Armm appeals for ‘safe zones’ for evacuees

DAVAO City––The Autonomous Region in Muslim Mindanao (ARMM) is appealing to the military and the Abu Sayyaf in Sulu to allow for “safe zones” for 20,000 evacuees or internally displaced persons (IDPs) where they can “temporarily reside and pray without fear” particularly as the Islamic world celebrates Eid’l Adha

(feast of the Sacrifice) on September 12.

“Given the current situation in Sulu and in light of the importance of Eid’l Adha to the Muslim people, the ARMM regional government would like to appeal to both state and non-state forces who are parties to the conflict to allow internally displaced persons who remain in close proximity to

the areas to move to more secure locations, and to assign safe zones where civilians affected by the conflict can temporarily reside and pray without fear,” ARMM Governor Mujiv Hataman said in a statement on September 9.

Buseco shutdown to proceed as scheduled if...

MALAYBALAY City––The Bukidnon Sub-Transmission Company (BSTC) will proceed with the scheduled disconnection of Bukidnon Second Electric Cooperative (Buseco) from its system on Thursday if the latter fails to pay its connection charge of over P7 million, BSTC chief operating officer Artis Nikki Tortola told dxDB-Malaybalay on Monday.

The amount covers connection charges from February to August this year, Tortola said.

BSTC last week sent notice of the disconnection to local government units of areas that would be affected.

Buseco’s franchise area covers Malaybalay City, the towns of Lantapan, Cabanglasan, Impasugong, Sumilao, Manolo Fortich, Malitbog, Libona, Baungon

and Talakag, and Barangay Lilingayon of Valencia City.

Buseco said in an advisory on Thursday last week that BSTC has no legal basis to collect connection charges as there is no contract between them.

The contract between Buseco and BSTC already expired on Jan. 25, 2016, the advisory said.

But Tortola said that despite the absence of a contract BSTC continued to provide service to Buseco.

He said it was Buseco that refused to sign the renewal of contract with BSTC. He said if Buseco would cite the absence of a contract as basis for nonpayment, then there is more reason for it to be disconnected.

Buseco argued it could not pay the amount being collected by BSTC without

approval from the Energy Regulatory Commission.

It added that BSTC has applied for a rate increase that will reportedly triple the rates currently paid by consumers.

Criteria included in the competency-based increases in wages include: National Certification II of the TESDA; passed

Under RA 10361, employers are encouraged to bear the cost of training, assessment, or certification fees unless there is prior agreement between parties. Fibeco services Valencia City and the towns of San Fernando, Maramag, Quezon, Kitaotao, Don Carlos, Dangcagan, Kibawe, Damulog, Kadingilan, Kalilangan and Pangantucan.

In 2010, the ERC approved the sale of the 69KV subtransmission line in Bukidnon from the Transmission Corporation to BSTC, a consortium formed

by Buseco and Fibeco, in line with the Electric Power Industry Reform Act of 2001.

Buseco and Fibeco established a 50-50 capital sharing in the cost of investment, profit sharing and cost of operations of BSTC. The consortium is registered with the Securities and Exchange Commission as a subtransmission corporation, which means it is neither a distribution utility nor an electric cooperative.

As military launches offensive vs Abu Sayyaf in Sulu

ALAYBALAY City––Some 4,000 families have been displaced by intensified military operations against the Abu Sayyaf in Sulu province, the Bureau of Public Information of the Autonomous Region in Muslim Mindanao (ARMM) said Friday.

Most of the evacuees came from the towns of Patikul (1,122 families), Maimbung (1,321 families), Indanan (400 families), Parang (1,113 families), and Panamao (29 families).

Intensified military action against the Abu Sayyaf started last month, leading to heavy casualties on government forces, the latest of which was the death of 15 soldiers in Patikul on Aug. 30.

On Sept. 4, a day before leaving for the ASEAN Summits in Vientiane, Laos, President Duterte signed Proclamation “No. 55 declaring a “State of National Emergency on account of lawless violence in Mindanao”.

Aside from the campaign against illegal drugs, criminality and terrorism, the proclamation cited the “abductions, hostage-takings and murder of innocent civilians” as among its bases.

I READ a chapter, “Smalln Studies”, from one of the highly respected research books published by Sage Publications.

The writer refers to researches using small sample sizes which cannot be conclusive to the bigger population. In layman’s language, this means taking a sample of citizens of a city to understand about solving traffic woes.

Though the sample may not apply to all cities, provinces or nations, the study still paints a “portrait” of the urban menace to somehow enlighten decision-makers and scholars about the issue. It still significantly contributes to the solution of the gridlock.

The writer has reasons why he wrote it because in many cases, social science researchers often regard small-sample studies as having lesser clout compared to nationwide studies.

I beg to disagree as the author does. Small-scope studies may not generalize a national phenomenon about problems like drugs, the efficiency of business permits, patronage and corruption and the like; but as limners of portraits, this brings to light important aspects of

the phenomenon and carry the weight of logical generalization—meaning, what I know about a city may be applicable in another city since the contexts are similar in some ways.

I do not need to make a nationwide study to understand patronage politics since case studies with small samples give me richer descriptions with depth of insight. Therefore, I debunk the idea of clout from largesample studies. It depends on what I need: if I need a portrait, do not give me a landscape to perceive the phenomenon.

••••• Dr. Can Aktan, my friend who is the chairman of the Social Science Research Society (SocRes) emailed me two months ago about the intention of the Society to hold a research conference in the Philippines. I then tried to arrange with Holy Name University (HNU) in Tagbilaran City to co-host this much awaited event which is now called “International Conference on Regional Development and Local Governance”. It will be on February 10-12, 2017 at HNU. This is an exciting convergence of scholars and practitioners who will meet to share one another’s knowledge about development and governance.

One of my friends asked me, “Does this help the economy of the country given that many ideas are from different milieus?”

The answer is yes. And in addition to my explanation about small-n studies, we should note how important it is for ideas to brew until they “taste good or better”.

In a world where people are heavily armed, patience is low and light exchange of heated words could lead to armed confrontation in a much shorter time.

Under any circumstance, the scenario in the disputed seas is filled with tension. It can blow up anytime.

The United States of America came in to ensure peace prevail, but China misunderstood it as an interference.

Hataman: ‘Islam will always be for the greater good’ COTABATO City––Regional Governor Mujiv Hataman of the Autonomous Region in Muslim Mindanao (ARMM) on Monday urged all Muslims to be true messengers of Islam.

“As Muslims who live true to the values of Islam, we make many sacrifices based on faith -- faith in ourselves, faith in others, and faith in Allah,” Hataman said in his Eud’l Adha (feast of sacrifice) message.

Malacanang earlier declared Eud’l Adha as na-

tional holiday to celebrate the Islamic feast of sacrifice.

“Today we remember Ibrahim’s sacrifice, one that is guided by his faith in Allah. It is an example we aspire to live up to as we celebrate Eid’l Adha. Today, we take pause to remember what Islam means to us as Muslims living in a time where many choose turn a blind eye to our sacrifices and in a world where many look upon our faith with prejudice,” Hataman said in his message as Muslims

gather in many open fields across the region to celebrate Eud’l Adha.

He said Muslims have offered many sacrifices in the past. He added there are Muslims who were persecuted because of the works of others which are not the teachings of Allah.

“As Muslims, this prejudice is a burden that is familiar to us. We are often persecuted because of our faith, because there are those who sow fear and terror as they claim they are Muslims

who follow the path of Islam,” he said.

Hataman said there are people who proclaimed they Muslims but are actually not. They offered sacrifices for self interest.

“Their so-called sacrifices are nothing but selfserving acts of violence; their so-called faith is nothing but a lie. Theirs is the work of the devil and they are a disgrace to the Ummah,” he said.

Sur, Basilan, Sulu and TawiTawi to stand together and unite against what he called as “traitors.”

“We need to stand together and unite against these traitors to Islam and the many other evils that try to tear us apart,” he said.

Even Prophet Muhammad has experienced sacrifices as he preached Islam.

“As the Prophet Muhammad once walked the earth and preached Islam, he himself faced great doubt and persecution. He endured

great sacrifices so that he can carry with him the true message of our faith,” Hataman said.

The regional governor, a devout Islam faithful, said Muslims are now faced with bigger and greater challenge.

“The challenge now, more than ever, is to be true Muslims and be messengers of Islam ourselves -- to genuinely speak, act, and live by our faith. In the midst of noise, let us speak with a clear voice.

15 days paternity leave with full pay pushed SURIGAO del Sur Rep. Johnny Pimentel wants to double the mandatory paid paternity leave benefit being enjoyed by all married male employees.

Pimentel has filed House Bill (HB) 3401, which seeks to raise to 15 days the existing seven-day paternity leave benefit payable to every working husband for each of the first four childbirths of his lawful wife with whom he is cohabitating.

In batting for the speedy

passage of the bill, Pimentel invoked the commands of the 1987 Constitution “for the State to promote the welfare of labor, to solidify the family, and to provide improved quality of life for all.”

It was learned that Yvonne was seven months pregnant when police operatives from El Salvador raided the house she and her partner were living in.

According to the police report, the couple was asleep in the house they were renting when law enforcers arrived.

In an interview with reporters, Insp. Edilberto Carillo, El Salvador police chief, said Mark Jones and Yvonne engaged the police operatives in a gunfight leading their death.

“Even without factoring in the increases in the world demand for oil and the artificial effects of speculation, world oil prices are unreasonably and unjustifiably high because they are under the control of monopolistic transnational oil corporations. Given this set-up, government regulation is warranted since the State has a responsibility to promote social justice and an equitable national economy and patrimony,” he added.

“As for the centralized procurement of oil, the Big Three, or the local subsidiaries of Shell and Caltex and Petron, claim that they do not overprice, that they set prices based on the price increases of Dubai oil exchanged over the spot market and on Peso-Dollar exchange rate fluctuations,” said the Davao-based solon.

“Moreover, they deny the existence of a cartel, alleging that they merely follow the movements of world oil prices. They claim these even as they are minimally affected by prices in world markets and even as they are able to trade in the same currency between subsidiaries,” said the progressive solon.

“Because these subsidiaries under the same corporations are both the buyers (refiners in the downstream petroleum industry) and the sellers (producers in the upstream petroleum industry), they can fix and pad prices through hidden transfer pricing every step of the way, including the mere sale of petroleum and petroleum products from refiners to dealers.

Estimates show that 67 percent of world trade in oil is done through term contracts, or transactions between subsidiaries of the same companies, bypassing exchanges over world markets,” Zarate said.

“Furthermore, our dependence on imported petroleum and petroleum products has continually depleted our foreign currency reserves, which has caused the further devaluation of the Peso and has made importation more and more expensive. So the logical solution for this is to institute a centralized procurement system of all imported crude oil and refined petroleum products, which includes the creation of buffer supplies to cushion consumers against drastic increases in petroleum prices,” he added.

“Lastly, the renationalization of Petron Corporation, so that the valuable government can truly fulfill the responsibility of the State to ensure public welfare through fair and regulated prices by serving as a counter point to predatory pricing by other oil companies,” ended Zarate.

“The conflict is expected to continue even as we anticipate the day of Eid’l Adha, a day that is supposedly a time of prayer and celebration for Muslims,” Hataman said.

President Rodrigo Duterte on September 5 issued Proclamation 56, declaring Eid’l Adha on September 12, a national holiday. A day earlier, he signed Proclamation 55, declaring a State of National Emergency on account of lawless violence in Mindanao, citing among other reasons “the death of 15 soldiers in a skirmish with the Abu Sayyaf Group in Patikul, Sulu on 30 August 2016.”

“We also ask for all parties to allow for humanitarian assistance to reach those who need it the most, and to ensure that the rights and welfare of civilians are protected, following clearlydefined obligations under international humanitarian law,” Hataman added.

‘Safer zones’ Amir Mawallil, chief of the ARMM’s Bureau of Public Information told MindaNews that the appeal for a humanitarian corridor is also for the local government units “to help identify strategic safer zones” other than the current evacuation sites “for Eid’l Adha celebration, perhaps an area where they can have their congregational prayer for Eid without having to think if they’re safe or not.”

He said some evacuees return to their places of origin at daytime but spend the night at their evacuation sites.

A total of 3,975 families or 19,763 residents in five of Sulu’s 19 towns have been displaced by the Duterte administration’s war against the Abu Sayyaf as of 8 a.m. on September 5, according to the Disaster Risk Reducation and Management (DRMM) of Sulu.

The affected towns are Patikul with 1,122 families or 5,068 persons displaced; Maimbung with 1,321 families or 6,099 persons displaced; Indanan with 400 families or 1,744 persons; Parang with 1,113 families or 6,679 persons and Panamao with 29 families or 174 persons.

ARMM Vice Governor Haroun Alrashid Lucman Jr., led the delivery of humanitarian assistance to the evacuees on September 5 with the assistance of Sulu Governor Abdusakur “Totoh” Tan II and Director Ramil Masukat of the Regional Disaster Risk Reduction and Management Office and ARMM – Humanitarian Emergency Action and Response Team (ARMM-HEART).

“That’s why I am sending the troops there and tell them to destroy (the Abu Sayyaf,” Duterte said in a press conference outside a seafood restaurant here after a near midnight dinner on August 24, with soldiers bound for Sulu.

“My orders to the police and armed forces against all enemies of the state: Seek out, seek them out in their lairs, whatever and destroy them. Ang mga droga destroy them. Ang mga Abu Sayyaf, destroy them. Period.”

Duterte is the fifth Philippine President to attempt to destroy the Abu Sayyaf.

Former Presidents Fidel Ramos, Joseph Estrada, Gloria Macapagal-Arroyo and Benigno Simeon Aquino III had attempted to do the same but the Abu Sayyaf has remained, its kidnapping and other terror acts even worse than before.

Asked how different his war against the Abu Sayyaf will be from the previous administrations’, Duterte replied: “I’ll be harsh. But mind you, it’s not just a campaign-campaign. Go out and destroy them. So patay kung ano yan. Wag na kayong magtanong human rights. Even sa drugs.”

In a statement on April 26, a multisectoral group, Save Sulu Movement (SSM), said the recent order of President Rodrigo Duterte to “destroy the Abu Sayyaf ” is “only good for the headlines but will definitely not work in the jungles of Sulu.”

Instead, it appealed to Duterte to “first disarm the local politicians in Sulu” from Governor down to the lowest barangay official if he wants to win the fight against the terrorist group.

“Much as we want President Duterte to succeed, the recent order to destroy the Abu Sayyaf is nothing new.

We have heard those fiery words before but these were only good for the headlines and will definitely not work in the jungles of Sulu. If the President is seriously bent (on) destroying the (Abu Sayyaf ), he must listen to the voices of the ordinary people of Sulu who genuinely want him to succeed,” SSM convenor Temogen “Cocoy” Tulawie said.

The SSM said their recommendation to the Duterte is not new but “has long been there but buried deep underneath because of unholy alliances and patronage politics in the past between Malacanan and traditional politicians in Sulu.”

Sulu Governor Abudsakur Tan II dismissed the allegations. He said “nagpapapansin lang yan” (Tulawie just wants to be noticed).

Tulawie ran for Governor against Tan. Last September 6, a bomb threat suspended classes at the University of Southeastern Philippines (USEP) in Barrio Obrero and USEP Mintal while St. John Paul II College also got the same bomb threat the following day.

The AFP on the other hand sufferred 15 killed in action (KIA) and 27 wounded in action (WIA) in Sulu while three were KIA and one WIA in Basilan with a total of 18 KIA and 28 WIA in Sulu and Basilan combined.

Brig. Gen. Dela Vega, Commander of Joint Task Force Sulu (JTFS) on the other hand, reported to the AFP Chief the state of cooperation of local officials and residents in Sulu. “The local officials and residents appreciate the effort of our soldiers and are providing much needed help in fighting the ASG and in rescuing the kidnap victims” Dela Vega said.

The AFP chief said: “No deadline is given on how long the focused military operations will last. We will hunt and pursue them as long as needed.”
