With barangay polls scrapped, Recto asks how to ‘endo’

SENATE Minority Leader Ralph Recto said it would be up to the Department of Interior and Local Government (DILG) and other agencies to “legally prevent” barangay officials who coddle or are in cahoots with drug lords from enjoying a one-year extension in office.

The Senate on Tuesday approved on second reading the bill seeking a oneyear postponement of the barangay and sangguniang kabataan (SK) elections.

Senate Bill 1112 aims to move the twin elections, originally scheduled on October 31, to the fourth Mon-

day of October or October 23 next year, in consonance with the proposal of the House of Representatives which has also passed its version earlier.

Rector said: “Those who are not only barangay captains, but at same time are drug captains in their ba-

rangay must not have a free pass for another year.”

But any move to charge barangay leaders for their crimes should be done in a “legal, constitutional, and proper way,” said the lawmaker in a press statement posted on the senate’s website.

Narco-politicians could be behind Davao bombing, says PDEA DAVAO City––The Friday explosion at the Roxas Night Market that left 14 dead and 70 injured might be perpetrated by politicians publicly named by President Rodrigo R. Duterte in his anti-illegal drugs campaign, Philippines Drug Enforcement Agency (PDEA) 11 director Adzar Albani said on Wednesday.

Albani told a joint AFP/ PNP press conference that they are not discounting the possibility that the bombing has something to do with the “narcoterrorism” involving affected politicians who might have planted the bomb in retaliation to Duterte’s drug campaign.

He said that these politicians, whose political dreams have been “hit-hard,” have remained to be under the authorities’ watch.

Emano sees bullish tourism in Misor Thursday, September 8, 2016

ISAMIS Oriental--Provincial governor Yevgeny Vincente Emano of Misamis Oriental on Wednesday allayed the fears about the possible effect of the Davao City bombing on the tourism industry in the province.

Emano made the statement as he predicted a bullish tourism industry in Misamis Oriental on the occasion of the observance of the “Tourism Week” in the province this week.

He said that the province of Misamis Oriental has embarked an aggressive approach in the promotion and packaging of the province’s tourism destination in a bid to entice more domestic and foreign tourist to visit the province.

“The bombed explosion in the neighboring city of Davao Friday night that killed 15 people and wounded about 70 others last week could not deter the development and the influx of domestic and foreign

tourists in Misamis Oriental in the coming months and years” Emano said.

He said that Misamis Oriental is positively responding about the call of President Rodrigo Duterte to develop the local tourism industry in order for the country to reach the three million visitors annually.

“If Misamis Oriental could bring in a fourth of the national government three million visitor target, it would mean more jobs and employment in the local tourism industry,” he said.

Emano said that, aside from white sands and placid sea beach resorts, Misamis Oriental has a number of tourist attractions like the natural cinematic waterfalls

With an annual budget of PHP 50 million, the province of Misamis Oriental continues to explore and discover more natural wonders, he said.

Emano also credited both the private and public stakeholders who have been supporting the development of the tourism industry in Misamis Oriental.

He said that the Tourism Infrastructure and Enterprise Zone Authority has poured in PHP 50 million for the concreting of a road going to Naawan town in the province’s west coast.

Emano also cited the private sectors, particularly the Steag State Power for

the development of a PHP 5 million watchtower in the Agutayan, a white sandbar island off the coast of Jasaan town.

The Agutayan Island, once an isolated white sandbar, about 15 minutes boat ride from the coastline of Jasaan, has now attracted both domestic and foreign tourists due to its clear and pristine surrounding seas.

Emano also recognized the efforts of Pryce Gases, Inc., a private company engaged in the fuel industry, for the development of the Sagpulon Waterfalls, also found in the interior of Jasaan, a few kilometers from the national highway, east of the province.

So many wars in the country NOT so many Filipinos ever realized the country is engaged in so many wars nowadays.

There is the war against the use of illegal drugs; war against petty crimes; war against government officials; war by and among politicians; war against De Lima; war against the Abu Sayyaf in Jolo. I predict more cases will crop up against a lot of people.

This is a general cleansing of a country so abused for many years by criminals disguised as politicians.

Facing all these problems is not easy for the new administration.

However, I see President Duterte is strong and bent on annihilating the thugs in government service.

I hope the tentacles of his campaign will reach to the last clerk in the service who are accessories to the commission of the crimes.

It now appears that President Rodrigo “Digong” Duterte is winning in his battle against the use of illegal drugs.

Of course, it cost thousands of lives lost, but for many citizens, the action is very necessary to curb the drug addiction that nearly leads to the collapse of the government.

Previous administrations unwittingly, helped in the proliferation of illegal drugs, because they never lift an eyebrow on

Now we see the extent of damage the matter has inflicted on our society.

It is disastrous in the highest term and was driving government official crazy.

The business went up unheeded because of their participation.

It is so unfortunate that these public officials who are supposed to lead us into the road of righteousness lost their senses and swallowed pride and honor to earn millions of pesos.

They saw for themselves the actuations of Justice Secretary Leila De Lima that necessarily prompted them to follow her footstep.

In our midst is the rampant illegal gambling that quietly eats up the aspiration of our youth.

It is robbing the government It has impoverished further the poor while the rich enjoy the bounty of one-way game.

The government loses millions of pesos in taxes from this nefarious act.

They had been operating for decades at our expense.

Many forms of gambling have been making good money clandestinely.

In gambling, it is the operator that wins and the sidekicks and small time gamblers are the losers.

Prostitution is definitely illegal in our country but believe me go around the nightclubs, massage clinics, night café, public parks, and you will be surprised by women of bed habit around inviting you to a night of pleasure and joy.

Most likely, in three days, you will have to see a physician to treat you of HIV and other sexuallytransmitted diseases. If you get Aids, it would mean bye to everyone and go straight to the cemetery.

I was really devastated by the bombing in Davao City few days ago.

The Abu Sayyaf claimed to have authored the incident. I just cannot understand why this group of bandits chose to kill civilians who are helpless and unarmed.

If you want to fight, have a date with our soldiers so you will get what you really like.

You are not only kidnappers, but cowards as

well.

Your stupid business of kidnapping for ransom has dislocated our country in the world map.

It has shocked everybody and hurt the future of our generation.

Foreigners are afraid of your foolishness.

People of your caliber do not deserve to exist on this planet.

Go forth cowards and wash your souls with acid.

Study: Road users’ tax fund underutilized A study by state think tank Philippine Institute for Development Studies (PIDS) revealed that the funds collected through the motor vehicle users charge (MVUC), popularly known as road users’ tax, is underutilized due to the lack of a definitive operating procedure system on how to identify and prioritize projects.

The authors of the study-PIDS Consultants Sheilah Napalang and Pia May Agatep, PIDS Senior Research Fellow Adoracion Navarro, and Research Associate Keith Detros--underscored that the processes of identification, approval, and implementation of proposed projects are problematic.

“Project identification does not follow the prescribed procedures. The approach is bottom up, rather than top down, [thereby] failing to incorporate a network perspective of accident blackspots, and leading to projects that are not of the highest priority being approved and implemented,” the authors explained.

The MVUC, which is imposed through the registration fees of vehicles and penalties for overloading and collected by the Land Transportation Office (LTO), is envisioned as a new source of funding to finance road maintenance and minimize air pollution.

MVUC is considered the third biggest source of tax revenue for the government, contributing an additional 40 percent of available funds for maintenance of national roads.

According to Republic Act (RA) 8794, funds collected from the MVUC should be placed in four special accounts in the National Treasury: Special Road Support Fund (80%), Special Local Road Fund (5%), Special Vehicle Pollution Control Fund (7.5%) and Special Road Safety Fund (7.5 %). The tax forms the bulk of the annual motor vehicle registration.

The PIDS study pointed out that project approval and fund release under the Special Local Road Fund requires the prerogative of the city mayor, leaving the process open to politicking.

“Project implementation is, ideally, a coordinated effort among several government agencies and the Road Board. However, in reality, there is evidently a real potential of overlaps of functions, especially between the DPWH and the Road Board Secretariat,” the authors added.

They also cited the lack of transparency, given the absence of a clear schedule for proposal submission and approval of the projects.

They maintained that this setup leaves the process open to political interference.

Aside from underutiliza-

tions, especially concerning the steps of proposing projects to the Central Office, and prioritizing selections using the Highway Development and management (HDM-4) model, which makes sure that the projects are economically viable and ascertains that road users benefit the most,” the study suggested.

Similarly, the guidelines for identifying and priori-

tizing projects that will be funded through the Special Vehicle Pollution Control Fund should be approved and implemented.

To improve monitoring, the authors suggested that project proposals and current projects as well as those undertaken for the past five years be published online, thereby establishing a “clear timeline” following See ROAD, page A7

With elections postponed, how can the terms of unpopular, nonperforming barangay leaders be cut short? That is where government should come in,” Recto said.

He said there are many discipline mechanisms under the Local Government Code (LGC) and other laws and regulations. “Those provisions must be invoked to provide relief for affected barangay residents.”

Section 60 of Republic Act 7160 or the LGC states the various offenses--from disloyalty to the Republic, to absenteeism, to commission of offenses punishable by a minimum jail time of six years and one day--which can be grounds to suspend or remove from office an elective barangay official.

“If barangay residents cannot secure their liberation through the ballot, then government should be the one to free them,” Recto said.

Recto said that based on a DBM Local Budget Memorandum, leaders of the country’s 41,889 barangays would appropriate and spend more than P96.08 billion in Internal Revenue Allotment (IRA) share of barangays for 2017.

The IRA represents the 40 percent share of provinces, cities, towns, and barangays from national taxes collected three years before.

Reports said the latest victim of the group who was beheaded by the ASG was Patrick Almodovar, a local resident.

No escaping geography During the press conference, Llanto presented the risk landscape outlined by the World Economic Forum, highlighting the varied, interconnected, and constantly evolving nature of risks.

He explained that this year’s DPRM aims to influence the country’s policymakers and different sectors to make policies and programs that can help the Philippines become resilient in the face of multiple risks.

He also cited a United Nations study listing the Philippines the second most at risk country in the world to natural hazards and disasters.

In the agriculture sector alone, for instance, the cost of damages to property caused by tropical cyclones amounted to roughly PHP 36 million in 2014, according to data from the Office of Civil Defense.

“We cannot escape geography. Like it or not, these things will happen year in and year out,” he explained.

The Philippines is located along the Pacific Ring of Fire, which makes it vulnerable to frequent typhoons and earthquakes.

‘Not enough resilience’ Llanto clarified, however, that while we are exposed to multiple risks and very vulnerable to them, the Philippines is not hopeless.

In fact, the country, he said, is doing fine in terms of the growth of its gross domestic product (GDP).

As of the second quarter of 2016, the Philippine GDP grew 7 percent, according to the latest data of the National Economic and Development Authority.

“We are in an era of political stability, and we are able to put our house in order,” Llanto said.

During his presentation, Lizardo also added that the Philippines currently has

“world-class” facilities that can help the government assess the behavior of hazards.

For flooding, the country, he said, is equipped with hazard maps and flood modelling simulations that can identify the most flood-prone areas down to the barangay level.

His agency has likewise developed hazard maps for landslides and storm surges that local government units can use for planning disaster risk management and land development.

“I cannot think of any country in our particular region that does the same,” the chief information officer of Project NOAH said.

Despite these successes, Llanto cautioned: “We cannot be complacent and that is what we want to emphasize in this years DPRM.” He stressed that other areas may still be needing improvement although the country has already implemented outstanding strategies in addressing environmental and health hazards.

Llanto also bared the country currently does not have enough resilience due to the institutional and policy reforms done by the previous administrations.

“However, there is a need for us to broaden our understanding of risks and resilience. We need to look beyond natural hazards and acknowledge that the sources of risks are many and that those risks are interconnected,” Llanto explained.

“We are a very vulnerable country. We have to do something, not only about the environment but also about developing resilience in our local communities,” he added.

He said these communities should have absorptive, adaptive, and transformative capacities, able to withstand

various shocks and stresses and more resilient to change than their previous states.

‘Develop resilience thinking’ The PIDS official explained that while the government has already created different types of responses, such as climate information systems, what the country really needs is to “develop resilience thinking”.

“We need to make this idea [of resilience] filter down to the last household in local communities,” Llanto told the members of the press.

He said it is important to raise the awareness of households on the things that are happening around them, otherwise “they will be caught unprepared.”

The DPRM theme of building a resilient Philippines is aligned with the focus of the Institutes new five-year research agenda for the period 2015-2019.

“The studies of our experts in agriculture, health, fiscal policy, among others, in the next five years will be guided by the said theme,” Llanto said.

Other press conferences related to the DPRM are expected to be held in Pampanga, Legaspi, and Tacloban.

A joint policy forum with the World Bank-Philippines on small and medium scale enterprises development will also be conducted on September 8. A seminar on social protection and risk management co-sponsored by the Institute with the University of San Carlos in Cebu is slated for September 29.

The highlight of the DPRM is the Second Annual Public Policy Conference on “Risks, Shocks, Building Resilience” on September 22 in Pasig City.

Health cmte tackles detox package for drug dependents CAGAYAN de Oro City––The City Council committee on health and sanitation and health insurance in Cagayan de Oro discussed on September 2 the offer of PhilHealth for a detoxification package for drug dependents.

According to a news advisory, beginning this month PhilHealth will offer a P10,000 detox package for drug dependents.

The medical detox package will focus on patient’s withdrawal stage, which, experts say is the most difficult part of the rehabilitation process.

Funds for the package will come from Philhealth’s resources and not from the Philippine Amusement Gaming Corporation (PAGCOR).

During the meeting, Marlo Arrabaca of PhilHealth Region 10, said the office has yet to receive the policies and guidelines for the implementation of such package.

Arrabaca cited that because of the big number of responders involved in drug abuse problems, Philhealth will come up with the extended package, as announced

by PhilHealth Acting Chief Executive Officer Ramon Aristosa.

He said PhilHealth is considering the possibility of including drug rehabilitation as part of the insurance coverage in response to the huge number of drug dependent individuals who have surrendered.

The PhilHealth board is now studying the final set up of the package, which is included in its current priority list, he added. Councilor Maria Lourdes Gaane, chair of the committee, said the committee will wait for the guidelines of PhilHealth for the implementation of the detox package for drug dependents in the city. More OFWs from Saudi Arabia come home; grateful for gov’t care, attention

Some 141 overseas Filipino workers (OFWs) who were among those stranded in Riyadh, Kingdom of Saudi Arabia expressed their joy and gratitude to the Philippine Government as they arrived home last night via Saudi Arabia Airlines SV 804 flight at the Ninoy Aquino International Airport (NAIA) Terminal I. They were met by Executive Secretary Salvador Medialdea with Department of Labor and Employment Secretary Silvestre Bello III, and Department of Social Welfare and Development (DSWD) Undersecretary Mae Fae Templa, among others.

Addressing the OFWs, Usec. Templa said that DSWD’s services and programs are available and accessible to the repatriated workers.

She added, “Handa ang Departamento na tumulong sa inyo, kung ano ang mga serbisyo at programang meron ang DSWD, ang mga ito ay available para sa inyo . Ang ating mga social workers ay gagawa ng assessment (The Department is ready to help you with whatever service and program that the DSWD has. Our social workers will assess your needs).”

Usec. Templa said that the OFWs may drop by the regional offices of DSWD in their respective areas so that the social worker can immediately assess them.

Rene Rojas, 44, who hails from Cagayan de Oro City, shared that he had been with Saudi Oger as a construction worker since 2013. He has not received a single payment since January 2016.

He said, “Masaya kami at nakauwi na kami dahil para kaming mga preso doon. Nagpapasalamat kami sa gobyerno at natulungan kami (We are glad that we are now home because we were like prisoners there.

We also thank the government for helping us).”

“Mas maganda kung matulungan kaming magkatrabaho para pinaghirapan din namin ang kita. Pag financial assistance kasi madaling maubos (It would be best if government can help us find work so that we will not just depend on the assistance. Financial aid sometimes runs out fast),” Reyes said.

Likewise, Benjamin Soriano Hipolito, who hails from Sta. Maria Bulacan, worked for eight years in Saudi Oger as a fiber glass technician. He said the company owed him around 38,000 Rials and it would greatly help his family if the government can assist him in claiming his back salaries and other benefits.

Earlier arrivals The latest report from the DSWD Humanitarian Mission team leader in Riyadh, Perlita V. Panganiban, Social Welfare Officer V, stated that 128 OFWs from Dammam have arrived on August 31; and 118 from Riyadh arrived on September 4.

The OFWs who arrived last night were the third batch of repatriated workers. The airfare of the 141 OFWs were taken care of by the Kingdom of Saudi Arabia.

The DSWD team led by Usec. Vilma Cabrera and Assistant Secretary Hope Hervilla, is one of the groups that went to the Kingdom of Saudi Arabia last month as part of the inter-agency Humanitarian Mission team, in support of ‘Operation Bring Them Home: Special Mission for Stranded Overseas Filipinos.”

The DSWD social workers were deployed in Riyadh, Jeddah, and Dammam/AlKhobar to provide psychosocial interventions, such as counseling, debriefing, family reintegration, spiritual and referral for after care services to the distressed OFWs. Augmentation assistance for food, conduct of sports and recreational activities were also provided by the Department.

After the fateful event and atrocities, Kauswagan has now emerged as a thriving municipality in terms of agriculture and business. Barangay Tingintingin is an upland community, 5 kilometers from the Poblacion and about 40 minutes travel by land with a mix of Muslim-Christian population. The residents’ main source of income is farming.
