ROSPERIDAD, Agusan del Sur-For Governor Adolph Edward Plaza, who admitted that he was a former drug addict who went to rehabilitation center twice, recovering from the dreaded drug stigma can be done as long as the patient is more than willing to be treated.

Plaza made this challenge in his testimonial speech before a crowd of some 500 former shabu (methamphetamine hydrochloride) peddlers and users who attended the two-day 1st Outreach and Linkages Congress for Persons with Substance Use Disorder hosted by the provincial government on Thursday and Friday. “I never thought I would become governor because it seems like I was a hopeless

case, but my parents gave me the second chance to mend my ways and reform for good,” Plaza said. “If there are temptations, we can get away with it as long as we have strong moral values,” he added. Plaza, however, warned in his speech that there is high probability drug addiction could recur any time in the absence of moral ascendancy that is why he testimonial speech. Davao receives complaints from 5 abused women daily Monday, November 28, 2016

By Antonio L. Colina IV of MindaNews

DAVAO City––The Integrated Gender and Development Division (IGDD) of the city government here is receiving at least five complaints of abused women a day, an official said Friday. IGDD officer-in-charge (OIC) Lorna Mandin, in an interview with reporters during the launch of the 18-day Campaign to End Violence Against Women at the People’s Park on Friday, said that at least 80 percent of the cases that her office is receiving daily are about “economic” abuses. She explained that economic abuse comes in a form of women not receiving financial support or are abandoned by their spouses while the remaining 20 percent is a combination of sexual, psychological, and emotional abuses. Mandin said that IGDD listed 980 cases of VAWC for the first half of 2016, a big jump from about 600 cases of the same period last year. The latest data was not readily available to reporters as of this writing Friday. “Economic abuse happens when women are not receiving support, or when

they are abandoned by their husbands. There are cases of women who are no fully employed, or economically dependent on their spouses, that if they are abandoned, they do not have livelihood to support their children,” she said. Mandin said that a case can be filed against the husband for violation of Republic Act 9262, or the Anti-Violence Against Women and their Children Act of 2004. She said that this economic abuses are usually among women whose husbands work abroad. “They come to the office to seek help to locate their husbands and how to ask support from them. So we give demand letter to the husband to support his wife. And if he refuses, he will be sued in court,” Mandin said. The People’s Park was filled with about 300 women’s rights advocates who were clad in orange shirts for an early morning Zumba during the launch of the 18-day Campaign to End Violence Against Women in collaboration with the Department of Tourism (DOT) 11. The launch also fell on the International Day for the Elimination of Violence

Against of Women. In a press release issued by the DOT 11, it said that the Philippine Commission on Women (PWC) launched “Orange Your Icon” for 18 Days as one of the major activities during the campaign, in solidarity with United Nation’s “UNiTE to End VAW Campaign.” The press release quoted United Nations Secretary General Ban Ki-Moon that this year’s celebration features the bright and optimistic color orange as the banner color which represents hope “to symbolize the brighter future of a world free from violence against women and girls.” In her message read by Councilor Avegayle Ortiz, presidential daughter and City Mayor Sara Duterte said that the welfare of women and other vulnerable sectors is among the top priorities of the city government. Duterte said that violence against women must not be condoned, especially those cases that take place in homes, schools, workplaces and barangays. She reiterated her commitment to adhere to RA 9262 and the Women Development Code. “We are committed

to the implementation of various local programs and policies for women and including the Women Development Code, our women Health Care Clinic which provides reproduc-

tive health services, our Sidlakan Women Crisis Center for abused women and our IGDD under the City Mayor’s Office which provides free legal services for VAW cases,” Duterte

She added all the expenses that will be incurred during the pageant’s fashion show will be shouldered by the private partners while the tourism office will “work on the flow and the coordination of the security.” David said that the candidates will be toured around the city’s tourism premier destinations, although she refused to disclose the locations. The city boasts, among others, Davao Crocodile Park, Eden Nature Park, Philippine Eagle Foundation, Malagos Garden Resort, and the nearby Island Garden City of Samal (Igacos). Power coops in Mindanao endorse federal government CAGAYAN de Oro City–– The Association of Mindanao Rural Electric Cooperatives, Inc. (AMRECO) has adopted a resolution endorsing the adoption of the federal system of government, an AMRECO official said Friday. “Federalism is a proactive approach that as early as today, we need to start discussing with our very own great leaders from Mindanao the issue at hand,” Sergio Dagooc, the AMRECO president said. Federalism and its impact to the power industry players and stakeholders in Mindanao was one of the main agenda during the twoday first AMRECO general assembly here Friday. Around 400 officials from the 34-strong AMRECO member-cooperatives gathered in this seaport capital Friday to focus on issues that would align the cooperatives direction with the plan of the Duterte administration to switch to the federal system of government. “It is only fitting that we [electric cooperative] leaders in Mindanao will throw our full support and cooperation, in consideration that are also already advo-

cating the same principle [federalism] long before,” Dagooc said. Department of Energy (DOE)Secretary Alfonso Cusi, who was one the speakers, said that the energy department fully supports AMRECO “as an ally in the accomplishment of mutually beneficial reforms and objectives for the people of Mindanao.” Edgardo Masongsong, the Administrator of the National Electrification Administration (NEA), who was also invited during the two-day affairs, said that federalism poses a challenge even as it promises the economic growth in the regions in Mindanao. “AMRECO needs to seize this opportunity to take the lead in determining the impact of federalism on Mindanao’s dynamic power industry,” Masongsong said. During the general assembly, AMRECO also submitted a manifesto urging the government to the review of the Electric Power Industry Reform Act (EPIRA) and lobbied for the amendments of the provision for the privatization of the Agus and Pulangui hydroelectric power plants. AMRECO insisted that

the Agus and Pulangi Hydroelectric power plants, among the primary power sources in Mindanao, should be owned and managed by the government.

The power cooperatives also advocated for the creation of the Mindanao Power Corporation as a necessary measure to assure the full development and

maximized the utilization of the power resources of the region. The creation of the MPC would also ensure transparency and reasonable prices

of electricity, protection of public interest, and attain greater operation and economic efficiency in Mindanao. A report culled from the Philippine News Agency

SINCE the Britains will be leaving the European Union, Germany seems to become the richest and leading European country. Poll data published last Friday (November 25, 2016) shows that Germans welcome Chancellor Angela Merkel’s decision to run for a fourth term. SPD leader and Vice Chancellor Sigmar Gabriel, however, has less to smile about. Why? Later in this column. I was not much surprised learning that around two-thirds of Germans say they welcome Chancellor Angela Merkel’s decision to stand for a fourth term as chancellor in next year’s election, according to a poll published. The “Politbarometer” poll, commissioned by the German broadcaster ZDF, found that 64 percent backed the chancellor’s decision, compared to 33 percent who opposed it. Among registered supporters of

the center-right Christian Democratic Union (CDU) party, Merkel’s approval rate was as high as 89 percent. Why nobody is no longer surprised anymore? Who else could become German Chancellor? The poll also showed that if the election were held this Sunday, Merkel’s conservative Union bloc - the CDU and their Bavarian sister party, the Christian Social Union (CSU) - would take around 36 percent of the vote, retaining their spot as the leading party. The Social Democratic Party (SPD), by contrast, would only win 21 percent. As “Politbarometer” points out, this would likely be enough for the Union parties to form a coalition with the Greens and the centrist Free Democratic Party. It would not, however, be enough for Germany’s left-leaning parties to form a so-called red-red-green coalition,

consisting of the SPD, the Left Party and Greens. I mentioned before Signar Gabriel. The poll results also shed light on who voters would prefer to see leading the SDP, with current European Parliament President Martin Schulz significantly outranking the current party head Sigmar Gabriel. Some 51 percent of respondents said they would favor Schulz to be the SPD’s candidate for chancellor, compared to 29 percent who said they preferred Gabriel. Among registered SPD supporters, Schulz’s approval rating to lead the party into the elections rose to 64 percent, while Gabriel’s sank to 27 percent. Schulz has not declared that he will run for the chancellorship. However, he announced on Thursday that he will stand down from his EU post as president of the EU Parliament to return to German politics. The SPD is

expected to announce their candidate for the chancellorship by the end of January. Martin Schulz read his announcement in Brussels in three languages: German, English and French. Little things like this demonstrate that, for Social Democrats, Europe was and remains very dear to their hearts. Schulz’s decision to leave now also has to do with the fact that he cannot continue in office as president of the European Parliament. According to an agreement to which all See term, page A11

“indoctrination”---were conducted through the facilities of social media. At the end of the week, I asked the Filipina whether she understood what we have been discussing about the AND KNK, and whether she is ready to become a “Child of God Blood Kin of the Christ.” -oooBAPTISM THROUGH THE INTERNET? WHY NOT? Her answer was an “eager” yes. I asked her next whether she is ready and willing to abide by the doctrines espoused by the AND KNK, all of which are based in the Bible anyway, and she again answered “yes.” Then, I asked her if she was amenable to foreswear---or give up or renounce---her religion where she was a member of at that point in time. Again, the Filipina in

London answered “yes”, and she even declared her renunciation of her former church, and of its teachings and doctrines, and its practices, particularly its worship of images and pictures or monuments. With that, I asked her if she was willing to be baptized as a member of the AND KNK, and, again, she said “yes.” I then led her into a prayer where she accepted Jesus Christ as her God and Savior, and believing and having faith that Jesus is God the Father, Son, and Holy Spirit, all rolled into one, and in repenting for her sins. After that, I proceeded to baptize her, in my capacity as the Leader Disciple of AND KNK, into the church. -ooo“WATER BAPTISM” IS JUST A SYMBOL: The new AND KNK member from London is not a religious neophyte, of course. She was also aware of the practice of some groups regarding “water baptism.” But I explained that, according to the Bible, “water baptism” is a mere symbolic act---to show the convert’s clear conscience towards God. To AND KNK, “water baptism” could also occur, even without the actual use of water, when the convert in his heart, mind, and

Daily inspiration Which is which: Character or reputation?

Juvy Sarraga

“Character is like a tree and reputation like a shadow. The shadow is what we think of it; the tree is the real thing.” Abraham Lincoln - 16th President of the United States (1809-1865) A strong, positive reputation is desirable by most of us and much effort goes into establishing and maintaining a good reputation. However, the real deal truly is a person’s character. Establishing solid character traits such as honesty, reliability, respect, honor, dependability, etc. are the elements that develop strong roots and a trunk that supports a wide network of branches that brings life to all. Which would you choose to develop: Character or Reputation?

Conception of development Intellectual discussion has been reinventing what we understand about development. It has morphed into a focus that is less on the economic side and more about the wellbeing of the human person. The concept of development, according to Ronald Olufemi Badru in his paper published at the Journal of Philosophical Economics (2016 issue), involves a quantitative and a qualitative progression from the state of potentiality to a state of actuality, experienced by an existential entity, within a given period (time-bounded) or without a time-frame (time-unbound). By mentioning existential entity, it means those who experience development can be a person or social institutions, given that institutions comprise individuals who occupy positions, perform roles and are tied legally and morally by some rules. There must be both qualitative and quantitative advancements in the

life of an individual or social institutions for development to take place. One way to measure both aspects is through the Human Development Index: a composite of long and healthy life, knowledge and a decent standard of living. The measure, however, only captures part of what human development entails. For instance, it excludes inequalities, poverty, security and empowerment, among others. Moreover, we consider advancement as a marked progression from the state of inability (potentiality) to the level of ability (actuality). Without this, there is no improvement of life. I could not just mention the lack of skills if I look at the country’s scenario. We may have the skills but they are not put to maximum utility as the system cannot accommodate them. This is because we still have to struggle to make our system more efficient and more competitive. The issue is complex because it touches

the human spirit: if the we continually look down on ourselves, as shown in Doña Victorina syndrome, we stifle our ability to compete and be the best of what we can become. If we also include the time-unbound aspect of advancement, it means that progress is a continuous attempt to address society’s failures and building upon our strengths. The attempt to develop does not begin and end in an era. Progress could have been time-bound if there was a stuck-up since the industrialization era. Drawing from the conceptions I already mentioned, one could deduce a moral understanding of development as teleology; it is always a commitment towards goals. This is the reason why our current administration comes up with a ten-point economic agenda that focuses on empowerment, tax reforms and strategies to make us more competitive.

DAVAO City––Yesterday in the course of the Davao response to the National Day of Unity and Rage Against the Hero’s Burial for Marcos, I was asked a few times what I thought of the President’s statement that those protesting the burial should consider two questions: “Was Marcos a president? Was he a soldier?” I responded by saying that since the matter was of national and historical importance that we should flat out refuse to reduce it to those two questions. And I counter proposed three that also needed to be considered: Was Marcos a dictator? Did the Marcoses steal billions from the national coffers? Have the Marcoses owned up to and apologized for the transgressions they committed and let happen when they were in power? I wasn’t meaning to be cheeky. But I did want to show that the line of thinking that is being used to justify the burial is hardly supportive of the purported objectives of achieving healing and overcoming divisions. More effective ways of resolving the issue would have been found had the President taken time to meet with and consult the Martial Law victims first. As it were, nearly five months into his term, this campaign promise has not happened despite many efforts of different groups of Martial Law victims to seek audience with the President. Today the news quotes the President as saying the burial happened because there is a law that has to be followed and that the inaction of his predecessors left him with the burden. Perhaps he was referring to RA 289

The vicarious victims of Martial Law in the PH DAVAO City--Amidst hopes that the ruling of the Supreme Court allowing the burial of the late President Ferdinand E. Marcos to be buried in the Libingan ng mga Bayani (LNMB) will be reconsidered, favoring the petitions of the martial victims/survivors/family members of the desaparecidos and human rights activists, came the news that that Marcos was finally buried already at the LNMB. The news came shocking. Later, the shocking news of the burial sunk in. Feelings and thoughts of betrayal, anger, grief, sadness, pains, and anger and anger…and rage! The memories of fears, anger, pains, grief, and helplessness during martial law time came back, seethed in. How can it happen again… how can Marcos, and all his powers come back again? How can it happen that even with his demise and downfall, there still exists his and his family’s and his collaborators’ clutch of powers? The Marcos family, his supporters, and even some people in the academe would pronounce that all the protesters against Marcos’ burial at the LNMB should move on…that this is now the time for healing and forgiveness and peace…. Move on from what to what? Healing requires deaden-

MARCOS NOT A HERO. In Davao City, victims of human rights violations under dictator Ferdinand Marcos and members of militant groups gather along San Pedro Street in the afternoon of November 18, 2016 to condemn the noontime burial of Marcos’ remains Friday at the Libingan Ng Mga Bayani. MindaNews photo by Carolyn O. Arguillas ing of the virus that caused the malady. Unless it is recognized and aptly neutralized, it can always return, get worse and stronger and can even kill the organism it invaded! Forgiveness can happen only when there is confes-

sion of the sins committed and atonement for it. Peace is elusive and cannot and never can be sustained if it is not anchored on justice that caused the unpeace! I was not imprisoned during martial law, but came face-to-face with the un-

imaginable fear of being imprisoned and tortured because I met people who were imprisoned and tortured. I lost friends and loved ones, and heard many stories of sorrow by those who lost their loved ones, either killed or abducted or

never found. Their harrowing grief is still stuck in my mind until now. I cannot understand how the Supreme Court cannot empathize with the victims and survivors of martial law and go beyond the legal and technical criteria set as to

who can be buried at the LNMB. Is the basis of the Court ruling always based on the legal and technical… can it not consider the moral and historical aspects of the people’s cries, though they may not be as numerous as those who were not affected by martial law.? I cannot understand how the family of Marcos can state very comfortably that they do not owe the martial law victims and survivors an apology for the accusations they cast on their father. I cannot understand how the present administration is really positioning its regard for the triumph of one family vis-à-vis the cries of the victims, survivors and the thousands of families of the desaparecidos. I have survived martial law and many more challenges are coming, but with the triumphs we have experienced amidst the storms the voice of the people will reverberate and the people will triumph! The light in the night is slowly dying, the rage of the people are seething and silently surging some stormy stars. (MindaViews is the opinion section of MindaNews. NPA says Army continues to launch operations in Caraga, but Army denies By Roel Catoto of MindaNews

SURIGAO City––The New People’s Army (NPA) has accused the military of continuing counter-insurgency operations in the barangays of the Caraga region. The military, however, denied the accusation, saying it has strictly adhered to the unilateral ceasefire declared by President Rodrigo Duterte last August. Ka A r i e l Mont e ro, spokesperson of the NPA’s Regional Operational Command in the Northeastern Mindanao Region, said in an emailed statement

sent to MindaNews Friday that military troops continue to encamp, go in and out of barrios under the guise of implementing “peace and development outreach programs,” supposedly providing security for the government’s Payapa at Masaganang Pamayanan (PAMANA) project and implementing the antiillegal drugs campaign. “The Armed Forces of the Philippines has carried out provocative and combat actions to sabotage the ongoing peace talks between the Government of the Republic of the Philippines and National Democratic Front

of the Philippines in Oslo, Norway,” the statement said. Montero claimed AFP troops have been conducting “Community Organizing for Peace and Development/Civil Military Operation (COPD/CMO)” in at least 70 barangays in the Caraga Region. “[The AFP] have also been establishing CAFGU detachments in barrios in the towns of San Miguel, Carmen, Cantilan and Cagwait in Surigao del Sur. COPD troops composed of 29th Infantry Battalion (IB), 36th IB, 30th IB and 75th IB troops have been deployed in the barrios of Surigao del Norte and Agusan del Norte, and 3rd Special Force Battalion and 26th IB troops have been deployed in not less than 16 barrios in the cities of Bayugan and Esperanza, Agusan del Sur,” the NPA claimed. The rebel group further

claimed that soldiers have encamped in barangay facilities like gyms, barangay halls, daycare centers, even in civilian homes. “They are using civilians as shields,” Montero said. Other AFP activities, he added, include “psywar operations” and home searches to sow fear among the people, especially those they suspect to be NPA sympathizers. “The AFP conduct census, house searches and community assemblies. They seek out, threaten and coerce leaders and members of progressive mass organizations to quit. It uses operation ‘tokhang’ not against those believed to be involved in illegal drugs, but against known members of progressive mass organizations to compel them to quit,” Montero he said. According to Montero in the village of Tubo-tubo, Cagwait, Surigao del Sur,

the peaceful and collective way of life of the Lumad people and settlers is being destroyed by the military through COPD and the establishment of detachments. He claimed there is “land grabbing” attempt to pave the way for the entry of coal mining operations in the area, and two farmers have reportedly been killed. Capt. Joe Patrick Martinez, spokesperson of the Army’s 4th Infantry Division which oversees operations in Northern Mindanao and the Caraga Region, said in an email that since the President’s ceasefire declaration, there have been no recorded armed encounters between the Army and the NPA. “This is because of our strict adherence to the provisions underlined in the … declaration. Our troops are now focused on community development activities in tandem with the stakeholders and on supporting the PNP in law

enforcement operations,” he said. He said that these days, the 4ID has focused its efforts on securing all vital government installations, supporting law enforcement operations of the police, particularly on the government’s anti-illegal drug operations, and “supporting the Bayanihan programs or the whole-of-nation initiatives that are jointly undertaken by all stakeholders to help the people and the communities.” The 4ID’s support in the war on drugs, Martinez said, led to the confiscation of marijuana and shabu worth P29 million in the two regions under it’s area of responsibility. “Moreover, a total of eight drug personalities were arrested and apprehended, and thousands of drug users have surrendered during the joint conduct of operation ‘Tokhang’,” he added. NPA says military waging ‘provocative’ acts to ‘sabotage’ peace talks; military says ‘not true’ By Roel Catoto of MindaNews

SURIGAO City––The New People’s Army (NPA) has accused the military of carrying out “provocative and combat actions to sabotage” the peace talks between government (GRP) and the National Democratic Front (NDF) but the military denied the allegations claiming it has been “peaceful” since both government and the National Democratic Front (NDF) each declared an indefinite unilateral ceasefire in August. In an e-mailed statement Friday, Ariel Montero, spokesperson of the R e g i on a l O p e r at i on a l Command of New People’s Army-Northeastern Mindanao Region said soldiers continue to encamp, go in and out of villages in the guise of implementing its peace and development outreach program (PDOP), allegedly providing security for the PAMANA projects and implementing the government’s anti-illegal drugs campaign. He said the Armed Forces of the Philippines (AFP) “has carried out provocative and combat actions to sabotage the ongoing peace talks” which has had two

formal rounds since August. Montero alleged that soldiers have continued to conduct Community Organizing for Peace and Development/Civil Military Operation (COPD/CMO) in no less than 70 villages in Northeastern Mindanao Region and that they have been establishing CAFGU detachments in barrios in the towns of San Miguel, Carmen, Cantilan and Cagwait in Surigao del Sur. He added that soldiers in the villages “encamp in barangay facilities such as the gym, barangay hall, daycare center and others, including civilian homes” and are allegedly “using civilians as shields.” “They carry out psywar operations and enforce searches to sow fear and prevent the people from conducting activities to promote their interests and

and you know, product knowledge. It is different when our Miss Universe candidates who represent their respective countries can really promote our country and our city in particular,” David said. She added that the hosting will also get more attention from both domestic and foreign tourists to the Davao Region. “Many of the people will be coming over to Davao… it is first time in how many years, and the third time for the Philippines to host. So the point is, it is really a crowd-generating event and more importantly, it is a prestige and honor for the country to promote,” she said. (Antonio L. Colina IV / MindaNews)

an all-out effort drug abuse intervention initiatives. “Addiction is like a cancer that it would recur if one could not resist the temptation to take shabu once more,” he said. The congress initiated by the governor for his pet program called Substance Use Recovery and Enlightenment (SURE) gathers speakers in the religious sector and experts on drug abuse treatment to inculcate to participants moral recovery and the ill-effects of drug abuse. The provincial government has been in the forefront of initiating an intensive drug reform program since President Rodrigo Duterte assumed office on July 1 with the establishment of Outreach Drop-in Center (ODIC) and Residential Treatment and Rehabilitation Center (RTRC). Mark Larry Chua, an international drug addiction therapist who heads the SURE program, said 17 of the 18 patients survived the 90-day primary care and after care sessions while 16 drug dependents with a severe cases are undergoing rehabilitation that will last up to six months. The ODIC passers and some government social and health workers are now on 45-day advanced training on different counselling curricula for them to become drug abuse counselors in the 13 towns and a city of the province. They are also given free skills training for any shortterm technical course at the Technical Education and Skills Development Authority that will give them opportunities to work abroad and financial support for small businesses through the Go Negosyo program of the Department of Trade and Industry.

parliamentary parties have subscribed, a representative of the conservative EVP must take over

the position in 2017. So Schulz is now keen to exert his influence from Berlin – and not just as an ordinary member of parliament. For someone like him, there are two positions that suggest themselves: the office of foreign minister, or the SPD’s chancellor candidate in next year’s election. So far, Martin Schulz has not commented on which of the two he’s aiming for, or whether he’s aiming for both at once. There’s little or nothing to be heard from the SPD on the subject, either. But that’s no bad thing – on the contrary. The SPD doesn’t want to decide on its chancellor candidate until January. Until then, it’s presenting itself as a party with at least two political heavyweights to offer: Martin Schulz on the one hand; and on the other, of course, the party’s current leader and Germany’s incumbent vice chancellor and economics minister, Sigmar Gabriel. However, come to the decision that his friend Schulz would be the better candidate, the latter would be given the field. Schulz is up to both election campaigning and the job of foreign minister. From the SPD’s point of view, Schulz would also be a good choice for foreign minister. He’s experienced in the diplomatic arena, has excellent contacts, and is also accepted outside his own ranks. He’s made a name for himself as someone who speaks frankly. That would certainly make an agreeable change from Frank-Walter Steinmeier, who is more careful and deliberate. It would also be a counterpoint to Chancellor Merkel’s line, which focuses more on quiet tones and working behind the scenes. Anyway, global politics will become more and more thrilling and exciting. A total global change of restructuring might be possible. After elections in the U.S., Europe will face several national elections - also in Germany. +++ Email: doringklaus@ gmail.com or follow me on Facebook or Twitter or visit www.germanexpatinthephilippines.blogspot.com.

(An Act Providing for the Construction of a National Pantheon for Presidents of the Philippines, National Heroes, and Patriots of the Country) signed into law by Philippine President Elpidio Quirino on June 16, 1948. One argument I previously heard was that it is still contentious whether the Libingan ng mga Bayani, established in 1947 and formerly called the Republic Memorial Cemetery, is indeed the National Pantheon. But to me, the bigger reality is that prior to the treacherous November 18 burial, only three other Presidents were buried

Monday, November 28, 2016 at LNMB: Carlos Garcia, Diosdado Macapagal and Elpidio Quirino (who was reinterred at LNMB only on his 60th death anniversary in February this year). Ramon Magsaysay and Corazon Aquino are buried elsewhere. The other Presidents before Quirino have not been reinterred at LNMB: Manuel Roxas, Sergio Osmena, Jose P Laurel, Manuel Quezon and Emilio Aguinaldo. So it seems there is no legal compulsion to burying a President at LNMB. Only preference, of the rabid and persistent kind displayed by the Marcoses and allowed by the current administration. Perhaps it’s already too much to point out that none of his immediate predecessors (Presidents Cory Aquino, Fidel Ramos, Erap Estrada, Gloria Arroyo and Benigno Aquino) suffered legal consequences from not facilitating the burial (although Estrada and Arroyo seriously flirted with it). Maybe I should be happy that this most recent round of Presidential reasoning at least avoided his other pronouncements which trivialized Martial Law and the struggle against it: that it was really just a conflict between two families, and that the abuses of the Marcos dictatorship “cannot be determined at this time” but “has to have a history first”. Meantime I am grateful for the record-keeping and capacity for memory of historians and journalists like Carolyn O. Arguillas whose post reminded us that the first pastoral letter against human rights abuses during Martial Law was in 1978 by then Davao Archbishop Antonio Mabutas in response to the killings and torture of church workers in Catalunan Grande, Davao City. Yesterday seminarians from SATMI marched with us carrying a banner that said “forgiveness starts with memory”. And our memory of Ferdinand Marcos Sr is more than that he was a president and a soldier. (MindaViews is the opinion section of MindaNews. Mags Z. He claimed the AFP and the National Commission on Indigenous Peoples (NCIP) have been inciting and riling the Lumad, led by the brothers Larry and Lolong Tanola, active assets of the AFP and appointed Datu of the NCIP, to claim and seize “ancestral lands” made productive by settlers for several decades.

Montero said the alleged land grabbing is intended to clear the way for the entry of coal mining operations, such as that of Abacus Consolidated Resources & Holdings Inc. He said two settler farmers have been killed, the latest on November 7 identified as Berto Catalan, 54. “The provocative actions and deceitful schemes of the AFP are clear violations of the affirmed agreements between the GRP and the NDFP under the continuing peace talks, particularly CAHRIHL (Comprehensive Agreement on Human Rights and International Humanitarian Laws),” Montero said, adding these demonstrate the military’ “insincerity in carrying out its declared ceasefire.” He said the NPA in Northeastern Mindanao Region is “always at a ready to defend the people and their human rights and secure their lives and livelihood,” and called on government to deliver social services and improvement in the villages, not the soldiers. “In connection with this, we challenge the Duterte government to ensure that the AFP abides by the declared ceasefire of the GRP and pull-out military troops from civilian communities. As such, the peace talks will advance and steps to resolve the root causes of civil war in the Philippines will continue,” Montero said. No encounters But Capt. Joe Patrick Martinez, spokesperson of the 4th Infantry Division of the Philippine Army said that its area of operation covering Northern Mindanao and Caraga regions remain peaceful since the declaration of the unilateral ceasefire on 21 August 2016.

President Rodrigo Duterte declared a unilateral ceasefire on July 25 during his 1st State of the Nation Address but suspended it less than a week later following the killing of a CAFGU member and the wounding of three others in the Davao region. The suspension was lifted on August 21. The NDF on the other hand reciprocated with its own unilateral ceasefire and both parties agreed they would work on a bilateral ceasefire within 60 days from the end of the first round of formal talks in Oslo in late August. The parties had missed its October deadline and are still working on the proposed bilateral ceasefire before December 10, International Human Rights Day. “Since the declaration by our Commander-in-Chief, President Rodrigo Duterte, there were no incidents of armed encounters between the 4ID line units and the New People’s Army in our area of responsibility. This is because of our strict adherence to the provisions underlined in the said declaration. Our troops are now focused on community development activities in tandem with the stakeholders and on supporting the PNP in law enforcement operations,” he said. Martinez said that since the ceasefire declaration, the 4ID has focused its efforts on “securing all vital installations as part of the Bayanihan Investment Protection and Security Operations (BIPSO), support to law enforcement operations of the Philippine National Police (PNP), particularly on anti-illegal drug operations, and supporting the Bayanihan programs or

the whole-of-nation initiatives that are jointly undertaken by all stakeholders to help the people and the communities.” “The division’s support to anti-illegal drug operations led to the successful confiscation of marijuana and shabu worth PhP 29 million in the two regions. Moreover, a total of eight drug personalities were arrested and apprehended; and thousands of drug users have surrendered during the joint conduct of operation “TokHang.” Martinez added that in line with the division’s participation to the government’s Whole-of-Nation initiatives or the Bayanihan programs, a total of 119 barangays in two regions are now “conflict manageable” and are ready for further development, and 23 more are currently undergoing evaluation and validation. He said these Bayanihan activities are all LGU-led and are aimed to harmonize the stakeholder’s effort to help improve the people’s livelihood condition particularly in areas previously affected by armed-conflicts. He said that in accordance with the ceasefire, a Memorandum of Understanding or Memorandum of Agreement have been ensured by all stakeholders involved for the conduct of these Bayanihan activities in regions 10 & 13 “to have a clear guidance on what specific role should they contribute for the success of the peace and development programs.” Since the ceasefire declaration, Martinez said, a total of 46 former NPA members have are now participating in all Bayanihan efforts.
