Minority lawmakers at the House of Representatives are pushing for the adoption of a provision prohibiting current barangay (village) officials from keeping their posts in a holdover capacity. In a press conference on Wednesday, House minority leader Danilo Suarez proposed that an appointment be made to fill the vacancies instead of extending the term of the incumbent officials. He made this statement after both chambers of Congress agreed Tuesday to postpone the barangay and Sangguniang Kabataan (SK) elections from October this year to October 2017. Suarez said the postponement allows for an interim period to weed out
the quality of leadership in the grassroots, specifically in resolving the issue of narco-politics in the barangay level. “While the earlier bills filed call for holdover of positions of incumbent officials, we would like to bring to the table for discussion the option of appointing an Officer-in-Charge (OIC) in the barangays until the October 2017 elections,” said Suarez. He said that the appointments, which will be placed under the jurisdiction of the Office of the President, should be based on demonstrated competence. “We would also bring to discussion the risks of holding over those barangay officials who are or have
been connected to illegal activities,” he said. Suarez cited the Philippine Drug Enforcement Agency (PDEA) report that 94 percent of barangays in the country are classified as drug infested. For his part, Buhay Partylist Rep. Lito Atienza stressed that merely extending the term of current officials might just aggravate the drug problem. Atienza said the deferment of the barangay elections must be converted into an opportunity to cleanse the ranks of the barangay. House Bill No. 3198, seeking to defer the elections to Oct. 23, 2017, has already been referred to the Committee on Suffrage. people, our communities as we enjoin them to take part in our desire to get rid every community of illegal drugs,” Galgo said of the activity where police officers visit households, schools, workplaces, places of convergence such as terminals, purok centers and village halls. He added that police personnel assigned in the regional office, provincial and municipal police offices have gone far to remote communities to explain the program. About 95 percent of regional police office personnel joined local police in the outreach program. He explained that during the visits, a certification for a drug free institution or place was given to the establishment or group visited by way of posting stickers to their houses, establishments and facilities. “Our commuters can now notice that even tricycles, jeepneys, vans and buses have those stickers assuring the public that they are in the hands of a certified drug-free driver, that their kids are in a drug-free institution and their family members are working in a drug free establishment,” Galgo said. Despite negative image painted on the police by alleged group that it resorted to extra-judicial killings in the war on drugs, Galgo said police officials in Region 12 will never lack vigour to continue its new tasks of eliminating the drug menace. THE second Mindanao Policy Research Forum will be the first of many activities slated for September’s Development Policy Research Month (DPRM) celebration. Partners Philippine Institute for Development Studies (PIDS), Mindanao Development Authority (MinDA), and Father Saturnino Urios University are co-hosting a policy forum which is focused on the theme “Nurturing Resilient Communities in Mindanao towards Sustainable Development.” A lunchtime press conference will formally open and discuss this year’s DPRM theme of “Investing in Risk Reduction for a Resilient Philippines”. These back-to-back events will be held on September 1 at FSUU in Butuan City. Undersecretary Janet Lopez, executive director of MinDA, will present on “Fostering Partnerships with Academic and Research Groups for Mindanao’s Sustainable Development.”
Echoing the DPRM commitment to promoting the role of sound research evidence in policymaking, Lopez’s presentation will focus on harnessing the talent and input of Mindanao’s research community in shaping the development and sustainable growth of Mindanao. Other presenters include Dr. Celia Reyes and Dr. Danilo Israel, senior research fellows at PIDS. Reyes’s presentation will discuss the massive study evaluating the design, implementation, and impact of the crop insurance programs being delivered by the Philippine Crop Insurance Corporation. The study investigated the experience of farmers in various regions with the program, and, in turn, offers recommendations to address the challenge of improving access and awareness among target-beneficiaries. Israel will discuss the results of the impact evaluation of the National Green-

NFA’s ‘loss’ is social cost
THE National Food Authority’s (NFA) “losses” are actually the cost of government’s social responsibility to make rice -- the basic staple of Filipinos -- available, affordable and accessible especially to the victims of calamities, the poor, the low-income families, and those living in remote areas of the country. This was the sentiment of the NFA Management and employees in reaction to the proposal to abolish or reduce the agency to a regulatory body due to its accumulated debts. NFA finance managers clarified that the reported Php165 billion debt has actually been trimmed down to Php158.9 billion as of August 31, 2016. DUTERTE’S WAR ON DRUGS: Ironically, the greatest indictment against the Duterte government’s war on drugs which appear to have been anchored on the killing, brutal or otherwise, of drug addicts and drug lords, big or small, since the start of President Duterte’s term on July 01, 2016, has come from a top official of the Philippine National Police (PNP) in Panay Island. The police official, identified in news reports as Supt. Indeed, no matter the deadly Duterte campaign against drug lords, others will simply replace those who have fallen, as fast as the eyes can wink. -oooMOCKING DUTERTE’S CAMPAIGN VS. DRUGS: This is so because, even now, it is reported that the sale of drugs continues generally unabated in many areas of the country. In short, pushing of drugs, particularly shabu, is continuing. Drug pushing, particularly shabu,
continues to be a greatly profitable enterprise for many, because many Filipinos continue to patronize illegal drugs. Think a minute. There was a rich English Baron named Fitzgerald who had only 1 child, a son. Fitzgerald’s only son was the love and pride of his parents. But when the son was just a boy, his mother died. He and his father became even closer. Meantime, Fitzgerald had become much richer. He collected very expensive, valuable paintings by the famous artists of the world. Then, just two years after losing his wife, Fitzgerald’s son became sick and died as a young boy. Before Fitzgerald himself died years later, he carefully wrote his will and instructions on how his riches were to be handled.
He wanted an auction to sell all of his valuable paintings. They were worth millions of dollars, so many rich people from all over Europe came to the auction. Among all the valuable paintings, however, was 1 cheap, poor quality painting by an unknown local artist. It was a painting of F it z ge r a l d’s on ly s on . Fitzgerald had ordered that this painting of his son be sold first before any of the other expensive paintings. Yet, because it was of such poor quality no one wanted to buy it. Finally, an old servant of Fitzgerald who had known the son and loved him offered to buy the ugly painting for only a couple

The 1972 and 1987 constitutions were both entitled “The Constitution of the Republic of the Philippines”. The 1935 constitution, originally drafted for the Commonwealth of the Philipines, was just “The Constitution of the Philippines”. However, On July 3, 1946, three days before the grant of independence, the seal or coat of arms of the Philippines officially inscribed with “Republika ng Pilipinas” was adopted. AO No. 5, s. 2010 amended the constitution by deleting “Republic”. Has the President the power to do this? Only the Congress – not the President -- has this power as provided in Article XVI, Section 2 of the 1987 Constitution. By this power, the Congress, in 1998, removed from the seal of 1946 two vestiges of colonialism – the bald eagle symbolizing America and the sea lion symbolizing Spain. Since July 4, 1946, official acts, letters and documents of government offices have been done under “Republic of the Philippines” and the official seal affixed if necessary – for example, the decisions of the Supreme Court and the lower courts (not just under “The Philippines”); the acts of Congress entitled “Republic Acts” (“RA”, not “PHA”); the of-

In “GRP” to “GPH”: Why?, MindaNews, January 22, 2011, we discussed what ISO is, what ISO codes are for and, as in the present issue, the relevance of the AO. What is ISO for? As its name denotes, the “scope of ISO work” is “international standardization”. This ranges “from standard for traditional activities, such as agriculture and construction, through mechanical engineering, manufacturing and distribution, to transport devices, information and communication technologies, and to standards for good management practice for services”. From 1947, when it was founded, to 2011, ISO had in its portfolio “18,000 In-
ternational Standards and other types of normative documents”. The standardization is market-driven with international consensus from experts in different fields and globally relevant. For instance, telephone operation has been internationally standardized through the development of area codes and the inter-connection of telephone companies in different countries; and more – screw threads, freight boxes dimensions, bank cards, wheelchairs and ramps, and thousands more. ISO 3166-1 was developed to facilitate some areas of the ISO scope of work like information and communication technologies and services. For instance, “RP” can stand for Panama, Peru and Paraguay which are all “Republic”. Like the Philippines, they have their own ISO codes. Cargoes in the USA labeled “PHL” will be sent to the Philippines, not Panama, etc. Electronics passports with “PHL” code will identify the holder as Filipino, not Panamian, etc. What is ISO not for?
ISO and ISO codes, particularly ISO 3166-1 have nothing to do with the administrative operations and political functions of governments. Raul Gonzalez of the Alliance of Tuna Handliners called the proposed Tuna Management Plan a ‘purseseine industry plan’ as it is heavily influenced by major stakeholders of the purse seine fishing fleet. “The plan should contain clear steps and concrete actions to avoid the huge opportunity losses associated with catching juvenile yellowfin and bigeye tuna. Should this succeed, it will mean a flourishing tuna handline fisheries where the small-scale fishers will greatly benefit. We also would like to solicit inputs from our fellow congress participants on how to address the issues of the continued landing of juvenile yellowfin tuna at the General Santos City fish port com-
plex,” Gonzales said. A recent tuna stocks assessment in the Western and Central Pacific Ocean showed that only 16% of the Spawning Stocks Biomass (SSB) of bigeye tuna are remaining, while yellowfin tuna is pegged at 38%. Most of the juvenile yellowfin tuna that are smaller than 50cm are caught by Philippine and Indonesian fleets. Introduce the lesson using its interesting practical application to real life. Students are drawn to learn more if they know what they will get from the lesson. They will be more interested to go an extra mile in order to satisfy their curiosity. 2. Start with simple examples down to challenging ones. Students will love solving Mathematics problems when they were able to appreciate the logical manner the
lesson is presented. Starting with difficult problems will lead students to be frustrated problem solvers. 3. Present a challenge in class. Students love challenges. They will try their best to win the challenges. The challenges must be within the students’ abilities and will lead to concept formation. 4. Make use of games, puzzles and other recreational activities in teaching Mathematics. Incorporate games, puzzles and the like that will help attain lesson objects. It will lead to students’ application of learned concepts, as well as, increased engagement.
5. Let students work in groups and tap their Multiple Intelligences in the lesson. Allow students to work in groups so that they can express themselves in the different activities. Their multiple intelligences may be tapped in different class presentations like singing their original Math-inspired love songs, dancing their Math-related dance steps, and many more. Mathematics teachers must be effective motivators. Students learn best when they are motivated to learn. The classroom must be as engaging and as friendly as possible. Nowadays, teachers are challenged to solve the low achievement of students in Mathematics. Results of National Achievement Tests (NAT), National Career Assessment Examinations (NCAE), and other school tests reflect students’ poor performance in the said subject area. Educators are seeking for the most effective teaching strategies to address the problem. A Mathematics teacherresearcher accepted the challenge. While reading articles of effective teaching strategies, the concept of metacognitive strategies surfaced. According to some relevant and related literature, metacognitive strategies may increase students’ academic achievement and heighten students’ engagement in Mathematics. Metacognitive strategies are coined by Flavel in 1979. According to him, metacognitive strategies refer to conscious monitoring of one’s cognitive strategies for the achievement of desired results. It involves the use of students’ metacognitive knowledge and skills. A study was conducted to test the effectiveness of metacognitive strategies on students’ academic achievement and engagement in Mathematics. It was conducted in Aplaya National High School, Schools Division of Misa-
mis Oriental, during the school year 2015-2016, and was participated by Grade 9 students. Findings revealed that metacognitive strategies improve students’ academic achievement in Mathematics significantly. In addition, the said strategies involved the students to be more engaged cognitively, behaviorally and affectively. Thus, the more engaged are the students in class, the better academic achievement scores they will obtain. The completed research paper won awards when presented in different institutions and conference. It was named as Best Thesis in the recent Research Congress in Bukidnon State University and was a feature paper at the Research Colloquium of Mindanao State University – Iligan Institute of Technology. The publishable paper was presented in Bangkok, Thailand in the Annual Bangkok Business and Social Sciences Research Conference. Luckily, it won the journal best paper award. Metacognitive strategies may help teachers in increasing students’ performance in Mathematics as it makes them more engaged in the lessons. Mathematics teachers may try to use it in their classrooms to see whether it holds true. Proper implementation is necessary for the strategies to yield favorable outcomes to the teaching and learning process.

Living up to his election campaign promises, President Duterte has launched a war on the drug menace that has prompted more than 600,000 drug dependents to surrender themselves to the authorities. Police have reported that close to 800 drug pushers and users have been killed in legitimate police operations and more than 10,000 drug addicts have been arrested. “I’m tr ying to catch up with time,” President Duterte said. He said the more than three million Filipinos addicted to drugs is enough proof that there is a crisis in the country, requiring drastic actions from the government. President Duterte told the repatriated OFWs to avoid drugs and instead help him fight the menace, along with graft and corruption, and criminality. “Avoid drugs at all costs because it could cost your life too. That’s the reality because we have three million plus affected. That is a crisis for the country,” Duterte said. To help the OFWs displaced by the financial crisis, President Duterte said the government has shouldered their plane tickets and is handing them PHP5,000 each. The government will also enroll them temporarily in the 4Ps or Pantawid Pamilyang Pilipino Program. President Duterte was joined by Labor Secretary Silvestre Bello III and Foreign Affairs Secretary Perfecto Yasay in welcoming the repatriated OFWs. Bello told the OFWs that they will be provided with lawyers who will help them obtain their unpaid wages and benefits and other legal claims from their respective employers in Saudi Arabia. Yasay said it was President Duterte who instructed them to do their best to help the almost 9,000 stranded OFWs in Saudi Arabia. President Duterte said the government is working also to hasten the repatriation of the remaining stranded OFWs in Saudi Arabia. “Actually our economy is that so bad. Just give a little time, I will fix our economy and to give you opportunity to work here. We are not really exceeding the expectations but we are on target in our growth,” he said. The President said the Department of Trade and Industr y is working to strengthen small and medium enterprises (SMEs)and the “Go Negosyo” program that will provide loans to small business entrepreneurs. Although NFA is a government corporation, this
policy makes it impossible for the agency to profit from its mandated activities, the NFA said. The NFA Management also clarified that the agency does not perform commercial activities: Buying palay at a high support price and distributing rice at a low, uniform price across the country are not intended for profit but to operationalize the government’s basic social responsibility of food security and stabilization. Local procurement and importation of the local shortfall are done to maintain the Legislative-Executive Development Advisory Council (LEDAC) mandated Strategic Rice Reserve of 15 days national consumption at any given time (now 32,000 metric tons daily) and a National Buffer Stock of 30 days consumption during the lean months of July to September. In fact, the low selling price of NFA rice has been a hinge against inflation in the food sector, with rice comprising about 30 percent of the Filipino’s food basket. Government subsidy for these NFA functions had been very low, averaging Php4.250 billion per year. There were even years when the agency had zero subsidy (1984, 1986, 1987) and it had to resort to bank borrowings to finance its operations. Over the years, the NFA had been instituting operational and financial reforms to cut down its “losses” and increase efficiencies. The agency’s annual “losses” have consistently been decreasing from Php32.2 billion in 2008 to Php871.88 million in 2015. The proposal to abolish or reduce NFA to merely regulatory functions hinges on the question of whether or not government is ready to let go of its responsibility to ensure national food security. Through the years, in times of calamities where there is immediate need for food among the victims, or in remote places where there are no reliable transport systems or storage facilities, only the NFA and its people braved bad weather, bad roads and unstable peace and order conditions to deliver and ensure the availability of rice for the poor and underprivileged segment of Philippine society, the NFA said. Alvarez said that while previous efforts to amend the charter through a constituent assembly were scuttled on the issue of voting separately or jointly by the Senate and the House of Representatives, he remains positive that the two Houses of Congress can forge a consensus. “I always trust the patriotism of the senators and congressmen. We can navigate that. I’m quite positive on that,” said Alvarez, noting that ultimately the lawmakers will heed the public clamor. Alvarez said a federal system of government will address the country’s problems brought about by the highly-centralized, unitary form of government imposed by colonizers.
