MISAMIS ORIENTAL Provincial governor Yevgeny Vincente Emano has ordered the filing of additional charges against an inmate at the provincial jail found to have illegal drugs in his detention cell. Emano issued the order a day after commending the jail personnel for reporting a “drug free” provincial jail during “Operation Greyhound” last week. The “Greyhound” operation covered the month of August until Sept. 15, 2016. A combined elements of the local police and provincial jail authorities conducted “Operation Galugad” last Monday and recovered six sachets of illegal “Shabu” (Methamphetamine Hydrochloride) in the detention cell of one of the inmates. Locusts hound sugarcane farms in Bukidnon By Mark D. Francisco

MALAYBALAY CITY – Department of Agriculture (DA) officials sounded alarm bells earlier this week over the reported surge of locust infestations in two municipalities and one city of Bukidnon recently. At the sidelights of the 23rd Annual Northern Mindanao Agricultural Research Showcase Days, Regional Crop Protection Center senior research associate Grego-

rio L. Orboc reported that locusts have been sighted terrorizing sugarcane farms in Valencia City and in the towns of Don Carlos and Maramag. So far, six hectares of farmland have been affected already but Mr. Orboc feared that the figure would increase if the problem would not be dealt with immediately. “We estimate that by December, the locusts will develop into a swarm and

will fly spreading devastation not just in Bukidnon but in neighboring places. They are migratory kasi, they will be everywhere,” he said. Because of that, DA’s Regional Crop Protection Center is handing out chemicals to the three local government units (LGUs) affected by the onslaught so their respective local agricultural offices could immediately distribute them to the farmers for spraying.

Even then, this is not enough. “We don’t have enough supplies. It must be the LGU which must purchase commercially for the chemicals,” Mr. Orboc said. Momentarily, the Regional Crop Protection Center is also cultivating two fungi - metarhizium and beauveria – to capture the locusts plague. These two fungi envelop locusts’ bodies and mummify them, rendering them disabled and

dead. DA will also distribute these to the affected farmers who will deploy the fungi either through broadcasting, spraying or irrigation. But Mr. Orboc suggested that spraying would be the most efficient way. There was no information yet on how many farming communities have been affected because DA is still validating the details. DOF’s new tax plan elitist, anti-poor: IBON THE Department of Finance’s (DOF) proposed tax plan essentially remains elitist and is inconsistent with President Rodrigo Duterte’s pro-poor stance, according to research group IBON. Following the president’s lead, government should be brave enough to tax the richest businesses and families instead of burdening the poor with new taxes. The DOF on Monday submitted to Congress the first set of its proposed tax reform program. The plan includes reduction of personal income tax and the expansion of the tax base by loosening VAT exemptions. Also among the proposals is adjusting the excise tax on petroleum and automobile products.

According to IBON, the poor will suffer higher prices of goods and services, including transport fares, the new VAT, oil tax and sweets tax. The DOF’s argument that the new higher taxes are progressive is unsound, said the group. The DOF does not seem to realize that a peso for the poor is worth so much more to them than even hundreds or thousands of pesos for the rich, said IBON. Lumads welcome Kalahi-CIDSS in Impasugong. The “datus” and “baes” who are Indigenous Peoples Mandatory Representatives of each barangay in the Municipality of Impasugong, Bukidnon, performed a ritual called the “singampo” to accept the Kapit Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services - National Community Driven Development (Kalahi CIDSSNCDDP) Area Coordinating Team (ACT) into the municipality. This was after the ACT conducted the Municipal Orientation. The Municipal Orientation is the first of 16 steps for a Kalahi CIDSS-NCDDP cycle, which is also the program launching in the municipal level. Before any KC project can be built, the community undergoes a social preparation consisting of 4 stages including the Barangay Orientation, Participatory Situation Analysis (PSA) and the validation of the PSA results. The PSA aims to establish a common understanding of the current situation of the area. It extensively analyses and describes the expectations, current socio-economic and political situation as well as the other needs/problems of the community. The data generated by the PSA are used as bases for identifying community development problems and priorities and in planning for appropriate interventions. To be a leader can be either popular or famous. The former is the leader who always gets popularity due to his serving the people’s real need that is the need for the real change. The latter is the leader who gets his fame due to his globallyrecognized personal branding. Either of them can be either good or bad for the nation. However, we have to avoid the notorious leader in any nation. This leader is globally well-known due to his bad actions. If asked which one is the best among the three characters above, we cannot reply correctly and objectively. Sometimes, a leader is popular but he tends to follow the greed. For this type, the policies made tend to be biased toward his entire greedy people so that he forgets the people and their aspirations. In such a situation, there is popularity but only for his entire people. On the contrary, a leader might not be popular but his decision tends to be the whole people-oriented. What he always does in any policy he makes is for the nation’s better future. This can make his entire people (who are greedy) regret because he cannot “satisfy” them. The people will suffer from poverty and the national development will be imbalanced everywhere throughout the country. So, the best leader is the leader who is both popular and famous but not notorious. If he is popular, it means that more people still like him. He doesn’t care about a small number of people who are greedy. The policies he has made might not be popular but the end result can be for the nation’s better future. Aggie deparment produces 245 SOA graduates in B’kidnon Malaybalay City -- A total of 245 farmer-graduates from Bukidnon received their certificates of completion as the Department of Agriculture – Regional Field Office 10 (DA-RFO 10) through the Regional Agriculture and Fisheries Information Section (RAFIS) in collaboration with the Provincial Local Government Unit – Bukidnon culminated the School on-the-Air Program on Livestock Production, Meat Safety and Meat Processing on September 15, 2016 at the Kaamulan Open Theater, Kaamulan Grounds. In his message, Provincial Agriculturist Engr. Alson Quimba acknowledged the efforts of the farmers in responding to one of the agriculture extension programs of the government. He added that these programs aimed for an interactive partnership between farmers and the government to enliven the sector of agriculture. He said that livestock production can help the farmers in their economic needs and likewise, can help attain food sufficiency and security.

Farmers from Lantapan, Cabanglasan, San Fernando, Quezon, Sumilao, Impasuong and Malaybalay City completed the 3-month long modular discussion where quizzes and final exam were given to gauge their knowledge and to select students who excelled in the Program. First honors Cristal Dawn L. Espallargo, 21, from Puntian, Sumilao was thankful to the people who worked behind the success of the program. She said that the additional knowledge she acquired became a tool for her to appreciate more the potential to generate more income through proper livestock management and meat processing. The Center for Integrated Technologies (CIT) of Xavier University and the Technical Education and Skills Development Authority (TESDA) conducted a culminating activity for the 7th batch of graduates under the TESDA Training for Work Scholarship (TWSP) earlier this month. Both TESDA Misamis Oriental provincial director Leo V. Velez and XU-CIT director Dr. Gilda B. Brito gave inspirational messages to the new graduates who recently passed the TESDA Skills Assessment Program at the Cobsat Assessment Center in Bugo, Cagayan de

Oro City. The graduates, who are now National Certificate II holders, wish to seek new opportunities as the global technical business industry now prefers skills-acquainted workers. With TESDA’s financial assistance coupled with the technical education and Jesuit formation provided by XU, the TESDA-TWSP scholars are confident they will land good-paying and professionally challenging jobs in the country and even abroad. C AG AYA N D E O R O CITY -- “Kinahanglan ato gyud ning ipabangon ang high school in order to ensure nga ang atong mga bata dinhi sa Bonbon will have a chance to have a better tomorrow.” (There is a need to uplift the high school in order to ensure that the children here in Bonbon will have a chance to have a better tomorrow), says City Mayor Oscar Moreno during the blessing and turn-over ceremony of the two-storey, eightclassroom with covered roof deck building in Bonbon National High School on September 26. Funded by the Local School Board (LSB) through the Special Education Fund for Secondary Education, the establishment of the P11.5M school building aims to provide better, comfortable and conducive to learning environment to the students in the barangay. In his message, Moreno stressed that there are only 360-380 enrollees in the said school and this number is a very small portion of the barangay’s big population. “Bonbon is not a small barangay,” he added.

Based on their study, the city government has found out that students in Bonbon prefer to enroll in Kauswagan, Bayabas and Misamis Oriental General Comprehensive High School (MOGCHS) due to lack of facility such as the classrooms in Bonbon National High School. Prior to the establishment of the new school building, there were only 10 classrooms in the high school and two of these are even used as daycare centers. Moreno also said that through providing good quality facility to the high school, people in Bonbon will “have an equal chance to grow and acquire wisdom through education.” On October 3 this year, classes can already be held in the new building. The city government, along with Bonbon Barangay Chair Jacky Lynne Merto, is optimistic that more youth in the barangay will be enticed to enroll in the said school with the establishment of the new facility. The high school building is also the city government’s opportunity and privilege to help the people of Bonbon who have less in life but more in law.(RTP/PIA10)

Another attempt to transfer Iligan Mayor Regencia fails ILIGAN CITY - Another attempt to have City Mayor Celso G. Regencia transferred to Quezon City RTC Branch 77 from here was made on September 27, 2016, but failed. Mayor Regencia has sur-

rendered to the Bureau of Jail Manamgement and Penology (BJMP) on October 12, 2015, with regards to the criminal and legislative cases filed against him. Since then, various attempts have been made to have

him transferred to Quezon City RTC Branch 77. However, supporters of the City Mayor refused to hand him over to the BJMP, because of the security threats that Mayor Regencia may be facing during or even after

the transfer. Also, according to Iligan City Councilor Rhandy Francis Ong, who was there last Tuesday, the mayors’ supporters have the right to oppose the transfer of the elected city mayor.

At the City jail of Tipanoy where the ayor is currently held, a group of more or less 10 Cagayan de Oro BJMP personnel, 50 riot police and more or less 100 police-back-up surrounded the area.

With them were one Hi-Ace Car, two Prisoner Transport Car, and two Armoured Personnel Carrier. Supporters of the mayor made sure to hinder the See attempt, page A11
