. Poised to commence this September 2014, the department is

preparing for a bigger and better GPB process.

“We wanted to develop a holistic module that will guide our community mobilizers and other key players to ensure wider participation, increase ef f icienc y in reaching the poor and pushing of evidence-based and community–driven projects that really address poverty”, DILG 13 Regional Director Lilibeth A. Famacion said.

“The clamor for improving and enhancing people participation in the entire process is evident in all lessons learnt activities we conducted; hence, this [workshop] also serves as ground to cr ystallize and resolve all issues and concerns relative to GPB”. Citing a World Bank Report, Dir.

Famacion added that when communities are involve in the planning, designing and implementation of the program, the project is likely to succeed.

BUTUAN City - Senator Antonio Trillanes IV, chair of the Senate National D e fe ns e an d S e c u r it y Committee, said in a press forum Friday morning that the country is well on its way with regard modernization of the Armed Forces of the Philippines (AFP).

In a press forum with the local media held at the Philippine Information Agency 13 Regional Office, Sen. Trillanes said that the under the amended AFP Modernization Law, major upgrade of weapon and non-weapon technology will be carried out. “The AFP will be provided with P75 billion in fresh infusion for the first five years of implementation,” he said.

Also according to the Trillanes, the Senate finally passed a resolution increasing the subsistence allowance of the soldiers and other uniformed personnel on the third and final reading.

Trillanes who is the p r i n c i p a l au t h o r a n d sponsor of the measure, said that “by providing a modest increase on the existing subsistence allowance of our uniformed personnel, we hope to uplift their morale and recognize their sacrifices for the country.”

Other measures taken in order to further strengthen the country’s defense posture according to the senator was to strengthen the

Philippines’ alliances with the US and with the other neighboring countries such as the ASEAN, Australia, Japan and Korea without offending China. “This is done in order to enhance our defense cooperative ag re e me nt w it h t he s e countries,” he said.

According to the senator, this will make the Philippines’ cooperative military exercises more efficient and effective.

SECTION 1. Title – This ordinance shall be known as “AN ORDINANCE REGULATING THE USING, SELLING AND ADVERTISING OF TOBACCO PRODUCTS AND IMPOSING PENALTIES FOR VIOLATIONS THEREOF AND FOR OTHER PURPOSES”. Or otherwise known as “SMOKE FREE ORDINANCE OF IMELDA, ZAMBOANGA SIBUGAY”.

SECTION 2. Purpose – it is the purpose of this ordinance to safeguard public health and ensure the wellbeing of all its constituents by protecting them from the harmful effects of smoking and tobacco consumption, reducing potential exposure to tobacco marketing and advertising, restrict its accessibility and provide support and a conducive environment for tobacco users to quit.

SECTION 3. Coverage – This Ordinance shall apply to all persons, whether natural or juridical, whether resident or not, and in designated places, found within the territorial jurisdiction of Imelda, Zamboanga Sibugay.

SECTION 4. Definition of Terms – As used in this Ordinance, the terms below shall have the meanings ascribed to them in this section. Any words or terms not defined shall be given their plain and customary meanings, unless the context requires otherwise, and shall be interpreted in a manner consistent with the purpose and spirit of this Ordinance. a) Advertising and promotion – means any form of commercial communications, recommendations or action with the aim, effect or likely effect of promoting a tobacco product or tobacco use either directly or indirectly. b) Civil society organization (CSC)- refers to a legally constituted voluntary civic and social organization or institution created with no participation of government organizations, including but not limited to charities, development non-governmental organizations (NGOs) community groups, women organizations, faith- based organizations, professional associations coalitions and advocacy groups duly recommended by the Office of the Municipal Health Officer and approved by the Municipal Mayor. As used in this ordinance, CSO does not include organizations or associations related to or connected with the tobacco industry in any way. c) Designated Smoking Area- refers to an outdoor space, duly approved by the Municipal health Officer, where smoking may be allowed without violating this ordinance, that meets the following requirements: 1) It shall not be located in an open-space with no permanent or temporary roof or walls in an outdoor area.

2) It is not located in entrances, exits, or any place where people pass or congregate.

3) It shall not have an area larger than 10 square meters.

4) Food or drinks are not served in the designated smoking area.

5) No building shall have more than one designated smoking area.

6) Minors or persons below the age of 18 shall not be allowed inside.

7) The designated smoking area has the following signage highly visible and prominently displayed: a) “Smoking Area” signage with message showing “Minors not allowed within these premises. b) Graphic health warnings on thee effects of tobacco use.

8) It shall not be located in places where absolute smoking bans are in effect, such as; but not limited to: centers of youth activity such as playschools, preparatory schools, elementary schools, high schools, colleges and universities, youth hostels and recreational facilities for persons under eighteen (18) years old; elevators and stairwells; locations in which fire hazards are present, including gas stations and storage areas for flammable liquids, gas, explosives or combustible materials; within the buildings and premises of public and private hospitals, medical, dental and optical clinics, health centers, nursing home dispensaries and laboratories; public conveyances and terminals; food preparation areas and other areas where absolute smoking ban is imposed under current laws, administrative and executive orders, memorandum circular and other policies. d) Enclosed or partially enclosed – means being covered by a roof or enclosed by one or more walls or sides, regardless of the type of material used for the roof, wall or sides, and regardless of whether the structure is permanent or temporary. e) Minor – refers to any person below eighteen (18) years old. f) Outdoor advertisement – refers to any sign, model, placard, board, billboard banner, bunting, poster, streamer, light display, device, structure or representation employed outdoors wholly of partially to advertise or promote a tobacco product to the public. g) Person-in-charge – refers to: in case of public places, public outdoor spaces and workplaces, the president/manager in case of a company, corporation or association, the owner/proprietor/ operator in case of a single proprietorship, or the administrator in case of government property, office or building, in case of public conveyance, the owner driver, operator, conductor, or the captain of the public conveyance; in case of schools, the provincial/municipal/city schools superintendent or the principal. h) Point-of-sale – refers to any locations at which an individuals can purchase otherwise obtain tobacco products. i) Public conveyance – refers to modes of transportation servicing the general population, such as, but not limited to elevators, airplane ships, jeepneys, buses, taxicabs, trains, light rails transits, tricycles, and other similar vehicles.

J) Public places- means all places, fixed or mobile, that are accessible open to the public or places for collective use, regardless of ownership or right to access, including but not limited to, schools, workplaces government facilities, establishments that provide food and drinks accommodation, merchandise, professional services, entertainments or other services. It also includes outdoor spaces where facilities are available for the public or where a crowd of people would gather, such as, but not limited to, playgrounds, sports grounds or center, church grounds, health/hospital compounds, transportation terminals, markets, parks, resorts, walkways, entrance ways, waiting areas, and the like. k) Second-hand smoke – means the smoke emitted from the burning end of a cigarette or from other tobacco products usually in combination with the smoke exhaled by the smoker. l) Smoke free air – is air that is 100% smoke free. This definition includes but is not limited to, air in which tobacco smoke cannot be seen smelled, sensed or measured. m) Smoking – means being in possession or control of a lit tobacco product regardless of whether the smoke is being actively inhaled or exhaled. n) Tobacco Products – means products entirely or partly made of the leaf tobacco as raw material which are manufactured to be used for smoking, sucking, chewing or snuffing such as but not limited cigarette, cigar, pipe and chewed tobacco. o) Tobacco Industry – refers to organizations, entities, associations, and individuals that work for or in behalf of the tobacco industry, such as, but not limited to, tobacco manufacturers, wholesale distributors, importers of tobacco products, tobacco retailers, front groups and any other individuals or organizations, including, but not limited to lawyers, scientist and lobbyists that work to further the interests of the tobacco industry that compete with those of tobacco control. p) Tobacco Industry Interference- refers to a broad array of tactics and strategies used by the tobacco industry to interfere with the setting and implementation of tobacco control measures. q) Workplace – means any place used by people during their employment or work, whether done for compensation or voluntarily, including all attached or associated places commonly used by the workers in the course of their work (for example, corridors, elevators, stairwells, toilets, lobbies, lounges). Vehicles used in the course of work are considered workplaces.

SECTION 5. Prohibited Acts – the following acts are declared unlawful and prohibited by this Ordinance: a. Smoking in enclosed or partially enclosed public places, workplaces, public conveyances (whether mobile or stationary) or other public places, as defined in Section 4; b. For persons in-charge to allow, abet or tolerate smoking in places enumerated in the preceding paragraph; c. Selling or distributing tobacco products in a school, public playground or other facility frequented by minors,(option: offices of the Department of Health (DOH) and attached agencies, hospitals and health facilities), or within 100 meters from any point in the perimeter of these places); d. Selling or distributing tobacco products to minors; e. Purchasing tobacco products from minors; f. Placing cinema and outdoor advertisements of tobacco products; g. Placing, posting, or distributing advertising and promoting materials of tobacco products, such as leaflets, posters and similar materials, in any place outside the premises of point-of-sale establishment. h. Placing posting or distributing advertising & promoting materials of tobacco products, such as leaflets, posters & similar materials, even inside the premises of point-of-sale establishments when the establishments are not allowed to sell distribute tobacco products, as in Section 5 (c) above SECTION 6. Duties and Obligations of Persons in-Charge - Persons in -Charge shall: a) Prominently post and display “No Smoking” signages in the locations most visible to the public in the area where smoking is prohibited. At the very least, a “No Smoking” sign must be posted at the entrance of the area. The “No Smoking” sign shall be at least 8X11 inches in size and the international No smoking No smoking symbol shall occupy no less that 70% of the signage. The remaining lower 30% of the signage shall show the following information: b) Prominently post and display “No Smoking” stickers in the most conspicuous location within the public conveyance. At the very least, the three and a half (3.5) square inch “No Smoking” stickers shall be placed on the windshield and the ten (10) square inch “No Smoking” sticker at the driver’s back seat; c) Remove from the place where smoking is prohibited all ashtrays and any other receptacles for disposing cigarette refuse; d) For persons-in-charge of schools, public playgrounds, health or other facilities frequented by minors, post the following statements in a clear and conspicuous manner; SELLING, DISTRIBUTING, ADVERTISING AND PROMOTING CIGARETTES OR OTHER TOBACCO PRODUCTS IS NOT ALLOWED WITHIN 100 METERS FROM ANY POINT IN THE PERIMETER OF (name of SCHOOL/PLAYGROUND/ETC.) e) For persons-in-charge of schools, public playgrounds or other facilities frequented by minors, officers of the DOH and attached agencies, hospitals and health facilities report to the Smoke free Task Force tobacco products sale, distributions, advertisement and promotion from establishments and properties located within 100 meters from its perimeter. f) For persons-in-charge of approved point-of-sale establishments, post the following statement, together with a pictorial health warning on the health consequences of tobacco use, as prescribed by the Municipal health office, in a clear and conspicuous manner.

g) For person-in-charge of point-of-sale establishments, remove all forms of tobacco advertisements other than those found inside their premises; h) Establish internal procedure and measures through which this ordinance shall be implemented and enforced within the area of which he or she is in-charge. This includes compliance to the sales, distribution, advertising and promotion restrictions, warning smoking violators in banned areas and requesting them to stop smoking and if they refuse to comply, asking them to leave the premises and if they still refuse to comply, report the incident to the Municipal Health Office and the nearest peace officer or to any member of the Smoke Free Task Force. i) Ensure that all the employees in the establishment are aware of this ordinance and the procedure and measures for implementing and enforcing it.

SECTION 7. Persons Liable – the following persons shall be liable under this Ordinance: a) Any person or entity who commits any of the prohibited acts stated in Section 5 hereof; b) Persons-in-charge who knowingly allow, abet, or tolerate the prohibited acts enumerated in section 5 or who otherwise fail to fulfill the duties and obligations enumerated in Section 6 hereof.

SECTION 8. Penalties – the following penalties shall be imposed on violators of this Ordinance: a) Violation of Section 5 (a) and Section (6) i. First Offense ii. Second offense iii. Third & subsequent offense-

b) Violation of Section 5(b), (c), (d) and (e) i. First offense ii. Second offense - iii. Third & Subsequent offense

c. Violation of Section 5 (f), (g) and (h) i. First Offense ii. Second Offense iii. Third & Subsequent offense

P 200.00 or community service of 2 hours P 400.00 or community service of 4 hours P1,000.00 or imprisonment for a period of 6 hours and not exceeding 24 hours, or both at the discretion of the court. Suspension or revocation of business license or permit (in case of business entity or establishment) if applicable.

P 500.00 or community service of 5 hours.

P1,000.00 or community service of 10 hours.

P 1,500.00 or imprisonment for a period of 8 hours not exceeding 24 hours, or both at the discretion of the court. Suspension or revocation of business license or permit (in case of a business entity or establishment) if applicable.

P 1,000.00 or community service of 10 hours P 1,500.00 or community service of 15 hours P 2,500.00 or imprisonment for a period of 12 hours not exceeding 24 hours or both at the discretion of the court. d) Community service – If a violator is unable to pay the fines imposed he or she may choose to render community service to the municipality of Imelda, Zamboanga Sibugay. Every hour of the community service is equivalent to P 100.00 of the fine. e) Revocation or Suspension of License. the license to operate of any establishment or of any public conveyance covered by this ordinance shall also be suspended or revoked should the same fail to perform the necessary action within fifteen (15) days upon receipt of violation notice or fail to pay the corresponding penalty as stated in the Citation ticket for the violation committed within seven (7) working days. However, the license to operate of any establishment or of any public conveyance shall be suspended for at least one (1) week but not more than one (1) month, or revoked. Should the license or permit to operate of a specific establishment or of any public conveyance, found to be in violation of this ordinance, fall outside of the jurisdiction of the municipality of Imelda, Zamboanga Sibugay, the recommendation for revocation of license shall be forwarded to the appropriated agency or governing body. The suspension or revocation of the license to operate of the erring establishment or public conveyance shall only be lifted once all the requirements set forth upon re-inspection and evaluation of the Health Department, the Business Permits and Licensing Office and the appropriate agency or governing body has been fully complied with.

SECTION 9. Citation Ticket System – Violators of this Ordinance shall be informed of their violation and the penalty associated with such violation by means of a Citation Ticket System with the following guidelines: a) Official booklets of Citation Tickets shall be issued by the Treasurer to duly authorize enforcers within ninety (90) calendar days of the affectivity of this ordinance. b) A Citation Tickets shall be issued to the person/s liable for any violation of this ordinance upon fining of the violation by duly authorized enforcers. c) A Citation Ticket shall contain the following information: 1. Checklist of the violations under this ordinance; 2. The fines associated with each violation; 3. Option to render community service in case violator is unable to pay fine; 4. Due date for compliance with the obligations imposed by the ticket. d. When Citation Tickets is issued to a violator, the violator shall report to the Treasurer’s office or its duly authorized collecting agent, within three (3) regular business days after such issuance, where he or she shall either pay the fine imposed or render community service under Section 8 (d) hereof. e. The Treasurer’s Office shall keep a duplicate of all Citation Tickets issued to violators as well as all other records of violations of this ordinance.

SECTION 10. Smoking Cessation Program – The health Officer with the assistance of the representative designated under Section 16 hereof, shall develop, promote and implement a Smoking Cessation Program and encourage the participation therein of public and private facilities which may be able to provide for its requirements. Smokers who are willing to quit and/or those found violating this ordinance may be referred to the Smoking Cessation Program and its facilities.

ENFORCEMENT SECTION 11. Smoke Free Task Force- Task force shall be created to aid in the implementation, enforcement and monitoring of this Ordinance and to protect the same from tobacco industry interference at all times, as well as to conduct educational awareness campaigns information dissemination programs, and capacity building, that will inform the constituents and train enforcement officers.

The Task Force chaired by the Municipal Mayor shall be composed of the following: a) Municipal Health Officer b) Municipal Engineer c) Representative/s of none or more civil society organizations (CSO) designated by the Health Officer under Section 16 hereof; d) Representative of the Philippine National Police (PNP); e) Municipal Treasurer; f) Environmental and Natural Resources Officer (ENRO); g) Representative from Dep Ed, CHED and /or Academe; h) Local President of the Municipal Liga ng mga Barangay ng Pilipinas (association of Barangay Captain); i) Public Safety Officer j) Other member/s identified by the Health Officer (whose specific function in the LGU and role may be relevant in the effective implementation of this ordinances).

The Task Force shall not include as its member any person or entity upholding or accommodating tobacco industry interests or is connected in any way to the tobacco industry in order to protect the primary health objectives of this Ordinance from any and all interests prejudicial to tobacco control policies and to preserve its integrity. No member of the Task Force shall also receive for himself or for other individuals, beneficiaries or groups, any contribution or compensation, directly or indirectly, whether financial or otherwise, from the tobacco industry. Non-compliance of this provision, governing the Task Force, by the public official and government personnel, shall be subject to sanctions prescribed under CSC-DOH Joint Memorandum Circular 2010-001.

SECTION 12. Duties and Responsibilities of the Task Force- Other than (1) receiving reviewing and processing reports of and complaints for violation of this Ordinance and (2) deputizing enforcers under Section 13 to 16 hereof, the Task Force-headed by the Municipal Mayor shall have the following respective duties and responsibilities; a) The Health officers shall: 1. Serve as the overall coordinator among all the LGU officers involved in the implementation of this Ordinance; 2. Make tobacco control, including the implementation and enforcement of this Ordinance, a part of the health program to be proposed for funding by the general budget of the LGU; 3. Monitor compliance in public places, establishments, conveyances, point-of-sale, designated smoking areas (DSAs) and other offices in charge of enforcing this Ordinance; 4, Facilitate together with enforcers and/or Task Force members the imposition of Fines, suspension, or revocation of permits/licenses for violations of the same; 5 . Assign a hotline or any other number to which violations of this Ordinance may be reported by phone call or SMS and a person to operate the line and record reports; 6 Develop, promote and implement a Smoking Cessation Program as stated under Section 10.

7. Develop and produce information, education and communication materials on the harms of second-hand smokes well as on the provisions of this ordinance; 8. Encourage constituents of the LGU to monitor and report violations of this ordinance; 9. Monitor compliance in public places, establishments, conveyances, point-of-sale, designated smoking areas (DSAs), and other offices in charge of enforcing this ordinance; 10. Coordinate with enforcers and/or Task Force members the imposition of fines, suspension, or revocation of permits/licenses for violations of the same; b) Municipal Engineer shall: 1. Conduct, together with the Health Officers or on its own, inspection activities as provided in this Ordinance; 2. Determine whether or not enclosed or partially enclosed public places, workplaces or other public places, and point-of-sale establishments, comply with the requirements of this ordinance. c) Municipal Treasurer shall: 1) Print the Citation Tickets and copies of this Ordinance for distribution to the public; 2) Issue Official Citation Tickets to the enforcers; 3) Collect and receive fines paid by a violator and submit reports relating thereto to The Task Force; 4) Designate collection agents, as necessary, to assist in efficient collection of fines; 5) Make a primer summarizing the provisions of this Ordinance; 6) Order the suspension of revocation of permits and licenses of establishments found to have violated this ordinance, subject to the provisions of Section 8 hereof; 7) Deny renewal of permits and licenses of violators of this Ordinance; 8) Establish procedure for identifying and marking store/establishments covered by the 100-meter restriction on sale and distribution of tobacco products.

f. The environment and Natural Resources Officer and/or representative shall: 1) Assist in promoting awareness of this Ordinance as a component in the protection and conservation of the environment and in encouraging public support and participation in its implementation and enforcement; 2) Assist in inspecting and monitoring violations of the Ordinance on its own or with member of the Task Force; 3) Conduct periodic monitoring of air, water, soil quality and other studies pertinent to determining levels of exposure to tobacco smoke, residue by products and litter; 4) Provide the expertise in the application and management of appropriate technologies to avert environment risks and damage posed by tobacco smoke, residue by products and litter. g. The representative from DepEd, CHED and/or Academe shall: 1) Implement the department Orders on the integration of tobacco control education into the curricula; 2) Ensure strict compliance of Department Orders on protection of the bureaucracy from Tobacco industry interference as per FCTC Article 5.3; 3) Ensure strict compliance of schools in enforcing 100% smoke free campuses and school facilities including the schools vehicles; 4) Ensure the posting in clear and conspicuous manner No Smoking signs, and notices for No Selling of Tobacco products within 100 meters from its perimeter. h. The Local President of the Liga ng mga Barangay ng Pilipinas (Association of Barangay captains) shall: 1) Assist in promoting awareness of this Ordinance in encouraging public support and participation in its implementation and enforcement; 2) Coordinate with all Barangay Captains and the PNP in monitoring violations of the Ordinance within their jurisdiction; 3) Provide the necessary coordination among the Barangay Health Workers, Kagawads and Tanods and other enforcers (I,e. Coast Guards) for the implementation of activities pertinent to the ordinance; 4) Assist in the facilitation of an referrals to the Smoking cessation Program at the Barangay Level; SECTION 13. Enforcement on Individuals – members of the PNP and/or persons duly deputized by the Task Force shall apprehend and issue Citation Tickets against persons found in violation or have failed to comply with any provision enumerated under Section 5 and 6 hereof. They shall forward copies of the tickets they issue violators to the Treasurer’s office regularly or at least once a week. If the violator is a minor (person below 18) he or she must be brought to the nearest Social Welfare office for dispensation of appropriate action subject to RA 9344(Juvenile Justice and welfare Law).

SECTION 14- Enforcement of Public Conveyances- Members of the PNP and/or persons duly deputized by the Task Force shall inspect public conveyances during their regular hours of operation and shall issue Citation Tickets upon discovery of any violation of this Ordinance. They shall forward copies of the tickets they issue violators to the Treasurer’s office regularly or at least once a week.

SECTION 15 –Enforcement of establishment – Ninety (90) calendar days after the effectivity of this ordinance, an inspection team composed of representative from the Municipal Health office, the Engineer’s office and the Treasurer’ Office, shall conduct inspection of establishments and buildings to determine their compliance with the provisions of this Ordinance. Regular inspection shall thereafter be conducted at least once every month or simultaneously with other regular inspections done by the LGU whichever is more frequent, during normal hours of operation of the establishment.

The inspection team shall issue a Citation Ticket against the establishment upon finding of non-compliance with or of any violation of this ordinance. A Citation Ticket may be issued for each day that the establishment is found to be non-complaint.

Re-inspection of the establishment shall be done on any day after the issuance of the Citation Ticket, but in no case more that ten (10) calendar days after such issuance.

If the establishment fails to comply with the obligations stated in the Citation Ticket upon re-inspection, the inspection team shall recommend the suspension of the license to operate of the establishment, consistent with Section 8(d) hereof.

In the course of inspection, the inspection teams may apprehend individual violators and request the assistance of the PNP in doing so.

SECTION 16- Civilian Participation in Enforcement – Within thirty (30) calendar days from the effectivity of this Ordinance, the Municipal Health Office shall designate, with the approval of the Office of the (Municipal Mayor), one or more Civil Society Organization (CSO) to discharge the duties and responsibilities enumerated in Section 12 (g) hereof.

The Task Force may deputize qualified civilians to serve as enforcers to this Ordinance.

Any person can file with the Task Force a report of or complaint for any violation of this Ordinance.

INFORMATION CAMPAIGN a. In coordination with the Office of the Mayor; 1) Provide at least two(2) copies of this Ordinance to every PNP station or precinct in the LGU; 2) Provide a primer on this Ordinance for every member of the PNP in the LGU & 3) Conduct lectures to brief members of the PNP members of the provisions of this Ordinances and or their responsibilities with respect to its enforcement. b. In coordination with the Treasurer’s office, give a copy of the Ordinance and its primer to all existing establishments that are licensed to operate and open to the public, as well as to those applying for a new license to operate. c. In coordination with the Health officer, give a / copy of this Ordinance and its primer to all public utility vehicle operators in the LGU. SECTION 17- Public Billboards, Notices in Barangays – Upon effectivity of this ordinance, the Engineer’s office shall put up billboards in conspicuous places in the LGU to notify the public of the restrictions and sanctions imposed by the ordinance.

Health officer shall also immediately issue for dissemination at the Barangay level notices regarding the obligations of persons under the ordinance.

SECTION 18- Conduct of Orientation Seminars and Trainings- Within sixty (60) calendar days from the effectivity of this Ordinance and periodically thereafter the Health officer and the CSO representative designated under Section 16 hereof, and/or other members of the Task Force, shall develop and conduct a series of orientation seminars and trainings for the enforcers of this ordinance at least one for each group, including but not limited to, deputized enforcers like Barangay health workers and the Barangay Tanod, and the local PNP. FINANCING SECTION 19- Funding – An initial funding to defray the expenses necessary for or incidental to the implementation of this Ordinance in the amount of P 50,000.00 shall be sourced from the Municipality of Imelda funds and is hereby allocated. Every year thereafter, at least P 100,000.00 shall automatically be included in the Annual Budget of the Municipality of Imelda’s plans and programs.

The above expenses include, but are not limited to: a. Costs of printing copies of this Ordinance, the Citation Tickets and information, education and communication materials, pertaining to tobacco control. b. Cost of inspection and enforcement by the Smokefree Task Force including allowances for meals and transportation, the amount of which shall be set by the office of the Municipal Mayor. c. Incentive or reward for private citizens who report violations of the Ordinance. d. Institution and operating expenses of the smoking cessation program and facility. e. Other expenses associated with the implementation and enforcement of this Ordinance.

Proceeds from the administrative fines shall form part of a trust Fund that will be used to defray costs of operation of the Smoke free Task Force, The latter shall be empowered to determine how the trust Fund is to be utilized in furtherance of this Ordinance.

SECTION 20- REPEALING Clause – All ordinances contrary to or inconsistent with this Ordinance are hereby repealed or modified accordingly.

SECTION 21 – Separability Clause – If any part or provision of this ordinance is declared unconstitutionally or invalid, the same shall not affect the validity and effectivity of the other parts or provision hereof.

SECTION 22- Effectivity Clause – This ordinance shall take effect fifteen (15) days after its publication in a newspaper of local or general circulation or posting in at least two (2) conspicuous places in the municipality of Imelda.

Military official says NPA strength declines in Zamboanga Peninsula

AMBOANGA CITY - A top military official said the strength and weapons of the New People’s Army (NPA) rebels have been steadily decreasing here in the Zamboanga Peninsula area.

Gen. Gerardo Barrientos attributed it to the ongoing “Bayanihan” peace development efforts as well to the continued collaboration of his command with the local government units within the command’s area of jurisdiction.

“The number of NPA

members in the region and their firearms continue to decrease. NPA manpower in the said region was reduced by around 10 percent while their firearms were reduced by five percent,” Barrientos said in a statement.

73 Pantawid beneficiaries hurdle DSWD-SLP, TESDA assessment service

DIPOLOG CITY - A total of 73 Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries of Zamboanga del Norte successfully passed the free assessment jointly conducted by the Department of Social Welfare and Development (DSWD) through the Social Livelihood Program (SLP) and the Technical Education and Skills Development Authority (TESDA) through its National Technical and Vocational Education and Training Competency Assessment and Certification Program recently.

The said activity has b e e n c onc e ptu a l i z e d through a collaborative effort of the two government agencies to help the 4Ps beneficiaries, who have skills in carpentry, masonry, plumbing, welding, and electrical installation, to obtain National Certificate (NC) II for possible employment here and abroad.

Among the 73 passers, 23 are for carpentry; 26 for masonry; 19 for Electrical Installation Management (EIM), and 5 for plumbing.

MISAMIS ORIENTAL – The department heads at the provincial capitol in Misamis Oriental has formed an organization for a speedy delivery of public service.

Provincial Governor Yevgeny Vincente Emano, said on Saturday that he has encouraged the department heads to organize

“If the department heads know each other pretty well, it would be easier for them to assist with each others whenever necessary in the interest of public service,” Emano said.

The department heads at the provincial capitol should unite in order to efficiently deliver the services to the provincial

He said that a united and strong organization could also dispel rumors particularly on the affairs of the provincial government where the governor is reportedly inaccessible.

“A rumor is circulating in the provincial capitol that only those who are close to the governor have an easy access to the provincial governor,” Emano said.

He said that the department heads could attest that the rumors are unfounded since a day has been set in order that anyone could see the governor on that day.

PHL gov’t sustains rise in revenues in July ‘14

The government’s revenue collection sustained its rise in July 2014 when it increased by 15 percent year-on-year to P166.7 billion from the P144.6 billion in the same period in 2013.

On the other hand, government spending fell 15 percent year-on-year to P168.5 billion from the P197.8 billion.

This brought the budget gap last July to P1.8 billion, a 97 percent drop compared to the P53.3 billion in the same period in 2013.

For the seven-month period, government deficit stood at P55.7 billion, 47

percent decline from the P104.5 billion in end-July 2013.

Of the total revenues last July, the Bureau of Internal Revenue (BIR), which collects about 70 percent of government revenues, shared in P119.9 billion, 20 percent higher than the P100.1 billion in the same period in 2013.

Collections of the Bureau of Customs (BOC) expanded 10 percent to P30.5 billion from P27.7 billion a year ago.

PHL, Singapore keen to expand bilateral investments

The Philippines and Singapore intend to pursue projects that aim at expanding their bilateral investments and promoting increased awareness on opportunities.

In a letter to Trade Undersecretary for Trade and Investment Promotions Group Ponciano Manalo, Foreign Affairs Undersec-

retary for International Economic Relations Laura del Rosario said these projects include regular exchange of missions with business matching such as the Philippines-Singapore Business Council (PSBC) annual, the International Enterprise (IE) Singapore missions to the country

and business seminars in Singapore.

Del Rosario said the Singapore Business Federation (SBF) will conduct a mission to the Philippines during the latter part of this year.

SBF is the apex business chamber that champions the interests of Singapore busi-

Rep. Rufus Rodriguez and his brother, Abante Mindanao party-list Rep. Maximo Rodrguez are pushing for the enactment of HB 4059 which would earmark and appropriate the proceeds of the privatization and sale of the old Lumbia Airport in Cagayan de Oro City to finance the MRS project.

“With the opening of the Laguindingan International Airport in Laguindingan, Misamis Oriental in June last year, the old Lumbia Airport is not being used anymore,” the Rodriguez brothers revealed.

T h e aut h or s n ot e d reports that the Lumbia Airport will be privatized through a public process in accordance with Executive Order No. 323, which covers the rules on the government’s privatization program.

“This has been confirmed by the Department of Transportation and Communications (DOTC),” Rodriguez pointed out.

The authors also recalled statements by DOTC that the proceeds of the privatization of the old Lumbia Airport in Cagayan de Oro City can be used to finance other government infrastructure programs.

The MRS project is one of the more notable and impact projects of government for Mindanao from Cagayan de Oro City to Iligan City and passing through the modern Laguindingan International Airport.

“It stands to reason therefore that the proceeds of the privatization of the old Lumbia Airport be devoted exclusively to finance the Cagayan de Oro-Iligan Railway project,” the authors argued.

HB 4059 has been pending with the House Committee on Transportation since March 10, 2014. Congress opens its second regular session in July when the President delivers his annual State of the Nation Address (SONA) before a joint session of the 16th Congress. (PNA)

Manufacturing sector seen to lead industry growth

T

he manufac tur ing sector is expected to lead industry growth in the second half of the year, bolstered by rosier outlook for exports and investment interests.

“The sector is expected to gain from the positive outlook for exports and the increasing interest of foreign firms to set up operations in the country,” said Socioeconomic Planning Secretary Arsenio Balisacan during the release of the secondquarter growth figures.

Balisacan said the manufacturing sector remains upbeat as indicated by its double-digit growth.

Government data showed that gross value added in manufacturing accelerated to 10.8 percent in April to June this year, buoyed by strong external demand and household final consumption.

Balisacan said that apart from the manufacturing sector, the public construction subsector is projected to boost industry growth

in the second semester of the year.

“Growth of the construction industry will be supported by the roll-out of public infrastructure projects, including PPP (public-private partnership) projects, the reconstruction assistance in the Visayas region, and the demand for more business and residential units” he said.

He added the services will continue to grow due mainly to higher demand by households, domestic

industries, inbound tourists and the strong external demand for business process management.

Meanwhile, Balisacan said that on the supply-side, the agriculture, fishery and forestry sector is seen to also maintain its momentum.

“In particular, livestock and poultry will likely grow due to increasing consumer demand as the holiday season approaches,” he added.

In a press conference, BOC Commissioner John P. Sevilla said they charged the respondents for violating the Tariff and Customs Code of

the Philippines (TCCP) for unlawful importation and the fraudulent filing of import documents under Sections 3601 and 3602 of the TCCP. Sevilla added that the respondents are also facing charges for alleged violation of the Bureau of Product Standards Law for the attempt of a non-holder of an Import Commodity Clearance (ICC) to import steel products without proper certification, and the Revised Penal Code for falsification of documents.

The BOC chief said that Miranda and Rollon are also facing additional charges for alleged misdeclaration of the weight and value of their shipments in violation of Section 2503 of the TCCP. The complaint-affidavit stated that Archer Blaze

submitted fake documents, including fake Conditional Release Permits of the Department of Trade and Industry-BPS to facilitate the firm’s importation of 47 twenty-foot equivalent unit (TEU) containers of angle bars from China with a total value of Php 38.741 million on June 10 and 14, 2014 at the Port of Manila (POM).

Likewise, Echo Tan misdeclared the products they imported as “steel round bars” from China.

However, upon inspection, it was discovered that the shipment contained various steel products of various sizes, including stainless steel flat bars, stainless steel angle bars and stainless steel round bars with a total value of Php 6.69 million on April 26, 2014 at the POM. (PNA)

Domestic liquidity growth eases further MANILA -- Domestic liquidity (M3) grew by 18.3 percent year-on-year in July to reach P7.1 trillion.

This increase was slower than the (revised) 23.3-percent expansion recorded in June.

On a month-on-month basis, seasonally-adjusted M3 increased by 2.5 percent, following a slight decline of 0.3 percent in the previous month.

Money supply continued to increase due largely to the sustained demand for credit in the domestic economy.

Domestic claims rose by 13.0 percent in July as bank lending growth accelerated further.

The bulk of bank loans during the month was chan-

neled to key production sectors such as real estate, renting, and business services, wholesale and retail trade, manufacturing, utilities, and financial intermediation.

Meanwhile, public sector credit decreased by 4.1 percent following a (revised) expansion of 8.7 percent in June as the deposits of the National Government (NG) with the Bangko Sentral ng Pilipinas (BSP) increased at a faster pace, reflecting in part proceeds from the auction of government securities as well as revenue collections of various agencies.

Cebu beauty products maker invests P50M on new plant

EBU City - Cebu-based beauty care product maker GT Cosmetics Manufacturing is investing P50 million on a new soap plant in the northern Cebu town of Liloan in preparation for a projected increase in demand with the Association of Southeast Asian Nations (Asean) integration in 2015.

Leonora B. Salvane, GT Cosmetics owner and national sales manager, said the company’s third manufacturing plant will rise on a 3,320-square meter property in Barangay Tayud, Liloan.

Salvane said the plant, which is projected to start operations in the middle of next year, is expected to increase the current daily production in their Liloan plant of 6,000 soaps tenfold.

Salvane said the decision to open another facility was prompted by the request of Watsons, a personal care firm partly owned by mall operator SM Prime Holdings Inc., to increase GT Cosmetics’ present supply since it is planning to add more products in its stores across Southeast Asia.

“Watsons requested us to expand our volume. We told Watsons that we will be ready. We will be adding more products to their existing outlets,” she said.

At present, GT Cosmetics maintains a combined daily soap production of 12,000 pieces from their

The resurrection of tyranny WITH a waning popularity and a graft ridden administration, Pres. Aquino is now seemingly driven into a wall of frustration. His insistence on the legality of the Disbursement Acceleration Program (DAP) exposes the truth that without money at his “personal disposal,” the Presidency is nothing.

It is, therefore, imperative that in order to successfully run the affairs of the government, the President must have enough money at his behest and disposal.

I have seen many organizations up close in my years working as a consultant, and I can still remember a few which epitomize the learning, unlearning, relearning necessity of keeping oneself current.

There is this organization which for years has maintained excellence in the way it performs its work. One proof of that is, it never makes it to the

Then one day, my office

got a call from an officer of this excellent organization.

They wanted a meeting to explore possible consulting engagement. I was both thrilled and a bit concerned.

What could be their problem? Well, in many cases, not in all, but in many, I get distress calls.

The initial meeting and the succeeding activities of the engagement seemed surreal at times. This engagement is not like the many I knew. Looking into the “innards” of the organization, I can see that they are doing well. Internal control systems are in place, human resource development is

done regularly and predictably and purposively like changing one’s clothing, processes are clear, process owners are well- trained, employees are aware of the organization’s broad directions, etc. In other words, they are not facing any issue or any problem. But not to top management. While they expressed satisfaction with their governance structures and systems which are at par with their international counterparts, they want to be better. They want to bring the organization a few notches higher, one which can confidently handle the See change, page B5

However, how many times have you discovered something much more interesting and engaging while on the trail of locating the “right” answer to a question?

The search for specific answers to

questions can contain an unparalleled experience filled with many pathways of opportunity. The value lies in the desire of the learner to be open to a new way of viewing learning. What can I discover that I didn’t know before and how could I use that information to pursue a new and unique direction? Do you get frustrated when you are not able to locate the “right” answer? Rather than shut down; ask yourself, “How can I look at this differently and ask more questions to search for more answers?”

That’s how to make learning fun!

Busy? Why not go extra mile?

Yes, I am sure you are busy, as am I. It would often be so easy to “pass” on what we should be doing.

It is easy to feel like we are busier than anyone else.

But sometimes the difference between success and failure is the willingness to push through just one more time.

Push on anyway, even when it would be easier to give up! This is what we call going through the extra mile.

However, why push through when we can pass work to our colleagues?

The answer lies on experience and learning along the way. As hurried as life

is, we usually pass on “small things” to someone while we focus on bigger opportunities.

I was reading a book this afternoon by Shinichi Suzuki, called ‘Nurtured by Love’. Suzuki is the creator of the Suzuki method, which has helped many young children seem like child prodigies at violin.

What Suzuki reveals about creating excellent violinists also applies to each of us becoming authorities in our field: • Ability training occurs with repetition and time • Talent is not inherited, but developed • If it takes 10 years to

develop your area of expertise, start today and you will have it in 10 years!

One of the phrases that impressed me in the book was “first character, then ability.”

We all want ability, we all want to be authorities and experts in our field. But, do we have the character to develop the abilities that we want?

Do we have the endurance and perseverance to develop our talent? Thus, we need to go extra mile to reach our goals.

We realize that some things we used to think and believe actually are not true, such as superstitions and racial prejudice.

It’s so important that we always keep learning, because our mind is a terrible thing to waste!

Someone said: “You should always keep an open mind, but not so open that your brains fall out!”

In other words, we need to use our mind and conscience God gave us to sort through what’s true and what isn’t.

We’re responsible to think and find out the truth for ourselves. That way we won’t let others

rent space in our heads!

As a professor of mine used to say: “If you don’t know for yourself, you’ll get hustled and fooled all your life.”

This is why Jesus Christ came: to explain and show us the true way we were made to enjoy the life He gave us.

He didn’t create us to stumble through life in the dark, not knowing the right way to live a successful life.

So why not ask Jesus Christ to forgive you for your past wrongs? Then ask Him to start showing you His way to true success and satisfaction.

You’ve got nothing to lose and everything to gain.

Just Think a Minute.

These three branches of the government have inherent powers which are mandated and protected by the Constitution.

However, when the Supreme Court declared the illegality of DAP and PDAF, President Aquino was unhappy. Aquino insisted that DAP was legal and want the Supreme Court to reverse its deci-

sion. Aquino showed his tantrums - like a bullied kid who lost his lollipop to another kid. Aside from this, Aquino has started to toy on the idea of amending the Constitution to clip the Supreme Court of powers that are otherwise inimical to the interest of the Executive Department.

must be wary of Aquino’s ulterior motive. Aquino is playing innocent of his true intentions. By this time, the citizenry must rally together. Banks’ foreign assets expanded due mainly to the growth in their deposits with other banks and in their foreign loans and receivables.

Meanwhile, banks’ foreign liabilities rose on account of higher deposits of foreign residents as well as placements and deposits made by foreign banks with their local branches.

The previous adjustments in reserve requirements as well as in the interest rates on the special deposit account (SDA), reverse repurchase (RRP), and repurchase (RP) facilities are expected to continue to bring domestic liquidity growth in line with the pace of expansion of the real sector.
