CLAVERIA, Misamis Oriental––Second district Rep. Juliette Uy graced the Guided Field Tour and Technology Forum held Tuesday morning in one of the techno demo farms here.

Organized by the Department of Agriculture (DA) in Region 10 under Regional Executive Director Lealyn A. Ramos, Rep. Uy delivered her keynote message before the huge crowds.

Later, Rep. Uy joined the group for the Guided Field Tour, demo on mushroom cooking, demo on cassava equipment and value adding products, and a visit to

the seed processing center.

The program started at 7 a.m. while the opening program started at 10:30 a.m. with an Invocation, singing of the Philippine National Anthem, and singing of DA Hymn.

DA Regional Technical Director Constancio C. Maghinay Jr. for R&D gave the opening remarks while Ms. Carlota S. Madriaga does the formal introduction of participants.

Fernandez noted that some companies no longer applied for permits at the city government after getting their ECCs. She added many firms are operating in areas for which they have no ECCs or business permits.

She said they will recommend to the DENR to reverse the process, that is, start the ECC process at the level of local government units.

“They can try it with us in Malaybalay City first,” she added.

Fernandez, a former DENR employee, explained that previously companies applying for ECCs had to go through the social acceptability process first.

According to the Revised Procedural Manual for the DENR’s Department Administrative Order 2003-30, “no permits and or clearances issued by other national government agencies and local government units shall be required in

the processing of ECC applications.”

But the same order does not exempt a proponent from securing other government permits and clearances as required by other laws.

She said a company was able to obtain an ECC for an area that includes a portion with a very steep slope.

She said the use of very steep areas could have been avoided if the ECC process started with the local government, and it would have been spared the burden of undertaking mitigating measures for such practice.

Fernandez said they have required the companies to submit their environmental management plans for 2013 and 2014, to verify compliance with measures that would ensure environmental protection and soil conservation.

Butuan police chief readies security for Christmas celeb

BUTUAN City––The City Police Office here has made sure that everything is in place in terms of providing security and maintaining peace and order in this city during the Christmas season and the New Year.

This was made clear by City Police Office Director Senior Supt. Nerio T. Bermudo in an

exclusive interview saying that a security plan had already been laid out for the city’s 86 barangays during the entire Christmas celebration.

According to Bermudo, aside from farming out his men in the barangays, he had already instructed his men to keep close watch on bus and jeepney ter-

minals, public markets, banks, business establishments and stores as well as streets to provide the people a sense of security.

Bermudo said police presence in strategic areas will give the people reliance on the local police as well as a feeling that they are protected. This will also encourage them to immediately

report to the police suspicious individuals and untoward incidents.

Bermudo also warned his men against indiscriminate firing of their firearms during the Christmas season and New Year or risk suspension or termination from the police service. This, he said, is per strict order from Caraga

Police Regional Director Chief Supt. Getulio Napenas.

Bermudo hoped this year’s Christmas and New Year celebrations will be peaceful and full of cheer for the Butuanons with the assurance that the city police office will be ready to provide them protection and security.

The provincial chief executive visited the two barangays on a medical and dental outreach mission as part of her 6-point agenda covering health services.

More than a thousand residents received medical consultations and treatment while some 60 dental patients benefited.

Gov. Amante-Matba, a nurse by profession, took the occasion to lecture the villagers about family planning and the benefits derived from Philhealth membership.

Angry at Media? Enrile shows how

METRO MANILA ---The Philippine Press Institute (PPI) met the other night in downtown Makati and discussed how to deal with the complaint filed

by Senator Juan Ponce Enrile against the Philippine Daily Inquirer. It stemmed from the publication of PDI of a story that identified him as allegedly the “mastermind” or “brains” behind the alleged PDAF scam of Janet Napoles. Senator Enrile vehemently denied this.

Instead of filing a libel or civil case in the regular courts, it was instead filed before the Philippine Press Council (PPC), asking for an investigation and the corresponding sanctions imposed, if warranted. I will not talk here about the merits of the Enrile complaint. I will just show to you what this process is all about.

This grievance procedure is not known to many. But at PPC, an aggrieved citizen can lodge a complaint against the newspaper concerned without going to court and seek redress from the print media sector itself. PPC is composed of sectoral representatives from the academe, civil society and private media. It somehow serves as a “watchdog” in that an individual can lodge a complaint against a PPI newspapermember if he feels aggrieved due to a published article and he needs to also have his side reasonably heard as a way of vindication. It is a mechanism that allows the media sector itself the matter of policing its own ranks and disciplining its own members and at the same time upholding press freedom.

However, there are certain “jurisdictional elements” that must be present to set in motion this procedure of seeking redress. Here are some basic things to bear in mind before the council can take cognizance of a complaint.

First, the newspaper subject of the complaint must be a PPI member. This is necessary because sanctions cannot be imposed on non members for obvious reasons, the press council being an instrumentality of PPI. Secondly, there must be

no other pending case in court or in any other body over the same subject matter. In this case, a certification submitted by the complainant must first attest to this non-pendency. Thirdly, there must be a waiver on the part of the complaining party as to judicial recourse, meaning he will forego of his right to go to the regular court or any other administrative body to seek redress if he submits to the jurisdiction of the press council. Lastly, the complainant must show proof that he had communicated to the newspaper concerned to give his side to a published derogatory report but this has not been given due consideration by the said publication.

If all the above elements are present, the press council shall then take cognizance of the complaint and after due investigation and hearing both parties, a decision is rendered. An erring newspaper will be required to publish the decision of the council and/or will be ordered to give reasonable space for the publication of the complainant’s own side of the story subject of the case. If the newspaper refuses to comply, a possible fine can be imposed and the other PPI newspaper-members may then proceed to publish in their own publications either the decision or the side of the aggrieved party or both.

This mechanism for redress has not been resorted to too often by aggrieved citizens principally because this procedure for redress is not known to many yet. In fact, there were not too many of such complaints lodged before the council up to the present.

According to records, the most notable and the latest case so far heard was the case filed by former Executive Secretary Alberto Romulo against the late Philippine Star columnist Max Soliven, for the latter’s series of commentaries allegedly derogatory to former ES Bert. But this happened many years ago. In fact, incumbent PPC chair Tony La Vina said the council had

been inactive for sometime and needs to re-charge batteries now with the Enrile complaint filed before it.

Provincial or regional press councils may also be organized by the local press groups to address their own local problems. I was informed that the press council that is most active and functioning today is the press council in Cebu City. I touched base with the council through Ms. Cherrie Lim when I was in Cebu last week.We need to replicate this mechanism nationwide. For the moment, the Philippine Press Council has been moribund and it got out of long slumber only with this recent complaint filed before it by a senator of the Republic.

This will now bring me to some other important points I wish to stress. If the press council is active and functioning and worthy of the public’s trust, there is in fact no more need for Congress to pass the controversial “right to reply bill” that media is opposing. I understand the “right to information” bill that media is pushing is still pending in Congress and is subject to a “quid pro quo” deal where the last time I checked, Congress seemed to push for an “exchange deal” for the latter’s baby, the Right to Reply bill. Come to think of it, there is no more need for this “tit for tat” arrangement. The intendment of the “right to reply” law is rendered moot by this press council mechanism. Moreover, by availing of the press council grievance machinery, we all avoid and prevent long, tedious, expensive and acrimonious law suits and cases between the press and litigants seeking redress.

We always also hear the advocacy of de-criminalizing libel.

This press council mechanism, if normally availed of by those who have complaints against newspapers, will bring about this desired end -- even before the law is amended. Ultimately, this will all bring us a more responsible , a much livelier and freer press -- a necessary bulwark of our democracy.

Everything boils down to money THE conflict arising from ownership of the lots in Barangay Calangahan, Lugait, Misamis Oriental started mid-year in 2013.

The death of Nixxon Tungao,35 during the bloody confrontation with riot police last December 4 was the Cris Diaz second to have taken place there.

The first was on June 5, 2013 when Eulogio Clapano, Jr. 45, died of a heart attack. Clapano reportedly suffered a heart attack when the demolition team cut down more than 300 coconut trees on his claimed lot. Of course, unable to fight back, Clapano simply kept to himself the fit of anger that must have caused his blood to rise up.

Another farmer also complained of harassment. Soldedad G. Magallanes said that the demolition team also destroyed her bananas at a time when it fruits were ready for harvest. The calibrated harassment on the settlers in Barangay Calangahan started mid-year in 2013.

The Achondoa Agro-Industrial Company claimed ownership of the shoreline lots in Sitio Calipay as part of the company’s total land area there.

Some 300 settlers refused to accede saying that the lots that the Achondoa company was claiming were not part of the company’s land area. Well, there is an existing law that shorelines could not be titled and that the shorelines are owned by the government. On the contrary, there is also a law that landowners extend ownership of lots when their land lies abutting the shorelines. Obviously, whichever interpretation is correct, the law has always a loophole. This is the loophole that the Achondoa company fought for to the

frustration of the helpless settlers.

Knowing their rights, the settlers filed a case in court arguing that the Achondoa’s lots cover only lots with TCT numbers 1797, 1746, and 1747. The settlers claimed that they were occupying lot numbers TCT 1800, 1796, 1799, 1450 and 1451.

However, the Supreme Court reportedly did not side with the settlers’ arguments.

The Supreme Court reportedly sustained the Achondoa’s claim of ownership of the lots occupied by the settlers. Consequently, the High Court issued the Writ of Demolition.

The municipal sheriff of Lugait Norberto Labis, of Branch 44, served the writ of demolition last Dec. 4. Labis, accompanied by a team of riot police and a demolition team engaged in a bloody confrontation with the settlers in the area.

It was when the confrontation between the protagonist went out of hand that Gov. Bambi Emano of Misamis Oriental to the area to settle the dispute. Actually, Emano did not go there to put a stop or hold the serving of the writ of demolition.

Emano knows that preventing the serving of the court order would put him in hot water. Bambi was there to appease both parties and assure the settlers of a possible relocation site.

What really makes us wonder is the inability of the municipal government of Lugait to settle the issue long time ago.

We were also caught with the audacity of the sheriff to serve the demolition order at all cost. Did money play a role in all these hyped? Maybe or maybe not. But it is an accepted norm these days that everything boils down to money. Right?

This enemy does not have any limit or boundary. It transcends from one race, creed and religion and freely thrives in all continents of the world.

Humanity’s insatiable greed for power, fame and wealth is the immediate cause of all of the world’s suffering and misery. It is the sole culprit why this beautiful world instead of becoming more beautiful with the onset of technology and the advancements of science and medicine, it is becoming uglier.

And now that it is becoming uglier, humans are now exploring if it be possible for us to live in other parts of the galaxy such as

The biggest problem of humans is their inability to internalize the very reason for their being. Humans are always of the belief that they exist for their own sake.

Never did it happen that humans took their existence as something that is for others because to think this way is to negate their very nature that is gripped by greed.

When in the process of celebrating Christmas we say it is God’s act of taking the form of a human being in Jesus so he can save the world, what do we mean by that? God, let us understand, took the form of a human being because

of the people’s overwhelming cry for salvation from their misery and suffering brought about by oppression and exploitation.

Of course, those who cried for salvation from their life’s condition were those who were forcibly put against their will in a life condition where they don’t experience anything other than suffering and misery. Logically, those who are well-off will never cry for salvation, will never cry for God to change their life’s prosperous and abundant situation to one that is perennially in want and in need.

So why are people in suffering and misery? Definitely, no human being will ever dream of living a life that is in suffering and misery. Even the lowliest person in society also dreams of having a prosperous and abundant life. Sadly, however, others, in fact majority of the human race, are put See ENEMY, p.11

Palace to probe Misuari escape Police draft new measures

AMBOANGA CITY - The Palace will probe reports that Moro National Liberation Front (MNLF) founding leader and former Autonomous Region in Muslim Mindanao (ARMM) Gov. Nur Misuari has left the country despite an arrest warrant and a cancelled passport.

Misuari's spokesman, lawyer Emmanuel Fontanilla, said Misuari is in Africa to attend the 40th Organization of Islamic Cooperation (OIC) council.

"Since that is a violation of the cancellation of the passport, we will lo ok into t he circ umstance ng paglabas niya sa bansa (We will look into the circumstances

on how he was able to leave the country)," said Presidential Communications Operations Office (PCOO) Secretary Herminio "Sonny" Coloma Jr. in a media briefing on Tuesday.

Misuari and his men are facing rebellion charges for attacking Zamboanga City in September that left hundreds of people dead and millions worth of properties damaged.

The P2.1 billion allocation for the cash gift, according to PGM Vergara, is 16.7 percent higher than last year’s allocation of P1.8 billion.

GSIS Pagadian City branch head Engr. Leoncito S. Manuel said qualified to receive the cash gift are oldage/retirement and disability pensioners who have been receiving their monthly pension for at least five years as of Dec. 15, 2012.

tonomous Region of Muslim Mindanao (ARMM) who are on suspended status at the time of the grant of the Christmas cash gift will be ineligible to receive it, but may still qualify if they activate their status not later than April 30, 2014.

Vergara said that pensioners who will receive their cash gift for the first time will be granted an amount equivalent to a month’s pension but not to exceed P10,000. While pensioners who have been previously receiving a cash gift of more than P10,000 will get one month’s pension up to a maximum of P12,600.

713 HIV-AIDS cases in Davao since 1984 D AVAO CITY — The city has recorded 713 cases of human immunodeficiency virus and acquired immune deficiency syndrome (HIV/ AIDS) in the past 30 years, according to the National Epidemiology Center of the Department of Health (DOH).

Close to 27 percent or 190 cases occurred from January to September this year, 16 of which were recorded in September.

The 16 new patients were all males, according to the data.

Bisexual mode of transmission came next at 73 cases, with heterosexuals registering 27 cases.

DavNor gov recognizes role of info officers in emergencies TAGUM CITY, Davao del Norte -- Davao del Norte Governor Rodolfo P. del Rosario recognizes the important role that information officers are taking especially during emergency situations.

Giving the keynote speech during the recently held 2013 Mindanao Communicators Network Congress and Workshop held in Tagum City, Del Rosario expected information officers to allay people’s fear of the unknown through information.

He also presumed them to work ways for local chief executives to communicate with their constituents via

multi-media during emergencies, so LCEs can give assurance of the government’s capacity to manage the situation and to immediately carry out relief operation.

He expected information officers to perform such functions, viewing them as “frontliners” of local government units (LGUs) especially during situations “when your LGUs do not have the benefit of time to call for meetings and discuss policies in the middle of emergencies.”

Del Rosario engaged government information officers to emergency situations as he carried his

discussion towards greater public awareness and understanding on climate change and disaster preparedness.

He observed that such pressing concerns also “redefined” the functions of information officers in the same way these had done with LGU executives who started to elevate policy decision-making to the fields of science and of research.

Del Rosario revealed his issuance of Executive Order No. 19 series of 2013, reorganizing the Provincial Disaster Risk Reduction

and Management Council which integrated the National Climate Change Adaptation “key result areas of the Climate Change Commission.”

He said the Council had approved in a meeting in November, 2013 the creation of Climate Change Academy which would grant a research fund for a study on the effects of climate change in local ecosystem from “reefs to ridges.”

“These research outputs shall hopefully inspire policies to be enacted by our Sangguniang Panlalawigan, for our execution,” he said.

Del Rosario also revealed his initiative to launch the Oplan ANDAM or Advocacy on Natural Disaster Awareness and Management designed, among other objectives, to introduce simple technologies “adaptive to the changing climate, and reduces the risks to natural catastrophes.”

The provincial governor placed particular concerns on climate change adaptation and disaster risk management as he noted the Philippines, among other poor island-nations, to have become more vulnerable to

natural disaster as a result of climate change.

Whi le t he nat iona l government advances the disaster risk reduction management at the local level , Del Rosario noted that LGUs have yet to fully mainstream climate change adaptation in their local agenda.

How? It is because of the insatiable greed for power, fame and wealth of the few.

I mentioned here yesterday if it is just and righteous for Meralco, for example, to charge additional P4 per kilowatt hour consumed by their customers starting this month but declare to all and sundry they are expecting to rake in P17 billion net profit for the year?

Certainly not! But why is this power distribution firm in Metro Manila and its neighboring areas collecting more charges while protecting its billions of pesos net profit at the same time?

This is because of greed, the insatiable greed of its owners. And they are pushing their greed to the hilt even if it means inflicting more suffering and misery to its customers.

Remember that greed does not have a heart nor does it have a conscience.

When one becomes greedy it means one has become heartless and without any conscience. How can one amass P17 billion in net profits earned by inflicting pain and causing agony on others? This, of course, can only be done by a heartless and conscienceless human being.

This is what makes greed a sin. In fact, greed is the concrete manifestation of what sin is. Sin is the alienation of humans from their creator logically resulting in their alienation from their fellow human beings. Greed will never make the greedy think or consider others as neighbor that ought to be loved and cared for. Greed makes the greedy look at others as somebody that ought to be oppressed and exploited so that his greed can be satisfied by him.

The world is in a state of chaos and anarchy not because of people like the

late Osama Bin Laden. It is in a state of devastation because of people whose insatiable greed could not find any satisfaction. Why would, for example, mall owners continue building more malls or expanding their existing ones if they have the heart for other small and medium-sized retailers who are pushed to extinction by their operations?

Greed, we should understand, is in every person’s heart. All could be likened to a thief waiting in the dark when to pounce on his victim. While it is not easy to conquer greed, it is at the same time the easiest to conquer because you would not need an army to do it. Simply make that commitment to temper your greed and thus stop patronizing the institutions whose only reason for being is to satisfy their insatiable greed such as the malls where one can find an endless supply of material things that its manufacturer wants each of us to crave for.

This is the salvation God in Jesus is offering to all of us. It is the power to temper, if not resist our own greed by being a person for others.

The number of poor families has correspondingly grown by about 922,000 from 2003 to 4.2 million in 2012 and the number of poor Filipinos has increased by about 3.9 million to reach 23.7 million.

Using an extremely low poverty line of just some Php52 per day for a person’s need for food, clothing, shelter, health, education and other basic needs, the recent poverty figures still underestimate the number of poor, said the Ibon.

Growth also did not reduce poverty because job generation has been

weakened by liberalization policies that have caused domestic agriculture and manufacturing to fall to their smallest share of the economy since at least the 1950s.

Gross domestic product (GDP) grew by an average of 5.2 percent in 2003-2012 compared to the 3.6 percent average over the period 1993-2002 and the 2.3 percent average in 1983-1992.

The real unemployment rate however has stayed in the 10.5-11.1 percent range in the period 2006-2012 which is consistent with the basically unchanged official poverty incidence of between 25.2-26.6 percent over the same period.

The unemployment rate seeks to correct for the change in methodology in 2005 for comparability with previous years.

The statistically unchanged poverty between 2006 and 2012 despite some Php 76.1 billion spent on CCTs also confirms that the multi-billion program is not reducing poverty.

The Pantawid Pamilyang Pilipino Program (4Ps) increased from being a Php50 million program with 4,600 CCT beneficiaries in 2006 to a Php39.5 billion program with 3.0 million beneficiaries in 2012.

It said the CCTs are a short-term emergency relief measure at best and it is wrong to consider this a “cornerstone [in] the fight against poverty” as the government has declared.

The poverty situation will not change if the economy is not creating enough jobs for its citizens. Among the most important policy shifts needed is towards developing genuinely Filipino manufacturing and agriculture with increasing local value-added by Filipino producers rather

than enclave production by foreign investors.

This cannot happen with the failed globalization policies implemented over the last three decades.

Growth is vital to create jobs and for development but the kind of growth matters – and chronically foreign investment-driven growth will only result in more of the same joblessness and underdevelopment, the group said. source: ibon.org
