SC extends order on Marcos burial

Trader on his way to surrender shot dead A businessman who has been identified as a drug personality was killed by gunmen at about 1:20 p.m. Wednesday in Barangay Cablong in Pozorrubio in Pangasinan, as he was on his way to the police station to surrender. Zaldy Perez, 56, of Barangay Cablong, was on a motorcycle with his brother, barangay councilman Dodie, when he was shot by his assailants who were on a Toyota Grandia without a plate number, police said. Blast victims get cash aid from Davao gov’t DAVAO City––A total of P4.5-million worth of cash assistance was distributed to the families of the victims of the September 2 explosion at the night market along Roxas Avenue here where 14 lives perished and 70 others were injured. Lawyer Raul Nadela Jr., chief of staff of Mayor Sara Duterte, led the release on Wednesday of the cash aid to the families of the injured patients currently confined at the Southern Philippines Medical Center (SPMC). He told reporters that families of the killed victims received P40,000 each, which totaled P560,000, while families of the injured victims got P30,000 each, totaling to P2.1 million for all injured victims. The balance, Nadela said, would be allocated to pay for the food expenses, meal allowances for the watchers of patients, hospital bills, and burial of the victims. But he said the Philippine Charity Sweepstakes Office (PCSO) will pay part of the hospitalization of injured victims. Last Monday, the City Government opened an account at the Land Bank of the Philippines to receive cash donations from well-meaning individuals who want to help the blast victims. Nadela said they have yet to check how much has been deposited but he believes it is now in the millions. He said the City Government is planning to use the cash donations to give further assistance to the families and come up with programs, among them a scholarship grant for the children of the victims. “We assure you that your cash donations will be used properly,” he said. Let the message speak to Filipinos more than anything else
THAT President “Rody” Duterte scathingly remarked about US President Obama’s plan to talk about human rights issues in a meeting has spawned various reactions. But do not overlook Duterte’s unwonted candidness that earned him high respect from locals and foreigners alike based on social media feedbacks. He earned respect because speaking from the heart is far more respectable than using “diplomacy” tact as a blandishment of dishonesty in trying to get allegiances no matter how pretentious. Who really like sweet-talking enemies? As for Duterte, however, he regretted some remarks because he really did not mean to ruffle feathers with Obama. Yet his honesty is what bears real weight: the intimation is really for his countrymen. I then remember how
it supports a quote that says no great tree grows under the shades of another great tree. The essence is no nonsense: do not expect a superpower from a puppet mindset accustomed to servile philosophies. If all our efforts should mean a difference in our well-being, we must correct faulty philosophies—that is a priority. It seems we must first think about our true independence from the powers-that-be after the era of colonization ended a long time ago. If we analyze our tastes and preferences, we are still unfortunate lackeys— first to alien ideas, second to ourselves. Look at our movies sidelined in favor of Hollywood: legislators did not correct the plight of our ingenuity to satisfy mere commercial values. Look at our gatherings: did I notice “inglesero” culture to

The group intends to break the silence among Kagay-anons who seemed to have forgotten the dark years of our history and refuse to honor the real heroes who fought for our democracy. The group echoes the statements of the following institutions on the same topic: Institute of Social Order (ISO), John J. Carroll Institute on Church and Social Issues (JJCICSI), and Simbahang Lingkod ng Bayan (SLB).

esearch group IBON said that the Department of Finance’s (DOF) proposed tax reform program relieves the rich and burdens the poor. The group said that this will worsen inequality in the country and should be replaced by a tax program that taxes the rich instead and is backed with the required political will. The DOF proposed tax reform program seeks to raise an additional Php600 billion by 2019, said the group. IBON noted that it will do this by raising taxes on the country’s poor majority and reducing taxes paid by the rich and big corporations A ccording to the group, the rich will benefit from lower income taxes, property-related taxes, and capital income taxes: • The top personal in-
come tax rate will go down from 32% to eventually just 25 percent. Around 6.7 million deserving wage and salary earners also stand to benefit from the DOF’s plan to update 19-year-old tax brackets. These will result in Php139.0 billion less revenues for the government in just the first year of implementation. • The corporate income tax will go down from 30% to 25 percent. Corporations will pay Php34.8 billion less in income taxes. • The tax rate on property-related transactions of the wealthy will be cut. The estate tax of 20% will go down to 6% of the value of
property being transferred. Donor taxes and transaction taxes on land will also be cut. The rich will pay Php3.5 billion less in estate and donor taxes. • The tax on interest income earned on peso deposits and investments will also go down from 20% to 10 percent. The rich will pay Php1.0 billion less in capital income taxes.
IBON obser ved that the DOF plans to offset lower taxes paid by the wealthiest Filipinos by increasing taxes on the poor majority. The poor will suffer higher prices from valueadded tax (VAT) being charged on previously exempt items, higher excise taxes on petroleum products, and a new sweets tax: • The 12% VAT will
be charged on the widest range of consumer items in the country’s history with exemptions on just very few necessities like raw food, education and health. Consumers will pay Php163.4 billion more for the same goods and services. • There will be higher excise taxes of Php6-10 per litre or kilogram on d i e s el, L P G , ke ro s e ne
and the entire range of oil product prices. Consumers will pay Php178.2 billion more when they buy oil products or pay for correspondingly more expensive goods, services and transport fares. • The sugar excise tax starting at Php5 per kilogram will increase the prices of sugar y foods, fruit drinks, sodas, sweetened tea and coffee, sports drinks, and other sweetened products. Consumers will pay Php18.1 billion more for the sugary products they buy. IBON said that the administration’s economic managers are using President Rodrigo Duterte’s current popularity to push an unpopular pro-rich neoliberal tax agenda. But the people need vastly improved public and economic services. This should be financed by those who have already accumulated so much and not by those who have so little as it is, said the group.

Philippines to import 805,200 MT rice under MAV THE Philippine government has approved the additional importation 805,200 metric tons (MT) of rice under the minimum access volume (MAV). This was aside from the 500,000 MT earlier awarded
to Vietnam and Thailand by the National Food Authority (NFA) through governmentto-government procurement scheme. The NFA on Thursday issued the import guidelines under which traders are to
bring in well-milled rice with a quality not lower than 25 percent brokens or any special variety. Shipments, which should arrive not later than February 28, 2017, will be levied with a 35 percent tariff.
NFA said the importation was under a countryspecific quota scheme covered by a 2014 agreement with the World Trade Organization (WTO), which allows the Philippines to provide minimum market

Liquidation should perhaps be one of most probable actions for them to do or some other ways, or by deceitful ways like false accusations, which would be considered as capricious and arbitrary under the legal parlance. Politics, according to the righteous, is the end of the goodness of man. Why perhaps? Because any candidate who has not done nothing against his fellowmen will be falsely accused. He should be branded as corrupt, criminals, liar and inept and incompetent. According to St. Paul: “All have sinned and fall short of the glory of God.” In other words, we are all sinners that often times act in a devilish manner. What Iligan needs by now are public officials with lesser evil? Perhaps, men of God are considered most likely with the lesser evil. Why should the Iliganons not elect them simply because they all wanted to stop the political chaos? If the political chaos in Iligan should not have been stopped, bloodshed and corruption will continue to destroy Iligan City. There was some rumored being spread around that during the transfer of the jailed City Mayor Celso G. Regencia from Iligan City Jail to Initao District Jail, or to the Provincial Jail in Misamis Oriental, or to Quezon City Jail, he will be ambushed. The ambushers, as alleged, are friends of the jailed City Mayor. I choose not to believe, because what are friends for? If there is truth of the allegation or rumored being circulated, well, anyway, Judas betrayed Jesus Christ for only 30
pieces of silver coins. In fact, Judas had seen the miracles being done by Jesus Christ for accompanying Him for three years as treasurer, but dared to betray Him (Jesus Christ). Anyway, money is better than a good friend for some. The allegation may perhaps be true based on Judas example, still, with all my heart; I would rather choose not to believe. Still, as alleged, the ambushers were gifted with Seven Million Pesos. But sad to note, however, that the real culprits have, up to now, never arrested, only the innocent one, City Mayor Celso G. Regencia. Why? As has been rumored by the many and by one of the friends of the ambushers in Pagadian City, that they would stage another ambush. A much bigger reward will be given to them. Mind you, the many attempts to get the City Mayor Celso G. Regencia from the City Jail of Iligan City, their very purpose would be to ambush him perhaps or rather than perhaps. If there was truth of the rumored circulated around, they consented to ambush during his transfer because of money matters than a good friend. By taking cognizance of the rumors being circulated, it behooves then for us Ilignons to be vigilant. If indeed the force of reason will not prevail to force their unreasonable demand to force the transfer City Mayor Celso G. Regencia from Iligan City Jail to other places, well and good, we will do the reason of force, our last option, God forbids. If there was truth to that allegation, the mastermind, of course, will not be doing a greater injury to City Mayor Celso G. Regencia than to himself. We, the peace–loving people of Iligan City, are not taking this allegation for granted. We are under obligation to guard this allege deadly conspiracy against him. Eliminating him would allow the devils to prosper. Let us not blind ourselves to the dictates of justice. Let justice be done even if heaven will fall. Let us all remember that the world is dangerous not because of those who do harm, but because of those who look at it and do nothing. I am appealing to the political conspirators to open your feelings, and bear your own part in this political crisis like this, and making no inappropriate demand, but is beseeching you to fulfill a duty which belongs to you, which, so far involving in your departure from being public servants. As enshrined in the Constitution, Article XI. Accountability of Public Officers, Section 1. Public office is a public trust. Public officers and employees must at all times be accountable to the people, serve them with utmost responsibility, integrity, loyalty, and efficiency, act with patriotism and justice, and lead modest lives.
Many of our public officials are not worthy of their position, as alleged. In that manner, let us borrow of what Daniel Webster had once said:“no definition can be so clear as to avoid the possibility of doubt; no limitation so precise, as to exclude all uncertainty.” We have experienced in Mindanao that when an inexperienced rebels, or to be exact, a neophyte, will stage an ambush against the army or police, in many instances, they will all be eliminated. If there is truth that a be-medaled police officer, a colonel at that, was the responsible man for the alleged ambush of Congressman Belmonte, I can say then without fear of exaggeration that he (Regencia) is not worthy to be called a Colonel because his men who ambushed Congressman Varf Belmonte had failed to pin him down as the primary target. What I could say then, only God knows who staged the said ambushed. Let us only pray that the real culprit should be exacted with appropriate punishment thus give justice to Congressman Varf Belmonte and likewise so also give justice to jailed innocent, City Mayor Celso G. Regencia, as alleged by the many concerned Iliganons. Asphalting of C. de Oro road nears completion CAGAYAN de Oro City–– The asphalting of the city’s 23 kilometers east to west national highway here is almost complete, a highway official announced Wednesday. Vinah Maghinay, the regional spokesperson of the Department of Public Works and Highways (DPWH), issued the announcement amid mounting plaints by the public about the unfinished project. Both private and public car owners have raised the complaint in public forums about the inconvenience and accident prone road gaps of the unfinished road asphalting here. Maghinay said that 100-millimeter-thick asphalt overlay from Bugo to Iponan was part of the nationwide project won by Chinan Henan Shuili, an international contractor. “All works were done at night so that the workers would not get in the way of the daytime traffic,“ Maghinay said. She said that the DPWH Unified Project Management Office directly supervised the road asphalting project in Cagayan De Oro City. The asphalt overlay was needed for the 40-year-old highway, which was paved during the Marcos era, already manifested several cracks during a routine inspection last year. Maghinay said that the gaps were created because the old asphalts were taken out in severe cracks in order that the road could be paved; otherwise, a durable repair could not be done. She said that the project in Cagayan De Oro City started in December last year and was scheduled for completion in August this year.

IT was a bright and solemn morning when guests gathered to commemorate Fr. William Masterson’s 32nd death anniversary on Tuesday, September 6. People whose lives were touched by the Jesuit missionar y throughout his colorful years in Northern Mindanao were present at the grounds of the Southeast Asia Rural Social Leadership Institute (Searsolin) to attend the Eucharistic mass celebrated by Xavier University chaplain Fr. Archie Carampatan SJ. A program commemorating Big Boy’s life and his remarkable works that still continue up to this date was held, hosted by Searsolin in partnership with the XU College of Agriculture and Xavier Science Foundation Inc. people in attendance, joining the personnel from the Manresa Farm, Searsolin, and XSF. “Big Boy’s Big Dreams” was the overall theme of this occasion where various projects of XUCA, XSF, and Searsolin were proudly presented during the program. These three institutions
were founded by Masterson and are continuing his legacy by taking the mission and vision wholeheartedly, which is to develop rural communities and form leaders in agriculture and social development.
Searsolin frontlined the open house for guests and students at the Fr. Masterson Exhibit, featuring his life story through various mementos and his antique collections from all over the world.
DAVAO City––The reward for the identification and arrest of perpetrators of last week’s Roxas night market bombing that left 14 people dead and 70 others injured, is now raised to P3 million. Mayor Inday Sara Duterte said Thursday that a Davao-City businessman and a law firm donated P500,000 each, increasing the P2-million bounty initially offered by the City Government to P3 million. “A businessman in Davao CIty donated P500,000 for the additional reward money and a law firm through Finance Secretary Sonny Dominguez also gave another P500,000,“ Duterte said. She said the reward for any information on the identity and whereabouts of the suspects remains to be at P1 million while P2 million will be given to those who can arrest and bring them alive to authorities. The Mayor added that Davao City residents can immediately call Central 911 for any information about the suspect(s) while, those living outside the city can contact 0917-DUTERTE or 0917-3883783.
