GRP, NDF to define ‘hostile acts’ in second round of talks in Oslo DAVAO City––The government (GRP) and the National Democratic Front (NDF) peace negotiating panels will define what “hostile acts” are as they hope to come out with a draft of the bilateral ceasefire document during the second round of peace negotiations in Oslo, Norway next week. In a media roundtable discussion on “Addressing Marginalization: The Indigenouns Peoples and the Peace Process between G over nment and t heNational Democratic Front,” Wednesday at the Pinnacle Hotel, a GRP peace panel member, lawyer Angela Librado-Trinidad, said the expected output is necessary to be able to appropriately address should there be violations after the signing of a bilateral ceasefire. She said they will define what acts should be considered as a violation to a set a clear direction for the government law enforces, most especially the Armed Forces of the Philippines (AFP), and the New People’s Army, the Communist Party of the Philippines’ (CPP) armed wing. “The hostile acts have yet to be defined. Librado added that President Rodrigo Duterte has reiterated his stance on the pullout of the military-backed paramilitary groups such as the Bagani and Alamara in the Lumad communities. She quoted the President as saying that there should be no paramilitary groups in ancestral domains of the IPs so as to affect the peace process. “During the meeting that we had last Monday, he reiterated that no paramilitary groups should be present in Lumad communities. If they are not coming from the military side, the paramilitary groups should be disarmed,” he said. Human rights activists

claimed that the Lumad communities have fled their homes due to militarization. In a position paper, Kerlan D. Fanagel, chairperson of the PASAKA Confederation of Lumad Organizations in South Mindanao Region, has called on Duterte to stop the implementation of the Internal Peace and Security Plan-Oplan Bayanihan and Peace and Development Outreach Program. He alleged that military operations have caused harassments, forced disappearances, and other forms of human rights violations against the Lumads. Fanagel renewed calls for the military pull out from their communities so that displaced Lumads can return home. P250k salary tax exemption too low, says lawmaker

A LAWMAKER yesterday questioned the basis of the Department of Finance’s (DOF) proposal of tax-exempting only those with an annual salary of P250,000. “Where did this figure come from? What is the basis for this? The amount of P250,000 is way below the annual Family Living Wage of a Filipino that is now pegged at P396,390 (or P1,086 daily),” said Rep. Carlos Isagani Zarate , citing the study of independent think-tank Ibon Foundation. “Under our proposal (House Bill 333), we use the amount of P396,390 as the minimum figure of tax exemption because this is the basic living salary needed by a family,” said Zarate. “But as IBON already pointed out the most important tax reform is really to come up with a genuinely progressive program that taxes those few but with a huge ability to pay more while relieving the overwhelming majority who are struggling with such low incomes. The country’s tax system should be designed according to the country’s concrete condition of severe inequality and widespread poverty – not from what is seen as ‘doable’ for being unopposed and supported by the rich and by big corporations,” he added. “Some 17 million Filipino families (80% of all families) earn at most around Php20,000 a month; the poorest half (53%) try to live off less than Php13,000 a month and the poorest fifth (20%) on an average of less than Php5,600 a month. income families should not be taxed at all. On the other hand the country’s richest 326,000 families (1.5% of all families) earn an average of Php106,000-Php191,000 a month. The CEOs of San Miguel Corporation (SMC), First Philippine Holdings (FPH), Meralco and other big corporations earn Php5.0-Php5.9 million a month,” Rep. Zarate pointed out. He also added that the country’s “50 richest oligarchs” have a combined net worth of US$79.5 billion or Php3.8 trillion at current exchange rates. There are also at least 690 “ultra high net worth” Filipinos with at least Php1.4 billion in assets each. Meanwhile, the richest 156,000 or 0.7% of families had a cumulative income of Php356.9 billion in 2012 with an average annual income of Php2,287,836. Taxing just an additional 20% of this income will raise Php71 billion. On the other hand, the next richest 170,000 or 0.8% of families had a cumulative income of Php198.4 billion with an average annual income of Php1,271,484. Taxing just an additional 10% of this income will raise Php20 billion, the Ibon study said. “As we lower personal income for the middle class, higher top personal income tax rates are needed. It will be recalled that these reached as much as 70% in 1973 and 60% in 1982 before being cut to 35% in 1986, 33% in 1999, and finally to 32% in 2000. Higher corporate income tax rates on large corporations are also needed. For instance, restoring the corporate income tax to its 35% rate before 2009 would also immediately raise at least Php2030 billion. “DROP me a line while you’re away,” has been one of the most listened to phrases in my life. Yes, I confess, I’ve been always a restless contemporary, who needed to go “somewhere out there” after a couple of days spending with a computer. And, NO LAPTOP, if I am taking my time out. Amazing for many, but it’s really true! Living hidden away - but just to finish some more write ups - has been always okay. But then, I need to go out again and meet people. When this paper is hitting the roads, I’ll be staying in Manila for almost a week. I am looking forward to several events and meetings. Celebrating the German National Day of United (October 3) in Manila with several diplomatic people is an old annual tradition and a chance to talk with important people about everything under the sun. Talking abut the sun:

my problem before -- if somewhere has been very beautiful, my impulse to live there permanently let me quite a to-do about it. Once upon a time: vacation in Italy. I even enjoyed the nasty weather and decided to stay here for good. I loved (and still love) the Italian language, the Italian pasta, the landscaping, which is really beautiful. One can enjoy real blooming lemon trees. Vacation in Scandinavia. At that time, I was pretty sure, that this should be my future place. Clean air, no pollution, and heaven’s width, mountains and dream lakes. Vacation in France, and, I knew I couldn’t survive any more without blooming lavender fields, secluded valleys and castles nearly falling into ruins. Here, I’ll keep animals for breeding and enjoy my red wine while writing the long awaited

book entitled “My Way.” Mmmh, no way... . I am not yet finished. New York, and, I really enjoyed everything without respite: life, different languages, different people, great variety, explicit restaurants, malls, and a breathtaking view of life and always-new ideas of incredible lifestyle. Let’s rent an apartment in Manhattan and let’s all forget the pendants, sticklers and small-time fellows. Sure, it’s not cheap, but many a Mickle makes a Muckle.... Yes, I am really blessed having been in many countries around the globe. But guys, I also found out that life isn’t content with dreams only. Reality meant moving up to almost 20-times, the last with several containers via Singapore to Davao City. Now I stay here for good and you can tell me anything. I am happy. So, the point here is, if he can avoid cursing when he is with foreigners, why can’t the President do that in the presence of Filipinos? -oooPRESIDENT’S SPEECHES IMPACTING ON FILIPINOS: The way the President has been speaking in public is definitely having an impact on Filipinos, old and young, men and women. The problem here is that radio and TV networks no longer make any attempt to stop the airing of his curses and profanities. So, all listeners and viewers become exposed to this kind of speaking. I believe and I am terribly afraid that, at this point, almost everybody in this country has already accepted this way of talking. Many Filipinos have become insensitive, and are no longer bothered by the “p….. ina” or by other styles of profane talking. Many of us are in

fact starting to imitate it in our own speeches, whether deliberately or unwittingly. Parents have found it difficult likewise to explain to their young and impressionable children that cursing and branding another, publicly yet, as the “child of a mother who is a whore”, is bad and invites bad vibes, when the highest official of the country is doing it himself very frequently. We are now in the midst of a new generation of cursing Filipinos. -oooPEOPLE VOTED FOR DUTERTE TO BRING BACK GOOD MANNERS AND RIGHT CONDUCT: Of course, many are saying that uttering profanities and invectives when one talks is just a matter of speaking style. Others may also point out that uttering invectives has already been clarified by the Supreme Court of the Philippines no less as a simple expression

Green groups urge Duterte to wage war on waste, pollution GREEN groups urged President Rodrigo Duterte to wage a “War on Waste” and lay down an ecological and just waste and pollution prevention and reduction regime that protects public health and the environment a matter of national priority. At a press conference in Quezon City, the groups exhorted the government to fast track the promulgation of policies, regulations and plans that it vowed to do to safeguard human health and the environment from the onslaught of wastes and pollutants. The groups, composed of BAN Toxics, EcoWaste Coalition, Global Alliance for Incinerator Alternatives, Greenpeace and Health Care Without Harm, represent the waste cluster of the Green Thumb Coalition (GTC), a broad alliance of Philippine environmental NGOs. Last April 2016, along with other “presidentiables” then-Mayor Duterte ranked as the third most progressive presidential candidate based on GTC’s e nv i ron m e nt a l su r ve y questionnaire. The groups recalled that last April 18, in response to GTC’s pre-election questions, then presidential aspirant Mr Duterte wrote: “these (survey responses) will be translated into a

program of action with specific activities implemented and/or initiatives started in the first six months of the Duterte administration.” September 27 marks President Duterte’s 90th day in office. However, halfway into his first six months, the groups obser ved that addressing waste issues do not seem to figure as among the administration’s top priorities. Among the issues cited were: solid waste and plastics pollution, thermal waste-to-energy facilities, pollution prevention, electronic waste and the Canada waste issue. “Having laws that outline the country’s waste pollution problems are not enough if serious implementation is lacking. Rather than curing the problem with stop-gap measures, we urge the Government of the Philippines to address pollution through prevention measures at source, such as a pollution disclosure policy required of industries,” said Abigail Aguilar, Greenpeace Detox Campaigner. Aguilar said public access to information on industrial emissions not only identify problems at source, but also address the people’s right to know. “Similarly, looking into re qu i r i ng cl o s e d - l o op production of electronics

would minimize negative effects on the informal waste sector by requiring manufacturers who profit the most to also take responsibility for the e-wastes generated,” she added. “We hope that this government will take plastic pollution, particularly its leakage into our waterways and marine environment, more seriously, and hold manufacturers and producers into account.
