Meningo kills 3 kids in Oro

CAGAYAN de Oro City-Three children had succumbed to a bacterial infection caused by Meningococcemia in Northern Mindanao in a span of a few days, health authorities said Tuesday.

One of the fatalities was Jhasmine Villagracia, a grade one pupil at Bayabas Elementary School, who was buried less than 24 hours after she died last week.

Rubino Tangag, Villagracia’s uncle, said the child was brought to the government-run Northern Mindanao Medical Center (NMMC) last Thursday.

She died the following day.

What is Meningo?

Meningococcemia is an infection caused by the Neisseria meningitidis bacteria. This is the same type of bacteria that can cause meningitis. When the bacteria infect the membranes that cover your brain and spinal cord, it’s called meningitis. Senators say Veloso is an ‘irreplaceable witness’

Senators on Tuesday urged President Rodrigo Duterte to save the life of convicted Filipina drug courier Mary Jane Veloso despite the President’s statement that he would not interfere in matters related to her possible execution.

Veloso, who went to Indonesia to work as a maid, was convicted in October 2010 for bringing 2.6 kg. of heroin into the country.

Her execution is currently put on hold.

Senate Minority Leader Ralph Recto cited reasons to save her, such as Veloso being an “irreplaceable witness” in exposing the real drug syndicates.

“She is an irreplaceable witness in exposing the inner workings of a drug route. She dies and the truth will be buried with her,” Recto said.

“It is for these reasons, to serve the ends of justice and on humanitarian grounds, that she deserves

clemency and our President’s and government’s full and steadfast support in securing it,” he added.

Recto stressed that Veloso was neither a drug lord nor a user but was merely “used” to smuggle drugs without her knowledge.

“She was duped by con men, members of an international syndicate, some of whom have been arrested,” Recto said.

“If she will be executed, then she will no longer be

able to testify against them.

The result is that she will be silenced forever while those who have deceived her would remain scotfree,” he added.

Neophyte Senator Risa Hontiveros, like Recto, agreed that Veloso was a victim.

“Promising them jobs abroad, many poor women are tricked into becoming drug mules. It has been said that women bear the brunt of all wars. The war

on drugs is no exception,” Hontiveros said.

She expressed fear that more women would suffer the same fate.

“It is the government’s duty to prevent this from becoming the ‘new normal’,” she said, urging the administration to defend Mary Jane’s right to life and continue to pursue all effective ways to make the reprieve granted by Indonesian President Joko Widodo to Mary Jane per-

‘Ferdie’ nears super typhoon strength

State forecasters are not discounting the possibility of typhoon ‘Ferdie’ (international name ‘Meranti’) further intensifying into a super typhoon while inside the Philippine Area of Responsibility (PAR).

Such scenario is possible since the already intense ‘Ferdie’ threatening Northern Luzon at present is still over water where this typhoon can further gather energy it needs to gain more strength, said Buddy Javier, who is a weather forecaster of State-run Philippine Atmospheric,Geophysical and Astronomical Services Administration (PAGASA).

“Communities there must prepare for such possibility,” he said.

He warned of more downpour, stronger winds, rougher seas and higher storm surges if ‘Ferdie’ in-

tensifies further.

Javier urged precaution, noting PAGASA’s 9th severe weather bulletin issued Tuesday (Sept. 13) already raised tropical cyclone warning signal 4 in Northern Luzon’s Batanes province as the agency forecast there 171 kph to 220 kph winds from ‘Ferdie.’

He said PAGASA expects ‘Ferdie’ to landfall in Batanes this Wednesday (Sept. 14) and exit PAR later that day.

“Coastal areas there can experience storm surges two to three meters high,” he noted.

Waves in waters off Batanes can rise beyond 14 meters, he also said.

“Heavy rainfall is likely there,” he said further.

PAGASA also said signal 3 is already prevailing in Babuyan Islands where 121 kph to 170 kph winds, rough waters and up to 2.0 meter-high storm surges can be expected.

DAVAO City––The death toll from the September 2 bombing at the Roxas night market has risen to 15 as the pregnant victim who lapsed into coma shortly after the blast, passed away late Monday night.

The September 2 blast has killed 15 and injured 69 others.

The City Information Office (CIO) reported that massage therapist Vicenta Depalubos Asperin, 21, six months pregnant, died at the Metro Davao Medical and Research Center (MDMRC) at 10:17 p.m. on Monday.

According to the CIO, the City Social Services and Development Office, quoting a medical report, said Asperin succumbed to “ heart failure and brain damage.”

Asperin was on her sixth month of pregnancy, her elder sister, Dahlia told MindaNews while waiting for updates on her sister, who had lapsed into a coma at the Southern Philippines Medical Center (SPMC) in the early hours of September 3.

Dahlia said the baby in the womb was going to be Vicenta’s first.

“Based on the notes from the Local Civil Registrar, the counting should be one because the unborn baby remained inside the mother’s womb. They were not separated,” the CIO quoted CSSDO chief Ma. Luisa Bermudo as saying.

NVIRONMENTAL advocates united once more to remind President Rodrigo Duterte the list of environmental reforms he promised to initiate in the first 100 days of his presidency.

The Green Thumb Coalition, the widest coalition of more than 40 national and local organizations advocating for a progressive environmental agenda, had previously held dialogues with then-presidentiable Rodrigo Duterte, where he clarified positions on several environment, governance and development issues.

DENR, civil society partner to empower marginalized sector THE Department of Environment and Natural Resources (DENR) is partnering with civil society organizations (CSOs) to enable the marginalized to improve their lives through the agency’s programs, particularly the National Greening Program (NGP).

Secretary Gina Lopez said the DENR will tap the knowledge, experience and expertise of CSOs, which are often at the forefront of poverty reduction efforts and promotion of social justice.

Last Thursday, Lopez met with leaders of civil society organizations across the nation, for a planned convergence toward helping marginalized communities.

The meeting was dubbed as Salu-salo at Ugnayan para sa Kalikasan or SALUGNAYAN. The DENR has identified at least 14 areas throughout the country which CSOs can adopt and provide with livelihood opportunities to ultimately serve as “models of entrepreneurship”.

Lopez is eyeing the NGP as a tool to improve the lives of people living in poverty.

She is also looking into mangrove and bamboo plantation programs because of the environmental benefits and the economic potential that these plants offer. Mangroves minimize typhoon damage and bamboo aids in carbon sequestration.

Bamboo is also a source of premium construction material, particularly with the

availability of technologies for making “engineered” and laminated bamboos.

She also wants community-led eco-tourism projects that generate incomes and economic activities similar to Ugong Rock in Palawan.

“I want to make an economic impact through the NGP. We will utilize the power and the money to bring forward social justice,” Lopez said during the meeting which was also attended

by DENR Undersecretary for Civil Society Nicanor Perlas.

The DENR chief maintained that social justice is in action if the resources of the country are enjoyed by its people.

She also said that the planned convergence, which is a government function, will be both developmental and regulatory. “It will give income to the people to make them self-sustaining and at the same time provide quick action on complaints and environmental issues,” she pointed out.

The convergence areas include South Upi, Raja Buayan, Haran and Marilog in Mindanao; Sorsogon City; Sibuyan Island in Romblon; and the provinces of Batangas, Oriental Mindoro, Guimaras, Antique, Palawan, Nueva Ecija and Zambales.

About NGP NGP is a massive forest rehabilitation program of the government established by virtue of Executive Order no. 26 issued on Feb.

24, 2011 by then President Benigno S. Aquino III. It seeks to grow 1.5 billion trees in 1.5 million hectares nationwide within a period of six years, from 2011 to 2016.

Aside from being a reforestation initiative, the NGP is also seen as a climate change mitigation strategy as it seeks to enhance the country’s forest stock to absorb carbon dioxide, which is largely blamed for global warming.

It is also designed to reduce poverty, providing alternative livelihood activities for marginalized upland and lowland households relating to seedling production and care and maintenance of newlyplanted trees.

As a convergence initiative among the Departments of Agriculture, Agrarian Reform and DENR, half of the targeted trees to be planted under the program would constitute forest tree species intended for timber production and protection as well.

The other 50% would comprise of agroforestry species.

Areas eligible for rehabilitation under the program include all lands of the public domain. Specifically, these include forestlands, mangrove and protected areas, ancestral domains, civil and military reservation, urban greening areas, inactive and abandoned mine sites and other suitable lands. denr.gov.ph

“With Secretary Gina Lopez at the helm of the DENR, significant strides have surely been made in the issue of mining,” Garganera further stated. “However, a new framework of minerals management must be legislated to ensure long-lasting and sustainable progress in the extractive industry,” he added.

Garganera noted that the immediate passage of the AMMB can be realized if President Duterte certifies it as an urgent bill in Congress. Only stricter policies and regulations on the extractive industries will be safeguarded against the massive and continuing poverty and environmentaldestruction created by largescale mining.

messengers of Islam ourselves — to genuinely speak, act, and live by our faith.

often persecuted because of our faith, because there are those who sow fear and terror as they claim they are Muslims who follow the path of Islam.

Their so-called sacrifices are nothing but self-serving acts of violence; their so-called faith is nothing but a lie. Theirs is the work of the devil and they are a disgrace to the ummah.

We need to stand together and unite against these traitors to Islam and the many other evils that try to tear us apart.

As the Prophet Muhammad once walked the earth and preached Islam, he himself faced great doubt and persecution.

He endured great sacrifices so that he can carry with him the true message of our faith.

The challenge now, more than ever, is to be true Muslims and be

Well, Tugade had been quoted by media as saying that the traffic problem in the National Capital Region is really non-existent, but is just a “state of the mind”--that is, traffic is a problem that is present only in the minds of NCR residents who, he said, have come around using heavy traffic as a convenient excuse to justify their being late for work and their appointments.

This claim of Tugade to me represents a fantastic confusion of his mind. It indicates that, just after a few days as the secretary of the Department of Transportation, Metro Manila’s traffic problem has made him so problematic that he has detached himself from the reality that vehicles travelling in Metro Manila thoroughfares no longer simply crawl their way through, but have become immobile for very long hours.

Velosos in shock over reported Duterte’s reported green light for Mary Jane’s execution

THE family of the Filipina in deathrow in Indonesia is shocked over media reports that President Duterte had given a go-signal to have her executed.

“Migrante and the Veloso family are in shock over the news coming from Jakarta. We demand an immediate explanation from President Duterte and Secretary Yasay, both duty-bound to defend the rights of Filipinos overseas, especially drug trafficking victims like Mary Jane,” said Migrante International chairperson Garry Martinez.

Indonesian president Joko Widodo and Duterte met recently during the ASEAN conference in Laos.

Duterte said he would plead to Widodo to grant Mary Jane clemency. But should it fall on deaf ears, he said he would yield to the Indonesian justice system.

President Rodrigo Duterte has not given the so-called “green light” to the execution of Mary Jane Veloso.

This was the clarification made by Foreign Affairs Secretary Perfecto R. Yasay, Jr. after reading a news item in the Jakarta Post with an erroneous headline that ran, “Duterte has given green light for Mary Jane’s execution.”

Yasay gave credence to a later paragraph in the Jakarta Post story which said: “Veloso was excluded indefinitely from the list of the third round of executions prepared by the Attorney General’s Office (AGO) in April, as legal procedures continue in a separate but related case.”

Yasay stressed that her execution has been indefinitely deferred.

The Jakarta Post reported: “Veloso was on the execution list last year but was granted a stay of execution because her alleged boss had been arrested in the Philippines, and the authorities have requested Indonesian assistance in pursuing the case.”

Group opposes proposal to lower age of criminal liability DAVAO City––A group advocating child protection has expressed opposition to the proposal lowering the minimum age of criminal responsibility under the Juvenile Justice and Welfare Act from 15 to nine years old.

Lawyer Romeo Cabarde, chair of Ateneo Public Interest and Legal Advocacy (Apila), told Kapehan sa Dabaw Monday that the age of children who can be held liable for crimes should not be lowered as they are “victims of a failing system” themselves.

“It reflects the kind of society that we have, what kind of people have we become. It is alarming because it leads us to what kind of society or institutions that we had established,” he said.

In a report on GMA News Online, House Speaker Pantaleon Alvarez and

Capiz Rep. Fredenil Castro have filed House Bill 002 amending the Juvenile Justice and Welfare Act. In a position paper, Apila emphasized that “to amend the present law, Republic Act No. 9344, as amended by Republic Act 10630, which to begin with has not yet been fully implemented, would be to deny our children and our youth of the duties and responsibilities that we owe as responsible adults and citizens of this noble country.”

“We understand the predicament and frustration of our society when we see our children being involved in crimes and other activities that abuse and disregard the rights of others. But, we believe that the children involved in those situation, more especially those that are deprived of

the protection and care owed to them by the State, the community and their parents, are also victims of the circumstances,” it added.

The group argued that the responsibility cannot be passed on totally to the children “when we have not done much yet as a society.

We believe that we cannot just put the blame on the children when their families and loves ones have failed them.”

It called “for the full and effective implementation of RA 9344, as amended

by RA 10360, and give it time to mature and bear its fruits.”

Cabarde said that all stakeholders must put their acts together to keep children away from harm.

that they fear the proposed amendment might change the definition of children and may even get them vulnerable to abuses.

He said Republic Act 7610, also known as Special Protection of Children Against Child Abuse, Exploitation and Discrimination Act, states that children “are considered victims.”

The UN Convention on the Rights of the Child defines a child as everyone under 18 unless, under the law applicable to the child, majority is attained earlier.

“The ongoing energy review under President Duterte’s administration must consider the environmental and social cost of dirty energy, and yet so far, the DOE has continually argued for the continued reliance on coal for the country’s power mix,” said Arances. “We must collectively recognize that allowing new coal mining and coal fired-power plants in the country will tie the Filipino people into a technology which is already being phased out internationally,” he added.

Arances cited the recent Oxford study saying that increasingly, coal-based technologies are deteriorating into liabilities rather than assets because of the risks they pose to the environment and the economy, and given that renewable energy is being pursued by more and more countries.

He called on the Presidentelect to lead in the transition towards increasing the share of renewable energy in the power mix, which according to studies has decreased over the span of 8 years, even with laws like the Renewable Energy Act of 2008 in place.

“We welcome the affirmation of the President regarding the recent resolution from the Climate Change Commission to put under review new and existing coal plants, we call on his administration to implement a moratorium on the approval of new coal projects while the review process is being implemented,” said Philippine Movement for Climate Justice (PMCJ) National Coordinator Ian Rivera. “This is in line with his agenda and commitment

to stream-in renewable energy,” he added.

“While this is a positive step as the Philippines is among the most vulnerable countries with regards to climate change and climateinduced disasters, we implore the President to join us in demanding reparations from industrialized countries for the disasters we continually face in the context of climate change,” said Rivera, pointing out how the President Duterte has repeatedly recognized the larger role of rich, industrialized countries in contributing to climate change.

Thony Dizon of the Ecowaste Coalition lauded the move by the Duterte administration to begin re-exporting illegal Canadian garbage shipped to the Philippines. “We welcome this development and want to ensure that all 103 containers of Canadian garbage will be re-exported, not just the 50 shipping containers specified by the Manila Regional Trial Court,” Dizon said.

Meanwhile, Dizon cautioned the Government into fast-tracking Waste-toEnergy incineration projects which goes against the incineration ban as contained in the Clean Air Act and Ecological Solid Waste Management Act. “The present ‘Guidelines Governing the Establishment and Operation of Wate-to-Energy Technologies for Municipal Solid Waste’ could open the floodgates for costly and polluting incinerators to burn wastes, which could be reused, recycled and composted instead of being burned,” said Dizon.

“While we recognize that there are many positive steps initiated by the Duterte administration, we cannot ignore the issue of human rights which has been a prevalent theme during the President’s first one hundred days,” Pedrosa said. “Environmental rights are primarily, human rights.

Pedrosa noted that issues regarding charter change, federalism and other significant changes must be approached with significant consideration of the widespread poverty and the people’s need for sustainable and people-centered policies. “At present, President Digong’s plan for development still resembles his predecessor’s development plan,” Pedrosa said.

Pedrosa encouraged the Head of State to review and revise his development plan to ensure that human rights, dignity and well-being will not suffer in favour of profit and a business-as-usual track of development. As a precaution, everyone in the Villagracia and Tangag households were given doses of medicines by the village health workers.

Tangag said the Bayabas barangay health center distributed capsules of Ciprofloxacin for adults and Rifampicin Suspension, a liquid antibiotic for children.

Anita Genilla, Tangag’s live-in partner, said it was her first time to hear of someone being infected with Meningococcemia in Barangay Bayabas, although she noticed that in their neighborhood in Zone 8, several children and adults contracted fever the week before.

Villagracia’s aunt Michella Arriba, however, said she doesn’t believe that her niece had Meningococcemia since, according to her, Jhasmine did not manifest any of the symptoms before she died.

At Bayabas Elementary School, principal Rosemarie Dullente sought the help of the City Health Office (CHO) in giving out medicines to the whole school population, most especially those who came in contact with Villagracia last Friday.

Dullente said she also directed the cleaning of the classrooms and campus surroundings to prevent the spread of disease. The school has a total of 1,333 students.

She also ordered the suspension of all Grade 1 classes pending further notice from the school administration.

According to health experts, Meningococcemia is an infection caused by the Neisseria meningitidis bacteria, the same type of bacteria that can cause meningitis.

Surki Sereñas, PNP10 spokesperson, said in a text message that combined elements of the various police units in Iligan and Region 10 undertook the surveillance and operation against the suspect Sereñas said Booc was arrested while attempting to sell the illegal substance to undercover operatives near a school in Barangay Tubod early Monday evening.

He said the apprehension of the suspect was a product of weeks of intelligence buildup.

Per police report, the seized item weighs about a kilogram with an estimated street value of P5 million.

In a statement, PNP-10 regional director Chief Supt.

Noel Constantino said Booc’s arrest will lead to more operations against suspected dealers in illegal drugs.

“We will continue our campaign against illegal drugs and will further intensify the war until the last pusher and the drug trafficker is either placed behind bars or neutralized,” Constantino said.

Police said the latest haul will add to the illegal substance confiscated by Northern Mindanao police in different law enforcement operations.

PNP-10 has reported that since July 1, a total of 2.5 kilograms of shabu and 2.4 kilograms of marijuana with street value estimated at P13.5 million.

Last Monday’s buy-bust was the second time that police operatives were able to seize illegal drugs in bulk in Iligan.

An infection by Neisseria meningitidis, whether it becomes meningitis or meningococcemia, is considered a medical emergency and requires immediate medical attention.

What causes Meningococcemia?

Neisseria meningitidis, the bacteria that cause meningococcemia, can live harmlessly in your upper respiratory tract. Simply being exposed to this germ is not enough to cause this disease. Up to 10 percent of people may carry these bacteria, but not all of these people become sick.

An infected person can spread these bacteria through coughing and sneezing.

What are the symptoms of Meningococcemia?

You may only have a few symptoms initially.

Common early symptoms are: • fever • headache • rash consisting of small spots • nausea • irritability • anxiety As the disease progresses, you may develop more serious symptoms, including: • blood clots • patches of bleeding under your skin • lethargy • shock How is Meningococcemia diagnosed?

Meningococcemia is usually diagnosed through blood tests. Your doctor will take a sample of your blood and then do a blood culture to determine if bacteria are present. Blood is usually drawn from a vein in the arm or hand.

Your doctor may perform the same test using fluid from your spine instead of your blood. In this case, the test is called a cerebrospinal fluid (CSF) culture. Your doctor will get CSF from a spinal tap, or lumbar puncture.

Other tests your doctor might perform include: • skin biopsy • urine test • blood clotting tests • complete blood count How is Meningococcemia treated?

Meningococcemia must be treated immediately.

You’ll be admitted to the hospital and possibly kept in an isolated room to stop the bacteria from spreading.

You’ll be given antibiotics through a vein to begin fighting the infection. You may also receive intravenous fluids.

Other treatments depend on the symptoms you’ve developed. If you’re having difficulty breathing, you’ll receive oxygen. If your blood pressure becomes too low,

you’ll most likely receive medication.

Meningococcemia can lead to bleeding disorders.

If this occurs, your doctor may give you platelet replacement therapy.

In some cases, your doctor may also wish to give your close contacts prophylactic antibiotics, even if they show no symptoms.

This can help prevent them from developing the disease.

Who is likely to develop Meningococcemia?

Around half of the total number of cases of meningococcal disease occur in children under 4 years old.

This figure includes both meningococcal meningitis and meningococcemia.

If you’ve recently moved into a group living situation, such as a dormitory, you’re more likely to develop the condition. If you’re planning to enter into such a living situation, your doctor may tell you to get vaccinated against this condition.

You’re also at an increased risk if you live with or have been in very close contact with someone who has the disease. Speak to your doctor if this is the case. They may choose to give you preventive antibiotics.

Tips to prevent Meningococcemia Practicing healthy hygiene can decrease the risk of infection. This includes washing hands thoroughly and covering your mouth and nose when sneezing and coughing.

You can also help reduce your risk of infection by avoiding people who are coughing, sneezing, or showing other signs of illness. Also, don’t share personal items with sick people. This means not sharing anything that comes into contact with the mouth unless it has been washed after it was last used.

If you’ve been exposed to an infected person, your doctor may recommend preventive antibiotics. This will reduce your chances of getting the disease.

Your doctor may recommend that you get a vaccination. There are three types of vaccinations available in the United States. Vaccination is recommended for those at increased risk for infection, such as teenagers, college students, or people about to move into a group living situation for the first time.
