Sueno made the call after the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) issued an update based on their continuous monitoring of the development of La Nina in the Central and Eastern Equatorial Pacific.

The region constantly exhibits cooler than average sea surface temperatures (SSTs) and PAGASA has been monitoring the possible development of La Nina since May 2016.

international community.

The members of the UN Security Council condemned in the strongest terms the heinous and cowardly terrorist attack in Davao on September

Creation of task force vs illegal gambling mulled A TASK FORCE will soon be created to run after those engaged in illegal gambling operations in Cagayan de Oro. ‘Greener’ school, brighter future for the pupils appreciation of agriculture as a life support system and to further institute and maintain the school garden as a ready food basket and source of vegetables in sustaining supplementary feeding among the pupils.

As such that the garden produce shall be used primarily for feeding, however excess vegetables may be sold for generating income to buy other ingredients for feeding, and other planting seeds, the GPP has indeed influenced our young learners, our pupils to develop their love and skills in planting diversified crops and vegetables in the school garden, advancing their knowledge and edge in doing the latter.

Of course with the able help and guidance of the school administrators, the teaching and non-teaching staff, the parents, and the other stakeholders, the GPP has brought prestige

and honour to Tagbalogo Elementary School as our school happened to be more known and more sown because of the latter. Tagbalogo ES has been an awardee in the district level due to its greener competence and excellence more likely in the implementation of the GPP. To further intensify and strengthen this advocacy, the school has even adopted and has indulged in vermiculture so that there will be more vegetable produce.

More vegetable produce means more vegetable consumption for all the young learners, and the ‘greener’ the school, it spells brighter future also for the pupils.

“We want to help CICL or children in conflict with the law to transform themselves and one day become productive members of society. These children come from impoverished families and backgrounds, and it is not their fault that they have become vulnerable to engaging in criminal activities. They have been entrusted by the courts to the DSWD and its centers, and we want to do what is right for them so they can be prevented from turning to full-time careers in crime and anti-social activities,” she said.

The DSWD maintains 15 facilities for male CICL nationwide and continuously providing programs and services for them.

There are nine programs and services that are implemented at the DSWD’s Regional Rehabilitation Center for Youth/Mimaropa Youth Center/National Training School for Boys.

These programs have been strengthened to ensure that they have a positive impact on the lives of the clients.

These are Homelife Services/Group Living Arrangement; Social Services; Educational Services; Psychological Services; Spiritual Enhancement Services; Productivity/Livelihood Services; Legal Services;

and Recreational Services.

When it comes to health services, medical/physical/ dental check-ups are being provided to the youth residents. If and when it was discovered that there are more serious health issues and concerns, they are taken to health centers or hospitals run by the government. In the meantime, as per the policy of the center, the clients are assisted to get drug testing.

Under the category of psychological services, the DSWD provides regular individual and group counseling sessions focused on reflection of misbehavior, building good interpersonal relationships, developing good study habits, and maintaining proper hygiene and positive values.

Newly-admitted residents are given psychological tests as required by the law. When specific problems are assessed by the rehabilitation team, individual therapy sessions are implemented. There are also group therapy sessions to help the residents cope with and overcome boredom. Other therapies provided are Expressive Arts Therapy, Play Therapy, and Personality Development.

Educational services are also an important program for the CICL residents of the RRCYs. Functional literacy classes and tutorials are conducted, as well as alternative learning sessions. Some of the CICL are also engaged in regular schooling. In coordination with TESDA and other agencies, practical skills trainings are also provided the residents.

Regarding the productivity/livelihood services, majority of RRCYs are focused on backyard gardening and agro-farming as part of their treatment intervention and preparation for their eventual reintegration in mainstream society.

Finally, when it comes to legal services, the DSWD ensures continuous coordination with lawyers from the Public Attorney’s Office (PAO), the Integrated Bar of the Philippines, and judiciaries for the speedy trial of cases involving the CICL. The minors are escorted to court hearings, pre-trial sessions, and other appearances in court. Continuous dialogues are also conducted with the residents regarding the cases.

Cases served For the second quarter of the year, 1,180 clients were served by the DSWD in its various field offices all over the country. Field Office IV-A (NTSB) served the biggest number of clients with 385 residents in its RRCY; followed by RRCY FO III with a total of 124.

The smallest numbers of clients are from FO XII and CAR. Both RRCYs served 19 clients each.

The leading legal status of clients served at the centers are “cases on trial;” these cases number a total of 489, followed by cases

“suspended sentence” numbering 486; and the cases serving sentence are pegged at 7.

precautionary measures in order to mitigate its potential adverse impacts. La Nina is projected to last through the remainder of the year, according to PAGASA. Sueno, who concurrently sits as Vice-Chairperson for Disaster Preparedness of the National Disaster Risk Reduction and Management Council (NDRRMC), advised local chief executives (LCEs) to review their current La Nina Action Plans or Oplan Tag-ulan Plans that were submitted to the DILG field offices and evaluate if local preparedness measures are adequate.

“It is important to establish early preparedness actions for La Nina and prioritize prepositioning of equipment and supplies for response assets,” said Sueno.

PAG A S A proj e c t e d that nine to 15 tropical cyclones will develop or enter the Philippine Area of Responsibility (PAR) until December. There will also be near- to above- normal rainfall conditions in most parts of the country from September to December.

A patch of ‘way below normal to below normal rainfall conditions’ will be expected in November in the western parts of Luzon and Central Mindanao but it is still expected that heavy rains may cause severe flooding and rain-induced landslides in low-lying and landslide- prone areas, respectively.

“LCEs, being the chairpersons of LDRRMCs, are encouraged to ensure the preparedness of communities and to take proactive

measures in responding to calamities. All landslideprone areas within their respective areas of responsibility must have warning signage based on the 1:10,000 scale hazard maps for rain-induced landslides from the MGB,” he said.

The Secretary emphasized that LCEs must ensure strategic location of signage by consulting with regional DENR-MGB and they may utilize part of their 70% preparedness fund out of the 5% local DRRM fund for the expenses.

Bello added that the call center is equipped with all the necessary facilities and is manned by DOLE employees who are knowledgeable enough to efficiently assist clients.

The DOLE hotline service officially starts operation today, 5 September. It is manned by 10 hotline assistance officers per shift.
