Another graft case filed against Moreno Volume VI, No. 109

MAYOR Oscar “Oca” Moreno of Cagayan de Oro City was charged anew with another-graft case before the Sandiganbayan in connection with the alleged anomalous tax settlement with Ajinomoto Philippines.

The first was when the Ombudsman filed the graft charges against Moreno and two other city officials involving the payment of a rental for a building being used as “headquarters” of “city boxers” without the authorization from the

Last Wednesday, the Office of the Ombudsman filed the antigraft and corrupt practices against Moreno and acting City Treasurer Glenn Bañez with the Sandiganbayan for unlawfully entering into an agreement with the Ajinomoto Philippines Corporation involving the settlement of the company’s tax liabilities.

In filing the charges, the antigraft court found probable cause that Moreno and Bañez violated the Anti-Graft and Corrupt Practices Act (Republic Act No. 3019) for

entering into a settlement agreement without the approval of the City Council.

The Ombudsman found that in 2013, Bañez issued a Notice of Assessment to Ajinomoto covering its 2006 to 2012 tax deficiency of P2.9 million.

The anti-graft court said that in 2014, the city entered into a Settlement Agreement with Waiver, Release and Quitclaim, accepting the company’s offer of PHP 300,000 as full settlement of its local business tax deficiency.

LGU to convert hospital into drug rehab center GENERAL Santos City--The provincial government of South Cotabato is pushing for the conversion of the municipal hospital of Lake Sebu into a regional drug treatment and rehabilitation center.

South Cotabato Gov. Daisy Avance-Fuentes said the municipal government has offered the use of the hospital and its development into a government-run drug treatment and rehabilitation facility.

She said the Lake Sebu mu-

nicipal hospital, which is located in Barangay Poblacion, is being run by the municipal government.

The provincial government is supporting the operations of the hospital through an annual subsidy of P5 million, she said.

The facility was previously operated by the provincial government as a district hospital but transferred it to the municipal government last year, with the operationalization of the provincial hospital annex in Surallah town. “(Lake Sebu) is willing to

host our regional rehabilitation for drug addicts, with appropriate support from the national government,” she said in a press conference.

Fuentes, who heads the Regional Peace and Order Council of Region 12, said they already relayed the matter to the Department of the Interior and Local Government (DILG) central office.

She said it would be “more advantageous” for the DILG to consider the offer since the

facility already has existing buildings and rooms, and the site is properly fenced.

In terms of funding, the governor said the agency will only need to augment the annual subsidy committed by the provincial government.

In 2012, the Regional Development Council (RDC) and Department of Health in Region 12 endorsed the development of a regional drug rehabilitation center in Lake Sebu town but such plan was eventually shelved.

The council, through its regional social development committee, pushed for the establishment of the regional drug rehabilitation facility as part of its efforts to address the region’s illegal drug-related concerns.

Based on the RDC-12’s proposal, Lake Sebu is considered as an ideal site mainly for its “ambience,” being located in the highlands with cooler climate, and it is deemed more appropriate to set up such kind of facility outside the urban areas. (MindaNews)

Experts recommend adopting a holistic approach to urban environment resilience Policymakers should push for an integrated approach to urban environment resilience.

This is how Dr. Marife Ballesteros, acting vice president of state think tank Philippine Institute of Development Studies (PIDS), summarized the discussion on urban environment resilience last September 22.

“When we look at resilience, we should not merely be concerned with the sec-

toral aspects but with the integrated policy approach,” she explained.

The said discussion was part of the Second Annual Public Policy Conference on Risks, Shocks, Building Resilience, which is the highlight of the celebration of the 14th Development Policy Research Month (DPRM).

This year’s celebration focused on the importance of building the country’s resilience, aptly captured in the event slogan, “Angkop na Kahandaan: Matatag na Ekonomiya at Lipunan”.

‘Most glaring’ problems in the Metro Ballesteros said that a clear understanding of the nature of resilience must first be addressed before policy recommendations can be made.

“Risks are complex, but so is resilience,” explained Ballesteros, who served as the moderator for the session on building urban environment resilience.

In order to target urban resilience specifically, studies should focus on the metropolitan areas, such

as Manila, where urban environment problems are “most glaring”, she added.

A panelist also raised the need for an integration of disciplines, where social sciences must be combined with the natural sciences to maximize their strengths in crafting policy solutions.

“We are so trained as specialists, economists, political scientists, physicists, but the reality is that the problems we are facing are all interconnected,” said Dr. Emma Porio, sociology professor from the Ateneo de Manila University who discussed risk and resilience in Metro Manila during the session.

“In a sense, when you think of urban resilience in the city, you have to think of the city as a system,” she added.

She explained policymakers should look at the interaction of the geophysical, political, economic, and social aspects so as to understand vulnerability and the potentials of building resilience in Metro Manila.

PIDS President Gilberto Llanto earlier urged the policy makers to look beyond natural hazards and acknowledge that the sources of risks are many and that those risks are interconnected.

Porio also challenged the current manner of looking at the socioecological and political development in governance in understanding urban environment.

‘Significant policy gap’ Apparently, the Philippines still has a lot to do in terms of building resilience.

“There is a significant policy gap in terms of structures, laws, and mindsets,” Ballesteros said.

The session called for the review of Republic Act 10121 or the Philippine Disaster Risk Reduction and Management Act of 2010, which Ballesteros considered “not adequate”.

Porio added that the present governance system only reacts to the current needs of this generation. “It does not think whether your grandchildren will have resources in the future,” she explained.

In terms of climate adaptation, Porio said the government should come up with convergent and integrative ways of addressing the issue. “Right now, what we have is a fragmented system of governance at different levels,” she added.

Porio explained that “our policymakers continue to put ourselves in an increasingly risky situation because of their decisions.”

Manila is considered the most exposed city to natural disasters in the world, according to the 2016 Natural Hazards Vulnerability Index from the United Kingdombased risk analyst, Verisk Maplecroft.

He has good reasons to do it, but I disagree that he is quiet in making a hike too of other government employee who could hardly buy a bag of rice for lack of funds in the family. America does not have that fearful traffic mishaps while every person here owns one or two cars. Could this be the result of under-the table licenses issued to drivers who do not know what a vehicle is all about? It is just amazing.

000 I do not want to give emphasis, but the latest about President Digong Duterte is he reportedly uttered the words “Go to hell Mr. Obama” referring to Pres. Barack Obama of America. If this is true, I think it is time that his advisers should tell him straight to his face that even the beggars in the sidewalks need to exercise appropriate manners to their fellow beggars. I have been saying President Digong must change his language. I am afraid our youths might adopt his lifestyle and we produce bad leaders of tomorrow.

000 The claims of Matobato relative to the existence of death squads in Davao City that killed criminals was corroborated by a police officer who said the police squad that indeed are behind the waves of killing.

Everybody knows the police are supposed to safeguard the safety and interest of the citizens, but in the instant case they are the criminals themselves. The issue now is who will police the police?

Do you sometimes wonder why you didn’t get what you prayed for? Does God really listen and answer our prayers? Is talking with God just something we do to make us feel good about ourselves? How should we pray? Some people sit back after they pray and wait for God to bring them what they want like a waiter in a restaurant? A wise man said: “We are a part of the answer to every prayer that we pray.” So if we ask God to help us do better in school, then we must do our part of studying more and maybe even getting extra help from someone.

We can’t expect God to magically put the answers into our brain the day of the test! It could be that while

we’re waiting for God to do something, He’s waiting for us to do our part and responsibility.

Prayer is a two-way conversation. Prayer is not us getting God to do what we want; it’s more God telling us what He wants so we can learn how to live His successful, satisfying life.

And He’s already told us how to live well through Jesus Christ’s life and teaching, the whole Bible, as well as through our thoughts while we’re listening to Him in prayer. Imagine if God always gave us everything we ask for. Then we would just give Him our orders, forget Him, and go on living our own way. But God created each of us to enjoy a daily, personal relationship with Him. Maybe He’s not giving

us exactly what we’re asking for to get our attention, so we’ll start getting closer to Him so we can listen and learn His right, happy way of living. You see, prayer does not only change things, prayer changes us!

Other times God wants us to wait, even when we ask Him for good things, because He knows our real reasons and motives are wrong and greedy.

Or, if we’re asking God to change someone else instead of changing us, then that problem or difficult person may not go away because God wants us to change our heart and attitude toward that person or problem.

He’s doing what is best in the long run not only for us, but for everyone else involved.

Pay attention to what you’re saying Ephesians 4:29 says, “Let no unwholesome talk come out of your mouth, but only that which is beneficial to the progress of others.”

Before you say something, you

need to ask yourself if it’s going to be beneficial to somebody else.

Is it going to build them up or put them down? Pay attention to what you’re saying.

ARTICLE 2: REVISITING THE MILLENNIUM DEVELOPMENT GOALS AND THE CONCEPT OF POVERTY (Second in a series of four)

HE decades prior to the signing of the Millennium Declaration in the Year 2000 (i.e., the 1960s, 1970s, 1980s, and 1990s) were known as “UN Development Decades”. They were the periods in which poverty reduction strategies were deliberately and consciously initiated, formulated, promoted and even mandated in so-called “country development plans.” Governments and NGOs designed and delivered various development programs and interventions to address poverty.

These initiatives were heightened in the 1990s with a series of UN-organized “Summits” on Children (1990), Environment (1992), Population and Reproductive Health (1995), Social Development (1995), and Gender (1996), and a privately organized Summit on Micro-Credit (1997).

Those Summits, although perhaps more political and rhetorical than anything else, and with poverty still looming large as ever, somehow led to a re-awakening of the idealism shared by poor and rich countries to have “a world without poverty.”

And so, imbued with this idealism and pressed by the urgency of the times, the UN “Millennium Summit” came to be, and, on September 2000, 189 countries signed the “Millennium Declaration” (re-confirmed in Year 2002).

The UN Declaration contained eight goals for which 18 numerical targets had been set and 48 quantifiable indicators had been identified. The Declaration’s poverty goal called for reducing by half the proportion of people

living on extreme poverty and hunger by Year 2015.

This meant a reduction from 28% (1990) to 12.7% (2015), about 363 million extremely poor people. The other seven MDGS were, namely: 1) Achieve universal primary education; 2) Promote gender equality and empower women; 3) Reduce child mortality; 4) Improve maternal health; 5) Combat HIV/AIDS, malaria and other diseases; 6) Ensure environmental sustainability, and 7) Develop a global partnership for development.

“While each goal is important in its own right, they should be viewed together as they are mutually reinforcing. Achieving them will require building capacity for effective, democratic, and accountable governance, protection of human rights, and respect for the rule of law.”

Last 25 September 2015, a Development Summit was convened and the UN Member States adopted the 2030 Agenda for Sustainable Development, “which includes a set of 17 Sustainable Development Goals (SDGs) to end poverty, fight

inequality and injustice, and tackle climate change by 2030”.

“The new Global Goals, and the broader sustainability agenda, go much further than the MDGs, addressing the root causes of poverty and the universal need for development that works for all people.”

Concepts & Our Understanding of Poverty What is poverty? It has been said that poverty has many faces. Scholars and students of poverty have studied and developed various ways and indicators to understand and measure this phenomenon.

Let me review some of these concepts and perspectives. UN defines “Poverty” “as an economic condition of lacking both money and basic necessities needed to successfully live, such as food, water, education, healthcare, and shelter.”

One concept is called “absolute poverty”, which connotes a “condition and misery linked to an insufficient resource base” (i.e., lack of income, lack of resources, a hand-to-mouth existence, hunger, disease, etc.).

It is simply and basically a struggle for survival. If

you ask the poor about their situation, they will point-blank tell you: where to get their next meal, how to keep healthy under adverse conditions and to access to and pay medical care, how to access to basic needs as clean water, decent house, secure jobs, education for their children, etc., and feelings of hopelessness and helplessness. Pope Benedict XVI has very simply defined it as that which “denies anyone what is needed for a dignified life.”

Scholars have conceived of a measurement known as the “poverty line” (i.e., the minimum income level necessary to meet basic needs below which one is considered poor). It is also termed “poverty threshold” (i.e..minimum income enough to purchase basic food that is nutritionally adequate, and the non-food needs that includes housing, clothing, transportation and education). Each country has a “national poverty line” or “poverty threshold” appropriate to its realities and level of development.

Rodolfo C. Fariñas directed the House members to submit their individual proposed amendments to the committee on appropriations chaired by Rep. Karlo Alexei B. Nograles (1st District, Davao City) on Monday, Oct. 10.

Fariñas said the approval of the maiden budget of the Duterte government by the House under the leadership of Speaker Alvarez was record-setting since the budget measures in previous years took the chamber at least 10 working days to approve in the plenary.

“It usually took us 10 days working until midnight, and prolonging

the last day until the succeeding day, to pass the budget,” said Fariñas.

The plenary approval of House Bill 3408 or the 2017 General Appropriations Bill (GAB) came after eight days of marathon plenary debates, beginning last Sept. 26, on the budgets of the various government departments, attached agencies, and other offices. Prior to the floor debates, the committee on appropriations held 33 committee hearings and 22 pre-plenary conferences to ensure full scrutiny of the budgets of the different government offices.

Nograles lauded the timely approval of the GAB and thanked his colleagues for their support and cooperation in passing the measure.

“I am happy with the swift approval of the 2017 General Ap-

propriations Bill. This is one big step towards the realization of President Duterte’s agenda for true and meaningful change. This budget will fuel our quest for reforms that would uplift the lives of our people and fight the many evils plaguing our nation, such as drugs, crime and corruption. This is one big step towards the fulfilment of our aspirations as a nation,” said Nograles.

Nograles added: “We have answered to the challenge of completing the plenary deliberations on the 2017 national budget and its passage in the House to be forwarded to the Senate in record time. This is the first General Appropriations Act of the new Duterte Administration. The manner by which we meticulously worked on every item is indicative of the urgency for change that President Duterte himself has initiated on the first day of his term.”

Nograles described the 2017 GAB as a budget that is truly for the people, of the people, and by the people, a budget that underlines what inclusiveness means, He said it is a budget that would effectively address the areas that have not been given sufficient attention, encompasses the broad spectrum of a balanced horizon for development, and will make the people feel confident that this administration truly cares for

their welfare.

In expressing gratitude to his colleagues, Nograles said: “Thank you for the support you have given to our Committee on Appropriations and for the guidance all of you gave through the long hours of discourse.

Today, the budget we pass; tomorrow the nation it serves.”

Rep. Jericho Nograles (Party-list, PBA) also lauded the House timely approval of the 2017 GAB. “The swift passage is an affirmation of our commitment in the House to support the President’s agenda for change. With this budget, our government is better equipped in implementing its reform agenda and better armed in its war against drugs, crime and corruption. I’m truly proud that the House managed to transcend partisan politics and pass the budget sooner than usual,” said Nograles.

In his Budget Message to lawmakers, President Duterte urged them to scrutinize the budget and approve it.

“More than being a collection of figures and provisions, the proposed 2017 national budget is the embodiment of our people’s clamor for real change and a compassionate government,” the President said, adding that his commitment to implement real change lies at

“This is my administration’s first budget. It is a budget that gives flesh and bone to the promise by which I won as President, which is to fight for social justice. It was designed to realize change in the here and now.

This budget is for the people and by the people,” said the President.

The proposed budget of P3.35trillion is 11.6 percent higher than the current year’s budget of P3.002 trillion. It is 20.4 percent of the GDP compared to this year’s 20.1 percent of GDP according to the Department of Budget and Management.

The top 10 agencies in terms of budgetary allocations are: Department of Education (DepEd), P567.5 billion; Department of Public Works and Highways (DPWH), P458.6 billion; Department of Interior and Local Government (DILG), P150 billion; Department of National Defense (DND), P134.5 billion; Department of Social Welfare and Development (DSWD), P129.9 billion; Department of Health (DOH), P94 billion; State Universities and Colleges (SUCs), P58.8 billion; Department of Transportation (DOTr), P55.4 billion; Department of Agriculture (DA), P45.2 billion; and Autonomous Region in Muslim Mindanao (ARMM), P41.7 billion.

Budget Secretary Benjamin Diokno said the 2017 national budget is “A Budget for Real Change” because it focuses resources on programs and projects that will achieve the Duterte administration’s 10-point socioeconomic development agenda.

Of the P3.35 trillion national budget, Diokno said: 40 percent will be for empowering human resources

through education, healthcare, social welfare and other social services; 27.6 percent for economic services to fix the broken infrastructure network, boost agricultural and rural sector, and generate more jobs and livelihood; and 22 percent for general public services and defense.

The breakdown of allocations for the 10-point socioeconomic development agenda of the Duterte administration according to Diokno is as follows : infrastructure, P860.7 billion which is 13.8 percent higher than this year’s budget; rule of law, P119.4 billion for the Philippine National Police (PNP) which is 24.6 percent higher than this year and P130.6 billion for the Armed Forces of the Philippines (AFP) to support the administration’s drive against crime, illegal drugs and terrorism, and P32.5 billion to declog the courts; agriculture and agrarian reform, P120.5 billion; technology and innovation, P3.56 billion for the Department of Information and Communications Technology (DICT) and P20.8 billion for the Department of Science and Technology (DOST); education, P699.95 billion; health, P151.5 billion; social welfare and sustainable livelihood, P129.9 billion for the Department of Social Welfare and Development (DSWD) and P13.5 billion for the Department of Labor and Employment (DOLE); energy, P5.6 billion for electrification; and disaster risk reduction and environmental protection, P37.3 billion for the National Disaster Risk Reduction and Management Fund (NDRRMF) and P29.4 billion for the Department of Environment and Natural Resources (DENR).

to a “condition of deprivation in such things as income, employment, power, etc. relative to others or the rest of society.”

Thus, the poorest of the poor are identified as those in the “bottom half living below the national poverty line” (a relative poverty measure). However, a common global measurement of extreme economic poverty has been defined as those “who live on less than a dollar a day (Purchasing Power Parity, PPP).” This measurement was later pegged at $1.25 per day.

The United Nations estimated in 2012 that the Philippines’ percentage of population living on less than $1.25 per day was 25.2%.

Other measurements of poverty have also been devised. At the macro level, for example, are: (1) Food Security Index, FSI (i.e., portraying the composite food security of a country combining food production and consumption variables); (2) Basic Needs Index, BNI (i.e., to indicate social development variables including education and health variables as access to safe water, sanitation, health services, infant mortality factor, etc.). At the micro level, the measurements have included: material deprivation, isolation, alienation, dependence, lack of decision-making power and freedom of choice, lack of assets, vulnerability, insecurity, etc..

In sum, “the ‘poor’ are not just those earning less than the minimum wage, but those who are ignored, marginalized, denigrated, scorned, or exploited, ultimately because they are shut out of the productive process.” (Joel Tabora, SJ) Why poverty? Why does it endure? What factors account for and influence poverty and its persistence in society? This is a very hard “nut to crack.” Indeed many different studies and perspectives have been articulated perhaps contributing to our understanding of or even confounding the phenomenon, simply because, in fact, it is a complex and perplexing one. Let me point out some.

In the 1950s-1960s, Macalam (“The Fragmented Philippine Society”) and Montemayor (“The Nature of the Social Problem”) described the Philippine social problem as that of “widespread poverty amidst abundant resources” because of social injustice manifested in the widening gap between the rich and the poor, “the mal-distribution and misuse of the goods of the earth whereby wealth and the advantages it brings… are concentrated in the hands of a few, while the masses are condemned to a life of privation, ignorance and insecurity.”

Castillo (“Beyond Manila…,” 1977) also equated

poverty with inequality and she pointed out the “many faces of inequality” in the Philippines, such as the urban-rural differentials, etc..

Cabungcal et al’s studies (“The Philippines Today: A Situational Analysis,” 1991)) showed the ugly face of poverty from many angles: income distribution, land ownership, health and sanitation, environment, government and politics, education, etc.

Noteworthy in their analysis was their statement: “Poverty is not the overriding problem… It is merely a consequence of a societal structure which creates a monopolistic access and control of the resources by the powerful elites… The Philippines is rich but the people are very poor…”

De la Costa (“Liberation of All Men,” 1973) had articulated the causes of poverty in a very incisive and integrated manner.

He said that under-development in the Philippines is a result of social injustice which has caused three levels of bondage: a) External bondage – the phenomenon of dependence and marginalization created by unjust socio-economic-political structures in which the few and powerful dominate the structural forces and decision-making processes which alienate and further impoverish the poor majority, b) Internal bondage – “Of all wounds inflicted by injustice the most grievous is surely this: injustice if sufficiently prolonged, makes men forget what it is to be free; deprives them not only of the ability to strike off their chains, but even the desire to do;” and c) Spiritual bondage – the chain of selfishness, pride, avarice, dishonesties, graft, corruption, violence, unconcern for others, etc..

As far back as the 1960s, I already learned about the “the vicious cycle of poverty” (PRRM’s analysis, “Doctor to the Barrios,” Flavier 1970). Flavier wrote: “The problems of the barrio man cannot be solved if they are dealt with separately. His problems are interlocked.

Poverty affects health; illness affects his productivity; illiteracy affects his potential for better production and for better health. Finally, the rate of his progress depends on his ability to achieve self-government.”

Today, the situation prevails. A new term has emerged – the “PPE Spiral”, which highlights three interlocking pressure points on society, namely: Poverty, Population growth and Environmental deterioration.

On the third point, the Catholic Bishops Conference of the Philippines warned us: “Our country is in peril. All the living systems on land … on seas around us are ruthlessly being exploited. The damage to date is extensive, and, sad to say, it is often irreversible…”

This reflects “the cry of

our people and the cry of our land. The small farmers tell us that their fields are less productive and are becoming sterile. Our fishermen are finding it increasingly difficult to catch fish. Our land, forest and rivers cry out that they are being eroded, denuded and polluted” (“What Is Happening to Our Beautiful Land,” 1988).

Currently, we have been warned that “global warming” (a consequence of “climate change”) is considered as most alarming and probably the biggest threat to our world.

Some statistics are of interest here. In Poverty Trends in South East Asia

by Riza Bernabe (Philippine Inquirer, October 26, 2013), “FAO reported: SEAsia Region posted highest decline of number of undernourished people: from 140 M (1990) to 80.5 M (2008), and most recently to 64.5 M 2011-2013.

Also prevalence of undernourishment decreased from 31.1% to 10.7% (same period). Poverty levels decreased (people living below income $1.25/day) from 45.5% (1990) to 14.7% (2010).”

Indeed, poverty (no development or underdevelopment) has an “ugly” face. But the Good Lord has a special place in His heart for the “least, last, lost and the lowest”.

He says: “Blessed are you poor, the Kingdom of Heaven is yours.” And to all of us, on the final judgment , the Lord will say: “When I was hungry you fed me, when I was thirsty you gave me drink, when I was naked you clothed me, when I was a stranger you received me, when I was sick you cared for me, when I was in prison you visited me… Whenever, wherever, however you did this to the least of my followers, you did it for me. … Come and possess the Kingdom which has been prepared for you.

(Matthew 25:31-40).

“A world without poverty” -- that is the vision. Is it an “impossible dream”?

Ombudsman Morales gave no credence to Bañez claim and stated that “Moreno and Bañez gave Ajinomoto unwarranted benefit, advantage or preference when they entered into the Agreement with the latter without the required authorization from the City Council.”

The Ombudsman cited Section 3 ( e) of R.A. No. 3019, which prohibits public officials from causing any undue injury to any party, including the Government, or giving any private party any unwarranted benefits, advantage or preference in the discharge of his official administrative or judicial

functions through manifest partiality, evident bad faith or gross inexcusable negligence.

The anti-graft court also said that Section 3 ( g) punishes the act of a public officer entering, on behalf of the government, into any contract or transaction manifestly or grossly disadvantageous to the government.

In the administrative case, the Ombudsman has already ordered, with finality, the dismissal and perpetual disqualification to hold public office of Moreno and Bañez after the antigraft court denied Moreno’s motion for reconsideration last March 2016, but was served only last week of June 2016.

Failing to serve the dismissal and perpetual disqualification order, Moreno ran for the mayoral election last May 2016 under a stern warning from political oppositions that his election into office would be voided once the Ombudsman deny the motion for reconsideration.

While the conviction is on appeal to the Court of Appeal (CA), the Ombudsman meted Moreno a 90-day suspension, without pay, in another anti-graft case involving the payment of a rental of a building without an authorization of the City Council.

In an order last July 1, 2016, the Ombudsman said that the graft charges emanated from the lease contract that Moreno illegally entered into in 2013 to house its “Sports Development Program for Professional and Amateur Boxing.”

Court records disclosed that the city disbursed a total of PHP 175,000.00 in rental payments for the lease contract that was entered into without prior authority from the City Council.

The suspension order included Percy Salazar, city budget officer, and Beda Joy Elot , the city accountant. The Ombudsman has also filed an anti-graft case against Moreno, Salazar, and Elot with the Sandigan involving the “unauthorized rental payment.”

Again, Moreno obtained a restraining order from the CA, which expired last Tuesday sans the writ of preliminary injunction.

The Department of Interior and Local Government (DILG) has been waiting for the notice to serve the suspension order against Moreno and the two other city officials since Tuesday.

Moreno was facing a string of anti-graft and corruption cases with the Ombudsman, including three cases of plunder, the latest was the alleged release of PHP 86 million check, “pay to the order of City Mayor Oscar Moreno” before the May 2016 elections.

Principled peace negotiator Jalandoni became the chairperson of the NDFP panel in 1995. He was previously identified as NDFP vice chairperson for international affairs and head of its delegations in earlier agreements such as The Hague Joint Declaration of 1992 and The Breukelen Statement of 1994.

Born to a landed family in Negros Occidental, Jalandoni was class valedictorian of his De La Salle University High School class. He studied for the priesthood and again graduated at the top of his class.

As a priest of the Diocese of Bacolod, he was appointed to its Social Action Center by the late Bacolod Bishop Antonio Fortich.

Jalandoni left the priesthood in the 1970s and joined the NDFP, later becoming its chief international representative in the early 1980s.

“We credit Comrade Jalandoni for leading the NDFP peace panel in forging many important agreements with the GRP including The Hague Joint Declaration, the Joint Agreement on Safety and Immunity Guarantees, and the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law,” NDFP peace consultant Felix Randy Malayao said.
