Duterte’s inauguration to reflect Filipino pride

ODRIGO Roa Duterte will take his oath today as the 16th President of the Republic of the Philippines. The ceremonies will be less of a spectacle than tradition requires but bellowed of the Filipino pride. Incoming Presidential Communications Operations Office (PCOO) Secretary Martin Andanar has revealed preparations have already been finalized from the program down to the food. The designer gave clues citing ecru as the barong’s color with light brown and beige details to highlight its embroidery, which will depict a pattern iconic of Mindanao’s minority, the Manobo tribe. “He wanted to incorporate a symbol to represent the 11 minorities in Mindanao. The tribal prints of the Manobo is the least complicated that’s why we have chosen that. It also shows the President’s sim-

plicity,” Adaza explained. As for the food, Malacañan Palace-accredited concessionaire Via Mare will prepare a reception that reflects the simplicity of the incoming administration yet still boasts of the rich Filipino culinary heritage. The menu consisting only of five types of food include: lumpiang ubod (coconut pith spring roll), pandesal with kesong puti (white cheese made from unskimmed carabao’s milk) and Vigan long ganis a (sausage from Northern Ilocandia) grilled on the spot, monggo soup mixed with smoked fish and alugbati (malabar spinach) in demitasse cups, fried saba (Carbava banana) slices, and Durian tartlet. equitable powersharing and wealthsharing for all regions. “Nothing short of federalism will appease the Moro people than a federal type of government. His dialogues and visits with farmers will be marked with a delivery of machineries and equipment. If farmers and fishers-folk felt that it was very difficult to ask for help from the government before and the promised assistance came late, the Duterte a ministration would be the opposite. The Duterte government will hold face-to-face consultations with the marginalized and neglected sectors. Poor and indigent Filipinos have been dreaming of the day when the

government would be able to touch their lives. This now would become a reality. Already the new Department of Agriculture, under Sec. MNNY Pinol has vowed that it will correct the practice in the past of “indiscriminate distribution of equipment.” It said equipment assistance to farmers would be released to the beneficiaries and will be geo-tagged and the names of the farmers who will receive these will be included in a data base which DA will keep. Many will certainly need a lot of adjustments to this new style of governance, according to Piñol. But this is the Duterte style. He wants every Filipino to feel that he is part of government and he would like to see that government services are delivered, not promised. On his compassion with the poor, presidential son Sebastian Duterte says his father truly has a heart for poor people and the abused. The younger Duterte said his father “will provide

Filipinos a superior future and rally them to help each other — particularly poor people.” This is a short summary of what we can expect from the first Mindanaoan President. Let us lengthen it by doing our share in forthcoming CHANGE. Let us remember the challenge he threw to us: “ Do not look at me as if you are watching a movie. Believe me, our enemies will do anything to destroy us. Only you can help me realize the changes we want for our country. Everyone of us must abide the law. GPH-NDF peace talks to resume in July D

AVAO City--The Government of the Philippines (GPH) and the National Democratic Front (NDF) will resume formal peace talks on the third week of July in Oslo, Norway.

The talks next month will be the first under the administration of incoming President Rodrigo Duterte, although his Presidential Adviser on Peace Process Jesus Dureza and Communist Party of the Philippines founding chair Jose Maria Sison had held preliminary talks this month. Sison announced the formal resumption of peace negotiation in his video message on the last day of the peace forum Tuesday at the Davao City Recreation Center (popularly called Almendras Gym). Thousands of members of progressive organizations from across Mindanao attended the forum and peace march in Davao City on Tuesday. But NDF spokesperson Fidel Agcaoili, speaking in the same forum said the resumption of peace talks might be moved to the fourth week. “We need more time with regard to the release of the consultants,” he said, referring to NDF officials who are being detained and whose release the revolutionary alliance has been demand-

ing as precondition [for the resumption of talks]. Sison said both parties are expected to take up the affirmation of previously signed agreements, the plan to accelerate the peace negotiations on the three remaining items of the substantive agenda, release of all political prisoners by general amnesty, and the ceasefire. Sison, Duterte’s professor on Political Thought, said he was happy with the results of the preliminary talks last June 14 and 15 in Oslo. “Let us look forward to the success of the first formal talks in the time of the Duterte government. The success of these will lead to further hard work by the principals, negotiators, consultants, ceasefire monitors and other focused personnel of the negotiating parties and to further inputs and support from all the peace-loving forces and people,” he said. Sison expressed optimism over the prospects of the peace negotiation under the Duterte administration, and that they wanted to seize the op-

portunity. “Let us take advantage of a new situation in which the worsening crisis of the ruling system, the growing strength of the people’s revolutionary movement and the failures of previous administrations have brought about a president who is courageous and proud to say that he (Duterte) is the first Left president of the Philippines and is willing to adopt and implement the necessary reforms for a just and lasting peace,” he said. He noted that peace negotiations did not succeed under former presidents Joseph Ejercito Estrada and Gloria Macapagal Arroyo, as well as under outgoing President Benigno S. MANILA, Philippines – President-elect Rodrigo Duterte’s campaign was simply “better” than that of his rivals in the May 2016 polls. This was the assessment of outgoing President Benigno Aquino III when asked to comment on the victory of the Davao City mayor in the presidential elections. “Well again, the differentiation. ‘I am different.’ Very masterful way of campaigning. Am I running? Am I not running? And all the attendant [things]. We really have to hand it to him; them,” Aquino said in an interview with Rappler CEO Maria Ressa on Tuesday, June 7. In 2015, Duterte flipflopped several times on his decision not to run. The mayor did not file his certificate of candidacy for president in October 2015, only to file for a substitution two months later.

“They really mounted that better campaigning – that was the right tone, right messaging, right time,” he said. During the homestretch of the campaign, no less than Aquino himself asked for an anti-Duterte alliance among the mayor’s rivals. “ Towards the end, I was prevailed upon to try again by quarters who are not affiliated to any of our political parties. I tried again,” the President recounted. He added: “There’s another one, religious, ‘Please lang subukan mo na baka sakali (Please just try. Who knows, it might work).’ This was the last week of the campaign. I replied: ‘I dont think everybody’s predisposed to give way.’ Baka naman (But maybe) these persons were sent by God to deliver a message. I tried again. Obviously, it failed. But at least we maintained communication.”

People’s anger? Duterte has relied heavily on social media to mobilize people online and on the ground. But Aquino, when asked on the anger against the administration seemingly evident online, refused to believe that the sentiments are “representative.” “Can I ask a question? How confident are you that what you see on social media is representative as opposed to the concept of trolls that everybody keeps talking about these days?” the President asked. Aquino added, “Organized volunteers would not have that much number of people.” He cited instances when favorable posts for him were suddenly flooded with criticisms, done in an apparent organized manner. For the division not to worsen, Aquino said leaders, regardless of sectors “should ensure that fissures don’t really open up.”

The President maintained the need for a “responsible” and “civil dialogue” to heal the country. “Perhaps we should remember that if we want to get to an agreement with anything, it has to be responsible dialogue and civil dialogue. We have tried to encourage whole spectrum of opinions regardless where it came from. I think records will bear me out that we keep on reaching out to even our vociferous critics. Whether it was successful or not, we attempted several times,” Aquino said. N order for Mindanao to catch-up with the rest of the country, the Duterte administration has only to “strengthen” the island’s agriculture sector, which the World Bank said holds the key to the island’s development and progress.

“Mindanao’s comparative advantage lies in agriculture and the future of Mindanao lies in agriculture,” said Karl Kendrick Chua, senior country economist of the World Bank Philippine Office during a forum-workshop at a hotel here Thursday. Chua presented for validation the draft of the Mindanao Jobs Report (MJR), which he said “supports the Mindanao 2020, Filipino 2040, and the Bangsamoro Development Plan (BDP).” He said there is a great need to develop Mindanao since the Philippines cannot fully develop if Mindanao lags behind. The MJR will help guide policymakers in reassessing programs and projects for Mi nd ana o’s e c onom i c development. And since the agriculture sector is a major contributor to Mindanao’s economic growth, focus should be given to strengthen the sector. “Mindanao’s economy is driven by the agriculture value chain (AVC),” the MJR said. Mindanao’s GDP is P1.6 trillion, the bulk or 30 percent of which is provided by the agriculture, forestry and fisheries sector. In terms of AVC, the sector provided some P934 billion. Of the 9.2 million employees in Mindanao, 5.2 million or 47% are in employed in the AVC. However, majority or 84% of the farmers and farm workers in Mindanao “are vulnerable to poverty [since] they lack scale and the skill to compete. They also have irregular surplus.” Only 0.7 million or 16% of Mindanao’s farmers have regular marketable surplus and are part of the supply chains. Also, of those employed in the sector, 1.4 million or 31% are near poor, 1.1 million or 25% are poor, and 1.2 million or 27% are food poor. Key to M’nao’s growth While the Philippines has indeed experienced one of the highest growth rate in the world in recent years, poverty is still a great challenge especially in Mindanao. According to t he Philippine Statistics Authority (PSA), 11 of the 20 poorest provinces in the country are in Mindanao,

with Lanao del Sur in the Autonomous Region in Muslim Mindanao (ARMM) leading with 74.3% poverty incidence. Coming in second place is Sulu (ARMM) at 65.7%; Sarangani (Region 12), 61.7%; fifth is Maguindanao (ARMM), 59.4%; sixth to eighth place are Bukidnon (Region 10), 58.7%; Sultan Kudarat (Region 12), 56.2%; and Zamboanga del Norte (Region 9), 56.1%; in tenth place is Agusan del Sur (Caraga), 54.8%; and eleventh place is Lanao del Norte (Region 10), 50%. North Cotabato (Region 19) is in fifteenth place with 48.9%; followed in nineteenth place by Zamboanga Sibugay (Region 9) with 44.9%. All these provinces have vast agricultural lands. And developing the island’s agriculture sector is a “vital and necessary requisite to achieve growth in Mindanao,” said Saeeda Sabah Rashid, senior public sector specialist at the World Bank. Former Socioeconomic Planning Secretary Cayetano Paderanga, in his message in the Mindanao Strategic Development Framework 2010-2020, popularly known as Mindanao 2020, said that “Mindanao holds a lot of promise for the overall growth and development of the country because of its significant land and population base and its rich natural resources.” He also acknowledged the role of the island’s agriculture sector: “[Mindanao] is the biggest contributor to the country’s total agricultural output.” He, however, lamented that Mindanao’s potentials “have not been translated into sustained socioeconomic growth.” Rashid said “effective policy [must be] sustained” so that transformational change can take root. And “change is coming” was the campaign battlecry of the incoming Duterte administration, a battlecry that reverberated throughout the archipelago and catapulted the long-serving mayor of Davao City to become the first Mindanawon to serve the Philippines as its 16th president. Three-pronged strategy: To f u l l y d e v e l o p Mindanao’s agriculture sector, the World Bank

re commend e d s e vera l strategies summarized as a three-pronged approach, focused on the “three faces of Mindanao”: (1) agrarian (a strategy focused on the holistic rural development that gets the basics right for smallholders); (2) urbanizing (which should capitalize on cities as potential agribusiness hubs, and support IT-BPO, and MSME); and (3) conflictaffected (3-pronged strategy to stabilize, deliver, and institutionalize). According to the World Bank, in Agrarian Mindanao, the strategy must be for the holistic rural development agenda focusing on smallholders that increases their access to assets and securing them once attained, followed by raising the returns to these assets (getting the basics right). “These would empower small farmers and give them the means to decide how best to participate in the market (e.g., contract growing, independent grower, etc.).” In Urbanizing Mindanao, government and stakeholders must pursue a jobs strategy to 1) capitalize on Mindanao’s comparative advantage in agriculture processing and marketing, 2) develop the fast-growing BPO sector, 3) provide more opportunities to small firms through doing business reforms, and 4) develop non-agro manufacturing over the medium to long-term. And in Conflict-affected Mindanao, government and stakeholders must pursue a three-prong strategy for stabilization for the short

term; delivery (medium term); and structural reforms (long term). “The overall strategy is the integration of Mindanao by improving connectivity between agrarian and conflict-affected areas to cities and from cities to the regional and global value chains,” Chua said. Policy reforms While the World Bank’s recommendations sounded very simplistic, it is interesting to note, however, that acting on it requires hard work and policy changes, which is not simple at all for it requires economic and political solutions to go hand-in-hand. It is also important to note that it also requires all sectors of society in Mindanao to work together: (1) for government to convey to

the constituents that it loves them, and the Mindanao Development Authority can take the lead in this effort; (2) for the Labor sector to represent all workers— organized or unorganized, formal or informal; (3) for the Business sector to fully share the profits of hard work to the labor force. It can do this by looking at new models of working with labor; and (4) for Civil Society to go all the way, without hesitations or stops, to help the poorest of the poor. “While the Department of Agriculture is decentralized, we need to find a way to work together to best support Mindanao’s agriculture,” Chua said. However daunting these may be, the key to their successful implementation

is political will. “The problem in Mindanao is the politics behind,” Chua simply but matter-of-factly said. He added, however, that at present, “politics is no longer one-way; there is already what is called the demand-side for good governance.” Rashid added: “citizen engagement is required” to achieve the objective, which is the island’s development and progress at par with the rest of the country. “This cannot be done by government alone but with citizen participation who will hold the government accountable,” she stressed, a d d i n g t h at c i t i z e n’s involvement in governance is “very important in putting the country on the path of inclusive growth.”

Incoming presidential spokesperson Ernesto Abella said Duterte will most likely stay in the palace after June 30 and start working immediately with his cabinet members. In Davao City, Andanar said that there are volunteers who have already promised to lend their LED screens to flash the live inauguration of Duterte. “All broadcasting companies will be covering the event. Abordo, here, were poised to undergo rehabilitation if found positive from drug testing, village chief Danilo Carsano said. “As of last Thursday, seven were already found positive. Others who were pinpointed to be users have voluntarily submitted themselves for testing to clear their names from the list,” Carsano added. Eleven more illegal drug users from Barangay Gango, here, were already sent for rehabilitation last week yet, Parojinog-Echavez said. The rehabilitation center of the Province of Misamis Occidental, which has a capacity of 40 beds, has already been upgraded to its fullest with the addition of 10 more beds. More than 200 users from Tangub City were no longer accommodated in the provincial rehabilitation center after the barangay clearing operation there. In the case of Ozamiz City, Vice Mayor ParojinogEchavez said the city is fasttracking the bidding process to identify a rehab center that can serve the city’s users. Parorijinog-Echavez said, so far, only one rehab center has been found to satisfy the requirements of the city government and may be tapped as partner agency through the Public-Private Partnership (PPP) program. “The identified rehab center have, so far, satisfied the requirement having a building and can accommodate 40 persons,” ParojinogEchavez said. Aside from the rehab program, the city government of Ozamiz is also providing financial assistance to families with immediate concerns. The Parojinog administration also welcomes drug pushers who want to surrender either publicly or privately. Like carrot and stick strategy, “Oplan Katok (knock)” has also been implemented by the police and Philippine Drug Enforcement Agency (PDEA) in the villages to check on suspected drug peddlers. The city vice mayor assures though that the validation process provides surveillance and evaluation to preserve the human rights of the innocent ones. Aside from suspected users, the police intelligence and PDEA have also “processed” some police officers, barangay officials, including some politicians. The evaluation resulted to finding the alleged involvement in illegal drug use or operations of two police officers, one PDEA personnel, one village chief and 20 barangay kagawads. Mayor Parojinog urged them to come out in the open or else prepare for the consequence should the full force of the law catches up with them under the Duterte administration. But, Parojinog said not all drug peddlers were wary about the tighter operations

against illegal drugs under the Duterte adminsitration. Parojinog said a drug dealer was, in fact, overheard as saying: “Hayahay ra nah sila (authorities) kung muundang mi (They are the ones who will gain should we stop peddling).” With these developments, Mayor Parojinog said he welcomes and supports Duterte’s plan to use the military in running after police officers who are into drugs as users, pushers or protectors. “I want Ozamiz rid of illegal drugs and, so, I welcome and support the move of President Duterte to use the military in running after policemen who are into illegal drugs trade,” Parojinog said. Parojinog is also in agreement to install police chiefs by higher authorities and not through the insinuation of politicians. He also hinted that along with illegal drugs, Video Karera game operations must be stopped, even as he said that some police officials own and operate Video Karera games in the province. Mayor Parojinog (NUP), who entered into coalition with the Liberal Party last elections, said he is not particularly keen about political affiliations and will support the Duterte administration. Parojinog is bent on cleaning Ozamiz City so that crimes being done outside the city will not be blamed on Ozamiz, which has been tagged as a place where criminals allegedly harbor. He is seeking audience with Duterte and to ask that top Philippine National Police officials are the ones who will assign police commanders in cities, provinces and other localities not due to political clout. Parojinog has launched the campaign against illegal drugs since 1997 as president of the Association of Barangay Chairmen in this city. In 2001, he continued the campaign as city mayor, Parojinog highlighting his agenda with peace and order program as well as enforcement. The rehabilitation program has been included in the anti-illegal drugs campaign later. The Parojinog administration said the identification of users and pushers in the barangay level will serve as their master list for a systematic approach and specific picture of what the problems in the villages trully are.
