Pacquiao files measures reimposing death penalty

EXCITED for his first privilege speech as neophyte senator, Manny Pacquiao made his presence felt in front of the heavyweights of the Philippine Senate to push his Senate Bill No. 185 which seeks the reimposition of death penalty for heinous crimes and drug traffickers.

“My first ever privilege speech as a Senator will focus on one of the biggest issues plaguing our country.

I speak before you because of the sense of urgency on the issue of drug problem which has become alarming as it gets worse each day,” Pacquiao said in his six-page speech.

Armed with verses from the Bible, the born again Christian senator claimed God allows capital punish-

ment against criminals.

Pacquiao quoted Genesis 9:6 which says “Whoever sheds human blood, by humans shall their blood be shed; for in the image of God, has God made mankind.”

He also quoted another verse from the Bible’s Old Testament in Exodus 21:12 which states: “He who strikes a man so that he dies shall surely be put to death.”

The former eight-time world boxing defending champion gladly yielded to the request of fellow senators to be questioned about his proposal to revive death penalty.

Senate Majority Vicente Sotto, who also filed separate bill reviving death penalty against drug trafficking, thanked Pacquiao for quoting a Bible verse from New Testament which,

Pacquiao said, recognizes the legitimacy of capital punishment.

Pacquiao was referring to Romans 13:4 which says: “For the one in authority is God’s servant for your good. But if you do wrong, be afraid, for rulers do not bear the sword for no reason. They are God’s servants, agents of wrath to bring punishment on to the wrongdoer.”

6 DPWH-12 employees booted out for drug use

GENERAL Santos City––Six job order employees of the Department of Public Works and Highways (DPWH) in Region 12 have been dismissed from service after yielding positive of using illegal drugs in its mandatory drug tests.

Engr. Reynaldo Tamayo Sr., DPWH Region 12 director, said he ordered the immediate termination of the job contracts of the concerned workers on Monday based on the results of the tests.

He said the move was endorsed by the agency’s top officials and members of its management committee.

“We decided during our meeting to terminate outright the services of the erring workers,” Tamayo said in a radio interview.

The official said the six were among the initial batch of 218 permanent and job order or contractual employees of the DPWH-12

who were subjected to surprise drug tests last week.

Most of them were found positive of using methamphetamine hydrochloride or shabu, he said.

As of Tuesday, Tamayo said all job order employees of the agency have already completed the drug tests.

He said they will schedule another round of drug tests for the remaining employees, which he placed at “less than a hundred.”

“It will again be a surprise testing to ensure proper results,” the official said.

Tamayo said the six dismissed employees have the option to undergo confirmatory tests but they will have to shoulder the P1,000 testing fee.

But he did not say whether they could still seek reinstatement if the confirmatory test results would turn out negative.

For permanent employees who would yield positive of drug use, he said he will immediately order them to explain the results.

He said they could face disciplinary actions but noted that they will be based on existing civil service regulations.

The DPWH-12 launched the mandatory drug tests for its officials and employees in compliance with a directive from its central office.

New hospital building in Agsur equipped with P25-m CT Scan

PROSPERIDAD, Agusan del Sur––Modern medical facilities including a CT Scan worth P25 million will be installed when the main extension building of the D.O. Plaza Memorial Hospital will be opened this month.

With this privilege, local patients needing this kind of equipment that will help treat complicated sickness will no longer have to far to Davao City or Butuan City.

Dr. Joel Esparagoza, Provincial Health Officer and hospital chief, however explained there would only be soft opening of the new spacious building since only the first floor where the facilities will be placed will be inaugurated.

“Only the first floor will be operational first because there are still

few things that need finishing touches in the second floor,”Esparagoza said.

Esparagoza has assured full medical operations will really start upon the opening because most medical equipments are set in the first floor. Twelve private rooms mostly occupy the second floor. The operating room with its complete equipments and facilities will be installed next week.

According to Dr. Esparagoza, the new C.T. Scan from the Department of Health is now ready for installation in the first floor, awaiting for the electrical installation to be completed.

But with our new hospital buildings, the problem of congestion will be solved and hopefully, the shortage of medicines when the consignment policy will be implemented,” Esparagoza added.

Geovanni Abing’s All That Remains AS Boholano artist Geovanni Abing will soon open his third solo exhibit on August 18 at Qube Gallery, Cebu City, I am optimistic that his art’s magnetic qualities assure his promising journey. His pace-setting art attests this. The following is my art criticism for his coming show: Individuals may choose a course of action off the beaten track. At times, these pathfinders affect popular culture by their individuality; likewise, culture inspires their individualism.

What the mind feeds, that is what he or she becomes. The human mind begins as a complete but receptive blank slate or a “tabula rasa” as Aristotle conceptualizes it; we learn and transmute our lives from the information about the objects in the world that our senses carry. Thus, Ralph Waldo Emerson penned: “…

man is a bundle of relations, a knot of roots/whose flower and fruitage is the world.”

Much of what we are comes from our beliefs—our map of the world and our place in it.

Beliefs are powerful because it is our sense of reality filtered by life experiences.

Our beliefs, however, are not real but are mere constructs.

The map is not the jurisdiction—just a subjective representation of it. But beliefs are either empower-

ing or limiting depending on how we nurture them.

In this exhibit, Geovanni Abing figuratively presents the influencing and influenced constituent of urban culture.

His “All That Remains” focuses on the causality between memories and dayto-day encounters, and the fabric of pop tastes, perspectives and practices: the outcome is a function of the inputs.

Abing’s collage images reminds of subsuming materialistic values which—if remained unchecked and unchallenged—sacrifices one’s spirituality and catalyzes a less meaningful communal and personal existence.

His portrait-inspired presentations metaphorically reveal what happens if individuals are filled with the time’s many delusions.

For the online screen slaves,

for instance, they can reflect whether or not they are “made or unmade” by what consumes them.

The artworks reveal surreal faces with eyes or necks forcing out cartoon characters, animals and other symbols of pop culture.

Comical and bizarre, they obviously communicate a satire. The unique medium—upcycled magazines and books—and imagery cannot more reinforce on the theme of identity crisis evoked by the subjects of Abing’s artworks. The oeuvres are informed by the search for and scholarly debate over Filipino national identity, and the seeming dearth of values in urban culture. The quest and deliberations? These arise from the reality that information about who we are, what we are about, and what we are expressing— is lacking.

But then, we cannot right a wrong by another wrong. We cannot correct the drugs problem that has the entire Filipino nation in its maniacal grip by killing people left and right simply because they are suspected of involvement in illegal drugs. We cannot stop the drug menace that has already killed many of our youth by wanton yet unverified accusations against judges, politicians and other officials.

The last time I looked, the Philippines is still a country operating under a set of well-defined laws, where the rule of law is still the general rule that must be adhered to and obeyed at all times. We are still a democracy, where each and every citizen is granted Constitutional guarantees, like the guarantees of presumption of innocence and, more basically, of being given an opportunity being condemned and punished.

-oooCURRENT KILLING CAMPAIGN WILL NOT STOP DRUGS: There are many of us now who say that where were Duterte’s critics---those who speak out against the vigilantestyle campaign against drugs under his administration--when a great number of Filipinos were being raped, maimed, and killed by drugcrazed individuals, when Filipino kids by the millions were losing their minds and

their souls because of drug addiction, in the past?

That, I have to admit, is a good question, and a very valid one at that. But then, in asking that question, I am sure that the sole intention was the good of the Filipino people, the thought being that, the only way to fight drug syndicates is eliminating those behind it once and for all. Unfortunately, this is not going to permanently stop the drugs problem.

I am sure that after Duterte steps down from Malacanang, either after six years or perhaps sooner, by some quirk of fate, God forbid, the zealous and aggressive campaign against drugs under his administration will surely be forgotten, allowing syndicates to resume their nefarious activities. Dissent and the old Roman justice system

NAAWAN, Misamis Oriental--Nothing is absolutely wrong with a Senate’s probe of the extrajudicial executions and vigilante killings occurring daily under the present dispensation. President Duterte himself has time and again declared that the campaign against the drug menace should be pursued within the bounds of law. So why should Sen. Leila de Lima, the Senate justice committee chair, be vehemently opposed and pulled down by the President’s men in her planned probe on the escalating killing of suspected criminals and innocent victims obtaining throughout the country every day?

For doing her task, de Lima is vilified, portrayed to the public as protector and coddler of drug personalities. The rabid minions of the President in the social media picked up the de Lima demolition campaign fabricating and circulating blatant lies; photo-shopped her hobnobbing with alleged

drug lords, all aimed to destroy her reputation and credibility to conduct the probe. (If it is now a crime to be seen with a suspected criminal, then why the absence of public uproar over the audience and photo opportunity of Peter Lim with Pres. Duterte, who the President himself earlier tagged as a big drug lord under the protection of some PNP generals?)

This disturbing development is a dark blotch to our supposed march towards transparent and responsible governance to improve the Filipino quality of life.

It appears that the present administration wants everybody to toe the line so as to speed up the realization of the agenda of change. People with opposing or different views on the current state of affairs, are threatened and bashed by rabid minions of the political leadership to cow them to silence and submission.

Those in government should be reminded that unless the road is paved towards a dictatorship re-

gime, legitimate dissent should be respected, allowed and secured. The Constitution guarantees the citizens’ freedom of expression. At institutional level, it mandates Congress to conduct investigation in aid of legislation. This ought not to be forfeited by any means if only to uphold check and balance in governance, especially in the exercise of the Executive Department of its functions and responsibilities.

A Senate or congressional probe on the bloody campaign against the drug menace is imperative.

Consider this. The primary casualties of the drug war are sadly the poor and defenseless suspects who are summarily executed most likely to silence them once and for all from exposing their main pushers and coddlers which may include police officers who possibly recycled and marketed confiscated drugs through the now salvaged victims.

Hontiveros to Duterte: You can’t destroy oligarchy by giving Marcos a hero’s burial “FOR someone who publicly disapproves of oligarchs, President Rodrigo Duterte’s decision to give the late dictator Ferdinand Marcos a hero’s burial is the height of contradiction.”

This was the statement issued today by Akbayan Senator Risa Hontiveros as she opposed the plan by the government to bury the remains of Marcos at the Libingan ng mga Bayani HONTIVEROS (LNMB).

In a resolution she filed on Monday, Hontiveros said that allowing the former President to be buried at the cemetery will only cause further divisiveness and reopen old wounds, especially as the country is in the process of providing reparations to Martial Law victims.

Respect due process

A prelate of Butuan urged the government to respect the judicial process when dealing with drug users and pushers in its campaign against illegal drugs.

“Campaign versus drugs, in that matter, we could not tolerate or allowed just to kill them because of this, because of that, it has to undergo judicial process,” said Bishop Juan de Dios Pueblos.

He emphasized the need for due process of law specially since the Philippines is a democratic country.

“We are living in a democracy, [the drug war] has to follow judicial process,” he added.

Despite efforts already being made to monitor and investigate illegal drug operations in Mindanao, Pueblos pushes for continued efforts in drug busting.

“That’s true, they (drug operators) are slowly being investigated and monitored so with this kind of work I think something good will come out of this,” he said.

Divorce bill no go?

A congressman said the divorce bill advocated by the Gabriela party-list is expected to be dismissed in Congress.

According to Buhay party-list Rep. Joselito “Lito” Atienza Jr., the divorce bill or House Bill No. 2380 sponsored by Gabriela is opposed by many lawmakers.

Filed in Congress five times since 2005, the divorce bill has never been passed.

According to Atienza, an intact family is extremely important to society.

Reds frown at Digong’s ultimatum, call for more offensives

THE Communist Party of the Philippines (CPP) said President Rodrigo Duterte’s threat of postponing the peace talks over the New People’s Army (NPA) use of command-detonated landmines “smacks of a poorlycrafted deflectionary tactic, with the aim of blaming the revolutionary forces for the repeated postponement of peace talks.”

On August 7, following an ambush by NPA guerrillas against soldiers of the 25th Infantry Battalion in sitio Inuburan, barangay Rizal, Monkayo, Compostela Valley, Duterte warned the NPA to stop using land mines or else, there would be no peace talks.

The CPP noted that Duterte issued the ultimatum despite having yet to fulfill his own promise to release detained consultants of the National Democratic Front of the Philippines (NDFP) and political prisoners.

Tulawie agrees with the President that the drug issue is closely linked to kidnappings. Kidnappings are prevalent in Sulu “and who could be most interested to have these problems resolved other than the Tausug themselves?”

In support of the President’s war on drugs, “I humbly request you to conduct a high-level, full-blown investigation of the drug apparatus in Sulu and to immediately neutralize the local chief executives and police officers who are involved.”

Aside from kidnapping, the use of illegal drugs has also been blamed on other forms of criminality in Sulu, including gang rape.

Tulawie narrated that in 2009, young college students were abducted and raped by a gang of young boys who were high on drugs, a case he personally documented but the filing of criminal charges did not prosper “because the rapists involved were the sons of powerful politicians in Sulu.”

He said his expose of the gang rape and his human rights advocacy “caused me harassments and direct threats against my life that forced me to leave Sulu and seek refuge in Davao City” where he said he experienced that Duterte’s leadership is “not hostile to human rights defenders like me and for that I owe you a debt of gratitude.”

During his short visit, Duterte also visited the camp mortuary where he paid his last respect to Private First Class Ricardo Simbajon, a government trooper, who was killed in action in an armed encounter with the communist rebels in Bukidnon Friday last week.

The President also visited the army station hospital where he talked to the wounded military personnel and check on the military’s medical facilities. He said he buy advance medical equipment for the military.

Duterte arrives at military camp in C. de Oro

CAMP Evangelista, Cagayan De Oro City–– President Rodrigo Duterte arrived at the 4th Infantry Division here, the largest military camp, at about 4:20 Tuesday afternoon on board a civilian helicopter.

The President arrived at the Laguindingan Airport in Misamis Oriental about 4:00 p.m. where he was welcomed by provincial government officials led by Governor Yevgeny Vincente Emano.

Duterte, clad in a checkered blue polo shirt, off-white pants, and a pair of rubber shoes, walked toward the military headquarters after disembarking from a civilian helicopter that landed on the military ground a few meters away from Philippine Army headquarters.

The visit, dubbed as “Talk to Troops”, is among the regular visits of President Duterte to military camps in the country where he personally interacts with government troopers, a military official said.

The Presidential Security Group has barred the taking of photos and television footage of the President as the helicopter landed and while he was walking toward the army headquarters where he will have a close-door conference with top military and police officials in Northern Mindanao.

The photo ops and television footage would be allowed only in the military gymnasium where the President would deliver a message to the military personnel and the few invited local officials.

Capt. Patrick Martinez, the spokesperson of the army’s 4ID, said the President would also pay his last respect to the army trooper who was killed in action in an armed encounter with the communist rebels in Bukidnon last week.

He said from the camp mortuary, Duterte would visit the wounded soldiers who are undergoing treatment at the army station hospital in the military camp. (PNA)
