Gan ‘shoots down’ dubious ‘lot purchase’ Ordinance

CAGAYAN de Oro City-Councilor Leon Gan shot down a lot purchase Ordinance and urged members

of the local august body to revoke the Ordinance that authorized the city government to purchase a relocation site that would costs the taxpayers’ money more than P27.5 million.

Gan said that while he supports the purchase of the relocation lot, “I just can’t put to risk my profession as your legislator to this questionable transaction and suffer its

legal consequences in the future.”

CAGAYAN de Oro City--A woman believed to be one of the biggest suppliers of illegal drugs operation in five regions in Mindanao was arrested by law enforcers during a search operation inside her residence in Grand Ballon, Barangay Kauswagan here Saturday.

Armed with a search warrant issued by a local judge, combined operatives from the Cagayan de Oro City Police Office (Cocpo) and the Philippine Drug enforcement Agency, Region 10 (PDEA-10) stormed

the residential compound owned by Johaira Abinal Macabuat and her spouse, a military officer, in Grand Ballon, Barangay Kauswagan, Cagayan de Oro City.

Abinal is said to be the former mayor of Maguing town in Lanao del Sur in 1998 until 2004.

Seized inside the twostory house, where the couple and other individuals reside, was packets of suspected shabu weighing 200 grams, and a six short firearms with live ammunition.

DAVAO City––Not resigning.

Mayor Sara Duterte ended her 22-day leave Friday with a statement that she was not resigning as the city’s chief executive.

Duterte told reporters that she would immediately buckle down to work on Saturday.

“I heard rumors (that I was resigning) but there really was no truth to it. I just let them talk because I also enjoyed reading Facebook comments both from haters and supporters,” she said.

She explained that she took a leave to accomplish

her other contractual obligations. Duterte, a lawyer, went into private practice after her term as city mayor from 2010 to 2013.

“I had to do personal things for my other work and I don’t want to fulfill them while in office, so I had to take a leave of absence,” she said.

Duterte’s leave was announced by her brother, Vice Mayor Paolo Duterte, who served as acting mayor from July 1 until he went on leave last July 20, Wednesday.

Fire hits slum; 1 dead, 3 hurt, dozens of families homeless Monday, July 25, 2016

CAGAYAN de Oro City--A fire left more than a hundred families homeless as it ate up houses in Barangay 17 on Friday dawn, the city fire department said yesterday.

Senior Fire Officer 1 Dennis Dalis said the fire, which started at the twostory house of a certain Burias, was reported to the bureau at about 12:18 in the morning. It was declared a “fire out” at 4:15 a.m.

Dalis placed the structural damage at P5 million, although they have yet to determine its cause.

He said the houses of those affected by the fire are mostly concrete with wood as just component material of the dwellings.

He said a person died but not because of the fire but due to a heart disease.

“The victim had cardiac arrest due perhaps to panic when the fire started,” Dalis said in a telephone interview.

Mila Mabantao, a resident in the area, said that power was cut off at the height of the fire, but was returned after the firemen declared a “fire out.”

Authorities are still looking into reports the fire started when a “mobile phone charger” exploded, triggering the fire that spread quickly to neighboring houses.

Barangay 17 Chairman Goldmar Ebabacol said the fire survivors are presently

staying under the Marcos Bridge as their temporary shelter in the meantime.

The City Social Welfare and Development Office, for its part, had distributed relief assistance in the form of packed food items such as rice and canned goods to the displaced families.

AIDS doesn’t matter?

For five days, 20,000 delegates met in the South African coastal city of Durban to take stock of progress made in the fight against HIV/AIDS, against a background of warnings that recent gains are under threat.

The delegates to the 21st International AIDS Conference in Durban came from more than 180 countries around the world. Most were from the worst-affected regions in sub-Saharan Africa and Asia.

Nearly 20 million people in Africa are afflicted with the AIDS virus. South Africa has the highest infection rate in the world with nearly seven million affected. One of the senior HIV/AIDS research specialists in South Africa, Professor Jerry Coovadia, presented a paper on the state of the disease in that country.

Coovadia said South Africa had made enormous progress in curbing the spread of AIDS and providing treatment to affected people.

But, Professor Jerr y Coovadia is optimistic that the fight against AIDS can be won.

South Africa has the largest anti-retroviral (ARV) program in the world with

more than three million people on ARV treatment.

He said there was no doubt that “we will continue to make progress.

To really eradicate HIV/ AIDS is going to be a long job, but it’s not impossible, given the advances in medicine, given the advances in what we know about genes and how genes can affect it, given our advances in the best forms of treatment.

Very important, too, is prevention - circumcision, condoms, change in sexual behavior, monogamy and so on. So I think it is possible, but it is going to take a long time.”

Yes, there are plans for a new vaccine study. Delegates expressed great interest in the announcement made at the conference that promising results from an early safety trial with a potential HIV vaccine had paved the way for a major new study in South Africa. 5,400 volunteers will take part in trials for the experimental vaccine called HVTN 702 due to start in November.

An ordinary employee cannot see the risk in owning a big house. If his lifestyle cannot match that property, he ends up broke with the bills payable and eventually mortgages the property. The wise entrepreneur thinks an apartment is better because it generates regular rentals and focuses on investment rather than liabilities.

Robert Kiyosaki, a bestseller entrepreneur-author, recalls the kind of savings his poor dad focuses on: going around supermarkets to find sales promo and buy pork butts that can be consumed for six months!

Examples of generosity abound.

Losers are average at best: they avoid losing and expect to win 100 percent of the time. Whereas, winners take losing as the path to winning. For instance, if they have $200,000 to spare, they allot $20,000 to play the market with.

But this amount goes to several trades where they have enough money to lose 19 out of 20 times. So even if they lose $14,000 on fourteen straight trades, they can suddenly make $50,000 on the next market move.

Still no IRR on tax breaks for PWDs

It has been four months since the signing of the law expanding the tax breaks and other benefits for persons with disabilities (PWDs) and its Senate principal author is asking the responsible agencies to speed up the release of the law’s implementing rules and regulations (IRR).

“I hope that the IRR of Republic Act 10754 will be out soon. It’s the missing link in its full implementation. This is just a gentle reminder to all concerned,” Senator Ralph Recto said.

Signed by President Aquino on March 23, the law grants “a raft of tax breaks and other benefits for PWDs and their caregivers,” Recto said.

But without the IRR, which defines how its provisions will be “implemented, availed of, executed,” RA 10754 “is like a new car which sits in the garage but can’t be driven out yet,” the senator noted.

Under the said law, the Department of Social Welfare and Development (DSWD) will lead the drafting of the IRR. However, because RA 10754 was signed in the closing months of the Aquino administration, “work on the IRR, which involved coordination and consultation with other agencies, was not completed for lack of time,” Recto explained.

“And the new administration is still only on its third week. So hopefully after they are done and over with the transition in the DSWD, they can resume work on the implementing rules of this very important law,” Recto said.

Recto believes that “the rules are forthcoming” because “one, DSWD Secretary Judy Taguiwalo is a very competent official; and two, she has been apprised as to the urgency of an IRR which millions of PWDs are waiting for.”

RA 10754, or the “Act Expanding the Benefits and Privileges of Persons with Disability,” tasks the DSWD, in consultation with the Department of Health (DOH), Department of Finance (DOF) and the National Council on Disability Affairs (NCDA) to formulate the law’s IRR. Recto said the crafting

of the IRR is important as it is seen by affected entities, like drug stores, as a requisite before they can carry out the provision of the law discounting purchases made by PWDs. Recto, however, countered that “there ought to be no delay because there is an existing template, the one granted to senior citizens, insofar as discounts on purchases are made.”

The law, he explained, merely grants to PWDs benefits already enjoyed by seniors, “so we’re not starting from scratch. There is a tried system already in place. From points of sale sa stores, may sistema na.”

Although the law contains the provision “ that failure of the concerned agencies to promulgate the (IRR) shall not prevent the implementation of this Act upon its effectivity,” Recto said “for purposes of clear implementation, there is still no substitute for a set of written implementing rules.”

“The automatic implementation clause kicks in only when there is deliberate move to deny or delay the release of the IRR. But I don’t think that’s happening. I am optimistic that the rules will soon be released,” Recto said.

The expanded PWD benefits law exempts PWDs from all sales taxes on certain goods and services, like transport fares, medicines, medical and dental services and laboratory fees, raising the discount to 32 percent.

It also grants a P25,000 annual income tax deduction to relatives within the fourth civil degree of consanguinity or affinity, who are caring for and living with a PWD. This as Recto refiled the bill he had been advocating in the last two Congresses that PWDs be granted automatic PhilHealth coverage.

“This is a good sequel to RA 10754,” Recto said.

Once signed into law, it will bring under PhilHealth’s umbrella an estimated 1.44 million PWDs in the country.

Payment for their membership will come from Sin Tax Law collections which reached P141.8 billion last year.
