This is the first power plant in the country to be commissioned under President Duterte’s administration.

Envisioned to end the recurring power crisis that has plagued the region for decades, the power plant has a combined capacity of 405 MW (3 X 135 MW) and is owned and operated

by FDC Misamis Power Corporation, a subsidiary of FDC Utilities, Inc. and a member of the Filinvest Development Corporation

(FDC).

All three units have already been synchronized to the Mindanao Grid.

Since the start of synchronization, the power plant’s commissioning power has greatly contributed to the stability of the Mindanao grid.

P125 wage hike increase necessary, possible and good for economy–IBON RESEARCH group IBON said that the P125 acrossthe-board wage hike proposed by the Department of Labor and Employment (DOLE) is necessary, possible and good for the economy.

The group further said that the prices of goods and services do not have to rise and workers do not have to be laid off if employers accept the resulting 12.3% cut in their profits instead of passing this on to consumers.

According to IBON, the economy has more than enough profits to support the hike.

The latest 2013 Annual Survey of Philippine Business and Industr y (ASPBI) of the Philippine Statistical Authority (PSA) indicates P1.58 trillion in profits for some 35,000 firms with 3.9 million employees.

Assuming 13 months of pay, the hike means that

employers will spend an additional Php49,427 per employee per year, IBON noted.

The PSA survey only covered firms with total employment of 20 and over.

Smaller firms including those not covered by the survey who may not be able to afford the wage hike can be supported with tax breaks, cheap credit, and other support to lessen the burden on them.

This is only 12.3% of their profits and will still leave establishments with Php1.38 trillion in profits, said the group.

The hike will give workers an additional PhP3,802 per month, IBON said, which is ver y welcome relief because wages fall far short of providing for decent living.

The group noted that the average daily basic pay of wage and salary workers in 2015 for instance averaged just Php379 nationwide. Pay is highest in the National Capital Region (NCR) but the average here of just Php530 is still barely half the some Php1,090 living wage for the region.

The group further obser ved that wages have also barely kept pace with inflation or even labor productivity. Despite economic growth, the real

value of the minimum wage in the NCR has only increased by 6.5% and the average daily basic pay nationwide by only 5.3% between 2010 and 2015.

IBON stressed that a large wage hike is beneficial not just for workers and their families but also the economy.

The transfer of money from rich to poor households increases aggregate demand and will stimulate the economy. High-income households have a higher propensity to save and low-income households that are deprived even of basic necessities have a higher propensity to consume.

According to IBON, the benefits for workers and their families is clear and a wage hike will provide immediate relief, even if not yet necessarily bringing all of them up to a decent standard of living.

The proposed Php125 nationwide across-theboard wage hike for private sector workers can also serve as the prelude to an eventual Php750 national daily minimum wage. Similarly, a Php6,000-hike for government employees can be a step towards a Php16,000 national monthly minimum wage for them, said the group.

PSSCC triples effort in securing Davao DAVAO City––The Public Safety and Security Command Center (PSSCC) did not only double but tripled its efforts to secure the city given the presence of President Rodrigo Duterte here during weekends.

“They say Davao is the new Jerusalem making the job of the safety and security forces in the city now not only doubly but triply a challenge,” said retired Armed Forces of the Philippines General and now PSSCC Chief Benito de Leon.

De Leon said the city has attracted visitors with the election of its former mayor to the presidency.

What makes their jobs more complicated, he added, is that the President also holds office here and is attracting more tourists, businessmen and politicians who want to interact with him.

“We still lack Closed Circuit Television (CCTV) cameras as well as security personnel to cover the extensive land area of Davao City,” he said. De Leon thus called on fellow residents to help the PSSCC make the city more secure.

He said the PSSCC’s focus now is mostly organizational so they are conducting workshops to help build the capacity of its personnel so there is synergy and their efforts are economical, effective and efficient in pursuit of

their respective mandate.

“I have also asked other tenants of the city, the Police Regional Office-11, the Eastmincom and other regional security offices of national level holding office in the city, to abide by and assist the city in furthering security and safety of the people,” he said.

It can be recalled that Task Force Davao (TFD) increased its anti-terrorism drive after the bombing at the Roxas Night Market.

Col. Er win B ernard Neri, newly-appointed commander of the TFD, vowed to raise the level of awareness of the public and all stakeholders on the threats of terrorism and raise the level of preparedness of all security forces in Davao in coordination with the Philippine National Police and Central 911.

Neri has proposed stringent security measures for the city including the emplacement of walk-through scanners and X-ray baggage machines at the Davao City Overland Transport Terminal.

TFD is also eyeing the establishment of fixed checkpoints with bays at the entry points of the city particularly in Barangays Lasang, Lacson and Sirawan with x-ray baggage machines and scanners capable of detecting bombs and other illegal items. (PNA)

BOC expects to earn some P17.8m from biddings in two major ports THE Bureau of Customs (BOC) is expecting to earn over PHP17 million in the scheduled public auctions in two major ports in the country next week.

In a statement, the bureau said it will be holding public auction sale through sealed bidding at the Port of Manila (POM) on Sept.

26 and 30 and at the Port of Cagayan de Oro on September 30.

It is eyeing an additional revenue of more than P17,850,000 from the public auctions of various goods.

On September 26, the Auction and Cargo Disposal Division (ACDD)–POM will bid out 52 twenty-footer (52x20) containers of various goods with a total floor price of P2,147,147.83.

Among the items up for sale are scrap angle bars; 27 units of used motorcycles; one twenty-footer (1x20) container of used bicycles; 150 packages of cables and accessories; and one twentyfooter container of nets.

Likewise, the BOC expects P5,238,569.91 in estimated revenue from the same port through the auc-

tion set on Sept. 30 where several vehicles will be on sale, including one unit of used Hummer; one unit of used Chrysler; one unit of used Apprilla Motorcycle; used assorted trucks and bicycles; and a used head multicab.

Meanwhile, the Port of Cagayan de Oro is expected to earn an estimated P10,471,000 with the sale of 22 lots with 38 forty-footer (38x40) containers and 11 twenty-footer (11x20) containers of various goods on Sept. 30.

Various goods up for bidding include used household items; TV and LCD components; truck parts assembly; cabin seats; radiators; wheel rims; differentials and pumps; shock absorbers, brake masters, fuel tanks; car audio and rear mirror; used replacement parts and accessories for trucks; tiles; hardwood veneer (plywood); two tanks of Bitumen; plywood; used truck parts; iodized salt; used car doors; assorted used furniture; laminated board; and stoneware See ports, page A11

system operator, NGCP, reports a sustained improvement in its performance for the seventh straight year, after exceeding performance targets set by the Energy Regulatory Commission (ERC).

NGCP’s Frequency of Tripping (FOT) registered significant improvements in all major island grids in the country. In Luzon grid, FOT decreased by 73% from 4.265 in 2009 to 1.1380 in 2016; Visayas grid by 86% from 3.6260 to 0.5168; and Mindanao grid by 67% from 2.6200 to 0.8600. FOT is a key performance indicator which measures the number of times the high-voltage transmission lines tripped or experienced forced outages for every 100 circuit kilometers (ckm).

Several system upgrades and facility expansions were implemented to improve System Availability (SA) ratings, which are recorded at 99.5702% for Luzon grid, 99.8013% for Visayas grid, and 99.7320% for Mindanao grid, respectively, in 2016.

Luzon grid’s rating this year is higher compared to the 2015 figure of 99.4125%.

The other grids maintained the same ratings posted last year. SA ratings, as a performance indicator, measures the percentage of the entire transmission system available or operating normally during a given period.

The Congestion Availability Indicator (ConA), which measures the congestion experienced by lines identified as critical and whose loss would severely impact Wholesale Electricity Spot Market (WESM) operations, reached a positive rating of 99.7209% this year from 99.5830% in 2015.

All three grids also reported an almost 100% compliance with voltage and frequency limits. These limits are measured by the percentage of time during a given period that the system frequency or voltage is within the allowable limits.

The Luzon grid, particularly, reported 100% Frequency Limit Compliance (FLC) or no frequency violations for the 20152016 evaluation period.

Visayas grid improved its FLC from 99.8603% last year to 99.8869% this year.

Mindanao grid remains stable, with FLC posted at 99.9934% in 2015 and 99.9739% this year.

Meanwhile, the Voltage Limit Compliance (VLC) of all 3 grids retained its 99% rating in 2015, with the Luzon grid at 99.94%, the Visayas grid at 99.96%, and the Mindanao grid at 99.99% for 2016.

American-Philippine friendship MANY Filipinos are not aware of the value of friendship we have with the United States of America.

Because of this miscalculation or ignorance, we are reckless and harsh in our pronouncement sometimes.

We abused such good relationship.

To begin with, America has been giving our country millions of dollars every year to sustain such relationship. So many forms of assistance come to us not to mention the giant investors in our land that employ thousands upon thousands of our people getting employed.

In the eyes of a third party neutral individual, we have been a beggar to our big brother. But any American would not even think about that adjective any moment because everything in the setup is based on friendship, no more no less.

It was so sad that President Digong Duterte was tr ying to destroy such friendship by portraying the brutalities of the Americans towards us during the 1906 Filipino-American war.

He miserably forgot to show also how many Americans were hacked to death by Filipinos in that war. There was no balance of facts in this revelation.

But for a fact, we know President Digong’s style and position on important

things. When he cursed the Pope for causing heavy traffic in Manila the last time he was here, that meant nothing to Digong. When he called an American diplomat’s son of a bitch, still that was nothing to him.

Digong speaks the language of the “bugoys,” the “kanto” boys and convicts in Davao City unaware that he should change his behavior because he is now president of the country.

The good thing is, he says “I am sorry later.”

Just recently President Digong reacted to the European union’s advise to stop the killings in the country, he angrily answered by saying “fuck you” a two-word very offensive expletive in the olden days when monarchism was existing.

He also called them “hypocrites,” another major adjective that has no basis at all.

No matter what Digong

spits bad words in public-an embarassing attitude that affects the Filipinos anywhere around the globe.

With President Digong, our country is on the world map seemingly notorious for using vulgar words that definitely are against culture and human behavior.

A president is surrounded by advisers who must call his attention sometimes to behave better and improve himself.

I am afraid our young kids in the elementar y grades would learn his styles and we produce leaders in the coming generation that use brutal language.

Digong must change his lifestyle now and present himself as the chief executive of the country, no matter how little the Philippine is, in the eyes of the international community. We need respectability, honor and dignity.

Reorganizing justice committee

I am one with our people who want to see a Senate doing its job. We need impartial chairmen who conduct public hearings efficiently and fairly.

People want results.

I am disappointed at seeing the Senate investigations being used to push other people’s political agenda. In my five years as a civilian, I watched how Senate proceedings often descended into grandstanding and become tools for demolition jobs.

“As legislators,we should be productive and proactive rather than destructive. People demand results

from the hearings and inquiries like developmental laws. Right now, we are hearing the national budget which by itself demands our close attention.

Our offices must be used in delivering change that we promised will happen in the first year of this new administration.

We should deal with horrible traffic, poverty eradication, jobs generation, improving education, stopping the spread of illegal drugs and criminality, instead of focusing on narrow ambitions.

DAVAO City––The government (GPH) peace implementing panel will give two to three seats to the Moro National Liberation Front (MNLF) under the Muslimin Sema faction in the Bangsamoro Transition Committee (BTC) as among the 10 members to be appointed by the government.

But the challenge that GPH peace implementing panel chair Irene Santiago sees now is how to bring in the group of MNLF chair and founder Nur Misuari, who perceives the “BTC as MILF (Moro Islamic Lib-

eration Front) structure.”

During the Davao Peace Fair 2016 at the SM Ecoland on Wednesday, Santiago said it was President Rodrigo R. Duterte who wants a convergence between the MILF and the MNLF that he said should not be dealt separately in laying the groundwork for peace as they are the same Moro people.

She said that the GPH is looking for “creative ways on how to do the convergence” to ensure that there would be inclusivity in the peace process among all

DAVAO City––The revenue collections of the Bureau of Customs (BOC)-Davao reached P1.017 billion last month, which is higher by 8.6 percent than its target of P936.30 million.

The agency’s collection performance last month surpassed the collected revenues last year at only P758 million, falling short by 14.37 percent of its P885.23 million target.

In an interview at his office Tuesday, Christlamb Reae C. Vicente, customs and tariff specialist at the BOC-Davao, said they were happy to surpass the target for the last month. This he attributed to the increase on importation of oil and steel products, among others.

BOC-Davao collected some P1.079 billion in July 2016, higher by 9.5 percent than its target of P985.40 million.

He said he is optimistic that the agency will meet the target for the second quarter at about P5.926 billion, given the daily average collections between P25 million to P27 million.

In a September 1 memorandum, Customs Commissioner Nicanor E. Faeldon said the Development Budget and Coordination Committee (DBCC) has lowered the BOC’s collection targets to P409 billion from P498.67 billion, with P402.5 billion as cash component, citing the “continuous decline in oil prices and level of imports in the recent months affecting the BOC’s collection performance.”

The target collection for the entire bureau for the second half of 2016 is at P218.4 billion.

Ruivivar said the GPH panel is expected to have a complete list of its appointees after finalizing the criteria that will be submitted to Duterte for signing.

That said marriage did not last long due to lack of love and affection until the relationship manifested incompatibility and sustained misunderstanding between petitioners and reached the point of irreconcilability and they separated from each other,they decided to separate live physically in bed and board thereby, executed Memorandum of Agreement in order to formalize their separation. Since their separation, they had never been communicating or supporting either financially or emotionally to each other,neither minding each other affair’s; Petitioner’s seek judicial decree of divorce, thereby, severing their marriage bond on October 5, 2015, so that they will have free hand to do what a single man or woman could do without marital burdens.

Reconciliation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on October 7, 2016 at 9:00 a.m at which time, date and place. Any interested party may appear and show why the petition should not be granted. ment (SURE) Program – There is hereby institutionalized a Substance Use Recovery and Enlightenment (SURE) Program for substance use disorder (SUD) for persons who are bonafide residents of Agusan del Sur. This program shall operate under the auspices and as one of the additional created divisions in the office of the provincial governor.

Section 3. General Objective - To ensure efficient and effective delivery of treatment and rehabilitation services for persons with substance use disorder, and enlightenment/awareness for the rest of the populace to keep them away from illegal drugs, in the province.

Section 4. Specific Objectives – the specific objectives are as follows: 4.1 E stablish and maintain acceptable standards for operation of drug abuse treatment and rehabilitation center; 4.2 Provide useful information for decision-making, administrative planning and development.

4.3 Inform and educate the constituents of the Province of Agusan del Sur on the dangers and crippling effects of illegal drugs; 4.4 Provide appropriate treatment to individuals showing symptoms of substance use disorder; 4.5 Implement effective and accessible outreach programs; 4.6 Create a cadre of homegrown potentials and volunteers to sustain and provide continuous services to the province; 4.7 Develop resources to provide recovery-oriented support services of care.

Section 5. Definition of Terms/acronyms – The Terms/acronyms as used in this ordinance shall mean;

AN ORDINANCE INSTITUTIONALIZING THE SUBSTANCE USE RECOVERY AND ENLIGHTENMENT (SURE) PROGRAM FOR PERSONS WITH SUBSTANCE USE DISORDER WHO ARE BONAFIDE RESIDENTS OF AGUSAN DEL SUR AND APPROPRIATING FUNDS FOR ITS OPERATION AND FOR OTHER PURPOSES

WHEREAS, the provincial government of Agusan del Sur is fully supportive of the national government’s all-out war against illegal drugs in the country;

Drug Dependence - a cluster of physiological, behavioral and cognitive phenomena of variable intensity, in which the use of psychoactive drug takes on a high priority thereby involving among others, a strong desire or a sense of compulsion to take the substance and the difficulties in controlling substance taking behavior in terms of its onset, termination or levels of use.

WHEREAS, the OPLAN “TOKHANG” (knock and beg) of His Excellency Rodrigo Roa Duterte spearheaded by the Philippine National Police has caused the voluntary surrender of over Seven Thousand illegal drugs pushers and users alike in the province of Agusan del Sur;

Manual of Operation– a written document giving detailed steps to be followed when undertaking a particular task.

WHEREAS, there is a cogent need to sustain this laudable program of the national government in the local level in order to protect our people from the disastrous effects of illegal drugs;

Rehabilitation – a dynamic process including aftercare and follow-up treatment directed towards the physical, emotional/psychological, vocational, social and spiritual change of a drug dependent to enable him/her to live without dangerous drugs, enjoy the fullest life compatible with his capabilities and potentials and render him/her able to become a law abiding and productive member of the community.

WHEREAS, Republic Act No. 9165 of 2002 otherwise known as the “Comprehensive Dangerous Drugs Act of 2002”, mandates both government and private entities to help in the eradication of the drug menace in the country and to extend help in the rehabilitation of victims of illegal drugs and their families; WHEREAS, section 16 of the Local Government Code of 1991 provides that local government unit has the powers necessary and essential to promote the general welfare of its people within its territorial jurisdiction. It shall also ensure and support the preservation and enrichment of culture, improvements of public morals, enhance economic prosperity and social justice and maintain peace and order among others; WHEREAS, DILG Memorandum Circular No. 2009-09, also known as “Unified Actions Against Illegal Drugs and Other Substance”, expressly provides the principal responsibilities of local authorities in support of the over-all government efforts to address illegal drugs and other destructive substances; WHEREAS, in line with the relentless nationwide crack-down of our law enforcement agencies against illegal drugs, the provincial government also recognizes the imperative need of putting-up a Substance Use Recovery and Enlightenment (SURE) Program for individuals with Substance Use Disorder (SUD) who voluntarily surrender and express their willingness to seek help and be reformed as part of a holistic approach to address the problem of drug abuse and an enlightenment and awareness activity on the hazardous effects of illegal drugs for the rest of the populace in the province.

Drug Dependent – a person suffering from drug dependence.

Treatment- medical service rendered to a patient for the effective management of physical and mental conditions arising from an individual’s drug abuse.

Service Patient- one who cannot afford or partially afford to pay the treatment and rehabilitation services of the Center based on income or paying capacity.

Section 6. The Program Components – There is hereby created three (3) operating Centers tasked to sustain and attain the general and specific objectives of the Program , viz:

6.1 Information and Education Campaign Center (IECC); 6.2 Out-Patient Drop-In Center (ODIC); 6.3 Residential Treatment and Rehabilitation Center (RTRC)

WHEREFORE, on the premises herein above enumerated, be it ordained by the 15th Sangguniang Panlalawigan in session assembled, that:

The Information and Education Campaign Center (IECC) – In collaboration with the existing Moral Recovery and Values Formation Services (MRVFS) of the provincial government, the IECC shall conduct information and education campaign on the dangers of substance abuse at all levels of component LGUs, in public and private elementary, secondary and tertiary schools within the province.

Section 8. The Out-Patient Drop-In Center (ODIC) – Provides diagnosis, treatment, consultation or counseling and management of drug dependents on an outpatient basis. It shall provide temporary shelter for patients in crisis for not more than twenty-four (24) hours.

Section 1. Title – This ordinance shall be known as the Substance Use Recovery and Enlightenment (SURE) Program for persons with substance use disorder, hereinafter cited and referred to as the “Program”.

Section 10. Construction of the Centers and component facilities - The three Centers shall be constructed either separately or under one (1) facility within the premises of the D.O. Section 13. Program Structure and Staffing Requirement - The Program shall be under the Office of the Provincial Governor and operate with the structure and staffing requirements as indicated in the attached organizational chart.

Section 14. Fiscal management - The Program shall have a sound plan of financing which gives assurance of sufficient funds to enable it to carry out its defined purpose and provide appropriate services for drug dependents. It shall have reasonable assurance of sufficient funds to carry it through the first year of operation and every year thereafter.

The parent, spouse, guardian or any relative within the fourth degree of consanguinity of any person who is confined under the voluntary submission program or compulsory submission program shall be charged a certain percentage of the cost of his/her treatment and rehabilitation, based on the following :

Section 15. Memorandum of Agreement. The provincial government through the provincial governor and the concerned component city/municipal local government units concerned through their respective mayors shall, through a MOA, provide for the subsistence related expenses to be incurred during the entire duration of the patients’ confinement in the RTRC.

Section 16. Security - The Program shall provide for adequate security to ensure

Ordinance A7 safety from outside intrusion and to ensure a drug free environment. There must be a fence and plant barriers around the area. Visitors shall be properly screened. A system of searching for dangerous drugs and items must be clearly documented and implemented.

Section 17. Maintenance Program - The Program shall have a preventive maintenance plan. Upkeep and maintenance of facility and equipment including vehicles shall be regularly conducted.

Section 18. Training Program - All staff must keep abreast with current trends in treatment and rehabilitation programs. To ensure the enrichment of knowledge and skills enhancement of staff in the specialized area of rehabilitation, the Program shall have a training program for all the personnel. It shall allow attendance of its personnel to appropriate training programs. All members of the technical staff of the center including volunteers shall undergo training. The training shall consist of pre-service training for future members of the staff, continuous in-service or in-house staff training for administrative and clinical staff.

Section 19. Dietary management - The Program shall ensure provision of a well-balanced diet and meeting the daily caloric needs of In-House patients. It shall likewise respect the special dietary needs of the patients.

Section 20. Statistical report - The Program shall generate the following data: 20.1 Demographic profile of patients that includes age, sex, religion, occupation, address, educational attainment, socio-economic status, drug of abuse, average family income;

20.2 Admissions/discharges classified as follows: a. Completed

b. Discharges against medical advice c. Transferred d. Escapes e. Re-admissions/Relapse

f. Court committed – voluntary and compulsory

20.3 Mortality/Deaths

20.4 Accident

20.5 Illness

20.6 Suicide 20.7 Morbidity classified as follows: a. Accident b. Illness

c. Attempted Suicide 20.8 Patients undergoing after-care and follow-up program

20.9 Patient satisfaction Survey/complaints Section 21. Patient Rights during Treatment and Rehabilitation - Patients are made aware of their rights. This shall be achieved by but not limited to: 21.1 Information is communicated in a way that is readily understood by the patient and repeated as necessary.

21.2 Information on patient rights is displayed prominently in an appropriate area within the Center.

21.3 Patients are informed when personal information is collected from them, why the information is needed and whom it will be disclosed to. Patients have the right to seek access to and correction of any personal information held about them.

Information is provided and communicated in a format best suitable to the individual patient and their family. The Center shall provide patients and their respective families accurate and adequate information about service options to enable them to make an informed decision. It shall define and observe the extent of patient’s rights to personal privacy and dignity during treatment and rehabilitation, based on the following:

The Community Affairs Officer III shall perform the following duties and responsibilities: 22.2a Act as the IEC Supervisor; 22.2b In collaboration with the MRVFS, conduct symposia, discourse and dialogues with government officials and employees, school authorities, teachers and students, owners and employees of business establishments and the general public; 22.2c Render regular reports of the program of activities based on agreed plans and strategies to the program director; 22.2d Perform such other duties and functions as the program director may direct.

22.5 Community Affairs Officer III of the ODIC. The Community Affairs Officer III shall perform the following duties and responsibilities: 22.5a Act as the ODIC Supervisor; 22.5b Oversee the day to day activities and needs of the ODIC; 22.5c Coordinate all outpatient medical, social, psychological, and referral services of the ODIC; 22.5d Monitor outpatient intervention plan; 22.5e Perform other functions as maybe assigned by the program director.

22.6 One (1) Medical Officer III/DOH Accredited Physician. The Medical Officer III/DOH accredited physician shall perform the following duties and responsibilities: 22.6a Conduct diagnosis and treatment of drug dependents; 22.6b Oversee the aftercare and follow-up of recovering drug dependent; 22.6c Make the necessary referral; 22.6d Attend to court hearing and writes medical reports; 22.6e Supervise all clinical personnel (nurses, social worker, psychologist); 22.6f Ensure adequate and accurate timeliness of reports; 22.6g Perform such other duties and functions that are relevant to the position.

22.7 Two (2) Nurse I. The two (2) Nurse I shall perform the following duties and responsibilities: 22.7a Provide appropriate nursing care to all patients; 22.7b Prepare status reports of all patients; 22.7c Assist the physician in the treatment process; 22.7d Conduct lectures/sessions on health related topics; 22.7e Administer medication as prescribed by the physician; 22.7f Implement relevant anti-drug abuse program; 22.7g Perform other duties and functions that are relevant to the position.

22.8 Two (2) Psychologist I. The two (2) Psychologist II shall perform the following duties and responsibilities: 22.8a Assist the physician in the treatment process; 22.8b Conduct regular visitation to every patient; 22.8c Provide counseling to patients and their co-dependents; 22.8d Provide follow-up domiciliary services to patients; 22.8e Conduct psychological testing and evaluation; 22.8f Perform other duties and functions that are relevant to the position.

22.9 One (1) Social Welfare Officer II. The one (1) Social Welfare Officer II shall perform the following duties and responsibilities : 22.9a Conduct social case studies for all patients in the Center; 22.9b Assess the social status of the patient; 22.9c Conduct home visitation; 22.9d Conduct counseling; 22.9e Perform other duties and functions that are relevant to the position.

22.10 Guidance Counselor III. The Guidance Counselor III shall perform the following duties and responsibilities: 22.10a Perform therapeutic activities; 22.10b Conduct intake interviews and counseling; 22.10c Conduct home/Institution/community visitation; 22.10d Facilitate family session, dialogue and consultation; 22.10e Perform other duties and functions that are relevant to the position.

22.11 Two (2) Community Affairs Assistant II. The two (2) Community Affairs Assistant II shall perform the following duties and responsibilities: 22.11a Act as recovery coaches; 22.11b Conduct program orientations/education campaigns to communities; 22.11c Conduct data gathering in different barangays and communities; 22.11d Conduct patients’ home visitations; 22.11e Perform Intake interviews, initial counseling and refers clients for social case study and psychological testing sessions; 22.11f Conduct case conferences, monitoring and evaluations;

22.11g Facilitate implementation of clients’ individual treatment plan.

22.12 Community Affairs Asst. I - (Technical Staff of the 2 Centers, shall perform the following duties and functions: 22.12a Prepare, encode and print draft and final copy of all types of communication, reports, plans, and other relevant documents for approval/signature of approving officer.

22.12b. Keep and maintain an organized logbook for a specific type of documents as a direct source or references and records.

22.12c Document the processes and activities of the center for future reference and guide in policy and decision-making.

22.12d. Act as frontline desk officer that attends to customers’ need.

22.12e Provide administrative support services in the center, when needed.

22.13 Dentist II – The Dentist II shall perform the following duties and functions: 22.13a. Provide dental services to in-house patients when necessary; 22.13b Submit dental records of patients when required; 22.13c Perform other duties and responsibilities in line with her/his employment.

22.14 Administrative Section. The Administrative section shall have the following duties and responsibilities: 22.14a Take charge of personnel, supply and other administrative concerns of the Program as a whole; 22.14b Take care of medical records and ensure utmost confidentiality is secured; 22.14c Prepare & control budget expenditures and submit financial reports; 22.14d Prepare correspondence of the office; 22.14e Responsible for encoding and submission of reports as approved by the Program Director.

22.14f Ensure confidentiality of all records of patients.

22.14g Ensure security of the center.

22.14h Provide dietary services for the health and well-being of the “persons with substance use disorder” admitted in the Center.

22.14i Ensure cleanliness and orderliness in the office.

22.14j Perform other duties and functions that are relevant to the position.

Section 23. Overtime Service – Considering the nature of the Program’s services, and in exigency of public service, all non-managerial category employees under this Program may be required to render overtime duties as may be determined by the Program Director subject to existing law, rules and regulations.

Section 24. Implementing Rules and Regulations - Within Thirty (30) days from the date of approval, an Implementing Rules and Regulations shall be formulated for the smooth implementation of the provisions of this Ordinance.

Section 25. Repealing Clause. All Ordinances, Resolutions, Circulars, Memoranda or Executive Orders which are inconsistent with the provisions of this Ordinance are hereby superseded, repealed, or modified accordingly.

Section 26. Separability Clause. If for any reason or reasons, any part of the provision or provisions of this Ordinance is/are held unconstitutional or invalid, other parts which are not affected hereby shall continue to be in full force and effect.

Section 27. Effectivity – This Ordinance shall take effect immediately upon the date of approval. An approved copy of this ordinance shall be published on a newspaper of at least regional circulation.

20 Abu Sayyaf bandits surrender in Basilan

CAMP Navarro, Zamboanga City, Sept. 22 (PNA) –- Twenty members of the Abu Sayyaf Group (ASG) surrendered and turned over eight high-powered firearms to the government on Thursday in Basilan province, a military official announced.

Maj. Filemon Tan Jr., Western Mindanao Command (Westmincom) spokesperson, said the surrenderers are led

by ASG sub-leader Katatong Balaman alias Tatong.

Tan said the group of Balaman surrendered to Col. Thomas Donato Jr., Army’s 104th Infantry Brigade commander, and Mayor Gulam Hataman of Sumisip, Basilan.

The Sumisip-based Army’s 64th Infantry Battalion facilitated the surrender of Balaman’s group in a cer-

emony held at the town hall of Sumisip.

Tan said the group of Balaman also turned over two locally-made shotguns aside from the eight high-powered firearms.

Donato said the group of Tatong is responsible for several ambuscades and skirmishes against the government troops, particularly in Barangays Sukaten and Baiwas in the municipality of Sumisip.

“This is the result of the relentless operation we are conducting where they suffered lots of casualties. These Abu Sayyafs now fear for their lives, leading to the surrender,” Donato said.

The government troops have overran in August the Abu Sayyaf stronghold in Barangay Baguindan, Tipo-Tipo.

On Sunday, ARMM Governor Mujiv Hataman led the

In a classroom setting, we cannot avoid some differences as pupils are being brought by their parents, of course with different orientation and with different values. And they came

up as one together in the classroom, thus, one cannot avoid to have and establish differing ideas and differing context over things and matters being discussed in the classroom. However, amidst those differences, we can have a peaceful and harmonious classroom if we have respect and show respect and care to our pupils, by this, pupils will also do the same towards as teachers. Let us show them our utmost care and respect and I can assure and vouch that they will have greater and better in return, that of them being good children to their parents and that they would be better citizens of this country. Enhancing creativeness among pupils

The creativity of a person does not solely rely on the visual images and picturesque illustrations one could draw and cull out from theirs creative minds and creative hands, mainly it does only apply on the external features but also on the abstract ones. Creativity of the pupils will probably help them in some school activities and somehow will be their venue or form of recreation if it requires.

As a teacher, it posts now as a challenge on how we can integrate creativeness discussions during academic discussions.

Every child or pupil is born with an innate potential of creativeness, whether they will have to do it on your way or they will do it in their own little ways. Creativity is a crucial aspect of every personality. It helps us to analyse things in a different way. Creativity does not just happen, it needs to be cultivated and

the cultivation of creativity in every kid starts from the classroom. In order to enhance creativeness among pupils, here are some recommended strategies to enable the latter.

Emotional Connection.

Creativity among pupils can be best enhanced when they are emotionally connected to the topic or the artistry they want to portray. It is best to do art and beauty when we are connected and hooked to it. Like for example, if we teachers want that our pupils shall encompass love of parents. Then the result will definitely represent them and their relationship with their parents. If they are well loved and well taken cared of, their illustration will be as beautiful as the shining sun.

Classroom environment. The environment in the classroom and the behaviour of everyone in the classroom shall greatly affect the creativity of the pupils that is why it is very important to cultivate a

Thus, there are so called barriers to be considered. Language barrier is one of it. Children who belong to advance group have difficulties in learning the language in school which is not taught by the parents at home.

In teaching the MTBMLE subject in school

some pupils find difficulties using the language. What happened to the learning of the certain child who are not used to the bisaya language?

Probably, the child cannot comprehend what the teacher says about the lesson because it needs more time to learn to understand the words. Now the barriers come in.

Everybody must look into the capacity of the child to understand instruction in other language but taking into considerations the bisaya language is one of the subjects to be taught in school. It must be given equal priority to learn among learners.

To further develop their creativity within them, we teachers should permit our pupils to discuss with their classmates and share ideas with each other, we should make time for informal class opportunity for the pupils, and of course we should inspire innovation and create chances to allow pupils to develop and grow in their little ways.

As signified by Sophia Loren that there is a fountain of youth; it is your mind, your talents, the creativity you bring to your life and the lives of the people you love, when you learn to tap this source, you will truly have defeated age.

Take an example the word sugilanon this must be considered foreign terms because the word is not commonly used in their communication at home. Therefore, it is not easy for the child to understand. Using substitute word estorya with the same meaning in the word sugilanon could be understood by the pupil in Grade- I. To fix all things teacher factor in teaching the language played a very important role in the development of every child.

It must be learners centered instruction to cater individual differences.

Teacher is an agent of change and to make every child learn. Teach a child in a simple way to make a child a reader.

How to choose the right kindergarten

LOOKING for a kindergarten for their children can sometimes be daunting to parents.

But before parents start their shopping around though, they should first ask themselves what they want their children to achieve at kindergarten and what qualities they value most in a program.

This first glance d o e s n’t n e e d t o b e detailed but helps to quickly screen out those which do not match your

needs. Secondly, parents should ask the schools to show them their legitimate school permits from DepEd. With a legitimate license, parents can expect that the school is at least monitored by DepEd with minimum fire and food safety sandards.

L a s t l y, p a re nt s a re advised to look at more schools. The more you see, the clearer picture you will have of a school you like.

And, observe in depth. This means not just talking to

the first person you get in contact with but to teacher too. Observing how current students interact among themselves or even with strangers is most telling. After all, the current students reflect what your child will be akin to after enrolling in the program.

Observing in depth would also mean that you must have a set of questions such as the lunch menu, daily schedule, curriculum, teachers’ qualifications, school bus, etc. However, I think the most common concern should be trust.

Morales found Zubiri guilty of “grave abuse of authority amounting to oppression and violation of Section 5(a) of the Code of Ethical Standards for Public Officials and Employees (Republic Act No. 6713)” for non-signing of the clearance and act on the request for commutation of complainant Carlos Ycaro, the former provincial assessor.

The governor said the decision was baseless since he was not governor from July 1, 2010 to June 2013 when the Ombudsman conducted its investigation in January 2013 but he maintained that Ycaro could not be cleared due to his unsettled obligation for the purchase of equipment that were not delivered.

He will also file for a motion for reconsideration before the Ombudsman on the case they filed against Ycaro regarding the anomalous purchase of equipment which were under his responsibility.

According to Zubiri, the complainant purchased 1,500 chairs worth P3.250 million and P8.1-million worth of sound system for the construction of the auditorium in Bukidnon.

“When they presented that to me, I told him I will not release it unless you settle your accounts first with the province. What happens, we just followed COA circular that we cannot release any funds or benefits to any retirees unless they have no accountability at all,” he said.

But Morales ruled that it “cannot serve as valid excuse to deny approval of his application for leave commutation, especially where he has more than 300 days in commutable leave credits.”

The Ombudsman stated Zubiri was also faulted for failing “to perform the mandate of Section 5(a) of R.A. No. 6713 by completely ignoring the two communications of complainant, addressed to his office.”
