BSP holds awards ceremony for stakeholders in NorMin, CARAGA CAGAYAN DE ORO CITY --- In celebration of its 23rd anniversary, the Bangko Sentral ng Pilipinas (BSP) has conducted the 2016 Awards Ceremony and Appreciation Lunch in Region X and Caraga on Tuesday, September 6, 2026, at Mallberry Business Hotel, here.

Monetary Board Member Felipe M. Medalla led in honoring this year’s awardees and stakeholders, focusing on the theme “Sustained Partnership, Sustained Economic Growth.”

The BSP has bestowed awards to eight outstanding partners: for the Information Support category—two for the Business Expectations Survey (BES), and two for Sources of Information for the Report on Regional Economic Developments; and for the Advocacy Support category—two for the Currency Programs of the BSP and two for Implementing BSP Advocacy on the Conduct of Public Information Campaigns.

ILIGAN CITY —There were 671 dengue cases reported in Iligan City from 01 January to August 13, 2016, according to the City Epidemiology and Surveillance Unit, City Health Office (CHO) of Iligan, adding the number of cases reported this year is 218 percent higher compared to the same period last year of 211 cases.

Ages of cases ranged from two months to 77 years (median 10 years).

Fifty-four percent of the cases were males. There were three deaths reported CFR 0.5% (Case Fatality Rate), compared to the same period last year of three deaths (CFR 1.4%). II. Rational: The purpose of this activity is to engage the TCCS Kindergartens in a school ground and community clean-up event. TCCS Kindergarten will be asked to participate and reflect on the activity by creating a keen awareness of environmental issues and how everyone should be good stewards of the earth.

III. Objectives: The TCCS Kindergartens will: • Participate in a school ground clean up • Participate in a community cleaning • Engage in a classroom discussion focused on community environmental issues and stewardship.

The Outstanding Respondent among Large and Medium Firms and the Outstanding Respondent among Small Firms were granted to the BES respondents selected from among the country’s top corporations in Region 10 and Caraga who have participated regularly in the survey by providing timely, complete, accurate and consistent responses.

The Outstanding Partner for Sources of Information for the Report on Regional Economic Developments were awarded to the agency or institution that provided the BSP with information support for an effective environment scan of Region X and Caraga.

Meanwhile, the Outstanding Regional Partner for Currency Programs were given to the agency or institution that supported the BSP’s currency programs and advocacies in Region 10 and Caraga, such as the Demonetization of the New Design Series.

Moreover, the Outstanding Regional Partner for Implementing BSP Advocacy on the Conduct of Public Information Campaigns were awarded to the agency or institution that has supported the BSP’s public information campaigns conducted in Region 10 and Caraga.

The awards ceremony and appreciation lunch for stakeholders in Region 10 and Caraga is the ninth in the series of BSP’s regional stakeholders’ events, which is being held from July to September 2016 in 12 areas outside the National Capital Region.

This event is expected to further reinforce the alliances between the BSP and its stakeholders in information gathering and conduct of advocacy campaigns that will help the BSP carry out its objectives of maintaining price stability, promoting financial stability as well as ensuring an efficient payments and settlement system in the country. Guro 21 – Gearing up responsible and outstanding teachers

GURO21 is a menu of flexible learning courses designed to enhance the capabilities of Filipino teachers in addressing the teaching-learning requirements of the 21st century. The courses under Guro21 program are based on a competency framework for Southeast Asian teachers developed and validated by teach-

ers, education experts, practitioners and other stakeholders including the parents and teachers organizations’ representatives from 11 Southeast Asian Ministers of Education Organization (SEAMEO) member states.

Included in the program are the following topics: facilitating the development of 21st century skills for

Southeast Asian teachers, developing higher order thinking skills, equipping teachers with knowledge, skills, attitudes and values for the 21st century and facilitating 21st century learning. There is also a separate module for developing higher order thinking skills in learners.

Guro 21 aims to develop and enhance the Southeast Asian teachers’ facilitating skills for them to effectively play their role as teach-

ers in the 21st century.

The course equips the teachers with knowledge, skills, attitudes and values essential for them to meet the challenges and demands of the 21st century. By enrolling in the course, teachers will develop professional and personal readiness as a 21st century teacher so that in turn, they will be able to help their students become 21st centur yready themselves.

WHILE increasing focus on reading, writing and mathematics at the elementary school level over the past 20 years, programs in art, music and physical education are also being focused upon by DepEd. Why? It’s because researches as early as in the past century have already proven that physical education,

along with art and music, increases student academic performance.

Art education at the elementary level affects student growth and development beyond the art classroom both physically and educationally. Development of motor skills is supported by motion required in art classes including holding pencils and

crayons or using a paintbrush. Decision making and visual learning skills are also supported in art classes for young students as they are required to use creativity and critical thinking skills in designing their own art projects. The development of visualspatial skills is supported with drawing and painting activities. Additionally, the process driven basis of art education develops student ability to engage

in a project and develop creative solutions to a problem.

Meanwhile, in addition to health benefits of physical education, there are also educational, psychological and emotional benefits to is inclusion at the elementary level. According to DepEd, physical education can support knowledge learned in other disciplines including science, math and social studies.

NFA’s ‘Loss’ is social cost The National Food Authority’s “losses” are actually the cost of government’s social responsibility to make rice-- the basic staple of Filipinos -- available, affordable and accessible especially to the victims of calamities, the poor, the low-income families, and those living in remote areas of the country.

This was the sentiment of the NFA Management and employees in reaction to the proposal to abolish or reduce the agency to a regulatory body due to its accumulated debts.

NFA finance managers clarified that the reported P165 billion debt has actually been trimmed down to P158.9 billion as of August 31, 2016. Nevertheless, this debt, accumulated over the years, represents the costs that the agency incurred in fulfilling its mandate of stabilizing the price and supply of rice at both the farm-gate and consumer level.

“The NFA, on behalf of the national government, has to buy high from the farmers for them to get a fair return on their palay production investment, and sell low to consumers to ensure that those who are short on funds will have a chance to buy good quality rice at an affordable price,” the NFA said.

Buy high, sell low is a policy of the government in fulfilling its social responsibility of ensuring food security for the people and stabilizing supply and price of rice, which are the mandates of the NFA. Although NFA is a government corporation, this policy makes it impossible for the agency to profit from its mandated activities, the NFA said.

The NFA Management also clarified that the agency does not perform commercial activities: Buying palay at a high support price and distributing rice at a low, uniform price across the country are not intended for profit but to operationalize the government’s basic social responsibility of food security and stabilization. Local procurement and importation of the local shortfall are done to maintain the Legislative-Executive Development Advisory Council (LEDAC) mandated Strategic Rice Reserve of 15 days national consumption at any given time (now 32,000 metric tons daily) and a National Buffer Stock of 30 days consumption during the lean months of July to September. In fact, the low selling price of NFA rice has been a

hinge against inflation in the food sector, with rice comprising about 30 percent of the Filipino’s food basket.

Government subsidy for these NFA functions had been very low, averaging P4.250 billion per year.

There were even years when the agency had zero subsidy (1984, 1986, 1987) and it had to resort to bank borrowings to finance its operations.

Over the years, the NFA had been instituting operational and financial reforms to cut down its “losses” and increase efficiencies.

The agency’s annual “losses” have consistently been decreasing from P32.2 billion in 2008 to P871.88 million in 2015.

The proposal to abolish or reduce NFA to merely regulatory functions hinges on the question of whether or not government is ready to let go of its responsibility to ensure national food security.

MisOr celebrates Tourism Week

THE Provincial Tourism Week 2016 started last Monday in Misamis Oriental with a simple yet meaningful opening ceremony after the weekly flag-raising rites in the morning.

It will be celebrated the whole week long through September 11, highlighting the dozens of tourist spots in the province, with the theme Tourism for All, Promoting Universal Accessibility.

of the Explore MisOr Tourism Destination Map which could be found at the Misamis Oriental provincial capitol lobby. The map details briefly the features of each tourism spot and numbers of the tourism offices of each municipality in the province.

According to provincial tourism officer Yvonne Waga, copies of the Explore MisOr Tourism Destination Map will also be distributed at Laguindingan Airport, ports and bus terminals all over the province.

Through the efforts of Gov. Yevgeny Vincente Emano especially during his first term, less known tourism sites were developed to the full starting with the construction of provincial roads going to those areas. Inventory and documentation of sites were and continuing to be maximized. Because of that, a total of 60 spots in the province were earmarked and declared as tourist sites.

Emano is urging all visitors in Misamis Oriental to visit these spots.
