Group asks Senate, House for increase on President’s salary

CAGAYAN DE ORO CITY – For all the hard work he is doing in running the country and for advocating the wage increase of government workers, a civil society group thinks President Rodrigo Duterte himself deserves a raise in his monthly salary.

Currently, the President is receiving P120,000 a month, but the Crusade for Clean Government (CCG), a newly-launched organization with nationwide membership, wants Duterte’s salary increase by as much as P500,000 to even P1 million monthly.

In a statement, CCG, a group composed mostly of individuals who are supportive of the Duterte’s presidency, said it has urged Congress to raise the chief executive’s wage.

“The proposed salary increase would give justice to the highest position of the land considering the magnitude of the President’s herculean task of managing the bureaucracy,” CCG convenor Ruffy Magbanua said.

AS per DepEd Order No. 19-2016, Guidelines on the Organizational Structures and Staffing Patterns of Stand-Alone and Integrated Public Senior High Schools, the duty of an administrative officer is to be responsible for the execution and continuous improvement of the administrative process of the school including budget planning and preparation of financial reports subject to the approval of the school heard or principal.

He or she also reports to the assistant principal for operations and learner support and/or principal/school head. This only applicable though to medium, large and very large senior high schools. In small senior high schools, these functions are absorbed by the principal.

The responsibilities of an administrative officer were specified because DepEd recognizes that schools and learning centers are the heart of the educational system and are at the core of the delivery of quality basic education

to all Filipino children.

Youth Formation and Development in School Campus

THE concept of youth development first gained popularity in the 1990s as a way of thinking about youth in a more constructive and proactive manner than was prevalent at the time. These are the goals – reduce problems and promote development, prepare youth for the future, provide supports and opportunities, community collaboration, develop potential in youth, be culturally appropriate and actively involve youth in their own development.

Positive youth development is also all about providing a message of hope and empowerment, ensuring that all youth have access to basic necessiti4es and safe environments, building youth-adult relationships that are positive and nurturing and giving youth opportunities to take leadership roles, learn new skills and develop their own interests and potential.

It also aims to promote bonding, foster resilience, promote social competence, promote emotional

competence, promote cognitive competence, promote b ehav i or a l competence, promote moral competence, foster self-determination, foster spirituality, foster self-efficacy, foster clear and positive identity, foster belief in the future, provide recognition for positive behavior, provide opportunities for prosocial involvement and foster pro-social norms.

It involves multidisciplines such as prevention science, social policy/social work, psychology and development science.

Fostering good rapport and better relationship between teachers and pupils

One of the good values in which the parents should teach and mould their child is of having the attitude of establishing harmonious relationship to everyone, having easiness of going along with different people; so as to better foster good rapport with everyone else. Thus, this also applies to school children, so that they could easily go along with the other pupils, more significantly, with the teachers and the school management.

As we teachers stand as the second parents of the children at school, it is of biggest paramount that we should stand respected and followed by them as teachers of good values and discipline. As it is clear with us that pupils do have different upbringings, different orientations that might somehow affect their interpersonal relationship not only to us teachers but to their classmates and schoolmates as well. Here then, we must display the significance

of ‘everyone should have a good relationship with each other’ so that learning and studying will be more fun and productive. Thus, it is worthy to note the advantages and benefits to both the teachers and the pupils if they will foster good rapport and better relationship with each other.

1. More likely, children would love to go to school every day if they are not bullied by their classmates, if they have good relationship with each other and the better they will be more fascinated when it comes to studying and coming to school.

2. Better academic performance would pave its way also as the relationship between the two is interrelated. If you examine children who felt loved and attention and care by their teachers they will excel and will strive harder in their academics plus factor of gaining confidence and a boost in their self-esteem.

3. Friendly classroom, friendly environment; yes, definitely, if both are well

and okay with each other, not only the pupils will uphold a friendly environment but also the classroom and eventually the school.

4. And, studying will be more fun and livelier and providing the best quality education to our pupils will have a smooth sail.

Thus, it is very important that everyone in the school must have a good rapport and better relationship with each other. It bears to be true that at the end of the day what matters most is your relationship with the people around you, with everyone else. That is why, I, personally advocates and encourages my fellow teachers, the pupils and everyone else that it is a must to uplift better relationship with everyone as it bear a big chunk in the performance of our official duties. Let us always remember that we as teachers should always listen to our pupils and the most understand them so as to build trust and confidence for both.

Linking with the stakeholders

One of the essential components in order for the pupils and the school to achieve the academic success is the establishment as well of a harmonious relationship and a significant link between the school’s management and the external stakeholders, including mainly our beloved parents, civil organizations, non-government organizations, and the community.

According to edglossary.org, the term stakeholder typically refers to anyone who is invested in the welfare and success of a school and its pupils, including administrators, teachers, staff members, parents, families, community members, local business leaders, and elected officials such as school board members, city and provincial councillors, and state representatives.

Stakeholders may also be collective entities, such as local businesses, organizations, advocacy groups, committees, media outlets, and cultural institutions,

to Senate President Aquilino Martin Pimentel III and House Speaker Pantaleon Alvarez for the enactment of a bill that would increase the monthly salary of the President.

“The present salary rate of the President is peanuts compared to the CEOs in Makati whom many receive seven-digit monthly pay plus fat allowances and non-monetary benefits,” he said.

For all his sweat, effort and hundreds of millions if not billions in expenses, the group said Duterte is set to enjoy a salary increase of only P41,000, courtesy of his predecessor, former President Benigno Simeon Aquino, who proposed the adjustment early last year.

“Unlike other officials who receive allowances that are, in some cases, five times their basic salary, the President does not get any additional compensation.

However, his living expenses and other expenditures related to his job are borne by taxpayers,” Magbanua said.

CCG said that based on the salary adjustment schedule released by the Department of Budget and Management (DBM), Aquino’s successor will only get a basic monthly pay of P160,924.

The DBM released the salary schedule as part of the implementation of Executive Order 201, in which Aquino ordered a government-wide salary increase for this year.

The former President issued the order to fulfill a promise to adjust pay scales in the bureaucracy. He had submitted to Congress a draft of the proposed Salary Standardization Law 4, which the legislature failed to pass.

Under the proposal, the President’s monthly salary would be increased to about P400,000 over four years starting this year.

The fate of the proposed law now rests upon with the 17th Congress, Magbanua said.

It is very significant that the school management shall manifest support and in the salary of the members of state forces and law enforcers is reportedly now in effect.

According to the group, CCG was created in support of Duterte’s clarion call to rid the government of scalawags and corrupt officials and employees, Magbanua said.

He said a reasonable and just salary for public servants is a step towards cleaning the bureaucracy which would help the Duterte administration fight corruption and crime, especially the illegal drug problem, effectively In his first state of the nation address, the President has outlined his governance on the future of the country as he vowed to lead on a platform of eradicating the ills of society.

“I will suppress crime and take control of the drug situation, which was really running wild in our country today. Make no mistake about it,” Duterte said in a recent speech.
