CAGAYAN DE ORO CITY -- The majority block of the local Sangguniang Panglunsod here has readied another graft case against incumbent City Mayor Oscar Moreno this week. City Councilor Prexy Elipe said on Tuesday said that the case stemmed from the improvement of Gaston Park, a public square across the City Hall building in front of the St. Augustine Cathedral, amounting to more than P 10 million. He said that the members of the majority block in the city council have already signed the joint affidavit on Monday. “We are going to file the case with the Office of the Ombudsman any time this week once the Vice Mayor signs the affidavit,” Elipe said. Vice Mayor Ian Acenas, however, failed to sign the joint affidavit because he failed to attend the regular session Monday due to some other business, Elipe said. Banning premature campaigns? A veteran lawmaker has moved to “reinstate” the prohibition against premature campaigning and revive election offenses committed prior to the start of the campaign period. HB 4105 prohibits “electoral campaign or partisan political activities except during the campaign period and providing a penalty therefor.” But under the present state of our laws, there is no longer any prohibition against premature campaigning. Premature campaigning has already

been decriminalized in the 2009 case of Penera v. Comelec, et al, (G. R. No. 181613, Nov. 25, 2009, En Banc). Based on the Penera case, the rule now is that two (2) facts must concur in order for a person or aspiring candidate to be liable to an election offense: first, he must have filed his certificate of candidacy; and second, the campaign period has commenced. This means that a candidate in our (automated) elections could campaign much earlier than the start

of the campaign period and not incur any criminal liability for premature campaigning under our election laws. To say that the legal conundrum arising from such a jurisprudential rule not only decriminalizes premature campaigning, but any and all election offenses committed prior to the campaign period as well is debatable.. Whether the majority of the Court realizes this grave implication from its ruling, it merely washes its hands by conveniently

stating that “the forum for examining the wisdom of the law, and enacting remedial measures, is not this Court but the Legislature.. Whether the fault lies in the flawed phraseology of the law on automated elections (as the majority seems to imply), or the infirm legal reasoning or interpretation of the ponencia (as the minority suggested), one thing clearly stands out – “there is an urgent need for remedial legislation in this particular area of our election law,” thus Congress should do something about it.

Catching the corrupt It does not need a rocket scientist to know that a public sector employee or official is corrupt if only government officials like Interior and Local Governments Secretary Manuel “Mar” Roxas II is serious in running after these menaces in the government. A simple mathematical computation of the income received by any government functionary less the average monthly expenses multiplied by the number of years of service will readily show if the acquisitions of real estate and personal properties justify their current lifestyle. That deputy precinct commander and the other precinct official tagged as accomplice and mastermind, respectively, of that daring broad daylight abduction and holdup of two employees of a construction firm based in Lanao del Sur two to three weeks back along busy Edsa highway

in Mandaluyong City, can never justify their lifestyle and acquisition of those vehicles used in the crime. But since no official from the Philippine National Police which is operationally under Roxas, the inexplicable acquisitions and unexplainable wealth of the duo were never given any attention. Why? Apparently no attention was given to such anomalous situation because such inexplicable and unexplainable wealth among officials or even ordinary patrolmen in the police force has become the norm rather than being viewed as a deviation. Will a more senior official up to the level of the PNP chief who also have inexplicable and unexplainable wealth bother to check how their junior subordinates were able to accumulate so much wealth given their meager pay, if the ranking officials have themselves stripped of any

moral ascendancy to do so for indulging in the same crime? By the way, my use of the term crime here is justified by the law itself against corrupt practices act authored by then Sen. Jovito R. Name a police official from the rank of captain up to the rank of Director General Alan Purisima who has not acquired, so far, inexplicable and unexplained wealth, thus living a lifestyle for himself and his family

There is no way that a police official or any functionary in the military, Bureau of Customs and the Bureau of Internal Revenue can ever accumulate wealth during their time in the government service unless they are engaged in activities other than their official functions, or were rich already when they joined the government, or they are direct heirs or scions of the country’s business tycoons. Many employees in the private sector who are receiving a salary of P40,000 or more but less than P50,000, will tell you that their pay is only enough to make both ends meet especially if those employees still pay monthly house rent or amortization. ing of the capsule, on Tuesday, that signaled the start of the construction of the two-storey Agutayan Reef Tower of the coastal town of Jasaan, opens a new chapter of the province’s tourism industry. “I believed that the influx of both domestic and foreign tourists would take place throughout the year here,” Emano said.

He said that the Agutayan sandbar and its clear sea waters has been declared protected areas and has become a favorite exclusive destination of local and foreign tourists. Oriental and Steag Power Plant, a 105 megawatt coalfired power plant, are partners in the development of the Agutayan sandbar as a compelling tourist destination. He said that Steag is bankrolling the construction of the Agutayan Reef Tower through the Department of Energy. According to Emano,

Steag is allocating P0.1 per kilowatt hour as part of its social and environmental commitment. “The amount is mandated by the Department of Energy,” he said. Once completed, the Agutayan Reef Tower will serve as a training center for diving lessons for both local and foreign tourists. Emano said that the 82 square meter watch tower

could also serve as a resting center for researchers of marine life and marine organism. He said that the Agutayan Reef Tower would be designed so that the high tide will not affect its operation. During high tide, the white Agutayan sandbar is submerged and could not be seen by the naked eye, Emano said.

Senator Aquilino “Koko” Pimentel III today urged the government to take immediate steps to stop the reported plans of the Islamic States of Iraq and Syria (ISIS) to recruit young Filipino fighters from Muslim Mindanao. “We should not allow terrorist groups to derail our ongoing peace efforts,” said Pimentel, referring to the creation of the Bangsamoro Autonomous region that is viewed as the final resolution to decades of bloody conflicts in the South. He cited published reports of law enforcement organizations that there was an alarming increase in the

number of Filipinos going to Iraq and Syria reportedly to train and fight with the ISIS in conflict zones in the Middle East. Pimentel said efforts to end the conflict in Mindanao through legal means would be likely jeopardized, citing a report that Filipino fighters who are veterans of the ISIS campaign could pose a serious threat because they might use their experience here. Antongalon AMPC: modern day farm service provider B

UTUAN City - In Luzon, they call them Cabecillos. In Visayan-speaking regions, they refer to them as Pakyaw Groups. They are known today as modern day Farm Service Providers. The Department of Agriculture (DA)-Regional Field Officer XIII through the Agri-Pinoy Rice Program aims to transform modern day farm laborers into effective agents for the improvement of the farming system. This is a practical response to the demand and scarcity of farm workers parallel to the agro-economic condition in the rural areas. In Region 13, the Antongalon Agusan MultiPurpose C ooperative (AAMPC) was accredited to become a Farm Service Provider (FSP). “The primary objective of the cooperative as FSP is to facilitate efficient land preparation, improve crop stand by introducing

new technologies, increase yield, lower cost of production, reduce post harvest losses, and satisfy the farmers who avail our services,” said AAMPC chairman Gerardo Mag-isa. To capacitate AAMPC and become an agent in providing farm services, the DA armed its members with the necessary skills and knowledge through trainings, assisted in the additional build-up of the cooperative, and provided modern equipment and machineries. Improvements in pre and post harvest technologies and the adoption of climate-smart technologies were introduced to members. AAMPC are seasonal farm laborers majority of whom gained farming skills through experience and actual involvement in the field. 2 flatbed mechanical dryers and 2 seeders (direct). The Farm Mechanization Program implements the 15:85 counterparting scheme in which the association pays only 15 percent upon compliance with all requirements. “A total of P12-million worth of farm equipment, machineries, financing assistance including the renovation of our office, were given by the DA. We are more than grateful to the agency and as a way of giving back to the people what we received, we commit ourselves to provide efficient service to our farmers.” Mag-isa vowed. offer their services starting from land seeding preparation, care and maintenance to harvesting. The mode of payment depends on the kind of service rendered. If a hectare of land yields 100 bags, the share of the cooperative is 14 bags and from that share, 20 percent will go to the workers and the machine operator. AAMPC is now an active DA partner as it continues to provide the needed support to empower the farmers in Caraga and increase productivity. The DA through the Rice Program places farm mechanization as one of its top priority concerns in support of food security and self-sufficiency.

Ozamiz completes poverty-reduction projects O

ZAMIZ City, Misamis Occidental – The Poorest of the Poor Livelihood Program (PPLP) and the Hinterland Greening/Tree- Growing Program (HG/TGP), under the 2013 Bottoms-Up Budgeting (BUB) Planning Process in the city, have been 100 percent completed, as of August, this year. Implemented by the Department of Social Welfare and Development (DSWD) at P1,400,000, and the Department of Environment and Natural Resources (DENR), at P500,000, the PPLP and HG/TGP, respectively,

are only two of 25 BUB poverty-reduction projects with a total amount of P30,000,000, intended for the city. However, provincial director Sanivier G. Patoc of the Department of Interior and Local Government (DILG), said the BUB has been renamed Grassroots Participatory Budgeting (GPB) and have been placed under the DILG, which does the monitoring of the projects. Meanwhile, Jovencio P. Laranjo, GPB Coordinator, in his report to Patoc, said the projects of the Department of Agriculture (DA) under the 2013 BUB/GPB

Coco farmers in Davao region want community-based processing hub

AVAO City - Coconut farmers in the region are asking for the establishment of a community-based coconut processing hub so that profits from the sales of coconut products and by-products would reach them, an official of an advocacy group said. In an interview Monday at the sidelines of the weekly Kapehan sa SM, Kilos Magniniyog national coordinator Socrates Banzuela said it was not the farmers who benefited from the sale of the coconut products, but the millers and landowners. ave you ever felt the feeling of being abandoned and rejected? How did it made you feel? What would you do if the abandonment and rejection came from the person you love the most? If ever you were abandoned or rejected in the past, this blog is specially written for you. Last Sunday’s episode for CHINK POSITIVE, I can say this can be one of our best episodes for the year 2014. Why can I say that? We were able to be given the opportunity to be visited by a multi-awarded actress (4 best actress and 2 supporting actress awards) in the person of no other than Miss. Aiko Melendez. No nonsense no holds barred interview was granted to us. Stories after stories, revelation after revelation, some of them were so personal, no one knew it happened. Aiko spilled everything on how she felt as a child when her departed father Jimmy Melendez, left her in Japan to seek a better career in the Philippines. Three years passed, she never received a letter or heard from her father. (Take note: This happened during the early 80’s where internet and texting are non-existent.) Aiko and her mother decided to pack up their bags and tried to look for her dad in Manila. This was no easy task since they do not have any close relatives in Manila. They had to squat and live at her ninang’s house. Since the ninang was not also that well-off and didn’t have enough space in their place. They just settled living under the steps of the ladder of the house. Money was also scarce since the mom was only working as a nurse. BILIBID BOYS During the search, Aiko

and her mom discovered that her father was then an established actor / matinee idol who was pushed to stardom by the movie “Bilibid Boys.” Another painful thing they discovered was that the father started a new relationship with another woman. But the one that really brought so much pain and resentment to Aiko was when her father denied on public TV that he had a family and a daughter. (It was that season when actors were not allowed to divulge that they have a family or else their career will be over.) ABANDONED & REJECTED First they were abandoned, then, rejected. The feeling of rejection coming from a father can be most painful thing a child can experience. The protector then became the offender. Aiko openly shared, the feelings of rejection that lead to resentment, and her prolonged resentment led to anger, and anger continually fed led to unforgiveness and bitterness. Because of this incident, it made her become a fighter and was forced to face life’s challenges at a very young age. She was left with no choice but to fend on her own. RESENTMENT With so much resentment and anger towards her father, Aiko entered showbiz at a young age of 6, and vowed to prove to her father that even without his emotional love and financial support, they will be able to stand with her mom on their own. Indeed that drive was able to push her to reach the highest level of her movie career. Until now she still holds the reputation of having one of the longest Drama Anthology for 15 years. Aiko shared, “I thought that my drive to prove my father wrong made me become

a better person. In reality, I didn’t realize that it wasn’t bringing out the best but the worst in me. I became a strong fighter and will not back-down at any confrontation especially when stories were made up to hurt me or my family. I was so strong and full of pride that I will not even ask for any help from anyone.” I asked her for the real reason why she never asked for any help and just keep her problems to herself. Aiko then realized and confessed; because of the pain of rejection that she received when she was abandoned made her commit to a vow that she would not ask for anyone’s help especially her father. Why? Because she doesn’t want to experience the feeling of rejection again. But unconsciously, this promise she made to herself did not help her but instead hurt her all the more. Resentment turns to pain; pain turns to anger; anger left unchecked turns to bitterness; bitterness turns to unforgiveness; unforgiveness turns to living a lifestyle of stress. If you are also going through the same situation just like Miss Aiko, you are not alone. If you were also abandoned and rejected by your loved ones, you are not alone. If people you expect to love and protect you are the ones hurting you, you are not alone. But, how can you move out of this unfortunate circumstance and situation in life? The airline currently operates 27 routes from Cebu to other domestic and international destinations. The P17.5B Mactan-Cebu International Airport expansion project aims to modernize the Philippines' second largest aviation hub. The passenger terminal building's current capacity accommodates 4.5M passengers per year. With the expansion, the Mactan International airport will increase its annual capacity to 8M passengers per year. Last year, CEB estimates about 3.33M passengers flew within its Cebu hub.
