House committee eyes Drug Summit THE House Committee on Dangerous Drugs is now coordinating with law enforcement agencies to hold a Drug Summit to ensure a uniform and systematic approach in addressing the problem of illegal drugs.

Rep. Robert Ace Barbers (2nd District, Surigao del Norte), committee chairman, said they are now finalizing a request to agencies concerned in the campaign against illegal drugs to hold a Drug Summit soon.

The request is addressed to the Dangerous Drugs Board, Philippine Drug Enforcement Agency (PDEA), Philippine National Police (PNP), and National Bureau of Investigation (NBI).

Barbers said the last time the country had a Drug Summit was about 15 to 20 years ago before the passage

of Republic Act 9165 or the “Comprehensive Dangerous Drugs Act of 2002.”

The law mandates the government to pursue an intensive and unrelenting campaign against the trafficking and use of dangerous drugs and other similar substances through an integrated system of planning, implementation and enforcement of anti-drug abuse policies, programs, and projects.

“We would like to request the inputs of the partner agencies so there would be a uniform, systematic and synergetic approach in addressing the problem of illegal drugs,” Barbers said.

The committee has been conducting hearings on the government’s intensified anti-illegal drugs campaign.

ment agencies briefed the committee about their mandates, operational goals, accomplishments, budgetary requirements, and capability upgrade, among others.

Barbers has assured law enforcement agencies of the committee’s full support for their anti-illegal drugs operations in terms of budgetary support and passage of laws and amendment of existing laws that will boost their enforcement capabilities.

DepEd needs more Science, math teachers Department of Education (DepEd) Secretary Leonor Magtolis Briones announced that many teaching items for Science and Math still need to be filled up.

The demand for more K to 12 educators is still high despite the employment of 195,302 teachers between 2010 and 2016, Briones said.

“We have a challenge in hiring Math and Science teachers. . . [We need] a huge army of teachers, we’ll recruit more,” Briones recently told members of the House of Representatives’ Committee on Appropriations during the Department’s presentation of its proposed budget for 2017.

The Education chief also reported that DepEd was able to deter the anticipated massive displacement of teachers following the full implementation of the K to 12 basic education. With the creation of 36,461 teaching items for the senior high school (SHS) program, DepEd already hired 3,950 displaced faculty of higher education institutions (HEIs), 928 of which have availed themselves of the Department’s “Green Lane” for speedy employment.

“We lack teachers. We are not displacing teachers,” Briones disclosed.

DepEd offers above entry-level salary grades to graduates of Science and Technology courses under the Junior Level Science Scholarships (JLSS) of the Department of Science and Technology-Science Education Institute (SEI). Duterte government, do to address the evidently deteriorated mental condition of both the teachers and students of public schools in the country when, for a long time now, DepEd has officially stopped the teaching of good manners and right conduct and of religion or spirituality to Filipino children?

-oooDEPED IS TO BLAME FOR CRIMINAL-MINDED YOUTH: Undeniably, since Filipino children are no longer taught good manners and right conduct and the proper fear and love of God in their schools, much less in their homes, they grow up not knowing right from wrong, and not knowing that evil behavior or conduct is punished severely while good and exemplary deeds are amply rewarded by the God that

created all of us.

If Filipino school children are now capable of killing their teachers, and physically incapacitating their fellow students or even other people that cross their paths, DepEd has no one else to blame except itself.

Through the years, it has espoused the rejection of moral, spiritual and sociocivic values by the kind of curriculum it has been and still is pushing nationwide.

In fact, DepEd has even become the prime enemy of the teaching of Biblical and spiritual principles to many students by its official policy---as shown by one of its circulars known as DECS Order No. 68, Series of 1999---of rejecting the DECS and DepEdauthorized operation of schools owned, managed, and operated, by Christian (Born Again) churches in the whole country.

-oooW HAT DEPED SHOULD BE TEACHING CHILDREN: With due respect, I must say that public schools---elementary and secondary---no longer train children in the way that they should go. More basically, DepEd schools do not even know the way that school children should be taught, so that even if they grow old they will not depart from it.

If any teacher, princi-

pal, superintendent, or any other high DepEd official is going to be asked, what is the way that students should be trained on, I am willing to bet that 99% of them would not be able to answer correctly. They could not, because it is obvious that not many of them read the Bible, which describes the way that our children should be taught.

The only way that Filipino kids should be taught is through the training and instruction of the Lord our God. What is this training and instruction of the Lord our God? It is to believe in God, and to love Him with all their might, heart, soul, and mind. If we impart to them this belief in God while they are still young, not only will they grow to be good men and women.

They will also be blessed by God beyond expectations!

I am afraid we are, little by little, losing our sovereignty as a nation and foreign troops will be marching in our streets. I hope the media will come in and point the way to protect the interest of the people.

What I noticed lately is that Journalism in the country is heading towards extinction. Except for a few, many journalists are now silent and losing their blood to stand behind honor and integrity.

I wish to remind Duterte that there exist a mutual defense pact between our country and our closest ally, the United States of America. And not only that, America has been providing us with millions of dollars as “friendship money” plus hundreds of supports we derived from them. Well, I am not surprised of Pres Digong because he opens his mouth so often and apologize later, a characteristic of

a guy that loses credibility faster than we think.

One thing sure, however, the media of Duterte is fast in portraying him as the hero of all heroes, saying among other thing he is famous in foreign lands. I did not any basis at all but there is nothing we can do with the issue. I just hope the clouds of dictatorship will not fall into the atmosphere of our country. In the country, every day is filled with suspense and thrill. I just cross my finger and watch of new things around.

What I have been waiting to happen is the new administration solving the problem of unemployment.

SOMETIMES, we feel our life is turning miserably. Our negativism doesn’t allow us to keep our eyes, ears and, most important! - our minds, hearts and souls opened. We’re reaching our breaking point.

This breaking point can be the prelude to our strongest moment. Can be! Must not! But if yes, then it is when we reach our break-

ing point, we discover our real strength. Allow me to ask you, my dear readers: “What happens to you or with you when you reach your breaking point?” Do you face it or do you run away? I’ll be giving you a very simple answer: If you face it - you break it. If you run away (and/or close your ears, eyes and mouth) - it breaks you!

Are you in love with life? No. Everyday--a dull reality!

Many of us will answer this question with a big YES! Actually, we do like to cover a newborn day already with grey veil. But, each day has a new face, but sometimes we don’t have the strength to watch its countenance.

‘Tabo-an sa Iligan’ opens Monday, September 19, 2016

ILIGAN City––The annual “Tabo-an sa Iligan” formally kicked off on Saturday in Barangay Saray this city.

The opening ceremony was spearheaded by the City Tourism Office and Councilor Sorilie Christine R. Bacsarpa, chair of the City Council committees on tourism and domestic and international sister city relationship.

Tabo-an sa Iligan is conducted annually as part of the month-long celebration of the Diyandi Festival in honor of its patron, Viva Sr. San Miguel.

Some of the activities include the singing of the Iligan March sang by the Buhanginan Voice, rituals, and ceremonial cutting of ribbons with the city tourism beauties and officers with Councilor Bacsarpa.

In his speech, Saray Barangay Chairman Eric M. Capitan, also the chairperson of the committee on trade fair and carnival of the 2016 Diyandi Festival, said his committee is doing its best to celebrate Iligan City’s annual fiesta safe and secure.

Detox, rehab, food: Parish works to fight drug problem AS the body count rises in the Philippines’ war on drugs, a Catholic priest is trying to create a space where healing takes precedence over killing.

On September 1, 20 drug users surrendered to police under the watchful eye of Father Luciano Feloni, an Argentine priest who is pastor of Our Lady of Lourdes Parish in Caloocan City, on the edge of Manila. Another 20 were expected to surrender under a program the

parish has dubbed “Healing, not killing.”

The mass surrender — which Father Feloni orchestrated in coordination with the police and local political leaders — comes as drug users and pushers are being killed throughout the country in response to an all-out assault on drugs by newly elected President Rodrigo Duterte. The Philippine National Police announced Sept. 4 that more than 1,000 alleged drug users and dealers have been killed in police operations since Duterte took office and encouraged police to not worry about due process. “My order is shoot to kill you. I don’t care about human rights, you better believe me,” Duterte said Aug. 5.

Nearly 1,400 killings of alleged drug users in the same period were characterized as “deaths under investigation,” many of them reportedly carried out by killers hired by drug gangs worried that those who turn themselves in to police will reveal the names of their suppliers in a criminal enterprise, which by many accounts stretches high into the upper echelons of the government and police.

Aguirre said he personally know what happened to the case of Benjamin Laud since 2009 because he lawyered for Laud then.

“I was there when the Commission on Human Rights, then headed by Senator (Leila) De Lima, ordered the bodies of the alleged victims of extra-judicial killings to be exhumed at Laud’s firing range in Maa, Davao.

The bodied did not prove anything. As a matter of fact, there were statements that they were bodies of people who were executed during the Japanese occupation,” Aguirre said.

“Also, think about this, Senator De Lima headed both th CH (Commission on Human Rights) and the Department of Justice, why was it that there was no case filed against Mayor (Rodrigo) Duterte? Senator De Lima had more than six years to file any case she deems worthy to file,” said Aguirre.

The question that begs asking, according to Aguirre, is “why investigate only now?”

“Why only now when there will be a coming House of Representatives’ hearing on why drugs proliferated in the Bureau of Corrections? Who was heading the DOJ during that time?

The Bureau of corrections was under the DOJ. This is futile attempt to divert the public’s attention against the parties who are responsible for drugs in the BuCor,” Aguirre added.

Aguirre said two of some 20 witnesses in the forthcoming House of Representatives’ hearing will testify that De Lima allegedly received from them drug money worth P5 million each that they delivered to her personally.

He also warned Matobato of taking the brunt of the statements he issued in the Senate hearing, including his claim of killing 50 people by his own hands, should he not qualify in the Witness Protection Program of the DOJ. Aguirre said: “Desperate times call for desperate measures and somebody is really desperate.”

By observation, we can feel that many of us need help to manage the everyday life. We need something that would keep us going as we journey through life.

Many times we can also learn from other people and their experiences.

And here is one more thing: Affection is the humblest love - it gives itself no airs. It lives with humble and private things: soft slippers, old clothes, old jokes, and the thump of a sleepy dog’s tail on the kitchen floor.

The glory of affection, the disposition of mind, the good will and tender attachment, that can unite those who are not “made for one and another!”

For me life has been a thing of ups and downs in approximately equal measure. I don’t have something sensational to report every day about my progress. Often, I wonder if fulfillment in life is necessarily tied to change for the better. Magno, however, did not give a timeline on how long the lifestyle checks would be conducted. “For as long as we cover all government officials,” he said.

But Magno hinted that they would start checking on government officials whom they had received reports of alleged corruption and hidden wealth.

When pressed whether they had received such reports, the outgoing regional director was mum. “We will investigate and validate these,” Magno, a lawyer, continued.

“No one will be exempted – whether you’re a career service official or a military official or an elected one or even someone appointed by the president himself,” he said.

The lifestyle checks would be carried by Magno’s successor, incoming regional director Cesar A. Bacani.

Magno would start serving as regional director of NBI Central Luzon this Monday while Bacani’s stint

is a promotion, considering that he was a division chief at NBI-Region 8 prior to his assignment here.

In his two years in office, Magno’s most sterling performance was the February 2015 arrest of Australian Peter Gerard Scully, a human trafficking suspect, who is now facing 13 counts of rape and eight counts of human trafficking charges, among many others.

Scully was indicted just earlier this month on those counts by a Department of Justice (DOJ) independent panel recommending the filing of those charges before the court.

Scully was arrested after a tip from the Dutch government coursed through Interpol informing Filipino authorities that the suspected pedophile was streaming sex videos of minors over the Internet to his clients in the Netherlands.

To realize the theme “Prosecutors as catalyst for change towards a crime-free Philippines,” Aguirre has reminded prosecutors not to fall prey to temptations.

“Don’t let yourself be corrupted as prosecutor.

Just do your job,” he said.

As there are drug cases that will eat up the time and resources of the prosecution service, but he said prosecutors must sustain its efforts to ensure that the anti-narcotics campaign of the Duterte government will not falter.

Aguirre said he has also issued a department order that requires the random drug testing of prosecutors to determine who among them are involved in illegal drugs either as user or as protector.

He said catching and punishing corrupt prosecutors is a huge challenge of the DOJ chief.

“It’s very hard for the Justice secretary to go after corrupt prosecutors than to fight the illegal drug trade.

They are on the frontline and they commit corruption, it will taint the name of the department, in the way the government is run, in the way the DOJ is being perceived by the people,” Aguirre said.

During his speech, Aguirre has assured the prosecutors in Mindanao the DOJ will provide them with their needs, primarily on office supplies such as computers and other equipment.

For his part, Regional Prosecutor for Northern Mindanao Jaime Umpa said this will be the first time that the Justice Secretary will sit down with the prosecutors from all over Mindanao.

Before, the DOJ leadership will just meet the regional prosecution chiefs but this time other prosecu-

tors will be given a chance to talk with Aguirre.

“He is hands-on and he is willing to listen to us.

When he invited him the Secretary readily accepted the invitation,” Umpa said.

During the conference, Umpa said the various RPOs will also present their accomplishments last year.

As Father Feloni watched the killings ravage his parish, he talked with his parish council, which agreed that something had to be done.

The council president had lost his brother, a police officer, in a shootout with drug pushers.

“We agreed that killing is not a solution to our problems,” Father Feloni said. “And we asked what we could do. The church has been denouncing the killings and getting feedback from the people that we are meddling. They say we’re talking and talking and talking and doing nothing.

The message that we were totally in favor of the campaign against drugs wasn’t coming across properly. So we began to ask what we could do proactively, more than just stating that we’re against the killings.”

Working with local government officials and the police, Father Feloni garnered commitments to get help for users who were willing to turn themselves in.

“There is no real program being offered by the government. Once you surrender,

you go home and it’s assumed you’ll stop being an addict.

That is not real thinking.

You cannot stop addiction just by fear. It’s a sickness, and you need psychosocial intervention to cure it,” he said. “If killing isn’t a solution, neither is surrender. It’s just the beginning. Unless you offer something, people cannot really change.”

Any successful intervention must also help users develop new sources of income.

“Almost all the users are also small-scale pushers.

They get their portion free, but at the same time sell to others to get a little income.

If you stop their business, they have no way to survive, no way to feed their children,” the priest said.

Father Feloni said that as the program took shape, he had some very frank discussions with the police. “I was also honest with them and said, ‘Don’t kill them afterward,’” he said.

The priest, who said he and local police are “on the same page,” said he worries about the effect the killings are having on Philippine society.

“A lot of people are really taking the president’s ideas very seriously, and that’s dangerous. People make decisions about each other’s lives, and they put an addict on the same level as a drug lord. We are not very far away from becoming like ISIS. It could be people drinking or having a long beard, or having an extramarital relationship or playing cards. At the end, everybody should be killed,” Father Feloni said.

“We are becoming a much more violent society.

And that can easily spiral out of control. As the church we have to do something. They were asking me today about what could happen to any of us who are working on this. We can also be targets of violence. And I said that the biggest danger is that we as a church do nothing. We will face God and God will ask us what we have done beside funerals,” he said.

The priest, who has served in the Philippines for 22 years, recognizes the personal risks involved.

“We are trying to take clients away from the drug syndicates. When you rehabilitate people, then less people will buy drugs, and they won’t be happy. Police officers who protect the syndicates will not be happy. So a lot of people will be happy to kill either the neighborhood captain or myself,” said Father Feloni, who says he is intentionally varying his daily routine.

MDAP inducts new set of officers. The Motorcycle Dealers Association of the Philippines (MDAP) recently held the induction of officers at Fairmont Hotel in Makati City. The association is now headed by its president, Jose Daniel Borromeo with Edwin Go as vice-president. The other officers are: Geoffrey Tiglao (Secretary), Aldous Alingog (Treasurer), Thomas Ongtengco (Auditor) and Guanson Lo (P.R.O.). The official oath-taking of officers was conducted by Motorcycle Development Program Participants Association (MDPPA) president Rodel Pablo.
